Pact signed to issue expat labour permits in five days Times News Service MUSCAT: A Memorandum of Understanding (MoU) was signed by the Special Economic Zone Authority of Duqm (SEZAD) with the Ministry of Manpower to issue permits for expat labour force expeditiously not exceeding five working days from the date of application as prescribed by the Royal Decree No. 79/2013. The MoU was signed on Monday by SEZAD Chairman Yahya bin Said bin Abdullah Al Jabri and Minister of Manpower Sheikh Abdullah bin Nasser Al Bakri. Under the MoU, the parties have agreed to issue regulations governing the licencing procedures of foreign labour recruitment for the establishments operating in the zone by the Department of Manpower. The SEZAD board will make a decision on this regulation in co-ordination with the ministry. The MoU stipulates that SEZAD will notify the ministry on decisions it issues regarding foreign labour recruitment fees and Omanisation percentage so that the ministry can consider the same upon performing its terms of reference. SEZAD should receive the licencing applications for recruitment of foreign labour by the projects registered in the zone commercial register according to the approved forms for this purpose. The SEZAD will verify that the applications fulfil all the criteria and deliver a receipt to an applicant. It will forward the application the same day to the department with its recommendation. The MoU also states that the SEZAD will set a maximum limit to the number of projects licenced
to carry on activity of procuring the foreign workforce in the zone, and will review this periodically in the light of the zone development and the growth of economic activities there. It stipulates that the SEZAD shall inform the Ministry of Manpower in case any of the establishments in the zone commercial register desire to move to the customs territory so that the ministry can apply the same conditions, fees, regulations, and laws applicable to all private sector enterprises without exception. Yahya Al Jabri, SEZAD chairman, underlined the importance of MoU with regard to the cooperation between the two sides in the areas of labour force in the zone for overcoming the challenges facing the projects there. Sheikh Abdullah Al Bakri affirmed that the Ministry of Manpower supports SEZAD in its quest to provide the best services to investors, stressing the importance of the MoU in overcoming the challenges faced by the investors. According to the MoU, the SEZAD will notify the department once the projects end as well as companies which ended their work in the zone.

Instead of reviewing Omanisation process in sales and marketing sector, a comprehensive study should be done in all the sectors taking into account the ground realities, said a number of voices including a parliamentarian, a manpower official, a commerce chamber official, trade union representative and businessmen.
“I personally disagree with government’s decision to conduct sector-wise studies. Government should go for a comprehensive study. We know the total number of expatriates and the number of Omanis looking for jobs. We should have a clear strategy,” Tawfiq Al Lawati, a Majlis Al Shura member, told Times of Oman. “What we are doing now is just adjustments. It is not the right way. We should chalk out a plan for the next five years to carry out Omanisation. Where and what kind of jobs should be identified segment-wise, job-wise and level-wise,” Tawfiq said. >A6
MUSCAT: A 22-year-old Omani woman and her two-monthold daughter died in a fire which engulfed their house in South Mabelah, police officials said. “The fire broke out in the kitchen while the mother and child were sleeping. On waking up, they tried to escape, but could not come out of the house. The woman then took the child and hid in the washroom. However, they were trapped there and suffocated to death,” police sources told the Times of Oman. “It was the neighbours who informed the police. A probe is on,” added the police officials.
