BOOST FOR INFRASTRUCTURE

Contracts signed for road projects worth OMR376m MUSCAT: Oman’s road network has been given an OMR 376 million boost as contracts for 25 projects were signed yesterday. After signing the contracts with several construction and contracting companies, Dr Ahmed bin Mohammed bin Salim Al Futaisi, minister of transport and communications said, “The agreements signed convey the importance the government places on development projects in the Sultanate.” He added that the projects vary from small and medium road construction projects and sewage systems. “Due to the Sultanate’s geography, the government is keen on completing infrastructure projects as they are looking to facilitate the movement of citizens as well as achieve economic growth within the country,” he said. Regarding the speed of construction and completion of the project, the minister said, “Both, the ministry and contractors, want to finish the projects as soon as possible as nobody likes delays. However, the contractors are facing issues which are beyond their control. We are working on getting quick clearances to start work as soon as possible.”

Commenting on the agreements, Al Futaisi said, “The government considers these development projects to be very important. If there is a reduction of funds in the general budget, we will work on prioritising that aspect.” “Everyone clearly understands the reason for our projects. Last year we constructed 500 kilometres of roads, and this year we are planning to do the same,” he further added. >A6

MUSCAT: Expatriate workers will ‘inevitably’ be affected first if lower oil prices result in job cuts in the oil and gas sector, according to an Omani official, who said that the current situation will have almost no impact on Omanis. As companies in the energy sector in some countries have begun trimming their payrolls due to a sharp drop in oil prices, an official at the Oman Society for Petroleum Services (OPAL) said that the current oil prices are not expected to have any major impact on employment opportunities in this sector but if jobs are to be cut in the future, expatriate workers will be affected first. Speaking to Times of Oman, Musallam Al Mandhari, advisor to the board and interim chief executive officer of OPAL, said that it will be a ‘lie’ to say that the decline in oil prices will have ‘no impact’ on the jobs in this industry. “Whenever there is a downturn in projects or a downturn in business, under normal circumstances, the people who get affected are expatriates, and then the Omanis get affected at some point.” It is ‘inevitable’ given the ratio of Omanis to expatriates, he said

Reported layoffs Al Mandhari said that around 90 employees were reported to have been ‘laid off’ from two oil and gas companies but clarified that those people were not ‘laid off’, rather the project contracts that were being executed had come to an end. Al Mandhari said that he does not think that those workers are ‘redundant’. istry is that Omanis should not be retrenched from employment. Al Mandhari said that the whole situation depends on how low the oil prices will go and it cannot be predicted how many jobs may be cut. Omanisation level According to him, the average Omanisation level in 2014 within the oil and gas companies was 64 per cent and, according to statistics, 22,369 Omanis were working in the oil and gas sector in 2012. He added that the maximum Omanisation target in the oil and gas sector is 80 per cent. “I do not think it can be achieved in less than 15 years.” >A6
