European Policy Network on School Leadership (EAC/42/2010)
Introduction The aim of this deliverable is to describe and document all EPNoSL promotional activities during the current work programme. Dissemination and Exploitation activities are an integral part of EPNoSL's goal of making an impact on School Leadership developments at the level of empowering coherent policy development actions. This report is divided in 4 main sections. The first section presents the supplementary dissemination material that has been produced by EPNoSL with the purpose of increasing the visibility of the project's work as well as for enhancing policy reflection on the promotion of school leadership. These materials are considered as “supplementary in the sense that they were not originally envisaged in the current work plan, but emerged in the process of the network's engagement with school leadership stakeholders in different contexts. The second section focuses on dissemination activities to high policy circles, particularly as EPNoSL outputs during the current period are firmly oriented towards the needs of the policy makers. The third section describes all the different types of the more traditional dissemination activities that have been by utilised EPNoSL since its inception, highlighting the significant growth of the audience reach that EPNoSL's work has had in the past year. The final section briefly refers to the planned dissemination activities that have been scheduled by EPNoSL partners beyond the current funding period.

1. Production of additional dissemination material In the context of the current work programme, the EPNoSL partnership has produced a series of supplementary dissemination materials that are intended to engage different groups of school leadership stakeholders. These materials have been designed to supplement the contractual EPNoSL outputs in a way that can make them more ready-to-use to different school leadership stakeholders as well as for enhancing the visibility of EPNoSL’s work to the wider public. This material has been distributed widely in both digital and non-digital forms across the territories that are covered by the network. The additional dissemination materials produced are briefly presented below.
1.1. Promotional policy brief This short user-friendly text titled, “Promoting the policy agenda on school leadership from the perspective of equity and learning” has summarised the policy-relevant outcomes of EPNoSL activities so far. It is intended a) as a dissemination tool, communicating EPNoSL’s work on school leadership policy development to a wider audience, and b) as a resource for school leadership stakeholders, providing them with tools and analysis for meeting challenges and identifying areas for policy attention to support and enhance school leadership for equity and learning.

European Policy Network on School Leadership (EAC/42/2010) The text is available online < http://www.schoolleadership.eu/portal/deliverable/promoting-policy-agendaschool-leadership-perspective-equity-and-learning> and < http://issuu.com/epnosl/docs/promoting_the_policy_agenda_on_scho> and has also been printed in 500 copies do far. The hard copies have been mailed to all 29 European Ministers of Education, distributed to all participants of the first EPNoSL PLA of this period and to participants of other EPNoSL or EPNoSL-related events across Europe.
1.2 Promotional EPNoSL video EPNoSL produced an original promotional video in the occasion of its final Peer Learning Activity that was held in Heraklion, Crete on May 28-29, 2015: https://www.youtube.com/watch?v=m2FT_4MlCVo. The video was then uploaded to YouTube and has enjoyed 263 views, so far. The video attempts to introduce EPNoSL’s approach to school leadership policy development for equity and learning in a user-friendly manner.
In the effort to produce multilingual dissemination material, the video has also been translated to Lithuanian so far while other translations are pending: https://www.youtube.com/watch?v=4c1BajTHTwM. The Lithuanian promotional video has been disseminated separately by EPNoSL partners, LEU: it has been sent to 1.250 email accounts of Lithuanian primary and secondary schools and also to Local Municipalities, to heads of Education Department of Vilnius, Vilnius district, Trakai, Salcininkai, Svencionys, and Sirvintos towns.

1.5 EPNoSL YouTube channel EPNoSL has launched a specialized YouTube channel which features videos that not only document EPNoSL activities, but that also visualize certain key aspects of EPNoSL’ framework for school leadership policy development. The channel can be visited, here: https://www.youtube.com/channel/UCe6GpxMOBLWzKvYhlidYWzA Overall, 97 videos have been uploaded so far, organized around 7 playlists: - EPNoSL promotional videos (4 videos)

2. Dissemination to high level policy One of the main EPNoSL objectives in the context of Work Package 5 is “the stimulation of high level cooperation...under the scope of stimulating development of national / regional policies, regulatory arrangements and provisions”. To this effect, EPNoSL has opened up channels of communication with all European Ministries of Education and, when possible, to communicate directly with Ministers (or Ministers' offices). The EPNoSL coordinator has managed, during the current work program, to regularise these communication flows for ensuring a higher visibility of EPNoSL to high policy circles as well as promoting the implementation of the priorities for development of School Leadership. The particular instruments that have been used by the EPNoSL to this effect, are: - Asking for face-to-face meetings with policy-makers working in selected Education Ministers' offices in (as far as this is allowed by the limited project resources). - Distribution of all EPNoSL outputs to all Minister offices of all European states (including printed versions of “The EPNoSL Briefing Notes on School Leadership Policy Development” , the “Promoting the policy agenda on school leadership from the perspective of equity and learning”, and the “EPNoSL School Leadership Toolkit” and usb sticks containing digital versions of all other project outputs). - Invitations to all Ministries of Education to send representatives to the Nice and Heraklion PLAs. The response rate of Ministries of Education to these EPNoSL attempts of disseminating knowledge and raising the awareness of policy makers for School Leadership policy development has been quite satisfactory. - Ten Ministries of Education that are not members of the EPNoSL network sent representatives to attend the EPNoSL Nice and Heraklion PLAs. The additional Ministries that were present in Nice and Heraklion included: 1. Ireland – Ministry of Education and Skills 2. Romania – Ministry of Education and Scientific Research 3. Norway – Ministry of Education and Research 4. Northern Ireland – Department of Education 5. Hungary – Ministry of Human Resources, directorate for Education 6. Cyprus – Ministry of Education and Culture 7. Germany (Schleswig-Holstein) - Ministry for Education and Science 8. Bulgaria - Ministry of Education and Science 9. Germany (Baden-Württemberg), Ministry of Education 10. Lithuania - Ministry of Education and Science
- Five face-to-face meetings have taken place with representatives of Ministries of Education
in France (in Paris, on 26 November 2014,

The first PLA attracted 137 participants in total (37 more than the target set in the current the work programme). There was a relatively wide dissemination of the announcement for the Nice PLA and coverage of its activities. Indications of the dissemination of the coverage of the PLA are: The google search with the terms “EPNoSL, Nice, PLA that returns 918 results in total and the participation of 57 stakeholders from France (mainly from the Nice area) who were introduced to EPNoSL through mostly through this coverage by local media. 3.4 EPNoSL portal The EPNoSL portal <www.schoolleadership.eu> is the main digital resource center of all EPNoSL publications, activities, and events as well as a wider resource hub of school leadership policy and practice. Apart from documenting all of EPNoSL's work, the portal is regularly updated with school leadership news from Europe and beyond, including reports by international organisations, articles and newsletters, upcoming school leadership events, and a dedicated section to EU events and publications. The project coordinator undertook the task of upgrading the existing EPNoSL portal with the purpose of increasing the audience reach of EPNoSL outputs. This upgrading included: - The re-design of the first page of the current portal in order to increase its usability. - The creation of multiple EPNoSL social media accounts, which will also be linked to the portal (Facebook page, twitter account, issuu profile, and Slideshare profile). - The integration of the EPNoSL policy toolkit digital platform in the current portal. The upgraded portal was launched in March 2015. The EPNoSL portal currently features 1.145 posts in total. The portal has managed to significantly increase its audience reach during the current work programme. For the period starting from 11 January 2014 up to 12 July 2015, the portal has received 32,395 visits, 24,431 unique visitors and 88,733 pageviews (according to the statistics provided by Google Analytics). This marks an increase of approximately 23% in comparison to the statistics for the second implementation period. 3.4.1 School Leadership Toolkit Digital Platform In order the disseminate widely the school leadership toolkit, EPNoSL has creared a specialized digital interactive platform. This interactive digital platform has been the main publication vehicle of the EPNoSL Toolkit: http://toolkit.schoolleadership.eu/ . This digital platform contains a variety of multimedia material (videos, animations, interactive maps) and will enable users to create and participate in real-time policy reflection activities. This digital platform was launched in March 2015 and has enjoyed so far: 1,136 visits, 681 unique visitors and 3,899 pageviews (according to the statistics provided by Google Analytics)..
