Officials on alert as cyclone heads towards Oman MUSCAT: Rescue personnel are gearing up as weather forecasters have predicted torrential rains in parts of the Sultanate starting tomorrow evening (Saturday) due to the impending tropical cyclone Chapala. Rescue personnel and ambulances belonging to the Public Authority for Civil Defence (PACDA) and Ambulances have already been sent to Salalah, PACDA revealed in a tweet. The Sultan’s Armed Forces and Royal Oman Police have also deployed personnel, equipment

and machinery in the wake of the cyclone prediction, it has been stated. Meanwhile, an official at the Salalah port said that the port authorities are also on alert. On alert “We are following the standard procedures when an alert for adverse weather conditions is issued. We have already given shelter to the dhows, passing by the Salalah coast in view of the impending adverse weather conditions. Moreover, we are on alert to avoid any damage if the water level rises”, the port official said. >A2

Refrain from accident rumours, warns ROP Times News Service MUSCAT: Don’t spread rumours about road accidents on social media, the Royal Oman Police (ROP) has requested people. When accidents take place, bystanders usually record videos or take pictures of the accident site and sometimes convey false information about the incident. In a tweet, the ROP has advised people not to spread rumours about accidents. “You are contributing to in-

creased damage by promoting false information.” “Rumours can cause a catastrophe and negatively affect people’s lives,” the tweet said. Circulating news Social media acts as a platform to circulate news about incidents that happen in Oman, from accidents to crimes being committed, but the posts contain contradictory information, so the ROP has advised people to refrain from spreading such rumours.

MUSCAT: Women in Oman are being stalked on social media, suffering abusive comments and offensive approaches. Experts believe that education can help reduce the number of harassment cases on social media platforms and create a safer online environment for users, especially women. Social media use has grown rapidly in recent years and has created a new set of issues, such as cyber-bullying, which can range from offensive posts and photos, online threats and harassment, to stalking through social networks. However, experts are of the view that those who have been subjected to online harassment should not shy away from using social media as it is a ‘powerful’ tool, which can benefit them in many ways. Instead, they advise users to protect themselves with the available tools and options. Complaints Nicholla Henderson-Hall, founder and creator of the “Muscat-

Where Can I Find” Facebook group, who is also a social media coach, said she is used to getting complaints from female users, who are receiving friend requests from strange men or rude and inappropriate messages. Guidelines “So we imposed guidelines for our Facebook (group)”, she said, adding that one of them is that if any person is found harassing or bullying others or posting inappropriate messages, he or she will be removed from the group. Henderson-Hall believes that women should not feel ‘shy’ or ‘nervous’ when they are subjected

to online harassment and should just block that person or report them to Facebook. “I have reported so many people to Facebook myself and I get messages saying that this person’s profile has been deleted”, Henderson-Hall told the Times of Oman. She also noted that serious cases can also be reported to the authorities in the country as there are laws regarding defamation and insulting others. ‘Powerful’ Tool Women should not be frightened to use social media because it is a ‘powerful’ tool and they can learn a lot by using it effectively, Henderson-Hall said, adding that online platforms have helped many women grow their business. In addition, the expert pointed out that education, both at home and in school, could teach people how to approach a tool, understand its value and use it appropriately. She also highlighted the importance of parental supervision and using available tools to control online content accessible by children. ISM draws safety plan for students Times News Service MUSCAT: To ensure the safety of school students, Indian School Muscat (ISM) has drawn up several plans. Among them are helping out students after the end of classes, ensuring a safe transport system and cutting down the movement of private vehicles in the area. The move comes in the wake of a grade IX student of ISM being injured by a vehicle in front of the school on Wednesday afternoon, said a senior official from the ISM. ISM Principal, Srinivas K. Naidu, said the child is undergoing treatment at the Al Nahada Hospital. “We admitted the child first to the Khoula Hospital and then to the Al Nahada Hospital. Now, he is fine,” he told the Times of Oman on Thursday. The child, named Swasthik, was going to board the school bus when the accident occurred around 2:15 pm. Wilson George, chairman, board of directors, Indian schools in Oman, said the school will also increase the number of support staff deployed outside the school, following the incident. “We have

some staff (stationed) outside the school, but we are now planning to add more staff. We have also ordered a probe into the matter to avoid such incidents,” he stated. ISM, the largest co-educational institution in the Gulf, with over 9,300 students, is all set to introduce a school-managed transport system from 2016. “We are currently studying the draft of the transport system. This will help us cut down the number of private cars entering the area, which will help reduce the number of accidents,” he added. Fitted with safety features, these buses will pick up children from various parts of the city from January 2016. “It (the bus) will also have assistants to monitor the children and help the driver in picking and dropping the children at their door step”, George added. The buses will ensure the safety of children through features, such as IVMS, seat belts, emergency doors etc. “Besides, all drivers will have to undergo defensive training and the number of children in the buses will be strictly limited to the seating capacity and as per Royal Oman Police and Ministry of Education guidelines”, George added.

the organiser of the event, told the Times of Oman (TOO). MCBS Dean, Dr. Ahmed Al Naamani said it was a privilege for the college to host the event to help children with disabilities. “We are happy that we have been given an opportunity to sup-

port this noble cause. It is the least we can do to help raise awareness. My hope is that other educational institutions will follow our example and do the same. We cannot leave this challenge in the hands of charity organisations or parents because it is too complex. They need every help they can get,” Dr Naamani said. The children, some of them as young as three, receive special education with the Society for Early Intervention for children with disabilities. They were accompanied by their minders, but students of MCBS helped out with the event’s organisation. Parents of children with disabilities acknowledged that the task of raising such children is a difficult one. “It is incredibly hard to have a child with disability, such as autism or Down Syndrome. It is a full time job and it drains all emotion. We also have to suffer from prejudices. We need help to cope with it. Every help is appreciated”, Saida Al Hafidh, the parent of an autistic child, told TOO.

In its advisory, the Public Authority for Civil Aviation, said, “Torrential rains and occasional thundershowers are expected over Al Wusta and Dhofar, starting late (on) Saturday evening leading to flash floods”. Schools in the Dhofar governorate have been transformed into shelter centres in view of the impending cyclone, sources revealed. A meeting to select the Chairman and two Deputy Chairmen for the Majlis Al Shura has been postponed to November 4 because of the cyclone. The National Multi-Hazard Early Warning Centre analysis revealed that the tropical cyclone Chapala was located about 750km from the coastal area and governorate of Dhofar on Friday.

“The centre of Chapala is expected to cross the area between Dhofar and Yemen’s coastal areas on Monday evening with continuous torrential rains, thundershowers and strong winds expected”, advisory said. The Public Authority for Civil Aviation has advised the public to take precautions and stay away from low lying areas, and avoid crossing wadis (valleys). It has also advised fishermen and sea goers to avoid venturing into the sea and to follow the latest and updated bulletin from the Multi-Hazard Early Warning Centre. The National Committee for Civil Defence held a coordination meeting to discuss all the necessary measures to enhance readiness for dealing with “Chapala”.

Sayyida Tagreed inaugurated an arts exhibition and a bazaar to mark the occasion. Since the launch of the Omani Women’s Day by His Majesty Sultan Qaboos bin Said in 2011, the event was organised for the first time at the university by the Student Affairs

Department of GUtech, along with GUtech’s female students. During her speech, Sayyida Tagreed stressed the importance of women within the Omani society. “Omani women work in different sectors nowadays, and side by side along with men, while also playing a role in their families, as a mother and a sister, and playing a role in public, as a colleague and a student,” she added. The majority of the students studying at GUtech are female and a large number of students participated and attended the evening event. “This is a very special

day for us Omani women. With our support, the economy will grow more and more,” said Baraah Al Saady, Foundation Year student at GUtech. The students said they were happy to see such an event being organised by the university, in order to stress the importance of women. “In the past, the situation of women was different and there was less trust in women. His Majesty the Sultan has placed his trust in Omani women and we participate in building Omani society”, said Al Anood Al Gharibi, Founda-

tion Year student at GUtech. Going forwards, Al Gharibi said she would like to become an architect. “Everybody has a dream. To realise our dreams, women need the support of society”, she added. Paper on types of Omani wheat presented at Sydeny meeting Times News Service MUSCAT: Oman Animal and Plant Genetic Resources Centre (OAPGRC) participated in the 9th International Wheat Conference (IWC 2015) in Sydney recently. The specialist event saw the world’s top wheat experts, and over 600 delegates from 70 countries, gather to discuss current advances in wheat research, development and technology, and the future of wheat, tackling several issues, including: Global Wheat Production; Harvesting Wheat Genetic Resources; Wheat for Human Nutrition and Health; Wheat Improvement through Biotechnology and Genomics; and Global Wheat Research Initiatives and Co-operation.

Wheat, a major staple crop, currently provides 20 per cent of the overall daily protein and calories consumed throughout the world. Its production, which is considered essential for food security, must grow by 70 per cent over the next 35 years. Representing OAPGRC at the globally significant conference was Prof. Dr. Hamid Ghaloub Ali, who presented an extremely wellreceived paper on the development of Omani wheat varieties. Entitled, “The Improvement of Omani Local Varieties of Bread Wheat (Triticumaestivum L) Through Conventional Breeding”, the presentation shared the results of Prof Ali’s research, carried out by Oman’s Ministry of Agriculture and Fisheries, which has led to the development of four

varieties of wheat. In response to Ali’s paper, an Australian research team has expressed interest in collaborating in areas of mutual benefit, once the four new wheat varieties have been fully developed and their properties established. “Research collaborations and partnership mechanisms, such as the one that would be a result of Prof Ali’s research, along with public-private partnerships and links between research institutions, are essential to help the world meet food security challenges”, said Nadya Al Saady, OAPGRC Executive Director. “I congratulate Prof Ali on his successful conference participation and look forward to updates on his important research”, he added.

He also noted that parents should educate their children as to how to use these platforms and respect others. “They should not close the doors. If you close a door, they will break it. You should open the door and show them the right path”, Al Mandhari explained.

Abdullah’s intellect shined a rare bright light on Yemen, where tragedies like his are now routine for a generation struggling for a decent future. Six months of conflict between a Saudi-led alliance and the Houthi forces in control of the capital, has killed at least 500 children, according to the United Nations. Countless others have been forced to go hungry, flee home for their lives, or join the fight as child soldiers. The young scientist’s invention of a solar-powered remote control car that could flip over and become a boat won him an international competition in 2012 and a free visit to NASA, the American space agency. Missiles kill more than 40 in Syria BEIRUT: More than 40 people were killed and about 100 wounded when Syrian government forces fired missiles into a marketplace in a town near Damascus, a conflict monitor and a local rescue group said on Friday. The Syrian Observatory for Human Rights, which monitors the war through a network of sources on the ground, said government forces fired 12 missiles at Douma, 10 miles (15 km) northeast of Damascus. Douma has suffered intense bombardment in recent months in a wave of strikes the Syrian army has said targets insurgents that have launched attacks on government-held areas. Syrian Civil Defence, a local humanitarian rescue group that operates in rebel-held areas, posted a picture on its Facebook page of about a dozen bloodied bodies laid on the ground on plastic sheeting. It said the attack had said used guided missiles. Death toll A volunteer from the group in the wider area told Reuters the death toll in Douma had risen to at least 47, and that local rescue services were completely stretched. “We are treating (wounded) only as much as we are able,” he said, asking not to be named for security reasons. “Everyone in the civil defence in Eastern Ghouta is deployed and totally stretched, and rockets are still hitting residential areas.” On its twitter feed the Civil Defence linked to a video showing people tending to survivors in a chaotic scene of blackened rubble and fire. — Reuters

along with two of Abdullah’s grandparents, an aunt, two uncles and several young cousins. In all at least 43 people were killed in the attack, including 15 children. Residents and medics at the scene blamed the explosion on an air strike. A Saudi military spokesman denied this and said it was the work of the Houthis, accusing them of trying to divert attention away from military losses elsewhere. “Around 45 per cent of his body has second and third degree burns. The five fingers on his right hand and his left leg are burnt, and the doctors are deciding whether to keep them or take them off,” Abdullah’s father Qais added. The incident follows a blast at another wedding party last month which killed 131 people. Again, residents blamed Saudi-led jets, which the coalition denied. Over 5,400 people have died in ground fighting and air strikes since Arab forces intervened in a civil war there in March to restore the government ousted by the Houthi militia group, which says it’s fighting a revolution.

The contending justifications for the war mean little to its youngest victims, from the half of Yemen’s population that is under 18. “With every day that passes, children see their hopes and dreams for the future shattered,” UNICEF Representative in Yemen Julien Harneis said this month, noting that the group had confirmed scores of schools and hospitals damaged in combat. “Their homes, schools and communities are being destroyed, and their own lives are increasingly threatened by disease and malnutrition.” But rebuilding the country and defying its current disasters will require kids like Abdullah to recover and not lose hope. “I’m proud. US to deploy special forces to Syria in advisory role US officials stressed the forces were not meant to engage in front-line combat but rather to advise and assist moderate rebels

WASHINGTON: US President Barack Obama plans to deploy a small number of special operations forces to Syria to advise rebels Washington deems moderate, US sources said on Friday. Obama was expected to send fewer than 60 special operations troops, said congressional sources who spoke on condition of anonymity. One US official said the number was likely to be in the range of 20 to 30 but could not provide details. Siamak Namazi was detained by Iranian authorities in mid-October, according to a source briefed on the matter who requested anonymity. He had been travelling in Iran, where his parents live, to visit family and was barred from leaving the country in July, the source

said. The source said Namazi had not been in Iran on business. Namazi was detained by the intelligence service of Iran’s Islamic Revolutionary Guard Corps and is currently being held in solitary confinement in Evin prison, the source told Reuters. Namazi had been regularly called in for interrogation between July and the time he was detained, the source also dis-

MUMBAI: A special court here on Friday awarded death sentence to driver Chandrabhan Sanap for raping and murdering a 23-yearold software engineer from Andhra Pradesh in the city last year, saying the crime evoked the same reaction as the 2012 Delhi gangrape case and damaged Mumbai’s image as a safe city for women. “The case falls under the category of the rarest of rare, hence the accused is awarded death sentence,” said judge Vrushali Joshi of special women’s court. There were no mitigating circumstances in favour of Sanap (29), she said, adding “only the maximum punishment will send the message to the society and also to the similar like-minded persons”. “To show any leniency... in the case of such a heinous crime to someone who has shown no remorse after exhibiting extreme depraved mentality would be a travesty of justice. Because of this case security of women is again found (to be) in danger. “The girl, who was an engineer working in TCS, staying independently, alighted at LTT railway station, went missing and her body was found in such a horrifying condition to her parents,” the judge noted. - PTI

Doctors submit Geeta’s DNA report to foreign ministry NEW DELHI: The report of the DNA tests carried out to determine the parentage of 23-year-old Geeta, the deaf and mute girl who returned from Pakistan after being separated from her family over a decade ago, has been submitted to the Ministry of External Affairs. The Ministry had asked AIIMS to collect samples for DNA tests to confirm if Janardhan Mahato, who claims that Geeta is his first born Heera, is indeed her father. “The DNA tests were carried out at the AIIMS Forensic lab, the

report of which was submitted to MEA on Thursday evening,” a senior doctor at AIIMS said. The All India Institute of Medical Sciences (AIIMS) authorities, however, refused to divulge details about the report. When contacted, the MEA spokesperson said he did not know what was in the report. Geeta, who returned from Pakistan after a gap of 15 years, had refused to recognise the Mahato couple from Bihar whom she had identified as her family through photographs when she was in Ka-

rachi. She is currently staying at an institution in Indore for hearingimpaired people. External Affairs Minister Sushma Swaraj had stated that Geeta had refused to identify the Mahatos as her family. “If the DNA samples does not match with the samples of the Mahato couple, then government will start afresh the process to find her parents,” she had said. Fugitive don’s deportation process begins BALI/MUMBAI: The process for deportation of underworld don Chhota Rajan has begun even as India and Indonesia are to expedite the work on implementation of an extradition treaty. India’s Ambassador to Indonesia Gurjit Singh said an extradition treaty and a treaty for mutual legal assistance have already been concluded and letters for their implementation would be exchanged during the visit of Vice President Hamid Ansari beginning on Sunday. Singh said the process relating to the two treaties is “coincidental” to the visit of the Vice President and not being hurried up. The ambassador said the process of Rajan’s deportation to India has begun but there is no deadline for it and termed as “speculative and hypothetical” reports that Rajan had surrendered to the Indonesian authorities. The India-Indonesia extradition treaty was signed in 2011 but has not been implemented yet. Lawyer Fransico Prassar, who has been hired by Rajan, met him at the detention centre where he is lodged but he refused to make any comment on his client, one of India’s most wanted criminals. “I have met him and discussed about the case. Beyond that I have no comment to offer now,” Prassar told reporters. In New Delhi, External Affairs Ministry spokesperson Vikas Swarup said the Ministries of External Affairs and Home were working together to bring back Rajan from Indonesia

Now, NRIs can subscribe to pension system MUMBAI: Reserve Bank of India, the apex bank in the country, has decided to allow non-resident Indians (NRIs) to subscribe to the National Pension System (NPS). The move is part of plans to enable Indians living abroad to access old age income security, RBI sources here said. “It has now been decided, in consultation with the Government, to enable National Pension System (NPS) as an investment option for NRIs under FEMA, 1999,” RBI said in a notification here the other day. NRIs may subscribe to the NPS governed and administered by the Pension Fund Regulatory and Development Authority (PFRDA), provided such subscriptions are made through normal banking channels and the person is eligible to invest as per the provisions of the PFRDA Act, it said. The subscription amounts shall be paid by the NRIs either by inward remittance through normal banking channels or out of funds held in their NRE/FCNR/NRO account. The RBI, however, said there will be no restriction on repatriation of the annuity/ accumulated savings. NPS was launched on January 1, 2004 with the objective of providing retirement income to all the citizens. - PTI

In a report titled ‘India Outlook: Searching for Potential’, Moody’s Analytics said for the country to reach its growth potential it has to deliver the promised reforms. “Undoubtedly, numerous political outcomes will dictate the extent of success,” it said. The ruling BJP does not have a majority in the Rajya Sabha and crucial reforms bills has been met with an obstructionist opposition. “But in recent times, the government also hasn’t helped itself, with controversial comments from various BJP members. While Modi has largely distanced himself from the nationalist gibes, the belligerent provocation of various Indian minorities has raised ethnic tensions. “Along with a possible increase in violence, the government will face stiffer opposition in the upper house as debate turns away from economic policy. Modi must keep his members in check or risk losing domestic and global credibility,” Moody’s said. It projected that India’s GDP growth for September quarter at 7.3 per cent, while for the full fiscal it would be 7.6 per cent. “Key economic reforms could deliver greater potential GDP, as they would improve India’s productive capacity. These include the land acquisition bill, a national goods and service tax, and revamped labour laws. “They are unlikely to pass through Parliament in 2015, but there is an even chance of success in 2016,” Moody’s said. ‘Any threat to Saudi Arabia will evoke strong response’ ISLAMABAD: Chief of Army Staff (COAS) General Raheel Sharif reiterated on Friday that any threat to the sovereignty and territorial integrity of Saudi Arabia will evoke a strong response from Pakistan. “Pakistan and Saudi Arabia enjoy strong and brotherly relations which have a long history of deep rooted cooperation,” the army was quoted as saying in a statement by the military’s media wing Inter Services Public Relations (ISPR). General Raheel’s comments came during his visit to the Na-

tional Counter Terrorism Centre, Pabbi near Jhelum, where he witnessed the culmination of “Pak(istan)-Saudi Joint Training Exercise Al Shibab”. Special forces “Al Shihab focused on counter terrorism training of the special operation forces of Pakistan and Kingdom of Saudi Arabia which included cordon and search operations, airdropping and heli lifting of special forces for operations against terrorist’s acts and their hideouts,” the press release said.

Further, the army chief lauded the dedication, motivation and professionalism of the troops who participated in the joint military drills. “This exercise signifies the joint effort of our two nations against terrorism and we will defeat this menace in all its forms and manifestation,” he added. Time for Imran Khan to forget rigging issue

C

an Imran Khan’s charisma survive the cacophony that has almost exclusively centered around the 2013 general election results? Or will the goodwill for his mission i.e., ensuring transparent elections, rule of law, meritocracy and good governance fade under his seemingly arrogant, self-righteous confrontationist approach? Regardless of the outcomes of the recent by-elections in Punjab, the Pakistan Tehreeki-Insaf’s (PTI) Pakistan-origin supporters and sympathisers abroad have begun asking the aforementioned questions. In numerous conversations in the Americas, Europe and Japan, between July and now with these Pakistanis, one could discern their frustration with Khan’s post-dharna ranting — as if they see him squandering the chance to change Pakistan. Why this visible craving for a better Pakistan? Because the societies these expatriates live in are primarily defined by the secular model of governance comprising fundamental ingredients of equal citizenry, the rule of law and merit. This governance regime, which largely treats every citizen indiscriminately — regardless of caste, creed, colour or social status — naturally evokes a strong desire of change back home. And beyond doubt, Imran Khan’s PTI has for some time served as that beacon of hope for a better Pakistan. But the fascination with Khan’s ‘revolutionary’ agenda is in many cases now giving way to a sense of despondency because of the PTI chairman’s hitherto fixation on the ‘2013 electoral fraud’. “How can a few favourable results turn the fate of Pakistan?” asked a wealthy car dealer in Tokyo. “Will Khan ever move away from his rhetoric on elections and political rivals?” asked another Pakistani settled in Geneva. Both have been quietly funding the party, probably fired by a passion to see a different Pakistan. Surprisingly, in a recent conversation in Istanbul, a few followers of Turkey’s mercurial leader Fethullah Gulen also wondered as to whether Khan has the ability to focus on real issues. Gulen, currently in self-exile in the US, inspires a huge number of middle and upper class Turkish academia, businessmen, industrialists — all of them seen as liberal and moderate Muslims committed to secular governance. Gulen also emphasises the importance of the rule of law and modern education for all Muslims.

Gulen fell out with President Erdogan’s AKP for ideological reasons. The PTI is also anchored in the same ideals and that is why Gulen’s followers in particular tend to draw parallels between Khan and Gulen; both are using resources inside and outside the country i.e., the media, financial institutions, business organisations and a receptive youth to set the socio-political agenda in present-day Turkey. Disillusioned PTI supporters and sympathisers abroad legitimately wonder as to whether Khan will move on and build on some of the institutional work his party has undertaken in Khyber-Pakhtunkhwa (K-P). The PTI, as its record suggests, has indeed delivered on some of the promises, such as on local government elections, on legislation like the Right to Information Act, the Right to Public Services, the K-P Conflict of Interest law, K-P’s Ehtesab Commission, ensuring operational autonomy to the police, new duty management mechanisms for government employees including public school and college teachers and paramedics, and initiatives to regulate public health institutions and make doctors more accountable. Pakistanis abroad are also questioning as to why, instead of always protesting, the PTI MPs don’t influence the work being done by parliamentary committees relating to the rule of law, justice and other governance issues. During a discussion on deradicalisation, a Japanese professor asked whether the K-P government had taken initiatives in this regard. He raised the question as we discussed how badly the north-western territories (K-P and Fata) have been affected by the radicalisation of minds. He went into a speechless pause when told that neither the provincial nor the federal governments had undertaken any real counter-radicalisation or deradicalisation measures. Only the military, pointed out another Japanese professor familiar with Pakistan and Afghanistan, is running such programmes. Why can’t the PTI take the lead in launching counter-radicalisation and de-radicalisation programmes, they asked. Unfortunately, the party’s singular focus on ‘electoral wrongdoings’ and its constant state of bereavement over the ‘cunningness of the status quo’ is gradually eroding the goodwill it has enjoyed thus far. Without a re-set of priorities, the diaspora’s confidence in the PTI will sag. Working through parliament to reform the status quo must constitute the core of the re-set. No shortcuts please. Time to move on Khan. - Express Tribune

Maldives boat blast Indonesia revising slash-and-burn laws suspects deported KUALA LUMPUR: Five Maldives residents, including a suspect police believe was involved in the attempted assassination of President Abdulla Yameen last month, were deported from Malaysia on Friday, police said. The suspect worked as the country’s investment ambassador. The five were arrested on September 28, the day of a speedboat explosion targeting Yameen, the statement said without naming them. The 47-year-old investment counsellor was nabbed by a team of Malaysian Special Branch’s Counter-Terrorism Division operatives at a condominium on

Thursday. Four other Maldivians, two men and two women, were also apprehended there. Maldives Vice President Ahmed Adheeb was arrested on Saturday in connection with the explosion. Yameen has been criticised for a crackdown on political dissent, including the arrest of Maldives’ first elected president, Mohamed Nasheed. Nasheed was sentenced to 13 years’ jail on terrorism charges. Yameen, 59, was unhurt in the blast as his presidential boat approached Male while he was returning from Saudi Arabia after the Haj pilgrimage, but his wife and two aides were injured. — Reuters

JAKARTA: Indonesia is reviewing laws that allow farmers to burn up to two hectares (five acres), forestry officials said, the latest in so-far unsuccessful efforts to halt fires that have sent choking smoke across much of Southeast Asia. Indonesia is also considering declaring a national emergency over the fires, which this week caused President Joko Widodo to cut short an official trip to the United States and pushed the country’s greenhouse gas emissions above the daily average from all economic activity in the US. A 2009 law allows smallholder farmers to use slash-and-burn practices to clear land for agricultural purposes, and has been cited

by green groups and plantation firms as a key cause of the annual fires when the burning gets out of control. “The problem is that some people take advantage of this exception,” Indonesia’s environment and forestry minister, Siti Nurbaya Bakar, told reporters when asked about the law. Regulation “In our last cabinet meeting, the president assigned us to review a regulation that allows land burning for two hectares.” Revising the law may need parliamentary support which could delay changes until 2016, said Bakar, adding that the government was therefore considering

SHANGHAI/ZHUHAI: China has unwound its one-child policy, for decades a symbol of invasive and coercive government planning, but the shift has been met with a disinterested shrug from many younger couples. “People are thinking: Why increase our burden by having another baby?” said Wu Tingting, a young mother pushing her oneyear-old daughter in a stroller in the southern city of Zhuhai on Friday. The ruling Communist Party announced on Thursday that all families in China will be eligible to have a second child, its biggest social policy shift in three decades, in a move to ease the burden of a fast-ageing society at a time of slowing economic growth. About 90 million families may qualify for the new two-child policy, which would help raise the population to an estimated 1.45 billion by 2030, the National Health and Family Planning Commission said in an online statement. China, the world’s most populous nation, had 1.37 billion people at the end of last year. For decades, China harshly implemented the one-child policy, leading to forced abortions and infanticides across the country. In recent years, however, the policy has been relaxed, and some couples are allowed to have a second child. Others are permitted a second child if they pay a fine. Wu,

the young woman in Zhuhai, said prior to the policy change, she would have been fined 200,000 yuan (about $31,500) if she had a second child. The fine will now be removed, but she remains ambivalent about another child. “(People) will think about giving more to their existing child... and maybe spend more on education and travel, see more of the world,” she said. “The economy is now more uncertain, so that’s another thing we have to carefully consider.” Beijing loosened the family planning policy in late 2013, allowing couples to have a second child where one partner was an only child, but as of June, only 1.5 million of the 11 million eligible couples applied to expand their family, the official Xinhua news agency reported. “The cost needed to raise

a kid is too high (in the cities),” said a man named Chen, who was visiting Hong Kong from the Chinese port city of Xiamen along with his wife and three-year-old daughter. “Parents in the rural areas may not care, but for me I want to take very good care of my child. You need to pay for their education fees and later university, and if it’s a boy you need to buy him a home, if it’s a girl you need to buy her dowry.” Some couples however were enthusiastic about the latest relaxation. Frank Zhang, a government official, said he and his wife have longed for a second child for their two-year-old son to grow up with, but his job made it all but impossible to circumvent China’s official policy. He even considered quitting to enter the private sector, where violations of family planning rules are more common and no longer carry much stigma. Now he won’t have to. “This is great news for me,” Zhang said. The socalled “one-child policy” was introduced in the late 1970s to prevent population growth spiralling

out of control, but is now regarded as outdated and responsible for shrinking China’s labour pool. It has also led to the ageing of China’s society, a phenomenon usually restricted to industrialised nations. For the first time in decades, the working age population fell in 2012, and China could be the first country in the world to get old before it gets rich. By around the middle of this century, one in every three Chinese is forecast to be over 60, with a shrinking proportion of working adults to support them. Even if there is a mini baby boom as a result of the policy shift, it will be nearly two decades before the children enter the workforce. One potential upshot of the policy change, according to some experts, is that it could help correct the male-female gender imbalance in China, where like most Asian nations, there is a bias for sons. There are 115 boys born for every 100 girls in China compared with 105 boys per every 100 girls in the UK, according to CIA data. — Reuters

“We support our government’s initiative to revise the provisional laws that allow small-holder farmers to clear up to two hectares of forested land by burning,” said Aida Greenbury, managing director of sustainability at Asia Pulp and Paper (APP). “But a multistakeholder initiative to support the local farmer and community must be initiated in parallel. “The key here is to assist the farmers and the community in developing their land responsibly without burning.” Indonesia usually enters its wet season in October and November, and despite the El Nino dry conditions, rain has been reported in parts of Sumatra and Kalimantan this week. — Reuters

Obama wins US debt-limit WASHINGTON: US President Barack Obama early on Friday won congressional passage of legislation that lifted the threat of a default on government debt through the end of his presidency and a budget blueprint easing strict spending caps through September 2017. The Senate voted 64-35 to approve the measure, which was negotiated over the past few weeks by the White House and congressional leaders, including former House Speaker John Boehner, who retired from Congress. Obama will sign the bill into law as soon as he receives it, the White House said in a statement. Without action by Congress, the Treasury Department would have exhausted the last of its borrowing capacity on November 3, according to Treasury Secretary Jack Lew, and risked default on US obligations within days that would roil global financial markets. The two-year budget provision provides new top-line spending levels for Congress for the fiscal year that began October 1 and the one starting October 1, 2016. Court rejects US request to extradite Polanski KRAKOW (POLAND): A Polish court on Friday rejected a US request to extradite film-maker Roman Polanski over a 1977 conviction, saying his extradition was “inadmissible”. The decision is not legally binding, as prosecutors can now appeal the ruling. Should the court make a legally binding decision to grant the US request, it will be up to the justice minister to decide on the fate of the 82-year-old Polanski. “(Roman Polanski’s) extradition is inadmissible” said Judge Dariusz Mazur at the district court in the southern city of Krakow. Extraditing Polanski would lead to him being held in harsh conditions for weeks or months in the United States while his case was being processed, Mazur said. The Oscar-winning director pleaded guilty in 1977 in Los Angeles.

Time in jail Polanski served 42 days in jail after a plea bargain. He fled the United States the following year to Britain and then to France, believing the judge hearing his case could overrule the deal and put him in jail for years. In 2009, he was arrested in Zurich on a US warrant and placed under house arrest. He was freed in 2010 after Swiss authorities decided not to extradite him. The United States requested Polanski’s extradition from Poland after he made a highprofile appearance in Warsaw in 2014. The filmmaker, who has Polish and French nationality, lives in Paris but he also has an apartment in Krakow, southern Poland. Since fleeing the United States, Polanski won an Oscar for best director for The Pianist. He was in Poland for the shooting of a new film on the Dreyfus affair based on a novel by Robert Harris. — Reuters

‘Minor incident will spark war in South China Sea’ BEIJING/WASHINGTON: China’s naval commander told his US counterpart that a minor incident could spark war in the South China Sea if the United States did not stop its “provocative acts” in the disputed waterway, the Chinese navy said on Friday. Admiral Wu Shengli made the comments to US chief of naval operations Admiral John Richardson during a video teleconference on Thursday, according to a Chinese naval statement. The two officers held talks after a US warship sailed within 12 nautical miles of one of Beijing’s man-made islands in the contested Spratly archipelago on Tuesday. China has rebuked Washington over the patrol, the most significant US challenge yet to territorial limits China effectively claims around its seven artificial islands in one of the world’s busiest sea lanes. “If the United States continues with these kinds of dangerous, provocative acts, there could well be a seriously pressing situation between frontline forces from both sides on the sea and in the air, or even a minor incident that sparks war,” the statement paraphrased Wu as saying. “(I) hope the US side cherishes

150 nations submit plans to curb greenhouse gas emissions

OSLO/LONDON: Plans by about 150 countries to curb greenhouse gas emissions will slow climate change this century but they need to do more to limit rising global temperatures to two degrees Celsius (3.6 Fahrenheit), the United Nations said on Friday. Scientists say warming must be kept below 2 degrees by the end of the century to stave off the worst effects of climate change such as floods, droughts and rising sea levels. National strategies would restrict a rise in world emissions to the equivalent of 56.7 billion tonnes of carbon dioxide per year by 2030, four billion less than expected without the extra action, from 49.0 billion in 2010, it said. “It is a very good step... but it is not enough,” UN Climate Change Secretariat Christiana Figures said during a presentation of the

report in Bonn. The plans, known as Intended Nationally Determined Contributions (INDCs), will be the building blocks for a UN deal expected at a summit set for Paris from November 30 to December 11 to fight global warming in the years from 2020. Figueres’ Secretariat did not formally project a likely temperature rise by 2100, because most INDCs only stretch to 2030 but she said indications from independent analysis showed the pledged reductions would limit temperatures rises at 2.7 degrees. Almost 200 governments agreed in 2010 to limit warming to 2 degrees above pre-industrial times, meaning Paris will have to agree ways to increase action in coming years. Temperatures have already gained by about 0.9 degrees Celsius (1.6 Fahrenheit).

Figueres said negotiators in Paris would have to decide how the INDCs would be enshrined in the new agreement and how to periodically review the pledges. DUBAI: The Dubai Test came to a thrilling conclusion on Day 5 as Adil Rashid and England came within seven overs of forcing an incredible morale-boosting draw. The fact that England were even in such a position though, was thanks to a game changing spell of bowling by Wahab Riaz on the morning of the third day. The visitors had been in a relatively comfortable position at the start of the day at 182/3 in response to Pakistan’s 378, but three wickets in the space of nine Wahab overs forced a collapse to 242 all out. Pakistan went on to build their lead and ultimately took ten England second innings wickets in the nick of time. Speaking exclusively to PakPassion.net, Wahab explained his plans during the spell which won him his first Man of the Match award, “I tried to break England’s momentum and we knew how crucial that first session was. So we planned beforehand to try to take early wickets. Fortunately the ball was reversing so I tried to make use of that to get the batsmen out. Thankfully it was successful.” The pitches in the UAE are renowned for being full of runs, providing very little for the bowlers until late in the game. Fast bowlers have it particularly difficult on the slow low tracks so Wahab’s success has been somewhat surprising. He feels that there are two main opportunities for the pacers to pick up wickets on such surfaces, stating, “These wickets are very good for batting so obviously there

isn’t a lot of help for fast bowlers. The only chance you have of taking wickets is either with the new ball or if the ball starts reverse swinging later on. My plan is to attack with the new ball and try to take wickets as that puts a lot of pressure on the batting team from the start. After that I try to focus on bowling a consistent line so as not to leak runs.” While Riaz has now played 14 Tests and 63 ODIs, he has only recently become a consistent performer and the leader of Pakistan’s attack. He arguably rose to fame during the 2015 World Cup when he bowled a blistering spell in the quarterfinal to Shane Watson, which had the Australian batsman in all sorts of bother, and won plaudits from all who witnessed it. The spell to Watson has made me a different bowler. So I find things a lot easier now, even in difficult conditions. I have that belief in my ability and skills that I can perform on any track. I have done a lot of work on my wrist position

- I’ve always had a lot of pace, the difference is that now it seems a bit more threatening.” Whilst Pakistan are now 1-0 up going into the final Test at Sharjah, it could have been very different had Adil Rashid not played the attacking drive off Yasir Shah with just a few overs to go. Sense of relief The sense of relief amongst the Pakistani team and fans was plain to see during the celebrations, and Wahab admitted that things got a bit too close for comfort, “England were playing very well and the lower order batted for a long time. We were getting to a position where we knew we really needed to get them out and the pressure was increasing as we were running out of overs. We were trying our level best and hoping that we could bowl them out, and thankfully it happened in the end.” During that tense last wicket partnership, many Pakistan fans felt the game was up when Asad Shafiq dropped a sharp chance at short leg. Wahab insisted that such catches are always difficult and was keen to stress that the players were fully behind one another, “Asad Shafiq was stood right next to the batsman and those

chances are very tough to take, especially when the ball doesn’t come straight at you. We were backing each other up and no-one was blaming him for dropping a catch. Obviously it’s a game and it’s not always easy, especially when you’re standing right up close to the batsman.” England’s last four batsmen faced a combined total of 446 balls and scored 120 runs in the fourth innings at Dubai, in stark contrast to Pakistan’s tail who have been dismissed in quick fashion during the series so far. Wahab accepted the importance of the lower order contributing runs and vowed to improve personally in this regard, stating “We know how important it is for the tail to score runs, they can be very valuable. We’ve learnt a lot from the way England have played so we’ll try to perform better in the batting department. I know that personally I’m not in great batting form but I’m still trying and hopefully I will put some runs on the board as well - I’ll be working hard in the nets.” Whilst runs may have been hard to come by at the bottom of the batting lineup, Pakistan’s top order has flourished with Younis Khan proving his status as a great of the

Talking point Another recent talking point has been the Pakistan captain, Misbah-ul Haq, and his plans for the future. The 41-year-old has hinted at retirement and with an eight month gap until Pakistan’s next Test, the game in Sharjah could well be his last. Wahab was full of praise for the Pakistan skipper and insisted that he could go on, “Age is irrelevant, it’s just a number, Misbah is the fittest player in our team and you can still see him moving around well in the field. Pakistan have been great under his captaincy - he’s a very hard working captain, the kind of guy who always lifts his team and backs his players. Things are much easier for the players with him around.” With the final Test starting Sunday, Wahab will once again be a key factor in Pakistan’s fortunes, particularly if the wicket is conducive to reverse swing. The pace bowler is not looking too far ahead though and suggested that there may not be as much swing on offer as the previous Test, “In Dubai, there was some reverse swing in the first innings but we didn’t get much in the second. The Sharjah wicket will be new having been prepared for this series, so it depends on the surface whether or not we will get any reverse swing. We will only know that when we get there and assess the conditions.” Should any reverse swing be on offer, Wahab is sure to use it to his advantage and make life tough once again for the visiting batsmen. — PakPassion.net

LONDON: It’s not quite David and Goliath proportions but the Wallabies have vowed to stand toe-to-toe with their fearsome New Zealand opponents in Saturday’s Rugby World Cup final at Twickenham. While conceding the Australians were giving away a weight advantage to the giant All Blacks pack, the Wallabies’ coach Michael Cheika said his players would not back away from any physical confrontations. Asked by reporters what his team were expecting from New Zealand, Cheika replied: “It’s pretty much their modus operandi. They know how to play the game physically. “They’ve got leg drive and they’ve got great intent around the way they want to play the game physically.” But Cheika, an old-school player and coach who has always relished tough, physical battles, said he welcomed the challenge of taking the Kiwis on at their own game after spending months preparing his team to absorb any punishment they received.

Germany’s Kerber (1-2) only needed to win a set in Friday’s second match to move on but the already-eliminated Safarova (12) found her best form of the week to blast the German off the court and out of the eight-woman event with a 6-4 6-3 win. DUBAI: Iran may roil global oil markets with plans to sell about 45 million barrels of fuel stored in tankers in the Gulf within three months of the removal of sanctions on its economy, say analysts. Most of the stored oil is condensate that contains a sulphur compound, which complicates sales because many refineries can’t process it, said Victor Shum of IHS and Robin Mills at Dubaibased Manaar Energy Consulting. MUMBAI: A group of government-appointed advisors has recommended sweeping changes to India’s outdated and overburdened bankruptcy system, aiming to modernise a process that takes several years and costs investors and taxpayers billions. The changes would be the most ambitious overhaul to date of rules governing the liquidation or revival of companies in India, a country with no single bankruptcy code and where competing laws, unclear jurisdictions and inadequate resources can leave cases languishing for decades. The proposals, to be handed to the Finance Ministry as early as Monday, will impose deadlines for the first time and establish a network of insolvency professionals to lighten courts’ workload and tackle delays, T. K. Viswanathan, chairman of the Bankruptcy Law Reform Committee, said. Under current rules, even deciding whether to save or liquidate an ailing company can take years, leaving it in the hands of managers who can — and do —

strip assets with impunity. Under the proposed changes, a decision would have to be reached in 180 days — even 90 days for fast-track applications, Viswanathan said. “The whole essence of our exercise is that everything is done within time,” he said. Foreign and domestic investors say the difficulty in exiting ventures can deter them from entering. Dead horses Troubled companies in India, or their creditors, largely turn to the Official Liquidator, a government-appointed officer attached to the country’s high courts, who administers assets and oversees liquidation. Banks can also turn to separate Debts Recovery Tri-

bunals (DRT), partly staffed by officials on assignment from the banks themselves and overseen by the Ministry of Finance. Both are overstretched; on visits to their offices in India’s financial capital, Mumbai, computers were often off and always outnumbered by teetering pillars of files. In the cramped Mumbai office of the DRT, a tribunal considered far speedier than the courts, a Ministry of Finance letter on the notice board urged officials to move faster, as cases were “in many cases taking more than four years”. Inside, officials complained they had little power to draw a line under languishing cases. “They are all dead horses,” said one, gesturing to the day’s case list. “They are never going to run any races, but you have to keep the dead stock.” Chief among the problems is that for a single troubled company, creditors and owners can all initiate competing proceedings in different courts, tribunals and states. Current legislation — especially the Sick Industrial Companies Act of 1985 — is geared towards reviving companies, so appeals frequently follow a wind-up order, resulting in virtual paralysis. “The Official Liquidator system is a disaster. It takes a minimum of five years and can take 10 years, by which point there is virtually no value left in the asset,” said Bahram Vakil, partner with law firm AZB & Partners in Mumbai and a member of the reform committee. “There is a crying need (for

change). That system has completely broken down.” Proposed changes Another committee member, M. R. Umarji, a consultant at the Indian Banks’ Association and former central bank official, said staffing constraints meant it could take 15 to 20 years to wind up a company: “There are very limited numbers of persons available and there are hundreds, thousands of companies to be wound up.” Proposed changes will scrap the Official Liquidator and introduce a system of registered insolvency practitioners, with a regulatory body, working under a company law tribunal. Practitioners, lawyers and drafters of the law hope it will professionalise the process, committee members said. The changes, which would probably go to parliament next year, must first overcome a mindset that is geared to avoiding, not hastening, failure. “The law can give the principles, but it requires enabling infrastructure for it to be implemented effectively,” said Debanshu Mukherjee, of the Vidhi Centre for Legal Policy, a think-tank that advised the committee. “Even an efficient judge cannot work without a support system.” - Reuters

Spanish growth edges down MADRID: Spanish economic growth slowed in the third quarter, indicating the recovery may have peaked after the fastest expansion in eight years. Output increased 0.8 per cent from the previous three months, compared with 1 per cent in the second quarter, the Madrid-based National Statistics Office said Friday. The figure matches the median estimate in a survey of 12 economists. From a year ago, the economy expanded 3.4 per cent. Domestic demand While the report didn’t break down the components of GDP, economists see domestic demand cementing its position as the main driver of growth in Spain. The economy has expanded for nine straight quarters and the latest positive data come as Spaniards prepare for a general election in December that’s pitting conservative Prime Minister Mariano Rajoy against the Socialists and promarket Ciudadanos. Nigerian economy enters slow growth phase on oil plunge LAGOS: Nigeria’s economy is growing at the slowest pace this decade as oil prices drop. Companies are complaining they can’t get the dollars they need to do business. And trading in the naira has long since dried up. There are many good reasons why Godwin Emefiele, who runs the central bank of Africa’s biggest economy, should lift currency controls and let the naira depreciate. One of the things holding him back is politics. Devaluing the naira may give opposition parties the opportunity to claim that Emefiele’s main supporter, President Muhammadu Buhari, has lost control of the economy. With his backing, the policy chief will be able to resist his critics into 2016 before the worsening economic slump eventually forces him to capitulate, according to Standard Chartered and Bank of America. “They could probably hold out for at least six months, maybe even a year,” said Ayodele Salami, chief investment officer for London-based Duet Asset Management, which manages about $200 million of African equities. “The central bank has chosen currency stability and the price they’re paying for that is growth. They could hold the line for a lot longer than the markets expect.” Africa’s top oil producer introduced curbs on buying foreignexchange from late 2014 in a bid to prop up the naira as prices for crude, the source of two-thirds of government revenue and 90 per cent of export earnings, plummeted. These measures have all but fixed the exchange rate at

198-199 per dollar since March, even as other oil exporters from Russia to Colombia and Malaysia have let their currencies slide. Barclays and HSBC Holdings still think the central bank will be forced to weaken the naira to between 220 and 230 before the end of 2015. Economic growth The International Monetary Fund says the currency measures are detrimental to Nigeria, where growth slowed to 2.35 per cent on an annualised basis in the second quarter. Former central bank Governor Muhammadu Sanusi II said last week his successor was “in denial” if he thought he could continue propping up the naira. Former general Buhari, who took office as president in May, acted to stabilise the naira when he ruled Nigeria in the 1980s, and since coming to power this time around has said a devaluation wouldn’t be “healthy.” The government put out a statement late Thursday reiterating its opposition to debasing the naira. Emefiele has also warned a devaluation would stoke inflation. “The central bank governor is doing what he thinks the president wants,” David McIlroy, chief investment officer at Alquity Investment Management, which oversees $100 million of frontier market stocks and is put off buying more Nigerian shares until the currency weakens, said. The fund — 80 per cent of which would come from the federal government, the rest from states — would use proceeds from a 2 per cent charge the government intends to levy on all air tickets. “The biggest takeaway from the policy is that flying is no longer a matter for the rich and elite,” said Rajiv Nayan Choubey, the top bureaucrat in the Civil Aviation Ministry. “Flying is going to become as common as going by train or any other mode of transport for the common man of this country.” The proposals are part of a longawaited civil aviation policy that would replace rules dating back as far as the 1930s. The draft includes several options for the ‘5-20 rule’, which requires local airlines to operate for five years and have 20 planes in their fleets before they can fly internationally. The rule could be kept, amended or scrapped, according to the draft. The government is seeking stakeholders’ opinions on the proposals and will finalise the policy in two months, Choubey said. The policy needs to be approved by the federal cabinet. IndiGo to price $459m share offer at top end MUMBAI: InterGlobe Aviation, which runs India’s biggest airline IndiGo, and existing investors raised about Rs30 billion ($460 million) after pricing its initial public offering at the top end of a marketed range, people with knowledge of the matter said. InterGlobe priced its initial public offering (IPO) shares at Rs765 each after earlier offering the stock as low as 700 rupees, said the people, who asked not to be identified as the information is private. Institutional investors bid for 17.8 times the shares reserved for them, while individual investors bid for 92

per cent of their stock allocation as of 8:30pm in Mumbai on Thursday, the third and final day of the sale, according to National Stock Exchange figures. The offering, the first by an Indian airline since 2006, will allow IndiGo to build its fleet and cut debt in one of the world’s burgeoning aviation markets. The demand reflects renewed investor interest in the world’s fastest-growing major economy, where the benchmark S&P BSE Sensex Index has fallen 9.6 per cent from a five-year high in January, and as Prime Minister Narendra Modi pitches India as a safe and lucrative destina-

tion for foreign money. The sale values InterGlobe at $4.2 billion, making it the third-largest low-cost airline in Asia after less than a decade of flying. The shares are likely to start trading around November 10, InterGlobe said in documents filed earlier with India’s securities regulator. fter hitting the dressing room at Chelsea Collective, the new activewear chain from Dick’s Sporting Goods, you can walk to the “girlfriend lounge” and test how your new gear feels while using a ballet barre or treadmill. And if you’re not quite satisfied with the fit of your printed leggings or wispy workout tank, the retailer offers free alterations. As it opened the doors to its first store on Tuesday evening at Tysons Corner Center, Chelsea Collective became the latest retailer to make a

play for the booming market for “athleisure” clothes, pieces that are functional enough for a workout but stylish enough for running errands. It’s hard to imagine this trend hitting a bigger crescendo than it is right now: US sales of women’s activewear soared 21 per cent to $18.5 billion in the year ending June 2015, according to NPD Group. Lululemon, the store widely created with sparking the trend, has grown its store count by 76 per cent in the last three years, while Athleta has doubled its fleet in

two years. Everyone from value-conscious Old Navy to upscale designers such as Rebecca Minkoff and Tory Burch are looking to get in on the action by launching activewear lines. Even Ann — the company behind Ann Taylor, bastion of sensible office attire — is spinning off an athleisure chain, Lou & Grey. And now here comes Chelsea Collective, going after shoppers’ dollars by bringing a fast-fashion metabolism to the category and a boutique-like mix of big-name and niche brands. Its

challenge will be finding its customer in an already crowded market that it has been somewhat late to enter. Experts say that, for now, the athleisure trend doesn’t show any signs of slowing. Retail analytics firm Editd reports that there was a 14 per cent increase in the number of yoga pants available to buy on the US womenswear market in June 2015 compared to June 2014. Meanwhile, the median price for yoga pants jumped from $74.21 to $87.29 during the same time period, Editd data show, suggest-

ing that consumers are enthusiastic enough about the trend to pay higher prices for it. Yet clothing trends are reliably cyclical and tastemakers are notoriously fickle. And it’s hard not to look at the ubiquity of the athleisure craze and think of the flurry of other items in recent years that have shown this much sizzle — Ugg boots, expensive denim, Coach handbags, Spanx — only to eventually cool off. But Chelsea Collective and indus-

try experts say athleisure is different: They see it not just a fleeting fashion trend, but a complement to a sweeping cultural shift toward healthier lifestyles. Cubicle workers are switching to standing desks and going for walking meetings. A push for an active lifestyle has fuelled big business for the likes of FitBit, whose stock is soaring after going public in June, and SoulCycle, which is gearing up for an IPO that aims to raise $100 million. for a healthy lifestyle is only growing, the theory goes, and athleisure clothes are designed to help us look good while we do that. Chelsea Collective is aiming to distinguish itself in this crowded category not only with a focus on services such as the “girlfriend lounge,” but by refreshing its merchandise every two weeks to make sure customers are constantly seeing fresh pieces that reflect of-the-moment trends. “The demographic that we have in

mind is somebody that is really on the cutting edge of both fitness trends and fashion trends. So somebody who really likes to try things,” said Lauren Hobart, general manager of Chelsea Collective. In other words, they’re looking for shoppers like Anne Mauney, a dietician and food blogger who was invited to the store opening on Tuesday and swooned over the printed leggings and sheer tanks. “I’m a big fan of the workout-brunch

combo,” Mauney said, adding that these clothes could easily take her through such a day. Liz Dunn, chief executive of retail consultancy Talmage Advisors, said Dick’s Sporting Goods may be onto something by spinning off a separate chain. “One of the things that’s emerged from this whole women’s fitness trend is the fact that women were not that happy with the traditional sort of bigbox shopping format for athletic apparel,” Dunn said.

And yet Chelsea Collective will have serious hurdles, too, as it tries to connect with customers. It is late to the athleisure wars, so it will have to fight hard for market share, and it remains to be seen just how long shoppers will clamor for these types pieces. Athleisure “probably has two or three years” before it loses some of its cool factor, said Ellen Sideri, chief executive of trend forecasting firm ESP Trendlab. That doesn’t mean the aesthetic will

go bust: Sideri says that many shoppers will likely just come to think of pieces made from performance fabrics as a ho-hum wardrobe basic instead of a must-have trend item. Some analysts and experts also expected Chelsea Collective to try to distinguish itself from the likes of Lululemon by offering lower prices. And while it does have some more affordably priced pieces, such as Calia by Carrie Underwood leggings for $60, Chelsea Collective has plenty of piec-

es with price points similar to Lululemon, such as $95 Nike Legend tights, a Moving Comfort sports bra for $58 and a Spiritual Gangster zip-up hoodie for $98. That may make it more difficult for the upstart to separate itself from its more established rivals. A second Chelsea Collective outpost will open in Pittsburgh in about two weeks. The company says they’ll be closely watching their performance to determine whether and how to expand the concept further.

In the meantime, Dick’s executives are trying to make sure they don’t miss out on the women’s athleisure trend in their flagship fleet, either. They’ve taken away floor space from fitness bikes and golf equipment in Dick’s stores to offer more women’s apparel. “Women’s athletic apparel has become such an amazing growth area that we really feel like there’s multiple different ways to serve this customer,” Hobart said. — SARAH HALZACK/Washington

Just a Piece of Cake

even one square meal a day.” “It’s ok dear. After all it’s just a piece of cake,” Matt said casually. Matt’s uncaring attitude continued. His parents tried their best to make him understand the value of things but nothing seemed to help. One beautiful winter morning, Matt and his friends planned to go to the nearby village for an outing. The warm sunshine was beckoning and Matt and his friends set out their mats to enjoy nature’s beauty. While Asila and Jamila got busy with their wicker picnic basket loaded with goodies Aliya and her little brother happily played with the flying saucer. Asila soon felt her stomach rumbling. “Hey guys! I am hungry. Should we eat now?” Asila called her friends. The buddies ate their favourite snacks when suddenly Jia spotted some dark puffy clouds in the sky. “It’s going to rain soon, friends,” Matt exclaimed out of joy. “There’s nothing to be so happy about, Matt,” said Jamila in a distressed voice. “What if we can’t reach home and get caught in the rain?” Everyone looked worried and soon it started pouring heavily. They ran helter-skelter. Matt headed towards a crooked alleyway where he saw a small

Being the only son of Mr and Mrs Sam Matt had everything he set his eyes on… a new pair of shoes, his favourite CDs, a new game every weekend … A barrage of things would arrive whenever he wanted them. Matt’s room had the world’s most luxurious bed, a high tech music player, a walk-in closet filled with clothes of his choice, a computer loaded with the latest games and many other things. But Matt never valued anything in life. Either he would lose them owing to his carelessness or just spoil them. When it came to food he would be at his worse. He was known for wasting food. Matt’s parents were fed up of his bad habit. One day, Matt came home with his few friends and his mom treated them with freshly baked cakes, cookies and some mouth-watering sandwiches. Matt nibbled the cake for a while and threw the rest. “Matt, what’s the matter? Didn’t you like the cake,” she fondly asked. “No mom. It’s not to my taste,” pat came the curt reply. Aliya, who was watching Matt’s bad behaviour for long, interrupted. “Matt, if you didn’t like the cake why did you waste it? There are so many poor out there who do not get

The little girl without answering headed straight inside and came back with her mom. “Yes, how can we help you,” said the woman in a stern voice. “Can I take shelter for a while? It’s raining and I lost track of my friends,” said Matt. “Come in.” Saying this, the woman ushered him to a small room. Matt had barely settled on the lone chair in the room when he heard someone crying. Unable to hold back his curiosity, he peeped in the next room. The little girl, who had opened the door for him, was sobbing. Matt asked: “What makes you cry?” The girl said: “I saw some yummy cakes in the bakery. But mom couldn’t buy them, as she says we are poor and can’t afford them. Can’t poor people have just a piece of cake?” ‘Just a piece of cake,’ the words boomed in Matt’s ears. He now understood what being poor meant and how valuable even a piece of cake was. Matt walked out in haste. While the heavy downpour drenched him completely, he silently pledged — ‘I will never ever waste anything in life.’ – swati@timesofoman.com
