Times Reporting team MUSCAT: Employers in Oman are asking expatriates for up to OMR2,000 for No Objection Certificates, it has been claimed, even as industry leaders denounced the practice. Without an NOC, expatriate employees cannot leave their jobs to join a different company in the Sultanate, even if they have com-

pleted their contract. The Times of Oman had reported on Wednesday how some companies or sponsors were reportedly attempting to charge their expatriate employees for the vital document, even as officials spoke out against such a practice. In the wake of that story, more employees have come forward via social media claiming their bosses asked for OMR250, OMR600,

OMR750, OMR1,000 and even OMR2,000 for NOCs. However, the Ministry of Manpower said it had no comment to make on the matter as it had received no complaints, but an official said they would investigate the claims made and take appropriate action. One-year jail term for running over man

A national was sentenced to one year in jail by Nizwa Primary Court on Wednesday for running over another national and fleeing the scene in the wilayat of Nizwa last September. The court also ordered him to pay a fine of OMR150. The court asked the ROP to revoke the driving licence of the accused for a period of two months. >A3

fahadnews@timesofoman.com MUSCAT: New small and medium enterprises (SMEs) will be exempted from Omanisation for two years while existing ones can plan replacing their expats with nationals over the next four years, said Dr. Ali bin Mas’oud Al Sunaidi, Minister of Commerce and Industry and Chairman of the Main Committee of the Symposium, while delivering the closing statement at a symposium in Muscat on Wednesday. Around 135,000 SMEs are likely to benefit from this decision, said a statement carried on the Oman News Agency (ONA). To support the Omanisation percentage in SMEs, the panel decided to include national parttimers in the calculations. Speaking to Times of Oman, an official of Global Financial Securities said the decision is a ‘good’ one as it would help SMEs to settle down over two years without having to be concerned about hiring employees. The two-year reprieve will help them cover the pre-establishment costs, he explained. He also noted that the government’s regulations regarding the SMEs should be ‘flexible’ to help them perform better and develop. An Omani businessman, who wished to remain anonymous, said that exempting SMEs from the Omanisation target requirement for two years is a ‘good idea’ but is contradictory to the decision to reduce the number of expatriates working in the private sector from the current level of 39 per cent to 33 per cent. >A6

Oman government is planning to establish a mega red meat project as part of a large scheme to achieve self-sufficiency in meat production. The proposed company, which will be promoted by Oman Food Investment Holding, plans to import sheep and cows from Tanzania and Sudan and set up slaughtering houses. >B1

discretion of the employer. An employee cannot approach the court if he is denied the NOC. Only if the company has not provided the benefits mentioned in the job contract, can an employee approach the court. In the present circumstances, the employee can also ask for an NOC but it is up to the courts to take a call on that,” said a legal advisor in Muscat. Even if expatriate workers have completed their two-year contract, they must obtain an NOC to switch employers. This can be

made easier if workers agree to leave the country, even for a short duration, before returning to join their new employer, as this will protect the current employer’s quota of expatriate clearances. However, without an NOC the employee has to leave the Sultanate and cannot return for two years. One industrialist said that money should not change hands while issuing an NOC. “NOCs are provided on the basis of mutual understanding between the employer and employee. If there are some differences between them, employer will not be willing to provide an NOC and moreover, the employee will also not be expecting one. The issue of money should not come up,” said Anwar Al Balushi, chairman of Anvwar Asian Investment. >A2
