rahuldas@timesofoman.com MUSCAT: A company that won the contract to operate taxis at the Muscat airport said all of its 1,000 taxis will be metered or will follow a set tariff system, a senior official from Mwasalat said. Mwasalat will manage 150 airport taxis, 300 mall taxis and 500 on-call taxis. Speaking to the Times of
Oman, Ahmad bin Ali Al Bulushi, chief executive officer (CEO) of Mwasalat, said they are working closely with the Ministry of Transport to regulate the taxi business in Oman. “We will try to have metering system in all the taxis, which we will operate in Oman,” he stressed. The Mwasalat CEO added that at present people don’t know how much they will have to pay when

the taxi drivers. “Some people ask me for a receipt and I will be glad to give it to them, but I can’t because the prices are not approved,” he said. Al Jardani also said there is a lot of competition, especially with Mwasalat coming into the picture. “I used to make OMR50 a day before Mwasalat, now I’m lucky to make OMR15 a day.” Taxi drivers also called for creating more designated parking stations for taxis in several areas in Oman. “We’ve been asking for parking areas for years. We need a specific station for taxi drivers and customers like any other country in the world,” Al Jardani noted. Taxi customers, however, want the taxis to be metered. “Almost all the developed countries have metering system in their taxis. It is high time that we should also have it here,” said Sunil, an expat, who uses taxi services twice a day.

Speaking at the Health Expo held at the Oman Exhibition Centre, Samra Salim Al Barwani, Director of Risk Management and Patient Safety at Ministry of Health, said that the ministry in coordination with the World Health Organisation is to start issuing certifications to hospitals in the country based on the level of patient safety friendly practices. Four-step plan “The Ministry of Health is going to introduce a national certification which would exhibit the level of patient safety and quality control practised by healthcare organisations,” she said, speaking about quality control in Oman at the conference.
She also detailed a four-step plan in order to achieve this goal. “The initiative is to spell out the guidelines for hospitals in order to achieve the specified mark in patient safety followed by a survey checklist given to the hospitals, which would allow them to rate themselves based on the specified criteria. Once the hospitals achieve the standards, MoH with the help of WHO and experts in the country will pay an evaluation visit to the hospital. The officials will then decide the certification to give to the hospital,” explained Al Barwani. She mentioned that this process and certification could lead to more trust of people in the healthcare facilities within Oman. The major reason for such an initiative according to Samra was the malpractices and ignorance by healthcare officials in hospitals in Oman that puts life of patients at risk and reduces the trust rating of Omani healthcare industry. >A3

MUSCAT: A goalkeeper who trains with the Muscat Football Academy is set to join the academy setup of English Football Championship outfit Fulham FC. Mees Eppink, a 10-year-old who trains with MFA’s Under-11 side, had a trial with the London-based club earlier this season and is all set to make the move to the British capital next season. Speaking exclusively to Times of Oman, his father Pascal, who originally hails from the Netherlands, said he was excited for his son to sign for such a prestigious outfit, but added that he would approach the situation pragmatically. “My wife and I are very happy for Mees to join Fulham,” said Eppink Sr. “Of course, he is only 10
years old and I need to work here so moving back to Europe is not a decision we can take lightly.” “I spoke to the club and told them about my work situation,” adds Mr. Eppink. “They were very understanding about it and asked Mees to come and train with them during the Christmas break once school ends, and then they will sign him in 2017.” Mees first caught the eye of
European football scouts at the Mundialto Cup in April this year, an annual youth tournament that features the likes of FC Barcelona, Real Madrid, AFC Ajax, Valencia CF, FC Porto, Sporting Lisbon and Mexican side Club America among many others. With Mees in goal, the Muscat Football Academy reached the quarter-finals of the silver division of the tournament. “When he was at the tournament, there was interest from quite a few European clubs,” recalls Mr. Eppink. “Fulham then saw him and they called him to London for a trial. Normally they would call him for one day and then another trial would be a few days later but because Mees did not live in England, they kept him on trial for many days together. >A3

US Navy and ROP hold evacuation exercise in Muscat Times News Service MUSCAT: United States Embassy in Muscat conducted a bilateral training exercise with the Royal Oman Police (ROP) and the U.S. Navy in the diplomatic enclave in Shatti Al Qurum on Wednesday. The land and maritime training exercise involved transporting volunteers from the U.S. Embassy to a U.S. Navy ship in the
coastal waters of Oman with the assistance of the ROP, and simulating a natural disaster response scenario. With free zones established in several places in the country, Oman is already half way down the road to industrial development, Nicolas Barakat, chief executive officer (CEO), OCTAL, and a panel member at Ithraa’s ‘Inside Story’ event stated. Speaking at the event, Barakat said current facilities in Oman are excellent for the development of a manufacturing industry. “When we started in 2005 in Salalah, we faced a lot of obstacles, including lack of basic necessities, such as roads and electricity. Today, we have everything that allows a healthy environment for industrial development, such as free zones.” According to another panellist, the opportunities available today are a lot more than the ones available at the time they started. “When we started several years ago, we could hardly find local companies to help in our initiative. It was all trial and error for us, but today the system is open,
and it is easier for companies to develop,” she noted. However, Shadya Al Ismaili, founder of Deema Oman, said Oman is still not entirely ready to take up manufacturing. “Due to the low quality of products available locally, we were forced to go outside. There is still a lack of availability of materials in Oman and human resources are still lagging in creativity. Recently, when we tried to find a designer for our products, all we could find were graphic designers, who belong to a very different field. That clearly showed a large gap in our expertise in specific areas.” According to OCTAL CEO Barakat, Oman needs to enter more Free Trade Agreements with different countries in the world. “Many of our products have done well in the American markets due to the signing of an FTA with the United States and most people in America save more by buying products that we make in Oman.” He also pointed out that the packaging industry is one of the most lucrative industries in the Sultanate at the moment. On the other hand, Al Ismaili
said people are looking to buy products that showcase a country’s heritage and culture, which can be a good way to proceed when thinking about manufacturing. Another aspect that was highlighted was the need for a commercial outlook in academics so that students during their time of study are able to develop a mindset for manufacturing products that can generate profit. A member of Riyada—the public authority for Small and Medium Enterprises (SMEs)—said currently SMEs are not venturing into manufacturing as they are supposed to. “Less than 20 per cent of the 23,000 SMEs registered with us are into manufacturing. Only through further dialogue with bigger industries can this be changed.” Ithraa had launched ‘Inside Stories’ initiative to hold discussions on the diversification of the Omani economy. This is the second in the series of four events planned. Each of them will have different panellists, who will share their experiences and opinions on diversifying the Omani economy.

“They were very impressed with him and wanted to sign him for the Under-11s in the academy for the current season, but we explained our situation to them and they were very understanding about it” Former Leicester City and Morocco national team goalkeeper Chuck Martini is currently the Head Coach for Muscat Football Academy, and gave current Fulham keeper Marcus Bettinelli his very first taste of football when he was manager of Godalming Town, a club that play in the seventh tier of English football. In Mees, Martini seems to have had a telling influence on yet another goalkeeping prodigy. “I’ve been a goalkeeper myself, so I knew there was something special in Mees when I saw him the first time,” explains Martini. “When I first started this academy, it was to give the talent here the platform to prove their skills and I am very happy to have given H E A LT H
that to Mees. Having tasted the fruits of Fulham’s academy firsthand, Martin knows he will flourish under current Fulham academy goalkeeping coach Victor, Marcus’ father. Mees’ ability to exhibit his talent even under pressure was something Martini discovered when he decided to throw him into the deep end, putting him in goal for the Under-14s at the prestigious Volkswagen Junior Masters Tournament, a prestigious global youth tournament. The Muscat Football Academy went all the way to the semis of the Oman leg of the tournament, with Mees winning Player of the Tournament for his antics in goal. “I always knew he had talent, but I wanted to see if he could perform under pressure in a real game, and he did that very well,” recalls Martini. “He was only nine at the time but he was playing with kids who were three or four years older to

The process could also help Omani hospitals being certified by reputable international agencies, thereby leaving no margin of error by healthcare professionals,” he noted.
Staff Reporter MUSCAT: More than 200 trees were planted at three schools in Muscat to help children realise the value of trees and environmental protection. More than 40 staff members of Abu Timam Grant Thornton took part in a CSR event where they went to three government schools in Muscat- Jaber bin Zaid in Wattayah, Darsait primary school for girls and Wattayah primary school, and planted trees with the children watching and sometimes helping out. Sayyid Mohammed Ahmed Al Busaidi, Deputy Wali of Muttrah, and Dr. Ali Humaid al Jahwari, Director general at the Ministry of Education (MOE) were guests at the tree plantation event. “In any football team there are only one or two goalkeepers and it is very easy to lose your place, so you need to work hard and be humble at all times, but Mees already knows all these things.” “He’s a good boy, and he’s got a good head on his shoulders,” adds Martini. “His parents are very nice people and they will make sure he stays in line.” Martini is hoping Mees’ success will inspire others to follow the same path, and one day hopes for Omani players to make names for themselves at clubs overseas. “Right now, in Oman, we don’t have the sort of system that will allow the youth to develop here. We need more academies, and a proper youth setup to ensure young players get the chance to play football in Oman. “If young players go overseas to academies and prove themselves there, it can only help Oman’s national team in the long run.”

US sent weapons to Kurdish fighters in Syria, says Erdogan ISTANBUL: Turkish President Tayyip Erdogan accused the United States of supplying more weapons to Kurdish fighters in northern Syria this week, saying Washington had delivered two plane loads of arms to what Ankara considers a terrorist group. Erdogan’s comments are likely to add to the tension between Turkey and the United States over Syria, where Washington backs the Kurdish YPG forces against IS. Turkey is part of the US-led coalition against IS but views the Syrian Kurdish YPG and its PYD political wing as an extension of
Kurdish militants who have waged a three-decade insurgency on its own soil. “If you think you can finish off Daesh (IS) with the YPG and PYD, you cannot, because they are terrorist groups too,” Erdogan said in comments in New York on Thursday that were broadcast on Turkish television. allies had spurned a plea from US Secretary of State John Kerry to halt flights to resurrect the ceasefire, which collapsed on Monday after a week. Recovering full control of the rebels’ last significant urban area would be the most important victory of the war so far for Assad, strengthening his control over Syria’s most populous and strategically important regions. In its late night announcement on Thursday, the Syrian military announced “the start of its operations in the eastern districts of Aleppo”. It warned residents to stay away from “the headquarters and positions of the armed terrorist gangs”. An army source said on Friday that the offensive would be “comprehensive”, with a ground assault following air and artillery bombardment. “With respect to the air or artillery strikes, they may continue for some time,” he said.
Several residents said explosions had struck with far greater force than anything that had hit the city in the past, making bigger craters and bringing entire buildings down. “I woke up to a powerful earthquake though I was in a place far away from where the missile landed,” said a rebel commander in a voice recording sent to Reuters. His group had “martyrs under the rubble” in three locations. The offensive coincides with international meetings on Syria in New York, ostensibly intended to revive the truce announced jointly by the United States and Russia on September 9. But the collapse of that ceasefire - the same fate as all previous efforts to halt a 5-1/2-year-old war that has killed hundreds of thousands of Syrians - appears to have already doomed the peace bid, probably the last chance for a settlement during Barack Obama’s
presidency. The Syrian government, strengthened by Russian air power and militias, has been tightening its grip on rebel-held districts of Aleppo this year, and this summer achieved a long-held goal of fully encircling the area. The government already controls the city’s western half, where fewer people have fled. Before the war, the city held nearly 3 million people and was Syria’s economic hub. Zebari accuses Maliki of orchestrating his removal ERBIL (IRAQ): Deposed Iraqi Finance Minister Hoshiyar Zebari on Thursday accused former prime minister Nuri Al Maliki of orchestrating his removal from office, publicly exposing rifts within an increasingly unstable government. Parliament dismissed Zebari, the top Kurdish official in the Baghdad government, on Wednesday after questioning him last month over alleged corruption and mishandling of public funds, which he denies. Zebari, who served for more than a decade as Iraq’s foreign minister including under Maliki, is a leader in the Kurdistan Democratic Party (KDP) and the uncle of the Kurdistan region’s President Massoud Barzani. He has recently led negotiations with international lenders to improve Iraq’s troubled public finances. “The side that is behind the questioning and withdrawal of confidence is the State of Law and its head Nuri Al-Maliki in collusion unfortunately with the speaker of parliament Saleem Al Jabouri,” Zebari told reporters at a hotel in the Kurdish capital Erbil. UN condemns air strikes in Yemeni city of Hodeidah SANAA: The United Nations has condemned air strikes by a coalition that killed 26 people in Western Yemen on Wednesday and said attacks on civilian facilities in the country have increased since July. Warplanes of the Saudi-led alliance launched missiles at a residential neighbourhood in the Red Sea port city of Hodeidah on Wednesday where Houthi leaders were staying, a resident and medics in the Houthi-controlled area told Reuters. The raid hit a house in a neighbourhood populated by workers. UN Secretary-General Ban Kimoon, in a statement condemning the attack, said dozens of people, including children and women, had been killed and injured. Wednesday’s raid, which the Arab alliance said it was investigating reports on, was the latest in a series of strikes that have hit schools, hospitals, markets and private homes. The tough negotiations by the MoD-IAF team extracted many concessions and discounts from the French before arriving at a price that is almost 750 million euros less than what was being quoted by the French side in January 2016. This was when the commercial negotiations gathered pace. The French side had quoted a price of 8.6 billion euros in January following which India refused to sign the contract. This forced both the countries to just sign an MoU in January, when French President Francois Hollande came, announcing their intention to sign an IGA. To bring down the cost, the Indian side asked French officials to calculate the deal on actual cost (Price as on today) plus European Inflation Indices. The Defence Ministry has capped the European Inflation Indices to maximum 3.5 per cent a year. In other words, if inflation Indices goes down, India will have to pay less. Even if it goes up India will not pay more than 3.5 per cent increase, sources said. After Dassault Aviation, makers of the Rafales, emerged as winners, the UPA government had agreed with French officials to calculate the price on the fixed cost formula that allowed the company to include additional price of 3.9 per cent inflation indices from day 1 of the deal. So, had the deal gone ahead, India would have ended up paying additional cost of inflation Indices (@3.9 per cent) which was already added at the initial negotiation itself. - PTI

SAARC security experts agree to help each other on terror NEW DELHI: Top security experts of South Asian Association for Regional Cooperation(SAARC) countries on Friday agreed to help each other in tackling suicide attacks, radicalisation of youths besides sharing intelligence on terror on real time. The agreement came at the second meeting of the High Level Group of Eminent Experts to strengthen the SAARC Anti-Terrorism Mechanism which was attended by intelligence chiefs of Nepal, Bhutan, Bangladesh, Sri Lanka, Afghanistan, the Maldives, besides India. Director General of Intelligence Bureau of Pakistan Aftab Sultan did not attend the meeting amidst the ongoing hostility between India and Pakistan over terror attack in Uri. Two junior officers posted in the Pakistani High Commission in India attended the meeting on behalf of Sultan. All member countries agreed to cooperate on capacity building by way of sharing their expertise on the subjects related to suicide terrorism, counter radicalisation, drugs trafficking and cyber security,” an official statement said. Other issues like corruption and money laundering were also brought up for discussions as they also contribute towards terror financing. Centre reviews security of airports, industrial units NEW DELHI/MUMBAI: The Centre on Friday reviewed the security of critical infrastructure, including airports and oil installations, in the wake of a breach at the Indira Gandhi International Airport here. Union Home Secretary Rajiv Mehrishi chaired the high-level meeting attended by top officials of the intelligence and security agencies, including Central Industrial Security Force, which guards the vital installations, official sources said. The Union Home Secretary has instructed the officials to strengthen the peripheral as well as internal security of all critical infrastructure and remain on high alert in view of the heightened threat perception to airports and industrial units. The meeting comes a day after a person breached the peripheral wall of the IGI airport here and entered the runway. A general alert has already been sounded by the Home Ministry in view of

Talking to PTI, Satish Mathur, Director General of Police, said, “Search operations by police is still on in Uran area. But, so far, nothing significant has been come across.” He said police had also submitted a confidential report on the search operations to the government. ISLAMABAD: The provinces of Sindh and Khyber-Pakhtunkhwa, which are run by two major opposition parties, have held back their support for the federal government’s three-year development package called Wazeere-Azam Qaumi Taraqiati Programme 2016-18, considering it a political move. According to officials, the provinces, especially Sindh and Khyber-Pakhtunkhwa, are unwilling to cooperate with the central government as they believe
the package is part of the election campaign aimed at winning over a large number of voters. Under the package, the government has eased criteria for providing electricity to the villages. The implementation of Prime Minister’s Sustainable Development Goals Programme or the Wazeer-e-Azam Qaumi Taraqiati Programme had been approved by the cabinet in its meeting on August 31, 2016. In the huddle, the cabinet was apprised that provincial govern-
ments had been invited to join the development programme and share their resources in order to achieve the sustainable development agenda. Funds The central government will equally provide funds for schemes under the package such as electricity, gas, natural resources and social sector projects. These will be launched after comprehensive policy guidelines are framed. However, following resistance
from the provinces, the cabinet in its meeting about a week later on September 9, chaired by Prime Minister Nawaz Sharif, emphasised that the development programme should not be politicised as it had no links with the parliamentarians and was purely a development package with clear focus on addressing basic needs of the common man. The cabinet members suggested that a mechanism may be established to encourage the reluctant provinces to become
part the programme. It was also suggested that solar power projects should be launched in Khyber-Pakhtunkhwa and Balochistan. It was decided that more deliberations should be held on implementing the programme to make it more effective. The federal government was of the view that the development package would not bear fruit without involvement and support of the provinces. Provincial departments may not fully cooperate in executing the schemes in the absence of active involvement of the provinces, it said. Under the plan, the provinces will have to bear recurring expenses of different schemes. Many of the proposed infrastructure projects are within the provincial domain and it will be appropriate to launch them in consultation with the provinces. The minimum financial outlay of individual schemes will be Rs2.5 million while projects costing more than Rs30 million will be sent for consideration of the prime minister. Only new schemes with no previous source of funding will be executed under the programme. At least 15 residents of an area or a civil society organisation will request for intervention in the identified sectors. The request will be sent to the commissioner of federal executing agency concerned for conducting a technical feasibility study and making cost estimates. - Express Tribune

CPEC to change Balochistan’s fate, says Iqbal ISLAMABAD: The government reiterated its stance on Gwadar, saying that the port city is the crown jewel of the China-Pakistan Economic Corridor (CPEC) initiative and all developments to facilitate the transit route will be inclusive and will benefit the people in the province. Minister for Planning, Development and Reform Ahsan Iqbal termed the development of Balochistan as the top priority of the government on Thursday, adding that the $46 billion CPEC would change the fate of the province. “Energy had been given preference in the projects being completed under the CPEC initiative,” he said, while addressing students and faculty members at Balochistan University of Engineering and Technology, Khuzdar. Out of $35 billion energy projects, Sindh province would get $11 billion while Balochistan would get energy projects worth $9 billion, he added. He said those who wanted to turn CPEC controversial were not in favour of progress and wellbeing of the people in Balochistan. The minister said Gwadar to Quetta and Gwadar to Khuzdar roads would be completed by December 2016, adding the underdeveloped areas of Balochistan would be connected with the country after completion of these highways. Government springs into action after Bahamas leaks ISLAMABAD: Breaking with its past practice of dilly-dallying on action against owners of offshore companies, the government on Thursday decided to serve tax notices on 144 Pakistani business executives named in a new trove of leaked documents. The fresh leak of offshore files, the Bahamas Leaks, turns the spotlight on the archipelago nation and more than 175,000 companies registered there since 1990. Pakistanis own 68 such companies in the Caribbean islands. The International Consortium of Investigative Journalists (ICIJ), which blew the lid off the use of international tax havens to hide wealth in a series of reports published earlier this year has posted a searchable database of companies tied to the world’s rich and powerful.
Finance Minister Ishaq Dar directed Federal Board of Revenue officials to “investigate” the matter and take “action” as per the “due process of law” against those individuals and companies named in the Bahamas Leaks, according to the finance ministry. The meeting took place within 24 hours of the publication of the Bahamas Leaks, which was a clear departure from the government’s earlier policy of not moving against those politicians and influential people whose names had appeared in the Panama leaks. The FBR has begun the process of sending tax notices under Section 176 of the Income Tax Ordinance-2001, FBR spokesman Dr Mohammad Iqbal said. same powers to send notices to people named in the Panama leaks. The Securities and Exchange Commission of Pakistan has identified 444 such people but so far sent notices to only 221 people. The businesses community is relatively weak than the political class. This probably is the reason the government has decided to serve notices on them within hours, PTI’s MNA Dr Arif Alvi, who has been a strong advocate of
action against people named in the Panama leaks, said. He said the government has done everything under the sun to protect people named in the Panama Papers and wield influence in the country. Questions, however, have been raised over the government’s decision to invoke Section 176. “The nature of tax notice does not fall under Section 176. The notices should have been served un-
der Section 111 or Section 122 (5) of the Income Tax Law,” said Syed Shabbar Zaidi, senior partner at a leading chartered accountancy firm. He said the scope of Section 176 was limited and deals with taxes imposed in Pakistan, adding that the information obtained through the notice is not limited to Pakistan. “No discrimination against anyone should be made and the probe (in the Bahamas case) be started immediately keeping in view all the legal formalities,” said the finance minister. The official handout noted that the finance minister has also given similar instructions to the Securities & Exchange Commission of Pakistan( SECP) and the State Bank. The SECP has recently identified 444 persons whose names appeared in the Panama Papers.
It has also excused from taking any action. “The investments as mentioned in the Panama Papers were made by the persons in their individual capacity and the same has not been routed through the company’s accounts,” according to the SECP. However, legal experts say the SECP’s stance that it cannot take any action against these people is not lawful. They said Section 101 of the Securities Act of 2015 binds every director to disclose his or her beneficial ownership and hiding such information would make them liable to punishment. Russian forces arrive in Pakistan for first-ever joint military exercise ISLAMABAD: Pakistan and Russia are due to hold their first ever military exercise this month, Pakistan’s military said on Friday, in another sign of shifting alliances in South Asia. During the Cold War, Pakistan spent a decade helping the United States funnel arms and fighters into neighbouring Afghanistan to help insurgent groups fight Soviet soldiers following their 1979 invasion of Afghanistan. At the time, the communist Soviet Union was closely aligned with India, while the United States was a staunch supporter of Pakistan. Pakistan’s top military spokesman, Lieutenant General Asim Bajwa, said a “contingent of Russian ground forces” arrived in Pakistan for a two-week exercise beginning on Saturday. Bomb kills 3 police officers in southern Thailand BANGKOK: Three Thai policemen were killed and two wounded on Friday in a bomb and gun attack in the southern province of Yala where separatists have been waging a simmering insurgency against the state. The attack came just over a month after a series of bombs in three of Thailand’s main tourist towns killed four people and wounding dozens and raised fears the insurgents were expanding their fight to tourist targets. Police were travelling in two pick-up trucks when the first vehicle was blown up by a road-side bomb, police Lieutenant Colonel Chamnan Bhutpakdee told Reuters. “The assailants detonated the bomb when the truck was passing over, instantly killing the three officers,” he said. Insurgents then opened fire on the second vehicle, wounding two officers, Chamnan said. One of them was in critical condition. Yala, along with Pattani and Narathiwat, are Muslim-majority provinces in mostly Buddhist Thailand’s deep south. Insurgency has plagued the ethnic Malay region for decades but it intensified in 2004. Since then, more than 6,500 people have been killed, according to the Deep South Watch monitoring group. CHARLOTTE (NORTH CAROLINA): The family of a black man slain by police in Charlotte, North Carolina, this week called for officials to release publicly video of the incident, disputing the police contention that it shows the shooting was justified. Keith Scott, a 43-year-old father of seven, was shot dead by a black police officer in the parking lot of an apartment complex in North Carolina’s largest city on Tuesday, sparking two nights of street violence. Thursday night’s protests were much more peaceful. Scott’s death was the latest in a long string of controversial police killings of black people by US police that have stirred an intense debate on race and justice. A United Nations working group on Friday compared the killings to the lynching of black people by white mobs in the 19th and 20th centuries. Protests There was little trouble during the third night of protests in the city of 810,000 people. Officials said three people were injured in rallies that authorities let stretch past a midnight curfew Mayor Jennifer Roberts imposed a day after Governor Pat McCrory declared a state of emergency. the murder of a protester who was shot during Wednesday night’s protest and died on Thursday, Charlotte-Mecklenberg Police Chief Kerr Putney told a press conference on Friday. Scott was the 214th black person killed by US police this year out of an overall total of 821, according to Mapping Police Violence, another group created out of the protest movement. There is no national-level government data on police shootings. The UN working group recommended the US create a reliable national system to track killings and excessive use of force by law enforcement officials, as well as ending the practice of racial profiling. Civil rights activists are calling for the release of videos showing Scott’s slaying. Putney said he
supported the release of the video at a later date and with the consent of the lead investigators. Scott’s family, who viewed the footage on Thursday and called for its release, said it does not show him acting in an aggressive manner towards police. “There’s nothing in that video that shows him acting aggressively, threatening or maybe dangerous,” said Justin Bamberg, one of the lawyers representing the family, said in an interview early on Friday. Police contend that Scott was holding a gun and ignored orders to drop it. Family members earlier asserted he had been carrying a book, and after seeing the video said in a statement that it was “impossible to discern” what, if anything, he had in his hands. TULSA, OKLAHOMA: A white Tulsa, Oklahoma police officer was booked on a first-degree manslaughter charge and released on $50,000 bond on Friday, online jail records showed, after shooting dead an unarmed black man whose car had broken down and blocked a road. Officer Betty Shelby, 42, was charged on Thursday for killing Terence Crutcher, 40, and faces at least four years in prison if she is convicted in the case that has stoked simmering anger among those who see racial bias in US policing. Crutcher died of a penetrating gunshot wound to the chest, Oklahoma medical examiners said, adding that a toxicology report has not yet been completed. Shelby is scheduled for an initial court appearance on September 30. Her attorney told local media she is receiving death threats. In two videos provided by Tulsa police on Monday, Crutcher can be seen with his hands in the air shortly before he was shot last Friday. — Reuters

Philippines seeks President Duterte visits to Japan, China next month MANILA: Diplomats in the Philippines are in talks with counterparts in Japan and China to arrange visits by President Rodrigo Duterte at the end of next month, officials in Manila said on Friday. Dates were still being worked out for the proposed trips by the outspoken leader, several officials said, remaining anonymous because they were not authorised to speak to media. A Japanese foreign ministry official confirmed plans were being made. China’s Foreign Ministry did not confirm the trip, but reiterated its invitation for Duterte to visit “at an early date”. The Philippines’ relations with Japan are warm but those with China have long been frosty over territorial wrangles in the South China Sea. Duterte has repeatedly said conflict was pointless and he wants to get along and do business with Beijing. The relationship with Japan is far less complicated and Tokyo has agreed to provide 10 coastguard vessels to Manila to support its maritime security efforts. Japan, a major investor across Southeast Asia, has been providing coastguard training and ships also to Vietnam, another country at odds with China over its maritime assertiveness. The proposed October visits would be among Duterte’s first as president in what has been a colourful, at times dramatic first three months in office. Lost Russina toddler survives three days in Siberian taiga alone MOSCOW: A Russian toddler who went missing in the Siberian taiga was found three days later, alive and healthy, Russian media and the emergencies ministry reported. Three-year-old Tserin disappeared from his home in a remote village in Tyva in southern Siberia last weekend. Left unattended, he had chased after his dogs, who led him into the taiga - a forest between the tundra and the steppes populated by wild animals ranging from bears and wolves to lynx and foxes. Three days of searches by more than 100 police and rescue work-
ers, sniffer dogs and a helicopter yielded no result. Eventually, the boy heard his uncle calling and replied. He was just a few kilometres from his house. ost craft ideas are geared to individuals, whether kids or adults. Sometimes you’d like to have a craft idea that works for a group of kids working together. Making a mural together is an idea that works for a group. By working together, you are creating something to decorate a shared area. Individual crafts can be displayed, but one unique item is often more effective than a group of items that are almost identical. In addition, sometimes kids’ crafts, like it or not, just become clutter when they are taken home, and it isn’t long before mom throws it out. This craft idea of making a group mural can be displayed for several weeks and will not become clutter in anyone’s home. The basic materials for a kids’ group mural is freezer paper. Freezer paper is about 18 inches wide, and it is very tough. One side is plastic coated. That is the side that is designed to be placed against the food. You will have better luck drawing on and glueing things onto the other side. Class or group murals can feature a number of different design elements. You can mix up some finger paint and let the children make hand prints (or even foot prints) on the paper. You can let them scour old cast-off magazines and colour catalogues for pictures they like and let them cut the pictures out and glue them on. They
can add scribbles, designs, signatures, slogans, or pictures using markers, crayons, or gel pens. They can attach stickers to the mural as well. This craft idea is very flexible. For making the mural, choose a topic that relates to the group in some way. If the group are girl scouts, for instance, and have been learning to camp, the mural can feature pictures of items related to camping. If you’ve been learning about dinosaurs, you can use them as a theme. If you want a really messy project that makes a cute mural for fall, mix up finger paint in fall colours. The children can each make a tree by first laying their forearm in brown paint. Then they lay their arm on the paper to make the trunk of the tree. They should spread out their fingers so their arm print has five short branches at the top. To make the leaves, the children make fingerprints all around the top of the tree using paints in other fall colours. If you add a few drops of
dishwashing detergent to finger paint when mixing it up, it will be easier to clean off the children’s arms. Do make sure they have old clothes or smocks for this craft idea. Little preschoolers will like making a mural with an animal theme. You should probably find and cut out animal magazine pictures to start with, and then let the children choose the ones they like for gluing down. Glue sticks are neat to use with small children. They will paste some of the pictures upside down. Expect it and do not scold them. It is the process that is important in this craft idea. The children can also use animal cookie cutters dipped in finger paint to stamp animals on the mural, too. You may need to tape the paper to the table so it doesn’t slide around while the children work. An elaborate form of this craft idea that adults often make is a quilt around a theme. Each person in the group creates a quilt square to represent some aspect of what the group stands for. These quilt squares can be coloured with fabric pens or crafted of patchwork or appliqué. Again, the craft idea is to build group solidarity and not to highlight one artist’s skills over another. When the quilt top is completed, it can be a group project to tie it or quilt it. It can be hung in a special central location or given to an appreciated leader or member.-Artipot

Just one race was possible as the wind struggled to reach 5 knots and Morgan Larson’s crew, sitting at the top of the overall 2016 leaderboard with a lead of five points, edged over the finish line in fourth place to open their Act 6 account. “The course has been set close to the shore which is designed to compromise the wind and make things tricky but today nothing really materialised,” said Pete Greenhalgh, mainsail trimmer and tactician. “We had a good start in that one race and were leading half way

Indian students score a win in Facebook privacy dispute NEW DELHI: Two Indian students scored a partial victory over Facebook in a closely watched legal battle over privacy, though they failed to get the internet giant to reverse policies they say threaten the rights of millions of users. WhatsApp revised its privacy policy last month to share data with owner Facebook and allow targeted ads and messages from businesses, laying the groundwork for the free messaging service to begin making money. Students Karmanya Singh Sareen and Shreya Sethi, 19 and 22 respectively, then filed a public-interest litigation (PIL) — akin to a class action — seeking to block those changes. They wanted a rollback of those updates, in a lawsuit that’s attracted attention as a test case for how legal authorities around the world may respond. Twitter receives analyst downgrade NEW YORK: Advertisers just aren’t that into Twitter. That’s the conclusion of RBC Capital Markets Analyst Mark Mahaney, who downgraded shares of the micro-blogging social media network to “underperform” and lowered his price target to $14, from $17. The move was based on a proprietary survey performed by RBC that found that, for the first time, more marketing departments plan to decrease their ad spending on Twitter than plan to increase it. The stock closed at $18.22 in New York on Thursday, 0.7 per cent higher on the day, but proceeded to tumble in the after-hours session as news of the downgrade hit the wires. As if Twitter’s underwhelming user growth weren’t enough cause for concern, RBC’s survey shows that marketing departments are increasingly unwilling to advertise on the platform; those that do feel they aren’t getting a lot of bang for their buck. Thirty per cent of respondents didn’t spend any money advertising on Twitter, up 5 percentage points from February. A net 3 per cent of respondents think their return on investment has improved on the platform, down from a balance of opinion of 8 percentage points. As such, it’s tough to see how the company commands much in the way of pricing power. “When ranked against its peers, Twitter ranked fifth of seven in terms of ROI to advertisers, behind Google, Facebook, YouTube and LinkedIn, but ahead of Yahoo and AOL,” the analyst wrote. We won’t post or share your WhatsApp number with others, including on Facebook, and we still won’t sell, share, or give your phone number to advertisers,” the company said. Safety and privacy But Singh, an engineering student, and Sethi said in their petition that the changes compromise the security, safety and privacy of data that belongs to users. They said the term “user consent” is meaningless in India as most aren’t equipped to comprehend the consequences of the policy changes. Hackers stole data from 500 million accounts in 2014: Yahoo NEW YORK: Yahoo said on Thursday that at least 500 million of its accounts were hacked in 2014 by what it believed was a state-sponsored actor, a theft that appeared to be the world’s biggest known cyber breach by far. Cyber thieves may have stolen names, email addresses, telephone numbers, dates of birth and encrypted passwords, the company said. But unprotected passwords, payment card data and bank account information did not appear to have been compromised, signaling that some of the most valuable user data was not taken. The attack on Yahoo was unprecedented in size, more than triple other large attacks on sites such as eBay Inc, and it comes to light at a difficult time for Yahoo.

Whether it is a material change will depend in large part on what kind of information was compromised,” Caponi said. Still, it is rare for mergers to fall apart over material changes. Verizon said in a statement it was made aware of the breach within the last two days and had limited information about the matter. “We will evaluate as the investigation continues through the lens of overall Verizon interests,” the company said. Rising attacks The Yahoo breach follows a rising number of other large-scale data attacks and could make it a watershed event that prompts government and businesses to put more effort into bolstering defenses, said Dan Kaminsky, a well-known internet security expert. Retailers and health insurers have been especially hard hit after high-profile breaches at Home Depot Inc, Target Corp, Anthem Inc and Premera Blue Cross. “Five hundred of the Fortune 500 have been hacked,” he said. “If anything has changed, it’s that these attacks are getting publicly disclosed.” Three US intelligence

CAIRO: Traders returned to Egypt’s wheat market after the nation eased import rules, signalling a boycott of the world’s top buyer is over. In a tender on Thursday, the state-run grain buyer bought four cargoes of Russian wheat from Aston and Al Wehda, according to two traders involved in the tender, who asked not to be identified because they’re not authorised to speak to the media. It also received offers from Olam International and Louis Dreyfus. It’s the first deal after a boycott caused three previous tenders to fail as traders declined from offering any wheat, balking at a zerotolerance policy for a common type of grain fungus known as ergot. Egypt cancelled the ergot ban on Wednesday, promising a return to international standards that allow cargoes with up to 0.05 per cent of the fungus. Egyptian officials have changed and then quickly reversed import standards for wheat twice this year, leaving traders sceptical about participating. The General Authority for Supply Commodities, or GASC, also delayed the tender by about three hours on Thursday as it revised the terms, said traders, who asked not to be identified because they’re not allowed to speak to media. Wheat premium Al Wehda sold 180,000 tonnes of Russian wheat at $187.11 a tonne, including freight, for shipment from October 21 to 31, according to the two traders. Aston sold 60,000 tonnes at $186.80 a tonne. That compares with prices of $167 a tonne for wheat for loading at Black Sea ports, according to data as of September 16 from the Institute for Agricultural Market Studies. The premium is a sign of the wariness among traders about doing business in Egypt after the country rejected several cargoes this year, including vessels from Romanian and Russia, because of ergot. RBI’s overhaul to Bank of England governor’s next move ease ties with state NEW DELHI: The biggest change in the Reserve Bank of India’s (RBI’s) eight-decade history promises to soothe what was often a fractious relationship between the central bank and government. Prime Minister Narendra Modi’s administration on Thursday announced three candidates to join an equal number of RBI representatives on a new monetary policy committee (MPC), paving the way for India’s first collective interest-rate decision. The move frees the governor from facing the brunt of criticism from the government, which has historically held contradictory demands of lower borrowing costs as well as a tight rein on inflation. Moreover, since the panel will be guided by an inflation target cemented into law last month, its technocrats in the financial hub of Mumbai will be empowered to
stand up to pressure from their bosses in the political capital New Delhi. The MPC’s first test could come as early as Oct. 4, when the central bank is scheduled to next review monetary policy. While October 4 would mark Patel’s first rate review as governor, his predecessor Raghuram Rajan — who together with Patel had spearheaded the RBI’s overhaul — was accused by members of Modi’s government of keeping borrowing costs too high. The criticism was despite battling some of Asia’s steepest price pressures. The MPC, however, could take a life of its own in the coming months. LONDON: Mark Carney has been taking the big decisions for Britain’s economy for the past three years, but his next one will be much more personal. The Canadian has said he intends to say before the end of this year whether he will stick to his original plan to step down as Bank of England governor in less than two years’ time, or extend his stay until 2021. Above all, he will have to decide whether he wants to stay for the task of steering Britain’s economy through what is likely to be a period of upheaval as it leaves the European Union and begins life outside the bloc. Some think that is the kind of job that Carney — who was hailed by the man who hired him, former British finance minister George Osborne, as the “outstanding central banker of his generation” — would relish. When his move from the Bank of Canada to the Bank of England (BoE) was announced in 2012, Caney said he was “going to where
the challenges are greatest” at a time when Britain was still suffering from the hangover of the global financial crisis. Richard Barwell, a former BoE economist, said the even bigger challenge of Brexit would appeal to Carney’s sense of ambition. “He wants to be in the spotlight and on the world stage,” Barwell, who now works at BNP Paribas, said. Even if he privately has doubts about staying, Carney might find it hard to leave London after five years, given the expected Brexit shock to the economy. “Walking away at time of crisis might not be seen as the done thing,” Barwell said. When Carney agreed to come to London, he secured an agreement from Osborne that he would run the BoE between 2013 and 2018, with an option to serve out a full eight-year term if he wanted to take it up. Carney, the father of four school-age children, said then that he had personal and professional reasons for staying for five years rather than eight. He quickly began an overhaul of

But in January, Carney left the door open to a longer term, saying he would decide by the end of this year whether he would seek to stay until 2021. minished prospects of a switch into politics for Carney in his native Canada, where Justin Trudeau had just been elected as the country’s new, young prime minister. Under the terms of his appointment, Carney can choose to serve out the full eight years without the approval of Britain’s new finance minister Philip Hammond who, in any case, has said spoken highly of the BoE’s smooth response to the Brexit shock and said Carney was doing “an excellent job.” Chris Philp, a Conservative lawmaker who sits on the Treasury Committee in parliament, which oversees the work of the BoE, said he wanted to see Carney stay until 2021. “He has done a good job at the Bank since his appointment, and the relatively smooth passage — so far — post-Brexit vote is in part attributable to him. Grab partners with driverless car firm SINGAPORE: Users of ridehailing firm Grab will be able to book driverless cars from Friday as it partners with a start-up testing the technology in Singapore, just days after rival Uber debuted its self-driving vehicles in the United States. The move comes as technology companies and automakers race to build autonomous vehicles and develop new business plans for what is expected to be a longterm makeover of personal transportation. Southeast Asia’s Grab said its app will allow a selected group of commuters to book and ride start-up nuTonomy’s driverless vehicles within a western Singapore district, where the vehicles are being tested, and adjacent neighbourhoods. A safety driver and support engineer will ride in each nuTonomy car, the two companies said in a statement. While Grab users will be able to request a “robocar” in advance from Friday, they will be only able to ride them from early next week. nuTonomy, which started a limited public trial of the first driverless taxi in August in Singapore, has said it hopes to have 100 taxis working commercially in the city-state by 2018. nuTonomy currently has two regulator-approved cars on the road, with four more on the way. Its CEO, Karl Iagnemma, said at a press conference on Friday he hopes to have a dozen by the end of the year. Countries around the world are encouraging the development
of autonomous technologies, and Singapore, with its limited land and workforce, is hoping driverless vehicles will encourage its residents to use more shared vehicles and public transport. Grab said its data showed drivers in Singapore are less likely to accept a passenger booking request originating from or destined for remote locations, highlighting the need for robo-cars that can meet transportation needs in far-flung areas. “Our view of self driving vehicles is it’s a supplementary solution to some of the issues that we are unable to solve with existing supply,” Lim Kell Jay, head of Grab Singapore, told reporters. If a trip requires travel on roads outside of Singapore’s one-north district, the safety driver will take control of the vehicle for that portion of the trip. The public trial will run for the next two months, and may be extended by the companies for as long as it continues to yield valuable feedback and data, they said. “There is no direct monetary funding (in nuTonomy),” a Grab representative said. “At this point, the partnership is focused on Singapore - though there may be other potential synergies between nuTonomy and Grab that we could decide to explore in the future.” News of the one-year partnership comes in the same week that Grab announced raising $750 million in a funding round that gives it more ammunition to take on Uber in southeast Asia. — Reuters

Huawei, the world’s third largest smartphone maker, joins rivals from Samsung Electronics and Apple in targeting one of the few markets still rapidly expanding as global demand stagnates. But intense competition between market leader Samsung and Chinese names such as Xiaomi and Lenovo Group has begun to depress margins. Grabbing a solid share of India however could further Huawei’s stated ambition of displacing Apple and Samsung to become the world’s top maker of phones. India, the world’s second-largest smartphone market, is on the cusp of a phone manufacturing
boom spurred by the government’s “Make in India” drive. Huawei joins a growing list of foreign names, from Xiaomi to Lenovo, now getting their phones put together in the country. For now however, that mainly consists of assembling semi-knocked-down phone kits rather than the endto-end manufacturing China’s known for. Chinese companies in particular have been keen to set up shop in India, as growth at home slows. Before Huawei, LeEco was the most recent to get in on the act, contracting a facility to assemble 60,000 phones a month, rising eventually to 200,000. IDC report More than two-thirds of the smartphones shipped in the first quarter of 2016 were assembled in India, said Jaipal Singh, a market analyst for client devices at researcher IDC. Vendors who are currently assembling phones are likely to start manufacturing components like batteries, chargers and data cables with tax incentives offered by the federal and regional
governments, IDC said in a report. Huawei has emerged in past years as China’s leader in high-end phones, eschewing the lower-end models that rivals like Oppo and Vivo favor. Founded in 1987 by former army engineer Ren Zhengfei, Huawei used its business of selling networking gear to bankroll its initial foray into premium phones. It’s among a crop of Chinese smartphone vendors now steadily draining market share from Samsung and Apple globally. The company’s devices unit grew sales 73 per cent to $20 billion last year, out of total revenue of about $61 billion. KUALA LUMPUR: At least three firms including Peugeot maker PSA have signalled interest in a deal with ailing Malaysian carmaker Proton, people familiar with the matter said, as the faded brand’s owner seeks to sell a stake in a company once seen as a symbol of the country’s drive to industrialise. The search by Malaysian conglomerate DRB-Hicom is the latest in a long series of efforts to find a partner to help revive Proton after years of profit being hit by sub-par cars, poor after-sales service and tough competition. The government gave Proton 1.5 billion ringgit ($365 million) in financial aid in April. A Paris-based spokesman for PSA said, “Peugeot confirms it is
responding to a request for proposals initiated by Proton and its shareholder.” The spokesman declined to comment on what PSA’s response would be, or the nature of the proposals requested by Proton. One person familiar with the matter said Proton sent partnership proposals to nearly 20 carmakers earlier this year. Japan’s Suzuki Motor Corp and French carmaker Renault SA are also responding to Proton’s request for proposals, people said. Suzuki and Renault officials declined to comment. While Proton’s fortunes have waned since its 1990s heyday, the potential attraction for foreign
partners would be access to its under-utilised manufacturing capacity: Proton has two manufacturing facilities in Malaysia that can make up to 400,000 cars annually, though it sold just 102,000 cars last year. Foreign firms could look to make their cars in Proton’s facilities to export around the economic growth hotspots of Southeast Asia, people familiar with the matter said. These people declined to be identified because the discussions around Proton’s future were confidential. DRB-Hicom has not ruled out selling a majority stake in Proton, the people said, and may also con-
sider selling British sports and racing car brand Lotus, owned by Proton. Proton and DRB-Hicom did not immediately respond to requests for comment. COPENHAGEN: The owner of the world’s largest container shipping line will stop ordering newly built vessels and instead pursue takeovers in an industry that has been plagued by overcapacity for almost a decade. A.P. Moeller-Maersk, whose Maersk Line unit has repeatedly broken the world records it has regularly set in mega container
ships developed with Asian ship yards, “is done with ordering new steel,” Chairman Michael Pram Rasmussen told Bloomberg at the the company’s Copenhagen headquarters. “If Maersk Line needs to grow, it doesn’t make sense to order new ships as there are already too many ships in the market,” Rasmussen said. “So if we want to grow, we need to do it through
acquisitions so that we don’t flood the market with more ships.” Maersk Line still has 27 ships in its order book, corresponding to about 12 per cent of its current fleet. The container industry’s combined order book represents about 17 per cent of the global fleet. As recently as 2015, Maersk Line placed orders with ship yards Daewoo Shipbuilding & Marine
Engineering Co., with Hyundai Heavy Industries Co. and with Cosco Shipyard Co. The ships are due for delivery in 2017 and 2018. The 11 vessels from Daewoo will carry 19,630 standard-sized containers and cost $1.8 billion each. he man in charge of turning India’s rivers into arteries for transport is pushing the government to force freight onto waterways. Prime Minister Narendra Modi’s administration should require 25 per cent of domestic cargo to be ferried on rivers and channels where feasible, Amitabh Verma, the chairman of Inland Waterways Authority of India, said in an interview. Congested highways account for the bulk of freight and struggle to cope with the demands of the fastest-growing major economy, he said. “You see the pressure on the roads and on the railways,” 57-year-old Verma said in his of-
fice near New Delhi. Transport across waterways could enable more cargo to be moved, he said. Verma said fully developing a network of more than 100 navigable channels would cost at least Rs800 billion ($12 billion). Finding the money is the key challenge. The goal of better using rivers such as the holy Ganges to transport everything from coal to cars is decades old, but they still move very few goods. Federal government outlays on waterways in the two fiscal years ending March 2017 amount to less than 1 per cent of Verma’s estimated bill. How India will bridge the gap is unclear. funding from bodies such as the World Bank, and plans to issue Rs10 billion of bonds by February. Other options — such as public-private partnerships, joint ventures with local governments, or tapping the money raised by a tax on fuel — haven’t progressed much. “Banks are reluctant to fund such projects as there is ambiguity about volumes handled, revenues per route and loan recovery,” said Anand Sharma, a director of shipping consultancy Mantrana Maritime Advisory in Mumbai. Proponents of river transport argue it’s more fuel efficient, environmentally friendly and costeffective than road or rail. Yet over half of India’s goods are shipped
by road, and volumes are rising. Inland water transport accounts for less than 1 percent, according to the authority. India’s objective is for 111 waterways spanning 20,276km (12,600 miles), according to the Ministry of Shipping. Three are operational, the July 21 government statement shows. The nation needs to dredge channels, build terminals and add barges — and then convince companies to use them. Power generator NTPC has transported coal on the Ganges, and Maruti Suzuki India this year shipped cars from the holy city of Varanasi in northern India to Kolkata on the east coast. Other businesses have yet to follow suit.
“We’ve had discussions with Inland Waterways Authority, though haven’t yet planned a trial,” said Jnaneswar Sen, senior vice president for sales and marketing at Honda Cars India in New Delhi. “Current river waterways capacity is extremely low.” Verma plans to put projects for six rivers up for tender by December. His goal is a network of functioning waterways by 2030. The obstacles to the target, though, are formidable. “We’re pushing a new sector at a time when the global economy is down, the national economy is slightly low and banks are stuck with non-performing assets — most of them in the infrastructure sector,” Verma said. — Bloomberg News
