MUSCAT: His Majesty Sultan Qaboos bin Said on Friday issued three Royal Decrees as follows: Royal Decree No. 1/ 2016 on approving the Ninth FiveYear Plan. Article (1) approves the 9th Five-Year Plan (2016-2020) whose objectives are outlined in Annex No. 1 attached to this Decree. Article (2) stipulates that the Ninth Five-Year Plan shall be implemented by virtue of considering the basic pillars of the plan’s financial framework as stated in Annex No. 2 attached to this Decree. Article (3) instructs the Secretariat General of the Supreme Council for Planning to publish the details of the 9th Five- Year Plan in special reports to be issued exclusively for this purpose. >A2 SUDAN, CUBA

HM sends greetings MUSCAT: His Majesty Sultan Qaboos bin Said has sent a cable of congratulations to Field Marshal Omar Hassan Ahmed Al Bashir, President of Sudan, on the occasion of his country’s Independence Anniversary. In his cable, His Majesty the Sultan has expressed his sincere congratulations along with his best wishes of good health, happiness and a long life to President Al Bashir, praying to Allah the Almighty for the return of this and similar occasions on him to achieve the aspirations of further progress and prosperity for the Sudanese people. His Majesty the Sultan has also sent a cable of greetings to President Raul Castro of the Council of State and Council of Ministers to Cuba on his country’s National Day. In his cable, His Majesty the Sultan has expressed his sincere greetings along with his best wishes to President Castro and his country’s people. -ONA

Budget expenditure estimate falls 15.6% taxes, while measures will be taken to increase fees charged by the government for various services. Yet another measure is being undertaken to reduce government expenditures and seek ways to raise income from non-oil sectors. These measures are aimed at covering a shortfall in budget revenues, since oil prices reached a five-year low.

While the Ministry of Finance will issue a statement on budget soon, the actual deficit of 2015 is likely to reach OMR4.5billion

Times News Service MUSCAT: Omani government expenditures and revenues for 2016 are estimated at OMR11.9 billion and OMR8.6 billion, respectively, leading to an anticipated deficit of OMR3.3 billion. Monitoring of prices Following the enthusiasm of the Council of Ministers to minimise the impact of these changing procedures, a government statement said, the Council of Ministers instructed the Public Authority for Consumer Protection (PACP) to intensify its monitoring of prices, “to avoid the occurrence of any unjustifiable increase in prices that might go beyond the direct impact of these procedures.”

MUSCAT: Assigned by His Majesty Sultan Qaboos bin Said, Sayyid Taimour bin Asa’ad bin Tariq Al Said, Assistant Secretary General for International Cooperation at The Research Council, on Thursday opened the digital studios complex of the Public Authority for Radio and Television (PART) at Madinat Al Ialam. During the opening ceremony, PART and its television and radio channels’ brands were launched, as also unveiling of their new logos and the start of the trial broadcast of the Oman Cultural Channel. The launching ceremony was held in the presence of Dr. Abdulmunim bin Mansour Al Hassani, Minister of Information, Dr. Abdullah bin Nassir Al Har-

rasi, PART Chairman, as well as a number of ministers and undersecretaries. The cultural channel seeks to present Omani cultural treasures, as represented in Oman’s literary, scientific and artistic heritage by Omani scholars, and consolidate the construction of Oman’s historical identity and its cultural heritage. The channel will also link the historical identity of Oman with its geography, so dominant throughout its history. The channel will be responsible for reproducing the history of Oman in the media, as well as shedding light on all aspects of culture and its development in Oman, as well as on Arab and international levels. >A2

At that time we didn’t know what to do,” the 46-year-old, who was with his family, said. He, along with his family and friends, then tried to escape from the area. “But all the roads were blocked and I thought that I may not live

Dubai police said the building was evacuated and only 14 people were lightly injured, but a medic at the scene said more than 60 people were treated for mild smoke inhalation and problems caused by crowding as they fled

the hotel. Witnesses described seeing flaming debris falling from The Address Hotel as guests, some running, emerged from the hotel. Celebrated annual tradition The New Year’s fireworks display at the nearby Burj Khalifa, the world’s tallest building, is one of Dubai’s most celebrated annual traditions and attracted thousands of spectators on Thursday night — most of whom were evacuated before the celebration went on, as scheduled. Live TV broadcasts of the extravaganza appeared to show only a few dozen people in the vast viewing area near the tower. See also >A4
