ALLAS, Ore. — Carter and Lindy Rickert purchased his parents’ 20-acre farm in 2016 without a plan, but knowing they wanted a value-added product that tapped into agritourism. That fall, the couple walked through the farm’s orchard of 12 trees and had an epiphany. “The fruit was falling on the ground and it just clicked,” Carter Rickert said. Salt Creek Cider House opened in 2019 with its tasting room in a renovated cattle barn. The Rickerts planted 1,300 heirloom cider apple and pear trees, and this season they harvested 3 tons of fruit. Trees are still maturing, more will be added and the crop could eventually increase to 250 to 300 tons. For the time being, the Rickerts also purchase 5 to 10 tons of fruit each year to combine with 5,000 gallons of juice they buy from Hood River, Ore., and the Yakima Valley in Washington state. Salt Creek will produce 10,000 gallons of cider this season. “We’re See Cider, Page A8

combine: 1/3 cups ketchup 1/3 cup white vinegar 2 tsp. Worcestershire sauce 1 tsp. freshly ground black pepper 1 tsp. hot pepper sauce ½ tsp. salt ½ lemon, quartered Fold in 2 lbs. turkey (thighs or tenderloins), cover and cook on High for 4 to 5 hours or on Low for 8 to 9 hours. Remove lemon quarters. Remove turkey from the bones if needed. Shred the turkey into smaller pieces. Mix well in the crockpot. Butter the inside of 4 burger buns, split horizontally and heat a skillet over medium heat and toast until golden brown. To serve, spoon hot barbecue mixture over bottom half of toasted burger buns. Top with the other half.

Stuffed bell peppers
Ingredients Bell peppers, (mix of green, red or yellow) halved lengthwise, veins & seeds removed: 4 Medium Hot Italian turkey sausage, casings removed: 1 Pound chopped onions: 1/2 Cup Peeled and finely grated carrots: 1/2 Cup Minced fresh garlic: 1/2 Teaspoon No-Salt Added tomato sauce: 1 (8-Ounce) Cooked rice: 1 Cup
Dried oregano leaves: 2 Teaspoons Black pepper: 1/2 Teaspoon Shredded Parmesan cheese: 8 Teaspoons Directions Blanch peppers in boiling water for 3 minutes. Plunge peppers into cold water to stop the cooking. Drain well. In a large, heavy nonstick skillet, over medium heat, cook sausage, breaking sausage into small pieces with a wooden spoon. Cook until no longer pink.

er-alcohol “imperial” ciders — continues to grow, grab market share from national brands and create beneficial ripples as businesses buy a cornucopia of fruits and juices. The rise in the number of cideries and sales in the past two decades also has prompted orchardists to plant cider-specific apple varieties, though that likely represents only a sliver of total acreage. A Northwest Cider Association report stated that in 2022, cideries in Washington, Oregon, Idaho and British Columbia purchased 100 million pounds of apples, or 2.5 million 40-pound boxes. That’s roughly 1% of the 2022-23 U.S. apple crop, according to USDA statistics. For 2 Towns Ciderhouse in Corvallis, Ore., the nation’s third-largest cidery, every sip of cider starts with fruit. roughly 45 million pounds of apples this year in fruit and fresh-pressed juice, said Dave Takush, head cider maker and co-founder. Then there’s 31,500 gallons of blueberry juice to flavor ciders, as well as cloudy liquid and puree from marionberries, raspberries, peaches, cherries, cranberries and other fruit. “Almost all of this is coming from the Pacific Northwest. … We can get the best of the best here,” Takush said. The company employs 100 people and was formed in 2010 — its 13th annual harvest party is Saturday, Oct. 14. Takush hopes production will increase to 3 million gallons of cider this year. In Washington alone, at least 300 family farms and juice processors sell crops directly to cideries, said Jana Daisy-Ensign, Northwest Cider Association deputy director. Much of the fruit is “ugly” produce unfit for supermarket displays. But the look isn’t the taste, Daisy-Ensign said. For Queener Farm near Scio, Ore., dealing with cideries is just a small part of the business, but every bit helps. The orchard sells scionwood, as well as five to seven 800-pound bins of heirloom and dessert apples to small cider makers, said Christina Fordyce, who owns the farm with her husband, Graham. “It’s a great way to move the fruit that might be less desirable,” she added. Dessert apples are most commonly used in cider — Takush said he looks for high acid fruit such as Cosmic Crisp and Granny Smith and typically blends those with other varieties, including Fuji and Gala. But cider makers, including 2 Towns, also are returning to nearly forgotten heirloom varieties. The family began grafting trees over with “lost varieties,” including apples from England and France. Much of the scionwood came from WSU. “We’re fortunate because we grow that fruit, and most cideries don’t have access to it,” Ringsrud said. In 2009, Snowdrift began producing artisan cider commercially, and the company will produce 10,600 gallons this year. With the limited supply of fruit, boutique cider orchards may be a source of sought-after apples for numerous businesses. Smaller cider makers often become farmers, too. “The easiest way to get your hands on those cider apples is to grow them yourself,” cider maker Carter Rickert said. According to the Northwest Cider Association, a third of cideries grow heirloom apples, which they often mix with other varieties.
Craft beer influence
Most fruit used in Northwest cider comes from Washington, which produces roughly 60% of the apples in the U.S. Last year, Washington led regional production with 2.5 million gallons of cider annually, according to Northwest Cider Association data. That’s followed by Oregon with 2 million gallons. See Experiments, Page A13

Northwest cideries have focused on premium products, and that’s led to a robust reputation throughout the world — much like their beer and wine counterparts, Daisy-Ensign, of the cider association, said. The region, with plentiful fruit and a foodie culture, has offered cider a place to flourish. Northwest craft beer principles of experimenting with high-quality ingredients have been transferred to cider since the 2000s. Portland became the best cider market per capita in the country, said Michelle McGrath, CEO of the American Cider Association. In January, Portland will host CiderCon 2024, a convention that will bring 1,000 attendees for tours, tastings, educational workshops, networking opportunities and a trade show. While cider has deep historical roots in the United States, there are a variety of styles in the Northwest. “Makers are willing to try new things as well as look back on more traditional styles,” Daisy-Ensign said. “Nobody is in a box here,” Takush said.
Experimentation of Ten Towers
For John Kruger of Ten Towers Cider Co., that maverick spirit is the point of making cider. “It’s always fun to experiment,” he said. Ten Towers of Rickreall, Ore., has traditional ciders, but Kruger also created ciders blended with peach tea and chai. He’s working on an Earl Grey with lemon drink, as well as a cider with elements of an old-fashioned cocktail. Kruger started homebrewing in the 1980s, dreaming of opening a brewpub. But he felt the craft brewing market became too saturated, so he turned to cider. His family had pressed apple juice since the 1970s at their farm, and Kruger applied his fermentation know-how — and got advice from a nearby winemaker. Ten Towers started operations in 2017, renting space at Eola Hills Wine Cellars. This season, the company will make about 6,000 gallons of cider. Next year, that should be 10,000 gallons. The name of the company comes from the towers at the Oregon State Penitentiary in Salem, where Kruger and his business partner, Troy Collins, work. “One of the next steps in our evolution is to have our own taphouse,” Collins said. A friend recently found an unusual apple with red flesh at a local farm. Kruger and Collins are hoping to get it identified, clone it and use the variety in rosé ciders.
Room for growth?
Takush said imperial ciders’ success shows there’s room for the industry to grow, especially as new innovations emerge. And perhaps the next big thing will start small. Cideries continue to open in the Northwest. Daisy-Ensign knew of nearly 20 cideries preparing to start operations in Oregon alone. Some cideries have failed, but that’s expected in business, industry experts said. Regardless, the number of cideries plateaued after two decades of robust growth, according to American Cider Association data. There are now 1,310 cideries, up 10 from 2022. In 2013 there were 550 and in 2003, just 205. The association lists 98 cideries in Washington, 67 in Oregon, eight in Idaho and 111 in California. Most Northwest cideries are smaller, family-run businesses, often started while owners hold a day job or transition from other careers, Daisy-Ensign said. About two-thirds of Northwest Cider Association members make less than 10,000 gallons of cider annually, she said.

Irrigators caught between conflicting Oregon housing, groundwater policies By MATEUSZ PERKOWSKI Capital Press
Irrigators could be caught in the middle of a conflict between Oregon’s need to build more housing and its goal of curbing groundwater depletion, experts say. Rapidly increasing the state’s housing inventory is a key component of Gov. Tina Kotek’s plan to decrease homelessness. Meanwhile, the state’s Water Resources Department is proposing to mitigate aquifer declines with stricter rules for tapping into groundwater, which cities worry will constrain their growth. Under the proposal, the agency would deny applications unless there’s sufficient data that pumping won’t decrease groundwater levels or stream flows. “This is the functional end of groundwater appropriations throughout much of Oregon,” said Steve Shropshire, an attorney with the Jordan Ramis law firm, at the recent Oregon Water Law conference. However, experts say it’s possible the two policy objectives will also have a combined effect on agricultural water, pushing cities to acquire water rights outside their boundaries and transfer them for municipal uses. Surface waters in Oregon have already been heavily appropriated while proposed groundwater regulations may greatly curtail aquifer pumping, experts say. Meanwhile, municipal demands are only expected to continue rising. “How is the system going to accommodate that?” asked Janet Neuman, a water rights attorney and retired Lewis and Clark Law School professor. Applying for new water rights will likely cease being the “bread and butter” of water law practice, and attorneys will have to find other ways to secure water for clients, said Marika Sitz, an attorney at the Ramis law firm. “I think that really leaves us with transfers,” Sitz said. Transfering both the point of diversion and the purpose of a water right would involve steep legal and practical hurdles, but that may not dissuade cities facing a dearth of alternatives, experts say. “If permits are not issued, they’re going to look at all other sources,” said Rep. Mark Owens, R-Crane, who often focuses on water legislation. While cities can theoretically buy water rights outside their urban growth boundaries and transfer them for municipal purposes, such transactions are limited by geography and geology, said Shonee Langford, an attorney with the Schwabe Williamson & Wyatt law firm. The water rights could only be transferred along the same waterway or within the same basin for groundwater, among other restrictions, he said. The OWRD must determine the transfer won’t enlarge the water right or injure senior water rights holders. Agricultural water rights are generally seasonal and current policy frowns on converting them to year-round municipal uses, though regulators have changed their view on the matter historically, Langford said. “With different lawyers advising them, they can flip flop their position,” he said. Despite such barriers, water rights transfers between farms and cities are hardly impossible, said John Short, who heads Water Rights Services LLC. “That’s how I get communities water,” he said. “That’s really the only viable option we have.” Cities can reimburse the OWRD for expedited processing of transactions and water rights can often remain seasonal as they’re transferred from agricultural to municipal uses, Short said. Like farmers, city residents use the most water during the summer irrigation season, but their demand plunges during the winter, he said. “That matches up pretty well to agricultural water rights,” Short said. The burden is on applicants to prove to OWRD that transactions won’t harm other water rights holders, which tends to put cities at an advantage over individual farmers and ranchers, said April Snell, executive director of Oregon Water Resources Congress. “Only people with the financial resources are going to be able to pay for the data,” she said. The state government should invest in better understanding the water situation in each basin because imposing more stringent rules without such information creates an uneven playing field, Snell said. “It’s setting us up to have more conflict,” she said. Despite recent investments in water data by the Legislature, Oregon’s knowledge is still lacking, said Rep. Ken Helm, D-Beaverton, who also focuses on water legislation. “It’s nowhere near what we need to make informed decisions,” he said. Though the state’s been making progress with water investments, such spending depends on healthy tax revenues, said Mark Landauer, lobbyist for the Special Districts Association of Oregon. “It takes just one bad budget cycle to tear all that down,” he said.

Farmers with low falling number don’t have many options, she said. “We blend wheat all the time to get certain protein levels or to meet other specifications required by customers, but you can’t blend out low falling number,” she said. Some people say anecdotally that leaving wheat in the bin longer will improve results of the test, but there’s no proof or scientific finding to support that theory, she said. Some farmers have the same load of wheat tested twice, receiving different results. Getting wheat tested more than once is not a bad idea, Hurst Marchant said. The farinograph, which tests starch quality, leaves room for error. “If your falling number result is lower than you thought it would be, it’s OK to get it tested again,” she said. “But remember, that variability goes both ways and having it tested again may be to your detriment. Testing high moisture grain can also lower your falling number results.”
Oregon, Washington results
Oregon’s wheat harvest was largely complete prior to rains, so exportable crop did not see any falling number issues, said Amanda Hoey, Oregon Wheat CEO. In Washington, there have been a few instances, but overall wheat quality is “sound,” said Amber Hauvermale, Washington State University research assistant professor. There was “a lot of really, really good grain and a few isolated incidents where there may be low falling numbers on the farm level,” she said.
New rapid test
The current falling numbers test is slow, can only measure two samples at a time, and requires expensive equipment. Due to expense and logistics, most grain elevators don’t have a falling number testing system on hand, Hauvermale said in a WSU news release. WSU and USDA Agricultural Research Service researchers and industry stakeholders are developing a new rapid test. “We are creating an immunological test for evaluating wheat quality, that will be calibrated to a falling numbers test,” Hauvermale said.

For some farms, diversification easy as pie

Katie Gonzales, owner of Hiatt Farm, south of Philomath, Ore., said dessert pies now represent 25% of the operation’s annual income. “We’re still farming, but these are the products we sell really well,” she added.
Blue Raeven Farm in Amity, Ore., responded to plummeting berry prices in 2007 with a pop-up tent in a parking lot to sell fruit. That quickly turned into a farmstand with a commercial kitchen. A few years later, pies were added. “We were just making five to 10 pies a day and we were super excited,” Katie Sauers recalled. Fast forward and Sauers, manager of Blue Raeven Pie Company, estimated she’ll sell 25,000 pies the week of Thanksgiving. “The pie company is now the main driver of all our entities. It’s unreal,” Sauers said. Thanks to the pie company, Blue Raeven Farm has a buyer lined up every year for 100,000 pounds of fruit. According to the American Pie Council, 186 million pies are sold in U.S. grocery stores every year, enough to circle the Earth. Sales surge during the holidays but farmers said Thanksgiving was their most important day. Sauers said Thanksgiving pies account for 40% of Blue Raeven’s annual income. Rancher-funded checkoff provides beef nutrition info to parents of babies By MATTHEW WEAVER Capital Press The Beef Checkoff is promoting the benefits of beef for infants as they transition into eating solid foods. Funded by National Beef Checkoff dollars, the “Early Bites With Beef” campaign reached 300 medical offices, focusing on family practitioners, pediatricians and obstetricians/gynecologists, said Jackie Madill, executive director of the Washington Beef Commission. The campaign focuses on the nutrients in beef, such as protein, iron, zinc and choline, which regulates memory, mood and muscle control. The checkoff has funded beef nutrition research for a decade, Madill said. The campaign kicked off nationwide in 2021. “We’re not just turning four-month-old babies loose

Generation Alpha, or Gen Alpha, is the term used for people born between 2010 and 2023. Parents introducing solid food into their child’s diet should consult their physician or health care provider first, Madill said. The commission next plans to address nutrient gaps in adolescents, particularly girls aged 8 to 14 years, Madill said. “I love that we’ve got beef nutrition research and beef meal solutions for every age and every stage of life,” she said.

It’s critical to make sure kids and families are comfortable with beef and serving it regularly, Madill said. “We want to say, ‘Here’s the science, and here’s a recipe,’” she said. For example, before adding ground beef to a shepherd’s pie, a parent might take a portion of the beef and use their home blender to make a puree, Madill said as an example. Over time, they graduate to a thicker puree, then a chopped or smashed version or crumbles as the baby begins to use their hands at about 6 to 8 months old, then on to small food or finger foods and utensils. “It’s really this wonderful evolution that can begin as early as 4 to 6 months, and follow the development of the child from 10 to 24 months as their palate evolves,” Madill said.

Reaching consumers
The Washington commission last year expanded upon the medical office campaign with a digital advertising campaign aimed directly at consumers. The beef commission saw more than 250,000
impressions over several weeks in the springtime of 2022. “We know that pediatricians appreciated the content, and when we delivered directly to consumers, consumers engaged with the content,” Madill said. “That speaks powerfully to me.”

USDA publishes long-awaited rules on organic animal welfare By CAROL RYAN DUMAS Capital Press
After years of on-again, off-again efforts — depending on which political party held the reins — the Organic Livestock and Poultry Standards rule will soon be on the books. The rule updates USDA’s organic standards on living conditions, care, transport and slaughter of organic animals. The organic industry has contended inconsistent interpretation of the regulations has caused economic harm to producers adhering to the most robust animal-welfare standards. The new rule establishes clear, strong and consistent standards, levels the playing field for organic producers and businesses and supports consumer confidence and trust in the organic seal, according to USDA.

“The organic sector and organic consumers have been clamoring for stricter animal-welfare standards for 20 years now,” Tom Chapman, CEO of the Organic Trade Association, said in a press release. “These new standards not only create a more level playing field for organic producers, but they ensure consumers that the organic meat, dairy and eggs they choose have been raised with plenty access to the real outdoors and in humane conditions,” he said. Most importantly, the rule clarifies that screened-in, enclosed porches do not qualify as sufficient outdoor space for organic chickens, OTA stated. The Organic Farmers Association applauded the release of the long-awaited rule but said in a statement some important details were not included. “Notably, the rule allows five years for both layer and broiler producers to comply with the new rule, rather than the three years as OFA recommended. Additionally, the rule failed to provide clarity around animal-welfare standards for organic swine production,” the association stated. The National Organic Coalition also applauded the rule. “The rule protects the health and wellbeing of organic livestock and is necessary to guarantee a fair marketplace for organic producers,” Abby Youngblood, NOC executive director, said in a statement. An organic animal-welfare rule was finalized in the Obama administration, quashed by the Trump administration and resurrected in the Biden administration. New standards were set to go into effect in March 2017 but were delayed by an executive order by President Donald Trump, putting implementation of all pending regulations on hold. USDA delayed implementation again in May and November 2017 and withdrew the rule in March 2018, stating it exceeds the agency’s statutory authority and could have a negative effect on voluntary participation in the National Organic Program. The Organic Trade Association challenged the delays in court in September 2017, amending its complaint twice and challenging the withdrawal of the rule. In December 2020, OTA filed a motion to extend the

An El Nino likely will make the Pacific Northwest warmer than normal this winter and cause drought to persist east of the Cascade Range, the National Oceanic and Atmospheric Administration predicted Oct. 19. An El Nino shifts the Pacific jet stream, meaning the northern U.S. will get less cold air than usual from upper Canada and the North Pole, NOAA chief forecaster Jon Gottschalck said. “The anticipated strong El Nino is the predominant factor driving the U.S. winter outlook this year,” he said. “The greatest odds for warmer-than-average conditions are in Alaska, the Pacific Northwest and northern New England,” he said. An El Nino is triggered by warm Pacific Ocean temperatures along the equator. The last El Nino was in 2019. A La Nina, triggered by cool seas, prevailed the past three winters. NOAA rates the chances of a strong El Nino forming at 75% to 85%. The El Nino can be expected to have its strongest impacts in January, February and March, according to forecasters. Northwest snowpacks have varied during previous El Ninos. Washington’s 2014-15 “snowpack drought” occurred during an El Nino. The El Nino was stronger the next winter, but the snowpack was above average. NOAA Chief Scientist Sarah Kapnick cautioned against expecting the upcoming El Nino winter to be like any past El Nino winter. “No two El Ninos are alike. And the impacts of those El Ninos are not always alike,” she said. Gottschalk said “sub-seasonal” weather patterns could preempt El Nino. The atmospheric rivers that flooded California last year occurred during a La Nina winter, which are typically dry in the southern U.S., he said. Sub-seasonal patterns that have a stronger impact than an El Nino or a La Nina have been particularly noticeable in the western third of the U.S., he said. “This is something that has been happening more and more in, say, the last five to 10 years,” he said. While Oregon, Washington, Idaho and California are expected to be warmer than average, the outlook for rain and snow is more mixed.

American Falls, Idaho, vies for top FFA chapter By BRAD CARLSON Capital Press
American Falls, Idaho, is one of three finalists for the national FFA organization’s Model of Excellence Award. Oklahoma chapters in Bartlesville and Stillwater also are finalists for the award, to be presented on the first day of the 96th National FFA Convention and Expo Nov. 1-4 in Indianapolis, Ind. Recognition as one of the country’s top three FFA chapters means that American Falls has reached a pinnacle seen by few, Idaho FFA Executive Director Clara-Leigh Evans said in an interview. Growing leaders, building communities and strengthening agriculture are the criteria for the award, for which 9,163 U.S. chapters can compete. The recognition “shows that American Falls goes above and beyond a singular strength and embodies the impact an FFA chapter can make in their school and local community,” she said. American Falls FFA is “an ideal model of agricultural education,” said Evans. The chapter exemplifies a complete model that

American Falls is an affiliated chapter, which means any student who is enrolled in a class in the agriculture, food and natural resource category is a member at the American Falls High School, Idaho and national levels. The setup removes barriers to membership and is inclusive and equitable, Evans said. Students are not required to pay to join, and can participate to the extent

they wish. American Falls FFA 2022-23 chapter president Fernando Montelongo, vice president Cody Carlon and secretary Hannely Cardona presented to judges by videoconference. They will also present live at the national convention. “The opportunity to tell the story about the American Falls FFA chapter’s program of activities has been eye-opening for me,” Carlon said in an Idaho FFA news release. “None of what we do would be possible without our community’s support, in addition to all the hard work
of our members and advisers.” Over Cardona’s four years of involvement, the chapter has grown and become a “second home” to her. “Each of our members reflects who we are as a chapter every day,” she said. “Being a part of this chapter is one of the best things I have ever done. PULLMAN, Wash. — The new director of USDA’s Western Wheat Quality Laboratory has one goal in mind: To keep a good thing going. Sean Finnie joined the lab July 30 as director. “Really, my priority was not to mess things up,” Finnie told the Capital Press. “I did a lot of just listening and learning how the lab works, understanding the priorities of the stakeholders ... really just trying to listen to growers, all the way to food manufacturers.” The lab is on the Washington State University campus in Pullman. Of four USDA wheat labs in the nation, it has the highest wheat and pulse research and sample throughput, serving Idaho, Oregon, Washington, California, Ari-
zona, Montana and Utah. Finnie expects to process 6,000 samples this year, up from 5,500 last year. He replaces Craig Morris, who died of pancreatic cancer in 2021. Morris was director for 32 years. Finnie praised research biologist Alecia Kiszonas, who stepped in as interim director, for guiding the lab through “a tremendous, difficult time.”

He points to estimates that white flour consumption is declining 3% a year, while organic wheat consumption is increasing by 10% to 20% per year. “From my research perspective, it’s frustrating that in the wheat industry, the only area that has increased sales year over year is organic wheat,” he said.

“The characters at the lab really were unique in their approach to research, and helped me develop my approach I have now, which I think is somewhat unique as well,” he said. Engle was rooting for Finnie to get the job. He expects the lab to continue its long-running mission to answer industry questions and needs. “It’s just been this continuous drive to find out more, collaborate with our industry partners and produce a better wheat crop,” Engle said. “He’s extraordinarily experienced and capable,” said Bettge, now a wheat consultant and mayor of Moscow, Idaho. “It’s a beautifully circular story, where he started in the dish tank in the lab and now he’s the director.” Bettge said he always knew Finnie would be successful.

He’s one of my favorite people.” Morris’ biggest lesson to Finnie was curiosity, and a willingness to look at things differently. “That’s something I didn’t fully appreciate until I started working with other scientists that had more
of a traditional view on approaching research,” Finnie said.

As growing seasons change, the lab will work to maintain the quality that the region’s wheat is known for worldwide, Finnie said. Major wheat components include starch and protein. Finnie hopes to also work on lipids, or fats, which he calls a “forgotten component” in batters and doughs

‘Wannabe farmer’
Finnie and his wife of 20 years, Karee Bohman, met during high school. They have two children, Freya, 5, and Rowan, 2. The family lives in Spokane, and Finnie commutes to Pullman four to five times a week. He calls himself a “wannabe farmer.” If he could, he’d attempt to raise organic wheat just because of the challenge involved.
His wife comes from a farming family near Troy, Idaho. It’s helped Finnie appreciate the work involved. “It’s really about income per acre,” he said. In the traditional commodity market, farmers increase income by boosting yield, he said, but they can potentially develop more opportunities with food manufacturers as traits become specialized. “Hopefully, throughout the next couple decades that I’m here, we can come up with different wheat traits that can provide value,” he said.

Without knowing any of the details, Pena said he’s not optimistic about the benefits to agriculture. “From the rumors we’ve been hearing, it does not sound good,” he said. “We don’t know, ultimately. We’re completely in the dark on this.” Other stakeholders will supposedly be given an opportunity to provide input, but that remains to be seen, Pena said. “There’s an agreement coming out that they’ve already conferred on,” he said. “It sounds like they pretty much have their decision that they want. ... Given our experience in this process, I’m very doubtful.” “It was kind of anti-climactic, because we didn’t get any details of what’s come out of negotiations,” said Kurt Miller, executive director of Northwest RiverPartners. Miller and Pena say their organizations expect to receive copies of the proposed package before the Dec. 15 deadline, and plan to respond. Key questions about the proposed actions and commitments, according to Northwest RiverPartners: • Do they help the region meet its climate change policy objectives? • Do they support electrical grid reliability for the region? • Do they support energy affordability? • Do they have a scientific
basis in salmon recovery? Miller said he’s “less worried and more upset” that stakeholders are still not included in negotiations. “How can I have any faith that the next 30 to 45 days would be any different?” he said. “I don’t — I have absolutely zero faith that our input is going to be taken seriously.” Stakeholders have been told that Biden administration senior adviser John Podesta is “genuinely” worried about endangered salmon, but also about the region’s energy, barge transportation and farm infrastructure, Miller said. “We’ve been told all those things carry important weight with him,” Miller said. With the Biden administration’s “aggressive” climate decarbonization goals, removing the dams doesn’t make sense, he said. “But this is the government we’re talking about,” he said. “It’s just really hard to say. ... They literally are giving us nothing tangible.” Being left out of the process likely won’t make the region’s members of Congress happy, Miller said. “Policy makers don’t like to have groups being excluded,” he said. “Policy makers are not going to like that, if the administration turns its back on millions of Northwest ratepayers.” The message to farmers? “Just keep a really close eye on this,” Pena said. “Whatever happens here is going to have a huge impact on agriculture and our economy. Don’t lose sight of it. We’ll wait and see, I guess. We don’t know what they’re going to do.”

Tech Hub aims to grow NW mass timber industry
The Biden administration has selected Oregon and Washington as a regional hub for mass timber, which could unlock millions of dollars in federal support for the industry. The Pacific Northwest Mass Timber Tech Hub was one of 31 technology and innovation Iain hubs recently Macdonald designated by the U.S. Department of Commerce’s Economic Development Administration to create jobs and strengthen the nation’s economy. Mass timber refers to construction materials in commercial buildings made out of wood, rather than steel or concrete. An example is cross-laminated timber, or CLT, made by gluing lumber into structural panels up to 20 inches thick. The first CLT buildings were constructed in Europe in the 1990s. and development — said he envisions the region will become a global industry leader in 10 years. “We’re kind of the granddaddies of mass timber in the U.S.,” Macdonald told the Capital Press. “We have a lot of those players.”
Success stories
The hub is just the latest success story for mass timber in the Northwest. Last year, the Oregon Mass Timber Coalition, which includes the TallWood Design Institute, secured $41.4 million from the federal “Build Back Better Regional Challenge.” Part of that funding is being used to build a factory at the Port of Portland’s Terminal 2 that will specialize in creating mass timber panels for modular homes to address the city’s affordable housing crisis. Another $24 million is set aside for the TallWood Design Institute to continue testing the structural, seismic and energy performance of mass timber buildings. Macdonald said the institute also received $1 million from the National Science Foundation to consult with mass timber manufacturers and building contractors, and come up with a plan for addressing the biggest challenges they face. “For many, they are starting out with their first mass timber project. It’s a little bit of a scary thing,” Macdonald said. “They go searching for data, and it’s not as readily available as it is for those other materials.” See timber, Page C11

One company, Freres Engineered Wood in Lyons, Ore., branched out into mass timber due to increasing competition from imported plywood. The company patented its own value-added product, known as mass plywood, used in construction projects including the 9-acre mass timber roof under installation at Portland International Airport. Rob Freres, the company’s president, said they support OSU’s pursuit of funding to propel the industry. “We recently provided the Mass Ply panels to construct the tallest wood building in the Western U.S. with less labor and floors completed in less than a week,” Freres said. “Soon our Mass Ply panels will be used in the tallest wood building in the world. This carbon-storing building material is the future, and the future has arrived.”

According to a study published in 2019, replacing concrete and steel with CLT in building construction has the potential to reduce global warming potential by 26.5%. Because mass timber products can be made using smaller diameter trees that otherwise wouldn’t be valuable to sawmills, Macdonald said the industry can help accelerate forest thinning projects to reduce wildfire risk by providing a market for the wood. Those projects, in turn, can replace lost jobs in historically timber-dependent rural communities while adding new housing and development in growing urban areas, Macdonald added. “There’s a lot of innovation that can still happen in this space,” he said. Officials in Oregon and Washington praised the hub, with Washington Gov. Jay Inslee calling it “a well-deserved recognition of our region’s efforts to bridge our legacy timber industries with our innovative sustainable building materials sector.” U.S. Rep. Earl Blumenauer, D-Ore., said mass timber is key to a low-carbon, sustainable future. “The Pacific Northwest is poised to play a critical role in the development of sustainable building materials,” Blumenauer said. “This will further reinforce our progress and our prospects for the future.”

The Idaho Wolf Depredation Control Board on Oct. 26 voted to contract with five ranch groups to help control wolves in priority areas. Contract applications were approved with Davis Cattle; the Siddoway, Hunsaker and Faulkner family ranches; and a group in the Salmon area. Each must report its progress halfway through the contract’s term. The contracts, in various locations, will start when agreements are signed. Some will end in early spring, some in June. A 2021 state law, which environmental groups opposed, substantially increased the number of wolves that can be taken and allowed additional control-related contracting. The wolf board in late June approved a pilot program to contract with ranch groups on private property where depredation is a problem. Allowed actions include hunting, trapping and aerial control. The livestock industry, the state Department of Fish and Game and the legislature fund the board. Directors of Fish and Game and the state Department of Agriculture co-chair it. The wolf board also contracts with USDA Wildlife Services to investigate livestock depredations and control wolves. Wildlife Services must have approval from Fish and Game to kill wolves. The new contracts aim to complement what Wildlife Services does while providing more information about livestock and wildlife depredation. Ranchers have reported that depredations can occur in addition to those that Wildlife Services investigations confirm to be caused by wolves, Fish and Game Director Jim Fredericks said. Ideally, the rancher-led work will have the most impact in high-depredation areas. “We all recognize we don’t want to pay to harvest wolves that really are not causing the problems,” Fredericks

said. Funding the contracts and seeing how the ranchers’ work unfolds is valuable, although “we will need to pay close attention to where the wolves are harvested, and other things.” Measuring and tracking results will be important, said board member Jon Goode. The five proposals totaled $156,250, more than three times the amount the board envisioned when it approved the pilot program. The board approved all proposals at 90%, or $140,625 combined. First-year priorities include spreading projects across a wide area to maximize potential impact, learning as much as possible and remaining conservative, board members said. Contracting parameters and processes could be refined in subsequent years. “If you go out and talk to producers, you begin to know that there’s a lot more money than this being lost every year,” said board member and rancher Richard Savage. The Idaho wolf population remains well above U.S. Fish and Wildlife Service minimums that allow state management as a game animal. The population held steady in 2020 and 2021, and dropped by just over 13% in 2022, according to Fish and Game studies. The Idaho Fish and Game Commission in recent years has focused harvests where wolf-livestock conflicts were chronic or where elk populations were below management objectives. Confirmed and probable wolf-caused depredations have been down recently.

Washington farmer tops wheat yield contest with 212 bushels By MATTHEW WEAVER Capital Press Chris Gross topped the national wheat yield contest this year, but don’t ask him to tell you how he did it. “I don’t know what I did right, and I don’t know what I did wrong yet,” Gross told the Capital Press. “You put the seed out, give it a good chance, make sure it has the water it needs and hopefully it will produce.” A member of the Reardan, Wash., Hutterian brethren, Gross got a yield of 211.98 bushels an acre in the contest’s irrigated winter wheat category. He planted the WestBred hard red winter wheat Keldin. “I guess it was just the right year for it,” Gross said. “The whole circle wasn’t that well, but we just found a good spot in the circle and all of a sudden saw the yield jump up, so we cut out the yield plot in that one field.” Gross believes that one spot was a low area with a higher water table than the rest. The wheat was directseeded into pea stubble, he added. “That was probably what really boosted the yield, the

It was his first year entering the contest, which is sponsored by the National Wheat Foundation. He’s been farming 15 years, and is the irrigator for the Reardan Hutterians, overseeing water management. They farm about 6,000 acres, half dryland and half irrigated. Gross said he and the rest of the brethren were surprised by the win. They had a nice stand early on, he said, but didn’t think they’d do as well as harvest approached. The winter came on so quickly there wasn’t enough time to get
enough tillers, even into the spring, he said. The Reardan Hutterians completed planting next year’s winter wheat Oct. 22. This year, they began experimenting with biologicals in spring wheat, to reduce chemical usage. The goal was to “see if we can just try having the ground work for you,” Gross said. With chemicals, “we’re putting enough nutrients down, but I don’t know if the crop is actually getting it.” So far the change seems to be paying off, he said. “It was a major success,”
he said. “It was probably 3 or 4 bushels less than our conventional farming, but half the input. So it’s amazing. The emergence is really the eye-opener. Side by side, this thing popped up out of the ground so much faster and looked better. We have a lot more to learn.” Other contest Bin Busters: • Dryland winter wheat: Dick Judah of Carlton, Ore., who planted Limagrain soft white winter wheat LCS Shine, yielding 173.77 bushels an acre. • Dryland spring wheat: Brad Disrud of Nola, N.D., who planted WestBred hard red spring wheat WB9590, yielding 129.98 bushels an acre. • Irrigated spring wheat: Dallin Wilcox of Rexburg, Idaho, who planted WestBred hard white spring wheat WB7589, yielding 170.14 bushels an acre. The 24 national contest
winners averaged a yield of 144 bushels per acre across all categories, according to the National Association of Wheat Growers. The contest received “robust” participation and wheat farmers displayed “exceptional resilience” despite prolonged drought in the central and southern plains, and challenging conditions in spring wheat areas, NAWG said in a press release. Drought impacted 59% of U.S. winter wheat production by May 9 and 75% of U.S. spring wheat production by July 25. Contest entry deadlines were May 15 for winter wheat and Aug. 1 for spring wheat. Gross plans to enter again next year. Topping the contest “just shows us we have a lot more work to do,” he said. “It’s possible to grow it. Now we’ve just got to figure out how to do it over the whole farm.”

The value of Idaho’s agricultural production hit a record-high $11.7 billion in 2022, up 37% from the previous year’s revised total of $8.56 billion, USDA’s National Agricultural Statistics Service reported Oct. 16. Commodity prices made the biggest difference from one year to the next. “The numbers were stunning, but it makes sense when you look at prices for commodities,” said Sean Ellis, an Idaho Farm Bureau Federation spokesman. “A lot of the commodities had record or near-record prices” including milk, cattle and calves, and potatoes, he said. Barley prices jumped, the price of corn for grain increased and wheat prices were high. Prices drive value more than agronomic factors, as it is not typical to have big changes in acres and yield from one year to the next, he said. “Some of the increase was due to better growing conditions, but the vast majority was due to higher prices,” Ellis said. Changes in sugar beet production value can reflect the U.S. sugar program, he said. The program supports prices and uses domestic marketing allotments, tariff-rate quotas and high out-of-quota tariffs to restrict the amount of sugar available to the U.S. market, according to the USDA Economic Research Service.

Milk, the state’s biggest commodity, saw a 40% increase in production value between 2021 and 2022, according to NASS. Value hit a record high, above that of 2014. “It always boils down to demand and the price of milk,” said Marv Patten, Milk Producers of Idaho executive director. The number of cows in the herd may increase a bit each year but is steady overall, he said. Production per cow generally goes up by 1-2%

Milk prices in 2022 reflected export-market factors as well as strong demand, he said. Barley production value increased by 87% from 2021 to nearly $450 million, a record high, according to NASS. Harvested acres increased by more than 14%. Hop production value dropped, following nine consecutive year-to-year increases, but was the third highest on record, according to the statistics service. “We are a main player in the U.S. in a lot of ag commodities, and this data show that,” Ellis said. Idaho leads the U.S. in potato production, peppermint oil, and trout for food, for example. In the rankings of the state’s top 10 commodities by value, barley moved up by one position to sixth and sugar beets moved down a spot to seventh. Here are the production values of Idaho’s top 10 commodities, 2021 to 2022: • Milk: Up 39.8% to $4.29 billion. • Cattle and calves: Up 22.5% to $1.75 billion. • Potatoes: Up 35.1% to $1.51 billion. • Hay (all): Up 50.4% to $1.42 billion. • Wheat (all): Up 42.5% to $748.4 million. • Barley (all): Up 87.8% to $449.55 million. • Sugar beets: Down 0.4% to $403.8 million. • Corn for grain: Up 12.2% to $171.07 million. • Onions (all): Down 9.5% to $123.3 million. • Hops: Down 6.6% to $98.04 million.
