Calls for Oman to boost public transport choices Amid talks of limiting the number of expat driving licences issued, many take to social media to call for viable alternative

FAHAD AL GHADANI

fahadnews@timesofoman.com MUSCAT: Oman needs to accelerate its new public transport plans, especially if the number of driving licences issued to expatriates is to be limited. That was the overwhelming sentiment on social media after the Times of Oman revealed that the Royal Oman Police (ROP) is holding discussions over limiting the number of expatriates eligible for driving licences. The story attracted more than 100 comments on facebook.com/ timesofoman with a mixture of views, some welcoming the move and many saying there should be a viable transport alternative for those who will be unable to drive.

Speaking to Times of Oman, Ibrahim Al Hsani at the media department of Muscat Municipality, said that a joint team including Muscat Municipality, ROP and Ministry of Transport is working on the public transport system. “The joint team has been holding continuous meetings to discuss the public transport system issues,” said Al Hsani. The clarification comes after the ROP mentioned plans to limit

the issuance of driving licences to a certain segment of expatriates. Following the announcement, the public have been urging authorities to put in place a better public transport system before implementing the driving licence rule. Salim Al Ghammari, a Muscat Municipal Council member, said the idea of new driving licence rule was suggested by the Municipal Council during a joint meeting held to discuss the public trans-

port plan. Al Ghammari, however clarified that, “such a rule should be put in place only after a proper public transport is out in place”. “We had urged the ROP not to issue driving licences to everybody and that it should be only for specific people among expatriates,” said Al Ghammari. “If everybody is eligible for a driving licence, then who will use public transport?” asked Al Ghammari.

He added that the authorities concerned had promised to announce the Public Transport Plan last August and then said in September that “nothing has been announced so far”. On Monday, Times of Oman had carried an article about the authorities’ plan to announce new rules for expatriates applying for driving licence. A senior official at ROP had told Times of Oman that, “we are coordinating with the Ministry of Manpower (MoM) to restructure the process of issuing driving licence to expatriates”, adding that until now, anybody could apply for a driving licence. While the move to reduce the number of expats with driving licences was welcomed by many, some members of the public wanted a better public transport system. On Times of Oman’s Facebook page, Brl De Mac said, “I don’t think the problem is with expats driving. It’s a fact that people here don’t share cars, Omanis or expats. Most cars you see on the roads have one person or two. If you want to cut the traffic then have car pools where people can share car journeys (for free) or get a bus system in place. (It) works everywhere else in the world. Dubai’s sky train is another good example of traffic reducing plan.”

Need blood? Send a Whatsapp message REJIMON K

reji@timesofoman.com MUSCAT: In the first in the series of our #OmanPride campaign, we are featuring here a Whatsapp group, which provides information on blood donors to save lives, irrespective of caste, creed, race, religion or nationality. Formed some five months ago, the Whatsapp group in Muscat called, “We Help Blood Donors”, has donated blood to more than 250 needy people until now. “Blood forms the common bond between human beings. Our mission is that not a single life should be lost for want of blood,” Balakrishnan Valiyatt, a member of this Whatsapp group, told the Times of Oman (TOO). “Every day, we deal with two or three cases. There are more

#OMANPRIDE than 150 active members associated with the group and we have been able to save many lives,” Balakrishnan said. The Whatsapp group maintains active coordination among its members and another similar group, called “We Help Muscat”, to provide donors. “Whenever anyone needs

blood, we receive calls from the blood bank itself, and spread the message. Thanks to the coordination among the members, we are able to spot or provide a donor within minutes,” Saraswathy Manoj, another active member of the group, said. Precious life “When it comes to donating blood, we never look into details, such as nationality or religion. Blood has no difference. When we donate, we save a precious life. No one should die in the Sultanate of Oman for want of blood,” Manoj noted. The group also organises blood donation camps in association with the official blood bank in Muscat on certain days. On the International Day of Non-Violence observed on Octo-

ber 2, the group had organised a blood donation camp following an invitation from the blood bank. “These days, whenever an accident victim is admitted to the hospital, the blood bank officials use blood from their stock and inform us. Our donors replace it later on. The blood bank officials are quite cooperative,” Kabeer CV, a member of the group, said. While recounting a memorable experience during their blood donation efforts, Kabeer said the group had recently donated blood to an Omani boy, who was admitted to the hospital following an accident. “We donated blood and prayed for him. But later, we came to know that he succumbed to his injuries. It was a sad piece of news, and we will never forget it,” Kabeer added. >A6 FOOTBALL

MUSCAT: Oman’s budget deficit for the first eight months of 2015 rose to OMR2.68 billion as falling crude oil export revenues started affecting the fiscal balance, according to data released by the National Centre for Statistics and Information (NCSI). This is against a surplus of OMR205.7 million for the same period last year and against a projected deficit of OMR2.5 bil-

lion for the entire year by the government. The average price of Oman Crude plunged by 43.5 per cent to $59.8 per barrel for the first nine months of 2015 ending September, from $105.81 a barrel for the same period last year. However, the overall crude oil production of the country edged up 3.2 per cent to 267.06 million barrels for the first nine months or an average production of 978,200 barrels per day. “The government has to reexamine its existing tariff and

fee structures (for reducing deficit),” said Loai B, Bataineh, general manager and head of investment banking group at the Oman Arab Bank. He elaborated that although 300,000 companies are incorporated in Oman, only 12,000 firms are registered for paying taxes. Of this, more than 600 firms actually pay corporate income tax to the exchequer. Also, the OAB official noted that the government has to introduce new tariffs and fees for certain services provided by the state. >A6
