reji@timesofoman.com MUSCAT: Oman has denied a news report by Reuters published online on Thursday that Oman territory is being used by Yemen rebels to smuggle weapons into their country. In a tweet the Ministry of Foreign Affairs has denied the news report. The report The news report said that Iran has stepped up weapons transfers to the Yemen rebels. The report quoting Iranian and United States officials added that much of the recent smuggling activity has been through Oman, which neighbours Yemen, including via overland routes that take advantage of porous borders between the two countries. Statement Recently, in an interview with Saudi newspaper, Minister Responsible for Foreign Affairs had said that “There is no truth to this. No weapons have crossed our border and we are ready to clarify any suspicions if they arise.”

First Spartan Race thrills adventure lovers in Oman KHADIJA ALZADJALI

khadija@timesofoman.com MUSCAT: Omanis witnessed their first XDubai Spartan Race at the Jebel Sifah beach on Friday. About 1,200 participants from all over the world participated the event to challenge their physical and mental endurance. Given that it involved a minimum of five kilometres, with more than 20 obstacles, including jumping over fire; this was surely no ordinary race. Clemente Caruso, a civil structural engineer and a seven-year endurance athlete, said he was extremely impressed with how

the vent was organised. According to him, the most difficult part of the Spartan Race was the barbed wire. “You have to crawl on your knees and elbows. The barbed wire was so close to the ground that when you wanted to breath, you had to face upwards so you didn’t inhale the sand,” he said. Water is also very dangerous when it is hot outside. “It was 39 degrees when we arrived today. The body is so hot after 45 minutes of running, climbing and actively moving.” Caruso said. “When the body enters water, there is a potential for the body to go into shock because of the cold water.” >A3

MUSCAT: Crisis management teams have been set up by Indian and Pakistan schools in Oman to ensure safety of close to 45,000 students, following the recent death of a Pakistan School student in a road accident. Ataullah Niazi, senior principal of Pakistan Schools in Oman, said the crisis management team will prepare the students so that they don’t get scared and respond adequately to the situation if anything untoward happens. “It is not okay to start figuring out who ought to do what in the middle of a crisis. At that moment, everyone involved—from top to bottom—should know what to do,” he told Times of Oman. The crisis management team was formed this week with five staff members, including two female teachers at each school. “The team will look after all problems, including natural disasters, fires, crashes, medical emergencies etc. where senior students of the school will also help,” he said. The team was formed after

14-year-old Pakistan School Muscat (PSM) student Zafeer died after being hit by a car near the Hamriya roundabout last Sunday. Wilson George, chairman, Board of Directors, Indian Schools in Oman, said a task force comprising of Health Safety and Environment (HSE) professionals has been formed to safeguard around 40,000 students. “Our safety and security of students covers students within the campus and during transportation to and from the school,” he said. Health, safety and environmental audits of the schools are now being conducted. “The Transport Safety Core Committee was formed at the board level to look into specific issues of student transportation safety,” he added. Besides, a school monitored safe transport system is also being run in accordance with safety specifications at Indian Schools. “Three schools are now running the safe transport system and preparations are ongoing in another three schools,” George said. The safety team has developed safety guidelines for hiring of vehicles. “The schools started forming HSE clubs for the promotion of a safety culture among the students and teachers and safety awareness classes have been conducted in schools on home safety, vehicle safety etc,” he added.

MUSCAT: Seven labourers were injured when a section of a concrete floor collapsed at a construction site on Al Maha Street in Bausher on Wednesday night. While six of the seven labourers were treated for minor injuries, the seventh is still recovering at Khoula Hospital. “I was here at around 10 pm last night outside my shop because I had some work to do, when I saw two fire engines drive past my shop headed towards the construction site,” said the manager of a shop in a building right next to the site. A part of the building collapsed at around 9:30pm, fire crews and ambulances escorted by the Royal Oman Police made their way to the site, which is behind the Modern College of Business and Science and Muscat Private Hospital. “It must have been around 10pm when I saw the emergency services go past me,” explained a worker at a cafeteria located near the site. “Ambulances were here, the police were here and the fire brigade turned up as well. Three ambulances showed up.” According to a tweet from the Public Authority for Civil Defence and Ambulance (PACDA) on their official Twitter handle, seven workers have suffered medium to severe injuries. caused the collapse is on, said a spokesman for the company. “It is just a slab on the side that has collapsed, which is less than 10 metres long,” he said. “The entire concrete was in place, and we think it was a support issue that caused this. We don’t know yet (for sure), we are still investigating. “The building has no problems at all, as you can see it is still standing,” he added. “It is just a slab on the other side. It is a small issue.”

The two sides expressed satisfaction with the progress made by the working group at various levels, stressing their permanent endeavour and commitment to continue supporting the friendly relations between them to serve the two countries. The meeting dealt with the existing friendship relations and the constructive cooperation between the Sultanate and the UK in various political, economic and cultural fields, as well as keenness of the two countries to continue supporting of those areas and encouraging development of trade and investment partnership. gautam@timesofoman.com MUSCAT: At a recent dental camp conducted at the Sri Lankan School, Muscat, dentists found that eight in every 10 students between the ages of five and 10 year had dental issues. These issues required immediate visits to a dentist in order to be treated. The dental awareness camp was conducted by the Al Essa Dental Clinic. Dentists from the clinic checked nearly 500 children at the camp, and found that while cavities and tooth decay seemed to be a major concern, other problems, such as plaque build-up and weak gums also needed quick medical attention in order to stop these problems from aggravating further. Speaking to the Times of Oman, Dr Priya Rajeev, one of the dentists at the camp, said, “The children don’t know the importance of teeth. It is the duty of the parent to brush their child’s teeth up to the age of six.” “Once they have crossed six and gotten the knowledge of proper brushing, later on they can just observe their children at times, look at how they brush, examine the condition of their teeth and ask them if they have any pain,” she added. Rajeev also added that fast foods and soft drinks that are so readily available to children these days

cause major damage to their teeth. Soft drinks “Soft drinks are acidic in nature and those acids react with the teeth,” she revealed. “They cause tooth decay and erode the enamel. If children eat sweets and then don’t brush their teeth, the sweets get stuck on the child’s teeth and that’s how the bacteria starts developing in the teeth. “We cannot ask children to stop eating sweets completely, but we have to ask them to take some precautions,” explained Rajeev. “The best thing is to go to the dentist every six months so that they can evaluate the condition.” “Oral health is very important for children because oral problems can lead to other problems.

Our food system starts from the oral cavity. When you eat food, any bacteria in the mouth will be taken in so that can lead to many problems.” Global problem Neel Subasinghe, the principal of the Sri Lankan School, Muscat, agreed with Dr Rajeev’s findings. “Artificial foods have created a lot of health issues with children,” he revealed. “Though we tell them not to eat junk food and we give them a lot of healthy solutions, health problems in children are now being caused by this food all over the world.” “As teachers, we can educate them, but parents should also play a major role in taking care of these children,” he added. “You need to

Damaged water supply line repaired MUSCAT: A damaged water supply pipeline which had affected some areas of the capital city has been repaired, the Public Authority for Electricity and Water (PAEW) said yesterday. The areas affected by the damage to the pipeline included the wilayats of Muttrah and Muscat barring Al Bustan, Qantab, Darsait, Al Towyan, Mumtaz and Sidab. Short time The repair of the pipeline along the Corniche in Muttrah was completed in a relatively short time, the PAEW said, adding that the repair work began immediately after the damage was reported. REGION IS attacks Kirkuk, kills 18 as Iraqi forces push on Mosul With air and ground support from the US-led coalition, Iraqi government forces captured eight villages south and southeast of Mosul

QAYYARA (IRAQ): IS launched a major attack on the city of Kirkuk on Friday as Iraqi and Kurdish forces pursued operations to seize territory around Mosul in preparation for an offensive on the militants’ last major stronghold in Iraq. IS’ assault on Kirkuk, which lies in an oil-producing region, killed 18 members of the security forces and workers at a power station outside the city, including two Iranians, a hospital source said. Crude oil production facilities were not targeted and the power supply continued uninterrupted in the city. With air and ground support from the US-led coalition, Iraqi government forces captured eight villages south and southeast of Mosul. Kurdish forces attacking from the north and east also captured several villages, according to statements from their respective military commands overnight. The United Nations says Mosul could require the biggest humanitarian relief operation in the world, with worst-case scenario forecasts of up to a million people being uprooted. About 1.5 million residents are still believed to be inside Mosul. IS has taken 550 families from villages around Mosul and is holding them close to IS

The fighting has forced 5,640 people to flee their homes so far from the vicinity of the city, the International Organization for Migration (IOM) said late on Thursday. Prime Minister Haidar Al Abadi, addressing anti-IS coalition allies meeting in Paris via video link, said the offensive was advancing more quickly than planned. A senior Kurdish military official told Reuters the offensive by the Iraqi and Kurdish forces was moving steadily as they push into villages on the outskirts of Mosul. But he expected the offensive to slow down once they approach the city itself, where IS had built trenches, dug tunnels and might use civilians as human shields. “I believe it will be more clear within the coming weeks once we get rid of those villages and we come closer to the city how quickly this war will end. If they (IS) decide to defend the actual city then

the process will slow down.” Once inside Mosul, Iraqi special forces would have to go from street to street and from neighbourhood to neighbourhood to clear explosives and booby traps, the official said. IS denied that government forces had advanced. Under the headline “The crusade on Nineveh gets a lousy start,” the group’s weekly online magazine Al Nabaa said it repelled assaults on all fronts, killing dozens in ambushes and suicide attacks and destroying dozens of vehicles including tanks. In online statements, IS said it launched a series of couterattacks and four suicide bombings to take back villages that fell on Thursday to the army and the Kurds and that it had blocked all their fresh offensives. In Kirkuk, IS attacked several police buildings and a power station in the early hours of Friday and some of the attackers remained holed up in a mosque and an abandoned hotel.

The militants also cut the road between the city and the power station 30km (20 miles) to the north. Several dozen took part in the assault, according to security sources who couldn’t confirm a claim by IS that it had taken a Kurdish police officer hostage. The assailants in Kirkuk came from outside the city, said the head of Iraq’s Special Forces, Lieutenant General Talib Shaghati, speaking on a frontline east of Mosul. Iran’s Foreign Ministry spokesman Bahram Ghasemi reacted to the killing of the Iranian citizens in Kirkuk, saying these attacks are “the last breath of terrorists in Iraq”. At least eight militants were killed, either by blowing themselves up or in clashes with the security forces, the sources said. Kurdish forces had dislodged the militants from all the police and public buildings they had seized before dawn, they said. Kurdish NRT TV footage showed machine gun fire hitting a drab two-floor building that used to be a hotel, and cars burning in a nearby street. IS claimed the attacks in online statements, and authorities declared a curfew in the city where Kurdish forces were getting reinforcements. On the frontline south of Mosul, thick black smoke lingered from oil wells that IS torched to evade air surveillance, in the region of Qayyara. The army and the USled coalition took back this region in August and are using its air base as a hub to support the offensive on Mosul. The nation’s top cleric, Grand Ayatollah Ali Al Sistani, on Friday renewed a call to spare civilians “All those who are participating in the battle have to respect the humanitarian principles and refrain from seeking vengeance,” said a sermon delivered in Sistani’s name in the city of Kerbala by one of his representatives. — Reuters

Libyan Coast Guard craft attacks migrant boat ROME: The crew of a speedboat labelled “Libyan Coast Guard” attacked a migrant boat packed with some 150 migrants, beating them with sticks and causing many to fall into the water and at least four to drown, a humanitarian group said on Friday. The Germany-based Sea-Watch group, which is one of several nongovernmental organisations operating vessels off the coast of Libya, said the speedboat swooped in just as they were about to go to the aid of the overcrowded rubber boat. “The violent intervention of the Libyan Coast Guard caused a situation of mass panic on board the rubber boat in distress,” SeaWatch said in a statement. “One tube of the rubber boat collapsed, causing the majority of the 150 people to slip into the water.” The Sea-Watch crew recovered four bodies, spokesman Ruben Neugebauer told Reuters, and was still conducting rescues. About 120 others were brought safely onto the Sea-Watch 2 ship, while four were unconscious and receiving treatment. Italy’s coast guard said there were nine rescue operations underway on Friday, and that Sea-Watch was involved. A spokesman for Libya’s naval forces in Tripoli said he had not heard about the incident. Italy’s coast guard and a spokesman for the EU’s anti-smuggling operation Sophia also said they had no information about the attack. Italy has taken in more than 146,000 boat migrants so far this year and is on track to see more arrivals than last year, when 153,000 arrived. Since Sunday, some 2,200 have been rescued. It was not immediately clear if the incident would affect the planned start of training next week of up to 100 Libyan coast guard members as part of the EU mission Operation Sophia. UN rights council sets up special inquiry on Aleppo crimes GENEVA: The United Nations’ top human rights official said on Friday that the siege and bombing of eastern Aleppo in Syria constituted “crimes of historic proportions” that have caused heavy civilian casualties amounting to war crimes. The UN Human Rights Council later voted to launch an independent special inquiry into events in Aleppo. The 47-member state Geneva forum adopted a resolution, submitted by Britain along with Western and Arab allies, by a vote of 24 states in favour, 7 against with 16 abstentions. Russia and China were among those voting against the resolution. The Council asked the existing UN commission of inquiry to “conduct a comprehensive independent special inquiry into the events in Aleppo”

Zeid Ra’ad Al Hussein did not specifically name Russia, whose war planes have carried out weeks of air strikes on the rebel-held part of Aleppo along with the Syrian air force, but his reference was clear. “Armed opposition groups continue to fire mortars and other projectiles into civilian neighbourhoods of western Aleppo, but indiscriminate air strikes across the eastern part of the city by government forces and their allies are responsible for the overwhelming majority of civilian casualties,” Zeid said in a speech to a special session of the UN Human Rights Council. UDAN scheme takes off; fares capped at Rs2,500 for 1-hour flight NEW DELHI: Fliers on major domestic routes will soon have to shell out more for flights to fund the government’s regional connectivity scheme announced on Friday under which fares will be capped at Rs 2,500 for half of the seats in one-hour flights. The cap on fares would be reviewed periodically based on Consumer Price Index for Industrial Workers and would also vary in tune with duration of a flight under the Regional Connectivity Scheme (RCS), which has been named ‘UDAN’. However, the government’s move to impose a “very small” levy on every departure on major routes to fund the scheme seems to have not gone down well with many of the existing airlines as they feel that such a move could push the airfares higher and are of the view that there are other ways for funding the scheme. Under the scheme, mainly aimed at connecting unserved and under-served airports, airfares would be capped at Rs 2,500 for half of the seats in flights travelling a distance of 476 -500 kilometre. This translates to around a one-hour journey. As per the government, a participating carrier — which would be extended Viability Gap Funding (VGF) — has to bid for at least 9 seats and a maximum of 40 seats. In the case of a helicopter, the operator has to bid for a minimum of 5 seats and a maximum of 13 seats. The limit of RCS airfare would vary from Rs1,420 to Rs3,500 for fixed-wing aircraft. For helicopters, half-an-hour ride under the scheme would cost Rs2,500 and for over one- hour duration, the cap would be Rs5,000. On each RCS route, the minimum frequency of flights would be 3 and a maximum of 7 in a week. - PTI

The final decision in this regard will be taken on October 25 in a meeting of Central Advisory Board of Education (CABE) which will be chaired by Union Human Resource Development Minister Prakash Javadekar. “There have been representations from academicians as well as organisations of parents saying that scrapping the exam and with the no-detention policy being in place, the academic standards are being affected,” a senior HRD Ministry official said. “Also, it is being observed that students are unable to take the pressure of appearing directly for Class XII boards which are an important deciding factor for the career they choose,” the official said, adding, while no consensus has been reached yet on when to reintroduce the system, 2018 is considered to be an approachable target. He drew sharp rebukes from Democrats and many in his own party for saying during the debate that he thinks the election is being rigged and so will not commit yet to accepting the outcome. Alfred Smith V, whose family hosts the dinner named after the state’s former governor, Alfred E. This means taking the time to design a proper media room that enables your equipment. These five indispensable tips will help you do just that.

1. A great media room begins with the right walls. An incredibly strong, drywall is able to hold up to 30 pounds on a single screw. This drywall does away with wall mounts and the need to find a stud, allowing you to mount your speakers, television or screen exactly where you want them to go. 2. Paint wisely. While what colour you choose for your room will be based off personal preference, aim for earthy, neutral colours that minimise glare. as domestic policy relies on it.” Shopping spree Just last week, Rosneft spent 330 billion roubles ($5 billion) to buy control of another oil company from the government, the biggest privatisation deal yet this year. Then Putin backed a plan under which Rosneft could provide an even bigger cash infusion, spending as much as $11 billion to buy a chunk of its own shares from the government. On Octoner 15, it announced a deal to buy a big refinery and other assets in India, under which it will pay $3.5 billion for a 49 per cent stake. Putin presided over the signing of that agreement on a visit to Indian state of Goa, confirming that Rosneft remains a

favoured Kremlin tool for binding political ties with business links. Even Putin seemed surprised at Rosneft’s recovery. At a meeting with budget officials, he said he’d “instructed the appropriate agencies to check that Rosneft had the funds on its accounts” and wouldn’t need to borrow to make the payments to the government. The Kremlin, too, has managed to weather the worst of the pain so far, thanks to billions in petrodollars saved up when oil prices were high, the sharp devaluation of the ruble and help from China and other friends outside the West. Rosneft’s turnaround The key to Rosneft’s turnaround — even as oil prices have languished — was a combination of financial engineering, the weakened rouble, political support and a little help from some friends: billions of dollars in advance payments from buyers in China. Rosneft’s cash pile stood at more than $22 billion at the end of the second quarter, almost double what it had early last year. Once an also-ran made up of the scraps of the Soviet oil industry that the 1990s oligarchs didn’t want, Rosneft’s fortunes turned as Putin moved to restore Kremlin control of the strategic sector in the early 2000s. He installed fellow intelligence veteran Sechin to lead the company in 2004. Rosneft took over the bulk of Yukos, a company the government seized from Putin critic Mikhail Khodorkovsky. Nintendo’s gaming device fails to impress China diesel exports increase to a record

TOKYO: Nintendo’s big idea for the next gaming trend is one machine that works equally well as a mobile gadget as it does on a big TV screen. So far, few are impressed. A highly-anticipated trailer released on Thursday for the device, called Switch, failed to excite investors or gamers after months of speculation that the Kyoto-based company would come up a fresh twist on video games, like it did with the motion-based Wii in 2006. “I love the concept of Switch, but that’s what it feels like: a concept,” said Elliot King, 33, who works in foreign affairs and lives in Tokyo. “I won’t be picking one up personally.” His reaction offers a hint as to why Nintendo’s stock slumped 6.6 per cent on Friday, wiping out $2.4 billion in market value. After teasing investors for more than a year with a promise of “a whole new way to experience hardware and software together,” the Switch was a big let down, said Amir Anvarzadeh, Singapore-based head of Japanese equity sales at BGC.

“In an era of smart devices where you can play games anywhere, I don’t think conceptually it is evolutionary enough,” Anvarzadeh said. “The fact you can plug it in at home and take it away and play, so what? We were expecting a little bit more of Nintendo magic sprinkled, and I didn’t see it. The market is right about selling it off.” Wii U console, Friday’s plunge was even worse than the market’s reaction to the Wii U console, which came out after the Wii and was itself an attempt to combine the experience

of playing on a big screen and a handheld device. Nintendo shares dropped 5 per cent on June 8, 2011, a day after the company unveiled the Wii U at a gaming conference. So far, Nintendo has sold 13 million Wii U units as of June, less than a third of the 40 million sales of Sony’s PlayStation 4s and a fraction of the 101 million the original Wii sold. Thursday’s video focused squarely on the millennial demographic, young adults in their late 20s and early 30s. This suggests a departure from Nintendo’s mission of making games for the whole family.

The difference is particularly clear when compared to a video introducing the Wii more than a decade ago, which features grandparents playing along with kids. The company is trying to carve out a niche between casual smartphone gamers and more hardcore console users. The Switch’s portable feature also puts it at odds with Nintendo’s recent embrace of smartphones. After years of ignoring pleas from fans and investors to bring its games to mobile phones, the company is planning to release Super Mario Run for Apple’s devices in December. - Bloomberg News

SHANGHAI: China’s fuel exports rebounded in September, with diesel hitting a record, as refiners increased output following seasonal maintenance. The world’s largest energy consumer exported 1.6 million metric tons of diesel last month, according to data released by the General Administration of Customs on Friday. Shipments averaged almost 397,900 barrels a day, more than 50 percent higher from a month earlier. Domestic diesel production gained 3 percent from August to 3.58 million barrels a day, calculations based on data from the National Bureau of Statistics show. The nation’s oil refining rate last month rose 2.2 per cent from August to 10.7 million barrels a day. That may rise further starting this month as diesel demand improves in the last quarter of the year, according to ICIS China, a Shanghaibased commodity researcher. “China’s fuel exports will likely remain strong for the rest of the

year as oil processing is expected to climb in the fourth quarter in the absence of refinery maintenance,” Lin Jiaxin, an analyst with ICIS China, said from Guangzhou, before data were released. Gasoline exports Gasoline exports rose 25 per cent from the previous month, rebounding from a five-month low to 840,000 tons. That’s about 233,800 barrels a day. Outbound kerosene shipments fell 4.4 per cent to 1.08 million tons. Exports of gasoline and diesel have been elevated amid tepid domestic demand growth and higher refinery activity. Fuel consumption fell year-on-year for a fifth month in September, according to calculations. Vietnam draws up growth plan with debt risks mounting HANOI: Vietnam begins drawing up economic growth plans for the next four years as surging debt and mounting risk to its exports threaten to derail one of Asian’s fastest-growing economies. Lawmakers start a month-long session on Thursday to discuss policies that can help the government meet its goal of average annual expansion of as much as 7 per cent until 2020. The National Assembly, composed of 496 members elected in May, will approve a number of targets for 2017, including on growth, inflation, exports, spending and the budget deficit. Here are some of the issues analysts say will be tackled. 2017 GDP growth The government is aiming for growth of 6.7 per cent in 2017 — the same pace as it originally targeted for this year — which National Assembly vice-chairman Phung Quoc Hien said last week seems too ambitious. The goal is based on

export growth of 6 per cent to 7 per cent for next year. That outlook is clouded after Samsung — the biggest exporter accounting for 20 per cent of Vietnam’s $162 billion of shipments last year — took the dramatic step this month to kill off its Galaxy Note 7 smartphone because of a malfunction with the battery. The move by the South Korean company will hurt the nation’s exports, according to Vietnam’s Association of Foreign Invested Enterprises. Shipments fell 4.2 per cent in September from the previous month.

Manufacturing boom Samsung and other foreign producers have fueled a manufacturing boom in Vietnam’s economy, offsetting a slump in farming output this year following a crippling drought. The economy grew 6.4 per cent in the third quarter from a year earlier, among the fastest

growing in the world. While the Asian Development Bank in September cut its growth forecasts for Vietnam this year and next, the lender is still estimating expansion of 6 per cent or above. “Although exports are below target, the country is the brightest

spot in emerging Asia for exports,” said Trinh Nguyen, a senior economist at Natixis in Hong Kong. “The issue for Vietnam is not the 2016 growth target or even 2017, but beyond this, when it exhausts its cheap labor and land yields lower returns.”

Surging debt Fitch Ratings sees threats to Vietnam’s BB- credit rating, the thirdhighest junk grade, after the National Assembly said public debt may breach its ceiling of 65 per cent of gross domestic product in the second half of the year. “Challenges to Vietnam’s rating profile remain, and include a rapid re-acceleration in credit growth and rising public debt, which is already higher than the median of ‘BB’ Fitch-rated sovereigns,” Andrew Fennell, a director at Fitch in Hong Kong, said earlier this month. The government is facing the biggest fiscal strain among emerging markets in Southeast Asia. State debt is set to reach 64 per cent of GDP this year, compared with 41 per cent in Thailand and 56 per cent in Malaysia, data from the World Bank in April showed. For Vietnam, the debt level had risen from just 52 per cent in 2010 as the government borrowed more

The State Treasury will sell an additional 31 trillion dong ($1.4 billion) of bonds in the domestic market in October to December, boosting the total to 281 trillion dong compared to 250 trillion dong it had planned at the start of the year. Vietnam has done much to overhaul its banking system since 2012 after a lending spree and weak controls led to a surge in bad debts. Non-performing loans, which was at 17 per cent at the time, dropped to 2.7 per cent as of August after the government set up the Vietnam Asset Management Company to buy the bad debts of banks. Still, the underlying credit and associated capital impairment risks have not been fully eliminated, especially since less than 5 percent of the transferred bad debts have been resolved, the World Bank said in July. NEW YORK: General Electric (GE) cut its 2016 forecast for organic sales growth as the industrial giant grapples with a sluggish global economy that’s crimping demand. Revenue on that basis will be flat to up 2 per cent this year, down from an earlier projection of 2 per cent to 4 per cent growth, GE said on Friday in a statement. The Boston-based company also narrowed its earnings outlook to $1.48 to $1.52 a share. It previously forecast $1.45 to $1.55. A “slow-growth, volatile environment” is generating headwinds, chief executive officer Jeffrey Immelt said in the statement. GE said foreign exchange effects will hurt earnings by as much as 6 cents a share this year. The revised forecast, following

similar reductions by some peers, threatens to take the punch out of the industrial giant’s transformation. GE has shed finance and consumer-focused operations while investing in equipment manufacturing and building a complementary software business. The shares fell less than 1 per cent to $28.80 in New York before the start of regular trading. GE declined 6.7 percent this year through Thursday, compared with a 4.8 per cent rise in the Standard & Poor’s 500 Index. Earnings beat Third-quarter adjusted earnings rose to 32 cents a share, topping the 30-cent average of analysts’ estimates. Sales climbed 4.4 per cent to $29.3 billion, compared to an average prediction of $29.6 billion.

Orders increased 16 per cent as GE looked to pad its backlog and recover from a weak first half. The figure fell 6 per cent on an organic basis, which excludes the effects of acquisitions and currency exchange. The order tally was “a little bit better,” but GE has struggled to generate growth this year, Karen Ubelhart, an analyst at Bloomberg Intelligence, said on Bloomberg Television. Given the first-half results, trimming the organic revenue forecast makes sense, she said. Sales in the oil and gas unit fell 25 per cent in the quarter, the most in the company’s industrial divisions, as GE navigated the enduring slump in the global crude market. Revenue climbed 37 per cent in the power division and increased 5 per cent in GE Aviation. Small deals Digital and software orders rose 11 per cent, GE said. The company sees software operations as a business that can enhance the value and productivity of industrial equipment. GE on Friday boosted its share buyback to about $22 billion from $18 billion.

The company has also pursued several small acquisitions in recent months to bolster its digital business, supply chain and manufacturing capabilities. The company said last week it would buy LM Wind Power, a maker of turbine blades, for $1.65 billion. GE also is seeking shareholder approval to buy a pair of 3-D printer companies, Sweden’s Arcam and Germany’s SLM Solutions, for a combined $1.4 billion. Ericsson posts first net loss in four years STOCKHOLM: Ericsson reported its first loss in almost four years, wrapping up a disastrous third quarter that cratered the stock last week when the Swedish maker of wireless equipment reported preliminary figures. The net loss totaled 233 million kronor ($26 million), the company said in a statement Friday. The average analyst estimate was for a loss of 112 million kronor. Ericsson surprised investors last week, reporting a 14 percent drop in thirdquarter sales, and warning that its full results would “significantly” trail its forecasts. Industry slump Ericsson, which ousted its chief executive officer in July, has been muddling through an industry slump that’s cut deeper than it expected as competition from China exacerbated a cyclical downturn. That’s tested the patience of investors who have abandoned the stock in droves — it was down 49 per cent this year through Thursday. After the latest shock, Moody’s downgraded the company’s debt, and the company has yet to find a new CEO. Volvo profit falls as North American truck orders plunge MUNICH: Volvo’s third-quarter operating profit fell 4.7 per cent as a downturn in United States heavy-truck demand outweighed a programme to reduce costs. Adjusted earnings before interest and taxes decreased to 4.85 billion kronor ($545 million) from 5.09 billion kronor a year earlier, the Gothenburg, Sweden-based manufacturer said on Friday in a statement. Revenue dropped 6.1 per cent to 68.8 billion kronor and missed the 69.5 billion-krona average of 12 analyst estimates. An industrywide contraction in truck orders in North America, where Volvo owns the Mack brand, prompted the Swedish company to cut production and lower full-year sales expectations for the region. The downturn follows a jump in demand last year and has led other truckmakers to scale back forecasts for 2016, including global leader Daimler AG, which on Friday reported a 40 percent truck sales drop in the region. Shrinking markets “We will continue to make sure we have strong discipline” to confront the market contraction, and the company is also working to increase its servicing business in the region, Chief Executive Officer Martin Lundstedt said at a press conference. The Swedish company’s deliveries in North America plunged 46 per cent in the quarter, and truck orders in the region dropped 37 per cent, the Swedish company said. Microsoft sales, profit top estimates on cloud services Salesforce.com rival, called Dynamics CRM Online, grew more than 2.5 times. Overall, Dynamics product revenue rose 11 per cent. The two companies’ rivalry has intensified in recent months after Microsoft beat out Salesforce in bidding for LinkedIn. Since then, Salesforce has asked European regulators to scrutinise the $26.2 billion deal. Hood reiterated on Thursday that Microsoft expects the acquisition to close in the December quarter.

Profit excluding certain items was 76 cents a share on adjusted sales of $22.3 billion, the Redmond, Washington-based company said in a statement. Analysts on average estimated profit in the period ended September 30 would be 68 cents on revenue of $21.7 billion, according to data. Shares surged to a record in extended trading. He promised continued investments there, including new sites in France next year. Hood said in July that gross margins for commercial cloud would “materially improve” in the current year. previous years of investment are starting to pay off as those data centers support more customers. Commercial cloud gross margin in the recent period was 49 per cent, 7 points wider than in the prior quarter. Microsoft has pledged to reach annualized revenue of $20 billion in its corporate cloud business by the fiscal year that ends in June 2018. That metric stood at more than $13 billion at the end of the fiscal first quarter. The company has been adding customers and workloads for its Azure services, which let clients run and store applications in Microsoft’s data centres. Elsewhere in the cloud business, paid users for the company’s

Still, chipmaker Intel saw its shares plummet by the most in nine months after a disappointing fourth-quarter sales forecast signaled lackluster demand for PCs heading into the holiday shopping season. Microsoft in July admitted it won’t meet its goal of getting the Windows 10 operating system on 1 billion devices within two to three years of the 2015 release of the software. The company blamed the shortfall on the decision to all but exit the phone hardware business and insisted this year would be a good one for corporate adoption of the system. Analysts are waiting to see evidence. Sales in the company’s More Personal Computing business, including Windows and Xbox, slipped 1.8 per cent from a year ago to $9.29 billion. ASIA’S ECONOMIC RISE KEEPS AMERICANS MIGRATING TO WEST

IT seems like forever we’ve been hearing about the decline of the Rust Belt, and people migrating to the West Coast. Why does the US population continue to move slowly from East to West? Part of the answer might lie in the shifting patterns of international trade.

I

T seems like forever we’ve been hearing about the decline of the Rust Belt, and people migrating to the West Coast. But why? Why did manufacturing decline in the Midwest? Why are rents so high in California, and house prices surging in the Pacific Northwest? Why does the US population continue to move slowly from East to West? Part of the answer might lie in the shifting patterns of international trade. There are many forces at work here, all at once. There’s the invention of air conditioning, which made the Sun Belt a more attractive place to live. Mass car ownership and the Interstate Highway System facilitated the sprawling cities of the West and South. Automation and competition from China combined to reduce US manufacturing employment. Immigration from Mexico and Asia

began to pour into the West and Southwest. But there might be another force at work here. Economies are about trade, and trade costs money. The farther away two place are, the more it costs companies to ship goods and to send people over to meet with subsidiaries, suppliers and customers. Those costs are one of the basic reasons why economic activity tends to cluster together in cities and industrialised regions. It also means that one city or region can get rich by trading with big concentrations of economic activity that are close by — the wealthier France is, the more it benefits Germany, which can ship cars to France easily since it’s close by. This dynamic can give rise to very complex far-flung patterns of economic activity. Economists Paul Krugman, Masahisa Fujita and Anthony Venables modeled

this in a number of ways back in the 1990s, with a theory that came to be known as the new economic geography. It’s fascinating reading. One basic fact emerged from their research: it’s good to be near an important trading partner. This is true in all good models of trade, but the theory of Krugman et al emphasises how important proximity can be over the long term. Looking at the relative decline of the US Midwest and Northeast and the rise of the West Coast, one can’t help wondering if part of the story is the shift of the world’s economic centre of gravity from Europe to Asia. Economists sometimes draw the world’s economic centre of gravity on a map. Here’s an example, by Danny Quah of the London School of Economics: Note the steady shift from a trans-Atlantic economy in 1980

to an Asian one by midcentury. That’s just a projection, of course — the current centre is somewhere around Iran. But already the move has been huge. Japan boomed from the 1960s through the 1980s, Taiwan, South Korea, and Southeast Asia somewhat later, and China more recently. The rise of East Asia in general has been the biggest economic change in the past century. Meanwhile, Europe, with its stagnating, small population and slow growth, is still important, just less and less so. For years, US exports to Europe kept pace with exports to Asia. But since the 2008 crisis, the latter has risen much more quickly, so that Asia is now the bigger market. Here is a graph of how much the US exported in 2015 to its four top destinations in each region: On the import side, things are even starker, since the US runs

large trade deficits with much of East Asia. What looks like an eastward shift on the map is actually a westward adjustment for the U.S., since America is on the opposite side of the world. The East Coast is wellpositioned to forge economic ties with Europe, while California and the Pacific Northwest are about equidistant between Europe and Asia. A flight from Los Angeles to Tokyo takes about 11 hours, but almost 14 starting from New York. Meanwhile, the time needed to travel by sea — how most manufactured goods are shipped — from Tokyo to New York is about 6 days more than to Los Angeles. So it stands to reason that increasing economic ties with Asia, relative to Europe, would translate into a shift in population, investment and wealth from the East Coast and Midwest to the West.

How far that process goes depends on whether current trends in Europe and East Asia continue. But with political paralysis in the European Union, and with China and Southeast Asia still having lots of catch-up growth to do, it seems like a good bet that California, Oregon and Washington will enjoy healthy economic tailwinds for years to come. The East Coast, meanwhile, will probably be nudged by geographic transitions to focus on industries less sensitive to trade — health care, for example. In some Rust Belt towns, that shift is already happening. So the US is in the process of transforming from a trans-Atlantic economy to a trans-Pacific one. Policy makers should do all they can to help manage this shift, including boosting infrastructure and urban density in the increasingly important west. — NOAH SMITH/Bloomberg News
