Role of Sultanate praised as Yemen ceasefire in sight MUSCAT: A 72-hour ceasefire in Yemen is to be announced within days, United Nations Special Envoy for Yemen, Ismail Ould Cheikh Ahmed has said. He praised the efforts being exerted by the Sultanate under the leadership of His Majesty Sultan Qaboos bin Said to end the war and peacefully settle the conflict in the sisterly Yemeni Republic, expressing his thanks and gratitude to His Majesty for all support rendered by the Sultanate to the UN efforts in this regard. In an Interview with Oman News Agency (ONA), he said that the visit paid by Ban Ki-moon, UN Secretary General to the Sultan-

khadija@timesofoman.com MUSCAT: It was wet, sandy, gritty and gruelling, but those who survived Oman’s biggest ever triathlon punched the air with delight yesterday and shared hugs at the finish line. Hundred and ten men and women from 24 different countries participated in what has now been labelled as the largest triathlon in the history of Oman.
Registration opened around 9:30 am on Friday, where individuals and national teams gathered in anticipation of the long day. There were two grades of racers, Olympians who would cover 51.5 kilometres worth of water and land, and sprinters, who would cover 25.75 kilometres. At 3 pm, the shore was lined with the triathletes, each with a specific coloured swimming cap: red for sprint and grey for Olympic.

deeba@timesofoman.com MUSCAT: Dedicated child abuse units will be set up across Oman in the coming months in a bid to eradicate child abuse in the Sultanate. According to Dr. Moza Al Hatmi, head of the Child Health section at the Ministry of Health (MoH) in Muscat, “We have sent circulars to all governorates to

form this task force; it is a team where a group of physicians will be nominated to deal with cases of child abuse. Some of the governorates have already formed this team, but they haven’t started operating yet, but in a few months’ time, they will.” In each region, the Regional Hospital Task Force of Child Abuse (RHTFCA) team will consist of paediatricians, doctors,
physicians, social workers and a member from the Child Protection Committee (CPC), which has been operating across Oman for many years. “The RHTFCAs will be responsible for developing a strategic approach to child protection within children’s services at the regional hospitals. They will also need to formulate intervention plans for suspected and confirmed cases of child abuse, and they will be responsible for initiating the process of child protection to ensure the prevention of a premature return of the child to an unsafe environment or repeated abuse,” Al Hatmi added. Besides this, the task force will need to focus on patient and family rehabilitation, liaise with CPCs to ensure that proper management

The small bus was transporting four students from a college when it collided with a heavyduty vehicle at around 6am. The driver and three girls sustained moderate injuries while one student is suffering from critical injuries. The ROP said that injured are being treated at Samail Hospital.

MUSCAT: An Omani teenager studying in Qatar died after drowning in a swimming pool at the university where she studied. Reem Said Al Kalbani, from Oman, was found drowning in the swimming pool attached to Qatar University’s female dorms by her Qatari friend Noura Al Hidous, who attempted to save her by jumping into the pool, but ended up meeting the same fate. The bodies of the two students aged 19 and 18, were recovered by Qatari authorities and sent for the autopsy.
Investigations on Dr. Hassan Al Dirham, President of Qatar University, mourned the losses of his students on his official twitter account saying, “We mourn the surprising deaths of two of our students, Noura Al Hidous and Reem Al Kalbani. I ask God to have mercy on them and forgive them and inspire patience and fortitude to their parents.” The university is following up with the investigations but has yet to make a statement about the incident.

Four rescued from vehicle stranded in wadi in Sohar Times News Service MUSCAT: Emergency crews rescued four people who were stranded in fast flowing wadi waters in Sohar, the Public Authority for Civil Defence and Ambulance (PACDA) reported on Wednesday. The people were rescued from their vehicle. A man sustained moderate injuries and a woman
survived with minor injuries, according to PACDA. PACDA said that the operation took less than 15 minutes and was accomplished with the help of citizens. The injured were transferred to a nearby hospital. PACDA called people not to risk crossing flowing wadi waters and wait instead inside the vehicle until it is safer to drive.

The CPCs consist of usually four of five members from the Ministry of Social Development (MoSD), including a social worker, a Child Protection delegate, Director of the Social Service Department, then there is one member each from MoH, the Ministry of Education, the Royal Oman Police, Public Prosecution and NGOs. A major distinction between the RHTFCA and the CPC is that the former is purely medical in nature; they will be managing and dealing with the cases, which are reported from health facilities only, unlike the CPC, which will deal with other cases too “If any child protection measures are needed, RHTFCAs will also need to coordinate with the CPC because CPCs are responsible for providing protection to the children,” Al Hatmi pointed out. “We have seen all the types of child abuse cases in Oman in the last few years, and most of these are linked to physical abuse or neglect. Ever since Oman acceded to the Convention on the Rights of the Child in 1996, different sectors
have been structurally developed in ways to deal with the issue.” “In 2014, the Child Law was passed by His Majesty the Sultan and since then both MoH and MoSD are working to implement the law for the protection and safety of children. You could say that the long-term aim is that we have a generation of children, who are not subjected to any form of child abuse within the society,” said Dr. Ibtisam Babiker Elnour from the Child Health Department at the Sultan Qaboos University Hospital (SQUH). “MoSD started addressing the issue of child abuse and violence against the children long ago and is still trying to help identify such children and provide care to them, however after the law was passed, the representation in these committees has increased at different institutes in the government, who are responsible for seeing to the needs of the children,” said Dr. Muna Al Saadoon. Dr. Steven Atwood, consultant for UNICEF (United Nations Children’s Fund), who has been working with MoH to hold work-
shops on child abuse for medical professionals from around the country said, “I am working with MoH to increase the capacity of people working with women and children in the country, this is really a capacity development thing. I think what’s impressive about Oman is that they are already moving in this direction and willing to talk about the issue.” “The awareness programmes in North Sharqiyah started in 2007 and we saw that cases were being reported back due to better awareness; however later fewer cases were being notified, so we went back and reviewed the issue and held an orientation session for the healthcare providers in the region and taught them how to diagnose child abuse cases.” “Now, it has become much better again with the reporting of such cases, the only problem we now is regarding schools, where teachers are not reporting the cases, so we only want to work on that,” said Dr. Fatma al Hudaifi, family physician, and in-charge of the Maternal and Child Health Programme in North Sharqiyah.

He affirmed that the Yemeni Ansar Allah and Conference Party are convinced on the importance of ceasefire as they agreed to activate the Truce and Coordination Committee. He also affirmed that the two parties expressed their readiness to get involved with the Committee’s work, as this is the “most positive point during my talks” in the Sultanate of Oman. He further said that putting forward the real paper for the peace plan in Yemen to become a working plan in a bid to reach an integrated and comprehensive peace requires more consultations, as the ideas are available and the security matter should be crystalised, which includes withdrawal and handing over arms. -ONA

Education for Syrian children in Lebanon a huge challenge NABATIEH (LEBANON): Twelve-year-old Abdulrahman has not set foot in a classroom for nearly three years. Instead of going to school, he works at the grocer’s downstairs from 7am to 9pm, packing fruit and vegetables to support his family. Since the family fled Syria in 2014, they rely on his wages, around $10 a day, and those of his 15-year-old brother who works in a garage, to buy food and rent a barely furnished flat. Lagging far behind and shackled by adult responsibilities, the slight Abdulrahman sees no prospect of resuming his education. “Dad hardly finds any work, so I have to. That’s it,” he said quietly when asked if he wanted to return to school. He and his brother are among an estimated 250,000 Syrian refugee children in Lebanon who are out of school, often having missed years of formal education. It is a crisis that ensures the effects of Syria’s war, now in its sixth year, will be long felt throughout the region, where hundreds of thousands more out-of-school children live. They face growing up as a lost generation vulnerable to abuse by traffickers and recruitment by extremist groups. Western nations and Lebanon’s education ministry recognise the scale and significance of the issue. Ambitious drive But an ambitious drive to provide schooling for all Syrians and poor Lebanese, funded with tens of millions of dollars a year, mostly from EU countries and the United Nations, has struggled to meet even interim enrollment targets. Families interviewed by Reuters in different parts of Lebanon
for work because they fear arrest at army checkpoints, and rely on their children for income. Abdulrahman’s family lives on around $750 a month if both children work, $500 of which goes towards rent. The rest is left for food for five people. “We just about get by,” his father Faisal said, sitting on the floor of their empty living room. At age 53 and with an injured arm, the former farmer says he seeks manual labour locally but without success.

spoke of a range of barriers to putting their children in school, including poverty and reliance on child labour, government-imposed movement restrictions and public schools turning Syrian pupils away as the new academic year begins. Aid and rights groups report similar difficulties, some rooted in Lebanese government policy on refugees and others beyond its control. Lebanon, which hosts more than 1 million Syrian refugees including nearly 500,000 children, last year launched a campaign to enroll 200,000 in public schools, expanding a “second shift” system of additional afternoon classes exclusively for Syrians. The tiny Mediterranean country’s response to the Syrian crisis has often been praised by the international community, which has
repeatedly pledged to help it cope with the influx of refugees. Donors gave $267 million for education in 2015, including the schools campaign, and another $207 million this year, according to an annual UN aid report and figures from the UN refugee agency, making education one of Lebanon’s best-funded sectors for Syria aid. But tens of thousands of places went unused as no more than 159,000 Syrians enrolled in public school, according to government and charity estimates. An unknown number of those dropped out. Among Syrians aged 15-17, 95 per cent are not in school, Human Rights Watch said in a recent report. The plan to get Syrian children into school last year was ineffective in some areas: many places allocated for Syrians were

Oil money will go to Tripoli central bank, say eastern authorities BENGHAZI (LIBYA): Authorities in eastern Libya will allow revenues from rising oil production to be paid into the central bank in Tripoli even though they do not recognise the bank’s governor there, the head of Libya’s eastern parliament told Reuters in an interview. The pledge is a sign authorities in the east, who have resisted a UN-backed unity government in Tripoli, may not try to take direct control of oil resources and revenues, at least for now. They have previously failed in attempts to export oil independently. Agila Saleh, president of the east’s House of Representatives (HOR), said production should be managed by a unified National Oil Corporation (NOC) and revenues distributed fairly across Libya. His comments came after the state-run NOC reopened major oil terminals seized last month by eastern military commander Khalifa Haftar, boosting national production by more than 200,000 barrels per day (bpd). “The revenues of oil will be deposited in the central bank of Lib-

ya and will be for all Libyans according to geographic distribution and density of population,” Saleh said. “All Libyans benefit from this wealth.” The HOR has been based in the eastern city of Tobruk since 2014, when rival armed factions took control of Tripoli, deepening the political turmoil and conflict that emerged after an uprising toppled Muammar Gaddafi in 2011. Libya was left with two competing sets of institutions in Tripoli and the
east, including rival branches of the NOC and the central bank. The UN-backed government is now operating from Tripoli, but has failed to win endorsement from the east. Its leadership is currently drawing up a new list of ministers after seeing two proposed cabinets rejected by the HOR. The NOC announced a deal to unite in July. The central bank is still divided, though NOC revenues continued to go through the bank’s Tripoli headquarters throughout Libya’s conflict. Saleh he was planning to meet NOC Chairman Mustafa Sanalla and eastern central bank governor Ali Hibri, noting the HOR had previously sacked Tripoli central bank governor Sadiq Al Kabir. “We will work to draft a new agreement with the (eastern) parliament’s finance committee for harmonising operations in the Libyan central bank and the NOC,” he said. The European Union and the United States have imposed sanctions on Saleh. Saleh dismissed the sanctions as a “violation of Libyan sovereignty and democracy”. — Reuters
in schools far from where most refugees live, meaning at least 40,000 seats went unused, the New York-based rights watchdog’s Bassam Khawaja told Reuters. Meanwhile, some schools were “contravening the (education) ministry’s policy by demanding additional documents” like residency permits, he added. Refugees must pay $200 a year for legal residency. Most Syrians, 70 per cent of whom live in poverty, are illegal because they cannot afford that fee. The education ministry has waived residency requirements for entry to public school, but families said some schools demanded residency, ID cards or other documents they did not have. Residency rules also mean many parents do not leave home to look
Difficulties Other difficulties include transport - one family said they had to choose which of their two children they sent to school because it cost $30 a month for the bus - and language barriers, where the Lebanese curriculum uses English and French. The education ministry said it was working to ensure that more schools implemented government policy on letting in Syrians. Lebanon’s public school system was stretched even before the Syrian conflict and catered for only about 30 per cent of all Lebanese pupils, according to UN reports, raising questions over its capacity to absorb so many more children. Charities have privately asked to be more involved in efforts to educate the refugees that remain outside public schools, including through programmes that can keep children learning but without awarding formal qualifications, sometimes using classrooms set up in tents. Last year Lebanon hampered some of those efforts, Human Rights Watch said, including by asking at least one organisation to shut down some unofficial schools. Syrian refugees themselves are also filling the gap, setting up
makeshift schools and volunteering as teachers, but without government approval. Staff at one such school outside Beirut said the government had tried to close it, but the local town hall was negotiating to keep it open, provided it taught the Lebanese curriculum. The education ministry said it recently allowed dozens of charities to operate programmes. A separate UN-funded catch-up scheme catered for nearly 18,000 children last year said UNICEF. The scale of the problem is also drawing new private sector initiatives. A project launched by the Clooney Foundation for Justice, backed by Google and Virgin, aims to enrol up to 10,000 children next year in schools operated by SABIS, an international company which has prepared students for college and high school exams. It hopes to reach 50,000 children per year after that. “It is a huge challenge... (but) we’re much better off having 200,000 kids educated,” SABIS CEO Carl Bistany said, noting that schools would be set up in areas most heavily populated by refugees. But ensuring all Syrian children receive education remains an almost impossible task. “We’re not, at the start of the 2016 school year, in a situation where even if all of us club together all of our resources and capacity, we’re going to secure education for all Syrian children,” the Norwegian Refugee Council’s Lebanon country director Niamh Murnaghan said. Russia’s Deputy Foreign Minister Gennady Gatilov said a draft put forward by France contained a number of unacceptable points and politicised the issue of humanitarian aid. But Foreign Minister Sergei Lavrov said Russia would support an eye-catching proposal by UN Syria envoy Staffan de Mistura to escort militants out of Aleppo personally. Russia was ready to call on the Syrian government to allow fighters from the Nusra Front to leave the city with their weapons, Lavrov said. Lavrov was speaking a day after Syrian President Bashar Al Assad offered fighters and their families an amnesty to leave rebel-held eastern Aleppo under guarantee of safe passage to other parts of Syria held by the insurgents. The offer follows two weeks of the heaviest bombardment of the 5-1/2-year civil war, which has killed hundreds of people trapped inside Aleppo’s eastern sector and torpedoed a US-backed peace initiative. More than 250,000 people are believed to be trapped in eastern Aleppo, facing severe shortages of food and medicine. German Chancellor Angela Merkel urged Russia to use its influence with the Syrian government to end the bombardment
of Aleppo, as her government opened the door to possible sanctions against Russia for its role in the conflict. Merkel said there was no basis in international law for bombing hospitals and Moscow should use its influence with Assad to end the bombing of civilians. “Russia has a lot of influence on Assad. We must end these atrocious crimes,” Merkel told an audience of party members in Germany. US Secretary of State John Kerry said Russian and Syrian actions such as bombing hospitals in Syria cried out for a war crimes investigation. “Last night, the (Syrian) regime attacked yet another hospital and 20 people were killed and 100 people were wounded. Russia, and the regime, owe the world more than an explanation about why they keep hitting hospitals and medical facilities and children and women,” Kerry told reporters in Washington. “These are acts that beg for an appropriate investigation of war crimes and those who commit these would and should be held accountable for these actions.” Russia and Syria accuse the United States of supporting terrorists by backing rebel groups. The Syrian and Russian governments say they target only militants. French Foreign Minister Jean-Marc Ayrault, speaking through an interpreter as he and Kerry spoke to reporters before they met at the State Department
in Washington said: “Tomorrow, will be a moment of truth - a moment of truth for all the members of the Security Council. Do you, yes or no, want a ceasefire in Aleppo? And the question is in particular for our Russian partners.” Russia is expected to use its power of veto. The Syrian army and its allies clashed on Friday in the south of Aleppo with rebels seeking to oust Assad, part of a pro-government offensive to retake the city. The fighting was concentrated in Sheikh Saeed, a rebel-held district of the city next to Ramousah, where the most intense battles earlier this summer took place, but there were conflicting accounts of whether the army made any gains. Air strikes on rebel-held eastern Aleppo by the Syrian military and Russian jets remained significantly lighter than during the previous two weeks following an army announcement on Wednesday that it would lessen its bombardment. “Today there’s no bombardment on the neighbourhoods in the city, until now. We don’t know what will happen in an hour,” said Ammar Al Selmo, head of the civil defence rescue organisation in Aleppo. Asked if there will be any expansion of BRICS, Sinha said there was no thought of expansion and in fact, the grouping was in the consolidation stage. Supreme Court stays Patna HC order quashing liquor ban law NEW DELHI: In a relief to the Nitish Kumar government in Bihar, Supreme Court on Friday stayed the operation of Patna High Court judgement quashing the state’s law banning sale and consumption of all types of liquor, saying liquor and fundamental rights “do not go together”. A bench of justices Dipak Misra and U. U. Lalit also issued notices to all the respondents including some liquor manufacturers, on whose plea the high court had held as illegal and unconstitutional Bihar government’s prohibition law and posted the matter for hearing after eight weeks. Fundamental rights “Liquor and fundamental rights do not go together,” was how the apex court observed before passing the interim order on the appeal against the high court’s verdict. “As an interim measure, it is directed that there shall be stay of operation of the judgement and order passed by the division bench of the Patna High Court,” the bench said. Verdict challenged Bihar government has challenged the high court verdict of September 30 which had quashed the notification banning consumption and sale of liquor in the state. However, after the law was set aside, the Grand Secular Alliance government came out with a new law banning sale and consumption of liquor, which was notified on the Gandhi Jayanti day on October 2. Senior advocate Gopal Subramaniam, assisted by advocates Gopal Singh and Keshav Mohan, told the bench on behalf of the state government that after high court’s order, Bihar has notified a new law on October 2 which repealed the old legislation. “The new law is not under challenge. The high court judgement was in relation to the old law,” he said. - PTI

India to seal border with Pakistan by December, 2018: Rajnath JAISALMER: India will completely seal the border with Pakistan by December, 2018 by using all effective means including technological solutions, Home Minister Rajnath Singh said here on Friday. Speaking to media after reviewing the security situation on border with ministers and officials of four states, Singh said India is planning to seal the entire border with Pakistan by December 2018 and a proper monitoring mechanism would be in place at the central and state government levels for it. He also mooted setting up a border security grid for which suggestions have been invited from all the concerned stakeholders including
the states which share border with Pakistan. “It is a new concept. We will be framing guidelines after getting suggestions from all stake holders,” Singh said. The home minister said that the government was determined to completely seal the borders with Pakistan by December 2018 and added “this project will be periodically monitored by Home Secretary at the central level, Border Security Force from the security forces perspective and chief secretaries at the state level.” He said under the action plan of sealing the border, technology will also be used. “Like we have river-
ine and Sir Creek area in Gujarat, there we will make maximum use of technology for effective sealing of border”. Minister of State for Railways Rajen Gohain, who is an MP from Assam, mooted the proposal for a ‘Kaziranga Express’ on the lines of ‘Tiger Express’ which was launched in June this year for Bandhavgarh and Kanha National Parks in Madhya Pradesh, a ministry official said. The Kaziranga National Park is a World Heritage Site and is known to host 70 per cent of the world’s one-horned rhinoceroses. It is also home to a large number of tigers, elephants, wild water buffaloes and swamp deer. ISLAMABAD: Finance Minister Ishaq Dar on Thursday said global investors have shown confidence in Pakistan’s economy and shrugged off growing tensions with India while subscribing to the $1 billion Sukuk bond at the lowest ever interest rate of 5.5 per cent. “The 5.5 per cent rate was 1.25 per cent less than the one proposed by the five banks hired as joint lead managers to undertake the Sukuk bond transaction,” said a jubilant Dar while addressing a press conference after the successful launch of the bond. Dar said the country received $2.4 billion offers from almost all the regions. As many as 38 per cent of the total offers were from Europe, 27 each from North America and Middle East, 6 per cent from Asia and remaining 2 per cent from other parts of the world. Dar maintained that no Pakistani invested in the Sukuk bonds. He said about 90 international investors bought Pakistani bonds out of 124 who showed interest. To a question, the minister said that the names of the investors cannot be disclosed under the international obligations. The minister strongly rebutted rumours that Saudi Arabia has asked Pakistan to return the $1.5 billion gift it gave three years back. “It is an imagination of sick minds and aimed at spoiling PakSaudi brotherly relations,” said the finance minister. A relatively unknown news website claimed that Saudi Arabia was asking for its money. Dar said that he has passed the directions to Pakistan Telecommunication Authority to shutdown such websites that are working against the interests of the country. - Express Tribune

Pakistan train bombings kill at least four QUETTA: Two bombs targeting a train in the western Pakistani province of Balochistan killed at least four people on Friday and wounded 16, officials said. The bombs hit the Jaffer Express which runs between the provincial capital, Quetta, and Rawalpindi, next to the capital, Islamabad, said Kashif Akhtar, a senior railways official in Quetta. “The train was stopped, and then as people were leaving the train, there was another explosion under a different (carriage),” he told Reuters. No group had claimed responsibility for the explosions near the town of Mach, about 65 km (40 miles) southeast of Quetta. Ethnic Baloch rebel forces have targeted transport infrastructure in the province in the past. Railways Minister Khwaja Saad Rafique, addressing reporters outside parliament in Islamabad, confirmed the attack. Railway services from Quetta had been suspended and rescue services were tending to the wounded, Akhtar said. Security forces foiled a similar attack on Thursday as an attacker laid explosives on a railway track near Quetta, he said. Attacks on infrastructure in Balochistan are a cause of concern for Pakistan’s neighbour and “allweather” friend China. Beijing is investing $46 billion in the China Pakistan Economic Corridor project, which aims to link western China to Pakistan’s Arabia Sea with a network of road, rail and energy pipelines. Rightsizing: Layoffs and recruitments expected in PIA KARACHI: The Pakistan International Airlines (PIA) is working on a plan to induct new blood and lay off unqualified employees in a bid to turn around the loss-making national carrier, officials said on Thursday. “Rightsizing is desperately needed in PIA,” spokesman Danyal Gilan said in reply to media queries. The airline was reviewing the number of employees required for its current fleet and operations. “However, the exact number of excess employees has yet to be calculated,” he said. “The PIA management is aiming to appoint the most suitable professionals for every position.” For this purpose, new recruitments would also be done “soon”
particularly for pilots, flight attendants and cabin crew, he said. At present, PIA employs around 18,000 people for a fleet of 37 aircraft. An official of the airlines, who asked not to be named, said out of a total 37 aircraft, some 34 to 35 remain in operation. This means that around 500 staffers are employed for each aircraft for operations in PIA against the global best practice of employing around 200 employees per aircraft. He said PIA had not outsourced a single department so far as it managed its own kitchen, engineering department and hotels. “Many airlines around the world have outsourced some departments to keep complete focus on

Besides, the national carrier is also considering operating the upgraded flights on other international routes like Pakistan-China one. Premier flights on more routes would begin with the arrival of two more A330-330 from Sri Lanka on wet lease by February 2017. Karachi’s Green Line bus route to be extended; cost revised upwards by 52% ISLAMABAD: The federal government approved a revised green line bus rapid transit (BRT) project at a cost of Rs24.6 billion for the country’s largest metropolitan while also sanctioning funds to strengthen the country’s Indus Water Commission. The Central Development Working Party (CDWP) approved ten schemes at a cost of Rs91.6 billion. The CDWP has the mandate to approve up to Rs3 billion schemes and recommend projects that have a higher cost for final approval of the Executive Committee of National Economic Council (Ecnec). Headed by Planning Minister Ahsan Iqbal, the CDWP revised the cost of Karachi metro bus project upwards by 52 per cent to Rs24.6 billion in addition to approving changes in its design. In December 2014, the Ecnec had approved the mass transit project at a cost of Rs16.1 billion after it cut the length of the route by 3.2km. However, the provincial government expressed concerns and Prime Minister Nawaz Sharif announced to extend the scope and length of the project. In February this year, the prime minister had inaugurated the Green Line BRT at Karachi’s Anu Bhai Park. The project starts from Karachi’s Surjani Town area and will now go all the way to the Central District business area in Saddar.

The federal government is funding the project. Foreign funding The CDWP also approved to conduct a detailed engineering design of the Peshawar bus rapid transit project at a cost of Rs1.25 billion. The provincial government had to seek CDWP’s approval due to the project’s foreign funding. The CDWP cleared a revised Rawalpindi-Islamabad metro bus project at a cost of Rs44.7 billion for final approval of the Ecnec.
Unlike almost every other project that is put for revision due to escalation in cost, the Islamabad metro project was brought for the CDWP approval after savings occurred against original estimates. However, the cost of allied infrastructure is not part of the PC-I approved by the CDWP earlier. In water resource sector, the CDWP approved capacity building of the office of Pakistan Commissioner for Indus water project at a cost of Rs303 million. The CDWP also approved two
higher education sector projects worth Rs3.3 billion, which includes expansion and upgrade of the International Islamic University sector H-10, Islamabad at the cost of Rs2.6 billion and upgrade of the University of Hazara campus at Havelian to a fully-fledged university worth Rs819 million. The CDWP approved establishment and operationalising of Basic Education Community Schools (BECS) across the country at the total cost of Rs5.3 billion. While giving his observation on the project, Iqbal directed the Federal Education Ministry to engage provincial authorities to avoid redundancy and decrease duration of the programme from three to two years starting from 2016 to 2018. In the health sector, CDWP approved construction of a 150bed state-of-the-art hospital at Haveli Kahutta, in Pakistan-administered-Kashmir, at a cost of Rs1.7 billion. In the IT sector, the CDWP approved citizen feedback monitoring programme at a cost of Rs212 million and recommended Pehur canal extension project in district Swabi worth Rs10.2 billion to Ecnec. The CDWP also gave concept clearance of two projects including Karachi harbour crossing at the cost of Rs1 billion and establishment of new geodetic datum of Pakistan worth Rs1.6 billion. - Express Tribune

The award excluded FARC guerrilla leader Rodrigo Londono, better known by his nom de guerre Timochenko, who signed the peace accord with Santos in Cartagena on September 26. Santos has promised to revive the plan even though Colombians narrowly rejected it in a referendum on Sunday. Many voters believed it was too lenient on the FARC guerrillas. “There is a real danger that the peace process will come to a halt and that civil war will flare up again. “The fact that a majority of the voters said ‘No’ to the peace accord does not necessarily mean that the peace process is dead.” “I infinitely appreciate from all of my heart this honourable distinction, not in my name, but the name of all Colombians, and especially the millions of victims that have been left by the conflict we have suffered for more than 50 years,” Santos, 65, said in a brief statement. “Thank God peace is close. Peace is possible.” Asked why Londono was left out, committee leader Kaci Kullmann Five said Santos had been central to the process. “President Santos has been taking the very first and historic initiative. There have been other tries, but this time he went all-in as leader of the government with a strong will to reach a result. That’s why we have put the emphasis on president.”
She declined to elaborate on Londono’s role. Londono via Twitter congratulated Santos, and thanked countries including Cuba and Venezuela for supporting the process. “The only prize to which we aspire is that of peace with social justice for a Colombia without paramilitarism, without retaliation nor lies,” he wrote on his personal Twitter account after the award went only to Santos. First Latin American Santos is the first Latin American to receive the peace prize since indigenous rights campaigner Rigoberta Menchu of Guatemala won in 1992, and is the second Colombian laureate after writer Gabriel Garcia Marquez, who won the literature prize in 1982. The scion of one of Colombia’s most prosperous families, Santos was not thought likely to spearhead a peace process with FARC, or Revolutionary Armed Forces
of Colombia. But though he had served as defence minister under hardline ex-president Alvaro Uribe, when the FARC were weakened by a US-backed offensive, Santos has used his two terms in office to open negotiations with rebel leaders in four years of talks. The peace talks made bitter enemies of Santos and Uribe, who accused his former protege of betraying FARC victims. Uribe founded a new right-wing political party, won a Senate seat and led the “No” camp in the referendum. But Uribe commented on the award from his Twitter account. “I congratulate President Santos for the Nobel and hope it helps move towards changes to accord which is so damaging to democracy.” The news may anger those Colombians who see Santos’ bid for peace with the FARC as selling out the nation as he negotiated terms that they see as an embar-
rassment. But the fact that his rebel foe did not receive the prize alongside him may be a relief to Santos, given political tensions following the referendum. It may also give Santos a moral boost in talks with Uribe. “This gives me hope that the prize will bring peace with the FARC, though it cannot come above the will of the people,” said Adriana Perez, a 26-year old teacher in Bogota. Another, 35-year-old Juan Tomas Gomez said he was “sure it would help bring an end to the war” as he unloaded food from a truck. A joint win could have set back sensitive talks with the opposition as Santos tries to negotiate new terms with the “No” camp and possibly persuade the FARC to accept changes to the original accord. The “No” vote was a disaster for Santos, who had hoped to turn his focus quickly to other matters including possible talks with the smaller ELN rebel group, tax reform and other economic measures to compensate for a drop in oil income. Some Nobel watchers had taken Colombia off their lists of favourites after Santos’ referendum defeat. “The peace accord was indeed a major achievement and, although the referendum was a setback, hopefully this award will help peace builders maintain the momentum needed to keep the process moving forward,” Stockholm International Peace Research Institute Director Dan Smith said in a statement. The United Nations human rights office, which does not usually comment on Nobel Peace Prizes, said the award was a recognition of the importance of the conflict in Colombia. The Nobel Peace Prize, worth 8 million Swedish crowns ($930,000), will be presented in Oslo on December 10. — Reuters

‘Philippine military can cope without American aid’ MANILA: US-Philippines ties are going through “bumps on the road” and the Philippine military could manage if treaty ally the United States were to withdraw aid, the defence minister said on Friday. The Philippines intended to buy arms from China and Russia and there had been no adverse reaction from within the military to President Rodrigo Duterte’s vows to scale back defence ties with the United States, Defence Secretary Delfin Lorenzana said. Lorenzana’s remarks suggested he was following other top officials in Duterte’s administration in rallying behind the maverick president’s tough anti-US agenda after weeks of scrambling to manage the fallout from his outbursts and threats to downgrade the alliance. Lorenzana had on Wednesday set a conciliatory tone, saying Duterte may have been misinformed when he said US-Philippine military exercises were no benefit to his country. But on Friday Lorenzana said the value of US military aid to the Philippines was “not that much”, and the military could ask Congress to make up for a shortfall of some $50 million-$100 million a year in US military aid. “We can live without (that),” Lorenzana told a foreign correspondents’ forum. US State Department spokesman John Kirby responded to that saying total US assistance to the Philippines in the fiscal year that began on October 1 was $180 million “and we’re committed” to delivering that. Lorenzana said he believed Duterte’s objective was to diversify Philippines’ foreign ties and cut dependency on former colonial ruler the United States. “The president is trying to develop a relationship with the US that is not too dependent on one country,” he said. Toll from Hurricane Matthew in Haiti rises to more than 800 ORLANDO (FLORIDA): Hurricane Matthew, carrying winds of 120 miles per hour (195 kph), lashed central Florida on Friday, hugging the Atlantic coast as it moved north and threatened more destruction after killing more than 800 people and leaving thousands homeless in Haiti. Matthew, the first major hurricane that could hit the United States head on in more than a decade, triggered mass evacuations along the coast from Florida through Georgia and into South Carolina and North Carolina. Southern Florida escaped the brunt of the storm overnight, but US President Barack Obama and other officials urged people farther north not to get complacent. The Florida city of Jacksonville
could face significant flooding, Florida Governor Rick Scott said. The storm had cut power to some 600,000 households in the state, he told a news conference. In the Caribbean country of Haiti, where poor rural communities were ravaged by Matthew, the death toll surged to at least 842 people on Friday, as information trickled in from remote areas previously cut off by the storm, according to a Reuters tally of death tolls given by officials. Matthew smashed through the tip of Haiti’s western peninsula on Tuesday with 145 mph (233 kph) winds and torrential rain. Some 61,500 people were in shelters, officials said, after the storm pushed the sea into fragile coastal villages, some of which

Craig Fugate, director of the Federal Emergency Management Agency, said he was concerned that relatively light damage so far could give people farther north a false sense of security. NASA and the US Air Force, which operate the Cape Canaveral launch site, had taken steps to safeguard personnel and equipment. A team of 116 employees was bunkered down inside Kennedy Space Center’s Launch Control Center to ride out the hurricane. Matthew lessened in intensity on Thursday night and into Friday morning, the National Hurricane Center said, but was still a Category 3 storm on the five-step Saffir-Simpson scale of hurricane intensity. o one really relishes the idea of growing older and experiencing the health issues that can accompany ageing. If there was one thing you could do to significantly improve your chances of staying mentally sharp, physically healthy, and independent throughout your golden years, wouldn’t you do it? Exercise has health benefits for people of all ages, and it’s especially important for seniors. Regular exercise can allow people 65 and older to live independently, reduce their risks of falling and breaking bones, and lower their chances of developing serious illnesses like cancer, heart disease, joint issues, diabetes and high blood pressure, according to the Centres for Disease Control and Prevention (CDC). Yet only about 40 per cent of Americans between 65 and 74 meet physical activity guidelines, and activity levels decrease even more as people grow older, the CDC says. Everyone wants to discover the fountain of youth, that medicine or treatment or face cream that will keep them looking and feeling great well into old age, says Brian Zehetner, director of health and fitness for Planet Fitness and co-author of Working Out Sucks (And Why It Doesn’t Have To). “But that secret has already been discovered. It’s exercise, and it works just as well for senior citizens as it does for people of any age group.” If you’ve never really exercised before, or want to increase your current exercise level, you may have thought about joining a gym. You may have even walked into one intending to join — and walked right back out when you saw it was crowded with young, fit people. Your experience wouldn’t be unique; a Planet Fitness survey of seniors who don’t go to the gym found more than a third say they find the gym intimidating, and more than half of those who are intimidated say they fear being judged by other members. We call that ‘gym-timidation,’ Zehetner says. “It’s that feeling that others in the gym will judge you for
being less than perfect, and it can keep people of all ages, including seniors, from getting the exercise they need. But it doesn’t have to.” People older than 60 who exercise on a weekly basis feel 12.3 years younger than their real age, the Planet Fitness survey found. In comparison, those who don’t exercise claim to feel only 5.6 years younger than their actual age. Gym-going seniors say they go to feel better physically (91 per cent), live a longer life (70 per cent), feel better mentally (64 per cent) and socialise (37 per cent). Here are few ways to overcome gym-timidation: z Start slowly. Whether you’re new to exercise in general or just new to a gym environment, everyone has limitations. It’s important to know and respect yours. It’s frustrating to injure yourself while trying to improve your health, and as you get older it takes longer to recover from injuries. Be safe and smart by going slowly, and establishing a foundation that encompasses cardiovascular conditioning, strength training, and flexibility. z Don’t be afraid to ask for help. New and unfamiliar exercise equipment can be intimidating, but it’s important to work out safely. Your gym’s trainers and staff are there to help ensure you know how to use the equipment safely and effectively.
z Don’t be too distressed or discouraged by discomfort. People of all ages can experience stiff joints, muscle soreness, and other minor discomforts when they begin to exercise. These are all signs your body is aware of the stress you’re putting it through and is responding and adapting — it’s part of the process of getting more fit. Exercise will become easier over time, and it won’t take you as long to recover from discomfort. z Find a workout buddy. Having a friend along can be motivational when you try something new. Even better, working out side-by-side with a buddy can help you measure the intensity of your workout. If you can carry on a conversation while working out, you’re getting a moderate level of activity. If you can’t talk without pausing for breath every few words, you’re getting a more vigorous workout. —BPT

5 TIMELESS CRAFTS TO DO WITH YOUR CHILDREN C
rafts have always been a great way for families to spend time with each other, learning and exploring new ways to create wonderful works of art to share. Parents are always looking for new and innovative ways to have fun with their children without spending a lot of money, and crafts are a great way to accomplish that. You can help your children to unlock their imaginations with crafts and create their own special masterpieces. This is also a great way for you to spend some quality time with your kids and perhaps create something new and neat together. Here are five examples of good craft projects to help you get started.
1
You or your child on paper: This is a fun and entertaining craft project that you and the kids can do. You will need to purchase some large pieces of paper, preferably packing paper, leftover wallpaper or the end of a roll of newsprint from the local newspaper. You have your child lie down on the sheet of paper and then you trace the shape of their body. You should use a pencil for this so you don’t get ink on their skin or clothes. Once you have finished tracing them on the paper they can take it and draw the face, hair and also add clothes and accessories. You can even purchase things like glitter or gemstones to give it some bling. You can also have your child trace you and any siblings, and
join them in decorating the figures. This is great fun for all ages.

Painting rocks: Rocks are found almost anywhere and surprisingly they can be great fun to paint and decorate too. You can choose different sizes and shapes of rocks to craft. Take a rock and put some imagination into what you put on it. You can paint designs or funny faces on them, or you can glue on glitter, yarn, sequins, and other things. Once you are done you can use your rocks to decorate desks, shelves, bedside tables, or any other place that would put a smile on your face.

Framed hands and feet: This is an awesome craft for kids and adults to do together. Get some construction paper and some fingerpaints and dip your child’s hands into the paint. Then place them onto the paper. Then you can do the same thing with their feet as well. This is also a great opportunity if they have younger siblings for them to get involved, as well. There is nothing that babies and toddlers love more than to be allowed to make a mess on purpose and this is a great way to have them do that, while being creative at the same time. You can do the same process with their hands and feet and then have brother or sister help them to decorate the paper with glitter, gems, crayons and markers once the paint has dried. You can let them
make a messy one for themselves and then help them to create one that you can decorate and frame for the wall. You can purchase a few inexpensive frames to place these in and they are great as keepsakes for when your children grow up.

Make your very own sidewalk chalk: You can get great recipes online for making colourful and nontoxic sidewalk chalk. This is a fun and creative craft project to do together and when it’s done you and the kids can have even more fun using your creations outside on the sidewalk or driveway, to make a hopscotch game or simply create some colourful drawings. There are so many ways to have fun with this craft activity and the clean up is a breeze, too. Simply grab the hose and wash it away.

Scrapbooks: This is a timeless craft that has been around for centuries, frankly, and has been a fun-filled tradition for many families around the world. Young and old alike will enjoy this craft because it allows you to be as creative as you can be. Saudi Aramco to offer stake in entire business RIYADH: World’s biggest oil company is planning to sell shares in the entire business and not just in its refining or distribution operations, its chief executive officer said in an interview. Saudi Arabian Oil Company, known as Saudi Aramco, will announce “very soon” a list of investment banks and consultants advising it on the initial public offering (IPO), chief executive officer Amin Nasser said in Bahrain, without specifying a date. Overseas listings It plans to list shares on the Saudi stock market and is also considering foreign bourses in London, Hong Kong and New York, he said. Aramco’s plan to sell a stake of about 5 percent could value the company in trillions of dollars. “We need to do a lot of internal work to prepare for this listing,” Nasser said. “We are listing a part of the entire company, and not just downstream,” he said, referring to operations including refining, marketing and distribution. Saudi Arabia, under pressure from lower crude prices, wants to sell shares in Aramco in early 2018 as part of an effort to generate revenue and reform its economy. The government hopes to raise about $100 billion from the IPO of its flagship asset. The planned sale, which Deputy Crown Prince Mohammed bin Salman announced in April, could be the world’s largest share offering. Core business “There are no obstacles for the IPO of Aramco,” Nasser said. “It’s going very smoothly, and we are on target. We achieved a lot of progress so far. People have to appreciate the size of Aramco and its complexity.” The company will review its budget “shortly,” he said. “Our spending programme is active and evolving.,” he added. Saudi Arabia is producing oil at near record highs, with output of 10.58 million barrels a day in September, according to data compiled. Aramco cut pricing on Wednesday for its November crude sales to Asia and Northwest Europe and for most of its grades to other regions, in a contest for market share amid a global supply glut. Shale gas Organisation of Petroleum Exporting Countries (Opec), of which Saudi Arabia is the largest producer, agreed last week in Algiers to trim output for the first time in eight years after crude prices dropped to about half their levels in 2014. Oil ministers from the Opec and nonOpec producers are to meet next week in Istanbul for talks on how to put the cuts into effect. “Saudi Aramco still sees opportunities and is utilising this down cycle to grow its business, especially in the downstream sector and in gas, where we are expanding quickly,” Nasser said. In the same period, international passenger demand rose 4.7 per cent, according International Air Transport Association (IATA). “Growth in passenger demand dipped to 4.6 per cent. While that’s disappointing compared to the previous month’s performance, it is still healthy growth. And although terrorist attacks in Europe have dampened demand, the impact is ebbing,” said Alexandre de Juniac, IATA director general and the chief executive officer. While pointing out that all regions recorded increases, IATA said that global passenger traffic climbed 4.6 per cent compared to the year-ago period. Traffic on Europe-Asia routes grew just 1.5 per cent in July, the most recent month for which
route-specific figures are available, while international traffic growth on routes within Asia accelerated to 9.9 per cent. European airlines European airlines saw August demand climb 3.3 per cent year-onyear. European traffic continues to be affected by the impact of terrorism, however, there are indications this may be easing. North American airlines’ international demand rose 1.8 per cent compared to August a year ago. However, seasonally-adjusted traffic has risen at an annualised rate of 7 per cent since March, supported by transpacific demand and leisure routes to Central America and the Caribbean. Capacity rose 3.8 per cent, causing load factor to drop 1.7 percentage points to 85.3 per cent. Latin American airlines experienced a 6.7 per cent demand rise compared to the same month last year, helped by strong demand on international routes within the
region, spurred in part by the 2016 Summer Olympics in Brazil. Capacity increased by 4 per cent and load factor rose 2.1 percentage points to 84 per cent. Carriers in this region were the only ones to see a rise in load factor compared to the year-ago period. African airlines’ traffic climbed 1.8 per cent in August. International growth has tracked sideways since the start of the year, reflecting challenges in the major economies. Capacity rose 3.1 per cent. Domestic markets Demand for domestic travel climbed 4.3 per cent in August compared to August 2015, which was slightly exceeded by a 4.4 per cent increase in capacity. All markets reported demand increases with the exception of Brazil and Russia, with India and China reporting double-digit rises. Industry’s $24b emissions pact gets UN approval NEW YORK: A United Nations accord to limit emissions from international air travel was formally adopted, the first global climate accord targeting a single industry. After nine days of debate, delegates from 190 nations approved the measure in Montreal on Thursday, requiring companies to offset emissions growth after 2020 by funding environmental initiatives. It is the first global climate accord adopted since the Paris Agreement, which will enter into force next month. At least 60 nations representing more than 80 percent of aviation traffic have pledged to voluntar-
ily participate in the system when it begins in 2020, including the United States, China and most of Europe. The deal, which has drawn criticism from India and Russia, becomes mandatory for most nations in 2027. Industry support “What we have been able to do today is a bold decision. It is really a historic moment,” said Olumuyiwa Benard Aliu of Nigeria, president of the UN aviation agency’s council. The UN’s International Civil Aviation Organisation estimates the agreement would cost airlines
between $5.3 billion and $23.9 billion annually by 2035. Exhaust from international flights accounts for about 2 percent of global greenhouse gases and is forecast to triple by 2050. The air industry was largely omitted from the Paris accord because delegates were concerned that divvying up responsibility for global routes could derail the broader deal. The 15-year agreement would not force airlines to cut their pollution. Instead, companies would compensate for any emissions growth after the accord begins in 2020 by buying credits to support
renewable energy development, forest preservation or other environmental endeavors. Single global standard Airlines supported the accord. Despite the cost, companies said a single international standard would be cheaper and easier to follow than a patchwork of local programmess. Paul Steele, senior vice president of the International Air Transport Association, trade association for the world’s airlines, called the passage “historic.” “Aviation is an industry at the forefront of change,” Steele said. Environmentalists pushed for
the deal, calling it an important first step that can be improved over time. But they criticized the final proposal for relying on voluntary participation during the first six years. And they said they would have preferred an actual emission cap or cut over allowing carriers to offset emissions by buying credits. “This agreement doesn’t do everything,” said Annie Petsonk, international counsel for the Environmental Defence Fund. “But it is the world’s first limit on the net carbon dioxide emission of any entire global industry sector. Robot trades in spotlight after pound slumps to 31-year low SINGAPORE: Making sense of the foreign-exchange market is Derek Mumford’s bread and butter, but he couldn’t explain this. In the span of just two minutes in early Asia trading on Friday, the British pound had plunged more than 6 per cent, sending the fourth most-traded currency on the planet to the lowest level in 31 years. Mumford, who advises companies on foreign-exchange and interest-rate risks, scrambled to find out why. There was talk of France’s president pushing for a hard-line approach on Britain’s exit from the European Union, and recycled rumors of a “fat finger” trade, but nothing that would justify a drop of this magnitude. “It was out of proportion to the supposed trigger,” said Mumford, a director at Rochford Capital in Sydney. While he may never be able to pin down the catalyst for Friday’s drop, Mumford and many
of his peers agreed that the selloff was probably exacerbated by computer-driven traders reacting at speeds faster than any human could muster. So-called algorithmic transactions in the foreignexchange market have more than tripled over the last three years, accounting for almost $200 billion of daily turnover, according to Aite Group, a consultant in Boston. That one of the planet’s oldest mediums of exchange — and the dominant reserve currency until the first half of the 20th century — could move like the legal tender of a frontier country is almost certainly to fuel debate over computerised traders’ role in the $5.1-trillion-a-day global currency market. Not only did the crash happen in just two minutes, but nobody was expecting it. The move reminded several dealers of the reaction to the Swiss National Bank’s shock decision to abandon the franc’s cap against the euro in January 2015, which sent the exchange rate surging more than 40 per cent. “This is the most volatile move seen from sterling since Brexit, yet it can be argued that relative to Brexit, this sell-off was more
dramatic,” said Matt Simpson, a senior market analyst at ThinkMarkets in Singapore. “Nobody was prepared for it.” Volumes in sterling are typically lower during Asian hours, but may have been even smaller on Friday given a dearth of market-moving news and a reticence to take positions before the monthly United States employment report, Simpson said, calling it a “perfect storm for a price shock.” Some traders pointed to several large pound positions in the over-the-counter options market at levels including $1.25 and $1.20, which could have exacerbated the currency’s move as it sank through those levels. n his recent debate with his opponent Hillary Clinton, United States Republican presidential candidate Donald Trump pressed his claim that US Federal Reserve chair Janet Yellen is politically motivated. The Fed, Trump claims, is applying overdoses of monetary stimulus to hypnotise voters into believing that economic recovery is underway. It’s not a completely crazy idea, but I just don’t see it. If Yellen is so determined to keep interest rates in a deep freeze, why has she been trying in recent months to talk up longer-term rates by insisting that the Fed is likely to hike rates faster than the market currently believes? Industrial production in Germany rises BERLIN: German industrial production rose more than expected in August, posting its biggest increase since January and signalling that the sector will contribute to growth in the third quarter. Industrial output rose by 2.5 per cent on the month, data from the Economy Ministry showed on Friday, ahead of the consensus forecast in a poll for an increase of 0.8 per cent. It posted its biggest monthly increase since January, when output rose by 2.8 per cent. This is likely to further ease growth concerns after weak data in July, when industrial production fell by 1.5 per cent. “All in all the results indicate a presumably restrained increase of production in the industry sector in the third quarter,” the Economy Ministry said in a statement. Construction was the only sector to post a drop, falling by 1.2 per cent. A 3.3 per cent in manufacturing output more than compensated for the fall in construction, the data showed. ING Bank chief economist Carsten Brzeski said the strong rebound indicated that the initial shock caused by Britain’s vote in June to leave the European Union had been digested, adding that in the coming months production would remain stable. Consumption to slow Concerns about a slowdown were eased on Thursday after the Economy Ministry reported a biggerthan-expected rise in industrial orders, suggesting that factories will provide economic impulse. The US economy is performing far better these days, and the moment for raising rates further is likely near. But to infer that an immediate start to further hikes is a no-brainer is ludicrous. In fact, there is still a worldwide downward draft on interest rates, with the ECB and the Bank of Japan still very much in easing mode, as are many smaller central banks. The Fed is already allow-
ing some tightening simply by not playing along, and letting the US dollar appreciate. To be fair, central banks are not immune to manipulation, and fighting off political pressures is an endless battle. During the financial crisis, the monetary authorities were called on to assume temporary emergency powers, including massive purchases of government and private-sector bonds. For most, including the Fed, there is still no clean exit in sight, and this has made the problem of political insulation more difficult, with or without an election. Gold standard era Some believe the only salvation is a return to the gold standard era of the late 1800s, when governments fixed the price of their currency in gold, leaving little scope for political interference. Unfortunately, gold bugs seem surprisingly – or perhaps willfully – ignorant of the chronic financial crises and deep reces-
sions of that era. Ultimately, the gold standard collapsed, after governments were forced to abandon it during World War I and thereafter were never able fully to re-establish public trust. Ironically, the best way to insulate central banks from political pressure would be to expand their toolkit to allow for effective negative-interest-rate policy, though this will take time (as I also discuss in my book). In the meantime, the Fed and other central banks will have to keep walking a tightrope that leaves them especially vulnerable to outside pressure. Funds controlled by Qatar’s former Prime Minister Sheikh Hamad bin Jassim Al Thani bought 6.1 per cent of Deutsche in mid-2014 and increased their stake to just under 10 per cent, including options, in July this year. Snapchat parent working on share sell, values firm at $25 billion SAN FRANCISCO: Photosharing app Snapchat’s parent is working on an initial public offering (IPO) that could value the company at $25 billion or more, the ‘Wall Street Journal’ reported, citing several people familiar with the matter. Snap, which operates the app that lets users send videos and messages that disappear in seconds, is looking to sell shares as early as late March, the ‘Journal’ reported. An initial public offering valued at $25 billion would be significantly higher than Snapchat’s most recent valuation of $17.81 billion, based on a $1.81 billion financing round in May. It would also represent the largest IPO by a technology company since Chinese e-commerce giant Alibaba Group Holding went public in 2014. Investment bankers Snapchat had been talking to investment bankers about an IPO towards the end of this year or early in 2017, technology website The Information reported last month. “We aren’t commenting on rumours or speculation about any financing plans,” the company said in an emailed statement on Thursday. Reports on Snap Inc’s IPO come at a time when shares of technology companies such as Square Inc and Box Inc that went public over the last two years are trading below their private market valuation. Snapchat’s valuation has grown in the last few years as the company added advertising and sponsored contents to its messaging service. Sensex drops for third Rosneft, Trafigura nearing $6.5 billion day, rupee depreciates refinery deal with India’s Essar Group MUMBAI: A sense of uncertainty- both on the global and domestic front -held back investors as the Sensex went down for the third straight session, mirroring a cautious approach globally ahead of release of a key United States jobs report. The NSE Nifty fell a tad short of the 8,700 mark. For the week, the Sensex and Nifty rose 195.18 points, or 0.70 per cent, and 86.45 points, or 1 per cent, respectively. Oil prices spurted above $50 a barrel for the first time since June, a sign inflationary pressure is beginning to bubble. The focus next shifts to the earnings season which is set to start next week, with IT major Infosys slated to announce September quarterly results on October 14. The big question that continued to keep investors anxious was whether Fed would pull the trigger and lower rates by this year end, considering stronger US economic data. The 30-share gauge began on a higher note following selective buying in blue-chips amid sustained foreign fund inflows. But it closed at 28,061.14, a fall of 45.07 points or 0.16 per cent. The gauge had lost 228.34 points in the previous two sessions. At the close, the NSE Nifty lost 11.95 points, or 0.14 per cent, at 8,697.60. Asian Paints lost most (1.86 per cent), followed by Cipla (1.63
per cent), Infosys (1.36 per cent), HDFC (1.28 per cent) and Bharti Airtel (1.01 per cent). Out of the 30-share Sensex pack, 19 scrips ended lower and 11 rose. Tata Motors rallied 2.62 per cent to close at 565.70 after the company-owned Jaguar Land Rover reported a 28 per cent growth in retail sales in September. IT suffered the most by falling 0.82 per cent. Oil & gas, technology, healthcare, consumer durables and capital goods all retreated. Rupee declines The Indian rupee fell for the third straight day by losing 9 paise to 66.78 against the dollar at the forex market on Friday on weakening demand as the appeal of the American currency grew with importers and banks. The dollar firmed up against some global currencies ahead of a key US jobs report, which weighed on the rupee, dealers said. However, a higher opening of the domestic equity market restricted the rupee’s losses, they added. On Thursday, the rupee remained under pressure for the second straight day by falling 18 paise to end at 66.69 against the US dollar due to Fed rate hike concerns. Meanwhile, the benchmark BSE Sensex rose 49.47 points, or 0.17 per cent, to 28,155.68 in early trade on Friday. - PTI
MUMBAI: Essar Group, controlled by India’s tycoon Ruia brothers, is nearing a final agreement to sell control of its refinery unit to Russian energy giant Rosneft and commodities trader Trafigura Group, people with knowledge of the matter said. The Indian conglomerate aims to sign a binding deal in the next two weeks to sell 49 per cent of Essar Oil to Rosneft, according to the people, who asked not to be identified because the information is private. Trafigura is also in advanced talks to buy a minority stake in Essar Oil, the people said. The suitors have been discussing a valuation of about $6.5 billion for Essar Oil, India’s second-largest private refiner, one of the people said. The board of Rosneft, which signed a non-binding pact on the potential purchase in July 2015, plans to meet October 13 to approve the transaction, according to the people. Essar is considering eventually selling down most of its remaining interest in the refinery business and may keep only a residual stake of 5 percent or less, the people said. Final terms of the deal are currently being negotiated and an agreement could still be delayed, according to the people. Representatives for Essar, Rosneft and Trafigura declined to comment. Oil and gas companies globally have struck $132 billion of deals this year, down from $196 billion during the same period in 2015, according to data. A group of state-owned Indian energy companies are investing $5.5 billion to buy stakes in Rosneft’s Vankor and Taas-Yuryakh fields. Essar Oil runs the Vadinar refinery in the western state of Gujarat, which can process about
400,000 barrels a day. Most of the refinery’s output is sold locally, either through its own outlets or to government-owned fuel retailers. In July last year, Rosneft signed a pact to supply Essar Oil about 200,000 barrels of crude per day over 10 years. The deal being discussed includes the refinery as well as the Vadinar port and more than 2,000 retail gas stations, according to the people. FEATURE Freeze in IPOs, but private equity firms nail their timing Worries about the potential for market swings has kept many US IPOs on ice this year and that remains a concern.
I
T’s been a paltry year for initial public offerings (IPOs). Fewer than 135 companies have made their debuts in US and Canada, putting 2016 on pace to be the slowest for IPOs since 1990, according to data compiled by Bloomberg. With $14.4 billion raised so far, we’re also on track to witness the lowest annual total on that score since 1990. For the companies that have made it to market, the dearth of activity has helped underpin demand. That’s especially true in the case of tech IPOs, where the paucity of new issues has left investors scrambling for any new listing, driving valuations to potentially unsustainable levels. Nutanix, a tech unicorn that priced on Friday evening, will likely continue the trend, with its shares poised for a surge when they begin trading on Friday. But another crop of listings — backed by private equity — has also done well out of the chute this year, and may offer the potential for more lasting gains. On average, new issues of private-equity backed companies have rallied 34.5 percent this year through Thursday, topping the 28.2 per cent average return for all US and Canadian IPOs during the same period, according to data compiled by Bloomberg. They range from food distributors AdvancePierre Foods and US Foods to Medpace Holdings, a clinical research organisation. On Monday, Aritzia — the Canadian women’s-apparel retailer backed by Berkshire Partners — will join the pack when it begins trading. Like their tech counterparts, these stocks have benefited from scarcity value. But investors also can reasonably expect that after years of private equity control or influence and the installation of capable management, these companies are operating as efficiently as possible and will continue to perform. An element of timing may also play a part — private equity firms want to make sure their companies tap the public markets when conditions allow them to maximise profits and are conducive to steady near-to-medium term performance, so they’re arguably more discerning than others. Some companies like e.l.f. Beauty, which went public September end, may trade at a premium because of their exposure to especially fast-growing industries. Others such as Atkore International, Medpace and AdvancePierre Foods have simply rallied to levels that are justified against their peers after being priced modestly. In either case, we’re not talking about irrational exuberance. Whether issuance picks up is an open question. Worries about the potential for market swings has kept many US IPOs on ice this year and that remains a concern. But if stocks remain at or near record highs and volatility as measured by the CBOE’s VIX Index remains below 20, there could be a revival in IPO activity, with momentum carrying into the new year. A chunk of those deals will be driven by private equity firms whose modus operandi it is to eventually sell the companies in their portfolios. Some already in the pipeline include Spanish-language broadcaster Univision, grocery chain Albertsons, publisher McGrawHill Education and for-profit college operator Laureate Education.
