Many of them complained that they are unable to complete projects on time due to the short-
age of workers. Since November 2013, there has been a temporary ban in place on visas for construction workers, which is extended every six months. The Ministry of Manpower has once again decided to extend the ban on issuing visas for construction workers for six more months according to the ministerial decision no. 2015/110. reji@timesofoman.com MUSCAT: From June 1, 2015, individual Indian workers or a group of workers cannot be recruited directly anymore, but only through online registration with the Indian government’s overseas affairs office, states a fresh order. The order states that all the foreign employers, who seek to recruit Indian workers, need to register in the eMigrate system (www.emigrate.gov.in), which will then be vetted by the Indian Mission office. Thereafter, foreign employers can raise the demand for Indian workers on the eMigrate system and seek a permit to recruit directly or select recruiting agents online. “Such foreign employers will be required to declare the terms and conditions of employment of each category of the job at the time of applying for the registration. The declared terms and conditions of employment will act as a specimen contract and will form part of the employment contract at the time of actual recruitment,” adds the order. The order dated May 21, is applicable to all 17 Emigration Clearance Required (ECR)

Mohammed bin Salim Al Busaidi, chairman of the Omani Real Estate Association, said the Ministry of Manpower should identify the companies which
have an excess construction workers and then limit the visas for such companies. Instead they should provide visas for companies that genuinely need construction workers for their projects, he added. “The extending of visa ban will force companies to recruit ‘illegal’ workers which is not right. The companies affected by this decision can’t sacrifice their business prospects, so at times they comprise and recruit illegal workers,” he said. Reem Al Qasmi, an employee relations manager at SAM Engineering, was also of the same opinion. “We will be suffering huge losses, especially on the ongoing projects that will be halted until the six months are over. It is impossible to find an Omani who will work in this heat,” said Reem. >A6
