MUSCAT: Blue collar workers are being handed a pittance in pay, as gangmasters confiscate their ATM cards, many claim. The workers are expected to be on shift 18 hours a day and vital documents like passports and bank cards are held back by their employer. Thousands of expat workers who have flown to Oman on the promise of a good living wage are being duped and made to work for a tenth of what is stated in their
And the salary we get is a mere OMR80 ($207) a month,” he said. Sarwaar’s story is not uncommon. “When I signed the contract, it said I will be paid OMR 120 with two days off each week, and I would work only eight hours every day. My salary goes to the bank, but I don’t have the ATM card. It’s with Arbaab (the employer), who withdraws the money. What I get is just OMR80 in cash from the shop,” said Sarwaar. Those being victimised are primarily employees of small cafeterias, tea rooms, auto repair shops and provision stores.
In a range of interviews held across Muscat, many such workers said their employers are holding all of their documents, including copies of contracts, labour cards, and even passports. Sarwaar recalled that his father’s friend insisted that he must work in Oman so he would earn “good money”. “But now I am sorry. I was successfully running my own eatery at home,” he said. His colleague Bitu (original name withheld), a Bangladeshi, has been struggling for the last two years in the same restaurant. >A7

Opposition to Shura’s plan for merger of ministries Staff Reporters MUSCAT: Amid the slump in oil prices, and the Sultanate in the midst of an economic downturn, a special committee at the Shura Council recommended that a number of ministries and government institutions be merged to save money. However, this might not be the most viable option and might force educated Omanis to leave the country, an employee from one of the ministries said. “When our ministry started, it had qualified employees who graduated from Sultan Qaboos University. But after it was merged with the Ministry of Regional Municipalities and Water Resources, many of the qualified employees left for other companies, as they were left with nothing to do,” an employee from the Ministry of Environment and Climate Affairs, who has seen the different phases
RECOMMENDATIONS

Merging the Ministry of Environment and Climate Affairs and Ministry of Regional Municipalities and Water Resources, under the Ministry of Municipalities and Environment

the ministry went through before, during and after the merger, told the Times of Oman. The Ministry of Environment and Climate Affairs was estab-

contracts. Once the workers arrive in the Sultanate, employers openly flout rules by holding their bank cards, denying them control over their own finances. Sarwaar and his co-workers work 18 and 20-hour long days, snatching cigarettes in between feeding shift workers. They wash plates and dirty floors and tables well after midnight after hundreds have eaten at their small restaurant, and they have to be awake at 5am to prepare food for more labourers working in a nearby company. “It’s more than 18 hours of work.

MUSCAT: People are being called upon to put their thinking hats on as Oman looks for creative ideas for a major development project in the Yiti and Yenkit areas as part of plans to create a ‘new Omani way of life’. The sites will be developed as communities and destinations that celebrate and honour the Sultanate’s heritage, culture, and environment and, at the same time, enjoy the advantages of a modern lifestyle. To seek opinions from the public, and spur their imagination, to assist in the integrated planning of the two areas, an initiative called ‘Fikrati’ has been launched

by the Oman Investment Fund, a Sovereign Wealth Fund of Oman. Covering over 12 million square metres of land, Yiti and Yenkit are national assets consisting of natural treasures and unique features, which are proposed to be
developed as new modern areas. The development of Yiti and Yenkit will offer children and the next generation places to live and raise families, work, set-up businesses, create economic value, entertain guests and have fun, creating a new “Omani way of life”. The project seeks to capture the energy and vitality of Oman’s young population, embracing all future possibilities. Yenkit and Yiti are exceptionally pristine locations, combining marinas, beaches, highland plateaus and canyons, and offering impressive views over Sea of Oman. Further, the area benefits from easy access from the city centre and Muscat airport. >A6
