It was not merely a place of worship, but also a school of major importance which played a leading part in spreading learning and culture. It was on this basis that we decided to make this blessed mosque a centre of culture and thought that, with God’s good grace and assistance, would contribute to the revival of the Islamic heritage – God willing – and highlight the civilized values of the Muslim nation while modernising its approach to dealing with Islamic affairs and issues.

MUSCAT: Following the directive of His Majesty Sultan Qaboos bin Said, the Oman Tourism Development Company (Omran) is designing Madinat Al Irfan Urban Centre, Oman’s largest mixed-used urban development. On completion, it will become a leader of smart and sustainable city technology and a benchmark for all future urban developments across Oman. The company has already done rigorous masterplanning for the project. Highlighting key aspects and latest progress of Madinat Al Irfan’s concept master plan, Omran hosted an executive briefing on Monday, bringing together senior representatives from Oman’s public and private sectors. MUSCAT: If you leave your job and leave Oman, you won’t be coming back to work for two years ... even if you have a No Objection Certificate (NOC). That was the stark message from a top Royal Oman Police (ROP) official on Monday after a number of companies contacted Times of Oman saying the rules had been tightened. According to the official, it now makes no difference whether employees complete their contract or not, they will be simply denied clearance to work inside Oman for the two-year period regardless of service or possession of an NOC from their ex-employer.

MUSCAT: Oman’s government on Monday signed a $1 billion loan agreement with 11 international banks, including two regional banks, to partly fund an OMR3.3 billion deficit in the state budget. This is part of a major plan of the Ministry of Finance to meet the state budget’s deficit through a medium-term financial plan. Of the total estimated deficit of OMR3.3 billion for 2016, OMR600 million will come from net grants, OMR900 million from foreign borrowing, OMR300 million from domestic borrowing, and OMR1.5 billion from general reserves. Darwish bin Ismail Al Balushi, minister responsible for financial affairs, said the participation of such a large number of banks reflected the trust of global banking institutions in the strength and resilience of Oman’s economy and its positive outlook. “The immigration department has stressed that the NOC letter is not valid anymore in this matter. Any expatriate worker who leaves Oman has to spend two years abroad before joining another company in Oman,” a top official at ROP told Times of Oman. “However, if he has plans to join the same employer, he can do it

without waiting for two years,” the official added. According to the official, the decision was taken based on Article 11 of the Immigration Code, which states that an expatriate worker who leaves Oman has to spend two years abroad before returning to Oman. Confirming the new develop-

ment, Faisal Al Wahaibi, a public relations manager at a private company in Muscat, said he was denied visa for a new expatriate recruit by the immigration office even though he had the NOC. “I went yesterday to the immigration department to apply for a visa for an expatriate who left Oman a couple of months ago. But unfortunately, it was rejected,” said Al Wahaibi. He added that the news was a shock for him and other public relations officials (PROs) at the department. “At least, the ROP could have announced the new rule in media or maybe sent an official letter to companies,” Al Wahaibi said, adding the official informed him that the decision came into effect from the beginning of this month. Meanwhile, Nabil Nasir, another public relations official with a company, said he also experienced a similar situation. “My request was also rejected even though I showed the officer there the NOC letter,” Nabil said, adding that the certificate is not valid anymore now. “We have expected something to be there in this matter at the beginning for this year but this is quite hard for companies,” said Nabil. He added that at the end of last year, the immigration department had asked for the signing of NOC letter in the presence of old and new employers. “It was technically difficult for us. But at least it was possible to transfer an expat from a company to another without losing a clearance,” said Nabil. >A6
