The data shows that there were 142,333 hotel guests in September compared with 100,412 visitors during the same month last year.

However, according to industry insiders, a preference for no-frills hotels has been, which is reflected in NCSI data as well.

The revenue of 3- to 5-star hotels in the Sultanate during the month reached OMR13,021,000, declining 4.1 per cent from OMR13,574,000 recroded in September 2015.

The total occupancy rate in hotels was 54.5 per cent in September, compared with 52.7 per cent in September last year, the NCSI said.

Vijay Handa, cluster general manager, Masirah Island Resort and the Ras Al Jinz Turtle Reserve, said that keeping in mind the current economic scenario, most individual travellers, and even corporate travellers, were looking at no-frills, affordable hotels that may not even be star-rated but provide good options.

“Especially in Oman, we see many economical hotel apartments mushrooming in almost all areas. These hotels take good care of their guests. Going forward, there is going to be more demand for boutique hostels, youth hostels, and select service hotels as compared to the luxury segments.

“We have witnessed a drop in visitors in most star-rated hotels and

this is basically a shift to the affordable segment. These affordable segmentsare also providing the basics right,” he said.

The report also said 44,000 visitors visited the country during the Khareef season in September.

Oman is eyeing 8 to 12 per cent growth in the tourism sector in the next few years.

Industry experts say that Oman can easily achieve 12 per cent growth in the tourism sector in 2017 itself.

“The country is so beautiful and it has so much to offer, be it sea, mountains, rich culture, excellent infrastructure, no pollution and, on top of that, the safest tourist destination in the world,” a travel agent said.

The conference of this year came under the theme “A Sum-

mit for the Future” as it was attended by the King Mohammed VI of Morocco and 60 world leaders, as well as Ban Ki-moon, UN Secretary General and more than 30,000 participants.

hassan@timesofoman.com MUSCAT: Celebrating Oman’s 46th National Day, an artist from Sri Lanka has made a digital artwork of His Majesty Sultan Qaboos bin Said as a tribute to the leader of

his “second home.”

After five weeks of work, Romila Siriwardana uploaded a time-lapse video of his painting on social media. “I would like to dedicate this to His Majesty, on behalf of all the Sri Lankans living in Oman,” the soft

spoken Sri Lankan told the Times of Oman.

The artist, who works for an advertisement agency in Muscat, said he wants to present the actual artwork to His Majesty on his birthday.

Thankful “We are all very thankful to His Majesty for welcoming us to his beautiful country and giving us the opportunity to experience life in Oman,” he said.

Siriwardana said that he is “very grateful” to the Omani nation for “showering him with its hospitality from day one.”

The digital artist used Photoshop and Procreate to finish his piece.

Siriwardana said he plans to print only five copies of the actual artwork and sell them to the highest bidder.

Recommendations of GCC panel reviewed MUSCAT: The Higher Committee for Conferences yesterday held a meeting under the chairmanship of His Highness Sayyid Fahd bin Mahmoud Al Said, Deputy Prime Minister for the Council of Ministers, Chairman of the Committee.

Within the framework of the attention being accorded by His Majesty Sultan Qaboos bin Said to support the GCC march, the Committee reviewed the recommendations reached by the Ministerial Committees to be raised to the Gulf Cooperation Council (GCC) leaders at the upcoming 37th Summit to be held in the Kingdom of Bahrain.

The Committee also touched on means of activating the GCC cooperation through implement-

tional tariffs for Muscat-Duqm route from November 25 to December 31, 2016.

MUSCAT: Oman Air unveiled several key developments to the worldwide travel and tourism industry as well as leading figures in the UK media, while successfully concluding its participation at the World Travel Market (WTM), at ExCeL London from November 7 to 9, 2016.

During the three-day business exhibition, Oman Air announced the launch of a daily flight from Manchester from May 2017. It also said that its double daily flights would move to Terminal 4 at London’s Heathrow airport.

TRA invites bids for third mobile licence MUSCAT: For the installation, operation, maintenance and exploitation of a telecommunications system to provide public mobile telecommunications services in Oman, the Telecommunications Regulatory Authority (TRA) announced the Information Memorandum (IM) detailing the bidding process for awarding the licence for the third operator.

The TRA considers that the enhancement of competition in the mobile telecommunications services will benefit consumers and the Sultanate’s economy.

It is also in consistent with the general policy of the government, as well the TRA’s mandate to promote market entry under the telecommunications regulatory act through the availability of a range of additional radio spectrum to provide a multitude of mobile telecom services, particularly mobile broadband to the consumers. “When they saw the performance of Omani banks, which was consistent, they raised the rating to stable,” said Hunaina Banatwala, head of institutional sales at Gulf Baader Capital Markets. “If Omani banks want to borrow money by way of bonds or go for credit line from overseas banks, it will help them to get favourable terms.”

The outlook expresses Moody’s expectation of how bank credit worthiness will evolve in Oman over the next 12 to 18 months, according to a press release from the rating agency on Tuesday.

“The Omani government will help cushion the economic impact of low oil prices by maintaining high levels of public spending

despite its lower oil related revenues,” said Mik Kabeya, analyst at Moody’s. “The government’s counter cyclical spending policy will bolster the resilience of the banks’ asset quality, profitability and capital metrics, while funding and liquidity will weaken moderately,” it said.

Commenting on the Moody’s rating upgradation, Suresh Kumar, head of research at Al Maha Financial Services said: “We don’t expect a substantial decline in the profitability of major Omani banks in the coming year.” “It gives a confidence among investors in banking stocks.

This is what we are seeing on the Muscat bourse today. Almost all banking shares are up today,” added Suresh Kumar.

Number of nominees for each wilayat announced MUSCAT: Sayyid Hamoud bin Faisal Al Busaidi, Minister of Interior yesterday issued a ministerial decision No. 231/2016 related to the number of wilayats’ representatives in the Municipal Councils’ 2nd term.

The number of representatives of each wilayat will be as follows: In the Governorate of Muscat, two members will represent the Wilayat of Muscat, while four members will represent the Wilayats of Muttrah, Al Amerat and Quriyah. Six members will represent the Wilayats of Bausher and A’Seeb, as the total number of representatives in the Governorate stands at 26 members.

In the Governorate of Dhofar, six members will represent the Wilayat of Salalah, while

two members will represent the Wilayats of Taqa, Mirbat, Rakhyout, Thumrait, Dhalkhout, Al Mazyoona, Maqshin, Shaleem wa Juzzur Al Halaniyat and Sadah.

The total number of representatives in the Governorate stands at 24 members.

In the Governorate of Musandam, two members will represent each wilayat so the total number of representatives stands at 8.

In the Governorate of Al Buraimi, four members will represent the Wilayat of Al Buraimi, two in Madhda and two in Al Sunaina, so the total number representatives stands at 8. In the Governorate of A’Dhakhiliyah, six 6 members will represent the Wilayats of Nizwa and Buhla, 4 members in each of Izki and Sumail, while 2 members

will represent Manah, Al Hamra and Bidbid, so the total number of representatives stands at 28.

In the Governorate of North Al Batinah, six members will represent the Wilayats of Sohar, Saham and A’Suwaiq, while four members will represent each of Shinas, Liwa and Al Khaboura, so the total number stands at 30 members.

A1 New port to meet tourism needs Ahmed bin Nasser bin Hamed Al Mahrizi, Minister of Tourism, and Dr Ahmed bin Mohammed bin Salim Al Futaisi, Minister of Transport and Communications, will also be there on the auspicious day.

Oman needs to move away from oil and gas dependency, according to the government. The Mina Al Sultan Qaboos Waterfront Project is a flagship redevelopment plan that will help to achieve that, according to Wilson As part of the government’s non-oil future strategy, Omran will help train 10,000 Omanis in just 60 months. Three global hotel chains are in talks to achieve this, he said, and 1000 staff will be hired next year to work in three hotels set to open in Oman.

The project announced today will see Muttrah Port – a trading port for centuries – re-imagined and ready to meet Oman’s new tourism future, with space for Omani artesans and small traders in an artisan hall.

James Wilson, speaking exclusively to Times of Oman, said: “Next year we will hire another 1,000 people for the three new ho-

tels under construction in Muscat and over the next five years Oman must train 10,000 people in hotel management, real estate sales & marketing, customer services, professional tour guides and the real estate development & hotel development markets.

“This will all be done at the tourism college, which we have now been entrusted with. We are working closely with the Ministry of Manpower, Sultan Qaboos University and the Ministry of Higher Education to achieve this.

We are also working closely with the Ministry of Tourism as part of the ministry’s tourism strategy.

“We were handed the reins of the tourism college and are now master-planning the whole zone to open an outlet mall, wedding hall, a “teaching” hotel run by students, professors and a core hotel staff plus we need quality student accommodation, so students from all over the country can be educated in Muscat and the parents will be comfortable knowing that Omran is looking after their kids in international standard student accommodation “The hotel will be the first op-

erating hotel run by teachers and students in GCC so that they can work in a real-time environment and acquire first class skills required to service tourists coming to Oman, We are negotiating with three hotel brands to flag the hotel, Starwood, Anantara and TAJ. “The Sultanate’s centre for tourism excellence will fast become internationally renowned as one of the world’s best “teaching hotels” and a living laboratory for hospitality innovation. We are delighted to be moving forward on this to create jobs for Omanis in a future Oman not totally reliant on oil and gas.”

At today’s launch, Omran will reveal investors and sign the first construction contract for Sultan Qaboos Waterfront.

The OMR500 million ($1.29 billion) Mina Al Sultan Qaboos Waterfront project will have homes, retail units and luxury hotels besides other entertainment and lifestyle attractions over a one million square metre area. The project is aimed at transforming Mina Al Sultan Qaboos port into a major tourism-based mixed-use waterfront destination.

New Israeli ambassador to Turkey named OCCUPIED JERUSALEM: Israel on Tuesday named a new ambassador to Turkey, the latest step towards normalising diplomatic ties between the once strong Mediterranean allies following a breakdown in 2010.

Israeli Foreign Ministry spokesman Emanuel Nahshon said Eitan Na’eh, currently deputy ambassador in London, had been appointed ambassador in Ankara.

CAIRO: Egypt’s Court of Cassation on Tuesday overturned a death sentence against deposed president Mohammed Morsi of the Muslim Brotherhood and ordered a retrial.

Morsi was sentenced to death in June 2015 in connection with a mass jail break during Egypt’s

2011 uprising. Morsi, democratically elected after the revolution, was overthrown in mid-2013 by then-general Abdel Fattah Al Sisi, now the president, following mass protests against his rule, and immediately arrested.

Tuesday’s court ruling means that Morsi is no longer under

threat of execution, although he is serving three lengthy jail sentences.

Since toppling Morsi, Sisi has clamped down on dissent. Mass trials have been held for thousands of Muslim Brotherhood supporters, and hundreds have received death sentences or lengthy prison terms.

Abdel-Moneim Abdel-Maksoud, the Brotherhood’s lawyer, said the Court of Cassation had applied the law correctly.

Flawed “The ruling was expected because (Morsi’s conviction) was legally flawed, and we are waiting for the retrial.”

Morsi is already serving a 20year prison sentence for a con-

viction arising from the killings of protesters during demonstrations in 2012. He has also been sentenced to 40 years on charges of spying for Qatar and to life imprisonment on charges of spying for the Palestinian group Hamas.

Terrorist group The government deems the Brotherhood, Egypt’s oldest opposition movement dating back decades, a terrorist group.

The Brotherhood says it is committed to peaceful activism.

Activists and rights groups at home and abroad have said many or all the mass trials have been legally flawed. The Egyptian government says the judiciary is independent and that it never intervenes in its work. — Reuters

NEW DELHI: Reflecting their growing proximity, India and Israel on Tuesday decided to further “broad-base” their already close defence partnership and intensify cooperation in combating radicalisation and extremism, while calling upon global community to act tough against terror networks and States harbouring them.

The two countries also agreed to deepen their cooperation in a variety of areas including trade and investment, agriculture, water resources and cyber crime during extensive talks between Prime Minister Narendra Modi and Israeli President Reuven Rivlin, who is on his first visit to India.

Giving gist of his talks with the Israeli leader, Modi, in a media statement, said people of both countries were constantly threatened by forces of terrorism and extremism and both sides agreed to intensify cooperation in combating them effectively, particularly having “practical and specific” engagement such as in the cyber domain.

“We recognise that terrorism is a global challenge, knows no boundaries and has extensive

links with other forms of organised crime,” he said.

Prime Minister said, “Regrettably, one of the countries of its origin and spread is in India’s neighbourhood. We agreed that the international community must act with resolve and determination against terror networks and States that harbour them. Failure to act and silence of speech only encourages the terrorists,” he said.

Noting that Rivlin’s visit has given a “crucial push” to efforts to build new pillars in bilateral ties, Modi said both sides noted the strength of the growing defence partnership and agreed on the need to make it “more broadbased” through production and manufacturing partnerships.

India is Israel’s largest buyer of military hardware and the latter has been supplying various weapons systems, missiles and unmanned aerial vehicles over the last few years but the transactions have largely remained behind the curtains.

riculture and water resources management sectors. Referring to growing collaboration between the two countries, particularly in defence sector, Rivlin, the first Israeli President to visit India in two decades, said his country is ready to “make in India and make with India”.

Make in India and as President Rivlin told me in our discussion, Make with India can generate jobs and benefit both geographies. Scramble for cash continues on day 7, man dies in queue MUMBAI/HYDERABAD: The scramble for cash spawned by demonetisation a week ago assumed frantic proportions on Tuesday as people descended outside banks in droves in the wee hours fearing ATMs may run dry and another death of an elderly man standing in queue being reported from Hyderabad.

Tens of thousands of people lined up hours before banks opened in towns and cities across the country to exchange or deposit or withdraw money, a day after a public holiday in several states, even as the grim situation showed no signs of abating.

Small businesses also continued to be hit hard with lack of patrons who were scurrying for small change. Laxman Rao, a retired government employee who came alone to Marredpally branch of a state-run bank in Hyderabad to deposit Rs150,000, collapsed at the bank’s entrance.

“He collapsed on the bank’s entrance steps and the policemen on duty immediately shifted him to a nearby hospital where doctors declared him brought dead,” Deputy Commissioner of Police (North Zone) B. Sumathi said.

“He died of heart-ailment...

He had once earlier suffered a heart-attack and had been operated upon,” the DCP said based on preliminary investigation. He was native of Anantapur district in Andhra Pradesh.

As banks opened after a day’s break, Mumbai and suburbs witnessed greater scramble for cash with people making a beeline before banks and ATMs to exchange old currency notes and withdraw cash for essential expenses.

The BJP-led government in Maharashtra decided to set up a cabinet sub-committee to recommend further measures to mitigate the hardships of the people due to demonetisation. “The cabinet meeting reviewed the situation arising out of the Centre’s move to scrap Rs500 and Rs1,000 currency notes,” an official in the Chief Minister’s office said.

Businessmen support new industrial zone in Chakwal ISLAMABAD: The Chakwal and Islamabad Chambers of Commerce and Industry have called on the government to expedite work on establishing a new industrial zone in the Chakwal district according to directives of the premier.

WELLINGTON: New Zealand emergency services and defence personnel evacuated hundreds of tourists and residents from a small South Island town amid more strong aftershocks on Tuesday, a day after a powerful earthquake killed two people.

The 7.8-magnitude tremor struck just after midnight on Sunday, destroying farm homesteads, sending glass and masonry toppling from buildings in the capital, Wellington, and cutting road and rail links throughout the northeast of the ruggedly beautiful South Island.

As aftershocks continued to rattle the region, emergency services cordoned off streets in Wellington and evacuated several buildings due to fears one of them might collapse.

Structural damage Wellington Mayor Justin Lester said the vacant building appeared to have suffered structural damage when the land it was on subsided in the quake. A fire service official said a major structural beam had “snapped like a bone”.

The town of Kaikoura, a popular base for whale-watching about 150km (90 miles) northeast of Christchurch, the South Island’s main city, remained cut off by massive landslips.

Around 400 of the 1,200 tourists stranded in the town were flown out on Tuesday, including 12 people with a variety of injuries, officials said.

The Red Cross, which used defence force helicopters to bring in emergency generators, satellite communications and water bladders, said water in the town was running out. Mark Solomon, a leader of South Island indigenous Maori Ngai Tahu tribe, which has tourism and fisheries businesses around Kaikoura, said the local marae (Maori meeting place) had received 1,000 people since Monday morning. Many slept overnight in the communal hall or in vehicles outside.

The tribe had fed them with

crayfish, a delicacy for which the South Island town is famous.

With no power, the tanks that hold the expensive crustaceans had stopped pumping.

“It’s better to use the food than throw it in the rubbish so we sent it up to the marae to feed people,” Solomon told Reuters by phone.

China chartered four helicopters to evacuate around 40 nationals from Kaikoura, mostly elderly and children, late on Monday, said Liu Lian, an official at the Chinese Consulate in Christchurch.

One Chinese national had been treated for a minor head injury in Kaikoura’s hospital, Liu said, and around 60 others would be evacuated on Tuesday. “They have been trapped in Kaikoura for a couple of days, some are maybe scared, they have some mental stress,” Liu told Reuters. Many planned to continue journeys to other parts of New Zealand, Liu said.

Other tourists also said they planned to continue their trips, and travel agencies said they hadn’t noticed a drop off in bookings, easing concerns about a ma-

jor hit to the sector, New Zealand’s biggest export earner. Gale-force winds and rain were hampering recovery efforts, and hundreds of aftershocks continued to rock the region. A 5.4 tremor was among the bigger aftershocks and was felt strongly in Wellington.

Finance Minister Bill English said the government was well positioned to deal with the expected repair bill of billions of dollars, with low debt and budget surpluses.

“We are in about as good a shape as we could be to deal with this natural disaster,” English told parliament.

Civil Defence estimated 80,000-100,000 landslides had been caused by the quakes.

New Zealand media reported that three cows filmed stranded on a small patch of grass surrounded by landslips near Kaikoura had been rescued by a farmer.

Acting Civil Defence Minister Gerry Brownlee said New Zealand had accepted an offer of two US Navy helicopters from the destroyer the USS Sampson, as well

as an offer of help from the Japanese military. It was hoped an inland road to Kaikoura from the south could be reopened by the weekend, he said.

Workers earlier began returning to office buildings in Wellington’s business district, which was closed off on Monday while the risk to buildings was assessed.

Several blocks were damaged, including the offices of Statistics New Zealand, which halted the release of economic data and said it would be months before it could use the building.

An A-League soccer match scheduled for Saturday between the Wellington Phoenix and Australia’s Melbourne Victory has been postponed because of damage to Wellington’s 34,000-seat Westpac Stadium, officials said.

Hong Kong court bars lawmakers HONG KONG: A Hong Kong court on Tuesday disqualified two pro-independence lawmakers from taking office, ruling their oath of allegiance invalid in a judgment in step with Beijing, which last week intervened in the Chineseruled city’s legal system.

But High Court Judge Thomas Au said he would have made the ruling anyway, without the controversial “interpretation” by China’s parliament that some lawyers and activists warned had damaged the judicial independence of the global financial hub.

Au acknowledged the decision by the National People’s Congress was binding, but he did question whether the move fell within the legal scope of an interpretation under the Basic Law, the miniconstitution that governs Hong Kong’s relations with Beijing.

The congress ruled that Hong Kong legislators must solemnly swear allegiance to Hong Kong as part of China, adding that candidates who take the oath of office in an insincere manner will be disqualified and not given another chance to swear in. Democratically elected legislators Yau Wai-ching, 25, and Baggio Leung, 30, sparked controversy when they displayed a banner declaring “Hong Kong is not China” and substituted derogatory terms for “China” while taking their oaths last month.

Au placed an injunction on the two acting as legislators, as well as on Legislative Council president Andrew Leung from re-administering any new oath for the pair.

“With or without the interpretation (by Beijing), the court would reach the same conclusion,” Au said in the summary of the 56-page judgment.

“By seeking to make a mockery of China...in a derogatory and humiliating manner, it is objectively plain that Mr Leung and Ms Yau refused to pledge allegiance to the Hong Kong Special Administrative Region as an inalienable part of (China),” he said. — Reuters

MOSCOW: Russian investigators on Tuesday charged Economy Minister Alexei Ulyukayev with extorting a $2 million bribe from Rosneft, Russia’s biggest oil company, in a case that threatens to expose fault lines in President Vladimir Putin’s inner circle.

Ulyukayev, a 60-year-old technocrat whose ministry has been overseeing a sale of state assets, is the highest-ranking Russian official to be detained while in office since the collapse of the Soviet Union in 1991. He faces up to 15 years in jail if found guilty.

The Investigative Committee, the state agency that investigates major crimes, said Ulyukayev had extorted the bribe in exchange for approving Rosneft’s $5 billion purchase of a stake in mid-sized

oil producer Bashneft. In a twist reminiscent of the Soviet era, his detention was announced in the early hours of Tuesday morning, with state TV and pro-Kremlin politicians presenting it as part of a high-profile fight against corruption.

Evidence of infighting Others said it was evidence of infighting at the highest levels of power, possibly involving Igor Sechin, the chief of Rosneft, a close Putin lieutenant who is one of Russia’s most powerful men, and might herald a shake-up.

Low oil prices and Western sanctions mean the government is struggling to plug holes in the state budget ahead of a 2018 presidential election, and that

competition for resources inside the tightly-controlled system has become more acute. Law enforcement sources told Russian media the minister’s phones had been tapped and his electronic communications monitored.

Investigators set up a sting operation in which the alleged bribe was handed over on Monday, the reports said.

Investigators said Ulyukayev had threatened to use his position to cause problems for Rosneft unless it paid him. They said they were not challenging the legality of Rosneft’s purchase of the Bashneft stake or investigating it.

Putin was informed about the case when the investigation was first launched, Kremlin spokesman Dmitry Peskov told report-

ers. “These are serious allegations,” Peskov said. “Only a court can deliver a verdict.”

Previous high-profile prosecutions during Putin’s rule have been a cover for settling commercial or political scores, according to people involved in those cases.

The Kremlin and law enforcement agencies deny that, saying they only target criminals.

Rosneft’s acquisition of Bashneft last month was the focus of a major turf war between rival Kremlin camps, sources close to the deal and in the government have told Reuters.

Sechin lobbied hard for the green light to buy Bashneft, but the deal was fiercely opposed by economic liberals in the government, some with ties to Prime Minister Dmitry Medvedev, who believed Bashneft should go to private investors.

Ulyukayev initially opposed Rosneft buying Bashneft, one of the most lucrative state assets to be privatised in years, but eventually signed off on the deal.

A 19.5 per cent state-owned stake in Rosneft is up for privatisation next. Rosneft is poised to buy the stake itself to sell on to investors later.

Sources told Reuters last week that Rosneft’s parent holding company may help Rosneft with funds for the deal. One state company helping another conduct a privatisation is likely to be controversial among some members of the government.

Christopher Granville, managing director at TS Lombard Research, said Ulyukayev’s detention might be linked to that.

“It must be because of what is happening next,” Granville told Reuters. “To prevent any obstructions to what influential people want to happen next. I’m talking of course of the next phase of the privatisation of Rosneft.” He said there was a question mark over whether Rosneft buys the stake in itself first to sell on or whether it is simply sold off to investors without that intermediary step.

Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs and briefly economy minister himself in the 1990s, said he was sceptical about the accusations against Ulyukayev.

There had been a widespread consensus that the Bashneft stake had been sold to Rosneft for a market price, so it was strange that a bribe would be given for a valuation that everyone agreed on anyway, he said.

In a country where bribes have sometimes totalled many tens of millions of dollars, there was also surprise in some quarters at the relatively small size of the alleged payment.

Medvedev and Putin spoke about the detention, Medvedev’s office said, adding: “The prime minister believes that the most painstaking investigation of this case is required.”

A Rosneft spokesman, Mikhail Leontyev, was quoted as saying by the TASS news agency that the company saw no risk to the Bashneft deal.

“The deal is absolutely above board,” he said.

Hadi regime objects to Kerry’s truce announcement ABU DHABI: US Secretary of State John Kerry said on Tuesday that Yemen’s Houthi group and the Saudi-led coalition fighting it had agreed to a ceasefire from Thursday, as Washington presses for an end to the war before President Barack Obama leaves office.

The internationally recognised Yemeni government quickly rejected the move, complaining of being bypassed. More than 10,000 people have been killed and over 3 million displaced in the past 20 months in a war that has been overshadowed by the Syria conflict but which has created a humanitarian catastrophe.

Kerry is seeking a breakthrough to end the fighting between the Houthis and the Yemeni President Abd-Rabbu Mansour Hadi.

Kerry said he had presented Houthi delegates with a document outlining a ceasefire and peace deal. He said the Houthis, whom he met on Monday night, had agreed to a ceasefire from Thursday, provided the other side implemented it. “And thus far the Emiratis and the Saudis...they have both agreed to try to move forward with this,” he said.

‘British cabinet has no clear Brexit negotiating position’ LONDON: Britain has no overall strategy for leaving the European Union and splits in Prime Minister Theresa May’s cabinet could delay a clear negotiating position for six months, according to a memo for the government that was leaked to The Times newspaper.

The document, prepared by consultancy firm Deloitte for the government department that supports the prime minister and her cabinet, casts Britain’s top team in a chaotic light: May is trying to control key Brexit questions herself while her senior ministers are divided and the civil service is in turmoil. “The Prime Minister is rapidly acquiring the reputation of drawing in decisions and details

to settle matters herself - which is unlikely to be sustainable,” according to the document, dated November 7 and published by The Times. “It may be 6 months before there is a view on priorities/negotiation strategy as the political situation in the UK and the EU evolves,” said the document, titled “Brexit Update”.

May’s spokeswoman said the Deloitte memo was unsolicited, had nothing to do with the government and had no credence.

Deloitte declined immediate comment.

“It was not commissioned by the government,” May’s spokeswoman told reporters. “It does seem as though this is a firm touting for

business now aided by the media.”

But such a disorderly portrayal of the government underscores both the extent of the turmoil unleashed by the June 23 vote to leave the EU and the uncertainties ahead as May tries to pull Britain out of the world’s biggest trading bloc.

May’s priority, it said, is survival and keeping her ruling Conservative Party together, rather than business or economic considerations.

“Second, that there will be no clear economic-Brexit strategy any time soon because it is being developed on a case-by-case basis as specific decisions are forced on Government.” The document also said that “major players” in industry were likely to “point a gun at government’s head” to secure assurances similar to that given to carmaker Nissan that it would not suffer from Brexit.

“The public stance of Government is orientated primarily to its own supporters, with industry in particular barely being on the ra-

Government departments were working on more than 500 Brexitrelated projects and might require an additional 30,000 civil servants, it said.

If the Supreme Court forces the government to give lawmakers a say on triggering the formal talks to leave the bloc, some ministers might be happy to see more radical Brexit options watered down, the memo said. May has promised to trigger Article 50 of the Lisbon Treaty, which kicks off two years of talks with Brussels, by the end of March but she has so far given little away about her plans for Britain’s future relationship with the bloc. — Reuters

Financial controls for climate change U

nless the world reduces greenhouse-gas emissions rapidly, humanity is likely to enter an era of unprecedented climate risks. Devastating extreme-weather events are already increasing in frequency, but much of the worst climate-related damage, such as a sustained rise in sea levels, will be recognised only once it is too late to act.

Clearly, the climate system’s time horizon does not align well with the world’s much shorter political and economic cycles. Listed companies report on a quarterly basis, and recent regulatory changes, such as those mandating increased use of mark-to-market accounting, limit long-term thinking.

Governments usually have legislative cycles of no more than four years, and they must also respond to immediate developments. Yet stabilising the climate requires sustained and consistent action over an extended period.

AXA and UBS, together with the Potsdam Institute for Climate Impact Research, CDP (formerly the Carbon Disclosure Project), and the EU’s Climate-KIC (Knowledge and Information Community) recently organised a conference in Berlin. There, they discussed with leading experts in green investments and fossil-fuel divestment how financial intermediaries can help to address climate risks.

The financial industry’s active involvement is urgently needed. In the Paris climate agreement reached last December, countries worldwide agreed to limit global warming to well below 2° Celsius, thereby defining the track on which the world must progress rapidly. Over the next 15 years, an estimated $93 trillion will be needed for investments in low-carbon infrastructure.

Government funding alone cannot meet this demand, so the financial sector must help fill the gap. By redirecting capital flows toward proactive efforts to mitigate and adapt to climate change, financial institutions can protect client assets from global climate risks, and from the economic risks that will attend a warming planet. They are also demonstrating their social responsibility for the wellbeing of future generations.

But financing change requires changing finance. And this process is already underway.

Development institutions such as the World Bank are reconsidering their investment policies. And, in the private sector, there is growing enthusiasm for “green” bonds, loans, indices, and infrastructure investments.

Still, as the European Commission notes, less than 1 per cent of institutional assets worldwide are invested in environmentally friendly infrastructure assets.

Given historically low interest rates and the general lack of attractive investment options, this is an ideal moment to tap into investors’ growing appetite for green financial products.

Many large financial institutions have recently joined a global initiative promoting fossilfuel divestment. Research findings indicate that global CO2 emissions must be restricted to less than one trillion metric tons between 2010 and the end of the century to comply with the Paris agreement and limit global warming to below 2°C. This means that most available coal, oil, and gas reserves must stay in the ground.

As a result, investments in fossil-fuel energy sources will continue to lose value over time, eventually becoming stranded. Thus, the financial sector’s revaluation of such holdings not only helps to stabilize the climate, but also better protects its clients’ investments, and, by preventing the creation of a “carbon bubble,” helps to stabilize economies. But selling off these holdings will not suffice; the freed-up assets must also be redirected to more sustainable businesses.

For financial institutions and investors to do their part, they urgently need a better understanding of the relevant climate-related investment risks, which the Financial Stability Board (FSB) has divided into three categories: physical, transitional, and liability. Informed investment decisions will require sound, scientifically grounded data and uniform standards to assess these risks, and to quantify opportunities against them.- Project Syndicate

Jeju Island has a lot to offer and to keep vacationers engaged and excited. To those who come and wish to truly understand what the island and its people are all about, the best attraction to visit is the Jeju Folk Village Museum.

Within walking distance of Pyoseon Haevichi Beach and near the Haevichi hotel and resort itself, this is a must-see for anyone looking for a hands-on historical and cultural experience.

Founded in February 1987, the some 100 structures were carefully brought rock by rock from across the province to represent traditional structures representative of the Joseon era (1392-1910).

Everything you see within the village museum is how they were centuries ago. Within this 4,500-hectare wide museum are authentic replicas of a traditional mountain village, fishing village, marketplace, botanical garden, old government buildings, and a holy place where actual religious rites are performed.

The village was constructed after some years of research on how Korea and Jeju Island looked like in the 1890s, how the people lived, and how their homes were constructed until the end of the Joseon Dynasty just before the Japanese came. Although this is a constructed village for the sake of tourism, it comes impressively close to the real thing.

The man-made village is packed with all sorts of natural treasures such as mountains, extinct volcanoes, craters, forests, waterfalls, greeneries, beaches, and caves. Clearly, Jeju Folk Village Museum is among the island’s most frequently visited man-made attractions.

In addition to the faithful reconstruction of the village, there are more than 5,000 pieces of folk articles on display, which include farming instruments, house items, fishing tools, pieces of furniture, and earthen wares.

Visitors should also take a peek inside the Folk Performance Hall to see traditional cultural performances, singing of folk songs, and authentic dances which are held three times a day.

Modern technology joins in the act by presenting audio-video materials that feature the island’s cultural assets, legends, provincial dialects, and folk songs.

Also of great convenience for non-Koreans are the audio guides that can be taken on the tour. An audio-guide is sold at 2,000 won. Visitors are given a pamphlet on which each exhibit is numbered and by pressing each number with the handset, visitors can receive commentary in English, Japanese, or Chinese.

Thirteen films and dramas have so far chosen Jeju Folk Village for filming including Jewel in the Palace, The Slave Hunters, Merchant Kim Mandeok and Tamna the Island. Throughout the site there are signs to point out which was filmed where, evidently a point of great interest for tourists from across East Asia.

Cleverly, the market area toward the end of the circuit — again, in recreated period structures — contains the snack bars, restaurants, and souvenir shops.

National Finance, Oman Orix Leasing plan merger Times News Service MUSCAT: The boards of National Finance Company and Oman Orix Leasing Company have jointly decided to appoint an independent consultant to study the possibility of a merger of both leasing firms.

This follows the recommendation of a joint working group formed by both leasing firms for a merger, both companies said in separate disclosure statements on the Muscat Securities Market (MSM) on Tuesday.

Oman raises OMR18m from treasury bills MUSCAT: A tender of Government Treasury Bills was conducted at the Central Bank of Oman (CBO) this week. The total value of the allotted treasury bills amounted to OMR18 million for 364 days from November 16, 2016 till November 15, 2017.

The average accepted price reached 98.454 for every OMR100, the minimum accepted price arrived at 98.435 per OMR100 whereas the average discount rate and the average yield reached 1.55008 per cent and 1.57442 per cent, respectively.

The interest rate on the tepo operations with CBO is 1.038 per cent for the period from November 15, 2016 to November 21, 2016 while the discount rate on the Treasury Bills Discounting Facility with CBO is 1.788 per cent for the same period.

The treasury bills are shortterm highly secured financial instruments issued by the CBO on behalf of the government, which help the licensed commercial banks to gainfully invest their surplus funds, with added advantage of ready liquidity through discounting and repurchase facilities (Repo) offered by the central bank.

Furthermore, treasury bills promote the local money market by creating a benchmark yield curve for short-term interest rates. Additionally, the government (Ministry of Finance) may also resort to this instrument whenever felt necessary for financing its recurrent expenditures. – ONA

Overall, the company’s net profit was OMR4.25 million for the nine months ended September 30, 2016 which was similar to last year’s corresponding profit of OMR4.26 million.

Oman Orix Leasing earlier said that its gross lease receivables have increased by 15.8 per cent to OMR219.75 million by end of September 2016 compared to OMR189.688 million in comparable period of 2015. The company recorded a net profit of OMR3.88 million for the first nine months of 2016 compared to OMR3.86 million in the same period of 2015.

haitham@timesofoman.com MUSCAT: Oman is expected to invest $20 billion in its transport sector, especially for developing infrastructure projects, in the next 15 years, according to a recently published report.

Research agency Ventures Onsite, which released a report on the sidelines of the Gulf Traffic Exhibition Conference awards, said that the Sultanate plans to invest $50 billion in diversification plans, out of which nearly half of the country’s spending over the next 15 years will be in transport infrastructure.

According to the report, the transport sector remains a lucrative sector, with ongoing projects, such as the expansion of ports, roads and the proposed GCCwide rail infrastructure.

As many as 49 road projects are planned, worth $5.43 billion, in addition to roundabouts, flyovers and tunnels, while seven projects

for construction of junctions, worth $19.4 million, will be under construction by February 2016.

zwa to Ibri (second stage), Mahda to Al Rawda in Buraimi, Sinaw to Mahoot to Duqm, the Al Rustaq mountainous road, the Dhank road to Al Khabib, Samad Al Shan to Wadi Indam, Qutbait to Marsud road and Camel Race road in Adam, Al Dakhiliyah. Also, several interior roads and tunnels will be built in Al Mudhabi and Al Batinah.

It also noted that Mwasalat, Oman’s national transport company that carries 9,000 passengers per day, plans new routes to Muttrah and Amerat, while a strategy for the next seven years includes plans to develop dedicated lanes and AC stops.

According to the report, despite dwindling oil prices in the GCC, Expo 2020 in Dubai and Fifa World Cup 2022 in Qatar are driving the GCC’s transport sector construction, with an estimated spending of approximately $280 billion over the next four years by GCC governments.

The market recovered amid local and foreign institutional investors started purchasing value stocks at attractive rates, after witnessing losses for several days.

There has been a broad-based buying on Tuesday and the frontrunners were blue chip stocks, which were available at attractive rates. The market is recovering after the bourse touched a five-year low in the aftermath of a steep fall in crude oil prices. Market turnover on the local bourse was OMR2.20 million, with 14.02 million shares changing hands.

Opec’s diplomatic efforts for oil output deal begins LONDON: Organisation of Petroleum Exporting Countries (Opec) nations embarked on a final diplomatic effort to a deal on oil cuts, with Qatar, Algeria and Venezuela leading the push to overcome the divide between the group’s biggest producers, according to a delegate familiar with the talks.

The behind-the-scenes diplomacy comes after bilateral meetings over the weekend failed to resolve the rifts, leaving just two weeks to finalise an agreement before the November 30 ministerial meeting in Vienna, according to the delegate, who asked not to be identified because the discussions are private. Saudi Arabia, Iraq and Iran are still at odds over how to share output cuts, the person said.

The Organisation of Petroleum Exporting Countries has yet to find a path to finalise the preliminary cuts deal reached in Algiers on September 28, which ended a two-year policy of pumping without limits.

SAN FRANCISCO: Alphabet’s Google and Facebook on Monday announced measures aimed at halting the spread of ‘fake news’ on the internet by targeting how some purveyors of phony content make money: advertising.

Google said it is working on a policy change to prevent websites that misrepresent content from using its AdSense advertising network, while Facebook updated its advertising policies to spell out that its ban on deceptive and misleading content applies to fake news.

The shifts comes as Google, Facebook and Twitter face a backlash over the role they played in the United States presidential election by allowing the spread of false and often malicious information that might have swayed voters toward Republican candidate Donald Trump.

The issue has provoked a fierce debate within Facebook especially, with Chief Executive Mark Zuckerberg insisting twice in recent days that the site had no role in influencing the election.

Facebook’s steps are limited to its ad policies, and do not target fake news sites shared by users on their news feeds.

“We do not integrate or display ads in apps or sites containing content that is illegal, misleading or deceptive, which includes fake news,” Facebook said in a statement, add-

ing that it will continue to vet publishers to ensure compliance.

Google’s move similarly does not address the issue of fake news or hoaxes appearing in Google search results. That happened in the last few days, when a search for ‘final election count’ for a time took users to a fake news story saying Trump won the popular vote.

Votes are still being counted, with Democratic candidate Hillary Clinton showing a slight lead.

Nor does Google suggest that the company has moved to a mechanism for rating the accuracy of particular articles. Rather, the change is aimed at assuring that publishers on the network are legitimate and eliminating financial incentives that appear to have driven the production of much fake news.

“Moving forward, we will restrict ad serving on pages that misrepresent, misstate, or conceal information about the publisher, the publisher’s content, or the primary purpose of the web property,” Google said in a statement.

AdSense, which allows advertisers to place text ads on the millions of websites that are part of Google’s network, is a major source of money for many publishers. A report in BuzzFeed News last month showed how tiny publishers in Macedonia were creating websites with fake news. - Reuters

Times News Service MUSCAT: There was no initial public offering (IPO) across the Gulf Cooperation Council (GCC) region in the third quarter of 2016, thus reflecting the most depressed IPO market conditions since third quarter of 2015, according to a report released by PriceWaterhouse Coopers (PwC) Middle East.

Although activity in 2016 has generally been quite low, the third quarter of 2016 activity levels perhaps best reflect the impact of uncertainties seen across the region.

As oil prices continue to show no signs of increasing significantly, regional governments have been grappling with the economic impacts this has caused and have started to implement measures aimed at addressing these impacts. However, in the short term, liquidity continues to be a problem for our regional economies and this has impacted equity market activity, said the PwC report.

MUMBAI: Markets took another blow on Tuesday as the Sensex plunged over 514 points to end at nearly six-month low of 26,305 while the Nifty cracked below 8,200-mark on concerns about outflows amid surging United States yields and the dollar gathering more steam.

The Sensex opened lower at 26,809.61 and dropped further before ending down 514.19 points, or 1.92 per cent, at 26,304.63, a level last seen on May 25. It had lost 698.86 points on Friday on worries that US President-elect’s Donald Trump’s impending reforms may spark outflows from emerging markets (EMs).

The NSE Nifty fell sharply by 187.85 points, or 2.26 per cent, to 8,108.45, its lowest closing since June 27 when it settled at 8,094.70.

Intra-day, it cracked below the 8,100-mark to hit a low of 8,093.20.

The broader markets too remained under pressure, with the BSE small-cap index slumping 4.67 per cent and the mid-cap 3.91

per cent. However, when all the sectors fared poorly, only BSE IT index managed to keep its head up, logging gains of 0.30 per cent. This uptick was fuelled by buying in Wipro, TCS and Infosys, rising by up to 1.27 per cent.

Rupee nosedives Riding on the back of heightened global currency volatility wave, the rupee took a hefty blow and ended at a near five-month low of 67.74 against the United Statds dollar following frantic demand for the greenback.

Heavy offloading in portfolios by foreign investors and global traders in the face of a resurgent dollar mainly led to the sudden spike in rupee weakness, forex dealers said.

The rupee resumed with a deep cut at 67.62 from last Friday’s closing value of 67.25 at the Interbank Foreign Exchange (Forex) market and continued its descending trend due to sustained demand for the American currency from importers amid weaker equities. - PTI

MUSCAT: More than $100 billion worth of airport projects are underway and planned across the Middle East, which includes the Muscat International Airport in Oman, according to the MEED’s latest industry report, Aviation and Airports 2016.

These projects are intended to address a capacity gap as airport passenger volumes across the Middle East have outstripped capacity by 11 per cent last year.

With these, an additional capacity of 400 million passengers a year can be accommodated across the region’s airports over the next 10 to 20 years.

The new and expanded airports are expected to be completed between end of 2016 and 2020. These include the Muscat International Airport, Midfield Terminal Complex (Abu Dhabi), King Abdulaziz International (Jeddah) and the new passenger terminal at Bahrain International, the report said.

The largest potential opportunities for contracting and sub-contracting companies are expected to

come from the construction of the next phase of Al Maktoum International in Dubai, the further expansion of Jeddah airport, Hamad International airport expansion, and the upgrade of airports in Iran.

Travel demand, as reflected by double-digit average annual growths in most airports’ passenger volumes since 2010, and the overall economic expansion programmes prior to crued oil price decline have fuelled the rapid expansion in aircraft fleet and airport capacity.

Going forward, the staging of global events such as the Dubai Expo 2020 and 2022 Fifa World Cup in Qatar are also expected to boost the region’s profile as a travel and tourism destination.

Passenger traffic The projected increase in passenger traffic would necessitate new airplanes. According to the Middle East Aviation & Airports 2016 report, close to 1,300 aircraft worth an estimated $345 billion are on order and pending delivery from Middle Eastern airlines, the research note added.

ill Gates helped popularise the phrase ‘content is king’ for the internet era. It is a shorthand to explain the primacy of people and companies that create entertainment and information. It’s also wrong.

Yes, content is important. That’s why AT&T is willing to spend $85 billion for Time Warner, a leading member of King Content. But the content empires can feel their influence waning. AT&T is the buyer, not Time Warner, just as Comcast was the acquirer in the last content mega-deal, for NBC Universal.

The distributors like Comcast, AT&T and whatever replaces them have won. Distribution - not content - is the new king. The totality of news, information and entertainment still matters, but the scarcity that once made individual pieces of content valuable is gone.

We’re awash in content. Sure, most of it is garbage, but this ubiquity splits people's time and money into a zillion pieces. What is scarce is any company that has the attention or money of hundreds of millions or billions of people.

Today those giant human aggregators are distributors - new names plus old names like AT&T - that are the gatekeepers to digital information, communication and entertainment. Own the distribution, and you decide what content matters.

Exhibit A of this new reality is Facebook, the world's fifth most valuable company. More than 1.7 billion people use Facebook each month. And they are drawn there by the content assembled and organised by Facebook. That sounds a lot like a cable company or a Big Three broadcast TV network of yore, doesn’t it?

Except Facebook barely spends a dime for the programming that fills all those untold hours.

is valuable. But no photo, political rant or exploding watermelon video on its own is all that precious. Instead, the value resides in the company that collects it all and gathers a huge swath of humanity to look at it.

Apple is a de facto distribution giant, too. Because it controls access to 1 billion Apple devices worldwide, the company collects 30 cents of every dollar spent on apps, TV and movie downloads and e-commerce purchases.

Those uniquely favourable economic terms accrue to a uniquely powerful distributor. Just think, Comcast pays Disney so its TV customers can watch ESPN. But it is Disney that pays Apple in the form of revenue sharing so its apps or TV series can get to Apple›s customers.

Even the old-fashioned, pipeowning distributors have it pretty good. Time Warner's epic ‘Game of Thrones’ on HBO is not a hit unless it reaches people. Today that’s

mostly over TV pipes controlled by the likes of Comcast and AT&T’s DirecTV; tomorrow that may be over internet and mobile pipes controlled by the likes of …

Comcast and AT&T. That’s not to say all is well in traditional distribution-land. Comcast, AT&T and Verizon can't find many new customers, and it's hard to keep charging people more money to use their networks.

Distributors are looking to grow instead by branching into content, as AT&T, Comcast and Verizon have done to varying degrees. And even younger companies like Google, Amazon and Apple are chasing programming from Time Warner and other content empires to turn into cable TV services for the new generation.

That zeal for popular programming has made it seem like the content empires can stay relevant forever. But how long does premium content stay premium?

Television viewership numbers for the NFL (more King Content) are down so far this year. Ratings of the country’s five biggest cable networks have fallen by an aggregate 5 per cent through Septem-

ber 30 of this year, according to a Bloomberg Intelligence analysis.

Meanwhile, those new aggregators of attention -- Facebook and Google -- are absorbing more of viewers' time and nearly all new dollars spent on advertising.

Powerful distributors can also transform themselves into powerful content. Netflix used its presence in tens of millions of homes -- a smarter cable company -- to create a content empire from scratch. Netflix may burn out, but the company shows how winning distribution lets a company dictate its future.

Viewers' fickle attention is the core challenge for high-quality content makers like Time Warner.

If “Game of Thrones” went away, we might miss it for a while, but then it’s on to the next Netflix show, Tasty food video, Kim Kardashian mobile game or a friend’s Snapchat story.

Badr Al Samaa organises free screening campaign MUSCAT: Badr Al Samaa healthcare group organised a free screening campaign on diabetes to raise awareness about the importance of early screening of diabetes in connection with World Diabetes Day 2016 at its Ruwi branch.

The camp witnessed more than 250 attendees, of which almost 15 per cent new diabetic cases were diagnosed. Participants were facilitated with free RBS; blood pressure, body mass index and HbA1c. Moreover, the medical experts guided the patients about the preventive measures they could adopt against diabetes, says a press release.

The main objective of the campaign was early detection and treatment, thereby can prevent and delay complication and intervention of risk factors like obesity, smoking, physical inactivity and unhealthy diet. Duqm Refinery kicks off workshop Al Jassar Furnishing to distribute on improving communication skills Godrej healthcare furniture in Oman MUSCAT: Duqm Refinery kicked off the first workshop on improving communication skills in Duqm under the platform of Marefa; a CSR initiative of Duqm Refinery.

Under this initiative a series of workshops that address the need to develop essential work related skills and focused training programmes are to be delivered in Duqm. The workshops are targeted at job seekers, private and government sector employees who reside in Al Wusta region. This initiative and its programmes has been developed in partnership with local agencies who are experienced in facilitating youth development programmes, says a press release.

Forty candidates from Wusta participated in the first workshop at the Crowne Plaza Hotel Duqm.

The workshop content was delivered to the audience in an interactive and communicative style.

This had the participants actively engage with the topics instead of being passive listeners.

Duqm Refinery promotes activities that creates in country value. Thus, through training programmes, the company aims to create and deliver programmes that will help grow a skilled workforce that will further drive economic growth in the region. This initiative is designed around two key strategic objectives. The short term objective is to build the knowledge capacity of the communities, enable them to use this

KTI to organise training programme for winners of environment speaking contest MUSCAT: Khimji Training Institute will conduct a training programme for winners of the fifth inter-college environmental speaking competition.

As part of Khimji Ramdas’ larger objective to develop local talent, the initiative will focus on public speaking training to enhance communication skills.

If the sources have

to be believed, Hamad Al Azzani, who had previously had successful coaching stints with the first national team both as a caretaker coach as well as assistant to Czech Republic’s Milan Macala, is the favourite to succeed Lopez Caro.

While it is believed that most of the OFA officials are in support of Hamad Al Azzani taking over as the coach, the two other main factors that may work in favour of the Omani coach are financial deficit and the lack of time to start the recruitment process before Oman’s forthcoming international engagements.

According to sources, the new OFA board has inherited the financial deficit of over OMR 2 million while the members have the responsibility of providing the na-

tional team proper coaching set up before they start their campaign in the next round of Asian Cup qualifiers, which are scheduled to start in March next year, and the Gulf

Cup which is scheduled to be held in December 2017 in Qatar.

Meanwhile, the OFA board members are scheduled to a hold a crucial meeting on Wednesday af-

ternoon under the chairmanship of Sheikh Salim bin Said Al Wahaibi.

According to information received from the association, the members will discuss a lot of important issues, the most significant being the selecting the successor to the national team coach Lopez Caro.

The contract of Lopez Caro, who guided Oman to a 3-0 victory over Myanmar in a friendly match after a string of poor results, will expire in January next year.

The OFA officials are said to be also looking into the list of foreign coaches, especially from the East European and Latin American region, including former Yemen coach Tom Saintfiet of Belgium.

New General Secretary Meanwhile, it is also learnt that Omantel Professional League CEO Sheikh Shabib Al Hosni is likely to be made the new general secretary of the association thanks to his experience, his communication skills and his relations with the people inside and outside the OFA.

“The All India Senior Selection Committee has decided to add India batsman KL Rahul to the Indian squad ahead of the second Test of the Paytm Test Series - 2016 between India and England to be played at Vizag from November 17, 2016,” BCCI Secretary Ajay Shirke said in a statement. The BCCI said Rahul has fully recovered from his right hamstring injury and would be joining the squad on Tuesday.

OOC chief attends ANOC meeting in Doha Fatma wins in Rabat MUSCAT: Sheikh Khalid bin Mohammed Al Zubair, chairman of the Oman Olympic Committee (OOC), and OOC board member Sheikh Badr bin Ali Al Rawas are attending the General Assembly of the Association of National Olympic Committees (ANOC) that began in Qatari capital of Doha on Tuesday.

According to a statement issued by the OOC on Tuesday, the ANOC General Assembly began under the chairmanship of ANOC President Sheikh Ahmed Al Fahad Al Sabah of Kuwait.

During Tuesday’s meeting, Dr. Thomas Bach, President of International Olympic Committee (IOC), delivered a speech at the meeting, in which he commended the cooperation demonstrated by

National Olympic Committees and their keen interest in promoting their structures and working mechanisms. The meeting approved the record of the previous General Assembly meeting held

in Washington in 2015. It is noteworthy that the meeting focused on reviewing a number of issues included on its agenda, foremost of which is the Agenda 2020.

Approved at the previous Gen-

eral Assembly, Agenda 2020 included a package of directions and axes relating to the referencing elements that enable NOCs to establish dialogue with the public authorities on the national level and facilitate cooperation among all relevant parties, the aim being to further strengthen the role of sport in sustainable development.

The Agenda 2020 also relates to anti-doping regulations and procedures and the autonomy of the involved organisations in order to achieve further transparency in terms of commitment to good governance. The General Assembly concluded the session with presentations delivered by the candidate cities for 2024 Olympics. The Assembly concludes on Wednesday.

Shlok and Prithvi post victories MUSCAT: Prithvi Raj and Shlok Ail recorded impressive wins in the opening round of the boys under-16 singles at the Falcon Insurance Company-sponsored Annual Tennis Tournament of the Indian Social Club (ISC).

Prithvi looked in good nick and coasted to a convincing 8-2 victory over Harsh Shah and Shlok followed suit with an identical 8-2 victory over Abhiram.

Other first round winners in the boys under-16 singles were Varun Deepak whose strong serves proved too hot for Robert Joseph. Varun won 8-2 and Jainum Kothary earned the early break in the third game and held on to lead 5-3.

MUSCAT: Omani star Fatma Al Nabhani survived a scare before advancing to the second round of the singles in the $10,000 Rabat ITF Pro Circuit tournament in Morocco on Tuesday.

In the first round match, the second-seeded Omani made a shaky start losing the first set 4-6 against Moroccan wildcard Lilya Hadab.

However, Fatma fought back bravely to subdue the local girl in the next two sets before sealing the match with a 4-6, 6-1, 6-4 scoreline.

In the second round, Fatma will clash with unseeded Austrian Kerstin Peckl, a 6-3, 6-1 first round winner over French qualifier Anne Sophie Forget.

Oman sailors excel in UAE Regatta MUSCAT: Oman Sail’s youth competitors sailed to success at the UAE National Day Regatta, which was hosted at the UAE Heritage Club in Abu Dhabi.

An incredible effort from Oman’s young sailors culminated in them winning three out of four of the competitive classes.

The regatta welcomed a strong field of local and international boats to each race, with competitors hailing from Bahrain, Qatar, India and the UAE. The prospect of being able to train alongside international opponents meant that Oman Sail took along not only its best youth talent to the UAE, but also its inexperienced sailors.

This was in an effort to offer them the opportunity to develop their skills on the water in a competitive environment.

Oman’s Al Faisal Al Zubair eyes strong debut MUSCAT: Exciting 18-year-old Arab racing driver Al Faisal Al Zubair is targeting a successful start to his maiden campaign in a closed-wheel Porsche GT3 car at Bahrain International Circuit this coming weekend, when he proudly flies the flag for Oman in the Porsche GT3 Cup Challenge Middle East.

The Omani racer, who piloted a Formula 3 single-seater this year in the UK in the BRDC British F3 Championship, makes the switch to Porsche power for the 12 round Middle East series which gets underway on Friday and Saturday.

all. Lapping fifth quickest on Saturday, less than 0.5 seconds shy of second place on the times, the Omani went on to lap within six tenths of a second of the outright pace on Sunday and just 0.4 seconds outside the coveted top three.

“I’m very pleased with how the test went,” said Al Faisal. “We did

a test in a Porsche in Brno that was good, but I wasn’t sure how things would go coming back to the Middle East but we did a good job. We had a lot of running, five hours on the first day and four hours on day two, so there was a lot of preparation for next weekend.

“I got to grips with the car, the

track and the tyres and to be only six tenths off Dennis Olsen, who is a Porsche Junior and knows the track, was good. I’m very pleased to have ended the second day P6, especially as the top five guys have all raced in Europe or the UK and I have no Porsche experience.”

Al Faisal’s move to the 460bhp Porsche 911 GT3 from the BRDC British F3 single-seater marks a big change for the Omani, with huge differences in weight, braking, cornering speeds and driving style, but his transition thus far has been seamless.

Al Faisal’s debut in the Porsche category will mark a return for the Omani flag to the Porsche GT3 Cup Challenge Middle East for the first time in four years, his mentor Ahmad Al Harthy having competed in the 20112012 season.

‘Other aspects’ fine-tuned, Kohli & Co look ready for the kill at Vizag

hen Ravichandran Ashwin and Ravindra Jadeja walked out into the middle on day five at Rajkot and found themselves ringed by the enemies, they looked like characters straight out of a drama who were forced to play a role different from what they were supposed to act out in the original script. With three fielders on the onside, three on the off, the wicketkeeper all crouched down just behind the stumps and the slow bowlers holding the hand grenade with a wicked smile, the scene looked familiar but roles reversed. Normally, especially in the recent times, it was always the other way around when a Test got closer to the curtain call, with either Ashwin or Jadeja prancing around gleefully with the ball in hand for the victim-in-waiting to walk into the ring and take guard as Wriddhiman Saha scrooched down behind the stumps and a cocky Virat Kohli egged on his army and the crowd to up the ante.

Aswhin and Jadeja played their unexpected roles rather well in the final session of the Rajkot Test. Both of them could bat a bit, but that’s not what they were normally expected to do on day five of a Test played in India.

Rajkot may have brought the old-world charm back into Test cricket. A good pitch for the batsmen on days one and two, a bit of purchase for the unrelenting bowler who were ready to bend their back pretty consistently, turn and bounce on day four and five and a hint of hope for one side and a desperate struggle for survival for the other right up to the last over of the match.

Unfortunately, in modern times such beautiful things of the past are relevant only for the statisticians. Not for the crowds.

For obvious reasons, England coach Trevor Bayliss is happy with the effort put in by England at Rajkot and termed the performance of the team under his command as the best since he has been with England. Coming as it did within a few days of

their disastrous show in the second Test against Bangladesh, and amid doom predictions before the start of the series, England have plenty of positives to feel “a lot of confidence”, as Joe Root summed up the mood post match, going into the second Test at Visakhapatnam on November 17. Four of their key players have scored centuries and their spinners looked better than the Indian quartet. Still, what Bayliss and Cook need not overlook is the fact that it was one of the worst performances the Indian team had put in under the new leader.

Kohli lost the toss for the first time at home. The fielding was disastrous: five caches were dropped in the first innings, of which three inside the first seven overs. The pitch offered nothing much to the spinners in the first innings. England put more than 500 runs on the board and later posted a victory target in excess of 300 runs that was out of reach for India so Cook could attack without the fear of losing the match. Despite odds stacked against them, India drew the game and, in the process, found out, as Kohli would say, “other aspects about our game”.

Habituated to getting things done inside four days or quite early on day five and criticised for the inability to show patience required to draw a game, the team under Kohli will be turning up at Visakhapatnam with their feet rooted in the reality and armed with a new can-do belief and confidence. Curator Kasturi Sriram has hinted at the possibility of turn right from day two. That, plus the return of KL Rahul to open the innings with Murali Vijay, could be a recipe for disaster for Cook and Co.
