Rains claim one more life in Oman REJIMON K/FAHAD AL GHADANI

reji@timesofoman.com fahadnews@timesofoman.com MUSCAT: Heavy rains in the northern parts of Oman claimed one life on Wednesday. “Three people got trapped in their vehicle in Wadi Suhrm in Buraimi. Two persons were rescued but the third could not be rescued and his body was found later,” Public Authority for Civil Defence and Ambulances (PACDA) tweeted on its official twitter handle at around 7pm on Wednesday.

The latest death has raised the toll due to rain-related accidents in the northern parts of Oman to six since last Friday. “Rain and hailstorm fell in Siaa area, some 100km from Quriyat. In Rustaq, Nizwa and Ibri, the wadis are overflowing,” Mohammed Al Battashi, a weather enthusiast, told Times of Oman. In Rustaq, a man was trapped in his vehicle while crossing the Wadi Ghafir. “But people rescued him,” Public Authority for Civil Defence and Ambulances (PACDA) said on Wednesday. >A3

Crimes committed by juveniles down MOHAMMED FAHMI/ MEHDI AL LAWATI

MUSCAT: There has been a steady decline in the number of crimes committed by juveniles in the Sultanate since 2010. While the number stood at 880 in 2010, in 2011 and 2012, it dropped to 688 , and in 2013 there were just 457 incidents of crime. In 2014, the total stood at 423. There were 382 crimes by Omani juveniles in 2014, while expatriates were involved in 41. Speaking to Al Shabiba, the sister publication of Times of Oman, an official, said: “The decrease in such crimes is ascribed to the efforts extended in the field of community awareness and protective programmes and the role of families,” said an official. All juveniles involved in crimes are referred to the juvenile welfare institutions or centres and not to jails. The Juvenile Affairs Department of the Ministry of Social Development was established in implementation of the Juvenile Accountability Law promulgated by a Royal Decree in 2008. Hamood bin Ahmed Al Yahyaei, director general for social welfare, at the Ministry of Social Development said that there were many reasons for crimes by juveniles including family issues such as divorce, neglect by parents, lack of education, and economic conditions of the family

apart from the inability to meet the emotional needs of juveniles. “Such factors lead to the juvenile indulging in begging, theft and fraud. The changes in the community as a result of opening up to other cultures, traditions and practices in other countries could be among the reasons for juvenile crimes. The department assumes the responsibility for the welfare and rehabilitation of the children and maintains coordination with the departments concerned in terms of implementation of the provisions of the Juvenile Accountability Law,besides following up on the proceedings in courts. The department also follows up on services, healthcare, education, and rehabilitation at the centre,” he said. >A6

MUSCAT: With WhatsApp reaching 900 million monthly active users across the globe, school, college and university teachers in Oman have supported the idea of banning the messaging app in classrooms. They voiced the opinion through their responses during a study conducted by Omani researcher Modin Al Balushi on the effect of WhatsApp on college and university students, which revealed a high level of usage of the social networking app by students. During his study, Modin found that many students used it in classrooms while lectures were on. Sonia Ambrosio de Nelson, professor of journalism at the Sultan Qaboos University, who does not allow students to use their phones in the classroom says, “The level of concentration and retention of information by students is poor and would get much worse if they are allowed to use smartphones in class.” Modin found that almost 100 per cent of students used the app and gave great im-

portance it. A teacher who did not wish to be named, said that a lot of importance is given to WhatsApp, adding, “It should be banned in educational institutes and all working environments.” She went on to say, “I dislike it with a passion. Students are continuously using it for all the wrong reasons. It takes me at least ten minutes to get my class seated and get the books out, but as soon as the class is over the first thing they reach for is their phone. It has been used for cheating in examinations, and on nine out of ten occasions we have caught them.” >A6
