On display at the show for the first time will also be our very own ‘Farm & Country – On the Road’ education roadshow. Based in the Food Chain Hub area, be sure to go along and see what our education team get up to! A major element of the first day of the show will be a spectacular event in the Main Ring to celebrate the rural patronages of His Royal Highness The Prince of Wales, Duke of Cornwall in this, his 70th birthday year. Organisations from across the UK will be gathering for what promises to be a memorable sight. Entertainment is of course another major element and whether in the Main Arena, on one of the show stages and in other areas such as the Combined Tree Services Countryside Area or the Forestry Ring, there will be an action-packed programme to keep visitors occupied. Strong livestock and equine entries for the Royal Cornwall

C

ompetition will be as stiff as ever at this year’s Royal Cornwall Show (7-9 June) as organisers reveal entries remain high within the livestock and equine sections. The pig section has enjoyed a renaissance in recent years with the highest number of entries on record set at last year’s show. It has once again enjoyed significant support and has seen its second highest numbers in its history with 237 entries received. The Middle White, Gloucester Old Spot and Welsh pig breeds have all registered an uplift in numbers for 2018. The sheep section, sponsored by Mole Valley Farmers, continues to enjoy strong support. This year’s show will boast the third highest entry of sheep at 1288. The 2017 event saw a new high surpassing 2016’s second highest turnout on record. With 31 entries the Coloured Ryland sheep breed will, for the first time, have its own classes due to securing enough support. British Charollais, Hampshire Down, North Country Cheviot, Roussin, Zwartbles, Whiteface Dartmoor, Beltex and Border Leicester sheep breeds also secured an uplift in numbers this time out. The fleece section has received 54 entries.

Dairy leads the way in the show’s cattle section with an increase in Jersey, Holstein and Ayrshire numbers this year. The number of Aberdeen Angus, Hereford, British Charolais and British Simmental cattle within the beef section are also up. A total of 548 stalls have been booked within the cattle section, which almost matches the 2017 total. Christopher Riddle, secretary of the Royal Cornwall Agricultural Association said: “We had a particularly strong year in 2017, with record numbers in the sheep and pig entries so it is pleasing that entries this year are at levels close to previous highs. “The Royal Cornwall Show is an opportunity for the industry, which is in times of continued uncertainty, to showcase what it can do and it is reassuring to see it being grasped firmly with both hands. “We look forward to welcoming exhibitors from across the country complete with the highest quality livestock when the show opens on Thursday 7th June.” The equine section has received 1079 entries to contest the numerous classes. This represents a slight dip on last year’s entry, however Working Hunter and Highland ponies, Anglo and part bred Arabs and the Welsh ponies and cobs increased in number.

Special celebration of the countryside to take place at the Royal Cornwall Show

T

his summer the Royal Cornwall Show will play host to a special celebration of HRH The Prince of Wales’s contribution to the countryside, environment and rural communities in the UK. In total, 80 of His Royal Highness’ patronages will come together in a unique and colourful parade highlighting their work and achievements to date. The event will promote their collective understanding of the scope of countryside, environment and rural activity and provide a legacy to share best practice in the future. Chris Riddle, Secretary at the Royal Cornwall Agricultural Association said: “It is an immense honour and privilege to host such a significant national celebration of the countryside. I have been overwhelmed by the creativity of the patronages taking part and the distances many will travel to take part in the parade. “The Royal Cornwall Show is at the heart of the rural community in Cornwall and it is a great pleasure to recognise the valuable work achieved by these charities here in the county and throughout the UK.” Claire Saunders, Director, The Prince’s Countryside Fund said: “I am thrilled to be involved in organising this

extraordinary event. It is the first time that so many of HRH The Prince of Wales’s rural charities have been brought together and will be a marvellous demonstration of countryside resilience and the collective impact of what can be achieved for future generations with a collaborative and united approach.” Over 80 charities are planning to be involved and have a role in the parade. The event will showcase broad themes including wildlife and conservation, native breeds, food and farming, and heritage and skills. The breadth and diverse range of charities taking part in the parade provide an ideal opportunity to draw together and catalogue their collective achievements to date. HRH The Prince of Wales’s charities illustrate the complex and interconnected nature of the countryside and the features which make it unique, and to be cherished for future generations. Poignant horseback display to remember

World War 1 heroes

A poignant and dignified display will take place at this year’s Royal Cornwall Show to mark the 100-year anniversary of The Great War. The Cavalry of Heroes will make their debut in the show’s main ring and will present their World War 1 Horses and Heroes show. Marking the 100-year anniversary of World War One it will remember the role that the valiant horses and soldiers played in The Great War. Professional riders will combine tricks and stunts on horseback with a great music score, a rousing sing-a-long and a final cavalry charge. Described as “a magical blend of horsemanship and theatre” there will be two performances daily on the Friday and Saturday of the show. This will be the only opportunity to see this limited-edition act, to be performed only during the 2018 season, on your doorstep in Cornwall. Set up by horse trainer, stunt rider and coachman Marc Lovatt, the Cavalry of Heroes

provides quality horses, carriages, riders and coachmen for film, tv, events and live shows. The real stars of the show are the horses such as majestic jet-black Friesian Stallion Asgard and his best friends Zorro and D’artagnon. They are joined by pure white Andalusian Stallion Curioso Maximus and stable mates Pegasus and Guinness along with spotty Appaloosa brothers Harry and Apollo. The main ring entertainment line-up at the Royal Cornwall will have the usual mix of acts and events to provide something for everybody to enjoy. How new technologies are helping farmers to U

diversify

ncertainty around the future of the Basic Payment Scheme means more farmers are investigating new and different business opportunities. The expansion of the mobile phone network and developments in the energy sector are both potential revenue streams for landowners.

Why the expansion of mobile phone networks could benefit landowners Many farmers are already benefiting from additional income by hosting phone masts on their land. The expanding mobile phone network means companies are looking for new sites for masts. However, the recent introduction of the Digital Economy Act 2017 brought about changes to new leases for telecommunication masts, giving greater powers to mobile phone companies. The site operator now has the right to share the mast with other phone operators and upgrade it without your permission as long as it does not have a negative impact on you. The valuation for sites is now based on the value to the landowner, rather than the operator. This could bring an end to healthy rents that farmers have previously enjoyed. The best way to ensure you understand your rights and do not lose out is to seek expert advice before negotiating a lease.

Battery storage sites: the latest diversification trend for farmers? Battery storage could provide the solution to balancing supply and demand for energy. A number of developers are now seeking sites for battery storage systems and farmers with an electricity substation on their land could benefit. Landowners could face a number of barriers, including planning issues and neighbours who may not want a large and noisy installation nearby. Because this is an emerging sector, there are no Government incentives for battery storage and it may be difficult to secure private funding for new developments. However, with landowners typically signing up for 25-year leases, there is potential to earn a long-term rental income. If you host a battery storage system or a mobile phone mast, you will need to enter into a full-scale business contract. Before entering into negotiations, speak to a lawyer who understands your needs and has expertise on this complex area of law. t’s lucky the show runs over three days to enable you to fit as much as possible in. A real must, however, is making some time to enjoy the event’s entertainment offering. Headline acts, ranging from the fast and furious to the majestic and skilful, will take centre stage in the main ring.

The Kangaroo Kid Direct from Australia’s Gold Coast fearless Matt Coulter makes a welcome return to the show’s main ring on all three days. His fast-paced quad bike act is packed with tricks and stunts. Put it in his way, whether it’s a car, tractor or truck, daredevil Matt will jump it. There might be a chance for some lucky, or unlucky as the case might be, members of the crowd to take part in the action. You’ve been warned! A typically dry Australian sense of humour ensures Matt’s commentary, provided from his helmet during the event, makes the whole thing twice as entertaining. Cavalry of Heroes – World War 1 Horses and Heroes To mark the 100-year anniversary of World War One, Cavalry of Heroes will make their debut at the Royal Cornwall with a special show remembering the role that the valiant horses and soldiers played in The Great War. Poignant and dignified, the professional riders will combine tricks and stunts on horseback with a great music score, a rousing sing-a-long and a final cavalry charge. Described as “a magical blend of horsemanship and theatre” this will be the only opportunity to see this

limited-edition act, that will only be performed during 2018, on your doorstep on the Friday and Saturday. The RAF Falcons Regular visitors to the show will probably have seen the colourful aerial display performed by the UK’s premier parachute display team. Visible from across the showground as they descend from the Cornish skies, the team create a breath-taking spectacle which culminates in a main ring landing, with pinpoint accuracy. Devon & Cornwall Police Dogs Display Team The police dog section from our local constabulary will show off their skills. Working across the force area, Devon & Cornwall’s police dogs and their handlers are very often employed in dangerous situations. During their display you’ll see how the canine and human policing partnerships protect the public whilst on duty. Band of Her Majesty’s Royal Marines (Plymouth). Pomp and ceremony will be provided in military fashion this year by the Band of HM Royal Marines, Plymouth. Based in Cornwall, at HMS Raleigh, Torpoint, expect rousing tunes and synchronised marching when the band perform on the Thursday and Saturday. The parades of prize winning horses, cattle, sheep and goats, edge-of-the-seat show jumping classes, hound parades and the thrilling inter-hunt relay, a horseback team race that never fails to excite, are all part of another jam-packed main ring programme.

Food and farming education F

takes centre stage

ifteen hundred primary school children experienced an interactive day learning about farming and food production at the Farm & Country Days held within the Exhibition Halls at the Royal Cornwall Events Centre, Wadebridge during March. The event, which is in its sixth year and jointly organised by the Cornwall Food & Farming Group (CFFG) and the Royal Cornwall Agricultural Association (RCAA), has become a real hit with Cornish schools. Pupils came from 36 schools from across the county, aged between seven and nine years, and met more than 200 farmers, food producers and representatives from businesses and organisations related to the agricultural industry who created a wide range of exhibits to bring the journey food takes from field to fork alive. The children enjoyed making and tasting food, created from locally grown and reared produce. They met beef and dairy cattle, sheep, pigs, goats and a selection of poultry and visited the RCAA’s on-site milking parlour. An investigation of the wildlife that lives in a typical Cornish hedgerow was undertaken, the importance of soil for growing arable and vegetable crops was covered. Seeds, grain and bees – both the bumble and honey varieties - were subjects explored. Tom Whipps, Head of School at Polruan Primary Academy said: “They (the pupils) were all fascinated by the animals

and machinery and were all spotting ploughs, wrapped bales and other working things on the way home. They all gained a great insight into where their food comes from and are really looking forward to ordering their potato growing kit and eating our cabbages when they are ready.” Claudine Jones, year 3/4 teacher from Ladock C of E Primary School near Truro said: “A fabulous event, organised with the child’s curiosity at the forefront. A real hands on experience from holding chicks to cracking eggs to make eggy bread. Our children were enthused, captivated and engaged throughout the day.” During April the new Farm & Country Days On The Road project, launched last autumn, was visited by HRH The Countess of Wessex when it was a Tregolls School, Truro. Her Royal Highness joined a group of the school’s year 3 pupils in the specially converted trailer that acts as the project’s mobile classroom to learn about which raw materials are used in a typical breakfast with RCAA education coordinator, Emma Parkyn. Emma said: “The Countess was very interested in what we are doing and very aware of the importance of ensuring the next generation are aware of where their food comes from. “She interacted with the children and enjoyed seeing them so engaged with the hands on approach that we use throughout this project to help them understand more about how farming and the countryside works.” The children, accompanied by The Countess, rolled some oats ready to make porridge, discovered what wheat and rape seeds felt like, learnt which meat came from which animal, found out about the countryside code and participated in a quiz to recap on some of subjects covered during the session. The Farm & Country Days On The Road trailer will be appearing at this year’s Royal Cornwall Show (7-9 June). Trevor takes Royal Cornwall Show

A new head equine section steward has been appointed ahead of the 2018 Royal Cornwall Show. Trevor Burley, from St Allen near Truro, will take over the horse section’s role of departmental steward when this year’s event takes place. Attending his first Royal Cornwall Show as a young child in 1951, that year held at Newquay, he has not missed a show since. His involvement with horses started as a young boy at the family farm, in Truro, where his father Bill brought young horses over from Ireland. Trevor hunted with his father from a young age and hunting has been a lifetime passion for him. Since he has given up riding to hounds he has become more involved in the showing scene and both him and his wife, Marlene, now enjoy the summer showing circuit, with some success. Following in his father’s footsteps, Trevor was appointed as a Royal Cornwall Show steward in 1987. He went on to become chief steward of rings 2 and 3 and in 2010 was promoted to deputy departmental steward. Trevor will lead a team of 34 stewards, including Marlene, who work to ensure the smooth running of the numerous competitive horse and pony classes at the annual threeday show held these days at the permanent showground at Wadebridge. Being chosen to steward at the event is something that Trevor is very proud of. He said: “It is a great honour to be asked to steward at a county show, and to see some of the best horses in the country travelling here to Cornwall each year to compete is very special.” The work extends to more than the three show days each year. The horse section committee work year-round with the aim of providing competitors with a safe and enjoyable experience come June. “We endeavour to keep improving the

horse section. This year we have more classes offering RIHS qualification, and we are very keen to regain our Horse of the Year (HOYS) qualifiers in the future,” he added. Trevor’s appointment came after Bevil Bunt, from St Neot near Liskeard, stood down from the position at this year’s annual general meeting of the Royal Cornwall Agricultural Association (RCAA). Sadly Bevil passed away in April after a short illness. He began his stewarding career at the show in 1983 and assumed the horse section’s top role in 1995. “It was a privilege to work for so many years with Bevil and more recently as his deputy,” Trevor concluded. Christopher Riddle, RCAA secretary said: “We were very sad to hear of Bevil’s death and are extremely grateful for the three decades of loyal service he provided to the horse section

and being departmental steward for the past 22 years. Trevor will have a hard act to follow “Volunteer stewards are the life blood of the Association. They are instrumental in ensuring the show can be staged each year and maintaining its high standards and reputation.”

Award winning restaurant heads to the show If you want to eat somewhere with “the wow factor,” there will be just one place to head for this June – the Royal Cornwall Show. That’s because the double AA rosette award-winning Mannings Restaurant, based in the heart of Truro, will be taking up temporary tented residence within the members’ area at this year’s show. Show members have enjoyed a tremendous choice of fantastic food, drink and eating places since top Cornish restauranteur, Scott Young, took over the task of providing top class catering at the event in 2006. This year Scott, operations director at Mannings Hotel for three years, will be bringing his day job with him and raises the gastronomic bar even higher. Scott, along with the 50 strong team of experienced staff he will bring with him, will create a world buffet to be served within the under-canvas version of Mannings Restaurant during the first two show days. A smorgasbord, served with a trademark Mannings twist, will focus on the very best Cornish meat, poultry, fish, shellfish, dairy and fresh vegetables. A “taste bud explosion” is promised for members who wish to indulge in something a little bit special when it comes to dining at the show. He said: “We’ll draw on many cooking styles and influences to make our world buffet unique. “There will be something for everyone to savour and our bar will be stocked with a selection of beers, wines and cocktails from around the world to complement the food. Those with a sweet tooth need not worry, the dessert area promises to be packed with irresistible dishes. Naturally, Callestick Farm Ice Cream and Rodda’s clotted cream will be on hand to pair with whichever option is selected. The tented village that surrounds the Members’ lawn will offer a further five places to eat and drink, designed to suit all tastes and budgets. Prior booking isn’t required for these more informal options. Cornish burger aficionados, Hubbox, will be serving up their hand-made, national awardwinning burgers and dogs. Locally caught fish dishes, platters and, due to popular demand, seafood chowder will be provided by the Cornish Seafood Bar. They will be joined by the Smoking Hog BBQ, serving mouth-watering, slow cooked smoked beef, chicken and pork and Mannings Curry Bar will present a fantastic selection of Thai, Indian and Japanese delights.

The members’ bar will provide the usual welcoming atmosphere, serving up the best Cornish beer, cider and wine plus soft drinks. Singapore slings, Espresso Martinis and Cornish Mojitos, created with Cornish spirits, will flow within another new feature for 2018, Mannings special new cocktail bar. Christopher Riddle, show secretary, said that catering for the show’s members was a direct way of supporting Cornwall’s food industry. “The core aim of the show is to promote local agriculture and food production, with Cornish produce held in such high regard it’s only right that we’re doing that by serving the very best of it for our members.” Besides the daily, invitation-only president’s lunches and the members’ restaurant, Scott is also able to provide bespoke corporate hospitality for 15 to 150 people on the Thursday and Friday. “So much business is conducted at the show and we are on hand to entertain VIP clients with a gourmet experience within our stylish and comfortable five star venues,” adds Scott. “With tables filling up already, advance booking for our restaurant will be essential.” ► Scott can be contacted for table bookings and corporate enquiries on 07854 419727 or email: scottyoung333@yahoo.co.uk.

new president

ir Nicholas Bacon OBE has been elected to succeed outgoing Royal Cornwall Show president, Lady St Levan. Despite not being a Cornish native he is intrinsically linked to the county through the Duchy of Cornwall and his role as Lord Warden of the Stannaries. The role was created in 1337 and the holder exercised judicial and military functions in Cornwall, and is still the official who, upon the commission of the monarch or Duke of Cornwall, has the function of calling a Stannary Parliament of tinners. He said: “Whereas 100 years ago most of our income came from the royalties derived from tin mining, now it seems the position has reversed, since we spend some of our resources making sure the health and safety of old pit heads and mine shafts is sufficient so people don’t fall down them.” “Despite being a Norfolk boy,“ he said that he was “deeply delighted” at his appointment which was announced at the recent AGM of the Royal Cornwall Agricultural Association. Agriculture plays a large part in Sir Nicholas’s life. The main activity at the 5,000 acre Raveningham Estate in Norfolk, the family seat since the 1750’s, is farming. “2,500 acres is farmed in-hand and the remainder by our agricultural tenants. We grow mostly arable crops.” Having exited the dairy industry in recent years the livestock focus on the estate has shifted to beef cattle and sheep. “We have a pedigree herd of Sussex cattle and a small flock of Norfolk Horn sheep graze the Park surrounding Raveningham Hall. Elsewhere we have a large flock of Suffolk ewes,” he added. When it comes to events like the Royal Cornwall, Sir Nicholas is very experienced. “Agricultural Shows have run through my family’s veins for many years. My father was chairman of the Royal Norfolk Agricultural Association back in the 1970’s and I have been chairman since 2008.”

Spending nearly 40 years acting as a steward at the Royal Norfolk, before following in his father’s footsteps in the role of chairman since 2008, he is very aware of the importance of the volunteers at agricultural shows. “We rely on over 300 Stewards as voluntary help since paid help of a similar quantity would throw a rather large deficit. Therefore everything we do is for ‘fun’!!” The unique identity, history and proud tradition that each agriculture show has is something that Sir Nicholas is more than aware of. “I know that Norfolk ‘does different’ but I’m also very aware that so does Cornwall. We don’t have a Norfolk flag… yet!” The cattle, bees and honey, forestry and local produce are sections this year’s President will be keen to visit. “I would also look at the Conservation aspects of farming in Cornwall since that particular area is very strong with us in Norfolk.” The show’s impressive flower section will also be firmly on Sir Nicholas’ to-do list in June. “As president of the Royal Horticultural Society, one comes into contact with many of the great botanists and horticulturalists of the age. “The RHS Chatsworth Show starts on the Wednesday before the Royal Cornwall and will certainly add a bit of urgency to the journey between Derbyshire and Cornwall” he adds. He follows in the footsteps of The Marques of Lothian and The Earl Peel, both former Lord Wardens of the Stannaries; who fulfilled the role of Royal Cornwall president in 1982 and 2006 respectively. “The weather is of great importance for agricultural shows and I shall have to bring dry weather from Norfolk,” he concluded.

The Cornwall Birth and Baby Appeal

A

t the heart of The Cornwall Birth and Baby Appeal (BABA) is the desire to give every Cornish baby the very best start in life. With the support of the local community, funds raised through The BABA Appeal will continue to provide additional equipment and enhance the environments in the maternity and neonatal units at Royal Cornwall Hospital in Truro. Over 4,000 babies are delivered in Cornwall every year and around 600 of these will need special care by the Neonatal team at the hospital. At the core of the appeal, there is a passionate belief that women, babies and their families deserve the best possible care. Zoe Nelson, Midwife Co-ordinator said: “With our vision for maternity care, we aim to make Cornwall’s maternity service one of the most reputable in the Country. Increasing choice, enhancing our environment and influencing a positive birth experience are our priorities.” In the birth centre, donations have so far enabled the purchase of additional equipment; bean bags, balls and active birth rocking chairs and funded enhancements such as the large wall images of iconic Cornish beauty spots which have given the rooms their names. Within the new Neonatal Unit, the team have already seen the benefit of families being more

at the centre of their baby’s care. Each of the cot spaces have a recliner chair where parents can spend longer periods bonding with their babies in comfort with additional privacy. “For babies, having their families so closely involved can help lower stress levels, promote better health, shorten hospital stays and reduce hospital readmissions, ” explains Rachel Bailey, Neonatal Sister. Fundraising through The Cornwall Birth and Baby Appeal continues to provide equipment for the unit including Breast Pumps, oxygen blenders and additional incubators. The core developments were made possible through an NHS Trust investment of £3.6 million with the additional enhancements and equipment being funded by The Cornwall Birth and Baby Appeal. The fundraising total for the appeal is now close to £100,000 with continued support still needed, “The people of Cornwall have been great at getting behind the appeal so far and we are so thankful to everyone that has helped in whatever way. We are still very much in need of support from businesses, groups and individuals, to help us to reach our target of £500,000,” added Karen Murrish, Fundraising Manager for Royal Cornwall Hospitals Charity.

If you love cider, then you’ll love the new Cornwall Cider Championships at this year’s Royal Cornwall Show. Entries have been received from 130 amateur and professional cider makers from in and out of the county, all hoping to win big in this new competition. David Berwick from St Ives Cider, Chairman of the cider section committee organising the event, said: “Cornwall has often been seen as the little brother when it comes to cider and I feel this competition is essential to promote the industry as a serious contender on a national, as well as an international, stage. “Cornwall’s rich heritage in the cider business needs to come to the fore once again to show the industry what we can do. Our commercial makers produce some of the best cider in the country, winning awards regionally, nationally and globally. “There is a wealth of amateur makers quietly going about their business making really good cider on a small scale. It is time we all had the chance to get recognition for what we are able to do.” The Dreckly Inn, a special Cornish Cider bar, is another exciting new addition which will no-doubt prove a big hit with show-goers this year. It will be the place where visitors will be able to sample the largest array of Cornish ciders in one place. Tipples from more than 20 commercial cider makers based in Cornwall will be represented with the bar manned by experienced, knowledgeable staff drawn from their number happy to discuss the products with interested visitors. It looks set to be a very popular new addition to the Royal Cornwall and joint cider competition organiser, Tom Bray of St Mabyn-based Haywood Cider, feels it’ll be the “icing on the cake for this year’s show.” He said: “It will be the perfect opportunity to indulge in some of Cornwall’s famous ciders as well as discovering ciders from the smaller and newer producers. Nowhere else will you be able to try such a wide range of Cornish ciders under one canvas.”

Southwestern Distillery As a fully-independent, family-run business, Southwestern Distillery like to celebrate the fact that they do things a little bit differently. Established in 2012 by Founder and Master Distiller, Tarquin Leadbetter, back when he was merely 23 years old and self-taught, Tarquin’s Cornish Gin is Cornwall’s first gin in over 100 years. At the heart of the distilling process lie three 250 litre handbeaten copper pot stills – Tamara, Senara & Tressa. They are all fired by direct naked flame and are sealed at the joints with bread dough. These distilling techniques are about as old-school and craft as it gets. Alongside these beautiful, small pot stills stands the newest addition to the distillery, Ferarra - a state of the art, one-of-a-kind 500 litre copper still. At every stage of the distillation process Tarquin meticulously monitors every variable; tweaking, nosing and tasting as he goes. The core portfolio consists of four unique spirits, each carefully designed to deliciously compliment and contrast the other offerings in the range. The flagship Tarquin’s Cornish Dry Gin (42% abv), which started it all back in 2013 takes twelve different botanicals, including handpicked violets and fresh orange zest to bring a little slice of Cornish sunshine to every glass. Then came the Cornish Pastis (42% abv), an aniseed lead spirit and the first ever Pastis to be made in the UK. Next came the bold and brilliant Tarquin’s “The SeaDog” Navy Strength Gin (57% abv), proud winner of the “World’s Best Gin” at the 2017 San Francisco World Spirits Competition. Finally, Tarquin completed the current core range with his celebration of the great British blackberry. Funded Agri-tech Innovation for Cornwall and the Isles of Scilly

T

he Cornwall Agri-tech Project is led by Duchy College and involves the University of Exeter, University of Plymouth, Rothamsted Research and the Cornwall Development Company. Between us we aim to support new Agri-tech related ideas and innovation from Cornish based businesses. The Project is funded through the European Regional Development Fund (ERDF), Cornwall Council and the Council for the Isles of Scilly. The Innovation Grants are one element of the overall project and are managed by Cornwall Development Company, and range from £2,500 to £50,000. These grants are available for eligible small and medium sized businesses based in Cornwall and the Isles of Scilly, and can be used towards the cost of a range of Research, Development and Innovation (RD&I) activities. These can include feasibility studies, commissioning specialist research, the purchase of equipment for RD&I related activity, or to cover consultancy costs to undertake an RD&I project. Eligible SME’s must be operating within the scope of the Agri-tech project (in the identified four research strands): • Animal Health and welfare in livestock • Maximising soil, water and nutrient use efficiency for sustainable crop and livestock production • Improving the productivity of speciality crop production • Utilising technology to drive agri-tech productivity and innovation

Never been a better time to act on succession

In November 2017 research entitled ‘the influence of inheritance tax reliefs and exemptions on estate planning and inheritances’ was published. Commissioned by HM Revenue & Customs, the outcome was broadly positive and the findings reinforced the use of Agricultural Property Relief (APR) and Business Property Relief (BPR) in succession planning. The research concluded that the objectives for the use of APR and BPR was to avoid the breaking up of estates or businesses and keep them as viable entities within families, and that minimising inheritance tax liabilities was a secondary consideration. The report said that most instances of applying APR and BPR appeared to be ‘genuine, and in keeping with policy objectives.’ Spending a lot of time on advising on succession we were pleased with these findings albeit we noted with caution that the research did state that there is still a limited understanding of inheritance tax and that many had misconceptions about how reliefs would apply to their estate. Earlier this year the Chancellor, Philip Hammond, wrote to the Office for Tax Simplification (OTS) instructing a review of the inheritance tax system and they have subsequently published the scoping document for that process. The OTS will publish its report in the autumn and it will cover administrative and practical issues around estate planning, complexity surrounding reliefs and the impact of taxpayer decisions on investments they make as a result of the current inheritance tax rules and we await the finer details of this report. Fewer than 5% of estates are liable to inheritance tax, but it is clear the review will have relevance to our farming and landed estate clients where land and property is held.

The OTS is tasked with identifying opportunities for simplification of inheritance tax (supported by evidence and analysis) and to offer recommendations for government to consider. The recent introduction of the additional ‘residence nil rate band’ which potentially reduces IHT payable by £140,000 is seen as an example of an extra complication to an already hard to understand inheritance tax system. The conclusions of the research commissioned late last year are encouraging and appear to demonstrate that APR and BPR are being used to keep businesses intact for future generations, and not as aggressive mechanisms to reduce inheritance tax. We will put forward our own views as part of the consultation process and keep you advised of developments in this area as we hear of them. However, in the meantime whilst the rules around both CGT and IHT and the respective reliefs available maybe considered complex by HMRC, they are nonetheless well understood by us and for that part they are more generous than they have been in the past. However, such reliefs should not be taken for granted and are always subject to potential change where this be as a directly result of the OTS review or especially if there is a new government of a more socialist persuasion. We are already hearing things on the grape vine of “Think Tank” findings that sets out proposals to restrict business property and agricultural reliefs (which together cost the Exchequer over £1bn a year) to their original purpose of helping genuine family businesses and farmers by introducing a so-called ‘farmer test’. Such a test is already in place in Ireland and France, and requires that the assets being passed on are at least 80% agricultural property. While for many farmers the topic of succession remains the “Elephant in the

room” it really shouldn’t be. We spend a lot of time working with farmers concerned with protecting the family farm and it is rewarding for all parties when successful succession is achieved. There are very few cases where successful planning in this area cannot improve the situation. Given that inheritance tax seems higher up the Chancellor’s agenda it would seem that there has never been a better time to put the issue of succession on the agenda, consider your position and potentially take advantage of the current rules before things change!
