Realty traded value rises 52% by May-end Times News Service MUSCAT: In a boost to the real estate sector, the total traded value of property till the end of May 2015 stood at OMR1,931.3 million, an increase of 52.6 per cent over the figures for the same period in 2014 when it was OMR1,265.5 million.

The fees collected on legal transactions rose to OMR21,200,000, an increase of 10.4 per cent. The traded value of the sales contracts reached OMR540,900,000, an increase of 1.5 per cent.

As for the volume, a total of 35,530 sales contracts were clinched by the end of May 2015, compared to 36,902 contracts during the same period in 2014, a fall of 3.7 per cent.

A1 Haima hospital receives five bodies; two dead in Khaboura Meanwhile, Haima Hospital officials said that it received five dead bodies and 27 injured from Haima accident.

“The hospital has received five dead bodies and 27 injured,” said an official source at the hospital.

He added that all of the injuries were discharged from the hospital.

“All of the 27 injured were discharged from the hospital after receiving treatment,” said the hospital official. The source said the bodies until the concerned authority takes the required procedures to transfer the bodies, according to the official. Meanwhile, two other people died in an accident in Khaboura.

In another accident that took place in Nizwa on Saturday, seven people were injured and transferred to Nizwa Hospital.

“Seven people from Asian nationalities were transferred to the hospital yesterday,” said the official. He added that the seven injuries resulted from an accident occur in the industrial area in Nizwa.

Following tragic accidents on the first day of Eid in which nine people were killed, there are more calls for better driver education and road safety awareness.

Hamed Al Wahaibi, rally car driver and founder of Safety First, a road safety campaign, said he was deeply saddened by the news

of the accidents. Drivers, especially those from private companies, need better driver education and safety awareness, he said.

Licencing system Accidents happen all over the world, not just in Oman, Al Wahaibi said, but added that more steps need to be taken to prevent them.

He said there should be more education and knowledge, and he suggested that the drivers licensing system should be looked at again and improved.

Al Wahaibi voiced strong concern about bus drivers, too. While in this recent accident the bus driver was not at fault, he said of-

ten bus drivers are guilty of reckless driving.

“Their drivers have no respect to the rules of driving at all. They don’t feel the size of the vehicle they’re driving and it’s always been dangerous. Basically it’s just time before a bus makes an accident and it can kill a lot of people. It’s very sad. I think there is more to be done there,” he said.

Despite the horrific accidents which continue to plague Oman’s roads, Al Wahaibi is optimistic about the future. The various road safety awareness programs that are taking place in Oman, including his own Safety First campaign, are having a positive effect. The

increased police presence on the roads is helping, too, he said.

“Overall, we see a lot of improvements in road safety in the last five years. I think things are improving. But still there’s a lot more to do,” he said.

Prevention Dr Wahid Al Kharusi, former chair of the Oman Road Safety Association, said there are ways to prevent accidents like these, such as making rest spots along the AdamSalalah road, and putting speed limiters in the buses, which are often at fault in accidents. He also suggested penalising the companies who own the buses, not just

the drivers. Al Kharusi also said there should be stricter penalties on drivers who break the law such as revoking their drivers’ licenses, impounding their vehicles, making them take drivers education classes again and making them do public community service, such as cleaning the streets where they may be ashamed to be seen.

“If people are not ready to obey the laws, you have to treat them like exotic animals, and therefore bring them to the basic principles of respectability. We don’t want the laws to be punitive. We want the laws to be rehabilitative and to reach to the young people,” said Al Kharusi.

Obama has promised to exercise his veto if Congress rejects the deal, which curbs Iran’s nuclear programme while allowing an easing of economic sanctions.

Overriding it would require a two-thirds majority of both the House of Representatives and Senate, so the administration is working to win over enough of Obama’s fellow Democrats to offset strong Republican opposition.

“I think the right thing to do is merely not to go ahead with this deal,” Netanyahu said on CBS’s “Face the Nation” as he continued a string of US media interviews denouncing the deal reached on Tuesday between Iran and six major powers. “There are many things to be done to stop Iran’s aggression and this deal is not one of them,” he said.

Tehran denies Western and Israeli accusations it has been using a research programme as cover for ambitions to develop atomic weapons.

President Hassan Rouhani said on Saturday he expected the deal would lead to closer relations with Tehran’s neighbours in the Gulf region, while Supreme Leader Ayatollah Ali Khamenei said Iran remained at odds with the West.

It was on Khamenei’s words that Netanyahu seized, speaking to his cabinet on Sunday.

TEHRAN: German Economy Minister Sigmar Gabriel arrived in Iran with an economic delegation on Sunday, becoming the first high-ranking western politician to visit the country after it struck a nuclear deal with world powers.

By travelling to Tehran with a delegation of industry group representatives and company officials, Gabriel sends a strong signal that Germany wants to quickly rebuild economic and political ties with Iran after a 12-year standoff over Tehran’s nuclear programme.

Under an agreement struck on Tuesday, sanctions imposed by the United States, European Union and United Nations will be lifted in exchange for Iran agreeing long-term curbs on a nuclear programme that the West thought was intended to make a nuclear bomb. Tehran has always denied seeking nuclear arms.

“The agreement reached between the E3+3 and Iran in Vienna has laid the foundations for a normalisation of economic relations with Iran,” Gabriel said before setting off.

E3+3 refers to the group of countries that negotiated with Iran.

“The precondition for this is that the steps foreseen in the agreement are now implemented,” said Gabriel, who is also Germany’s vice chancellor.

Nine Algerian soldiers killed in attack claimed

by Al Qaeda ALGIERS: At least nine Algerian soldiers were killed when militants ambushed their patrol west of the capital Algiers on Friday in one of the deadliest attacks in months, the defence ministry said on Sunday.

Al Qaeda in the Islamic Maghreb claimed Friday’s attack in the Ain Defla region in a statement posted on a social media account that often releases its communiques.

A security source on Saturday had said 11 soldiers were killed.

Sunday’s statement from the ministry was the first official confirmation of the attack.

“A detachment of the army was targeted by a terrorist group. We deplore the death of nine soldiers as martyrs and two injured,” the ministry statement said.

Since Algeria’s conflict with armed hardliners in the 1990s in which more than 200,000 people were killed, it has become one of North Africa’s most stable states and is a key ally in the Western campaign against militancy in the region. But Al Qaeda-allied fighters under veteran commander Abdelmalek Droukdel, and rival fighters who split to declare loyalty to IS militant group, are still active in pockets of the country, mostly in remote mountain areas.

One security source said Droukdel may have been involved in the ambush as a way to show Al Qaeda presence on the ground.

Gunmen claiming loyalty to IS group, which controls swathes of Iraq and parts of Syria, have been gaining ground in neighbouring Libya, where a conflict between two rival governments has created a security vacuum.

IS group has claimed two major attacks on foreign tourists in Tunisia. Authorities say gunmen in the Sousse beach resort attack last month and the March gun assault on the Bardo museum in Tunis were trained in militant camps in Libya. But an Al Qaeda-allied group Okba Ibn Nafaa has been the most active, mostly along the border with Algeria, carrying out attacks on the military and police.

Five simultaneous blasts hit Hamas, Islamic Jihad armed wings in Gaza GAZA CITY: Five near-simultaneous explosions in Gaza on Sunday targeted members of the armed branches of Hamas and Islamic Jihad amid growing tensions between the Palestinian territory’s rulers and extremist opponents.

There was no immediate claim of responsibility for the blasts that rocked an area in the north of Gaza City and destroyed five cars belonging to members of the Ezzedine Al Qassam and Al Quds brigades, the armed wings of Hamas and Islamic Jihad.

There were no reports of serious injuries. Witnesses said the explosions that went off at around 6:30am appeared to have been caused by bombs placed underneath the cars parked in front of their owners’ homes. Three of the cars were said to have belonged to members of Al Qassam and two to members of Al Quds.

According to witnesses, the explosions occurred within an interval of 15 minutes. Police working under Hamas movement that rules the Gaza Strip did not say who they believed was responsible, but vowed action against the culprits.

“This morning, saboteurs exploded several cars of (members of ) resistance movements in the Sheikh Radwan neighbourhood, causing material damage,” Hamas police said in a statement.

“Security forces have opened an investigation and are searching for those responsible. We assure that the criminals will not escape punishment.”

The explosions appeared to be intended as a warning rather than an attempt to inflict casualties given the early hour, as has occurred with previous incidents. A series of such attacks in recent months is suspected to have been carried out by Salafist extremists, some of whom claim links with IS group militants, though experts have ex-

A spate of attacks has targeted public buildings, officials, international organisations and others seen as linked to the establishment in Gaza. In May, mortar rounds were fired at a base for Al Qassam in an incident claimed by a group calling itself Supporters of the IS group in occupied Jerusalem, which has also taken credit for recent rocket fire into Israel.

Salafist groups have been angered by a Hamas crackdown and claimed in recent weeks that around 100 of their members or supporters were behind bars.

They also criticise Hamas for what they see as its lack of zeal in enforcing law as well as for its

truce with Israel since last year’s war in the Gaza Strip.

Experts warn that the appeal of militant groups is growing, particularly among Gaza’s disaffected youth who have been particularly hard hit by conflict, grinding poverty and soaring unemployment and feel let down by traditional Palestinian nationalist movements. Dozens of young Palestinians with few prospects have left Gaza to fight in Iraq or Syria, while others have been drawn towards militant groups involved in a deadly insurgency against Egyptian forces in the Sinai Peninsula. Such fears have in part led some to call for an easing of the Israeli blockade against the Gaza Strip in hopes that conditions will improve.

43 killed, 173 hurt as Houthi rebels bombard Aden ADEN: A bombardment in Aden by the Houthi militia and forces loyal to former president Ali Abdullah Saleh killed 43 people and injured 173 on Sunday, the health ministry of Yemen’s exiled government said two days after declaring the city had been liberated.

Clashes continued in the city’s northern districts of Dar Al Saad and Sabr, and in Maashiq in Crater district as local fighters backed by the Riyadh-based government and a Saudi-led Arab coalition pushed to seize remaining parts of Aden. Those fighters and Yemeni army forces loyal to exiled President Abdrabbo Mansour Hadi seized Aden’s airport and other central areas in a sudden advance last week that broke months of deadlock in the city.

Yemeni pro-government forces sought to tighten their control of Aden as Houthi rebels mounted resistance in some districts.

Backed by air support from Saudi-led warplanes and troops freshly trained in the kingdom, forces loyal to exiled President Abedrabbo Mansour Hadi have managed wrest back control of most of the port city. Two ministers of the exiled government returned to Aden this weekend, shortly after Prime Minister Khaled Bahah heralded its “liberation”, four months after the Houthi rebels entered the city.

On Sunday, fighters from the pro-Hadi Popular Resistance advanced towards the rebel-held district of Al Tawahi, a military source said. The neighbourhood is home to Aden’s presidential residence, where Hadi had taken refuge when he escaped house arrest under the rebels in Sanaa in February, before being forced to flee for Saudi Arabia.

Swathes of the southern city have been reduced to rubble by

the four months of ferocious fighting. Warplanes from a Saudi-led Arab coalition have kept up the air campaign launched in March in support of Hadi and against the Houthis and renegade troops loyal to Saleh.

Around 15 air strikes targeted rebel positions in Al Tawahi and on the northern outskirts of the city where rebels had brought reinforcements, military sources and witnesses said. Fighting also went on in the district of Crater where some rebels remain holed up, according to pro-Hadi fighters.

Nine rebels were killed in a raid on Khormaksar neighbourhood, witnesses said.

The interior and transportation ministers headed a delegation of the exiled government that landed in Aden on Friday night. They took part in a meeting on Saturday aimed at securing the city. The government-run news agency said the meeting looked into reopening the airport and the port to allow the flow of much-needed aid, as well as the restoration of electricity and water. Loyalist forces had secured Aden airport shortly after they launched an assault on Tuesday against the rebels dubbed “Operation Golden Arrow”.

Some displaced residents of Aden returned to assess the damage to their houses and neighbourhoods. “There is no life! No hospitals, no electricity, nor water. If it was not for the two wells of the neighbourhood, people would have died of thirst,” said Crater resident Moatez Al Mayssuri. A rebel spokesman dismissed the government’s claims on Saturday that it had seized control of Aden as “psychological warfare and an attempt to improve the crushed morale” of loyalist fighters. — Agencies

NEW DELHI: The monsoon session of parliament is expected to be stormy, which is why the government is likely to put off the controversial land bill this time, sources said on Sunday.

The joint parliamentary committee -- which was supposed to table its report on the first day of the monsoon session on Tuesday -- is set to seek an extension of two more weeks to finalise the report, the sources said.

“The report will not come immediately... while any final decision will depend on when the report is tabled, the bill is unlikely to be taken up in this session,” a Bharatiya Janata Party leader said.

With the 19-day session expected to see an uproar over issues ranging from the Vyapam scam to the Lalit Modi controversy, sources said there was a feeling that the land bill will only increase troubles for the government.

With little hope of getting it passed, the government is rather focusing on re-promulgating the ordinance for the fourth time.

The opposition Congress sent out a warning on Sunday, saying the government must make “scam-accused” ministers resign if it wants to get bills passed.

Crucial among the nine bills pending in the Rajya Sabha are those related to GST, the Whistle Blower Protection (Amendment) Bill, 2015, the Prevention of Corruption (Amendment) Bill, 2013, and the Juvenile Justice (Care and Protection of Children) Amendment Bill, 2015.

‘Two ex-ministers may be involved in bribery case’

15 suicides in country every hour: Study

PANAJI: Defence Minister Manohar Parrikar on Sunday hinted that two former ministers might be involved in the alleged bribery case involving a US firm related to a water development scheme in the state.

Goa Chief Minister Laxmikant Parsekar had earlier on Sunday said he will demand a CBI inquiry into the allegations. US firm Louis Berger has been charged with bribing Indian officials for several crores to win two major water developmental projects in Goa and Guwahati.

“Since the work was related to JAICA (Japan International funding project), then PWD Minister might be involved, but moreover since it is dealing with the financial approval for the project, there is likelihood that one more minister may be involved,” Parrikar said, addressing Bharatiya Janata Party (BJP) workers in Goa’s Margao town on Sunday.

“The incident happened when Digambar Kamat-led government was in power,” Parrikar, former Goa chief minister said while refusing to name any minister.

An inquiry by CBI into the entire episode will reveal the truth behind the bribery, he said.

NEW DELHI: At least 15 suicides took place every hour in the country during the last year, which saw over 131,000 people ending their lives, with government data also noting that Maharashtra saw the highest number of such cases while Chennai heads the list among cities.

Data released by the National Crime Records Bureau (NCRB) also said that as many as 69.7 per cent of those who committed suicide had an annual income of less than Rs 100,000 while one out of every six persons who took the extreme step last year was a housewife.

Maharashtra saw 16,307 suicide cases in 2014 followed by Tamil Nadu (16,122) and Bengal (14,310), the data said. The percentage break-up of the three states’ share vis-a-vis the suicide tally stood at 12.4, 12.2 and 10.9, respectively.

Among cities, with a population of more than 1 million, Chennai reported the highest number of suicides at 2,214 followed by Bengaluru (1,906), Delhi (1,847), Mumbai (1,196) and Bhopal (1,064). The rate of suicide in cities was 12.8 per cent, higher than the coutry average of 10.6 per cent. -PTI

Man held for raping, killing 15 children NEW DELHI: In a replay of the chilling Nithari killings, a man has been arrested from south Delhi for sexually assaulting and killing at least 15 children since 2008, police said on Sunday. His latest victim was a six-year-old girl a few days back.

The 24-year-old man, Ravinder Kumar, was arrested on July 16 for raping and murdering the sixyear-old girl in Begumpur area of south Delhi.

“On July 14, we received a missing complaint about the minor girl in Begumpur, and arrested Ravinder Kumar after investigation on July 16,” Deputy Commissioner of Police Vikramjeet Singh said at a press conference.

“During interrogation, he confessed to the crime and also revealed that he sexually assaulted and killed at least 14 other children since 2008,” the official said.

Ravinder Kumar, who hails from Kasganj district of Uttar Pradesh, lived in Karala village in Delhi.

“Ravinder seems to be a person with a perverted mindset. At the time of arrest, his mental condition was normal. If needed, we will opt for a brain mapping test along with his psychological profiling,” the DCP said.

The official said police were able to establish Ravinder Kumar’s involvement in seven such cases.

The victims were mostly from Delhi’s outer areas like Begumpur, Kanjhawala, Samaypur Badli, Mundka and Vijay Vihar.

“This brings back memories of the Nithari murders of 2005 and 2006 in Noida, where many young girls reported missing were murdered by Surinder Koli,” the police official said.

During interrogation, Ravinder Kumar told police that he would lure children, both boys and girls, with toffees or money, take them to isolated spots and rape them before murdering. He then dumped the bodies in drains or buried them in fields.

The DCP said on July 14, a complaint was lodged at Begumpur police station of a minor girl missing.

During a search, the girl’s body was found in an abandoned house.

Police also found a driving licence issued in the name of a man named Sunny, who at that time was being interrogated in another case in Kanjhawala police station.

Sunny revealed that he recently had a scuffle with Ravinder Kumar, who ran away with his motorbike and also snatched his driving licence. “We launched a manhunt and nabbed Ravinder Kumar from Kanjhawala area. On being questioned, Ravinder confessed to having murdered many more children earlier,” the DCP said. -IANS

ISLAMABAD: Mountaineer Samina Baig was forced to call of her bid to summit the second highest mountain in the world, K2, after suffering an injury while climbing, Express News reported.

Samina, who was the first Pakistani woman to scale Mount Everest, was climbing up K2 on a second rotation to acclimatise to conditions at high altitude ahead of a summit attempt.

Having climbed to camp-1 on Friday, she complained of severe pain on the left side of her neck, extending to the shoulder, her brother Mirza Ali wrote in a post on Facebook.

Instead of subsiding, the pain increased the next morning, but the group decided to push on towards

camp-2. Ali said that Samina has complained of the pain in the past as well, with treatment doing little to help.

Hence, the group decided to go back down to base camp instead of climbing up to camp-2.

Climbing down below camp1, Ali said that a chunk of ice and rock hit her forearm. “Doctor is not sure if it’s fracture or just bruises but it’s swollen.”

The group, however, managed to get back to base camp for doctors to have a better look at the injuries and to treat the arm.

“Having sever neck pain for few days and forearm injury, we sadly called off our #Warid k2 expedition 2015. We thank all of you for your prayers and good wishes,” Ali wrote in the conclusion of his post.

Earlier on Saturday, Ali had tweeted a picture of the brother and sister duo along with fellow climbers Musa and Jalal, wishing everyone happy Eidal Fitr.

Last week, Samina and Ali had climbed to camp-1 with a view to head on to camp-2.

Plan to outsource oil installation security The decision came in the wake of damage caused to heavy power transmission lines in Balochistan by militants, leading to blackouts across the country

ISLAMABAD: The government recently has decided, in principle, to outsource the security of energy installations, oil logistics as well as operation and maintenance of state-owned power generation companies.

The decision came in the wake of damage caused to heavy power transmission lines in Balochistan by militants, leading to blackouts across the country. The security of oil logistics will be outsourced in a bid to curb the theft of oil valuing millions of rupees. According to estimates, furnace oil worth

$200 million is stolen every year.

The previous government of Pakistan Peoples’ Party (PPP) had also tried to outsource operations and maintenance of power distribution companies to cope with the mounting losses. However, strong protests by employees of the Water and Power Development Authority (Wapda) forced it to abandon the plan.

The PPP government also attempted to outsource operations and maintenance of power generation companies in order to recoup the lost capacity, but could

not push ahead with the plan in this area too.

Now, the present government has also come up with a proposal to outsource the operation and maintenance of those state-run power generation companies that have very low efficiency levels.

At present, the government owns five thermal power generation companies, each of which is in dire financial straits. These include the 650-megawatt plant in Jamshoro, 800MW Guddu plant, 1,000MW Muzaffargarh plant, 30MW Lakhra plant and a power

plant currently being constructed in Nandipur.

The government is also in the process of privatising power distribution companies in an effort to avoid the uncontrollable circular debt caused by power theft and high transmission and distribution losses. Officials are of the view that the power distribution and generation companies should be privatised as soon as possible since there is no other way to rebuild and revive the faltering system.

Power distribution companies have come in for a lot of criticism because of a lack of efficiency and swallowing billions of rupees in subsidies as the Ministry of Finance argues that it is not fair for a sector performing below par to take out such a huge amount from government coffers every year.

The ministry is of the view that the government has been bearing the burden of circular debt since 2007 and suggests that it is not appropriate at all that an inefficient sector costs the exchequer billions of rupees annually.

The previous and present governments have been sending cases of power defaulters to the National Accountability Bureau (NAB), but conditions have not improved. — Express Tribune HYDERABAD

WASHINGTON: Investigators on Sunday were probing the communications of a shooter who killed five US troops in Chattanooga to determine his possible motive, following reports he allegedly sent a text message declaring “war” hours before the rampage.

Four Marines and a sailor were killed in Thursday’s attack on two military centres in Tennessee -- which authorities are treating as “an act of terrorism” -- before the gunman, Mohammad Youssuf Abdulazeez, died in a shootout with police.

The Federal Bureau of Investigation (FBI) has asked foreign intelligence agencies to help trace Abdulazeez’s movements and activities abroad, and analysts are monitoring his activity on social media.

A law enforcement official told the New York Times on Saturday that investigators were looking into a text message Abdulazeez allegedly sent to a friend before the shooting to probe possible motives.

The text reportedly included a verse: “Whosoever shows enmity to a friend of Mine, then I have declared war against him,” according to the newspaper.

The Times said a friend of Abdulazeez had been interviewed by the FBI and that investigators were trying to verify the text.

Abdulazeez, 24, was a naturalised US citizen born in Kuwait.

“Every one of our resources are being devoted to this investigation,” Chattanooga Mayor Andy Berke told CNN. But the FBI warned against jumping to conclusions, after Michael McCaul, chairman of the House of Representatives Homeland Security Committee, branded the assault “an IS-inspired attack.”.

“At this time, we have no indication that he was inspired by or directed by anyone other than himself,” FBI special agent Ed Reinhold said, referring to Abdulazeez.

Meanwhile, Abdulazeez’s family said he suffered from depression for years, and condemned the “heinous act of violence”.

“There are no words to describe our shock, horror and grief,” the family said in a statement cited by an NPR public radio journalist.

“The person who committed this horrible crime was not the son we knew and loved,” it added. — AFP

JOHANNESBURG: An Australian surfing champion fought back against a shark attack on live television during a competition in South Africa on Sunday, escaping from the terrifying scene without injury.

Mick Fanning, 34, was competing in the final heat of a world tour event at Jeffrey’s Bay in the country’s Eastern Cape province when a looming black fin appeared in the water behind him.

In a churn of water and spray, Fanning could be seen battling to fend off the shark.

“It came up and got stuck in my leg rope,” he said in a television interview afterwards.

“I was kicking and screaming.

I just saw a fin. I didn’t see teeth.

I was waiting for the teeth to come at me as I was swimming.

I punched it in the back.”

If China isn’t a risk to global economy, what is?

he international ratings agency Fitch was downplaying concerns on Thursday that Chinese stocks are a systemic risk to global markets. Many investors, however, are far less sanguine.

Take hedge fund billionaire Paul Singer, who worries Beijing’s debt-fuelled stock mania could do even more damage than the US subprime crisis. Or Bill Ackman, who runs Pershing Square Capital Management. Asked about Greece on Wednesday, he said: “China is a bigger global threat by far. The Chinese stock market is a fairly remarkable phenomenon and I think kind of a frightening one.”

Who’s right -- Fitch or market players?

The deciding factor could be whether deflation rears its head in China -- falling prices, and the prospect of a slowing national economy, would suggest the hedge funds are right.

Let’s consider the data. A common takeaway from China’s better-than-expected data last week is that deflation’s grip is easing. The claimed 7 per cent GDP growth rate, rising middle-class incomes and a pickup in credit would seem to auger well for a stable price outlook in the world’s second-biggest economy.

But those numbers are deceiving. For starters, China’s second-quarter performance was pumped up by a stock bubble that’s now losing air. Financial-sector growth combined with government stimulus (and some creative accounting, of course) to boost gross domestic product.

Financial services alone surged 17.4 per cent in the first six months of 2015, a dynamic that helped offset a weak real estate market. But, given the recent stock rout that wiped out almost $4 trillion in market value, it should be obvious this isn’t a durable source of growth.

Meanwhile, China’s housing slowdown is a major deflationary event. Real estate has been China’s biggest growth engine since the 2008 global crisis. Now, it’s in negativegrowth territory. And that’s having knockon effects for local-government finances and vital sectors like manufacturing.

But there’s another deflationary force

confronting President Xi Jinping: the fading of China’s credit super-cycle, in which people and businesses tried to borrow their way out of debt problems.

“The world-beating growth in debt of recent years is unlikely to be repeated as worries about financial stability grow,” says Andrew Batson, China research director at consulting firm Gavekal Dragonomics.

“This creates another barrier to China’s return to rude inflationary health.”

Let’s say China actually did grow 7 per cent between April and June.

That’s still markedly slower than the 12 per cent jump in corporate and household borrowing last month.

All that borrowing limits the ability of companies to increase employment and consumers to spend. Outstanding loans for companies and households are now a record 207 percent of GDP (and growing fast), compared with 125 per cent in 2008.

While the government is sure to do more to stabilise growth, “we are far from certain that China is about to exit the deflationary dynamic of recent years,” Batson says. While China’s consumer prices rose 1.4 per cent in June, producer prices plunged 4.8 per cent.

That dynamic explains why commoditycurrency nations Australia and New Zealand are under pressure to slash interest rates. Both the Aussie dollar and the kiwi tumbled to multi-year lows on Thursday after fellow commodity exporter Canada eased monetary policy.

Meanwhile, waning Chinese demand has resulted in falling global prices for everything from oil to metals to milk. Those problems will be amplified if China begins exporting deflation to the region. Japan, which still has yet to beat its own multidecade bout with falling prices, is particularly vulnerable, as is South Korea.

The People’s Bank of China can always cut interest rates. (Its one-year benchmark rate is still 4.85 per cent.) But amid cratering growth, rate cuts might just exacerbate the debt troubles of Asia’s only engine of economic growth. MUSCAT: Oman international goalkeeper Ali Al Habsi, who signed a two-year deal with Reading FC on Tuesday, in an interview to getreading.co.uk recently said that he was proud to fly the Oman national flag in England.

According to the website, the 33-year-old is considered a national hero back home following his decade-long stay in this country.

Ali Al Habsi has spent nearly 10 years on England’s shores having first arrived in January 2006, when he joined Bolton Wanderers from Lyn Oslo.

During that time he has carried the weight and expectation of a nation, of a country whose people see him as a hero, as a sporting superstar. It’s the sort of pressure which would see many a man buckle, but for Al Habsi it’s something he thrives upon.

“In Oman, the Gulf and the Middle East, I am the only player who plays in England. That’s why all the fans are really interested in me,” Ali Al Habsi was quoted to have said by the website.

“Of course it makes me proud.

All it takes to see how high a regard Al Habsi is held in back in Oman is a quick glance at social media. Since his move to Reading was confirmed, Twitter has been awash with well wishes from football fans and media in his own

He said: “Since I signed all the messages from fans back home are ‘we are all Reading now’.”

BCCI to form working group on IPL verdict MUMBAI: Under pressure to resolve the crisis triggered by Justice R M Lodha committee’s verdict on the IPL betting scandal, an embattled BCCI on Sunday decided to constitute a working group to study the order and give recommendations within six weeks.

The decision to form the group was taken at the crucial IPL Governing Council meeting here where members discussed the implications of the verdict, suspending Chennai Super Kings and Rajasthan Royals from the IPL for two years. The BCCI said that it will adhere to the verdict in totality. The Board will reveal the names of the working group members on Monday.

“BCCI respects the verdict of the Lodha Commission and will abide by their decisions, in toto.

The members recognised that there is an urgent need to understand the impact of this decision and the wider ramifications for BCCI in detail, so as to uphold the paramountcy of the game in our country,” the Board said in a statement after the meeting which lasted little over an hour.

“The IPL GC hence authorised the Chairman, Shri Rajeev

Shukla, to constitute a working group which will study this verdict, in consultation with all our key advisors and explore all the possible measures to be adopted, with an objective to protect the interests of all the stakeholders involved,” it added.

The Board said the recommendations of the group will be sent to the BCCI’s working committee.

“This group will work within a time bound period of 6 weeks and report their recommendations to the IPL GC, which will deliberate and share their views with the working committee of the BCCI, for further action,” it said.

IPL Chairman Rajeev Shukla said the members of the group would be finalised by Monday.

“House has entrusted me with responsibility to make a small group that will take 6 weeks to submit a report as to how we implement the order and way forward for IPL. How to conduct IPL, how many teams and all stakeholders CAC members, sponsors, broadcasters, state associations, legal experts that report will come to GC and it will go WC which will take decision,” Shukla said. — PTI

Chibabha inspires Zimbabwe to consolation win over India HARARE: Zimbabwe ended a run of disappointing defeats with a morale-boosting win over India by 10 runs in the second Twenty20 international at Harare Sports Club on Sunday to earn a share of the series.

After Chamu Chibhabha hit a career-best 67 to steer Zimbabwe to 145 for seven, an improved fielding performance under stand-in captain Sikandar Raza Butt allowed Zimbabwe to limit India to 135 for nine.

The victory was a much-needed shot in the arm for the home side, coming less than 24 hours after Prosper Utseya’s letter alleging racism against Zimbabwe Cricket managing director Alistair Campbell was made public.

Utseya, though, despite this retained his place in the team.

Zimbabwe had lost all three One-day Internationals to India as well as the first Twenty20 game, but looked re-energised under the leadership of Raza, who took the reins in the place of the injured Elton Chigumbura.

ATHENS: Greece prepared on Sunday to restart its struggling economy with a revamped government, a bank reboot and a new round of tax hikes agreed after months of fraught confrontation with its creditors.

Banks are set to reopen Monday after a three-week shutdown estimated to have cost the economy some 3.0 billion euros ($3.3 billion) in market shortages and export disruption.

Energy consumption in the country has been growing, which is driving the growth in subsidies.

This is against a subsidy estimate at $4.64 billion (or OMR1.8

billion) for 2015 in the state budget and an actual subsidy of $4.36 billion, or OMR1.69 billion, in 2014, which indicated a fall of 17.11 per cent over the previous year due to a plunge in oil prices. The Sultanate, which has a population of 4.23 million, will achieve a nominal gross domestic product of $81.64 billion in 2015, the IMF study noted.

Far-reaching implications The Oman government has been contemplating withdrawing fuel subsidies for the last few years, but no decision has been yet taken due to its far-reaching implications on the entire society.

However, the Central Bank of Oman recently favoured a phased reduction in the government subsidy.

products, housing loan interests, electricity, water and essential food items, including wheat flour.

The government offers subsidies to oil firms, housing banks, power producers, flour mills and poultry feed manufacturers, while requesting that they sell their products and services at a government determined price in a move to help the public by controlling prices and inflationary pressures within the country.

Providing details of projected

post-tax subsidies for various products and services, the IMF study said the subsidy on petroleum products, which constitutes 60.11 per cent, will reach $4.37 billion, while natural gas and electricity subsidies are estimated at $2.46 billion and $0.43 billion, respectively, for this year.

The IMF also noted that the Sultanate’s subsidy, as a per cent of GDP, is estimated at 8.9 per cent – 5.36 per cent in the case of petroleum, 3.02 per cent for natural gas

and 0.53 per cent for electricity.

As far as the per capita subsidy is concerned, the IMF reported that the country’s total per capita subsidy is estimated at $1,718.97 - $1,034.52 for petroleum products, $582.32 for natural gas and $102.13 for electricity.

Of note, according to state budget estimates, the overall subsidy constitutes almost 13 per cent of budget expenditures, which is a growing concern for the government.

Global subsidies to top $5.3tr this year reported in a 2013 International Monetary Fund book.

Times News Service MUSCAT: Energy subsidies in 2015 are projected at $5.3 trillion, or 6.5 per cent of global gross domestic product (GDP), despite sharp declines in international energy prices, according to a recent International Monetary Fund (IMF) study. Most of these arise from countries setting energy taxes below levels that fully reflect the environmental damage associated with energy consumption. The upward revision is partly due to factoring in new World Health Organisation’s (WHO) estimates of the harm that pollution does to health.

“High growth in energy consumption, especially coal, inflation and real income growth, and persistent undercharging for environmental costs are all key factors,” the IMF said in its report.

The bulk of energy subsidies in most countries are due to undercharging for domestic environmental damage, including local air pollution—especially in countries with high coal use and high population exposure to emissions—and broader externalities from vehicle use like traffic congestion and acci-

dents. In many top subsidisers in terms of percentage of GDP and in per capita terms, these also reflect the setting of domestic energy prices below their supply cost.

Reforms needed Eliminating global energy subsidies could reduce deaths related to fossil-fuel emissions by over 50 per cent and fossil-fuel related carbon emissions by over 20 per cent. The revenue gain from eliminating energy subsidies is projected to be $2.9 trillion (3.6 per cent of global GDP) in 2015. “This offers huge potential for reducing other taxes or strengthening revenue bases in countries where large informal sector constrains broader fiscal instruments,” noted the IMF study.

Advanced economies would gain enough revenue to halve corporate income tax or cover one quarter of public health spending.

In emerging economies, the revenue is worth double their corporate income tax revenues or public health spending. In low-income countries, it is about one and a half times corporate income tax revenues or public health spending.

The net gain from reform, after subtracting the cost of higher energy prices to consumers from the

fiscal and environmental gains, is projected at $1.8 trillion (2.2 per cent of global GDP) and could be much larger if the fiscal gain is used for growth-enhancing tax cuts on labor and capital or badly needed investments in education, health, and infrastructure.

It is generally in countries’ own interest to move ahead unilaterally with energy subsidy reform.

Top subsidisers in per cent of gross domestic product and in per capita subsidies stand to gain the most. The benefits will mostly accrue at the local level, by reducing local pollution and generating much needed revenues. Taxing fuels to reflect environmental costs is also straightforward administratively, as it can build off road fuel excises which are well established in most countries.

Energy subsidy reform can also contribute to carbon emissions reduction and help countries make pledges ahead of the Paris 2015 UN climate conference. To achieve significant carbon emissions cuts at the global level, it would be essential for top subsidisers in dollar terms to play a leading role.

Crisis-hit Greeks Crisis-hit Greeks will also have to endure widespread price hikes with a broad batch of goods and services — from sugar and cocoa to funerals — now taxed at 23 per cent, up from 13 per cent. The measures are part of a tough fiscal package Greece had to agree to last week to earn a three-year bailout from its international creditors and avoid crashing out of the eurozone. The austerity package caused a mutiny among lawmakers of the ruling radical Syriza party, forcing Prime Minister Alexis Tsipras to carry out a limited reshuffle on Friday.

Even so, most analysts and even government officials say early elections are now inevitable, and are likely to be held in September.

Tsipras — who barely has time to eat or sleep, according to his mother — faces a fresh challenge in parliament on Wednesday to approve a second wave of reforms tied to its economic rescue.

Leftist government The leftist government has agreed to raise taxes, overhaul its ailing pension system and commit to privatisations it had previously opposed, in exchange for a bailout of up to 86 billion euros ($94 billion) over the next three years.

The draconian agreement — accepted by a party that came to power in January promising to end austerity — came after over 61 per cent of Greeks on July 5 rejected further cuts in a referendum called

by Tsipras himself.

His critics accuse the prime minister of kowtowing to blackmail by Greece’s creditors, who had threatened to expel the country from the euro.

“The commission is prepared for everything...We have a Grexit scenario, prepared in detail,” European Commission head JeanClaude Juncker had warned earlier on July 8. The Kathimerini newspaper had on Sunday also said the “Grexit” plan, which also entailed Greece’s expulsion from the Schengen Treaty, had been secretly prepared in less than a month by a 15-member European Commission team. — AFP

Asian countries watch the Greek financial crisis LEE JONG-WHA*

A

sian countries have been watching the Greek crisis unfold with a mixture of envy and schadenfreude.

When they experienced their own financial crisis in 1997, they received far less aid, with far harsher conditions.

But they also recovered much more strongly, suggesting that ever-growing bailouts may not be the best prescription for recovery.

Since the onset of the crisis, Greece has received massive financing from the so-called “troika”: the European Commission, the European Central Bank, and the International Monetary Fund. It received bailout packages in 2010 and 2012 totaling €240 billion ($266 billion), including €30 billion from the IMF, more than triple Greece’s cumulative limit for IMF borrowing.

Another €86 billion The latest deal promises up to another €86 billion.

By contrast, South Korea’s 1997 bailout package — which was larger than those received by Indonesia, Thailand, or the Philippines — totalled $57 billion, with $21 billion coming from the IMF. At the time, South Korea’s annual gross domestic product

(GDP) was $560 billion; in 2014, Greek GDP amounted to less than $240 billion.

Political reasons The IMF seems to have lent Greece such a large amount for political reasons. For starters, at the onset of the crisis, then-IMF Managing Director Dominique Strauss-Kahn was a leading candidate to become President of France. More generally, major IMF shareholders, the European Union, and the United States have a vital interest in stabilising Greece to safeguard French and German banks and preserve NATO unity.

Desmon Lachman, a former deputy director of the IMF’s policy department, has called the institution a slush fund, abused by its political masters during the Greek crisis.

Economic mess To be sure, the economic mess created in Greece — the result of government profligacy, official corruption, and widespread tax evasion — merited some international assistance. And the IMF did impose conditions on its loans to Greece — including fiscal austerity, privatization, and structural reform of its pension and tax systems — most of which were necessary to address the country’s insolvency.

The requirements of the latest rescue deal are the toughest yet — even tougher than those that Greek voters overwhelmingly rejected in a referendum earlier this month.

But the scale of the aid remains massive, especially when one considers how little progress Greece has made in implementing the reforms it promised in the past. This contrasts sharply with Asia’s experience in 1997.

Unlike Greece, Asia’s problem was not an insolvency crisis, but a liquidity crisis, caused by a sudden reversal of capital flows. In South Korea, net private-capital inflows of 4.8 per cent of GDP in 1996 swung to net outflows of 3.4 per cent of GDP in 1997.

Short-term debt Though the accumulation of substantial short-term debts in the financial system and corporate sector did amplify the shocks, the primary factors fueling the crisis were the lack of international liquidity, panicked behaviour by investors, and financial contagion.

Yet the IMF imposed even tougher conditions on Asia than it has on Greece, including fiscal austerity, monetary tightening, and financial restructuring.

Some of these requirements were clearly unnecessary, as evidenced by Malaysia, which

recovered quickly from the crisis without IMF assistance.

In any case, the actions were temporary.

Once confidence began to recover and market conditions stabilized, the East Asian economies shifted their monetary and fiscal policies toward expansion and embraced large-scale exchange-rate depreciation — efforts that enhanced their export competitiveness. Structural reforms, including the immediate closing of financial institutions and the elimination of nonperforming loans, also helped to bolster recovery.

South Korea In South Korea, for example, real GDP growth quickly rebounded from -6.7 per cent in 1998 to 9.5 per cent in 1999. By mid-2003, some 776 of the country’s financial institutions were closed. And the authorities’ strong commitment to reform restored investor confidence, reviving inflows of private capital and reactivating foreign trade.

Greece, by contrast, has utterly failed to engineer a recovery. Instead of dropping to 110 per cent as planned, the public debt-to-GDP ratio has increased to 170 per cent.

Annual per capita real income contracted 4.8 per cent, on average, over the last six years.

Unemployment stands at 26 per cent, and hovers around 50 per cent among young people.

Against this background, it was not shocking that Greece, unable to come up with €1.5 billion at the end of June, became the first developed country to miss a payment to the IMF. Belatedly, the Fund acknowledged that its lending and policy advice had failed in Greece.

Less stringent conditions Greece’s government then demanded more financial support with less stringent conditions.

But, as its creditors have now recognised, providing more money will not address Greece’s insolvency. That is why the new deal requires that the government immediately cut pensions, hike taxes (beginning with the value-added tax), liberalise the labour market, and adhere to severe spending constraints. At the same time, a write-down of official debt, like the “haircut” given to private creditors in 2012, will be necessary.

Many have questioned whether agonising reforms are entirely necessary; if the country returned to the drachma, they suggest, it could implement interest-rate cuts and devalue its exchange rate, thereby engineering an export-led recovery.

But, given Greece’s small export

sector, not to mention the weakness of the global economy, such a recovery may be impossible.

Greece’s best bet is reform.

So far, Greece has shown itself to be unwilling to implement a painful internal-wage adjustment and reform measures forced by outsiders.

Perhaps the latest deal, which was reached with Greece on the brink, will prove to be a turning point, with Greece finally committing actively to economic and fiscal reform. Otherwise, Greece’s exit from the eurozone — with all the concomitant social and economic strife — seems all but inevitable.

Asians watch with sympathy the fall from grace of the birthplace of Western civilization. SAN FRANCISCO: Yahoo filed formal documents late on Friday to spin off its 15 per cent stake in Alibaba, the Chinese e-commerce giant, in the fourth quarter of this year.

However, in the filing with the Securities and Exchange Commission (SEC), the Internet company warned shareholders that it might cancel the spin-off if federal tax authorities failed to provide written assurance in advance that the transaction will be tax-free to shareholders.

Yahoo’s 384 million shares of Alibaba are currently worth about $32 billion. The spin-off, announced in January, is intended to transfer the value of that stock

to Yahoo’s shareholders without incurring the capital gains tax of more than $10 billion that would be due if Yahoo simply sold the stock and returned the cash to its shareholders.

Key to the plan is Yahoo’s intention to include its smallbusiness services division in the spin-off, which will be called Aabaco Holdings.

Under federal law, such spinoffs must include an operating business, not just stock holdings, to qualify for tax-free status. Historically, companies have bundled tiny businesses with huge stock portfolios in their spin-offs to meet the letter of the law.

But an Internal Revenue Ser-

vice official warned in May that the government was considering tightening the rules, potentially affecting the Yahoo plan.

In its securities filing on Friday, Yahoo also noted that Chinese tax authorities had imposed new rules in February that would potentially subject such transfers to a 10 per cent tax, and there has been little guidance on how to interpret those rules.

Yahoo’s chief executive, Marissa Mayer, has sought to reassure shareholders that the deal will proceed as planned, but the company’s stock has fallen as Wall Street worried that the deal might not pass muster with the IRS. Mayer is sure to face questions

about the transaction Tuesday, when she holds a webcast with analysts to discuss the company’s second-quarter financial results.

In its filing on Friday, Yahoo acknowledged the risks and gave itself the option of canceling the deal.

If it does proceed with the spin-off but tax authorities later impose a hefty bill, Yahoo said that Aabaco — and indirectly, its shareholders — will have to pick up the costs.

GE profit surges in second quarter NEW YORK: Ever since the financial crisis, General Electric (GE) has been steering back to its industrial roots and retreating from finance. The strategy always looked sound, but the question has been whether GE could deliver profitable growth going down that path.

The company’s second-quarter financial performance, reported Friday, provides further evidence that the company’s industrial plan is working. Its industrial business showed encouraging growth in earnings and profit margins, orders are rising briskly, and the company slightly lifted its full-year earnings forecast.

GE sounded the note of optimism even as some other industrial corporations have lowered their financial targets for the year.

The global market for industrial machinery in general is challenging, especially for companies supplying the exploration and production gear for oil fields, given sharply lower oil prices.

GE has a large business in oil and gas equipment, and that unit’s revenue fell 15 per cent in the quarter, to $4.06 billion. But that division has been aggressively cutting costs, and GE has benefited from the strong performance of other divisions that sell and service equipment including jet engines, railway locomotives and power turbines.

Overall orders Overall orders for GE equipment rose 11 per cent during the quarter, and were up 19 per cent excluding the foreign exchange impact of a stronger dollar. Most of the company’s business is outside the United States.

“GE put up a solid operating quarter, and this isn’t the first one,” said Steven Winoker, an analyst at Bernstein Research. “The high order rates and improving profit margins show that its industrial business is executing well,” he added.

GE is also accelerating its exit from finance, other than financial services linked to its industrial business like lending to customers buying GE equipment.

In April, the company announced an aggressive timetable for shedding most of GE Capital, its once-mammoth finance arm.

At the time, GE sold off its commercial real estate business as one step in a program the company said would involve selling more than $200 billion in assets from GE Capital by 2018 — a “historic pivot,” as Immelt puts it, so that 90 percent of the company’s profits will come from its industrial business. Yet the financial asset sales are going faster than anticipated.

International banks, insurers to steer clear of Iran until sanctions finally go LONDON: International banks and most insurers are likely to steer clear of dealing with Iran for some time, fearing they could face more fines from US regulators despite this week’s nuclear deal between world powers and Tehran.

With almost 80 million people and annual output of some $400 billion, Iran will be the biggest economy to rejoin the global trading and financial system since Russia emerged from the ruins of the Soviet Union over two decades ago. But while Iran is trying to come in from the cold, many of the sanctions imposed over its nuclear programme are likely to stay for months and those that are lifted can be rapidly restored if the deal falters.

US and European banking restrictions, for example, will be lifted only when the International Atomic Energy Agency (IAEA) has verified that Iran is keeping to its side of the bargain. The layers of sanctions also include US antimoney laundering legislation, and any breaches could lead to banks being cut off from the US dollar clearing system.

“There’s a real hesitancy for the right reasons,” said Washington lawyer DE Wilson, former acting general counsel at the US Treasury, whose Office of Foreign As-

Deutsche has yet to reach a settlement with US officials over suspicions that it may have breached sanctions in dealings with Iran.

nly in China can you predict the world’s biggest stockmarket rally and still come out looking like a pessimist.

A year ago, analysts who cover the 50 largest companies trading in Shanghai and Shenzhen said equities were set to rally 28 per cent. Turns out they weren’t anywhere near optimistic enough, as monetary easing and a buying frenzy among Chinese retail investors sent shares surging 111 per cent through May. Analysts have been scrambling ever since, updating predictions, then re-updating them and re-re-updating them as stocks blew by their target prices. The rally that outran their forecasts is now making their jobs even more difficult as they try to assess the prospects of companies trading at multi-year highs with the possibility of further government stimulus.

“This market has been driven up by capital that’s flooded in, while you need to touch upon company fundamentals in your research notes,” Li Xiaolu, a Shanghai-based equity analyst at Capital Securities, said by phone on May 13. “We can’t write baseless reports, so the current market makes it more difficult for us, and makes me hesitate.

If a stock’s gain is beyond reasonable, it may continue to climb even if I cut its rating.”

Li is among the best performing analysts on at least 10 companies over the past year, including locomotive manufacturer CSR, according to data compiled by Bloomberg.

With the Beijing-based company trading at 5.13 yuan, or 83 cents, in August, she called for a 21 per cent gain, to 6.20 yuan, over the next year. She raised her projection to seven yuan in October, and then 11 yuan in December and 18 yuan in March.

The stock reached a record 35.88 yuan last month before ceasing trading as the company completes a merger with Beijing-based China CNR Corp.

Surging participation among individual Chinese investors is helping fuel the market's breakneck climb. Individuals comprise about 80 per cent of equity trading and stock accounts with non-zero balances are rising at the fastest pace since at least 2008, according to data from the China Securities Depository and Clearing Corp.

No major company highlights the difficulties of forecasting in the current market more than China Railway Group. A year ago analysts expected a 12-month gain of 19 per cent. The stock has surged 707 per cent, boosting its market capitalization to 377 billion yuan ($61 billion), in line with some of the biggest US companies such as Hewlett-Packard and MetLife.

Collectively, analysts were forecasting gains of 28 per cent for the FTSE China A50 Index in the span, the biggest expected return among 45 of the world’s major benchmark indexes.

While regulators have taken steps to weed out speculators, they’ve also sought to expand the role of equity markets in helping companies raise funds as the government reins in credit expansion.

Beijing has accelerated reviewing companies’ applications for initial public offerings since April. More than 120 newly listed companies have started trading so far this year, almost matching the total for all of 2014.

MORE AND more parents are joining Facebook to give and seek emotional, social and parental advice to close friends, a new study has revealed. While 75 per cent of parents log on the social networking site daily, mothers tend to use Facebook more than fathers, said the findings from a Pew Research Centre study. Nearly 37 per cent of mothers are checking Facebook “frequently” whereas only 20 per cent of fathers are checking new Facebook posts. About 51 per cent parents are using Facebook several times daily. While 81 per cent of parents try to respond to good news their friends have shared, 58 per cent of parents try to respond to bad news as well. Seventy-four per cent have received support from friends on Facebook. Seventy-nine per cent of parents who use social media have found useful information on the social network with more than half finding useful parenting advice. Who makes Siri happen, man or machine?

DO WE want our phones, tablets and watches to have a personality? Would we like them to be meek and compliant, bold and outspoken or hovering somewhere in between?

Siri is a three-stage process.

Voice recognition (to work out what we’re saying), natural language processing (to work out what we want), and natural language generation (to formulate a reply). Enabling Siri to politely summarise dull statistical information (e.g. the weather) involves great technological skill, but it’s almost impossible to make computers likeable or witty.

Their sense of fun is limited, their jokes are poor, and they require humans to write witty responses for them. In 2013, Apple advertised for someone to “develop and write dialogue to support

new Siri capabilities”, and that’s a clue to how it works — teams of people writing upbeat replies to store in a database in anticipation of certain questions being asked.

Siri’s suggestion not to “put Descartes before the horse” is not something a computer could ever have generated by itself.

Why? Some psychologists believe that the “rule of reciprocation”, which compels us to mirror the kind of behaviour people dish out to us, also applies to machines.

Apple clearly shares that vision; while an intelligent concierge service such as Google now prides itself on efficiency and usefulness, it has no inherent charm.

Apple, ever keen on establishing some kind of emotional bond with its customers, wanted Siri to have, as one of the service’s cofounders put it, “a light attitude

— friendly and humble, with an edge.” In other words, there’s a belief that the device’s pseudo-personality is crucial to us liking it — even if we know, deep down, that the responses have been written months or even years beforehand by copywriters in Cupertino.

If you persist in asking Siri for a bedtime story, it’ll eventually read one to you about a personal assistant called Siri; some people adore this, but others find it to be a loathsome extension of something they already hate about Apple .

Apple is looking to increase that “substance” with the release of iOS9, upgrading Siri to become a “proactive assistant” that not only improves speech recognition but handles the information we give it more intelligently.
