Three people are critical after the crash in which the bus overturned and burst into flames

MUSCAT: A baby boy died and 23 people were injured after a horror bus crash in the United Arab Emirates (UAE) on Wednesday morning.

The bus was carrying a number of Omanis who were returning from a trip to Iran. The accident happened at around 7am.

The bus driver – who is the father of the dead baby boy – was unable to stop the bus rolling over after it careered out of control and flipped onto its side.

His one-year-old son died and his wife lost a hand in the tragic accident, the latest in a series of tour bus crashes to claim the lives of Omanis.

The mother of the infant was undergoing surgery in hospital,

according to the relatives.

The injured are being treated at Kalba Hospital near Al Shariqah (Sharjah), UAE, around 200 kilometres from the Oman border.

Burns units Some passengers had to be urgently ferried to specialised burns units in the Sultanate for treatment after the bus flipped over onto its side and burst into flames.

According to Oman Embassy officials in the UAE, three people are in critical condition.

An official from the embassy headed to Kalba Hospital to assess the injured and decide if they can be transferred to the Sultanate’s hospitals.

In a move to cut down on com-

plaints from new home owners about sanitation, poor build quality and lift breakdowns, the ministry wants every block to have a committee of owners.

That committee would liaise with the ministry before final approval is given to the developer.

In existing developments, the ministry has announced that own-

ers will in future be unable to sell their homes unless they have a clearance certificate from the association stating that no outstanding fees are due.

Housing Minister Sheikh Saif bin Mohammed Al Shabibi had issued a circular banning the issuance or transfer of any property ownership until an owners association has been formed.

The circular states that selling apartments in new buildings will not be approved unless the owner of the building submits a document, which proves that an owners association has been formed by the new owners of the apartments and an approval is obtained from the ministry.

He added that in the second stage, the Ministry of Housing will coordinate with the municipalities to stop issuing rent contracts unless an owners association has been formed in every building.

He added that such a move will check the complaints reported by apartments’ owners and tenants to allow the ministry to decide on issues according to the real-estate development procedures of the Sultanate.

“The Ministry of Housing received many complaints by owners and tenants on limited services, including maintenance, sanitation and technical problems in the elevators,” said Al Balushi, adding that the ministry under such a situation and without the existence of the owners association cannot act.

Al Balushi also pointed out that the ministry is also coordinating with other concerned authorities to follow up on daily complaints received by the ministry and also to track the existence of the tenancy contract in such buildings.

“The move will enable owners and tenants from losing their rights as such an association will enable the ministry to better control the situation,” he stated.

In the future, no owner will be able to sell any property in such buildings, unless he or she provides the ministry with clearance from the owners association and proves that he has no financial dues pending, he concluded.

Rajinikanth has also worked in other film industries, such as Bollywood, Telugu, Kannada, Malayalam, Bengali, and in the United States.

Not only in City Cinema Oman, but demand for tickets has been unprecedented in other theatres as well.

“Nearly all the theatres in Oman will be playing the film across all their screens—and yet, there is quite the fight raging between moviegoers for access to

coveted tickets, especially over the film’s first three days,” an employee of a multiplex said.

mobinmathew@timesofoman.com MUSCAT: The body of Satyan Kesavan, the Indian expat who was murdered in his flat in Muttrah, will be cremated on Thursday at his home back in the South Indian state of Kerala.

According to a social worker in Oman, Kesavan’s body was expected to be flown back to India on Wednesday night on the Jet Airways Flight 9W529 to Thiruvanathapuram from Muscat.

“Satyan’s body will be received by his brother and brother-in-law at the airport,” Kumar, Kesavan’s friend told the Times of Oman via

phone from India. “His wife and their only daughter will accompany the body from there to Satyan’s family home and the cremation is expected to be completed by 10 in the morning,” he added.

Following the tragic death of Kesavan, his devastated wife, Praseeda Satyan, had been admitted to the hospital and is currently recovering, Kumar revealed.

“When she sees the body, she might breakdown again,” Premchand, Satyan’s nephew said.

The 50-year old Kesavan’s was found dead in his apartment in Muttrah last Tuesday by one of his flatmates.

The primary investigations

showed that robbery was the motive behind the murder, according to the Royal Oman Police (ROP).

ROP had detained Kesavan’s flatmates and his two Bangladeshi colleagues for questioning, but released them later.

Kesavan was working as a foreman in a company, which was outsourced by the Oman Flour Mill to supply goods.

According to sources in the flour mill, Kesavan dealt with daily cash collection for his company.

His daughter Swati attends coaching classes in Bangalore, Karnataka, to appear for her Master in Technology entrance examinations.

tariqh@timesofoman.com MUSCAT: Industrial activities in the Sultanate have been increasing for the past decade as Oman continues to grow and develop, which has unfortunately led to some accidents due to extensive efforts being made for growth in the industrial sector.

(PACDA), there were 35 industrial fire accidents in 2015, compared with 36 and 34 in 2014 and 2013, respectively.

Rising number of factories “The Sultanate of Oman witnessed during the last decade, fast industrial activity; as a result there are possibilities of accidents, with human and physical losses,” said PACDA. Fourteen factories were set

ablaze in 2015 followed by five carpentry workshops that caught fire, four furniture workshops and seven vehicle workshops in total. Aluminium and express service workshops registered two fire incidents each, while blacksmith workshops only registered one.

PACDA explained that the causes for these fires are due to failure to follow requirements issued by PACDA, as well as unorganised storage of hazardous material in unsuitable environments, including usage of materials banned by official authorities.

“They do not follow periodical maintenance of alarm systems and have insufficient fire extinguishers in the building,” said PACDA. “They also don’t ensure that the electrical connections inside the building are valid,” added PACDA. The use of caravans instead of fixed buildings to house the labourers poses a high risk of catch-

ing fire, which is one of the main causes for fires in labour camps.

By storing permitted materials in proper conditions, using fixed structures to house labourers and maintaining fire alarms and fire extinguishers, as well as ensuring that a sufficient amount is available, are some of the ways to avoid fires in the future.

“Assigning a supervisor for safety and security and training the workers of establishments by conducting fire drills in establishments will help avoid fires,” said PACDA. “Training workers and employees on first aid and how to deal with emergencies is also essential,” advised PACDA.

“Heavy rain fell in the Wilayat of Al Awabi in the Rustaq region, Salalah, Samail, Ibri, Nizwa, Yanqul, Al Buraimi, Dhank, Azki, and Bahla,” said Bader Ali Al Baddaei, an administrator at www.rthmc. net, a local Web-based forum that discusses weather in Oman.

Overflowing wadis Wadis in Al Mudhaibi and Ibri are overflowing due to the heavy rain, according to him.

The Oman Meteorology Department has issued an advisory

to the public in Qarn Alam, Yaaloni, Thumrait, Marmul, Haima, Zamaim and Shinas as there are chances of a sandstorm. The weather forecast for Thursday predicts cloudy skies over the Dhofar Governorate and the adjoining mountains. It also predicts showers and fog formation over the Dhofar region.

The forecast further expects the skies to be clear over the rest of the Sultanate, with the chance of late night to early morning lowlevel clouds along most of the coastal areas of Oman. The Oman Meteorology Department also predicted chances for convective clouds developing with isolated rain and occasional thundershowers over the Al-Hajar Mountains and the adjacent wilayats.

The report also cited the number of people at the end of service gratuity, which was pegged at 13,511, who received OMR53,099,642 as of the end of June.

The report also stated that the number of retirees in the first half of 2016 stood at 1,463, who are receiving OMR1,178,657, compared with 1,053 retirees during the first half of 2015, who received OMR809,064.

The average monthly pension for retirees during the first half of 2016 amounted to OMR806, compared to OMR768 during the same period last year the end of June stood at 32,857, who are receiving OMR3,819,797.

MUSCAT: The total number of retirees until the end of June this year were 46,379, who receive a monthly pension of OMR18.13 million, according to the mid-year statistical report issued by the Civil Service Employees Pension Fund (CSEPF).

Three critical

The bus caught fire following the deadly crash, in the early hours of yesterday.

According to the victims’ relatives, the deceased child was around one-year-old and he was the son of the bus driver. The casualties include severe burns and broken bones, according to the relatives. Al Shariqah police said they received the accident report at 7am on Wednesday and immediately dispatched rescue teams and paramedics.

A relative of the driver said the family was too upset to talk about the accident.

A spokesman for the Oman embassy in UAE said: “The information we have is that one child died and three were injured in critical situation and other injuries vary.

“The embassy sent an official to check on the health condition of the injured to decide on transporting them to Oman.”

Forty eight workers sustained injuries in a collision between two buses in Al Khaboura area at 3:30pm on Wednesday, a Royal Oman Police confirmed.

The vehicles belong to a company which is working on the Al Batinah expressway road project. The injured have been transferred to Al Kahboura health centre while three of them were sent to Sohar hospital for further treatment.

Ministry staff set to work in malls MUSCAT: Minister of Commerce and Industry Dr. Ali bin Mas’oud Al Sunaidi announced that the ministry would do an important experiment on the occasion of blessed Renaissance Day, July 23.

A number of ministry’s employees will start working on July 25 in a number of Shopping Malls in Muscat, Al Buraimi, Salalah, Musandam, Sohar, Nizwa, Sur and A’Rustaq.

The success of this experiment would mean the ministry has technically and administratively exceeded the issue of providing its services from offices, which means that it will give up on the previous definition of the onestop shop, he said.

He said that Invest Easy system is nearly complete and the ministry is proud of what has been accomplished with the efforts of its employees and international experts with a high levels of experience and with the cooperation of several government and private agencies.

The number of e-government services provided to investors; the business owners have

reached 70 immediate and direct electronic self-services.

Thus, the ministry will exceed the number of services that have been already announced when signing the project’s agreement, which was estimated by 66 electronic services at that time.

The one-stop shop will move gradually to a default location in the computers’ memory to provide the commercial register and other services via internet from any location and time.

Next phase He added that the ministry will focus in the next phase to invest in smart electronic services and training and will not need to expand the administrative offices and the parking, as some demanded earlier.

He emphasised, Invest Easy project is a national project that supports the Council of Ministers and managed during a simple period to put the Sultanate in the forefront of countries by winning UNCTAD award at the World Summit on the Information Society ITU for e-commerce category in Geneva earlier this year. -ONA

Dhofar region getting good rainfall this year SALALAH: Dhofar Governorate is witnessing an exceptional Khareef season (Monsoon Season) as continuous rain has covered plains and mountains with lush greenery and flowing of spas and springs.

Every day, the Governorate of Dhofar is receiving thousands of tourists who prefer Salalah as a tourist destination at this time of the year to enjoy the continuous day and night drizzling.

As per the records of the Khareef Salalah Survey 2016 of the National Centre for Statistics and Information (NCSI), the number of visitors to the Governorate of Dhofar during June 21 to July 19, 2016 stood at 134,779 compared to 70,513 visitors dur-

ing the same period in 2015.

“The amount of rain at Salalah station during June 21 to July 18, 2016 stood at 48.8 mm compared to 4 mm during the same period in 2015,” he added. He concluded: “The rain level in Qairoon Hairiti stood at 32.6 mm in 2016 compared to 16.4 mm in 2015.” -ONA

Oman to take part in Mauritania event MUSCAT: Oman will take part in a meeting of the Economic and Social Council of the Arab League’s 27th regular summit at the ministerial level in Nouakchott, Mauritania after on Friday.

The Sultanate’s delegation to the meeting will be led by Sultan bin Salim Al Habsi, Secretary General of the Supreme Council for Planning (SCP).

The meeting will discuss topics related to the economic and social sectors of member states

of the Arab League, as well as economic issues at the League’s Council’s 26th session.

Further, the meeting will also discuss the Greater Arab Free Trade Area (GAFTA) and developments of the Arab Custom Union (ACU).

3 French soldiers killed in Libya helicopter accident PARIS/BENGHAZI: President Francois Hollande said on Wednesday three French soldiers were killed in a helicopter accident in Libya during an intelligence-gathering mission in the North African state.

On Tuesday the government extended a nationwide state of emergency that gives authorities additional powers for two more months. NEW DELHI: India on Wednesday said it is engaging with China to iron out differences after Beijing created “procedural hurdles” for its entry into Nuclear Suppliers Group (NSG) but made it clear that government will never ink Nuclear Non-Proliferation Treaty (NPT).

Pema Khandu government passes floor test ITANAGAR: The four-day-old Pema Khandu government in Arunachal Pradesh on Wednesday passed the floor test in the Assembly with 46 Members of Legislative Assemby (MLAs) voting in favour of the chief minister and 11 members from opposition BJP voting against it.

Governor Tathagata Roy hurriedly summoned the day-long session of the Assembly late last night asking Khandu to prove his majority on the floor of the House. When the House assembled in the morning with Deputy Speaker Tenzing Norbu Thongdok in the chair, Chief Minister Pema Khandu moved the motion ‘This house expresses its confidence in the council of ministers’ which was seconded by former Chief Minister Nabam Tuki.

Forty-four Congress MLAs and two Independent members voted in favour of the government.

Later addressing the members, Khandu appreciated them for re-

posing faith in his leadership and also thanked senior party leaders, including Tuki and Kalikho Pul. He said his prime duty was to bring equal development for all the communities of the state which was largest in the northeast region with 26 major tribes and over 100 sub-tribes.

Asserting that he would work across party lines, Khandu said all members of the House would be given enough financial power so that they can concentrate on their respective constituencies for development to percolate.

The chief minister, while appealing to members not to rake up issues of the past, said he would fix responsibilities on every minister of his Cabinet and those who fail to perform, would face action.

“I will take all the MLAs together as ‘Team Arunachal’ to fulfil the aspirations of the people,” he announced, adding that his priority would be to complete all important schemes. — PTI

Heavy rain wreaks havoc in Assam, West Bengal; four killed NEW DELHI: Heavy rains wreaked havoc in the eastern states of Assam and West Bengal with four persons dying in landslides, and leaving rivers flooded in Uttar Pradesh.

The weatherman has warned of “extremely heavy” rains in Assam and Meghalaya and very heavy rains in sub-Himalayan West Bengal, Sikkim, Arunachal Pradesh,

Bihar, Chhattisgarh, Uttarakhand, Konkan and Goa and Vidarbha.

Delhi, which received rains over the last three-four days, reeled under sultry conditions, with the humidity levels soaring to 88 per cent and the maximum temperature settling at 37 degrees Celsius. The minimum in the city was 28.5 degrees.

the other three metropolitan cities of Kolkata, Chennai and Mumbai settled at 32.3, 32.4 and 27 degrees Celsius. A woman was killed in a landslide in Guwahati as the flood situation in Assam remained grim.

SRINAGAR: Uneasy calm prevailed for the second day on Wednesday in curfew-bound Indian-administered Kashmir where one more person succumbed to his injuries raising to 43 the death toll in the unrest that erupted on July 8 even as separatists extended the ongoing strike call till July 25.

Local newspapers are also expected to hit the stands on Thursday after suspending publication six days ago over the alleged clampdown by the government, a claim denied by the state although a senior minister Naeem Akhtar justified the restrictions earlier.

The decision to resume the publications came just hours

after Chief Minister Mehbooba Mufti met the editors who called on her, assuring “independence of media”.

Army Chief General Dalbir Singh, who is on a day-long visit to the region, reviewed the security situation in Kashmir and appealed to the people to maintain peace while calling for strict vigil along the Line of Control (LoC).

Though the situation in the Valley remained by and large peaceful with no major untoward incident reported from anywhere since yesterday, 56-year-old Ghulam Mohammad Mir, who was injured in a firing incident at Hatmulla in Kupwara district of north Kashmir on July 15, succumbed to his injuries at SMHS

hospital, officials said. Hailing from Khumriyal village, the deceased was critically injured in the firing which also left a youth dead. Soon after his death, a group of people staged a peaceful demonstration outside the hospital against the killing.

National Conference on Wednesday decided to boycott an All party meeting called by Mehbooba Mufti on Thursday to discuss the situation in the state, saying that actions in the recent past have shown that there was no “effective leadership” in the state government.

Putin not admitting state’s role in doping

ussian President Vladimir Putin is changing his tune about the doping scandal that has engulfed Russian Olympic and paralympic athletes. As proof mounts that the use of performance-enhancing drugs is a statesponsored system in Russia, Putin appears less and less willing to cooperate with international sports organisations and increasingly inclined to complain about political conspiracies against his country.

The issue is no longer just Russian athletes’ participation in the Rio Olympics: It’s about Putin’s state being labeled as criminal. Putin’s reaction under these circumstances -- as when a Malaysian airliner was shot down over eastern Ukraine two years ago and Russia and its proxies were strongly implicated -- is to deny, deny, deny.

As recently as March, an irritated Putin told government officials, including Sports Minister Vitaly Mutko, that there was “no need to politicise anything or push any conspiracy theories.”

His message was that Russia would win fair and cheaters held to account.On Tuesday, as the International Olympic Committee weighed responses to the latest damning report from the World Anti-Doping Agency (WADA), all Putin did was politicise things and push conspiracy theories. In a statement on his official site, he compared the doping accusations to the Western boycott of the 1980 Moscow Olympics: Now we are watching a dangerous repeat of political interference with sports. Yes, the forms of this interference have changed, but the idea is the same: To make sports an instrument of geopolitical pressure, of forming a negative image of countries and peoples.

In the statement, Putin mentioned a widely reported draft of a letter to the IOC penned by United States Anti-Doping Agency (USADA) Chief Executive Officer Travis Tygart, in which Tygart called for Russian athletes to be banned from the Rio Games. Putin suggested USADA officials had seen the WADA report before publication or even “determined its tone and content.”

If so, the statement said “a national structure of one state is dictating its will to the entire global sports community.”

There is a reason Putin is doing what he specifically told his underlings to avoid just a few

months ago. The WADA report, authored by Canadian lawyer Richard McLaren, establishes for the first time that the doping system in Russian sports was state-run. The Moscow doping lab, according to the report, routinely relayed adverse findings against Russian and foreign athletes to the sports ministry and was told whether to “save” or “quarantine” the urine samples that contained traces of forbidden substances. “Saving” meant reporting a negative result on a positive test. “Quarantining” meant observing the standard procedure -- a code that usually applied only to foreigners and less promising Russian athletes who were not expected to win medals.

According to the report, bottles containing urine samples with steroids were passed to a secret police agent who had a way of opening and resealing them, and the doped athletes’ urine was replaced with any “clean” urine the lab workers could get their hands on. At the 2014 Sochi winter Olympics, lab workers passed samples through a “mouse hole” to an adjacent room and got them back “clean” -- but only for athletes on a special “state programme” list. Russia won the most medals at the Sochi Olympics, and not a single one of its athletes was disqualified for doping.

WADA owes its understanding of the scheme to Dr. Grigory Rodchenkov, the former head of the Moscow doping lab who is now in the US, telling all. In his statement, Putin tries to discredit the witness, saying Rodchenkov had been investigated by Russian law enforcement in 2012 for doping violations but the charges didn’t stick; now, Putin wrote, the investigation has resumed.

Putin implied Rodchenkov was untrustworthy and WADA shouldn’t have relied “exclusively on the testimony of people of this kind.”

The tactic is as lame now as it was when it was used in the aftermath of the downing of the MH17 over rebel-held territory in Ukraine, when Russia brushed aside compelling evidence of Russian involvement. The McLaren report describes in detail how Rodchenkov’s claims were checked using samples that had been sent from Moscow to an independent testing facility in Switzerland. - Bloomberg View

Pricing dispute hits supply of tuberculosis drugs in country ISLAMABAD: Swiss pharmaceuticals firm Novartis AG said it has stopped making tuberculosis drugs in Pakistan in a dispute over pricing, prompting fears of a health crisis due to a shortage of drugs in a country with the world’s fifth-highest TB rates.

As in many developing countries, the Drug Regulatory Authority of Pakistan (DRAP) sets prices for about 320 critical medicines. But pricing caps have not been significantly raised since 2001, making it unviable for firms to make many of the drugs.

The issue has become particularly acute for TB drugs. Of 18 companies licensed to manu-

facture TB drugs in Pakistan, only four, including Novartis, were making them this year, said Ayesha Haq, executive director of Pharma Bureau, a trade group representing 20 firms in Pakistan.

Doctors and public health officials said shortages could lead to a rise in drug-resistant strains of TB with tens of thousands of patients missing doses midtreatment. Pakistan has around 500,000 TB patients every year, according to the World Health Organisation.

Rana Iftikhar Anjum, a resident of Multan in Punjab province, said it took him weeks to track down TB drugs for his 15-year-

old niece, and Muhammad Rafiq, a pharmacist at a leading Islamabad hospital, said he had to pay 2,000 rupees ($19) in bribes to get the drugs for his brother, who suffers from multi-drug resistant TB, from a government hospital.

Novartis spokesman Dermot Doherty said the company, which controls around 30 per cent of Pakistan’s TB drug market, was looking to exit the business, and Ahsan Raees, in charge of the company’s regulatory affairs in Pakistan, blamed the production halt on the price dispute.

“If they had given us the price increase, we would never have done this,” he said. — Reuters

political party, Jamiat Ulema-eIslam, could not be reached for comment but it has only a small number of seats in parliament.

Both religious parties have traditionally opposed legislation empowering women.

Bill passed The upper house of parliament passed the bill in 2014 but it lapsed after the government failed to put it up for a vote in the lower house because it was preoccupied with legislation aimed at tackling security problems and economic reforms. A senior government official told Reuters all major parties were now backing the bill and it was likely to be passed in a few weeks by a joint session of parliament.

“The prime minister is taking personal interest,” added a second official and close aide to Sharif.

“You will see in coming days more will be done, big changes will be announced.”

In a rare move, this week the government became a complainant in the police case against Ba-

loch’s brother accused of her murder, designating it a crime against the state and thereby blocking her family from forgiving their son.

Baloch had long divided opinion in the deeply conservative society with her social media photos and posts. She was unapologetic about pushing the boundaries of acceptability for women and changing “the typical orthodox mindset” of Pakistanis.

Many viewed her as a disgrace to cultural values.

Others hailed her as a “feminist icon”. She ran into political controversy last month after her “selfie” photographs with a prominent cleric, went viral, leading to him being fired from a prominent religious council.

After her death, the cleric, Abdul Qavi, told media that her murder should serve as an example for others who tried to malign the clergy.

He is being investigated for her murder along with Baloch’s two brothers. Although government officials appeared confident of backing for the bill in parliament, it could still face resistance. — Reuters

Italy police bust migrant smuggling ring in Milan LONDON: Italian police have broken up a criminal ring which smuggled at least 100 migrants from the northern city of Milan to other European countries in what authorities described as one of the biggest operations of its kind.

Italy has been on the frontline of Europe’s immigration crisis.

About 170,000 migrants reached Italy by sea in 2014 and 153,800 came in 2015.

So far this year, more than 79,000 migrants have arrived, the vast majority of them Africans.

Police said they arrested and charged 10 people with smuggling offences, including the suspected ringleader, a 37-year-old Egyptian man. The arrests were made in raids across four northern provinces this week. The suspects are accused of smuggling at least 100 people - mainly Syrians - out of Italy between September and October 2014.

A police official told the Thomson Reuters Foundation that after reaching Italy, the migrants

Fire at Dubai skyscraper put out DUBAI: Firefighters put out a fire that broke out at a 75-storey residential tower in Dubai on Wednesday, the fifth blaze in a skyscraper in United Arab Emirates in recent years.

The fire was completely put out three hours after it started with no injuries reported, the Dubai Media Office said. Flames had leapt out of windows toward the top of the Sulafa Tower in the upscale Marina district, and 10 to 15 storeys appeared to have been charred, Reuters witnesses said.

Blaring sirens Burning debris floated toward the ground and firefighters approached the site with sirens blaring.

In March, a fire broke out at a residential tower in the nearby Emirate of Ajman.

Speaking to the convention for the first time since winning the nomination, Trump appeared on a video screen from New York promising to win the election in November, create jobs, strengthen the military, safeguard US borders and “restore law and order” in the United States.

The state-by-state vote to put

Trump’s name in nomination took place a day after opponents staged a failed attempt to force a vote opposing his candidacy at the start of the four-day convention, and after a speech by his wife, Melania, drew accusations of plagiarism.

A wealthy New York real estate developer best known to Americans for his starring role in a long-running TV show, “The Apprentice,” where his catchphrase was “You’re fired,” the 70-year-old Trump was a long shot when he entered the race for the Republican nomination more than a year ago, having never held elected office.

On Tuesday, under the headline “Make America Work Again,” speakers at Cleveland’s Quicken Loans basketball arena were meant to assail Democratic President Barack Obama’s record on the economy during his nearly eight years in power.

Instead, speaker after speaker took aim at Clinton, presenting her as out of touch with the concerns of ordinary Americans and the inheritor of Obama’s “oppressive” administration. A former

secretary of state under Obama, Clinton, 68, was due to be formally nominated at the Democratic National Convention next week in Philadelphia.

Trump trails Clinton in many opinion polls after a bruising Republican primary season. Trump narrowed his deficit against her to 7 percentage points from 15 points late last week, according to a Reuters/Ipsos poll released on Tuesday. French lawmakers extend emergency rule for six months

PARIS: French lawmakers approved a six-month rollover of emergency rule on Wednesday in the wake of last week’s truck attack in Nice, the third deadly assault in 18 months for which militants have claimed responsibility.

President Francois Hollande’s Socialist government is under intense pressure over security since last week’s attack, in which a Tunisian man mowed through a Bastille Day crowd, killing 84 people before he was shot dead by police. The extension of extra search-and-arrest powers for police was approved by 489 votes to 26 shortly before dawn in France’s National Assembly, the lower house of parliament.

Prime Minister Manuel Valls, jeered by crowds at a remembrance ceremony on Monday and criticised by political opponents over the attack, called for national unity as he presented the emergency rule bill overnight.

United “We must remain united and focused because we must be strong in the face of this threat,” he said, accusing political foes of unseemly exploitation of the tragedy before the dead have even been buried.

Christian Estrosi, head of the regional government in the area around Nice, renewed charges of serious security failings and inadequate policing. He has demanded an inquiry.

Emergency rule has been in place since attacks on Paris last November in which militants killed 130 people. In January

2015, 17 people were killed in attacks that began with the shooting of journalists working for Charlie Hebdo, a satirical publication. In response to demands from the main right-wing opposition party, Les Republicains, the rollover of emergency rule was extended for six months, to late January 2017, rather than the three months proposed by Hollande’s government.

The emergency regime, due to be examined by the upper house Senate later on Wednesday before becoming law, allows police to search homes and arrest people without prior consent from judges. It also allows them to tap computer and phone communications more freely.

The attacks have further weakened Hollande’s chances of winning re-election next year, already damaged by his failure to bring down unemployment. Defending his government’s record, Interior Minister Bernard Cazeneuve told Le Monde newspaper in an interview that even with all the measures being taken, “there can never be zero risk.”

IS has claimed responsibility for the Nice attack, although no firm evidence has yet emerged that the 31-year-old attacker had direct contact with the group.

France has said it will step up its involvement in the US-led coalition attacking bases of the militant group in Iraq and Syria.

Its defence and foreign ministers are currently in the United States meeting other coalition members to discuss how to increase military efforts against IS. — Reuters

Iran exploring return to global bond markets TEHRAN: Iran is exploring a return to international debt markets for the first time since 2002, a senior government official said, as the Islamic republic seeks to finance an economic recovery a year after a historic nuclear deal that offered it a route out of isolation.

Economy Minister Ali Tayebnia, whose ministry is at the forefront of securing Iran’s access to the global financial system, said in an interview in Tehran that he expects his country to secure a credit rating in the “near future,” a step that could help attract bond investors. Iranian officials are “negotiating with all the rating agencies,” he said.

Spot market, an alternative route for power producers to sell electricity to the state-owned procurement company outside a long-term power purchase agreement, will enhance efficiency within the sector.

“The spot market for electricity will operate alongside the existing system of long-term power purchase agreements (PPAs) and power and water purchase agreements (PWPAs),” said Oman Power and Water

Procurement Company (OPWP) in its report on seven-year outlook for power demand. “The market rules will be generally modelled on those that have been developed in other countries with certain modifications relevant to Oman.”

Import and export The access conditions will establish rules and procedures that will allow Oman to import, export or exchange power with the other GCCIA member states.

OPWP has arranged a trial capacity exchange in 2016, toward enabling this option as a confirmed alternative to current con-

tingency resources such as temporary diesel generation.

Further, OPWP is exploring a prospective 400 kV interconnection from Nizwa to Duqm, PDO and Dhofar Power system. OPWP, OETC and PDO are working together under a memorandum of understanding to evaluate costs and benefits of the interconnection and to define the operating procedures needed to assure that benefits are realised.

The expected benefits include fuel savings due to improved dispatch coordination among the power systems, access to areas with renewable energy potential, sharing of spinning reserves and improved grid security.

Meanwhile, Oman’s peak average annual growth in power demand for the next seven years within the areas of main interconnected system (MIS) is projected at 8 per cent, from 5,565 megawatt in 2015 to 9,529 megawatt in 2022.

MUSCAT: Selling in most index stocks led the MSM 30 to decline 0.38 per cent and close at 5,816.82 points. Special deal in Renaissance bonds led to higher turnover. The MSM Sharia Index ended at 884.88 points, down by 0.28 per cent.

Renaissance bonds were most active in terms of volume and turnover. Phoenix Power was only gainer, up by 3.33 per cent, while Al Jazeera Services was top loser, down by 6.50 per cent.

As many as 585 trades were executed on Wednesday, generating turnover of OMR12.88 million with 75.1 million shares changing hands. Out of 47 traded securities, one advanced, 19 declined and 27 remained unchanged. Arab and GCC investors were net buyers to the tune of OMR238,000 worth of shares followed by foreign investors atr OMR219,000. Omani investors, who were net sellers, sold shares amounting to OMR457,000.

South Africa’s rate-hiking cycle poised to end JOHANNESBURG: South Africa’s rate-hiking cycle may be coming to an end amid the threat of first recession in seven years.

After increasing the benchmark rate six times since the start of 2014, policymakers in Africa’s only Group of 20 economy are poised to keep it unchanged this week as a stronger currency gives them room to focus on the risks to growth. Those headwinds include weak export demand, the worst drought in more than a century, low commodity prices, and most recently, the UK’s vote to quit the European Union.

“I think it’s the end of the hiking cycle,” Lesiba Mothata, chief economist at Investment Solutions in Johannesburg, said by phone on Monday. “I think the conversation in the committee should be that of

pausing and a concerted effort and time to be given in the discussion around easing.”

The economy will probably expand 0.1 per cent this year, the least since a contraction in 2009, and the risks of a recession are significant, the International Monetary Fund said this month.

The South African Reserve Bank, which has consistently said it’s in a policy-tightening cycle, kept the rate at 7 per cent at the last meeting after increasing it 25 basis points in March.

While inflation has exceeded the bank’s 3 per cent to 6 per cent target band since the start of the year, price increases have generally been less than estimated since March, helped by a stronger rand.

All 24 economists in a Bloomberg survey said the Monetary Poli-

cy Committee will keep its benchmark repurchase rate unchanged on Thursday after tightening borrowing costs by 125 basis points since last July.

Borrowing costs Forward-rate agreements starting in five months, used to speculate on borrowing costs over the period, show traders are pricing in a 68 per cent probability that the MPC will increase borrowing costs by another 25 basis points by the end of the year.

The five-year break-even rate, a measure of bond investors’ inflation expectations, fell 72 basis points since the last MPC meeting on May 19 to 6.73 per cent, as the rand gained 10 per cent against the dollar. That compares with a 39 basis point increase in emerging-

market peer Mexico. A government report on Wednesday will probably show inflation quickened to 6.3 per cent last month from 6.1 per cent in May, according to the median of 22 economist estimates.

“You have the rand which is trading surprisingly stable, postBrexit, and we also have a couple of inflation prints that have undershot expectations and we have evidence that domestic demand is very weak and faltering,” Peter Worthington, an economist at Barclays Plc, said by phone from Cape Town on Monday. “There’s a growing risk that rates may have actually peaked.”

Sensex gains 128 points; rupee slips MUMBAI: Market advanced for a second day as the BSE Sensex gained 128.27 points to 27,915.89, mainly led by pharmaceutical stocks after three Indian firms received nod to sell their generic versions of blockbuster Crestor drug in the American market.

Sentiment also remained buoyant as a good monsoon season so far lifted hopes of a revival in farm output as well as income and on optimism over the Goods and Services Tax (GST) bill’s passage.

Shares of Sun Pharma, Glenmark and Aurobindo were the star performers, rising by 1.89 per cent, 2.39 per cent and 5.09 per cent, respectively. IPR Pharmaceuticals’ Crestor had posted annual sales of around $6.78 billion in the 12 months ended May 2016.

IT firm Wipro, however, fell 1.97 per cent to Rs538.60 after the company missed street expectations with over 6 per cent fall in net profit for the first quarter ended June.

The NSE Nifty moved up by 37.30 points or 0.44 per cent to close at 8,565.85.

Rupee depreciates After a brief overnight recovery, the rupee once again turned shaky and ended lower by 10 paise to 67.20 against the United States dollar due to fresh demand for the greenback from importers and banks.

The home unit opened lower at 67.15 a dollar from Tuesday’s closing value of 67.10 at forex market here on bouts of dollar demand. It remained under intense volatility throughout the day and drifted to hit a fresh intra-day low of 67.2525 before ending at 67.20, showing a loss of 10 paise, or 0.15 per cent. S&P reaffirms ‘A-’ rating for Oman Insurance Company

Times News Service MUSCAT: Standard & Poor’s (S&P) has reaffirmed an ‘A-‘ stable outlook rating for Oman Insurance Company (OIC) following a recent review. This outlook reflects the view that OIC will maintain extremely strong capital adequacy, supported by profitable earnings in 2016-2018.

According to S&P rating update, OIC’s capital position and earnings will remain very strong, while the company continues to de-risk its investment portfolio.

In the report, S&P cited OIC’s strong liquidity, satisfactory governance framework and market leadership presence in the UAE as some of the rationales for their rating. The research note mentioned that “we expect a higher net income in 2016-2018 as the effects of a more disciplined underwriting starts to become apparent.”

Abu Dhabi fund’s returns fell last year DUBAI: The Abu Dhabi Investment Authority (ADIA), one of the world’s biggest sovereign wealth funds, said its long-term gains dropped in 2015.

The fund’s 20-year annual rate of return slowed to 6.5 per cent at the end of 2015, from 7.4 per cent a year earlier, it said in its annual review. Over three decades, annual returns fell to 7.5 per cent from 8.4 per cent.

The Abu Dhabi government will probably take billions of dollars out of ADIA, as the fund is known, to help finance the emirate’s 2016 budget amid a slump in oil prices, Fitch Ratings said in February. Assets will drop to $475 billion at the end of this year, from an estimated $502 billion at the end of 2014, Fitch said, adding that it expects them to rise again in 2017. WEDEN’s Saab will join Lockheed Martin and Boeing in the search for local partners to help build its fighter jets, as competition increases for a slice of India’s planned $150 billion military modernisation.

While certain parts of the Gripen E planes will be built in factories fully owned by Saab, other components will be manufactured jointly, said Jan Widerstrom, chairman of Saab India Technologies.

The Adani Group could be among companies being considered, the Economic Times reported in May, without saying where it got the information.

“We are talking to at least six large companies in India as the main partners, and several hundred for the supply chain,” Widerstrom said in a July 7 interview in New Delhi.

“We are still evaluating our partners and most likely we need more than one.” India is expected to announce a contract for fighter jets next year, with local production in focus as Prime Minister Narendra Modi looks to create jobs and reduce the world’s highest arms imports.

Soon after taking office in 2014 he allowed more foreign direct investment in defense and, last month, he further eased rules for the sector.

Saab has also offered to help India with its indigenous Tejas jet, as well as the Advanced Medium Combat Aircraft programme, which seeks to design and build a fifth-generation fighter.

Defence Minister Manohar Parrikar has said the country needs local production lines for at least two types of fighter aircraft. The government says 60 per cent of its defense requirements are currently met by imports.

‘Next 100 years’ India was the world’s largest arms importer, according to a February 2016 report from the Stockholm International Peace Research Institute, in part because its companies have failed to produce competitive, indigenous weapons.

Saab would want a 100 per cent investment in an Indian project in the coming years, but for now would prefer working with local partners in both the private and public sectors. It will also offer a transfer of technology, Widerstrom said. The company expects to sell about 450 Gripen jets worldwide over the next 20 years. “We see it as part of our overall ‘Make in India’ package,” he said. “We are offering an aerospace capability for the next 100 years.”

Dr Winthrop shared insights from her research into education in the developing world, with a particular focus on the skills children need to succeed in life, and how to improve learning for the most marginalised young people.

She also discussed what she had experienced during 15 years working in the field of education for displaced and migrant communities, including as the head of education for the International Rescue Committee, a humanitarian non-governmental organisation.

“I think wickets will be slower in West Indies but you never know. I think spinners will have a huge role to play,” Dhoni told mediapersons at an event here on Wednesday.

The skipper said what he finds impressive is that India now has a pool of 8 to 10 genuine quick bowlers. “The more the competition better it is. It’s good that finally we have a pool of 8-10 bowlers who are pushing for selection. If I look at a year back, during an ODI series against South Africa, there were a few bowlers who were injured.

“And we have bowlers with all areas covered. If you want pace we have that. If you want swing, we have that. Of course, we have to be careful about injury management,” said Dhoni after his company Rhiti Sports’ tieup with former Australia pace bowler Craig McDermott’s company Secured Venture Capital.

Dhoni also feels that India’s batting line-up has a lot of quality. “We have a settled top six batting. There can be one or two new faces but more or less that’s how the mix works. They have also played outside subcontinent and have necessary experience,” said Dhoni. “It’s nearly two years since Dhoni quit playing Tests and while he misses it, he doesn’t “regret the decision”.

Leicester captain Morgan extends contract until 2019 LONDON: Leicester City captain Wes Morgan has signed a new contract designed to keep him at the King Power Stadium until June 2019, the English champions said in a statement on Tuesday.

The inspirational 32-year-old led 5,000-1 outsiders Leicester to a fairytale Premier league title success last season based on his defensive organisation.

“To commit my future to Leicester City is a wonderful feeling. Everyone knows how I feel about playing for this club and with my team mates, so I’m proud to have the chance to carry on wearing the shirt long term,” said Morgan.

LONDON: England all-rounder Ben Stokes has hailed Pakistan leg-spinner Yasir Shah as the best the game has seen since the days of Australian great Shane Warne.

Australian Daniel Ricciardo won for Red Bull in 2014 while Sebastian Vettel was triumphant for Ferrari last year.

With Ferrari’s challenge fading over the last few rounds, Red Bull see a real chance to add a second win to Max Verstappen’s Spanish Grand Prix triumph.

“We’re actually in the race with Mercedes now at certain circuits which is great to see,” said team principal Christian Horner.

“We’ve got some of the more powerful circuits out of the way ... and the circuits coming up will hopefully play to some of our strengths.”

NEW DELHI: Indian hockey legend Mohammed Shahid, known for his wizardly stick work during his playing days, passed away today due to multiple organ failure in a private hospital in Gurgaon.

The 56-year-old great was admitted to Medanta — the Medicity — earlier this month after a bout of jaundice and dengue made his condition worse. He was airlifted from Varanasi.

“He breathed his last at 10:45 this (Wednesday) morning. It was multiple organ failure that led to his passing away. He will be taken to Varanasi and last rites will be performed there tomorrow,” Shahid’s son Mohammed Saif told PTI. Known for his brilliant dribbling skills, Shahid was considered one of India’s greatest hockey players. He was a member of the V. Baskaran-led Indian team that won a gold medal at the 1980 Moscow Olympics.

He was also a part of the national team that won a silver medal at the Delhi Asian Games in 1982 and bronze in the Seoul Asiad in 1986.

Prime Minister Narendra Modi joined the hockey fraternity and sports lovers in grieving Shahid’s death.

“In the untimely & unfortunate demise of Mohammed Shahid, India has lost a talented sportsman who played with immense passion & vigour,” Modi wrote on his twitter account.

Toughest opponent yet dear friend, says Pakistan greats on Shahid NEW DELHI: “I would tell him that if you join Pakistan team, we would be world beaters and he used to say the same for me,” was how Pakistan’s legendary centre forward Hasan Sardar reacted on the demise of Indian hockey great Mohammed Shahid.

Tributes poured in from across the border for Shahid as two past masters from Pakistan, Sardar and Samiullah, recalled how they were keen competitors on the field, and friends off it.

“Shahid was one of the rarest players who possessed superb dribbling skills without compromising on speed. This was a rare combination. I have not seen many dribblers like him,” Hasan Sardar, who scored a hat trick in Pakistan’s famouse 7-1 win over India in the 1982 Delhi Asian Games final, told PTI from Karachi.

Sardar said, “Since we were playing for our countries, we always wanted to beat each other, but we were close friends off the field. Shahid was not only a great player but an amazing human being as well. We have so many fond memories of him.”

Another legendary player from Pakistan, Samiullah, who was captain of the 1982 Asian Games gold medal winning team, said that they had to draw specific strategy to control Shahid and Zafar Iqbal, who were in top form those days.

“I was captaining the team and was very well aware of how difficult it would be to defeat India in final in front of their home crowd. Zafar and Shahid were in top form and I remember that we made special plans to control them and succeed.

Oman Airports by Oman Sail stays in top 10 MUSCAT: As the 2016 Tour de France a la Voile fleet leaves the west coast of France behind them and kicks off the second half of the month long event in Roses, Spain, on the Mediterranean coasty, the crew on Oman Airports by Oman Sail have successfully maintained their top 10 position after some challenging times in Roscoff and Baden.

An encounter with a rock at the end of the Baden Coastal Raid on Saturday 16 saw them move from 3rd to 10th place due to a damaged rudder, but they managed to close Act 4 on Sunday in 9th place overall out of 24 competitors after four stages.

Co-skipper Stevie Morrison was naturally disappointed as their performance had been significantly improving up until the Baden stage.

“It was a shame because our communications were much better and everything had worked well up to that point so I feel very encouraged about our prospects for the rest of the race.

“The tides and light breeze made things challenging in the last stages, but we are in 9th place and with five more stages to go in the Mediterranean we are feeling much more confident.”

F

or more than 4,000 years, the art of pottery making has been in Oman. Nowadays pottery items are mainly used as decorative pieces in restaurants, homes, and gardens or as a souvenir to bring back home from the souqs. However, in the past pottery items were a daily necessary tools and the art of vessel making was a complete industry in the Sultanate.

Bahla in A’Dhahirah Governorate has been of the main producers of pottery, and there are two main reasons behind it. Firstly the soil of the nearby wadi is rich in red clay that is used for making the clay utensil and secondly the pottery artists in Bahla have magical fingers which allow them to master the art and create the finest and strongest items.While these pieces of art are commonly available in souqs and local markets, the three that are always found in Omani households are the Jihal, the Khuroos, and the Brams.

Jihal: Jihal is the most traditional pottery items. It has a pointed shape with a beak and in olden times these were used to store water inside. The clay prevented the

water from getting warm and kept it fresh at room temperature.

Khuroos: The red khuroos, round and with flat base, were used for dates storage. Their smaller version was used to store dates syrup or honey.

Brams: Thicker and stronger than Jihal and Khuroos, brams were mostly used for cooking.

The pots were fired inside kilns, the thermally insulated chambers. The kilns were intially built as little domes but they evolved through the years into multi-level constructions of big capacity.

The art of pottery still survives in Oman in its most traditional ways but modernity has also reached the industry. Electrical and gas ovens have now been introduced to the pottery workshops.

However, they do not compete with the traditional ones but instead help in the process. Glazing and other techniques are easier to do first in the modern ovens.

Once the sought design and ideal temperature are found, the items are then fired inside the traditional kilns which can accommodate a larger production.

‘Batman’ may take place in Arkham Asylum The upcoming Batman solo movie Batman, starring Ben Affleck, might be set inside Arkham Asylum, a fictional psychiatric hospital appearing in American comic books published by DC Comics.

According to Batman-OnFilm, the solo film would see Batman being locked up in Arkham and battling his foes, reports aceshowbiz.com. It’s still unknown whether the solo movie is a straight-up adaptation of the Arkham Asylum video game or Grant Morrison’s graphic novel Arkham Asylum: A Serious House on Serious Earth.

The script is written by Affleck along with Geoff Johns, who is also

the screenwriter of Wonder Woman.

Though the storyline is still under wraps, the actor says that the movie would be an original story that borrows elements from the Batman comic book series.

Sources said that there would probably be “a lot of Batman villains” being included in the film.

Affleck made his debut as Bruce Wayne and Batman in Batman v Superman: Dawn of Justice.

His other appearance as the Caped Crusader can be seen in David Ayer’s Suicide Squad which hits US theatres on August 5, and Justice League which will arrive in the US next year on November 17. — IANS

AWAY FROM HOME

W

hat are the odds of someone calling your name five thousands kilometres away from home? I have travelled extensively but it never happened to me until this summer.

My wife and I were strolling in a town in the heart of Holland when I turned my head to see a man beckoning at me.

Our homes in Seeb are just a 100 metres apart but we have not seen each other for more than a year. Yet, in a foreign country, I just ‘bumped’ into him in the most casual way. We talked less than a minute and promised each other to meet once we were both home but I have my doubt if we would do it. I was happy to see him but you travel to see new faces, learn a different culture and eat local food. My neighbour and I shortly walked away from each other but I noticed that people from the same countries, though strangers from each other, hang around in the same places. What is the point? It is like taking a little bit of your background with you and slamming the door for new and exciting experience.

When Portugal won the European Championship, they got together in a square and celebrated.

That I can understand. It was for patriotic reason. It also gave the opportunity of other nationalities to join them so they could share their joy. However, it is far from patriotic when a group of Indians gathered in a restaurant pulled by one restaurant owner.

A kilometre away, we saw a small crowd sitting outside a roadside café. For me, travelling is to detach myself from all the usual familiarities. You leave your anxieties behind and not take it with you. Though most of the times it is impossible to put up a barrier between your routine and adventure, but it is worth a try.

And why not? Taking a holiday is expensive these days with spiralling costs. Besides, you may not live long to have another chance to treat yourself.

I am not sure what you have

to talk when you meet your compatriots abroad. All I can say that it removes the thrill away from your holiday. The time you hang around in the roadside cafés take you away from the real magic of travelling. Minutes after I walked away from my friend, I saw something I would never see in the Gulf. A group of swans were ‘walking the water’ of the river in a single line. Half an hour later, a frail old woman, who could not be a day less than a hundred years and dressed smartly in a scarlet dress, tights, red lipstick was dozing off on a chair. She was completely oblivion to the bustle and commotion of the city. I bet, I told my wife, if she had outlived the rockets of the World War II, the noise of the trams and cars were a lullaby to her tired bones.

The spectacular and not so spectacular were everywhere, depending what excite the tourists. Men, who rather be women, sporting wigs and mini skirts, were happily dancing outside the train station for no particular reason. Not far away from them, a dog, thinking it was a cat, was scratching a streetlight, much to the annoyance of its owner but to the amusement of onlookers. By the time I go back, I would at least leave behind many of my worries, far away from home, before I meet fresh challenges. Thanks to a foreign land and the time I spent away from my country to replenish my system.
