Housemaids from Sri Lanka, Nepal, India, Bangladesh, Philippines and African countries can be hired from Sohar easily either on a two-year contract or over a shorter period - without embassies ever knowing. Under Omani law, all housemaid contracts in Oman must be registered with the government and the embassy of the housemaid.

“I have my own way to deal with embassies. You don’t have to go to embassies. We will take care of everything. You have to pay only OMR1,200 and feel free to choose one from the CVs here,” one agent in a Sohar office told our reporter. The agent produced the CVs of a few Indian housemaids from Andhra Pradesh, complete with their pictures, ages and other private details. >A6

MUSCAT: An abandoned newborn girl was found by the Royal Oman Police (ROP) near a park in Amerat on Monday morning.

“The patrolling unit found the baby at around 6:30am. She was covered in a blanket. The umbili-

cal cord was not even cut properly. The baby has been admitted to Khoula Hospital,” a police said.

The baby, believed to be just two days old, was wrapped in a towel and left on a gravel path.

Preparations for the second municipal councils elections in the various governorates are already being intensified.

Registration of new voters for the purpose began on June 12.

The elections are very important as they allow citizens to be involved in the municipal work and help develop their wilayats.

They also encourage voluntary work and responses to the needs of the citizens at the wilayat level. The councils’ term is four years, thus allowing youths and those interested in voluntary and municipal work to engage in more meaningful and extensive communication with the citizens in the various wilayats.

Red Bull Car Park Drift Oman qualifier to be held on Friday Times News Service MUSCAT: Oman’s motorsport enthusiasts and drift fans are gearing up for the Red Bull Car Park Drift local qualifier this weekend. The event will be held in association with the Oman Automobile Association at the premises, kicking off at 7pm on Friday, October 28.

Two preliminary rounds have already taken place, identifying the top 16 drifters from across the nation, who will battle it out for the prestigious drifting title and the opportunity to compete in the final set to take place in December.

Over several exhilarating rounds, the drifter’s car handling skills will be put to test as they compete at speed over winding and narrow tracks. Drifters must push themselves and their cars to the limits as they jostle to take home the coveted ‘King of Drift.’

The event provides the perfect opportunity for motorsports fans of all ages to enjoy a hands-on and sensory drift experience.

“Motorsports, particularly drifting, has seen a surge of popularity in Oman in recent years,” said Suleiman Al Rawahi, managing director of the Oman Automobile Association.

“Oman is home to some of the region’s top drifters, which is an immense source of pride for us.

We are excited to see the Red Bull Car Park Drift Qualifier this weekend, the biggest drifting competition in Oman.

“It is a wonderful experience for the public to see the best drifters from across the Sultanate battle it out. We were blown away by the positive feedback for the Oman Qualifiers in the past years; we can only imagine that the 2016 event will make its mark on motorsports history in the Sultanate.”

OMR38,000 retrieved in favour of labourers Times News Service MUSCAT: More than OMR38,000 has been awarded in favour of labourers by the Ministry of Manpower (MoM).

After receiving several complaints on labour disputes, MoM took action and retrieved over OMR38,000 for labourers, who have had their rights taken away by employers. Salim Said Al Badi, director general of Labour Welfare at the ministry said, “In an effort to resolve the complaints, the ministry was able to retrieve OMR38,000 for several Omani and expatriate employees during Sep-

tember.” Breaking down the total amount retrieved, OMR16,800 was returned for unfair dismissal followed by OMR8,400 for endof-service gratuity. Those who did not receive their rightful wage also received a total of OMR7,200 and finally for other miscellaneous complaints, the ministry gave back OMR5,600 to the employees.

Since the beginning of the year, the Labour wDispute Department had received 1,945 complaints, of which 1,067 were resolved, while the remaining 878 complaints were referred to the responsible court for failing to resolve it at the ministry.

A spokesman there declined to comment on the baby’s condition. An official from the Ministry of Social Development said the department is aware and monitoring the baby’s case, but cannot intervene until investigations from the Royal Oman Police and public prosecution are over. “We need to ensure that the baby is healthy and does not have any contagious diseases before we take her in. We would have to receive a call from the concerned authorities asking us to take the baby,” an official said.

The official declined to comment on the baby’s nationality and said they would only do so after investigations are completed.

Meanwhile, shop owners around the park in Amerat expressed shock over the news.

“It is a surprise to hear that such a thing has happened in our area,” Rafi Mohammed, a salesman in one of the shops in the area, said.

Yusuf Estes captivates audience The American Islamic scholar spoke on Islam and the West as well as the media’s portrayal of Muslims

khadija@timesofoman.com MUSCAT: Oman is one of only a handful of countries in the world that follows the true principals of Islam, respecting diversity, tolerance and hospitality, said Yusuf Estes, an American Islamic lecturer. Estes spent Tuesday night preaching Islam to an audience of more than 300 people. The lecture was extremely interactive and Sheikh Estes had audience members laughing and cheering in their seats.

The lectures are organised by the Diwan of Royal Courts and the Sultan Qaboos Higher Center for Culture and Science. The theme of the lecture was Islam and the West which included the media portrayal of Muslims.

The original venue was in the Sultan Qaboos Grand Mosque Auditorium, but with an occupancy of only 300 seats, the event was moved outside and mats were placed on the ground for more people to sit on.

The first two to three rows of both the male and female section were reserved for non-Muslims and were completely occupied.

The book merchandise was free to non-Muslims and included titles such as ‘Atheism’, ‘Jesus in the Quran’ and ‘The Quran and Modern Science.’

the event only took two weeks to plan. She added that Sheikh Yusuf had visited Oman nearly three years ago for another lecture.

Different angle “The reason we bring these international speakers is to expose people to a different angle of Islam.” Alzadjali said. “It allows them to understand the proper Islam, the peaceful Islam, far away from the terrorism and it also helps clear misconceptions from the media,” she added.

A second lecture will be held on the October 27 at the Oman Convention and Exhibition Center. The event will start at 8pm and the theme will be Islam: The Universal and Moderate Religion hosted by Sheikh Yusuf.

I can do it for you,” one agent added. He even said that women from Hyderabad are “not good” but those from Andhra “will work hard”.

Another agent in the same street said that housemaids can be arranged for six months or shorter period without processing any papers. Our reporter was told to simply pay OMR200 as a fee to the agent. “If you need a housemaid for a shorter period, there is no need for maudinya (visa clearance). We will arrange housemaids in Muscat. I will give the number of an agent in Muscat. Just talk to her and fix the salary,” the agent said.

Yet another agent in the same Sohar street said that he could supply Sri Lankan housemaids fast with no need to go through the embassy. “We need salary details, maudinyia and ID card. We can bring housemaids. You can choose which one you want. No need to go to embassy. We will do that,” the

agent said. For an inexperienced housemaid, the monthly salary would be OMR80, and for an experienced one it would range between OMR100 and OMR120, the agents said.

However, the standard salaries set for housemaids by sending countries are much higher than this and visa checks involving embassies, governments and host country foreign affairs office have to be carried out before anyone in Oman can legally recruit a housemaid. An official from the Sri Lankan embassy, while detailing the registration procedures to recruit housemaids from Lanka, said that the embassy’s involvement is must.

“Agencies can recruit housemaids but job order and other papers have to be attested by embassy here and employment bureau in Lanka. Without approval from all sides, a Lankan housemaid cannot be legally hired,” the official said.

“We have come across around 70 cases of housemaids brought into Oman illegally by agents this year. We were worried and sought

the help of Oman government.

They have taken necessary steps to prevent it and the numbers of housemaids coming illegally have come down,” the official added.

According to the official, earlier, housemaids could come to Oman on a visit visa and convert that into a job visa. “However, it was stopped. Now, housemaids come to neighbouring countries on visit visas and then they enter Oman. They don’t know that they are duped,” the official said, adding that officially, it will cost OMR1,500 to recruit a Lankan housemaid. The official added that recently, three such cases have come to light even after the strict measures taken by Oman government. “We are planning to make representations with Oman government authorities again,” the official added. A social worker in Sohar, on condition of anonymity, said that it is quite easy to hire a housemaid in Sohar without going through official norms. “Women are coming to UAE on visit visas and then they are brought to Oman most often illegally. “Send-

ing country governments should adopt strict measures to stop this,” the social worker, who had rescued 13 trapped women during the last few months, said. Recently, an Indian woman who came to Ajman in the United Arab Emirates (UAE) was forcefully brought to Oman to work as a housemaid.

The housemaid was rescued by a social worker from Sohar and moved to the embassy. She had endured sexual assault, beatings and had her passport and phone taken away from her before being kept prisoner by a trafficking gang.

The housemaid was duped by an Indian agent in Mumbai and sent to the UAE. Rafeek Ravuther, an Indian migrants rights activist, said that more than the host country, the sending country should adopt strict measures to avoid such tragedies. “Most often women are duped by home country agents. Immigration officials in the sending country should act more strictly. They should check everything in detail before allowing a woman to board a flight for an overseas job,” Rafeek added.

Iraqis world’s most generous to strangers LONDON: Although torn by war, Iraq is the world’s most generous country towards strangers in need, according to a new global index of charitable giving.

Eighty one per cent of Iraqis reported helping someone they didn’t know in the previous month, in a global poll commissioned by the Charities Aid Foundation (CAF). For the first time

since CAF began the poll in 2010, more than half of people in 140 countries surveyed said they had helped strangers - with many of the most generous found in countries hit hard by disaster and war.

Despite suffering instability and violence, Iraq has twice been ranked top in terms of helping strangers Libya, with its own internal conflict, was second on the

list this year and Somalia, embroiled in civil war for 25 years, fourth.

9,000 tonnes of sugar seized in Egypt raids CAIRO: Egypt has seized 9,000 tonnes of sugar in recent raids on factories and warehouses, the prime minister said on Monday, describing the move as necessary to deal with a shortage of the commodity.

Sugar has all but vanished from supermarkets, prompting media talk of a crisis and pushing the state to rapidly increase imports despite an acute dollar shortage and soaring global prices of the sweetener.

Egyptian authorities have raided sugar factories and distributors in recent days as they blamed traders and suppliers for hoarding and smuggling supplies.

Prime Minister Sherif Ismail told Egypt’s CBC channel in an interview that the raids have had a “positive impact” and sugar stocks were enough to cover the country for three months.

“There are some negative points that we are dealing with but they were a limited number of cases,” he said. “We can’t leave the market without supervision.... Monitoring is necessary.”

Edita Food Industries, Egypt’s maker of Twinkies, said on Monday its sweet factory in Beni Suef had been shut for three days after authorities seized its sugar.

Egypt consumes around 3 million tonnes of sugar annually but produces just over 2 million tonnes. The gap is filled by imports, usually between July and October when local beet and sugar cane supplies have wound down. — Reuters

LUCKNOW: Notwithstanding the deep divide in his family and party, Samajwadi Party (SP) chief Mulayam Singh Yadav on Tuesday sought to project an ‘all is well’ image even though he could not commit whether his brother Shivpal would be reinstated in the cabinet of son Akhilesh Yadav who had sacked him.

The “party and family are united”, he said here at a press conference where he was flanked by

Shivpal and three other sacked ministers but Chief Minister Akhilesh was conspicuous by his absence. While Mulayam addressed the press conference, a day after acrimonious scenes were witnessed at the party meet, supporters of Akhilesh and Shivpal held protests outside the SP office.

Seeking to assert his dominant role, Mulayam said SP had come to power in Uttar Pradesh in 2012 because of him only and still he had made Akhilesh the chief minister. He however, ruled out becoming the chief minister with Assembly elections barely few months away.

“My entire life is devoted for the welfare of the people and he will continue to work for them,” he added. Mulayam strongly defended party MP Amar Singh, who is being blamed by the Akhilesh faction for the problems in the family, asking “why to drag him in all this”?

Mehbooba calls for de-escalation of ‘alarming’ border situation SRINAGAR: Chairing a top security meet here, Jammu and Kashmir Chief Minister Mehbooba Mufti on Tuesday called for immediate de-escalation of the “alarming” situation along the borders to end miseries of people.

At the meeting of Unified Headquarters (UHQ), comprising top officials of the army, Border Security Force, Central Reserve Police Force, state police and intelligence agencies besides the civil administration, the chief minister was briefed about wide-ranging issues including the emerging security scenario in Indian-administered-Kashmir, situation along the borders and steps taken to address issues arising out of cross-border shelling.

“Ways and means shall have to be explored immediately to bring an end to the sufferings of the hapless people subjected to immense miseries over the past few months because of the continuous cross-border shelling and escalation of violence in the state and the region,” she said at the meeting.

She said the “hostile” and “alarming” situation along the borders and Line of Control (LoC) should keep reminding both India and Pakistan of the inevitability of sitting across the table to find a just and pragmatic solution of all the contentious issues. Mehbooba, who also condemned Tuesday’s terror attack on police training academy in Pakistan’s Quetta, said the vicious cycle of death and destruction confronting the region must end at the earliest.

“Whatever (be) the reasons for hardening of stances and attempts by the vested interests to subvert the peace process, there is, however, no substitute to the reconciliatory policy as was done in 2003,” she said. Serious efforts should be made at the political

and civil society levels to revive the peace and reconciliation process for the larger good of the people sandwiched in a gory situation, she said.

Condoling the death of a sixyear old boy in cross-border firing in R S Pura sector of Jammu on Monday, Mehbooba said, “My heart goes out to the families who lost their loved ones in the fresh violence, both along the borders and at the Police Academy in Quetta, in which they had no role to play.”

She said the senseless violence is the common enemy of the people in both India and Pakistan as the scourge of bloodshed has devoured their lives. She reiterated her government’s stand that only coordinated political effort at the highest levels in New Delhi and Islamabad will eliminate the menace of violence and usher the region into an era of peace and prosperity.

Making a fervent appeal for peace on the borders, Mehbooba said the cross-border shelling has seen a humanitarian crisis unfolding in the region with people fleeing their homes and scurrying for safety of their lives. “This disquieting scenario has to end to facilitate the people live peacefully in their homes and hearths,” she said while noting that people in Jammu and Kashmir have always been the worst sufferers in such hostile situations.

She recalled Prime Minister Narendra Modi’s recent statement wherein he called on Pakistan to jointly wage a war against poverty, unemployment, illiteracy and infant mortality.

Explosion in north Delhi leaves 1 dead NEW DELHI: A cracker blast killed one person and injured four others in north Delhi’s Naya Bazar area on Tuesday setting off panic among the people in the wake of high alert in the city, even as police ruled out any terror angle in it.

The explosion took place around 10.40am when Motalip Mirza, a labourer, was carrying two large packets of crackers. A CCTV footage of

the incident shows that the blast occurred as Mirza put the bags in front of a shop, Saraswati Traders in the Pattewali Gali, police said.

“The cracker blast took place due to high pressure and the huge quantity of crackers. Mirza died in the explosion while four others were injured,” said a senior police officer. Several specialised teams of Delhi Police, including foren-

sics, officers from the Special Cell and the SWAT teams, swooped down on the area after the blast to ascertain if there was any terror angle in it. However, on the basis of preliminary investigation they have ruled out any terror angle. Mirza was a resident of Murshidabad in West Bengal and was working as a labourer in Delhi for last 15-20 years. - PTI

QUETTA: Middle East-based IS on Tuesday said fighters loyal to their movement attacked a police training college in the southwestern Pakistani city of Quetta, in a raid that officials said killed 59 people and wounded more than 100.

Pakistani authorities have blamed another militant group, Lashkar-e-Jhangvi (LeJ), for the late-night siege, though the IS claim included photographs of three alleged attackers. Hundreds of trainees were stationed at the facility when masked gunmen stormed the college on the outskirts of Quetta late on Monday. Some cadets were taken hostage during the raid, which lasted nearly five hours. Most of the dead were cadets.

“Militants came directly into our barrack. They just barged in and started firing point-blank.

We started screaming and running around in the barrack,”

one police cadet who survived told media. Other cadets spoke of jumping out of windows and cowering under beds as masked gunmen hunted them down.

Video footage from inside one of the barracks showed blackened walls and rows of charred beds. IS’s Amaq news agency published the claim of responsibility, saying three IS fighters “used machine guns and grenades, then blew up their explosive vests in the crowd”.

Mir Sarfaraz Bugti, home minister of the province of Balochistan, whose capital is Quetta, said the gunmen attacked a dormitory in the training facility, while cadets rested and slept.

“Two attackers blew up themselves, while a third one was shot in the head by security men,” Bugti said.Earlier, officials had said there were five to six gunmen. A Reuters photographer at the scene said authorities carried out the body of a teenaged boy who they said was one of the attackers and had been shot dead by security forces. Prime Minister Nawaz Sharif and Army chief General Raheel Sharif both travelled to Quetta after the attack and participated in a special security meeting on Tuesday afternoon, the prime minister’s office said. One of the top military commanders in Balochistan, General Sher Afgun, told media that calls intercepted between the attackers and their handlers suggested they were from the militant group, LeJ. “We came to know from the communication intercepts that there were three militants who were getting instructions from Afghanistan,” Afgun told media, adding that the Al Alami faction of LeJ was behind the attack. - Reuters

Ex-banker’s torture video stuns jury in Hong Kong HONG KONG: Filming himself torturing and killing a young Indonesian woman, British investment banker Rurik Jutting veered between boasting, remorse and describing the pleasure he derived from brutalising the first of two victims.

Footage taken from four hours of recordings on Jutting’s mobile phone formed the core of the prosecution opening on the second day of a murder trial in Hong Kong that has grabbed global attention.

The 31-year-old Cambridge University graduate has admitted killing Sumarti Ningsih, a 23-year-old single mother, and another Indonesian woman, Seneng Mujiasih, in his luxury high-rise apartment two years ago. But he has pleaded not guilty to murder on grounds of “diminished responsibility”, while pleading guilty to the lesser crime of manslaughter. The four women and five men on the jury clenched their jaws and, at times, diverted their eyes as they endured an opening 20-minute segment of the torture of Ningsih. Tears welled up in the eyes of one middle aged male juror.

Appearing overweight and unshaven, Jutting appeared on camera, at times showing Ningsih’s body, and spoke with chilling calm in a series of monologues. While the video was not shown to the public in the courtroom, journalists covering the trial could hear the audio. “I just killed someone, first person I ever killed, I cut her throat in the bathroom...,” he said.

Jutting, who had held a high flying job at Bank of America in Hong Kong before his arrest, at one point filmed himself taking drugs as he explained how he tortured Ningsih. “I treated her as a non person, a object.”

Bespectacled and wearing pale blue shirt, Jutting was flanked by three policemen as he watched what he had done on a video recording a judge said had been found on his iPhone.

Jutting shut his eyes, sometimes covering his face with his hand rather than look at the screen in front of him.

Jutting used a belt, a pair of pliers and his fists to torture Ningsih over three days before eventually slitting her throat with a serrated-edged knife, according to the prosecution.

LONDON: Britain on Tuesday backed a $22 billion expansion of Heathrow Airport, ending 25 years of indecision and promising to boost global trade links following the vote to leave the European Union.

Heathrow, Europe’s busiest airport, defeated a proposal from smaller rival Gatwick and will secure the first new full-length runway to be built near London in 70 years after environmental and political protests scuppered

previous attempts. Prime Minister Theresa May, a former critic of Heathrow expansion, said she had opted for a plan that would boost the economy, create jobs and provide access to global markets.

But her decision put her on an immediate collision course with senior politicians, including Foreign Secretary Boris Johnson, who oppose the plan. “After decades of delay we are showing that we will take the big decisions when they’re the right decisions

for Britain,” May told London’s Evening Standard newspaper.

The decision to jump-start one of Europe’s biggest infrastructure projects is one of May’s most significant moves since she took office in July and follows her approval in September of a $24 billion nuclear power plant at Hinkley Point. By choosing to build a third runway at Heathrow, which will require rebuilding parts of the motorway circling the capital, May opted for the more expensive

and complex option over cheaper plans to extend an existing Heathrow runway or build a new one at Gatwick, south of London.

According to a three-year study

by Britain’s independent Airports Commission, a new runway at Heathrow would create 70,000 new jobs by 2050 and increase gross domestic product by between 0.65 and 0.75 per cent over the same period.

It will also enable Britain to keep pace with Europe’s biggest airports in Paris, Amsterdam and Frankfurt, which boast greater capacity, while Heathrow’s established links with emerging markets were seen to strengthen its case in the wake of Britain’s June vote to leave the EU. But within hours of the decision, politicians were lining up to denounce it.

Foreign Secretary Johnson said a third runway was “undeliverable” and “very likely to be stopped” while London Mayor Sadiq Khan said he would continue to oppose Heathrow’s expansion. Johnson, a former Mayor of London who

once proposed building a new airport to the east of the city, said he worried that a third runway would be followed by a clamour for a fourth. “You’d have New York, a city of beautiful skyscrapers, Paris the city of light, London the city of planes,” he told reporters. “Is that really what we want for our fantastic capital city?”

The 18-billion-pound project is now likely to face legal challenges and a final vote by lawmakers in a year’s time, meaning the runway can only open by 2025 at the earliest. Surveys show a majority of lawmakers will back the plan.

Adam Marshall, director general of the British Chambers of Commerce, said governments had prevaricated for too long.

“Put simply, it’s about time,” he said. “Businesses will now want assurances that the final approval process for Heathrow’s new runway will be smooth and swift, so that construction can begin as soon as possible.

Four killed on river ride at theme park SYDNEY: Four people were killed on Tuesday on a river rapids ride at Australia’s biggest theme park, police said, after a malfunction threw two of the victims off the seemingly innocuous ride and left the other two trapped inside.

The tragedy at the Thunder River Rapids Ride at Dreamworld on the Gold Coast, the main tourist district in Australia’s northeastern

state of Queensland, ranks among the world’s deadliest theme park accidents.

Malfunction “One of the rides sustained a malfunction, causing two people to be ejected from a ride, and the other two were caught inside,” Gavin Fuller, an official of Queensland Ambulance, told reporters.

The four dead ranged in age from their early 30s to their early 40s. It was not immediately clear if they were locals or tourists, police said.

“Dreamworld will remain closed tomorrow (on Wednesday) as a mark of respect for the victims and their families,” Ardent said in a statement, adding that it was working with emergency services to establish what had happened. — Reuters

France begins demolition of ‘Jungle’ migrant camp CALAIS (FRANCE): French workers began demolishing the “Jungle” shanty town in Calais on Tuesday, wielding sledgehammers to tear down makeshift dwellings as former residents migrants seeking entry to Britain - were moved out.

Police equipped with water canon stood guard as hundreds of migrants - some of whom have lived in the scrubland on the northern French coast for months or years - waited for busses to take them for resettlement across France.

“The migrants have known for a long time this was going to hap-

pen,” the Calais region’s prefect, Fabienne Buccio, told Reuters after arriving at the camp escorted by between 150 and 200 riot police. “We are making sure it is done properly. We define an area, and then we go in.”

A large fire blazed at one point, but then appeared to be brought under control, and there was no repeat of the minor skirmishes with security forces seen over the weekend. Officials said the operation was going peacefully.

Rethinking humanitarian aid in conflict-hit regions

I

n recent months, nongovernmental organisations and journalists have accused the United Nations of bias toward Syrian President Bashar Al Assad’s regime and failure to distribute humanitarian aid to rebel-controlled areas of Syria. To an extent, these criticisms are justified. The UN does work closely with the Syrian government, and humanitarian aid has not consistently reached areas outside of government control. But the detractors overlook an inherent contradiction in the UN’s responsibilities in countries facing civil war.

According to the UN Charter, one of the organisation’s purposes is to coordinate relief operations during and after disasters of a “humanitarian character” in which national authorities cannot cope on their own. The UN Office for the Coordination of Humanitarian Affairs has overall responsibility for the UN’s disaster-relief efforts, and its activities should be guided by the four principles of humanity, neutrality, impartiality and independence. It works with national governments, specialised UN agencies, and collaborating international and local NGOs. But the UN also has a mandate to respect its member states’ sovereignty, which means that it must acknowledge an internationally recognised regime’s authority over its territory and the people living there. This is not an issue when countries are ruled by governments that have exclusive jurisdiction over their territory and a genuine concern for their citizens’ welfare. But it becomes problematic when these conditions don’t exist, such as in civil wars.

When militant groups capture territory within a country, it gives rise to a situation that the sociologist Charles Tilly called dual or multiple sovereignty. The rebels, rather than the internationally recognised regime, become the de facto sovereigns of areas they control. This poses a challenge for the UN because of its twin mandates to deliver humanitarian aid impartially and to respect its member states’ sovereignty.The challenge becomes stark when an internationally recognised regime denies the UN permission to deliver humanitarian aid to opposition-controlled areas. From the regime’s perspective, the fear is that providing aid to these areas will sustain hostile communities, and could be perceived as acknowledging the rebels as de facto political leaders.

This civil-war scenario characterises Syria. The

Assad regime has lost control of vast swaths of territory within the Syrian Arab Republic’s nominal borders, and it has little concern for the welfare of communities living in rebel-controlled territory, as evidenced by the Syrian Army’s indiscriminate violence toward civilians in those areas.

And yet, despite the Assad regime’s contempt for humanitarian norms, the UN still must obtain its permission to operate in rebel-controlled areas. In fact, the UN’s Humanitarian Response Programme for Syria stipulates that “the Government of Syria bears the primary responsibility for protecting its citizens.”

In theory, the Syrian government allows humanitarian aid to be transported across the frontlines from areas it controls to rebel-controlled territory.

In practice, however, delivering aid has been extremely difficult, owing to ongoing fighting and bureaucratic obstacles put in place by the Syrian government. What’s more, the government does not permit cross-border aid: although this would be the most effective delivery method for rebel-controlled areas, it would subvert the government’s control of aid distribution and further undermine its own sovereignty claims. The UN has very little power to influence the Syrian government’s humanitarian-aid strategy, and if it openly defies the regime, it could lose permission to operate in the country at all.

Meanwhile, as the Syria crisis has worsened, pressure has mounted to improve humanitarianaid delivery in rebel-controlled areas, and the UN has pursued a number of options.For example, the UN has helped negotiate temporary ceasefires so that humanitarian-aid agencies can access besieged areas; UN agencies have quietly furnished local NGOs working in rebel-controlled areas with sorely needed supplies and technical advice; and the UN Security Council has passed resolutions to bypass the Syrian government and allow cross-border humanitarian-aid delivery.Accusations that the UN is biased toward the Assad regime are unfair, given the reality on the ground. The UN has no other option but to cooperate with the internationally recognised regime, regardless of how that regime treats the population in areas outside of online government control. - Project Syndicate

ith enchanting night cruises on the Bosphorus, exquisite palaces which once housed the great Sultans of the Ottoman dynasty, magnificent mosques offering peace and solace, timeless bazaars to lose yourself, fashion that can take over the world, scrumptious food you can crave for ever, and a culture which blends the east and the west, Istanbul offers visitors opportunities which they can’t let go.

It’s 9.30pm on a slightly breezy night in August and we are moving on the pitch black waters of the Bosphorus, which only reflects the moonlight and decorative bulbs from our cruise boat, but is our cruise boat the only one on this famous river? Certainly not, the pitch black river is well lit with reflections from tens of other cruise boats which are all out and about on this celebrated stream, teeming with tourists from all over who have come to explore one of the richest cultures of the world.

Istanbul has been my dream destination for years, however every time I planned to travel there, I failed. It was a love affair for all these years, without even physically visiting, and when I was finally able to make it, the

city turned out to be much better than what I had expected.

Istanbul, built on seven hills, is a magical place, and I am sure those who have visited, will agree with me. It’s got the best of both the worlds in terms of culture, tourist spots, heritage, and to top it all — food.

My visit to the gorgeous city was a media trip organised by Turkish Airlines for four days and things planned ahead. Seeing familiar names on the agenda like the Hagia Sophia, Sultan Ahmet Mosque, Bosphorus, and Taksim Square got me all excited but then there were places on this list I was not familiar with, such as Istiklal Street, Topkapi Palace, Dolmabahçe Palace, and a few others, which got me curious.

The adrenaline kicked in me when I left the Muscat International Airport by a Turkish Airlines night flight. Their comfortable business class seats got me drowsy in no time and although I tried to sleep, it was in vain.

It was perhaps the excitement of seeing the place I loved so much that kept me awake all through.

Most of the journey in the fivehours-ten minutes long flight was quite uneventful, except the breakfast, which was served in a truly 5-star manner. We landed at the popular Istanbul Atatürk Airport, and got out to a most

dazzling morning. The hotel we were booked in was called the Vialand Palace, my home for the next four days. Nestled on an elevation overlooking Alibeyköy Eyup in the city of Istanbul, the view from the hotel was truly enchanting, especially at night, when all the lights went on. Vialand Palace was a massive hotel spread over a large area with an open air shopping mall on its terrace and a large theme park called Vialand theme and amusement park, in its premises. The rooms too were really large and spacious, almost like a mini-suite.

Our first day highlight was the Dolmabahçe Palace, built in 19th century.

Overlooking the Bosphorus, it’s one of the most glamorous palaces in the world with a lot of the items inside plated in gold.

Its walls adorned rich tapestry and the palace also showcased gifts given by leaders from other countries to the Ottomans. The palace was the administrative centre of the late Ottoman Empire with the last of the Sultans residing there, including Mustafa Kemal Ataturk, the founder of modern Turkey.

That afternoon we had lunch at this plush restaurant called NişantaşıBaşköşe, which was started in 2002, and located in an upscale area of Istanbul. It was

hosted by Helen Holidays, one of the biggest and most popular tour operators in Turkey.

Across the street I saw stores of Karen Millen, Ted Baker, Juicy Couture, and Karl Lagerfeld, among others. Getting back to the food, there were some mouthwatering items on the menu — we had Pastırmalı Hummus, which is hummus topped with pastrami and virgin olive oil hummus, Yoğurtlupatlıcansilkme, roasted eggplant marinated with homemade yoghurt, virgin olive oil and green peppers, with shawarma platters, and kebabs accompanied with some deliciously soft Turkish flatbread. For dessert there were sweets made of pumpkin, which I totally loved.

After that sumptuous lunch, we went for a short stroll around the area on Maçkastreet, where I saw passersby flaunt some phenomenal fashion sense.

Most restaurants had outdoor seating areas which were full of diners, the sky was overcast, and the breezy wind made our walk even more pleasurable. Despite the scores of people there, time almost came to a standstill for me, it was beautiful. >A14 restaurants are found at every step. Some restaurants almost seemed hidden, but when the curtain was lifted, they turned out to be massive, ancient looking eateries with scores of people talking, laughing and dining.

By that evening we were taken on a ‘Turkish night’ cruise by the Pereme Tours company over the Bosphorus, perhaps one of my most memorable experiences in Istanbul, where we got to see some rich traditional performances from the times of the Ottoman empire, including the popular ‘whirling dervishes’.

My favourite part of the cruise was the fact that we passed the famous bridges over the Bosphorus, and got to look at them in all their glory — the Bosphorus Bridge, Fatih Sultan Mehmet Bridge, and the Yavuz Sultan Selim Bridge.

Over the next few days we cruised the Bosphorus river a couple of times, went to the Egyptian bazaar, which was originally a traditional marketplace for spices. However, in today’s times you would find many other items – including souvenirs, traditional sweets, handmade cosmetics, clothes, and you name it.

Our highlight for day two was the Sultan Ahmet Square, which housed the Sultan Ahmet or the Blue Mosque, the Hagia Sophia Museum, and the Topkapi Palace. Just a tip, if you are not used to walking, you need to prepare yourself for that, because there are many places in Istanbul where you can’t take a car.

I had heard a lot about the Sultan Ahmet Mosque and seeing the wonder before my eyes was a dream come true. A grand and imposing structure, with several domes and minarets that made me wonder about the time taken to capture those intricate details in its building.

We were told that Istanbul had over 3,000 mosques, and an amazing aspect that we were informed of was that the ‘call to prayer’ in the mosques was recited in a rhythmic style, depending on the time of the prayer. No wonder it sounded so beautiful and soothing to the ears.

Another highlight in the square was the Topkapi Palace, which had housed many of the premier Sultans of the Ottoman period.

At the inside you would see a true reflection of modern day Istanbul, which encapsulates two continents of Europe and Asia, likewise when you walk in the Hagia Sophia, you can see high on the walls, a picture of Mother Mary is placed between two large round plaques saying ‘Allah’ and ‘Mohammed’ in Arabic, referring to the Islamic God and his messenger, the Prophet Muhammad (Peace Be Upon Him).

After that nostalgic trip, we had dinner at the Raffles Istanbul, a super luxury hotel with a stunning view of the surrounding area.

The hotel complex also included a huge shopping area with some open space, where you could find some of the most expensive brands of the world, including an official Apple store.

I think a final highlight of our tour was the cruise trip to Prin-

cess Island, one of the most visited islands, especially flocked with Arab tourists. Being there was like getting a taste of a fishing or farming village with just a lot of tourists pouring in from everywhere. There I tried fresh ice cream in colourful cornetto cones. I also saw horse driven carriages, and small scooters which were abundant on the island.

I do have to mention that later that day we went to explore the theme park which was in the same premises as our hotel, and for the first time, I went on a roller coaster that ran at 110km/hr and also turned us upside down at one point, which is why I had my eyes closed all through.

Istanbul has a strong public transportation system with a metro, tram service, taxis, and buses, so you would never find it difficult to move around. There are tons of hotels including ultra luxury, luxury, standard, and budget hotels and accommodations which would suit just any pocket.

Towards the end of our fourday trip, it was hard to say goodbye to the city which has a special place in my heart - the Constantinople of the Byzantine era and Istanbul of the Ottomans, but then I had explored a lot of it and I will definitely go back whenever I can get some time off. Istanbul is a cultural delight, a foodie’s paradise, a traveller’s best respite and a storyteller’s ecstasy. It’s a place, the only in the world where two cultures converge, and two continents meet, offering visitors best of both the worlds.

A’Saffa Foods plans OMR45m expansion to double capacity Times News Service MUSCAT: A’Saffa Foods on Tuesday said that the company’s board has approved an expansion plan to raise chicken meat production capacity by 100 per cent. The total capital expenditure of the expansion will be OMR45 million.

“The expansion project will be implemented in two phases, each phase will be 50 per cent,” the company said in a disclosure statement posted on Muscat Securities Market website.

The expansion project will be financed through own resources and bank finance.

Meanwhile, A’Saffa Foods has achieved a fall in sales revenue at OMR22.97 million for the first nine months of 2016, against OMR24.27 million for the same period of last year.

“The decline in sales was mainly due to less opening stocks of finished goods on January 1, 2016 as compared to last year,” the company said.

A’Saffa Foods’ net profit after tax (consolidated) of OMR4.16 million has been achieved during nine months of year 2016 as compared to net profit of OMR4.81 million for the same period of year 2015.

The decline in net profit was due to reduction in feed subsidy. The feed subsidy for nine months of 2016 was OMR16,924 as compared to OMR615,547.

The earnings per share of the group stood at 35 baisas per share by end-September 2016, against 40 baisas per share for the same period of last year.

A’Saffa group’s cost of sales in the first nine months stood at OMR13.72 million.

Exploration work Cunningham said that his company has already carried out some exploration work at two locations and the plan is to covert those activities into commercial mining.

“We have a project where we

have done extensive exploration work, where we are making application for a mining licence.”

Also, high-level exploration work has been carried out in another location, where the company is planning to produce valueadded products.

However, the application is for exploration licence in the third location, which will be for producing gypsum, as the company plans to expand.

Besides, the company will conduct pre-evaluation and sampling studies in two or three locations to find out the best possible option with limited amount of capital investment.

Kunooz Oman’s current operations are well positioned to supply marble, gypsum, limestone to various countries as well as in Oman. As much as 60 per cent of the company’s revenue is from exports, while the remaining 40 per cent from domestic market.

Oman Investment Fund, a sovereign wealth fund, has acquired 20 per cent of shares in Kunooz in September this year.

MUSCAT: As many as 52 per cent of business leaders in the Gulf Cooperation Council (GCC) region said that they are likely to make sizable capital investment in the coming 12 months, according to a survey among chief executive officers.

Just under half of all respondents said they found gaining access to credit ‘easy or very easy,’ while significantly, 57 per cent estimated that government spending currently drives less than 40 per cent of business in their respective sectors, according to the GCC CEO survey conducted by Oxford Business Group (OBG) in association with Saudi Hollandi Bank among 196 business leaders on business confidence and short-term plans

for investment.

Andrew Jeffreys, OBG’s chief executive officer and editor-inchief, said the group’s first CEO survey represented yet another research milestone for the firm at a time when investors were giving more importance than ever before to accurate data, compiled at source using reliable methodology.

“While business leaders are increasingly keen to explore the openings that emerging markets offer, a lack of credible intelligence and information vacuums remain a concern,” he said.

US imposes anti-dumping duty on Al Jazeera Steel Products Times News Service MUSCAT: A final anti-dumping margin duty of 7.24 per cent from Oman for the export of circular welded steel pipes to the United States was issued by the United States Department of Commerce, according to Al Jazeera Steel Products.

Other countries which are affected by the anti-dumping duty include countries like Pakistan, the Philippines, the United Arab

Emirates and Vietnam.

“We have taken up this matter with International Trade Commission (ITC) for reconsidering the above rates and ITC’s is slated to make its final injury determinations during end November 2016,” Al Jazeera Steel Products said in a disclosure statement.

Al Jazeera Steel believes that the determined margin/duty will not have impact on the company’s revenue and profit.

Gulf banks feel the pinch of slowdown, crude oil fall DUBAI: Banks from Saudi Arabia to Dubai are feeling the pain of the Middle East’s slowdown. Many of the region’s largest banks missed analysts’ earnings estimates in the third quarter as lenders provisioned for higher bad loans and funding costs increased.

National Commercial Bank, Saudi Arabia’s largest lender, said profit fell 1.5 per cent to 1.96 billion riyals after impairment charges increased. Emirates NBD, the United Arab Emirates’ biggest bank, posted a profit of Dh1.66 billion, missing analyst estimates for earnings of 1.83 billion, after provisions increased at its Islamic unit.

The slump in crude prices has sparked a wave of budget cuts across the Gulf region, prompting economic growth to slow and liquidity problems for banks accustomed to relying on countries’ excess energy receipts for funding.

Government delays in paying contractors in Saudi Arabia and defaults among small and medium-sized enterprises in the UAE are contributing to rising provisions, while funding costs in Saudi Arabia are at a 7-year high.

Saudi’s $17.5b bond sale spurs Gulf borrowing to a record RIYADH: Gulf borrowers have raised a record amount in the public debt markets in 2016, and they are not finished yet.

Saudi Arabia’s $17.5 billion international bond sale, the largest ever from an emerging market, boosted the amount raised through loans and bonds in the six-nation Gulf Cooperation Council (GCC) to $151 billion, according to data, eclipsing the full-year record of $142 billion set in 2007. That’s before Equate Petrochemical’s planned sale of fiveand 10-year bonds this week, an offering that may raise as much as $3 billion, according to two people familiar with the deal.

A halving of oil prices since mid-2014 has hurt public finances across a region that produces about a fifth of the world’s oil, pushing Saudi Arabia, Qatar, Abu Dhabi, Oman and Bahrain to sell bonds to bridge budget shortfalls.

The surge in new sovereign debt means governments are poised to overtake financial institutions as the region’s biggest borrowers for the first time since 2009.

“As long as the oil price stays at current levels, I expect GCC sovereigns will continue to rely on the capital markets to meet budget deficits,” said Andy Cairns, the global head of debt origination and distribution at National

Bank of Abu Dhabi, the United Arab Emirates’ second-biggest bank by assets.

“Next year we’ll see a further increase in GCC bond issuance with growth coming not only from sovereigns but also more supply from regional corporates and financial institutions.”

Sales of bonds and sukuk in the GCC this year have more than tripled from the same period in 2015 to $66 billion, surpassing the full-year record of $43.6 billion in 2012, according to data.

African nations asked to cut deficit NAIROBI: African exporters of oil and commodities should remove subsidies and boost taxes to weather their slowest growth in more than two decades, the International Monetary Fund (IMF) said on Tuesday.

The Washington-based fund cut its 2016 growth forecast for SubSaharan Africa to 1.4 per cent, from 3 per cent in May, as economies from Nigeria to Zambia reel from the drop in commodity prices.

Abebe Selassie, the director of IMF’s African Department, said growth could start to recover next year to 3 per cent, but only if the battered economies carry out fiscal reforms.

“Should they fail to do that, vulnerabilities will heighten and the crisis of the weak economic performance we have seen so far will get even more difficult,” he said.

African economic growth was more than 5 per cent in the decade leading up to the commodity price drop, but it is now being dragged lower by 23 resource-dependent nations like Nigeria, South Africa and Angola.

“However, it is important to make sure that going forward, the medium-term consolidation path that the government has in mind is adhered to,” Selassie said.

The East African nation plans to partly plug a gaping budget deficit this fiscal year from international capital markets.

MUSCAT: Local selling in industrial stocks dropped the MSM30 Index by 0.16 per cent to close at 5,522.86 points. The MSM Sharia Index closed at 844.67 points, down by 0.46 per cent.

Galfar Engineering was the most active in terms of volume, while Oman Cables led in terms of turnover. Takaful Oman, up by 4.14 per cent, was the top gainer, while Oman Cables was the top loser, down by 6.23 per cent.

As many as 517 trades were executed on Tuesday, generating a turnover of OMR2.29 million with 9.46 million shares changing hands. Out of 38 traded securities, 8 advanced, 13 declined and 17 remained unchanged.

Omani investors remained net buyers to the tune of OMR274,000 followed by GCC and Arab investors at OMR21,000 while foreign investors, who continued to be net sellers, sold stocks amounting to OMR295,000.

Financial Index declined by 0.11 per cent to end at 7,188.87 points. Takaful Oman, Taageer Finance, Al Izz Islamic Bank and Oman United Insurance gained 4.14 per cent, 1.83 per cent, 1.61 per cent and 1.40 per cent, respectively. Muscat Finance, Gulf Investment Services, Al Anwar Holding, Al Batinah Investment Holding and HSBC Bank declined by 3.33 per cent, 2.70 per cent, 1.76 per cent, 1.12 per cent and 0.86 per cent, respectively.

Industrial Index lost 0.51 per cent to close at 7,099.14 points.

Galfar Engineering and Raysut

Cement advanced by 1.05 per cent and 0.33 per cent, respectively. Oman Cables and Voltamp Energy declined by 6.23 per cent and 0.89 per cent, respectively.

Services Index finished at 3,022.80 points, down by 0.18 per cent. OIFC and Oman Telecommunications Company increased by 1.67 per cent and 0.33 per cent, respectively. Oman Education & Training, Al Suwadi Power, Al Batinah Power, Port Services Corporation and OoredooOman declined by 3.05 per cent, 2.63 per cent, 1.05 per cent, 0.83 per cent and 0.61 per cent, respectively.

Franchise expo on October 30 Times News Service MUSCAT: The first franchise expo in Oman will be conducted between October 30 and 31 at the Crowne Plaza Hotel in Muscat.

Al Nimr Expo and Conferences along with its key supporters, Oman Chamber of Commerce and Industry and the Public Authority for SME Development (Riyada) is now set and staging the final details of Franchise Expo.

“We are excited on the inaugural of Oman Franchise Expo & Conference 2016 (OFEC) which will present a unique marketplace for Oman’s micro- small to medium entrepreneurs to explore various business prospects, gain knowledge and insights on the lat-

est development and opportunities in the franchising industry.”

“OFEC will also provide local and international exhibitors the opportunity to showcase their brands and related services in a professional organized event and meet face-to-face with potential franchisees, partners and industry professionals” said Salim Al Hashmi, chairman of Al Nimr Expo and Conferences.

He further said added that more 40 exhibitors from Canada, Italy, and countries in the Gulf region will participate in OFEC including more than 60 brands which will be represented by the World Franchise Associates (WFA).

In addition, the Oman Franchise Expo will also hold an edu-

cational seminar that will help aspiring entrepreneurs to understand further the franchising fundamentals and key strategies in choosing, maintaining and growing a franchise business.

ifteen years ago, a South African media company invested $34 million in an obscure Chinese Internet developer. Today that stake is worth $88 billion.

All Naspers Ltd., now Africa’s most valuable company, has to do is figure out how to make money from its other properties: The whole company is worth only $72 billion, less than its stake in Shenzhen-based Tencent Holdings Ltd. Investors are not impressed with Naspers’s operations in pay-TV, newspapers and e-commerce in such countries as South Africa, Russia and India.

To win them over, chief executive officer Bob Van Dijk has launched an aggressive push to sell some assets, invest in others and expand operations such as classified advertising into new markets. If it pays off, comparisons with Tencent could become more flattering.

The valuation gap is an “opportunity for long-term investors who have done their homework” on Naspers’s e-commerce components, said Ruan Stander, a money manager at Cape Townbased Allan Gray, which owns Naspers shares. “The headline accounting numbers can mislead you into thinking these businesses are failing,” yet they need a period of loss-making to establish themselves in the marketplace, he said.

Naspers said it would combine Ibibo, a travel business in India, with competitor MakeMyTrip Ltd. to boost their presence in the South Asian country. Last week, Naspers agreed to sell Allegro, a Polish online auction site, for $3.25 billion, saying the sale was “consistent with the group’s strategy to find and unlock value

for shareholders.” Shares rose after both announcements, bringing Naspers’s gains in Johannesburg this year to 7.1 percent.

The company also hired Citigroup Inc. managing director Fahd Beg as deputy chief investment officer, people familiar with the matter said, a move that boosts the company’s team of executives scouring the planet for the next Tencent-style success story.

To make more money from its operations, Naspers will have to overcome a threat to its satellite TV business from new competitors and e-commerce activities that lost $693 million in the last fiscal year. Companies such as classified-ad business OLX operate in 40 countries, yet only 10 are cash-generative, according to Bloomberg Intelligence media analyst Tal Smoller. Naspersowned Flipkart may be India’s biggest online shopping hub, yet the e-commerce market in that country is still nascent, she said.

“The key to Naspers doing more than merely tracking Tencent’s performance will be the extent to which they can successfully monetise these e-commerce assets,” said Sean Ashton, chief investment officer of Johannesburg-based Anchor Capital.

Naspers, which started out as a newspaper publisher in 1910 before expanding into TV in the 1990s, bought the Tencent stake under then-CEO Koos Bekker in 2001. Since then, Tencent has developed WeChat, an instant messaging app that has 805.7 million monthly active users.

Though Tencent accounts for half of Naspers’s revenue and almost all its earnings before interest, taxes, depreciation and amortization, the South African company does have some successful operations. Its pay-TV business, Multichoice, has close to 10 million subscribers in 49 sub-Saharan African countries and broadcasts international sports and hit dramas like “Game of Thrones” and “The Walking Dead.”

Dubai firm Naspers has stakes in about 45 technology and media companies around the world, including US online-learning provider Udemy and Souq.com, known as the Amazon.com of the Middle East.

is planning to sell a block of about 30 percent that would give the company a value of at least $1.2 billion, people with knowledge of the matter said last month.

“Our focus remains on delivering long-term value and sustainable profits,” Meloy Horn, Naspers head of investor relations, said in e-mailed comments. “We expect sustained good results and increased contributions from our fast growing e-commerce operations to rectify the discount” to Tencent.

But Multichoice faces new competition from entrants such as Econet, owned by Zimbabwean businessman Strive Masiyiwa. StarTimes, a fast-growing Chinese rival, has also enjoyed “rapid growth on the continent by targeting the mass market with bouquets for as little as $3,” Priscilla Tirvengadum, an analyst at Dataxis Africa, said in emailed comments.

Meanwhile, increasing availability of broadband has allowed Netflix to start in South Africa and Nigeria and given internet users the opportunity to access video over Google Inc. and Facebook Inc. Naspers payTV CEO Imtiaz Patel says that is a concern because they are unregulated.

The video-entertainment unit, which includes Multichoice, lost 288,000 subscribers in the 12 months through March, while trading profit declined by 17 percent. The poor performance of the video-entertainment business prompted S&P Global Ratings to revise to negative its outlook on Naspers’s BBB- rating, only one notch above junk status.

Patel says Naspers plans to broaden its appeal to those who don’t want to pay for premium packages. Last year, the company launched its answer to Netflix, an online video offering called Showmax. “Our 2016 year was a tough financial year, especially with African currency devaluations, but we have reviewed the business strategy, moved the English Premier League football to our lower priced Compact bouquet and did not implement any price increase for the year,’’ Patel said.

Yet, while Naspers grapples with pay-TV and e-commerce, Tencent goes from strength to strength. Net income soared 47 percent to a record 10.74 billion yuan ($1.6 billion) in the second quarter, as the company splashed out on mobile games and content - prompting user numbers to mushroom and online advertising revenue to jump 60 percent.

Available semi-autonomous features include the first Lincoln implementation of technology that may help avoid or lessen the severity of some frontal crashes: PreCollision Assist with Pedestrian Detection. If no corrective action is taken and the system detects a collision is imminent, the brakes are automatically applied. Available adaptive steering adjusts the ratio between a driver’s steering input and the steering angle of the front wheels. In traditional steering systems, this is a fixed steering ratio. With this new solution, the steering ratio continually changes with vehicle speed, optimising steering response in all situations.

Standard electric power-assisted steering adjusts steering feel by matching the driver’s requested Lincoln Drive Control mode. At lower speeds, EPAS provides additional boost for effortless manoeuvrability. At higher speeds, EPAS increases steering effort and feedback, giving the driver a more precise steering feel. The new Auto Hold feature relieves the driver

from having to press the brake pedal continuously to keep the vehicle stationary in traffic. Auto Hold releases the brakes when the accelerator pedal is pressed.

Available Lincoln Drive Control, a suite of ride-enhancing technologies that customise the driving experience and optimise performance, orchestrates available continuously controlled damping, electric power-assisted steering and active noise control. Drivers can select among normal, sport and comfort modes. Available to seamlessly assist the driver are: Adaptive cruise control uses sensors to detect when traffic in front of the vehicle slows. The vehicle automatically slows down, and resumes cruising speed when the sensors detect traffic has cleared; lane-keeping system includes lanekeeping alert and lane-keeping aid.

Additionally, the available hands-free power liftgate can be opened by moving your foot under the rear bumper when you have the access key. The liftgate can be closed the same way or by pushing a button, and the height can be adjusted. The available features

and technologies have been orchestrated to provide a seamless experience. The front camera, for example, sits behind the Lincoln Star badge. When in drive, park or neutral and the button is pushed, the Lincoln Star badge moves out about one inch and tilts up to deploy the available front camera.

The 12-sensor ultrasonic system enables the full range of available parking-assist features: front rear side sensing, perpendicular and parallel parking and park out. The available full-LED front headlamps are subtly executed as blades, rather than projectors, aligned with the horizontal execution of the Lincoln split-wing grille. The push-button gear shift enables true flow through from the instrument to the centre console.

Bank Sohar conducts Al Mumayaz monthly draw MUSCAT: Bank Sohar, as part of its formal opening ceremony of its new Musannah branch held under the auspices of Hamoud Hamed Al Wahshi, wali of Al Mussanah, conducted its eighth Al Mumayaz Savings Scheme 2016 Monthly Draw for the month of September.

In order to promote the new additional services, Kuwait Airways has announced ‘Pay Less, Carry More’ offers with fares slashed up to 50% to select destinations beyond Kuwait.

MUSCAT: The initiative introduced at last season’s NBO Golf Classic Grand Final with the Omani Challenge, in which Omani amateurs competed in their own championship during the season-ending climax to the European Challenge Tour at Almouj Golf, has taken a giant step forward this year.

In 2015 just six Omani amateurs took part in the event but this year 37 golfers have already confirmed their entries in to play the NBO Omani Amateur Strokeplay Championship supported by Oman Golf Committee, which is open to all Omani amateur golfers with a registered handicap.

The opening round will be played on November 3 at Ras Al Hamra Golf Club with the top 12 players qualifying to play in the Final at Almouj Golf, Muscat on November 4, following the third round of the NBO Golf Classic Grand Final. Registration at Ras Al Hamra is at 15:30, Shotgun start (18 holes) is at 16:00; presentation at 20:30.
