MetLife and the U.S. Chamber of Commerce release on a quarterly basis a Small Business Index showing economic trends locally and nationally. Take a look at the 4th quarter findings. METLIFE & U.S. CHAMBER OF COMMERCE

INDEX SNAPSHOTS $ Small business health remained steady in 2017 with six-in-ten small business owners (61%) saying their business’ overall health is good.

Small businesses in the South are the most confident in the country.

More small business owners (27%) will be looking to hire in the upcoming year compared to Q3 (24%).

Investment plans are steady with a quarter of small businesses (25%) planning to increase investment in the next year.

More than half of small business owners (57%) believe next year’s revenues will increase.

Over half of retailers (55%) report that the holiday season is very important for their overall profit for the year, compared to just 31% of all small businesses.

One-quarter of small businesses report having no plan in place for any type of catastrophic event.

Competition is on the rise, with one-fifth of business owners (20%) seeing a more active local economy, up from 15% last quarter.

Time spent on licensing and compliance has remained steady since Q2.

About one-in-four small businesses are not active on the Internet.

Highlights from the CHAMBER OF COMMERCE by Nancy Irwin

Events continue to be an important part of the Chamber’s offerings. In 2017, fortythree various events were planned and offered to Chamber members. Of course, events like our Annual Golf Outing, Fall Member Fest and our monthly Business After Hours networking events give members opportunities to network, to connect and to create or expand business opportunities. Chamber events like our quarterly CEO Roundtables or Erie Homecoming and even Celebration of Excellence can also inform our members and foster discussions on important projects, issues and initiatives. Lastly, Beer on the Bay, the premier tasting event in our region, celebrates some of our great local craft brewers and reaches beyond the scope of our membership. And like our other events, it generates a non-dues revenue stream for our organization. New to our landscape this summer was Connect 4 Coffee, a morning networking opportunity designed for those who can’t make it to a Business after Hours event. Attendance is capped at 30 people, and each attendee, as well as the hosting business, have a couple minutes to talk about their company and the services they offer. We’re thrilled that these events are reaching capacity each month and are already booked into early next summer. If you haven’t made it to a Connect 4 Coffee, please visit our website and register. We also celebrated success with 19 of our Chamber members through ribbon cutting ceremonies so far this year. We’ve heralded the successes of growing businesses, cheered as others transformed old spaces into shiny new facilities, and welcomed new businesses to the region and city they now call home. Through our partnership with Lilly Broadcasting, we continue to tell the “behind the scenes” story through our weekly segment called Giving You the Business. It’s a great way for Chamber member businesses to talk about who they are, what they do and how they fit into the local landscape. And with the ever increasing importance of social media, each Giving You the Business segment has a viral reach thanks to Facebook shares from WICU and WSEE, and of course, the Chamber. As 2017 draws to a close, we’re excited to launch the ERIE Perk Pass, another value for your membership which recently launched. ERIE Perk Pass allows Chamber member businesses to offer exclusive discounts, promotions and savings to other Chamber members AND their employees. Not only is it a great opportunity for current Chamber members, we’ve also seen the ERIE Perk Pass become a deciding factor for a new business to join our organization. Look for ERIE Perk Pass details on our website, in our newsletter and our digital magazine.


Highlights from the ECONOMIC DEVELOPMENT by Jake Rouch

DCED’s ENGAGE Program & DCED Department of Defense Funding The Commonwealth of Pennsylvania’s DCED has developed a new business outreach program funded at $2.5 million. This is another opportunity for ERCGP to expand its outreach and resources to support economic development activity. We will likely be part of a regional application submitted through the NW Commission. Our preliminary thoughts are another contracted outreach person and a graduate research assistant. Presently, our business outreach has Brett Wiler focused on the DoD outreach in Erie, Warren and Crawford counties while Bill Scholz is conducting outreach solely in Erie County. Collectively, they are on track to meet with nearly 400 businesses annually and get those companies connected to any assistance they need. We also have one paid graduate assistantship – Jeff Keeler – who is focusing his work on the content related to the new GIS Data Center housed at the County of Erie (see more on this below). Finally, we have one volunteer graduate intern who is helping us build the on-line Resource Guide which will enable all the resources available in the economic development system to be accessed by interested businesses. Project Jobs and Takt Triangle data will be gathered on all companies that are the focus of the DoD outreach. GIS Data Center Emerge 2040, County of Erie, and ERCGP partnered together to assemble a total

of $65,000 to create a first-ever countywide GIS Data Center housed at the Erie County Department of Planning. ERCGP contributed $10,000 from the Department of Defense grant that was earmarked for software/equipment. ERCGP’s funding will enable the Data Center to secure subscriptions to GIS Webtech (real estate mapping and demographics program) and Implan (economic impact project calculator). There will also be a full-time, contracted employee to not only sew all of these tools into an integrated system, but also to continue to input unique, locally gathered data not available through the national database known as ESRI. This project will enable the following: • Consistent, professionally designed real estate profile PDFs to be generated for prospects; • Detailed demographic and infrastructure information for any site or building; • Projected economic impact for any project proposed by any private, public or non-profit group; • A searchable database of land and buildings accessible via eriepa.com; • The grant is also providing ERCGP with $15,000 of marketing assistance to support access to economic development assistance. The preliminary focus of these dollars is on a sites and building database platform that would be married with the County of Erie’s GIS planning and mapping tools. This would provide the ED system – and the ERCGP website – with an extremely powerful tool for land and building searches. 7

Up For The Job/Marketing Erie While the Up For The Job initiative has been mired in politics, the initial funding ($36,000) has been committed by the County of Erie and the project is proceeding. All along, ERCGP has been at the table to insure that our role is maintained and strengthened as the lead agency/entry point into the Erie Economy – or to access the ED system by existing companies. The consultant selected to lead this project – Kate Phillips of Parker Phillips, Inc. – has affirmed our leadership role and brand. ERCGP through the DoD grant, is using $15,000 of that funding to continue to build out the ERCGP’s website content to serve any business looking to invest in Erie. Parker Phillips will be leading the branding discussion. The item that additional funding will address is the market research needed to identify the target markets for the Erie region to pursue. Target markets are essential.

Highlights from the GROWTH PARTNERSHIP

Our vision for a revamped Young Erie Professionals organization is to be a central hub for both current young professionals and those new to the area. YEP will be the go-to organization for information

ERCGP needs to lead the Marketing Erie charge and the time to stick the flag in the ground and take that leadership role is now. With the potential of new leaders at both the City and County – and a landscape filled with political talk and new entities (ECCD, Innovation District) all with a common purpose of new investment in Erie – the community consistently looks to the ERCGP to step up and take on this role. This is an appropriate role and one that needs to be adequately funded by the public and private sector to be successful. Erie Homecoming & Erie Business Showcase A Planning Committee has been assembled to build out the 2018 event to be more in line with the approach taken by Detroit Homecoming where a large number of ex-pats are invited back to reconnect, learn where the City/Region is going, and be proactively asked to invest in the community’s redevelopment. The committee held its first meeting on October 31st.

Emerge 2040 Community & Economic Development Data Center Emerge 2040 creates a thriving, educated, livable, green and connected Erie County by guiding the implementation of the region’s 25-year plan for sustainability through collaborative and inclusive leadership. Over the last year leadership partners have determined that we need to focus on Economic Development. Business attraction, retention and expansion are key elements of job creation in Erie County. As the private sector continues to invest in Erie County and public/ private partnerships have formed to build on that momentum, we believe it is critical to equip the community with the tools necessary to make educated critical decisions that will help us become more competitive and agile to attract more investment into the greater Erie community. To provide the collaborative support, Emerge 2040 in partnership with Erie County Department of Planning, Erie County Redevelopment Authority and the Erie Regional Chamber & Growth Partnership creating a community and economic development data center based on two critical features GIS Mapping, and Economic Impact analysis. By marrying these two critical data sources our goal is to accomplish the following: examine local economies by state, county, zip code, or custom region; reveal dependencies and gaps within local supply chain and industries based on actual demand; analyze the real impact of a business relocating to the area or a business closure; assess the tax implications for publicly funded incentive programs; quantify the economic impact of your EDC’s activity on the community; exhibit the contributions of community programs, fundraisers, and special events with more knowledge about your economy than ever before; provide a business

retention tool for the Business Action Team to help local firms grow, diversify, and make smart business choices; plan for changes in industry technology; organize for expansions; determine wage rates; understand your tax burdens. Housed at the Erie County Planning Department and coordinated in partnership with the Erie Regional Chamber & Growth Partnership, we look forward to having the Data Center up and running by the beginning of 2018. Erie Center for Arts & Technology (Manchester Bidwell) The Erie Center for Arts & Technology is moving along and has progressed through the planning stage of replication of the Manchester Bidwell Training Center in Erie. A board has been formed and has officially filed the paperwork with the state. ECAT is reactivating committees and looking for compatible sites to finalize the organizational structure and determine the search process to bring on an Executive Director. ECAT is exploring many different medical/nursing/aide hybrids as training solutions and is in the midst of developing that hybrid consistent with the needs of the medical facilities of the community.
