Arab parliament hails HM’s efforts MUSCAT: The Arab parliament has hailed the efforts of His Majesty Sultan Qaboos bin Said in peacefully resolving conflicts, particularly his efforts to push forward the path of the Yemeni negotiations in accordance with the agreed-upon principles.

The Arab parliament reiterated its support for all efforts and initiatives aimed at speeding up the negotiations path between the Yemenis in order to reach a peaceful solution to guarantee Yemen’s unity and territorial integrity.

Achievements of Sultanate praised MUSCAT: The all round progress made by the Sultanate under the wise leadership of His Majesty Sultan Qaboos bin Said has been hailed by GCC Stat.

Thanks to His Majesty Sultan Qaboos bin Said, the architect of modern Oman and the royal far-sighted vision, the pillars of a modern state have been enhanced Oman and it has successfully achieved its present status, GCC Stat said in a special report on the occasion of the 46th National Day. It pointed out that the Omani economy posted 19.1 per cent growth during the period from 2010 to 2015 as the GDP stood at about $69.8 billion in 2016 compared to $58.6 billion in 2010. The per capita GDP stood at $16,790 in 2016. In the field of commerce, the Sultanate’s exports of the com-

modities of Omani origin (excluding oil) grew by 22.7 per cent during the period from 2010 to 2015 , which hit $7.8 billion in 2015 compared to $6.4 billion in 2010.

Growth As for oil, the GCC Stat pointed out that the Sultanate’s oil production in 2015 grew by 4 per cent to hit 981,000 barrel per day (bpd) compared to 944,000 bpd in 2014.

The Sultanate attaches great interest and care in education. The number of schools stood at 1,534 in the school year 2014/2015; a growth by 1.6 per cent compared to 2013/2014 at which the number of schools stood at 1,510 school. The number of school students at the school year 2014/2015 stood at 577, 000 compared to 2013/2014. -ONA

BUDGET AIRLINE SALAMAIR COMPLETES FIRST TEST FLIGHT SalamAir -Oman’s first budget airline took to the skies on its first test flight which was touched down in Muscat on Friday. In a tweet, minutes before it’s take-off, the budget airliner posted a picture from the airplane’s cockpit that read: “It’s all smiles in the cockpit as our CEO gets ready for take-off, marking another key milestone in our journey.”

Awarded its air service operator licence by the Public Authority for Civil Aviation (PACA) in early 2016, SalamAir’s fleet of three Airbus A320s is scheduled to take to take-off at the end of the year. His Majesty receives gift of Sultan’s Special Force Afterwards, the commander of parade column approached the Royal Dais asking permission from His Majesty, the Supreme Commander of the Armed Forces to start the military parade, which began with the joint military musical parade band that represent the corps of the SAF, RGO, ROP and Royal Court Affairs (RCA), which passed in slow and regular march before the Royal Dais.

Then, the columns of the Protocols Guard performed its military parade accompanied with music pieces of the joint military music in a regular motion passing before the Royal Dais, giving the military salute to His Majesty, the Supreme Commander of the Armed Forces.

After that the joint military musical parade band performed various music pieces from the ancient Omani heritage as well as global music pieces. Then, the columns

of the Protocols Guard chanted the call of loyalty and allegiance and proclaimed thrice long live His Majesty Sultan Qaboos bin Said, the Supreme Commander of the Armed Forces.

Then, the Royal Anthem was played and the columns of the Protocols Guard gave the military Salute to His Majesty the Sultan signalling the conclusion of the military parade.

Then, His Majesty Sultan Qaboos bin Said, the Supreme Commander of the Armed Forces left the Military Parade Ground surrounded by Allah Care.

On this glorious occasion, His Majesty Sultan Qaboos bin Said, the Supreme Commander of the Armed Forces received the gift of the Sultan’s Special Force that was presented by Maj. Gen the Commander of SSF. His Majesty the Sultan was accompanied during the parade by

their highnesses, the chairmen of the State Council and Majlis A’Shura, their exellencies the ministers, advisers, commanders of SAF, RGO, SSF , ROP and the military and security apparatuses, honourable members of the State Council and members of Majlis A’Shura, the undersecretaries, the governors, judges of the Governorate of Muscat, Omani Ambassadors at the Foreign Ministry, heads of diplomatic missions of the sisterly and friendly countries accredited to the Sultanate and walis.

US proposes UN to blacklist Machar, Malong UNITED NATIONS: The United States proposed on Friday that the United Nations Security Council (UNSC) blacklist South Sudan opposition figure Riek Machar, South Sudan army chief Paul Malong and South Sudan Information Minister Michael Makuei.

The United States circulated the three names to the 15-member council in an annex, seen by Reuters, to a draft resolution that would place an arms embargo on the world’s newest nation amid warnings by a senior UN official of possible genocide.

If designated by the council, the men would be subjected to a global asset freeze and travel ban. However, Russia and China, members with council veto powers, have both voiced opposition to an arms embargo and further targeted sanctions. Deputy Russian UN Ambassador Petr Iliichev said on Thursday that sanctions against South Sudanese leaders would “be the height of irresponsibility now”.

Political rivalry between South Sudan’s President Salva Kiir, an ethnic Dinka, and his former deputy Machar, a Nuer, led to civil war in 2013 that has often followed ethnic lines. The pair signed a shaky peace deal last year, but fighting has continued and Machar fled the country in July. Machar was in Democratic Republic of Congo, then Sudan and was most recently in South Africa for medical treatment.

The annex to the draft text accused Machar of entering “into alliances with Equatorian rebel groups to work to overthrow the South Sudanese Government” and said “forces allied with Machar have raided villages and abducted civilians and aid workers.” — Reuters

Iraqi army storms Tahrir district on edge of Mosul Militants are dug in among the civilians as a defence tactic to hamper air strikes, moving around the city through tunnels, driving suicide car bombs into advancing troops

MOSUL: US-backed Iraqi troops expanded their foothold on the eastern side of IS’s stronghold of Mosul on Friday, as the group pledged to mount more suicide attacks on their offensive to take the city.

The elite Counter-Terrorism Service (CTS) stormed the Tahrir district on the northeastern edge of Mosul, the last major city under control of the hard-line group in Iraq. A Reuters correspondent reporting from the CTS-held line in Tahrir saw civilians streaming out of the nearby Aden district where fighting blazed, pushing trolleys containing their belongings and carrying home-made white flags.

fighting. Militants have been steadily retreating from areas around Mosul into the city since the battle started on October 17, with air and ground support from a US-led coalition. “The advance is slow due to the civilians,” said CTS Lt. General Abdul Wahab Al Saidi, adding that the US-trained unit aims to clear the rest of the neighbourhood during the day.

As the offensive entered its second month, Iraqi government forces are still fighting in a dozen of about 50 neighbourhoods on the eastern part of Mosul, which is divided by the Tigris River that runs through its centre.

Militants are dug in among the civilians as a defence tactic to hamper air strikes, moving around the city through tunnels, driving suicide car bombs into advancing troops and hitting them with sniper and mortar fire.

A loud explosion was heard several streets away from the CTS lines. An officer said it was a suicide bomber who blew himself up after being surrounded in a house.

The CTS unit was using a drone to try to detect insurgents.

The number of fighters who are ready to blow themselves up is increasing, an insurgent commander told IS’s weekly maga-

zine, Al Nabaa, published online on Thursday.

The offensive to take Mosul, the largest city under IS control in either Iraq or Syria, is turning into the biggest battle in Iraq’s turbulent history since the US-led invasion that toppled Saddam Hussein in 2003.

The CTS became the only unit to have breached the city limits from the eastern side two weeks ago. Other army units have yet to breach the northern and the southern sides. Militias earlier this week announced the capture of the Tal Afar air base, west of Mosul, part of their campaign to

choke off the route between the Syrian and Iraqi parts held by the IS militants.

The base is located just south of Tal Afar, a mostly ethnic Turkmen town that Turkey would not want to fall under the control of the mostly militia coalition known as Popular Mobilisation, or Hashid Shaabi.

The Hashid plans to besiege the town for now, a spokesman of Kata’ib Hezbollah, one of the main paramilitary groups making up the coalition, told Reuters on Friday. The IS commander cited in Al Nabaa said the battles with the paramilitary groups known as Popular Mobilisation west of Mosul will continue “in long episodes”.

Iraqi authorities have not published a casualty toll for the Mosul campaign overall - either for security forces, civilians or IS fighters.

The warring sides claim to have inflicted thousands of casualties in enemy ranks.

A resident said a mother and her three children were killed in Instissar, one of the eastern neihbourhood already taken by the CTS, when a mortar shell hit their home, probably fired by IS. Nearly 59,000 people have been displaced because of the fighting, moving from villages and towns around the city to government-held areas, according to UN estimates.

The figure does not include the thousands of people rounded up in villages around Mosul and forced to accompany IS fighters to cover their retreat towards the city as human shields. — Reuters

Fighting escalates in Aleppo, people face ‘bleak moment’ BEIRUT: Syrian rebels fought fiercely with pro-government forces as they tried to advance into opposition-held areas of eastern Aleppo on Friday and warplanes kept up their bombardment of the area in a renewed bid by Damascus to retake the entire city.

The UN humanitarian adviser said on Friday the besieged population of eastern Aleppo faced a “very bleak moment” with no food or medical supplies, winter approaching, and an increasingly fierce attack by Syrian and allied forces. Violence also escalated in and around Damascus, where government forces fiercely bombarded the city’s rebel-held eastern outskirts and rebels fired rockets into the government-controlled

city centre, witnesses said.

Syrian government forces and allied militia renewed a heavy bombardment of rebel-held eastern Aleppo on Tuesday after a pause of several weeks. Russia, whose air force is bombing in support of Assad, says it has not taken part in the latest Aleppo attack.

Moscow has, however, escalated its role in the war, launching attacks on other rebel-held areas from the sea.

The government, backed by the Russian air force and militias, has this year steadily closed in on eastern Aleppo, first besieging a population estimated by the United Nations to number 270,000 and then launching a major assault in September. While the government

side has unleashed enormous firepower, its advances into rebel-held areas of Aleppo since September have been limited. The rebel forces are deeply entrenched and say they are well prepared for urban war.

Fighting was reported on the southern and eastern periphery of the rebel-held area on Friday. The Syrian Observatory for Human Rights, a Britain-based group that reports on the war, said Friday’s clashes were the fiercest this week.

Sources on both sides said progovernment militias were mobilised in large numbers.

An official in the Levant Front rebel group, which fights under the Free Syrian Army banner, told Reuters that the pro-government forces appeared to be seeking to

advance along a highway that bisects the rebel-held part of Aleppo.

His group lost a commander along with a number of his men in the fighting, he said. “The militias are coming in strongly in the areas they are trying to storm. There are few frontlines in Syria in general at the moment, most of the focus of the regime and militias is in Aleppo,” he said.

Mobilisation A source on the government side confirmed large mobilisation by pro-Assad forces. The source said the shelling of recent days was in preparation for ground operations.

A media unit run by Hezbollah said the army had made progress in northeastern Aleppo.

UN ‘working’ for Yemen talks after Kerry’s plan GENEVA: The United Nations said on Friday it was working with Saudi Arabia to try to bring Yemen’s government to peace talks after it rejected a plan brokered by the United States.

US Secretary of State John Kerry said that the Saudi-led coalition, that backs the government in its fight against the Houthi group, supported a ceasefire plan that the Houthis have agreed to. But President Abd-Rabbu Mansour Hadi’s administration rejected Kerry’s move, complaining that it played into the hands of the Houthis and sidelined the government.

NEW DELHI: The Supreme Court on Friday dubbed as a “serious issue” the long queues outside banks and post offices and expressed its reservation on the Centre’s plea seeking a direction that no other court in the country should entertain petitions challenging the November 8 notification demonetising Rs1,000 and Rs500 currency notes.

“It is a serious issue which requires consideration,” a bench comprising Chief Justice T. S. Thakur and Justice A. R. Dave said, while asking the parties to be ready with data and other issues in writing.

“Some measures are required.

See the kind of problems people are facing. People have to go to the high court. If we shut them from going to the high court, how can we know the magnitude of the problem. People going to different courts indicates the magnitude of the problem,” the bench said.

It made the remarks as Attorney General (AG) Mukul Rohatgi submitted that any matter relating to challenge to the demonetisation issue be heard by the apex court only. However, the bench said, “People are affected. People are frantic. People have the right to approach the courts,” noting that there are difficulties and “can you (the Centre) dispute”.

We have been monitoring the situation day-by-day,” Rohatgi said and added that the idea was to push the new notes of Rs2,000 as one note of Rs2,000 is equal to 20 notes of Rs100. At this point, Sibal interrupted and said the problem is of printing as they need to print Rs 23 lakh crore, but they do not have the capacity to do that.

“Already they have frozen Rs140 billion and it is not clear under which law they have done so,” he said, contending that it is a serious situation where people cannot withdraw their own taxed money. “They are trustee, how can they not let us withdraw our legitimate money,” he said, adding that “the situation has turned from bad to worse”. Sibal said that the government was not concerned about the people living in remote areas of the north-east, Himachal Pradesh and Naxal-hit district of Bastar where people have to walk for 20km to reach an ATM. While the Congress leader was making the submission pointing out the deficiencies and the steps taken by the Centre, the AG said, “We need not give any explanation as right now it is the interim application that has to be heard.”

Realising that the bench has reservation in entertaining the Centre’s application, Rohatgi said, “We will file a transfer petition”.

The matter will be heard again on November 25.

The Centre has moved the apex court seeking a stay on the proceedings before various high courts and other courts except the apex court against demonetisation issue, saying otherwise it will create a lot of confusion. The apex court had on November 15 refused to stay the government’s demonetisation notification, but asked it to spell out the steps taken to minimise public inconvenience.

Out of the four PILs in the apex court on the demonetisation issue, two were filed by Delhi-based lawyers Vivek Narayan Sharma and Sangam Lal Pandey, while two others were filed by individuals, S. Muthukumar and Adil Alvi.

The petitioners have alleged that the sudden decision has created chaos and harassment to the public at large and the notification of the Department of Economic Affairs, Ministry of Finance be either quashed or deferred for some time. Prime Minister Narendra, in a televised address to the nation on November 8, had announced that Rs 500 and Rs 1000 notes will no longer be legal tender from November 9. - PTI

India will move forward with implementation of Paris deal MARRAKECH: As the Marrakech Climate Talks — hailed as the COP of action, comes to an end, Indian Environment Minister Anil Madhav Dave said that whatever issues India had to incorporate at the meet were agreed upon.

“It would be unjustified to have expectations from this COP on the lines of Paris Climate Talks, which was a mega event. But here all countries sat together and worked on the baseline of the implementation part, and more clarity would follow in the years to come with another one or two COPs,” Dave said here.

Believing that the 22nd Conference of the Parties to the UN Framework Convention on Climate Change (COP22) was indeed the COP of action, the Minister said that whatever issues India

had to incorporate were agreed.

Calling the Paris Agreement a settled fact, the Minister said that India will move forward with its agenda of implementing the Paris Agreement and that almost 97 per cent of the existing laws in India are supportive, so not much amendments would be required.

The minister, while reiterating what India echoed at the high level segment here, said that India has raised the issue of mobilising the $100 billion climate funds from developed to developing countries to help them reduce their climate footprint. He said the matter related to the finance (from developed countries) has to be taken forward and should be transparent, clear and straight.

“Sustainable development has also been included. Doha amend-

ment is also part of it,” he said.

Commenting on the Pre-2020 agenda, the minister said that the it should have gone further, much more could’ve been done and that the developing countries are with India on this issue.

“The way India is leading the developing countries and the way we are implementing and my experience from other countries, we are going on the right directions,” he said. As per the Pre-2020 agenda, which was also agreed during Paris Agreement, it was agreed to keep the global warming due to emissions well below 1.5 degree Celsius as compared to the preindustrial area.

Commenting on a difficult financial situation which might be created if the US President-elect Donald Trump reneges from the

Paris Agreement, or pulls out of the entire convention (UNFCCC) to cut down the time for exit, the minster who believes in a “wait and watch” strategy, said that India will have to generate domestic resources anyway.

Speaking with Indian media here, the minister said that though there were many attempts to drag the COP for various reasons, it did not happen and the negotiations moved forward on its track.

“This I consider as a success of Marrakech. For us, we completed our ISA. We should not see this as a standalone. It has moved on the right track,” he told the newsmen here. Debt indicators paint bleak picture due to refinancing risks ISLAMABAD: Pakistan’s debt sustainability indicators have significantly worsened in the past one year due to increase in foreign exchange and refinancing risks, which appears to be the result of reckless borrowing, showed an official report.

The average time to maturity of public debt fell in fiscal year 201516, which increased the refinancing risks, according to the Public Debt Management Risk Report that the Ministry of Finance released on Thursday.

Similarly, short-term foreign currency debt as a percentage of official liquid reserves and net international reserves increased in fiscal year 2015-16, which increased the foreign currency risk, revealed the report. It suggested that most of the indicators were moving into the red, although these were still within the limits prescribed in the Medium Term Debt Management Strategy 2016-19.

The debt management strategy that Pakistan adopted in March 2016 under an IMF programme has set target ranges for currency, refinancing and interest rate risks.

The average time to maturity of the public debt has come down from four years and three months in 2015 to four years and one month, according to the report prepared by the Debt Management Office of the finance ministry.

The major reduction was on account of decrease in the average time to maturity of external debt from nine years and four months to eight years and nine months.

This appeared to be the result of government’s decision to resort to short-term foreign commercial borrowings. The domestic debt’s average time to maturity also reduced from two years and three months to two years and one month, according to the report.

These changes appear contrary to the target set in the medium

The ratio of short-term foreign currency debt as a percentage of net international reserves of the central bank worsened from 70.3 per cent to 76.5 per cent by June 2016 term strategy that talks about increasing the average time to maturity of the domestic debt.

The foreign currency debt as a percentage of total debt slightly increased from 28.3 per cent to 28.6 per cent by June 2016, according to the finance ministry’s report.

The ratio of short-term foreign currency debt as a percentage of net international reserves of the central bank worsened from 70.3 per cent to 76.5 per cent by June 2016. Similarly, the ratio of shortterm foreign currency debt as percentage of total official liquid reserves deteriorated from 27.9 per cent to 31.9 per cent.

KARACHI: The State Bank of Pakistan (SBP) has projected that the country’s real gross domestic product (GDP) growth would remain in the range of 5-6 per cent in fiscal year 2016-17 (FY17).

The government’s target is 5.7 per cent against the real GDP growth of 4.7 per cent in FY16.

The central bank said in FY17 the fiscal deficit may remain in the range of 4-5 per cent of GDP, which was well above the government’s target of 3.8 per cent, according to the SBP’s Annual Report on the State of Economy for 2015-16, which was released on Thursday.

The government has envisaged a budget deficit of 3.8 per cent for FY17 – 80 basis points (bps) lower than the actual deficit of 4.6 per cent in 2015-16.

This would require strong fiscal discipline and concerted efforts to enhance the revenues.

“The continuation of taxation reform for widening the tax base and bringing more people into the tax net will be the key to achieving the target,” the report stressed.

The central bank’s analysis gains more weightage when seen in light of the recent fiscal deficit figure for the first quarter (Jul-Sept) of FY17.

The fiscal deficit touched 1.3 per cent of GDP in 1QFY17 – the highest in the last four years.

Analysts say the rise in fiscal deficit shows the government feels it has more elbow room after the recent conclusion of the IMF programme. With an improved macroeconomic environment,

better energy supplies and subsiding security concerns, business sentiments were upbeat, the report added.

In addition, a smooth progress on the China-Pakistan Economic Corridor (CPEC) related projects will ease infrastructure and energy constraints and also create demand for industrial output.

Economic activity would also benefit from pro-growth policies.

The policy rate currently stands at a historic low of 5.75 per cent, which has made funding easier for businesses and consumers.

Commenting on the performance of economy in FY16, the report

said the country’s economy maintained its momentum towards a higher growth trajectory in the year, as higher infrastructure spending by the government and decades-low interest rates provided a boost to domestic demand.

“Some macroeconomic indicators were short of targets, but they still posted better performance over the previous year,” it said.

For instance, the real GDP growth of 4.7 per cent during FY16 was below the target, but nevertheless higher than the growth achieved a year earlier.

Meanwhile, the accumulation of the country’s foreign exchange

reserves reached an all-time high at the end FY16; the exchange rate remained stable; and the CPI inflation fell to only 2.9 per cent during the year.

Similarly, fiscal consolidation remained on track and the budget deficit was reduced to 4.6 per cent of GDP — the lowest since FY07.

Despite all these positives, the report highlights some challenges as well. Firstly, the current level of private investments and savings in the country needed to be accelerated to keep pace with required investible resources.

Secondly, structural issues in the export industry needed to be resolved. Thirdly, the reliance of tax system on stop-gap measures was creating distortions in the economy. Finally, the country needed to spend more on social sector development to address social issues.

The report said the current account deficit was likely to stay in the range of 0.5-1.5 per cent of GDP in FY17.

In this context, it draws attention to the IMF programme’s contribution to restoring macroeconomic stability and confidence of international creditors.

Crucially, it maintains that the reform process — related to the energy sector, loss-making PSEs (like PSM, PIA) and businessfriendly regulations – must continue after the IMF programme’s completion.

A senior PTI leader said, Hamid has decided to disassociate himself from the party’s legal team which is pleading the Panamagate case. The leader said a new counsel will be appointed after the PTI chief Imran Khan returns from London.

“There is a chance that the new leading counsel will be appointed next week,” he said.

However, despite repeated attempts, Hamid was not available to confirm the news. The news comes after judges kept snubbing the party’s lead lawyer for his grandiloquence during Thursday’s proceedings of Panama Leaks case.

As the proceedings progressed, Hamid read out three speeches of Prime Minister Nawaz Sharif verbatim in an effort to prove contradictions in various claims of the Sharif family.

As soon as the PTI counsel completed reading the script, Hamid Khan faced what he had not expected; judges started admonishing him for not being incisive.

Perturbed by what was unfolding, the PTI chief left his seat at least four times and stood behind his legal team fighting the case.

“It is expected that it will have adverse impact on the economy, agriculture, forestry and people’s health. But it is being ignored both by the government and opposition political parties.”

The official said at present there is a need to have a proper water recycling system in the country to use around three million acres feet of water which is wasting every year.

“Currently, Pakistan does not

have water recycling plants to help overcome the issue of water scarcity,” said the official.

On-going dry spell Meanwhile, Dr Muhammad Ashraf, Chairman Pakistan Council of Research in Water Resources (PCRWR), said, “The on-going dry spell is already affecting our winter crops and a slight delay in rains in rain-fed areas will have an adverse impact on it which will definitely affect our economy.

ing groundwater due to which its level is also declining at an alarming rate and if it will continue then time is not too far when people living in urban areas will face difficulty to consume water for drinking and other purposes at home,” he said.

Aid trucks reach cut-off town in New Zealand WELLINGTON: A convoy of 27 military trucks reached the stricken New Zealand town of Kaikoura on Friday, five days after the seaside community was completely cut off by huge landslides caused by a 7.8-magnitude earthquake that killed two people.

The convoy, which had been delayed by bad weather on Thursday, carried food and medical supplies and a team of civil engineers, officials said.

Helicopters have also flown provisions to the town from navy vessels anchored offshore since the quake struck early on Monday. More than 1,000 tourists and residents were evacuated from the small South Island fishing town, a whale-watching base that draws visitors from all over the world.

Relief efforts by sea, air and road will continue to supply the town of around 2,000 people as roads remain shut to the public.

“Our people are going to be there for a very long time,” a spokeswoman for the New Zealand Defence Force said.

Marcos buried at heroes’ cemetery MANILA: Former Philippine dictator Ferdinand Marcos was buried with military honours at a heroes’ cemetery in Manila on Friday, almost 30 years after his death in Hawaii, amid scattered protests around the sprawling capital.

Many in the Philippines are angered by the way Marcos’s family had kept the timing of the burial secret, including Vice President Leni Robredo who likened the ceremony to “a thief in the night”.

“This is nothing new to the Marcoses - they who had hidden wealth, hidden human rights abuses and now hidden burial - with complete disrespect for the rule of law,” Robredo, who belongs to an anti-Marcos political party, said in a statement.

President Rodrigo Duterte, who is attending the Asia Pacific Economic Cooperation summit in Lima, Peru, had given orders in August that the burial could go ahead, fulfilling an election campaign promise.

But it only took place after a Supreme Court ruling last week that dismissed objections from human rights groups. “I was just being legally strict about it,” Duterte said in Lima, defending his decision to allow the burial.

hat’s a sure way to mar the feast? Not being consistent in following safe food handling techniques that every home cook should know. Each year, one in six people experiences food poisoning, affecting some 48 million people, according to the Centres for Disease Control and Prevention (CDC).

Sometimes, the causes of food poisoning are beyond our control, in spite of regulations and best practices by farmers and food companies. While ready-to-eat foods and restaurants are often highlighted in the fight against food poisoning, we often overlook that home cooks are important partners in reducing the risk of foodborne illness, said Mike Robach, vice-president of food safety at Cargill.

The most common foodborne pathogens, like salmonella and campylobacter, can cause serious illness, particularly in young children, the elderly, pregnant women, and other immune-compromised people, said Shelley Feist, executive director of the Partnership for Food Safety Education. “Consistently practising good hand hygiene and safe food handling at home is important to protect your family from these microorganisms and the serious illness they can cause.”

Each year, foodborne illnesses lead to 128,000 hospitalisations and 3,000 deaths, according to the CDC, as they can lead to serious conditions such as sepsis and kidney failure. Like any skilled chef, you are best prepared to create a memorable feast when you keep these safe food handling practices top-of-mind. They are just as necessary to a great meal as sharp knives, high-quality cookware, fresh ingredients and the right appliances.

CLEAN HANDS AND SURFACES OFTEN Before you begin cooking, start by making sure your work area and tools are clean. Wash all preparation surfaces, including cutting boards, with hot, soapy water. If any tools or containers you will need are dirty, either run the dishwasher cycle or hand-wash the items in a sink of hot, soapy water. Finally, wash your hands with warm water and soap for 20 seconds before and after handling food.

To start with, do not thaw frozen meat and poultry at room temperature — to do so gives harmful bacteria an ideal environment to multiply and spread. There are three safe ways to defrost food: In the refrigerator, submerged in cold water, and in the microwave. Food thawed in cold water or in the microwave should be cooked immediately. Keep raw meat and poultry separate from other foods, and use one cutting board for fresh produce and a separate one for raw meat and poultry. And it is worth a reminder — never place cooked food on a plate that previously held raw or undercooked meat or poultry.

KNOW RINSE FRESH FRUITS AND VEGETABLES Depending on what you are using, some foods will require rinsing.

Rinse fresh fruits and vegetables under running water just before eating or using. Firm-skinned produce like cucumbers and apples should be rubbed under running tap water by hand or with a clean brush. You should also rinse any produce that will be peeled, because microorganisms on the surface can be easily transferred to the flesh with a peeler or knife blade. Blot fresh fruits and vegetables dry with paper towels.

There is no need to rinse raw meat or poultry, at least, not in the name of food safety. All that will accomplish is potentially spreading bacteria in your sink and beyond. Raw meat and poultry must be cooked to a safe internal temperature.

SAFE LEFTOVERS Proper storing of leftovers in a refrigerator at 40 degrees Fahrenheit or below helps reduce the risk of food poisoning. Keep leftovers in shallow containers so they cool off more quickly. When reheating leftovers, make sure they reach a safe temperature of 165 degrees F as measured with a food thermometer. MANAMA: The opening race of Season 8 of the Porsche GT3 Cup Challenge Middle East at the Bahrain International Circuit will welcome one of the largest grids in the history of the series and an exciting new title, The GCC Porsche Rookie Championship.

In a response to the growing strength of championship and the influx of emerging racing talent from the GCC region making their debut, including 18-year old Omani driver Al Faisal Al Zubair, organisers have introduced a new category to inspire rookie drivers.

The new category will see four young racing prodigies pitted against each other for the title over the 12 race season between November 2016 and April 2017.

Season 8 is predicted to be one of the most open in the history of the series due to a truly international grid featuring an impressive 17 cars with drivers representing 12 different countries.

A fact that underlines the global status and increasing appeal of the most professional motorsport championship in the Middle East.

Almost half of the drivers to line up will be completely new to the grid with many travelling from across Europe for the opportunity to challenge the best racing talent in the region. The diverse grid comprises of professional, amateurs and rookies from Ireland, Norway, Germany, Luxenberg, Sweden and Turkey will face stiff opposition from local drivers representing the United Arab Emirates, Bahrain, Qatar, Oman and Saudi Arabia.

The opening round of the sixround championship will feature two races this upcoming weekend.

The first race will take place on Friday night, 18th November, under the lights at Sakhir in Bahrain, adding further to the drama of the occasion. The second race is scheduled on Saturday, 19th November.

With all drivers competing in identical Porsche 911 GT3 Cup cars, the one-make series will race at the Bahrain International Circuit, Dubai Autodrome and Yas Marina Circuit in Abu Dhabi.

Du Plessis charged with ball tampering DUBAI: South Africa captain Faf du Plessis has been charged with ball tampering during the second Test against Australia in Hobart, the International Cricket Council (ICC) said on Friday. The ICC announced on Wednesday that it would review footage of the match that appeared to show du Plessis applying saliva to the ball with a lolly in his mouth.

“The charge relates to changing the condition of the ball in breach of Law 42.3 and has been laid by the ICC Chief Executive David Richardson who has exercised his right to do so,” the ICC said in a statement. “Du Plessis has pleaded not guilty to the charge ... Iraq’s oil contracts make joining Opec cut more painful London/Baghdad: Iraq would have to compensate international oil companies for limits placed on their production, according to industry sources and documents seen by Reuters, further reducing the prospect it will join any Opec deal to curb the group’s output.

The compensation — stipulated in contracts — would compound the financial hit of losing muchneeded revenue from crude sales, if the cash-strapped country were to yield to Opec entreaties to curtail national production.

Opec member Iraq pays developers a fixed dollar-denominated fee for every barrel of oil produced in the south of the country — home to its biggest reserves — under technical service contracts agreed between the international firms and the state-owned South Oil Company (SOC).

“Immediately after (an) SOC notice of ... production curtailment, the parties shall agree ... a mechanism to promptly fully compensate (the) contractor as soon as possible,” according to an excerpt of the contract the ministry signed ROLLS-ROYCE ENGINES

Feedback on the Trent 900 powerplants indicates “technical issues” that need to be resolved before the first plane is delivered to Emirates next month, Tim Clark, the Dubai-carrier’s president, said on Friday in Frankfurt.

“We have a new engine coming on and there are some issues with that at the moment,” Clark said at a media briefing. “We want the engines as promised in the contract.”

Emirates last year ordered 217 Trent 900s — sufficient to power the 50 four-engine A380s, plus spares — after previously purchasing GP7000 powerplants from an alliance of General Electric Co. and Pratt & Whitney for its first 90 superjumbos. The deal with Rolls included unspecified “quality improvements.”

Clark said Emirates will “hopefully” still take the first RollsRoyce powered plane on December 2 as planned, adding that talks are underway with the manufacturer on resolving the performance problems and whether it should compensate the airline.

London-based Rolls-Royce said in an email that it is “working with Emirates and Airbus to meet the planned entry into service of the Trent-powered A380 within the Emirates fleet.”

Deferring delivery Clark said that officially deferring delivery of the planes isn’t an option since doing so would impact the model’s entire supply chain.

Emirates is due to take 25 Rollspowered A380s between now and 2019, plus 25 more from 2021 on.

While the Trent 900 had its first test flight in 2004 and has a greater spread of A380 operators than the GE-Pratt model, it had previously been excluded from the world’s largest superjumbo fleet. Emirates switched supplier on the understanding that Rolls would help develop an upgraded and re-engined “Neo” version to help pare operating costs and extend the model’s lifespan.

A lack of interest in buying more double-deckers among other carriers has effectively killed off that plan, and Airbus is now planning to slow production to just one plane per month in 2018 to eke out the backlog and keep its options open in case demand revives.

Emirates took delivery of its 85th A380 this month and operates almost 250 aircraft in total, all of them either superjumbos or Boeing Co. 777s.

Ras Al Hadd: As part of the Sultanate’s 46th National Day celebrations, the foundation stone of the Diar Ras Al Hadd tourism project was laid on Thursday at a special event in the Niyabat of Ras Al Hadd under the auspices of Minister Responsible for Financial Affairs Darwish bin Ismaeel Al Balushi.

Addressing the gathering, the minister said that the project, with an estimated capital of over OMR250 million, embodied the strong ties between the Sultanate and Qatar in all fields including tourism. He said this was possible thanks to the Sultanate’s encouraging tourism potential, which

attracted investors and visitors from different parts of the world.

He added that the project was in response to the directives of the leaders of both countries to enhance co-operation in all economic and social fields. The Diar Ras Al Hadd project spans over 200 hectares, and includes hotels, retail and cultural outlets, residential villas and water parks, he pointed out. He affirmed that a local contractor had already been hired to level the site of the project, and added that tenders would soon be floated for Omani companies.

The joint venture between the Sultanate’s government, represented by Omran, and Al Diar Real Estate Investment Company of Qatar will be implemented in four stages. The first stage includes a five-star hotel. An international hotel management company with long experience in the Sultanate has been already appointed to manage and operate the hotel. All the rooms of the hotel, which will be completed by 2019, will have a seafront view.

The project, which will stretch over about 2 million square metres, will provide a lot of job opportunities for residents of the area during the construction and operation stages. It will also enhance tourist attractions in the vicinity and economically develop the area.

India wary as Beijing renews push for Asia-wide trade pact in Trump era NEW DELHI: As China renews its push for an Asia-wide trade pact in the wake of Donald Trump’s election victory, Beijing faces at least one prickly negotiating partner: India.

With the likely demise of the Trans-Pacific Partnership (TPP), which President-elect Trump has said would be “catastrophic” for the US economy, Chinese President Xi Jinping is expected to use this week’s Asia-Pacific Economic Cooperation (Apec) summit in Lima to promote a competing regional trade bloc.

But India, Asia’s third-largest economy, shares none of the urgency that geopolitical rival China is showing to deepen ties with major regional economies and the Association of Southeast Asian Nations (Asean). One major sticking point is India’s push to liberalise the services sector by negotiating access for its globe-trotting professionals, who want greater labour mobility in the region.

“It’s a geostrategic hesitation that is behind India’s stand, but there are also sticking points in terms of movement of skilled personnel,” said Lalit Mansingh, a former Indian foreign secretary.

“We are looking at it with apprehension, but I’m not so sure if we can stop it.”

Sitharaman said India was not being obstructionist in the Regional Comprehensive Economic Partnership (RCEP) negotiations but would not yield on its demands for liberalised services, according to an Economic Times report in May. “We are fully committed to the RCEP negotiations, an early signing of that agreement and its operationalization,” said Indian foreign ministry spokesman Vikas Swarup at a briefing on Nov. 17.

China’s deal The partnership includes the 10 Asean countries as well as those that have free-trade agreements with the regional bloc, including China, Japan, South Korea, Australia, New Zealand and India. Countries within the RCEP contain roughly 3.5 billion people and account for a total gross domestic product of around $22.6 trillion, according to Australia’s foreign ministry. The 16th round of talks is scheduled to take place in Indonesia next month. A few weeks ago, ministers from RCEP countries noted “the soft outlook for world trade growth and increasing protectionist sentiment” that “underscored the urgency” of concluding the trade deal.

Priyanka Kishore, lead Asia economist at Oxford Economics, said services liberalisation remains one of India’s key expectations from RCEP. She said members agreed to negotiate on the mobility of skilled professionals and that “things should be clearer” after the December round of talks. “This may well become a bone of contention between India and other RCEP members going ahead,” Kishore said.

That stiff resistance might mean China seeks to finish the deal with India as an observer, said Cao Heping, director of the Department of Developmental Economy at Peking University.

Amazon spreads its marketplace magic to cloud business NEW YORK: Amazon.com’s cloud-computing business made a quiet strategy shift that could emerge as another one of the company’s classic sneak attacks to gobble more power.

Amazon Web Services (AWS) announced late on Wednesday a change in what is effectively an app store for business software. Just as iPhone users can download Candy Crush Saga from their iTunes accounts, a company that pays for AWS’s computing network to run its website can also buy other companies’ technology to use in tandem, such as New Relic’s cloud software to pinpoint technical hiccups on websites. AWS tracks the amount of software the customer uses and charges for all of it on a single bill.

AWS has operated this type of software store for several years, although the new changes make it much more appealing both for Amazon’s partners and potential customers. Finding and buying software through AWS streamlines the process for potential business customers. New Relic and other

companies that use AWS as a middleman can land more customers than they might on their own. Amazon makes more money through fees it collects on the software sales. It’s a win all around.

McDonald’s plans to expand its table service all over US CHICAGO: McDonald’s plans to offer table service at all its US restaurants, upending decades of fast-food tradition in a bid to placate pickier customers.

Table service is currently in about 500 locations, but will be rolled out to the entire US chain, McDonald’s said on Thursday at an event in New York. The company also is bringing mobile ordering and payments to the country in 2017, as well as more digital kiosks.

McDonald’s already has table service at some locations in New York, Florida and Southern California, as well as many places abroad. It’s coming soon to markets such as Boston and San Francisco, the company said. New positions will be created at restaurants to serve food and help customers with touch-screen orders.

Significant shift The shift is significant for a company most responsible for popularising fast food — along with a more stripped-down approach to restaurant service. But competition and the rise of fast-casual chains have elevated expectations.

Customers also are looking to technology to help make restaurants more convenient.

“Customers are getting increasingly demanding, and their expectations will only grow,” Chief Executive Officer Steve Easterbrook said at the event.

to eat at home. Restaurant companies also have blamed anxiety around the presidential election for hurting results. McDonald’s shares are up just about 1 per cent in 2016, lagging behind the 7 per cent increase for the Standard & Poor’s 500 Index.

The new approach The new approach may bring in the kind of customers who balk at lines, said Ivan Feinseth, analyst at Tigress Financial Partners.

“It will make it look less congested at the point of ordering,” he said. “Then people feel they won’t have to wait that long.”

Earlier this month, the world’s biggest restaurant chain said it was planning a “significant” boost in technology spending. The investment will help fund the new selfserve kiosks and mobile-ordering application. The plan includes expanding a smartphone ordering app across its 14,000 domestic locations, starting next year.

McDonald’s had fallen behind competitors in technology.

Dunkin’ Donuts and Taco Bell already allow diners to order via smartphones, and Starbucks Corp. boasts millions of active rewards members. McDonald’s, based in Oak Brook, Illinois, is looking to grab some of those consumers with its own faster and more convenient service.

For 60 years, McDonald’s dictated how customers ordered and got food, Easterbrook said.

“That’s changing now,” he said.

The biggest difference is all

those other companies are not Amazon.

AWS is the 800-pound gorilla in corporate cloud computing, so any moves it makes have a magnified impact. And the e-commerce part of Amazon already operates one of the most successful marketplace businesses in the world.

You may not notice when you put those bed sheets and running shoes into your Amazon shopping cart, but the goods might not be sold by Amazon but rather by one of the millions of merchants who use Amazon as a conduit. Amazon executives say this e-commerce marketplace business is one of the three pillars of the company, along with AWS and the Prime shopping club. The outside sellers account for nearly half of the total number of items sold on Amazon.

And those marketplace sales will generate close to $15 billion in revenue, or 19 per cent of Amazon’s total North America revenue this year, R.W. Baird has estimated.

That’s not to say AWS will ever become as big a middleman for independent software as Amazon’s retail business has become for products. AWS introduces many new offerings, and some of them never seem to go anywhere. But AWS appears to be taking its software store seriously, and the size of Amazon’s marketplace in retail shows the potential opportunity for AWS. Already, AWS generates

more than half of Amazon’s total operating income, and its fat margins are a salve for the e-commerce business’s dinky profits.

You can imagine AWS improving its software marketplace by adapting tricks from Amazon’s e-commerce business. If Amazon recommends cheese graters to people who are buying paring knives, then AWS in theory can recommend outside companies’ data-analysis software to shoppers who are purchasing AWS’s corporate databases.

AWS has shaken up the entire business technology sector, even though it captures just a fraction of the $450 billion companies spend on software each year.

When Amazon’s e-commerce operation started more than 20 years ago, it sold only books and then spread its tentacles into nearly every consumer product and service imaginable.

SAN FRANCISCO: Tesla Motors and SolarCity shareholders approved the electric-car maker’s purchase of the solar installer in a deal that’s poised to test their shared Chairman Elon Musk’s vision for a viable one-stop shop for clean energy consumers.

More than 85 per cent of Tesla shareholders voted in favour of the deal, according to a company statement on Thursday, which said SolarCity shareholders also approved the acquisition. The deal, valued at about $2 billion, integrates the maker of Model S and upcoming Model 3 sedans with the installer of rooftop solar panels.

Shareholders are signing off on Musk’s plan to combine and more

efficiently run two companies that have a track record for fleeting profits and frequent fundraising needs. Tesla has lost about $4.8 billion in market capitalisation since its initial offer to buy SolarCity on June 21, while the latter company’s value declined by about $86 million.

Tesla has forecast SolarCity will add $1 billion in revenue to the combined company next year and $500 million in cash to its balance sheet over the next three years. Joining Tesla’s retail network with SolarCity’s installers and consolidating the two companies’ supply chains may result in an estimated $150 million in cost synergies within a year.

Musk owns 21 per cent of Tesla

and 22 per cent of SolarCity, making him the largest shareholder of both companies. He and Antonio Gracias, who also serves as director at both companies, recused themselves from a board vote on the takeover on July 30. The allstock deal is worth $20.23 per share, a premium of 2 per cent based on SolarCity’s closing price on Wednesday. The premium was about 35 per cent when first announced.

The quarterly profit Tesla reported last month was the first for the Palo Alto, California-based company in eight quarters. SolarCity has recorded losses in six of the last eight quarters. The two companies have conducted five separate equity offerings since the

San Mateo, California-based solar company first sold shares to the public in December 2012.

Investor Jim Chanos, whose firm Kynikos Associates saw weakness in Enron Inc. before its collapse, has been highly critical of the merger in part because of the $2.89 billion in SolarCity debt Tesla will be taking on.

While any shareholder who votes for the deal “needs to have their head examined,” Chanos told Bloomberg Television in an interview Wednesday, he expected the merger would be approved.

The deal drew mixed recommendations by proxy advisory firms, with Institutional Shareholder Services giving its blessing and Glass Lewis & Co. rejecting it as a “thinly veiled bailout plan.”

ISS said Tesla would be able to bridge cash-burning SolarCity’s funding gap and called the deal a “necessary step” in the electriccar maker’s push to become an integrated sustainable energy company. The combined company’s attention will now look forward to the aftermath of America having elected Donald Trump as its next president.

The real-estate mogul has vowed to relax environmental regulations and tapped Myron Ebell, a climate-change sceptic, to head of his Environmental Protection Agency transition team.

INDIA’S GROWING While gross domestic product grew at one of the fastest paces in the world, employment creation was the slowest on record in 2015, with just 135,000 net new jobs in the formal sector of the economy against the 12 million estimated new entrants to the workforce, government data show.

ndia’s financial capital Mumbai woke to a strange sight earlier this month.

More than 100,000 young men and women on motorbikes drove through the city for almost six hours. Their demand: guaranteed jobs in state-owned and private companies.

The protesters, some as young as 14, are just one part of the swelling ranks of discontented citizens frustrated at the lack of job opportunities in India despite the country’s brisk economic growth. While gross domestic product grew at one of the fastest paces in the world, employment creation was the slowest on record in 2015, with just 135,000 net new jobs in the formal sector of the economy against the 12 million estimated new entrants to the workforce, government data show.

“Our youngsters have no jobs, no security - and they say the economy is booming,” said Manohar Anandrao Patil, a 50-year-old farmer who traveled 500 kilometers for the rally.

“We voted for Narendra Modi, gave him full majority. Yet half-way through his term he has done nothing to assure our kids of education or well-paying work.”

With the world’s second-most-populous nation shifting from agriculture at a much slower pace than forecast, Prime Minister Modi risks a backlash that could jeopardise his re-election prospects come 2019. Public anger is also concentrating around India’s affirmative action programme that enshrines employment and education preferences for members of disadvantaged castes and there are fears this could push political parties to play on religious and caste divisions in the lead up to state polls next year.

Divisive approach “The lack of job growth has significant potential political and operational risk implications for companies in India,” said Jan Zalewski, Singapore-based analyst at Verisk Maplecroft, a political risk firm. “In the longer term this could tip the balance away from its business focus. We could see a more socially and communally divisive approach emerging, especially in the context of local election campaigning.”

The office of Arvind Subramanian, Modi’s top economic adviser, could not immediately make him available for an interview on the government’s job-creation push. According to a vision document published by top bureaucrats this year, India will create 115 million new jobs by 2032 if GDP grows at 7 per cent each year, which will rise to 175 million at a 10 per cent growth rate.

The mass protests in Mumbai by the Marathas, a land-owning community that forms more than a third of the local population in the western state of Maharashtra, mirrors similar and at times violent mass agitations over the last two years by dominant caste groups across India.

In February, Modi was forced to call in 5,000 security forces to quell Jat mobs blocking roads and setting shopping malls on fire in riots that led to more than 15 deaths and cut off part of the water supply to the capital, New Delhi. Earlier this year in Gujarat, which

Modi ruled as chief minister from 2001 to 2014, the relatively well-off Patel caste assembled in huge protests numbering up to half a million, again forcing Modi to send in the troops to help quell the unrest.

Demographic divide Caste reservations began as a way to right historical wrongs, but evolved into political tools as traditionally rural groups migrated to India’s cities for work, but found no jobs, according to Dipankar Gupta, a sociologist who studies India’s caste system.

While the government has not done enough to create jobs, farming groups have also been unable to shift focus to a future that is urban and competitive, said Chandrabhan Prasad, a researcher and entrepreneur who belongs to one of the lowest castes in India’s rigid social hierarchy.

Only about half of Indian job seekers do find jobs, and half of these jobs are in the low-wage construction sector, said Jayan Jose Thomas, an economics professor at the Indian Institute of Technology in Delhi.

“It is an opportunity, in a way, the demographic dividend. But it is also a challenge, in that some of this growth is coming in the poorest, least-developed northern, eastern states, such as Bihar and Uttar Pradesh,” Thomas said. “These are really tough times for any government.”

Modi’s party lost state polls in Bihar last year. Uttar Pradesh, the nation’s most populous state, holds elections early next year.

While jobs data in India are delayed and partial, available figures paint a bleak picture.

About half of Indian households have just one employed person, and in 77 per cent of households no one earns a regular wage, according to a government survey of 156,563 households conducted between April-December 2015. More than two-thirds live on less than $150 a month.

The lack of a security net is due to the fact that more than 90 per cent of Indians work in the so-called informal sector, that includes tailoring and pickling. Modi has been unable to win support from lawmakers and trade unions to ease some of the world’s most rigid land and labour laws, stifling job creation.

While the government remains an attractive employer, the fight for jobs is getting tougher. The public sector’s share in formal employment fell to about 60 per cent in 2011 from 68 per cent in 2003, and the number of jobs across federal, state and local bodies dropped 6 per cent to 17.5 million. Private employees rose 38 per cent to 11 million.

With more than 41 per cent of India’s 1.3 billion people below the age of 20, the issue of jobs may become a key issue in next year’s elections, said Romita Das, an analyst formerly with Control Risks.

“Large-scale investment in the industrial and manufacturing sectors remains underwhelming, suggesting that jobless growth is likely to continue,” Das said. “The burden of such growth is likely to fall on the country’s most vulnerable workers -- the young, the old, the poor.” – Bloomberg News
