Despite warnings people go missing at sea keeping rescuers on their toes

MUSCAT: A man was rescued by the Public Authority for Civil Defence and Ambulance (PACDA) after he went missing at sea in Qurum. After a thre-hour search, the man was saved and immediately taken to the hospital, according to

PACDA’s tweet. He is said to be in a critical condition. Meanwhile, PACDA is still searching the sea waters for a third person, who went missing off the Al Suwaih beach after two others were rescued. PACDA confirmed that the search for the third person is still ongoing and refuted rumours about the missing person’s body having been found.

Rescue teams in Jaalan Bani Bu Ali rushed to the beach after receiving information about three missing persons on Wednesday. The search was postponed due to poor light on Wednesday night after rescuers and local citizens found two of the three missing swimmers. Rescue staff continued with their search after the first light Thursday. PACDA

reiterated that the two rescued men are in good health, while the search for the third person is still ongoing. Royal Oman Police ROP yesterday called upon people to follow safety measures whenever they are going for picnic . PACDA has also regularly issued notes of caution to tourists going to water holes to ease the heat. >A3

No Eid or Onam festivities for stranded expat workers MUSCAT: Hundreds of stranded expatriate blue-collar construction company workers couldn’t celebrate Eid Al Adha or Onam (Indian harvest festival) this year like others in Oman. While others had remitted money to their dear ones at home for the festival, purchased new clothes and had a feast, stranded blue-collar workers in different parts of Oman were seen sitting idle at their camps with little food and no money. “Holy Ramadan, Eid Al Fitr, Eid Al Adha, Onam… festivals are passing one by one. We are just sitting idle at our camps without any celebrations. We can adjust… but how about our family. Back home children are asking for new dress and good food. Sultanate immerses in extended Eid Al Adha festivities Times News Service MUSCAT: Citizens and residents across Oman celebrated Eida Al Adha in different ways. While many chose to travel within the country, to Jabal Akhdar, Salalah, the Ras Al Jinz turtle reserve, the Al Hoota Cave and other tourist hotspots during the holidays, others spent time in malls, public parks and hotels in Muscat. According to the Ministry of Tourism’s Twitter handle, the total number of visitors to Salalah until September 14 was pegged at 647,376. Besides this, each governorate in Oman had arranged celebrations at their forts and castles and other public places where people could gather and enjoy the company of others. “I came to Sohar, my hometown in Oman from Muscat, I do this for every Eid and every big celebration, all my family is here in Sohar, so I had to come and celebrate with them. On the first day we had the slaughtering ceremony, we slaughtered three goats and two bulls and we then cooked shuwa, which was

Situation is worrisome, says trade union leader

“We came to work here. We are the sole breadwinners of our family. We are ready to adjust. “But what should we tell our families. They are struggling like us. Living without a salary for five months is an unimaginable situation. My son has been removed from his college due non-payment of fee,” a stranded worker in Al Khoud said. Workers stranded at the resort in Sawadi after their owners stopped operations are also facing a similar situation. “We don’t even have power supply. We were depending on generators. Lack of money to buy fuel is a trouble all the time. Then think about Eid Al Adha celebrations. It is a tough time. Family back home is also facing the same situation,” a worker from the resort said. The workers there have filed a claim for pending salary and other benefits in court. “The latest is that the employer

has filed an appeal against the verdict, which was delivered in our favour recently. It means that our struggle won’t end soon,” the workers added. Mohammed Khaldi, a trade union leader in Oman, said the situation is worrisome. “The religion teaches us that workers should be paid before his sweat dries up. Why are the companies not doing so? The authorities concerned should intervene and resolve the issue as early as possible. Workers cannot be left in lurch,” the trade union leader, who has sent support from his team for the stranded workers, said. Payment rule Article 51 of the Oman Labour Law says employees who receive their salaries on a monthly basis shall be paid once a month at least. Prasad M K, a legal advisor in Muscat, said employers are bound to pay a salary every month

if the job contract cites monthly payment and the worker has the right to lodge a complaint or to stop working if the employer fails to follow the signed job contract created on the basis of Oman Labour Law. Meanwhile, a social-cultural charity group in Muscat said they have distributed food packets among low-paid workers in different parts of Oman. The group, which didn’t want to be named, said they have a network all over Oman and the food packets were distributed on Eid Al Adha among the workers. “Bringing them all to one place difficult. So we used our network to distribute food among them at their place,” the group members said. Recently, Shahswar G Al Balushi, chief executive officer, Oman Society of Contractors, had said Oman is facing a construction crisis due to the oil price dip leading to salary delays and other issues.

longing to other nationalities. On September 14, GCC nationals made up 45 per cent of the total visitors, followed by GCC expats, who accounted for 24 per cent of the visitors. Citizens and the residents represented 23 per cent of the visitors, while Omanis accounted for 10 per cent of the visitors. The remainder were Europeans and people belonging to other nationalities. Perched over 2,000 metres above sea level,

everyone looked quite happy and excited,” said Sushma, an Indian expat who went to Jabal Akhdar during the Eid holidays. Many people in Muscat opted for Jabal Akhdar instead of Salalah because the latter is located about 1000 kilometres from Muscat, whereas the former is closer. “I had to struggle a lot to get a four wheeler as all them were booked in advance,” said Satish, who drives a small car in Muscat.

Puppet shadow workshop organised for counsellors Staff Reporter MUSCAT: An advanced puppet shadow theatre workshop was conducted for the Ministry of Social Development’s counsellors to help them create awareness on social issues. The UNFPA’s (United Nations Population Fund’s) sub-regional office for the Gulf Cooperation Council (GCC) countries held a puppet shadow theatre workshop called ‘Noor Omani’ at the Majan Continental Hotel from September 4 to 8, in collaboration with the Ministry of Social Development (MoSD). Speaking at the occasion, Salah Al Saleh, programme analyst of UNFPA GCC said, “This is the third time that we are doing this project, along with the Arab Puppet Theatre Foundation based in Beirut. The workshop will train MoSD field workers to use this art form and enhance the effectiveness of their work in communicating the right messages to their target group, including orphans, troubled children, families and others.” The goal is to build the communication skills of the field workers through the fusion art of Puppet

Seas, valleys (wadis), water canals, dams, pools, wells, open water reservoirs, ponds, wadis during rainy season are among some of the places where rescue operations had to be carried out. According to PACDA’s annual statistics, 55 rescue operations were carried out in wadis, 26 in seas, two at pools, two in swamps and 11 at wells, two at dams and seven where waste water had accumulated.

Commodore Yaqoob bin Yousef Al Kamshaki, vice chairman of the Main Committee of Sohar Celebrations gave a speech in which he said that the “festival expresses the joy of citizens on the arrival of His Majesty the Sultan in the Wilayat of Sohar and reflects the maritime role, Sohar has played across history”. Besides the above, the UNFPA GCC also organised a two-day training session on advanced techniques of shadow theatre for Y-PEER Oman, the Youth Peer Education Network in the country, which is a UNFPA supported global network of young people who are civic-minded and volunteer to educate their peers about all social and youth relevant issues. “This form of communication tool is a creative method, and we have tested its success through our previous collaboration with the Ministry of Health, Ministry of Education, the Oman Disabled Association, and the Association of Early Intervention for Children with Special Needs and Y-PEERs through their edutainment activities. The duration of the performances is flexible, content and situation-based, and can vary from two to 20 minutes on various causes that are relevant to society.” “It is an important tool to address sensitive topics in a fun, playful, but also emotional manner. The art form also stimulates the use of one’s imagination and seeing life from different perspectives,” Al Saleh added.

‘UN inquiry blames Syrian military for chlorine bomb attacks’ THE HAGUE/UNITED NATIONS: An international inquiry has identified two Syrian Air Force helicopter squadrons and two other military units it holds responsible for chlorine gas attacks on civilians, a Western diplomat told Reuters. The finding by the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW), the global chemical weapons watchdog, is based on Western and regional intelligence, the diplomat said. “It was the 22nd Division, the 63rd Brigade and the 255 and 253 squadrons of the Syrian government,” the envoy said. The identification of specific military institutions responsible for attacks could strengthen a push by some Western members of the UN Security Council for a robust response, focused on sanctions and accountability. President Bashar Al Assad’s government has denied using toxic gas on the battlefield, and said it will cooperate with the OPCW over accusations it has used poison gas against insurgent-held areas during Syria’s civil war. Responding to the new finding, a Syrian military source told Reuters: “The Syrian state... and we, the Syrian Arab army, have said more than once that the army has not and will not use any banned weapon, especially chemical or poison weapons.” “This issue is completely void A S S A U LT S H I P

We consider the United Nations to be a tool in the hands of some countries which support terrorists,” the source said, adding that the UN had not responded to Syrian requests to investigate alleged use of chemical weapons by insurgents. The year-long joint UN and OPCW inquiry, which is investigating reports of attacks between April 11 2014 and August 21 2015, is due to submit its fourth report to the UN Security Council next week. The third report, in August, blamed Syrian government troops for two chlorine gas attacks and IS militants for using sulfur mustard gas. It is unclear whether the fourth report will assign blame to individuals. The inquiry has focused on nine attacks in seven areas of Syria, where a separate OPCW fact-finding investigation concluded that it is likely chemical weapons have been used. Eight of the attacks investigated involved the suspected use of chlorine. The inquiry said it had not yet been able to reach a conclusion in six cases, though it said three of those cases warranted further investigation. “At least two others were chlorine and were carried out at the hands of the Syrian Air Force,” the diplomat said. “There is no indication that any opposition groups used chlorine.” Syria agreed to destroy 1,300 tonnes of declared chemical weap-

In a separate confidential report seen by Reuters, OPCW inspectors concluded in July after 16 visits to Damascus since April 2014 that Syria had failed to explain “scientifically or technically” the discovery of banned agents by its inspectors, including sarin and VX nerve agents. The latest suspected use of chlorine gas was last week, when rescue workers and a monitoring group said there were dozens of cases of suffocation in an opposition neighbourhood in the city of Aleppo. Chlorine’s use as

a weapon is prohibited under the 1997 Chemical Weapons Convention, which Syria joined in 2013. If inhaled, chlorine gas turns to hydrochloric acid in the lungs and can kill by burning the lungs and drowning victims in the resulting body fluids. The new finding, blaming specific military units, could set the stage for a showdown at the Security Council pitting the United States, Britain and France against Russia and China. Beijing and Moscow have veto powers as permanent Council members and have protected Syria’s government from action by blocking several resolutions, including an attempt to refer the

situation in Syria to the International Criminal Court. Syria is not a member of the ICC, so any war crimes cases against suspects has to be referred by the UN Security Council to the court in The Hague. Some Western diplomats worry that the Security Council could respond weakly to the reported chemical weapons attacks or that the issue could be sidelined because of the fragility of a Syria ceasefire deal agreed by Moscow and Washington. “We don’t want the (UN/OPCW) report to be taken hostage by the political process in Syria,” said a senior Security Council diplomat, speaking on condition of anonymity. A second senior Security Council diplomat said: “Normally on Syria policy, when we go down this US-Russia track, either nothing happens because they can’t agree... or if something does come out it tends to be Russian-flavoured.” “Neither of those outcomes is good,” the envoy said. Some diplomats said UN/ OPCW investigators may ask for more time to finish their fourth report, in which case the Security Council may renew the mandate for the inquiry for a short time. Egypt takes delivery of second French Mistral warship NANTES (FRANCE): Egypt took delivery of a second French Mistral helicopter carrier on Friday, part of a $1 billion deal signed last year. Egypt took over the ship at a ceremony in the Atlantic coast port of Saint-Nazaire. It was the second of two France agreed last year to sell to Egypt. The two ships were originally built for sale to Russia, but that sale was cancelled after Russia’s annexation of Crimea. “It has been a very complicated, uncertain period to manage, but thanks to the French government’s support, we were able to find a navy that needed it,” a spokesman for the state-backed shipbuilder DCNS told Reuters. The French naval contractor had to strip out all the ship’s information systems and instructions written in Cyrillic script and replace them with Arabic and English lettering. The “Anwar El Sadat” will sail from Saint-Nazaire early next week for joint exercises with the French navy before setting off for Alexandria. The Mistral is known as the “Swiss army knife” of the French navy for its versatility. Capable of carrying vessels and tanks, the will serve as command centres for the Egyptian fleet. Cairo has tried to boost its military power in the face of a twoyear insurgency in northern Sinai and fears that civil war in neighbouring Libya could spill over. Egypt has also ordered four corvettes, 100-metres long, that will be built in two years, and negotiations are under way to order two more, the spokesman for DCNS told Reuters. — Reuters

BEIRUT/CILVEGOZU (TURKEY): The United States and Russia said on Friday they wanted to extend the four-day-old ceasefire in Syria they have co-sponsored, although the agreement looked increasingly shaky, undermined by sporadic violence and a failure to deliver aid. The second attempt this year by the Cold War-era superpower foes to halt the conflict has succeeded so far in curtailing violence, but it remains a risky gamble in a war that has made a mockery of all previous peace efforts. Washington and Moscow, which support opposite sides in the conflict between President Bashar Al Assad and rebels trying to unseat him, have agreed to share targeting information against militant fighters that are their common enemies, if the truce holds. Although the details of the pact remain secret, that could see them wage war on the same side for the first time since World War Two. But such unprecedented cooperation would come at a time of deep mistrust between the Cold War era-foes, when relations between them are at their worst for decades. Moscow, which holds the key to delivering the cooperation of its ally Assad, said it was ready to extend the truce by 72 hours and called on Washington to press rebels to abide by it. Washington said it agreed that an extension was important, but also voiced alarm over the failure of aid to arrive. Secretary of State John Kerry, who personally hammered out the agreement despite scepticism among some US administration colleagues, told Russian Foreign Minister Sergei Lavrov that Washington would not start the agreed joint targeting of militants until aid begins to flow. Main dispute The main dispute of the truce so far is over aid to Aleppo, Syria’s biggest city before the war, divided between rebel and government-held zones for years. Progovernment forces encircled the rebel zone this month, trapping an

estimated 300,000 civilians there with no way to bring in food. The United Nations has pointed the finger at the government for holding up aid, saying it asked for permission to reach all besieged areas and was denied letters guaranteeing access. “In order to actually initiate the actual movement of these convoys we need the facilitation letters. They have not come,” UN humanitarian affairs spokesman Jens Laerke said in Geneva. “It’s highly frustrating.” Both sides accuse each other of violating the truce and failing to withdraw from the road that would be used to deliver aid to Aleppo. Moscow said on Friday the Syrian army had withdrawn from the Castello Road but returned its troops there after they came under fire from rebels. Insurgent groups in Aleppo said they had seen no such withdrawal from the government side, and would not pull back from their own positions around the road until it did so. “The regime has not withdrawn from the area,” Zakaria Malahifji of the Aleppo-based Fastaqim re-

bel group told Reuters on Friday. Two aid convoys destined for Aleppo were still stuck on the Turkish border after several days while the sides argued over how the supplies were to be delivered. The trucks contain flour for more than 150,000 people and food rations for 35,000 people for a month, a UN spokesman said. “We expect decisive measures from the American side, aimed at influencing the armed groups under their control to rigorously carry out the September 9 agreement,” Lieutenant-General Viktor Poznikhir said. After three days which saw a marked decrease in violence and no deaths, the first civilians since the start of the truce were killed on Thursday, according to the Syrian Observatory for Human Rights, a monitoring body. Three more died and 13 were injured in air strikes in rebel-held Idlib province on Friday, the Observatory said. A number of shells were also fired by insurgents into two besieged villages. Clashes hit areas east of Damascus on Friday. Residents in the city centre were woken up by a large explosion, a witness said, and shells fell near its eastern limits. The Britain-based Observatory said the violence stemmed from clashes between rebels and government forces in the Jobar district on Damascus’s eastern outskirts. Each side said the other had attacked first. The United States and Russia will brief United Nations Security Council members on the deal behind closed doors on Friday, diplomats said. Russia is pushing for the Security Council to adopt a draft resolution next week endorsing the deal. Assad appears as uncompromising as ever. He vowed again this week to win back the entire country, which has been splintered into areas controlled by the state, a constellation of rebel factions, IS militants and Kurdish militia fighters. In a separate development east of Aleppo, a small number of US military personnel entered the rebel-held town of Al Rai near the Turkish border as part of operations to coordinate air strikes against IS, a senior rebel source said. NEW DELHI: As Nepal undergoes a political transition, India on Friday pitched for implementing the country’s Constitution by accommodating aspirations of all sections and assured it of all possible support amid China’s efforts to gain ground in the Himalayan nation. Prime Minister Narendra Modi held an “extensive and productive dialogue” with his Nepalese counterpart Pushpa Kamal Dahal popularly known as Prachanda after which the two sides inked three pacts including one on India extending $150 million for Nepal’s post earthquake reconstruction.

It is Prachanda’s first visit to India after becoming prime minister for the second time. KP Sharma Oli quit the top post in July following fresh political turmoil due to protest of Madheshi community against the new Constitution. The two countries also decided to continue cooperation in areas of defence and security. In a statement to media following the talks, Modi said India hoped Nepal will be successful in implementing the Constitution through inclusive dialogue accommodating aspirations of all sections of its diverse society. “As immediate neighbours and

Four killed in communal clash in Bijnore BIJNORE (Uttar Pradesh): Four persons were killed and at least 12 injured on Friday in a clash between two communities here after a school girl was allegedly harassed by some persons, police said. The incident in Peda village took place at around 8.15 am, with groups of the two communities hurling stones at each other, police said, adding there was even firing between the clashing groups. Four persons, aged between 27 and 30, were killed in the clash while at least 12 others were injured. Five seriously injured were taken to Meerut for treatment. The accused fled the village after the incident. Eight women related to them have been detained for questioning,police said. According to police, the girl was on her way to school when she was allegedly harassed by some youth belonging to another community. A passerby objected to this act but he was beaten up by the accused, police said. He then told some persons about the incident and soon a clash started, police said. There were reports of arson also. Heavy police force has been deployed in the area in view of the incident. Director General of Police S.Javeed Ahmed said the situation was under control and ADG (Law and Order) was at the spot, monitoring the developments. Meanwhile, Chief Minister Akhilesh Yadav announced a compensation of Rs2 million to the family of each of the deceased and Rs500,000 to the injured. The merger would be notified in the Assembly bulletin, formalising the political development that leaves Congress with governments only in Manipur, Meghalaya and Mizoram in the northeast. Tourists banned from visiting Lulusar Lake, Babusar Top MANSEHRA: Hundreds of tourists were barred from visiting the popular picnic spots of Lulusar Lake, Babusar Top and Jalkhad as the police withdrew its contingents from two posts in the area. This was stated by police and tourists on Thursday. According to owners of nearby hotels, the police asked tourists to remain in Naran and near Saiful Malook Lake. This was unlike previous holiday seasons during which tourists thronged to Kaghan Valley to take in the beauty of their favourite spots – Lulusar Lake and Babusar Top, among others. “Winter is about to set in the hilly areas and we wanted to enjoy the serenity near Lulusar Lake and Babusar Top, but do not know why the police have banned visits,”

Pakistan officially becomes signatory of OECD Convention in tax matters ISLAMABAD: Pakistan has officially become a signatory of the Organisation for Economic Cooperation and Development’s (OECD) Multilateral Convention on Mutual Administrative Assistance in Tax Matters aimed at curbing growing tax evasion. Finance Minister Ishaq Dar signed the Convention on Wednesday along with OECD Secretary General Angel Gurria in Paris, which the government claims is a testimony of its commitment to adopt international best practices in the field of tax matters. However, while independent tax experts say it is a good step, a lot will depend on the domestic laws of respective member countries. The other factor is that the convention will not come into force at once, as the OECD plans to roll out the multilateral treaty gradually. The federal cabinet has already given approval and its ratification will now be required before Pakistan becomes an active beneficiary of the convention. It will take at least one year to complete the procedural requirements from both sides, said an official of the Federal Board of Revenue (FBR). So far more than 103 countries have become signatories of the OECD Convention on Mutual Administrative Assistance in Tax Matters. As many as 54 countries will put in place their domestic mech-

Pakistan may get the first access to information by either the end of 2018 or early 2019, according to officials involved in negotiations. The countries or the jurisdictions where Pakistanis are perceived to be hiding their wealth will start exchanging information in either 2017 or 2018 with the OECD member countries. Among them, tax havens like British Virgin Islands, Isle of Man, Jersey, Liechtenstein and United Kingdom will start exchange of information by September 2017. Switzerland and Malaysia will

start exchange of information by September 2018, according to the information available on the OECD website. “The Convention would facilitate international cooperation on national tax laws and provide administrative cooperation among member countries to combat tax evasion,” according to the Ministry of Finance. The OECD and the Council of Europe jointly developed the Convention in 1988 and amended by Protocol in 2010. It is the most comprehensive multilateral instrument available for all forms of tax co-operation to tackle tax evasion and avoidance but with its own limitations.

“It is not a multilateral convention in its true spirit, as member countries are governed by their domestic laws,” said Dr Ikramul Haq, an expert in international tax matters and advocate of the Supreme Court of Pakistan. He said that availability of information would depend upon the domestic banking laws of each member country. Dr Haq said that there is also limitation on fiscal exchange of information, as it is not wide open as generally is perceived. He said that despite having legal provisions, the FBR has so far failed to obtain information about Pakistani bank account holders due to resistance by domestic banks. Secondly, legal lacunas, like Economic Reforms Protection Act of 1992 and sections like section 111 (4) of Income Tax Ordinance are barriers to meaningful action against tax evaders. “A key aspect for making tax administration ready for the challenge of the 21st century is equipping them with the necessary legal, administrative and information technology tools for verifying compliance of their taxpayers,” he added. Dr Haq said that against this background, enhanced cooperation between tax authorities through Automatic Exchange of Information (AEOI) is crucial in bringing national tax administration in line with globalised economy. - Express Tribune

Myanmar jails soldiers for killing villagers YANGON: A Myanmar military court has jailed seven soldiers for five years each with hard labour for murdering five ethnic minority villagers in June, state media said on Friday, in a rare prosecution of military personnel. The seven, including four officers, will serve their time in civilian prisons, said a report from a court martial in northeastern Myanmar. Soldiers have often been accused of serious human rights abuses in Myanmar’s long-running wars with ethnic armed groups, but the allegations are rarely acknowledged, let alone heard in court. Sai Kaung Kham, an activist who helped residents of northern Shan state’s Mong Yaw village demand justice for the June killing of their family members, said he was surprised the military had taken action at all. “The fact they have been sentenced to imprisonment is better than nothing,” he said. Myanmar’s army ran the country for almost five decades before initiating a transition to civilian rule that saw Nobel laureate Aung San Suu Kyi take power in April. Military leaders, keen to build military-to-military ties with Western armies, have made efforts to present the still-powerful army as a responsible partner in country’s transition. Assange, 45, is wanted by Swedish authorities for questioning

over allegations, which he denies, that he committed rape in 2010. “The Court of Appeal shares the assessment of the District Court that Julian Assange is still suspected on probable cause of rape,” the court said. Assange avoided possible extradition to Sweden by taking refuge in Ecuador’s London embassy in 2012. He says he fears further

extradition to the United States, where a criminal investigation into the activities of Wikileaks is ongoing. While tributes flowed in from across Europe, the head of the anti-EU Northern League party struck a discordant note, denouncing Ciampi for the crucial role he had played in making sure Italy was part of the euro from its birth in 1999. “Politically speaking, Ciampi is one of the traitors of Italy,” Matteo Salvini told Sky Italia TV. “He carries on his conscience the disaster that has befallen 50

NEW DELHI: Expecting the conditions in the first Test against India to be drastically different from those in the ongoing warm-up tie against Mumbai, New Zealand opener Tom Latham said on Friday it was a positive development that several batsmen of his side got to spend substantial time in the middle. The pitch laid out for the tie at Kotla did not offer turn on day one but the one for the first Test in Kanpur beginning September 22 is expected to assist India’s quality spinners. Latham, who showed promise with a solid 55 on Friday, said there was no point worrying about the conditions in the Test series. “All we can do is play with whatever surface we have got. I think the time guys spent in the middle was crucial for everyone to adapt to the conditions and familiarise themselves with their game plans. Obviously it might turn a little bit more (in the first Test) but we have got what we have got out here,” Latham, who is yet to play a Test in India in 22 matches, said. New Zealand declared at 324 for seven with nine of the 15 members getting a decent hit in the middle. Latham was one of them who attacked the spinners with purpose. “The way guys adapted to conditions was important, even though

the ball was not turning that big. So using the feet and coming down the wicket to hit over the top was a good method. Imagination and lies, says Infantino of UEFA election link ZURICH: FIFA President Gianni Infantino has dismissed as “imagination and lies” any suggestion that he lobbied in favour of Aleksander Ceferin who was elected head of European soccer’s governing body UEFA this week. Ceferin, little-known outside his native Slovenia until three months ago, swept to a resounding win on Wednesday, picking up 42 of the 55 votes cast by UEFA’s member associations. The other 13 went to his only rival, experienced Dutch administrator Michael van Praag. “Mr Ceferin has said it as well, this is imagination and lies and I think the result speaks for itself,” former UEFA General Secretary Infantino told reporters.

“It’s an insult to the intelligence of the 55 associations who go and vote...convinced by a programme,” Infantino said. Oil glut belies risk from Opec’s dwindling output cushion London: As most of the world focuses on how unfettered oil production will weigh on prices, a few say a rebound is on the cards as the market starts to reflect a growing risk of shortages. Opec’s strategy of keeping its taps open is leaving a smaller cushion if there’s an unexpected need for more oil. The group’s spare capacity has dwindled to the least since 2008, US government data show, while global spending cuts have diminished prospects for new output. Prices may jump more than 35 per cent from current levels as they start to reflect the risk of a supply squeeze, according to Citigroup and trader Gunvor Group. The biggest energy crash in a generation prompted the industry to cut $1 trillion in spending. That’s resulted in less new production and the slowing of current output as firms scrimp on technology that lengthens the life of fields. Libya resumes crude exports from some major ports BENGHAZI, (Libya): Libya is resuming oil exports from some of its main ports which forces loyal to eastern commander Khalifa Haftar seized in recent days and has lifted related “force majeuere” contractual clauses, the National Oil Corporation (NOC) said on Thursday. The north African nation is highly dependent on hydrocarbon revenues and needs oil exports to resume to save its economy from collapse. Conflict since Libya’s 2011 uprising has reduced its oil output to a fraction of the 1.6 million barrels per day the Opec member once produced. “Exports will resume immediately from Zueitina and Ras Lanuf, and will continue at Brega ... exports will resume from Es Sider as soon as possible,” NOC Chairman Mustafa Sanalla said. He said Libya’s UN-backed government in Tripoli and a parliament based in eastern Libya both backed reopening the ports which have been controlled by forces loyal to Haftar since September 11-12. Haftar has been an outspoken opponent of the Government of National Accord (GNA) in Tripoli, and his seizure of the four ports from a rival force aligned with the GNA had raised fears of fresh conflict over Libya’s oil resources. “NOC is in charge of the ports,” Sanalla said on Thursday, a day after visiting Zueitina. “They are secure, and we have been in contact with our foreign commercial partners.” A Reuters reporter at Zueitina saw large numbers of military vehicles and men belonging to a guard force allied to Haftar’s Libyan National Army (LNA). Western powers had condemned Haftar’s seizure of the ports and had said they were ready to prevent any exports attempted outside the GNA’s authority. “(This) had the potential to escalate, with potentially devastating consequences for the nation and our petroleum industry,” Sanalla said. “Instead, we have found a shared interest in letting the oil flow, and the wisdom of that decision needs to be recognised.” US Libya envoy Jonathan Winer called reports of the LNA handing over control of the ports to the NOC a “promising development”, writing on Twitter that increased oil production could have an “immediate positive impact”. Decade-long slump These institutions are now grappling with a near decade-long slump of parts of the shipping sector since the 2008 financial crisis that is also hurting European peers, such as Britain’s Royal Bank of Scotland (RBS). “German banks account for close to $100 billion of shipping debt out of a world total of around $400 billion,” said Dagfinn Lunde, who spent more than a decade as head of shipping at Germany’s DVB Bank until the end of 2013. The same estimates of German bank exposure and total sector debt were made by two other shipping finance executives, who declined to be named, citing the confidentiality of their business dealings.

Lunde, now a board member of Norway’s Maritime and Merchant Bank, said German lenders had been “throwing money” at the sector when shipping business was brisk. “When the values tumbled, they were left with massive exposure to toxic debt.” As worsening conditions in the shipping sector leave some shipowners unable to meet payments, it is unlikely that many banks will see a full return on their investments. This could leave them having to sell down their debt at a discount to distressed buyers or to write off some of their loans. The shipping difficulties come at a time when European banks are already bogged down by a sluggish economy and face tough capital demands from regulators which are eroding profitability. Shipping ‘imploding’ Segments of the shipping in-

dustry are suffering their deepest downturn ever as international trade slows. Around 90 percent of world trade is transported by sea. South Korean container line Hanjin, which filed for receivership on August 31, is the latest casualty in a crisis exacerbated by a glut of ships, many of which were built before the financial crisis when the global economy was healthier. “It seems like the shipbuilding and ship finance sectors are ... imploding,” Anthony Gurnee, chief executive of ship operator Ardmore Shipping Corp, told an industry conference in London last week. His comments echo remarks made by Stefan Ermisch, the chief executive of shipping finance specialist HSH Nordbank, who recently described the shipping sector as “on the floor”.

Before the financial crisis, when a dry bulk ship or oil tanker could earn over $200,000 a day, German banks were among the most prominent financing players. Such vessels now command around $10,000-$15,000 a day. Banks’ exposure varies widely across German lenders such as Deutsche Bank, Commerzbank and state-backed lender NordLB. Part of the risk stems from exposure to closed investment funds — called KG houses — which bought ships and leased them to big shipping companies. Commerzbank and Deutsche Bank declined to comment on its shipping finance activities and plans. “For German shipowners, Hanjin is bad news as for them a large company falls away with which they can charter their ships,” Oliver Faak, global head ship and aircraft finance at NordLB, told Reuters. He warned the outlook for the oil tanker market was worsening. “Many shipping companies have ordered tankers that are now being delivered. Supply is rising but the demand hasn’t changed.” Offload debt Bankers said the scale of the lenders’ potential losses from the loans now depended on how strict the European Central Bank (ECB) would be in forcing them to tackle the problem. In June, people familiar with the matter said the ECB had launched a review of banks’ shipping finance, raising concerns among lenders that they may be required to set aside more capital to cover possible losses. A regulatory source familiar with ECB policy said the review was an initial step. Private equity in Africa seen losing its shine JOHANNESBURG: Major private equity firms have seen a number of top management departures in Africa, individuals familiar with the matter said, as the funds grapple with investments hurt by a weak economy. US firm Carlyle, Standard Chartered and emerging market-focused Actis have all seen a change of top executives at their Africa funds, according to these six individuals. Once seen as a beacon of growth, private equity firms expanded their business in the region just before the financial crash. A weak economy and falling currencies have now taken the gloss off a decade of ‘Africa rising’ optimism. Some investments by these companies have struggled in the downturn. The changes at these groups, which pool the money of pension funds and international investors to buy, say, a stake in local companies, bring this decline into focus. Carlyle’s Africa chief, Marlon Chigwende, confirmed that he had left. His departure in August followed a number of unsuccessful buyouts, including in Nigeria’s struggling Diamond Bank, two sources familiar with the matter said. Chigwende told Reuters that investments had done well while he was in charge and that he was now setting up his own fund. Carlyle did not comment on the reasons for his departure. The Africa chief for Actis, John van Wyk, is also due to leave, two sources familiar with the matter said, asking to remain anonymous because of the sensitivity of the matter. Van Wyk did not respond to a request for comment. The company’s global private equity head Peter Schmid, a veteran of African fund management, said he too would be leaving the group. An Actis spokesman declined to comment. ECB’s stimulus What’s behind rising housing costs measures working well: Bank official LJUBLJANA: The European Central Bank’s (ECB’s) stimulus measures are working, so there is no need now for a change, and even if adjustments become necessary they should be incremental, Governing Council member Bostjan Jazbec said. Although central banks are overburdened with heightened expectations, they have plenty of firepower left, as the remarkable innovations in monetary policy in recent years have proved, Jazbec, Slovenia’s central bank chief, told Reuters. Fighting ultra-low inflation, the ECB has introduced unprecedented stimulus in recent years. Chief among them is its programme of buying 80 billion euros ($89.92 billion) of bonds a month, to pump money into the economy. Last week, the ECB said it was examining options to keep its asset purchases going, which markets took as a signal that even more easing may be coming. “Our policies are aimed at the real problem, they are calibrated with the right sense of measure and they are obviously working,” Jazbec said in an interview. “We

are only talking about the modality of changes and the extent of the changes, but the direction is right.” It was too early to conclude if more measures were needed, Jazbec said, but the ECB was not even close to its limits, despite relying on untested, unconventional measures. “The latest forecasts and data confirm that the scope and pace of our decisions have been appropriate,” said Jazbec, who is considered a moderate on the council and is seen by some as a potential swing voter. “There is plenty of room to manoeuvre; I’m not worried we would not be able to find the tools, if needed.” But with inflation undershooting the ECB’s target of just under 2 percent for well over three years, the risk is growing that businesses and households will lose confidence in the ECB’s policies, perpetuating ultra-low inflation and increasing the risk of deflation. Even if the bank is getting little if any help from fiscal policy, it is now considering changes to its asset purchases that could expand the 1.74 trillion euro programme. — Reuters

SHANGHAI: For many years, China’s authorities took a Goldilocks approach to housing prices: They wanted a market that was neither too hot nor too cold, and took measures as needed to control prices. Although an explicit asset-price target was never announced, it was widely assumed that the government wanted home prices to grow in line with the rate of economic growth. To accomplish this, technocrats in Beijing deployed a combination of monetary stimulus and regulatory measures. When prices overheated, they put the brakes on credit growth, required higher down payments for mortgages and placed administrative restrictions on who could buy in which cities. When prices started to drop, they tried loosening credit and boosting the number of units people could own. But in the past few years, with economic growth sluggish, the planners became much more tolerant of rising prices, even as signs of a bubble emerged. Official data shows the price-to income-ratio hitting 9.2 at the end of 2015; housing prices have continued to rise significantly since. All this has led to some widespread distortions. China’s homeowners have come to see near double-digit real-estate returns as a birthright, a bet on par with death and taxes. According to

one study, more than 70 per cent of Chinese household wealth is in housing. Investors believe there’s an implicit guarantee that the government won’t let home prices drop, even as many buildings sit empty. Meanwhile, banks have gone on a lending spree: Total outstanding mortgage loans rose more than 30 per cent and new mortgage growth clocked in at 111 per cent in the past year. Since June 2012, outstanding mortgage loans have grown at an annualised rate of 30 per cent. Predictably, that’s pushed prices higher and higher. In urban China, the average price per square foot of a home has

risen to $171, compared to $132 in the US In first-tier cities such as Beijing and Shenzhen, prices have increased by about 25 per cent in the past year. A 100-city index compiled by SouFun Holdings surged by a worrisome 14 per cent in the last year. Developers are buying up land in some prime areas that would need to sell for $15,000 per square metre just to break even. When the government has halfheartedly tried to apply the brakes, efforts to game the system have only intensified. Shanghai recently had to put down rumors that it was planning to tighten ownership re-

strictions for married couples after city offices were crammed with couples seeking a “divorce” so they could continue buying property. An entire industry has evolved to help people prove they have the required amount of financial assets needed to obtain a mortgage. The People’s Bank of China (PBOC) surely doesn’t want people to think of housing as a one-way bet. Ma Jun, the chief economist of the PBOC’s research bureau, was recently quite explicit in warning of a bubble. But right now, no one believes that prices will be allowed to fall significantly. The first step, as with any addiction, is for Chinese leaders to admit there’s a problem and formally move away from the implicit asset-price growth target. Just as the government has embraced a so-called new normal of lower economic growth, it should recognize a new normal in housing prices that doesn’t force tightening or loosening measures every few months to hit an unsustainable growth target. Leaders have to accept that allowing asset prices to fall can sometimes be healthy, and attempting to prop them up can often be counterproductive. A burst bubble would be a disaster: Bailing out the real estate market would dwarf the few hundred billion dollars used to prop up the stock market in 2015. — Bloomberg News

Regulators announce recall of 1m Samsung Galaxy Note 7 NEW YORK: US safety regulators started an official recall of Samsung Electronics Co.’s Galaxy Note 7 smartphone, about two weeks after the company halted sales following reports of dozens of the devices catching fire or exploding. Samsung is recalling about one million of the phones because a battery flaw can lead to overheating, posing a serious burn hazard to consumers, the US Consumer Product Safety Commission (CPSC) said on Thursday in a statement. That represents about 97 per cent of the Note 7 devices that hit the US market, CPSC chairman Elliot Kaye said at a press conference. Samsung told regulators the phone’s battery was slightly too big for its compartment and the tight space pinched the battery, causing it to short circuit, Kaye said. “Last week the public heard our message to power down the phone. Oracle sales miss estimates on slow transition to cloud SAN FRANCISCO: Oracle reported quarterly revenue that fell short of analysts’ estimates, highlighting its struggles to transition to new cloud-based services amid the sluggish performance of its traditional database and business software. Fiscal first-quarter revenue declined 1.7 per cent to $8.6 billion, falling short of estimates of $8.7 billion. Cloud revenue increased 59 per cent in the quarter ended on August 31. Profit excluding certain items was 55 cents a share in the period. Analysts on average had forecast profit of 58 cents. Shares fell as much as 3.9 per cent in extended trading after closing at $40.86 in New York. Oracle, while revamping its products, is searching for new ways to spark growth as it comes under growing pressure for customers who prefer cloud-based software from rivals such as Microsoft and Salesforce.com. In July, the Redwood City, California-based company stepped up that effort when it agreed to buy cloud-service provider NetSuite for $9.3 billion, one of Oracle’s biggest deals one record. As Saudi authorities slash spending and delay payments to contractors to cope with the plunge in oil prices, the austerity is exacerbating the woes of private businesses that have, for decades, relied on government spending for growth.

irst they had no pay, and then no work. For a time, there was not even food in the squalid, concrete camps where they had been abandoned to live in the searing heat of the Saudi Arabian desert. Medical supplies dried up two months ago. Owed weeks and weeks of back pay from construction companies squeezed by the Kingdom’s economic slowdown, thousands of foreign labourers from South Asia face the grim uncertainty of how long their plight will continue. “They don’t give us any answers about our salaries,” said Mohammed Salahaldeen, a duct fabricator from Bangladesh, as he stood in a labour camp in Riyadh set up by the Saudi Oger construction company in better days. “After they pay me my salary and benefits, I will go.” As Saudi authorities slash spending and delay payments to contractors to cope with the plunge in oil prices, the austerity is exacerbating the woes of private businesses that have, for decades, relied on government spending for growth. Casualties include the thousands of foreign labourers who helped to keep the economy humming with low-paying jobs in construction. SPONSORSHIP SYSTEM Abandoned labourers, including nearly 16,000 from India and Pakistan alone, according to their governments, have not seen a pay-cheque in about eight months. Under a system of sponsorship known as kafala that leaves many workers at their employers’ mercy, they are also not being given the exit visas they need to leave the world’s largest oil exporter. In Saudi Arabia, it’s up to employers to arrange such visas, but before doing so they’d have to pay back wages and end-of-service benefits. Calls made to the Saudi Oger Ltd. and Saudi BinLadin Group construction companies were not returned. At King Salman’s order, stranded workers will be given food and medical services, and can receive exit visas directly from the state, the Labour Ministry said in a statement on Monday, pledging to safeguard their rights and resolve their problems. Legal representation will be furnished pro bono, the ministry said. Workers have said they don’t want to leave without their money. The conditions in which the workers from Bangladesh, India, Sri Lanka, Pakistan and the Philippines wait are fetid and cramped. They sleep eight to a tiny concrete room and share dirty toilets with feral cats. Temperatures soar to 50 degrees Celsius in the summer, and the electricity powering air conditioners often goes off. Some of the labourers

are so destitute that they only own one set of clothes. Mohammed Khan, an Indian nurse from Mumbai at the Saudi Oger camp, is left to treat patients suffering from diabetes, hypertension and high cholesterol without medication. “They can’t go to a hospital because they no longer have insurance,” said Khan, 45. “They have no money.” Workers said Saudi Oger stopped paying their medical insurance policies. The Kingdom has for decades provided millions of foreign labourers with jobs that have allowed them to improve the lives of families left behind. In 2014, it ranked second behind the US as the biggest source of workers’ remittances, according to World Bank data. Yet as oil prices plummeted, government efforts to repair public finances hit a construction industry already struggling amid a building slowdown. Companies such as Saudi Oger and the Saudi BinLadin Group have delayed wages and cut thousands of construction jobs, according to media reports. UNRELATED PROBLEMS In March, Deputy Crown Prince Mohammed bin Salman told Bloomberg that Oger’s problems were unrelated to the Saudi economy. The government had also temporarily barred BinLadin Group from taking on new contracts last year after a crane operated by the company collapsed in Mecca, killing more than 100 people. The Indian Foreign Ministry says more than 4,050 workers alone are stranded without pay at Saudi Oger camps. Nasser Abdul Manaf said he has been forced to take his children in Hyderabad, India, out of school because he can no longer afford their education. He is six months late on his family’s $90-a-month rental apartment and says the building owner wants to kick his family out. “They have nowhere to go,” the 46-year-old said. “They will have to move onto the streets.’’ Prince Mohammed said in March that the government had started pay-

ing companies for work done. People briefed on government plans said later that authorities were considering using “I-owe-you” notes to pay outstanding bills to conserve cash. Outside Riyadh, at a camp for Saudi Binladin Group employees, some have not been paid in 10 months, including Egyptian and Saudi security guards who were still working at the front gate. The company said in May that it has fully compensated dismissed workers after local media reported it fired thousands without paying back wages. The shop on the camp throws them a lifeline by providing goods on credit, which the employees are expected to pay when they receive their salaries, said Carlos Nagac, a 38-year-old painter for the company. “All I want is to get my benefits and to go home,’’ he said, fretting about his four children back in Cebu, the Philippines. BLEAK PROSPECTS As he and others wait for their money, prospects look bleak. Construction companies do not have the money to meet their commitment to their employees, said John Sfakianakis, director of economic research at the Gulf Research Centre. “They can’t get additional financing from the banking system because they are close to their limits,” he said by phone. Construction contracts shrank by about 65 per cent in the second quarter from the same period a year earlier, according to data published by Jeddah-based National Commercial Bank. The government did not award any contracts during the previous three quarters, the bank said. The Tadawul All Share Building & Construction Index for stocks has dropped 37 per cent over the past year, more than the Kingdom’s benchmark gauge. ECONOMIC SLOWDOWN Spending cuts will slow economic growth this year to the lowest level since the global financial crisis, according to a Bloomberg survey of economists. With no income, some of the workers have turned to relatives or friends for loans. Shahid Iqbal, who’s worked at Saudi Oger for nearly half of his 39 years, had to borrow 3,000 riyals ($800) so his wife in Pakistan could give birth. He borrowed an additional 15,000 riyals to make ends meet over the eight months he has not been paid. “I already resigned from the company,” he said with tears in his eyes. “I am only waiting for my benefits. My end-of-service benefit is 45,000 riyals. If I don’t take that back to Pakistan, I will have nothing.” – Bloomberg News
