MEET OPPORTUNITY
for Post-Secondary Education in the Erie Region Written by Dana Pontillo
The frustration is on both ends: businesses searching for employees have difficulty finding skilled workers; job seekers, with and without in-demand skills, have difficulty finding jobs at family-sustaining wages without additional training. This disparity has been a familiar one in Erie County. Now, however, several organizations are working to identify specific needs and find solutions to prepare, support and strengthen the region’s workforce. At issue: Obstacles to post-secondary education Transportation and limited financial resources are two hurdles facing prospective students looking for quality, post-secondary education. In Pennsylvania’s Northern Tier, technology and a unique approach have shortened the distance to and decreased the expense of an education designed to prepare students for the workforce. The Rural Regional College of Northern Pennsylvania (RRC) serves Cameron, Crawford, Elk, Erie, Forest, McKean, Potter, Venango and Warren counties with affordable associate degree programs, certificates and training designed to match the demands of the area’s business and industry. This model does not use new bricks and mortar but rather existing facilities and the latest interactive remote technology for its student body. “The RRC allows these students to stay in their hometowns and earn a certificate or two-year degree without a mountain of debt,”

explained Duane Vicini, the RRC’s project executive. Students attend class in a group setting and interact via live webcam as if the instructor were in front of the class. Other courses are taught face-to-face. The instructors are highly qualified, having earned advanced or master’s degrees. The first classes at the RRC began in May but the school’s foundation was set in 2012. That year the nonprofit Education Consortium of the Upper Allegheny (ECUA) began offering associate degree programs in North Central and Northwest Pennsylvania using interactive distance technology. Gannon University provided the coursework and curriculum, awarded credits and conferred degrees. Two years later, with input from educators and industry leaders, Act 126 was approved by the Pennsylvania Legislature and the RRC was created to fill an academic void in regions without a community college. In late May, the Pennsylvania Department of Education approved the RRC’s plans to enroll students for its 2017 fall term. Gannon will remain its academic partner until the fall 2018 semester when the RRC hopes to have received Middle States Accreditation. With locations in places like local schools, businesses and libraries, most students do not have to travel more than 30 minutes for class. The RRC offers open enrollment to those with high school diplomas or GEDs. Tuition is $180 per credit hour, compared to $302 per credit
hour at colleges within the Pennsylvania State System of Higher Education. The RRC will partner with the region’s technical and career centers to develop curriculum. “We are very aware of the region’s need for technical training and it is a priority,” Vicini said. “Securing access to the equipment and facilities takes time but the board is hopeful to start offering technical courses in 2018.” At issue: Preparing a technical workforce At a time when school districts across the country have dropped technical education in favor of coursework solely designed for college preparation, the Erie County Technical School (ECTS) continues preparing students to begin technical careers upon graduation. “As college graduates get saddled with increasing debt, earn degrees that don’t fit employers’ needs or fail to finish their degrees, families are becoming more aware that the trades pay well,” explained Dr. Aldo Jackson, the school’s director. ECTS is Erie County’s third-largest high school and serves an average of 800 students annually in 18 career and technical programs. Founded

in 1968, it operates as the vocational-technical education department of 11 of the 13 Erie County school districts. Jackson said ECTS receives input from 250 businesses and adjusts its curriculum accordingly. But it’s not all “technical.” “For 15 years, we’ve been teaching professional skills based on the soft skills employers tell us they need,” Jackson said. “They study Sean Covey’s The 7 Habits of Highly Successful Teens, FISH! Philosophy, business principles and ISO training.” Right now, Jackson said the region’s employers need workers with precision machining, welding, electrical, and drafting and design skills. While the school’s welding, facility maintenance and precision machining programs almost are at capacity, cosmetology, early childhood development and art design are the school’s most popular programs. “It illustrates a lack of career awareness of families and schools,” he said. At issue: The unprepared job applicant Part of preparing students for the workforce is actually exposing them to it. Several years ago, Erie County employers were concerned about

Community College Initiative Empower Erie is a nonprofit with a welldefined goal – establishing a community college in Erie County. The objective is to
improve access to affordable post-secondary education and offer courses to mirror the needs of the region’s employers. The project recently completed two state-mandated studies, a Feasibility Study and Final Plan. The findings recommend an Erie County community college and detailed ways to structure and fund the project. Funding would be achieved through sources including tuition and fees, per-student state reimbursements and utilizing gaming revenue currently being used to retire bond obligations that will be satisfied in the near future. Substantial funding has already been committed to the college. The Erie Community Foundation, the Erie County Gaming Revenue Authority (ECGRA) and the Susan Hirt Hagen Fund for Transformational Philanthropy have contributed $300,000 to the project. Should County Council approve and sponsor the college the above entities would contribute an additional $3.7 million. “The next step is to obtain county government’s approval to become the local sponsor of the community college and to then obtain state approval,” said Erie attorney Ron DiNicola, president and chairman of Empower Erie. At the same time, educators were looking for ways students could discover diverse career opportunities. Today, educators and employers need look no further than Career Street, a network designed to expose students to a variety of quality career experiences. “Any time an employer is interested in interacting with local schools, Career Street is the proper tool,” said Jennifer Nygaard Pontzer, executive director. She explained that the program helps connect teachers and businesses to students, providing genuine exposure to varying occupations and area industries. Although most career experiences occur in middle and high school, Career Street also works to expose young students to varying professions. “The more opportunities our students have with career exploration, the more informed decisions they’ll make on behalf of their future when the time comes,” Pontzer explained. “Naturally, the process is different depending on the age. We just finished a project with Mercyhurst University graphic design seniors who made career awareness coloring books for every third grade student throughout the city and county.” “Career Street is a model program for communities and schools,” said Dr. Aldo Jackson, director of Erie County Technical School. “Students typically achieve more success when they identify their intended career early on. This program helps kids and young adults do that.” All Erie County school districts and the Catholic Diocese of Erie schools participate in Career Street. Funding comes from schools, grants and corporate sponsorship. “We were able to launch due to a large, multi-year commitment from The Erie Community Foundation and grants from the United Way of Erie County,” Pontzer said. It is important to note the program is able to accept educational improvement tax credits (EITC) through the Erie County Vocational Technical School Foundation. About the Educational Improvement Tax Credit Program (EITC) Businesses can receive tax credits equal to 75% of their contribution up to a maximum of $750,000 per taxable year. Businesses providing the same amount for two consecutive years can receive up to 90% of the contribution. For more information, click here.

A MESSAGE FROM Barbara Chaffee | President/CEO We have completed our primary election season and though we are extremely disheartened over a 26% voter turnout compared to a 62.94% turnout in the November 2016 Presidential election, we can celebrate that our local primary election candidates treated each other with civility and respect, something that seems to be lacking on the national stage. Our local candidates deserve high praise for conducting their campaigns civilly. We face many challenges that are opportunities to strengthen the region; may we continue to address all with civility. As a community there will be disagreements on what path we follow regarding any given opportunity. Opportunities before us from Emerge 2040, Erie Refocused – The City of Erie’s Comprehensive Plan, addressing poverty, and inclusion of our refugees and immigrants. The Erie community has reason to be excited. We are working on Emerge 2040 and Erie Refocused. Yes, some of the work being done is behind the scenes as well as ongoing work that is in clear view. These are NOT plans that are sitting on the shelf. There are businesses, nonprofits, government, social and human services all focused on moving the region forward— now more than ever. 6
There are multiple education opportunities and challenges—to name a few: • We have four universities in Erie County and LECOM, and we have Allegheny College as our close neighbor also serving the region. • We have multiple choices for education from Pre-K through 12. Yes, our Erie School District has many challenges before it but the community stands together to work every avenue to right the ship. Other school districts also are facing challenges. • The PA Department of Education has approved the Rural Regional College Plan for the region. • Empower Erie is submitting a plan to PA for the Erie County Community College. • We are moving forward with the work on Manchester Bidwell-NCAT. Its successful model has created empowering educational opportunities for adults-in-transition as well as urban and at-risk youth. • Eagle’s Nest - educating and preparing at risk youth for careers and doing so with an admirable retention rate and has launched the African-American Boys Academy, focused on intellectual stimulation of elementary-age boys. • Erie County Vo-Tech, Erie Central Tech, proprietary career training schools, Erie Regional Manufacturing Partnership and Career Street.

Having been born and raised in Erie – and spending nearly all of my professional life in Erie – it is exciting to see widespread interest in the future of our region. Social groups, politicians, candidates, news organizations, business leaders, young Erie professionals and students are all talking about “transformational” leadership and actions for Erie. Sometimes, when a word is used so frequently, we assume we know what it means or what the intention is. Our assumptions can be problematic when it comes time to take action. Such is the case with the term “transformational.” Objectively, this term means to change in form, appearance, nature, or character. The definition demonstrates how differently we all can be viewing transformation. Some of us may see transformation solely in the physical structure and look of the city, and others may see it as an attitude shift.

BEER FESTIVAL Presented by the Erie Regional Chamber and Growth Partnership and Erie Brewing Company, the 10th Annual Beer on the Bay will take place on Saturday July 22, 2017 at Erie’s favorite waterfront spot, Liberty Park. Beer enthusiasts can choose from two tasting sessions, 12:00 p.m. – 3:00 p.m. or in the evening from 4:00 p.m. – 7:00 p.m. VIP, General Admission, and Designated Driver ticket options are available. Entertainment for the day of fun in the sun will be Erie’s own DangerBird! This year’s event promises to be the best yet! Brewers and vendors will be spaced out throughout Liberty Park on both the upper and lower portions of the park. Our VIP ticket holders will have access to rare brews, hookah bar and food tastings provided by a number of local restaurateurs and brewers. Beer School will also be open 16
to the first 25 VIP ticket holders who sign up the day of the event during the first session. All Designated Driver ticket holders will have access to the VIP area! Free shuttle service will be available from two locations courtesy of EMTA, the Intermodel Building at 2nd and Holland and the Lincoln Park and Ride. “Networking” is a term loosely used and thrown around by many in business. Networking takes many forms but it is essentially based on this simple axiom: Warm body connections to decision makers is the key to sales opportunities. “Continuous Education” is another term that is used quite a bit these days as a practice necessary for an individual – and companies – to effectively compete. This adage adeptly describes the need for everyone to become smarter and more skilled in an ever more competitive marketplace – regardless of profession or product. “Cross pollination” is the practice of sharing knowledge and ideas for mutual enrichment. Erie Homecoming is an initiative that engages all three of these concepts into a single event. Erie Homecoming is an initiative to develop purposeful engagement with former Erie residents to assist in the Erie evolution. The Erie Regional Chamber and Growth Partnership (ERCGP) is holding its 2nd Annual Erie Homecoming and Business
Showcase on Thursday, August 24, 2017 at the Bayfront Convention Center. In our first year, Erie Homecoming attracted 26 “Alumni” to come back home and present their insights and stories of success in their field of expertise with the Erie community. We also had 93 Erie companies showcase their business in the Exhibit Hall. The day attracted over 1000 attendees and was universally embraced as a wonderful new event to celebrate Erie’s business community and re-connect with amazingly talented people who used to call Erie home.
