HM issues five Royal Decrees MUSCAT: His Majesty Sultan Qaboos bin Said on Tuesday issued five Royal Decrees as follows: Royal Decree No. 40/2015 promulgates Law on Regulating the Obligations of Personnel of all State Establishments and Members of Appointed and Elected Councils. Article (1) states that the provisions of this law shall apply to every person who is working or was working for any State Establishment or private establishments or associations/ societies dealing with the public interest or any other party wherein the state or any state establishment contributes to the capital or financial resources in any form. The provisions of this law also apply to any person who is a member or was a member in appointed or elected councils or the boards of directors of establishments, associations/societies or the parties cited in the above-mentioned clause. Article (2) says that, without prejudice to the obligations imposed by any laws and Royal Decrees, the persons addressed by the provisions of this law are prohibited from the following: >A6 HM sends greetings, condolences >A8

Oil, gas unions warn of strike over job cuts REJIMON K

reji@timesofoman.com MUSCAT: Oil and gas sector unions have decided to go on strike after three weeks if their demands are not met within this period, Oman’s oil and gas sector union chairman said. “Most probably the strike will be for one-day or an indefinite one if our demands are not met,” Saud Salmi, the chairman of oil and gas sector unions, told Times of Oman, after the six-hour-long emergency meeting convened to discuss retrenchment of Omani workers in the sector. The meeting was convened as the oil and gas sector unions had to deal with at least 1,000 cases of dismissals since the end of 2014. “Our main demand is that the government should intervene to stop laying off of workers in the sector. Moreover, the laid off workers should be taken back or have to be given jobs in other sector,” Saud said.

In addition to this, the trade unions have also called for the abolishing of the rules for stopping them from holding strikes in the sector. “We also need amendments to the labour law which will ensure better social security measures and guarantee of work,” Saud added. “Around 200 workers are sitting at home without job after being dismissed and we heard that 300 more will be terminated next month,” Saud said. Out of the 25 unions in the sector, 21 attended the meeting. From 2010 to mid-2014, global oil prices were fairly stable, hovering at around $110 a barrel. However, since June, prices have more than halved. According to the Ministry’s data, Oman has posted a budget deficit of OMR2.68 billion ($6.97 billion) during the first eight months of this year, compared with a OMR205.7 million surplus reported a year ago because of lower oil export prices.

Omanisation levels in the construction industry are low, but a new initiative is aiming to change that situation

tariqh@timesofoman.com MUSCAT: Oman is used to seeing thousands of expatriates building its roads, offices and homes but those numbers may reduce under a new plan aimed at attracting and employing more Omani labourers. The Oman Society of Contractors (OSC) has proposed setting up of a new company which would serve as a hub to train and lease multi-skilled Omani manpower to construction companies. A proposal sent to the Ministry of Manpower (MoM) by the OSC to create this new company, tasked with training and supplying Omani manpower in the construction sector, has been welcomed by the ministry and is being looked into.

Don’t worry, another company will be hired by the Ministry of Transport and Communications for handling ground operations and to improve passengers experience at the Muscat Airport. Disclosing the investment opportunities in general aviation services, Hanan Al Rabbi, general director, Planning and Studies, Ministry of Transport and Communications, said the ministry intends to float a tender for a second ground handling company at the airport in November. “We will also appoint a ground handling company for regional airports, including Salalah in March 2016; for cargo handling services

The construction sector is fighting a losing battle in trying to achieve the required level of 30 per cent Omanisation since Omanis prefer to take up jobs elsewhere rather than in the construction sector, an industry not seen as attractive for young Omani job seekers, largely due to the environment and the nature of the job. Ali Shaaban, general manager of Towell Group, and Shahswar Al Balushi, CEO of OSC, came up with this solution of creating a company to motivate young Omanis to take up these jobs. They

have proposed “Construction Omanisation Company (COC)” as the name for the new entity. “A private company will be established to supply Omani labourers. The company will train individuals and make them available for the contractors and establishments in the construction sector,” Al Balushi said. Similar to security and safety companies, the COC will be responsible for recruiting all Omanis willing to work in the construction field, and train, develop and send them to various construction companies. Speaking to the Times of Oman, a ministry official said they received the proposal recently and were studying it. “The suggestion has been put forward for further approval of senior officials at the MoM,” said an official from the Ministry of Manpower. Current Issues The private and government sector companies are facing a challenge when it comes to the construction sector. At the same time, job seekers in this sector are also facing certain issues. Private sector companies have to deal with high turnovers, high performance costs and availability of resources without being able to utilize them. They also have to deal with complications that arise due to government rules and regulations. >A8

MUSCAT: Oman will continue to invest in strengthening and diversifying its economy despite pressure on its state finances from low oil prices, Hamood Sangour Al Zadjali, Central Bank of Oman’s (CB)) Executive President has told a Reuters summit. Cheap oil has affected the government’s revenues, pushing it to post a budget deficit of OMR2.68 billion in the first eight months of this year, swinging from an OMR205.7 million surplus a year earlier. But Hamood Sangour Al Zadjali told the Reuters Middle East Investment Summit that Oman would continue to expand its industrial base and create jobs. “In the milieu of lower oil prices, the key goal before the government and the CBO (central bank) is to strengthen the growth process and give a fillip to the diver-

sification process,” said Al Zadjali at the Reuters summit. “Our previous experiences suggest that the resilience and inner strength of the Omani economy will tide over lower oil prices and sustain its growth process.” Economists and business executives believe that to save money, the government may be on the verge of cutting petrol, natural gas and electricity price subsidies which the International Monetary Fund estimates cost over $7 billion annually. It has also been considering tax increases. “The government is working hard to reduce expenditure and increase revenues through various means. They have directed the ministries to cap their expenditure at a certain level, or to cut the expenditures by a certain percentage,” Al Zadjali said. >A7
