Kerry meets Alawi in Saudi Arabia RIYADH: US Secretary of State John Kerry met separately with Yousuf bin Alawi bin Abdullah, Oman’s Minister Responsible for Foreign Affairs, before he met the foreign ministers from the six Gulf Cooperation Council (GCC) countries in Riyadh on Thursday. In November 2014, Oman had hosted the meeting between top leaders of Iran, European Union (EU) and the US in Muscat to discuss Tehran’s nuclear programme. Iran’s nuclear negotiating team and officials from the P5+1 — the US, France, United Kingdom, Russia and China, plus Germany — had met then. On Thursday, Kerry reportedly reassured the GCC foreign ministers that a possible nuclear deal with Iran would not damage their interests. Kerry also met the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud of Saudi Arabia. Kerry arrived in Riyadh late Wednesday from Montreux,
Switzerland, where he said he had made progress in talks with Iranian Foreign Minister Mohammad Javad Zarif. Kerry briefed the GCC foreign ministers about his latest talks with Iran on the nuclear deal. Kerry arrived in Riyadh after talks with Zarif, aiming to seal a nuclear deal with Tehran ahead of a March 31 deadline. China, one of the six countries involved in the Iran negotiations, which aims to establish a framework accord by late March, said on Thursday that an agreement might be at hand. “We do think that it is the last stage and hopefully we could reach an agreement,” said Wang Qun, director general of the arms control department of China’s Foreign Ministry. “We believe these (talks) will lead to a peaceful solution and will resolve controversial points,” Iraqi Foreign Minister Ibrahim Al Jaafari told an UN-sponsored conference in Geneva. — With inputs from ONA/AFP/Reuters

fahad@timesofoman.com MUSCAT: In a move that will help expedite the process of solving crime cases, investigation departments of the Royal Oman Police (ROP) in all wilayats will soon be linked through a system of biometrics. The new project, called ‘Yaqeen’, aims to reunite all the biometrics in one framework, an ROP official told the Times of Oman. The new system will help in resolving crimes faster as well as in tracking and nabbing culprits, said the official. “There will be a unified server for the biometrics in the wilayats to make it easier for investigation departments to access information from anywhere,” said the official. The new system will also help in preventing crimes, added the official but did not specify how. New laboratories The official further added that new laboratories with superior technology will be built in some wilayats this year to improve the performance of criminal departments nationwide. The ROP recently screened a short film titled Hisar, or Siege, dealing with the most important issues that have been accomplished by the Economic Crimes Combating Department. The officials arrested members of a gang who stole large amounts of money from ATMs after inserting magnetic disks and re-programming the kiosks. According to the ROP, the number of crimes dipped from 15,346 in 2013 to 13,044 in 2014 — a remarkable drop of 15 per cent. They attributed it to better control and intensive patrolling. “There is an increased level of awareness among citizens and residents. They have been coming forward to report crimes,” said the police.
Oman has been a pioneer in offering e-Government solutions in the Gulf. In 2002, it became the first Gulf Cooperation Council (GCC) country to offer electronic ID cards to its citizens. A state-of-the-art biometric identification system was launched by Bank Muscat in collaboration with the ROP last year. “To validate banking transactions at all Bank Muscat branches, the identification card is required to be inserted into the biometric machine and customers have to validate their identity by scanning their finger print on the machine,” said a press statement. In January 2015, the ROP had launched the biometric or e-Passport as part of the Government’s objective to provide enhanced services and protection to its citizens through the use of secure technology. Recently, the directors of Inquiries and Criminal Investigations departments of the ROP held a meeting at the Directorate General of Inquiries and Criminal Investigations under the auspices of Major General Hamad bin Sulaiman Al Hatmi, assistant inspector general of police and customs for operations, in the presence of Mohammed bin Ali Al Hadidi, deputy attorney general. Brigadier Rashid bin Salim Al Badi, director general of inquiries and criminal investigations, said that they reviewed last year’s achievements and discussed the plan for next year. The meeting included a visual presentation on Yaqeen. It also included a documentary on the major cases solved by the Economic Crimes Combating Department. The meeting discussed a number of issues including major cases, the lessons learnt and the best practices for a quick response to identify criminals. A book fair with a difference MUSCAT: More than 633 publishing houses and 481 publishers from 24 countries participated in the Muscat International Book Fair that concludes Saturday. A total of 180,000 titles listed on the site can be accessed through the website of the book fair. “The Muscat International Book Fair is one of the largest cultural events in the Sultanate and is a great opportunity for imbibing knowledge and cultural dialogue, a meeting of ideas and innovators through a variety of cultural events. It also presents the most beautiful cultural landscape of Oman, especially the national institutions sponsoring this event,” said the organisers. The book fair, which began on February 26, is in its 20th session and coincides with the celebrations of Nizwa as the capital of Is-
lamic culture. Nizwa is the guest of honour at the fair for its history, intellectually deep roots and a proud civilisation with all the ingredients of science, knowledge and variety of human thought. The book fair has many publications highlighting the historic city of Nizwa and some paintings that convey its salient features. The fair covers an area of 7,848 square metres and has 872 stands of book publishers from the Sultanate and other countries showcasing different books on literature, culture, science and religion in addition to language, art, politics, economy, and children’s books. The fair also has many cultural and literary events in addition to special events for children. Numerous civil society organisations are also participating. A
cultural programme was held in coordination with the book fair and a number of cultural institutions in the Sultanate. Seminars and lectures were held in the Ibn Duraid and Al Outibi halls as part of the event. Dr Abdulaziz bin Othman Al Twaijri, director general of the Islamic Educational, Scientific and Cultural Organisation, conducted a lecture on ‘Modernisation of Islamic Thought’. A seminar on Nizwa scholars and their role in thought production was also held at the fair. The Ministry of Education held a workshop on children’s literature, which was organised by the Department of Development of the Arabic Language Curricula. The fair also saw the signing of a large number of publications by Omani and non-Omani authors of in Al Farahidi hall. -ONA

MUSCAT: Muscat has the third best standard of living in the region, according to the latest annual global Quality of Living report published by HR consultancy Mercer. The international human resources consultancy’s annual Quality of Living survey has revealed that Oman’s capital city occupies 104th position in global rankings, placing it among the top three cities in the Middle East. Dubai has maintained its regional top spot in the rankings, being placed 74th globally. Abu Dhabi comes second with its global rankings at 77. Muscat is followed by Qatar’s capital Doha, which occupies the 108th position. “The results prove that Muscat is the ideal destination for any residents or expatriates in the region,” said Mohammed Shafiqul Islam Bhuiyan, president of the Bangladesh Social Club Muscat. Citizens believe the factors that have helped Muscat maintain a top spot in the Middle East include the city’s stable economic and political environment. “In addition, Oman’s recent investment in its tourism sector has contributed significantly to its ranking globally,” said Mohammad, a citizen. Most cities from across the MENA region, maintained a stable ranking compared to last year, according to the report.

Mercer’s survey, which ranks 230 cities, takes into account a city’s political and social environment, medical care and health considerations, public services, recreation facilities and the natural environment. Globally, Vienna has the world’s best living standards, with European cities dominating the top of the ranking along with cities in Australia and New Zealand. Singapore (26) is the highestranked Asian city, whereas Dubai (74) ranks first across the Middle East and Africa. Montevideo in Uruguay, at 78, takes the top spot for South America. Baghdad, Bangui and Port-AuPrince were ranked at the bottom of the Mercer survey for 2015.
