Message from the Governor General on the occasion of the 39th Performance Excellence Summit and 2023 Canada Awards for Excellence Ceremony As patron of the Canada Awards for Excellence, I am delighted to extend my th warmest greetings to everyone gathered for the 39 annual gala. Since it was first founded in 1992 as the National Quality Institute and later rebranded in 2011, Excellence Canada has become the national authority on best practices in quality and healthy workplaces. Over the years, its experienced team has helped thousands of organizations across the country to implement performance improvement strategies, with a focus on employee well-being. By fostering the development of exemplary organizations, Excellence Canada is contributing to the growth of our communities and our country. This year, 12 organizations are being recognized for achieving the highest levels of excellence in quality, organizational excellence, healthy workplace and mental health. Congratulations to all of the recipients on their remarkable performance. I wish you all a wonderful event.

Fondé en 1992 sous le nom d’Institut national de la qualité puis rebaptisé en 2011, Excellence Canada est devenu l’autorité nationale sur les meilleures pratiques en matière de milieux de travail sains et de qualité. Au fil du temps, son équipe chevronnée a aidé des milliers d’organisations de l’ensemble du pays à mettre en œuvre des stratégies d’amélioration du rendement, tout en ayant à cœur le mieux-être du personnel. Excellence Canada favorise ainsi le développement d’organisations exemplaires qui contribuent à leur tour à l’essor de nos communautés et de notre pays. Greetings colleagues and friends, On behalf of the Board of Directors, management, and staff of Excellence Canada, welcome to the annual Performance Excellence Summit and the 39th Canada Awards for Excellence ceremony. I am thrilled to take part in this flagship national event as the Chair of Excellence Canada. Congratulations to all the successful organizations that have met the rigorous standards and requirements through the Canada Awards for Excellence program. These exceptional companies are transforming to address emerging challenges, adjusting to shifting societal priorities and most importantly, safeguarding and nurturing our skilled and talented workforce. The theme of this year’s Performance Excellence Summit is “The Future of Work – Redefining Excellence in a new era.” Today, we stand on the precipice of a new era, where the very nature of work is undergoing a profound transition. The future of work is not just a buzzword; it’s a reality that demands our attention and adaptation. As we gather here to discuss and delve into this critical topic, it’s imperative that we understand how excellence, the hallmark of any successful endeavor, is being redefined in this changing landscape. In the past, excellence was often measured by traditional metrics – the number of hours worked, output quantity, and adherence to strict schedules. However, the new era of work presents a different concept. Excellence now extends beyond these conventional boundaries. It encompasses adaptability, creativity, and the ability to harness the power of technology and innovation. Excellence means fostering an environment that nurtures and empowers a diverse and dynamic workforce. Professor David R. Beatty C.M., O.B.E., F.ICD, CFA The David & Sharon Johnston Center for Corporate Governance Innovation Professor of Strategy, Rotman School of Management, University of Toronto Professor David R. Beatty has served on 39 different public Boards of Directors in Canada, America, Mexico, Australia and the UK and been chairman of 9 publicly traded companies. He was a key figure in founding the Canadian Coalition for Good Governance in 2002, representing 50 institutional investors. David also held a leadership role as the President of Weston Foods for a decade and was the CEO of Old Canada Investment Corporation Limited. He is known for his contributions to education, including creating and teaching the Canadian Directors' Education Program. He has received honors including the Order of Canada in 2013, the only Canadian to be cited for "contributions to Corporate Governance", the Queen's Jubilee medal in 2012, a Lifetime Achievement Award by the International Corporate Governance Network (with $77 trillion in AUMs) in 2018 and he was made an Officer of the Most Excellent Order of the British Empire by HRH Queen Elizabeth II at Buckingham Palace in 1994.

The Board of Governors’ Recognition of Achievement Award is an honourary award apart from the Canada Awards for Excellence. From time-to-time, and not necessarily on an annual basis, the Excellence Canada Board of Governors recognizes individuals who have made a significant contribution to Canadian society.
Geoffrey Taber Chair in Entrepreneurship and Innovation, Rotman School of Management, University of Toronto and NBER Ajay is an economist and professor at the University of Toronto’s Rotman School of Management. He is a research associate at the National Bureau of Economic Research, an academic advisory council member at the Center on Regulation and Markets, an advisory board member at Carnegie Mellon University’s Block Center for Technology and Society and a faculty affiliate at the Vector Institute for Artificial Intelligence. Ajay conducts research on the economics of innovation and serves on the editorial board of the scholarly journal Management Science. He is coauthor of two best-selling books on the economics of artificial intelligence: “Prediction Machines” and “Power & Prediction,” both published by Harvard Business Review Press. Ajay is the founder of the Creative Destruction Lab, a not-for-profit program that has helped startup graduates generate over $28 billion in equity value. He is also co-founder of NEXT Canada, a not-for-profit program focused on the development of young founders. Ajay is a co-founder of Sanctuary, an AI/robotics company that has a mission to create the world’s first human-like intelligence in general purpose robots. He was appointed a Member of the Order of Canada in 2022.

Erin now resides in Victoria, BC where she hosts the CREA podcast Real Time, a podcast for seniors’ residences called Elder Wisdom and her dream project: Drift with Erin Davis, sleep stories on Apple and Frequency. Erin loves to emcee and to share her keynote message of hope after tragedy, based on her Globe & Mail bestselling memoir Mourning Has Broken: Love, Loss and Reclaiming Joy (HarperCollins Canada). Shirlee Sharkey, Board Director and Advisor, Former President & CEO, SE Health Shirlee Sharkey is recognized as one of Canada’s notable experts on home care. As the long-time CEO of SE Health, a unique notfor-profit social enterprise, she has dedicated her career to empowering people, championing compassion, and advancing social innovation. In May 2022, Shirlee stepped down from SE Health following 30 years of breakthrough leadership. Shirlee’s commitment to corporate governance and public service is evident in her leadership and involvement today on many boards, including University Health Network, Toronto Ontario; Chair Michener Institute of Education; The Centre for Aging + Brain Health Innovation (CABHI); Chair Excellence Canada and BAYADA Home Health Care, Pennsauken Township New Jersey. Shirlee shares her passion and expertise as a thought leader, speaker, author, and mentor. Shirlee has won many awards, including the Diamond Jubilee Medal from Queen Elizabeth II. In 2017, she was presented with an honorary Doctor of Laws degree from Ontario Tech University.

Kate Davis, Speaker, Comedienne and Writer Now, a twelve-time nominee at the Canadian Comedy Awards for Best Female Standup and the prestigious Phil Hartman Award. Kate is also the star of her own hour-long comedy special on CTV and the Comedy Network, “Comedy Now.” Kate Headlines across the country and has performed at the Winnipeg Comedy Festival, The Hubcap Comedy Festival, The Kitchener-Waterloo Comedy Festival and LOL. Kate has also shared the stage with Lewis Black and Seth Meyers and is a favorite at corporate events. Kate’s corporate career has allowed her the opportunity to host events for the former President, Bill Clinton, Barbara Walters and many others. You might have heard Kate on CBC Radio “The Debaters” as well as Sirius XM radio.
Linda Nazareth, Future of Work Expert, Future Trends, Economist and Author As a newspaper columnist and an author, she knows how to frame things in ways that both educate and entertain, and as the Senior Fellow for Economics and Population Change think-tank at the Macdonald Laurier Institute, she knows what she is talking about. She is also the host of Work and the Future, a new podcast that explores trends around the labour force and the workplace. Linda’s career has taken some non-traditional turns for someone in her field. Her first jobs was as a government economist where she specialized in labour market planning, which was followed by a stint at a major financial institution where she spent years as a Senior Economist. Wanting to change things up while she could, she lobbied to have a job created for her on Business News Network BNN, and during her time at BNN, Linda started writing books and giving keynote presentations, and eventually left daily broadcasting to give those passions her full-time attention.

Jeffrey Moat, CEO, Pallium Canada Jeffrey joined Pallium Canada as Chief Executive Officer in 2017 where he brings 30 years of experience in creating organizational excellence, compelling social change programs and increasing consumer engagement within the not-for-profit, private sector and NGO industries. Previous to this, Jeff joined the Mental Health Commission of Canada where he established Partners for Mental Health, the country’s first non-profit organization dedicated to accelerating a social movement to transform the way people think about mental health, and act towards people living with a mental health problem or illness. Jeff also enjoyed an eight-year tenure as National Director of Marketing for Canadian Blood Services. He spent the first half of his career in the financial services as Assistant Vice President for Citibank Canada and Bank One International and later Vice President of Marketing for Alterna Bank.
Mary Deacon C.M. , Chair, Bell Let’s Talk Mary Deacon is Chair of Bell Let’s Talk, a national mental health initiative that supports improved access to care, workplace best practices, research, and anti-stigma programs. Mary’s long and successful career in the philanthropic sector includes almost a decade as the inaugural President of the Centre for Addiction and Mental Health Foundation – supporting Canada’s largest mental health hospital. A passionate advocate in the mental health community, Mary is respected and known for bringing people and ideas together to create positive change. A graduate of the University of Guelph, Mary has received honourary doctorates from her alma mater, Wilfrid Laurier University and Dalhousie University for her pivotal leadership role in Canadian mental health and philanthropy. She is a Member of the Board of Governors of the Stratford Festival. Mary received the Queen Elizabeth ll Diamond Jubilee Medal in 2012 and in 2019 was appointed to the Order of Canada.
Allan Ebedes, President & CEO, Excellence Canada Allan has an MBA degree from the University of Toronto and is a CA/CPA. He also earned an LLM degree at the UofT Faculty of Law. He is a Certified Director with the Institute of Corporate Directors (ICD.D). In his business career, Allan was a partner in a furniture and appliance chain, which grew significantly and was subsequently sold to The Brick. In 1979 Allan started the Toronto School of Business, a career college. Under the holding company, International Business Schools, the school grew to become the largest private career college in Canada, with 50 locations coast-to-coast. In 2005, Allan was appointed President & CEO of the National Quality Institute (NQI), now Excellence Canada.

Across Boundaries: An Ethnoracial Mental Health Centre Across Boundaries, a not-for-profit organization established in 1995, has been dedicated to a mission of providing high quality person and family centered mental health and addiction care for racialized communities, from an anti-racism, resisting anti-Black racism, and anti-oppression framework. Operating primarily in the Greater Toronto Area (GTA), they specialize in serving Black and other racialized communities, including newcomers, immigrants, and refugees. Over their 28-year journey, Across Boundaries has built a strong reputation as a leader, for its commitment to equitable care, rooted in a holistic approach to well-being. Across Boundaries: An Ethnoracial Mental Health Centre Across Boundaries est une organisation sans but lucratif créée en 1995 dont la mission est d’offrir des soins de qualité supérieure à des particuliers et des familles de collectivités racisées en matière de santé mentale et de dépendance dans un cadre d’antiracisme, d’opposition au racisme anti-Noirs et d’antioppression. Œuvrant essentiellement dans le Grand Toronto, l’organisation se spécialise dans le service aux minorités noires et autres collectivités racisées, y compris les nouveaux arrivants, les immigrants et réfugiés. Tout au long de son cheminement de 28 ans, Across Boundaries s’est taillé une solide réputation de chef de file pour son engagement à prodiguer des soins équitables, qui prend sa source dans une approche holistique au bien-être. Beaufort Delta Divisional Education Council In 2022, BDDEC partnered with Excellence Canada to improve its services to the eight communities it serves in the Beaufort Delta region of the NWT. Our coach, Catherine Neville, conducted interviews with employees, parents/guardians and stakeholders. BDDEC senior leadership promoted the Excellence Canada initiative circulating a letter and text messaging parents/guardians. Further engagement with BDDEC senior leadership, former superintendent and a graduate student was hosted to ensure a wide variety of feedback was generated, which helped us identify areas of growth for BDDEC. Major changes included the BDDEC Risk Assessment Plan, a new draft EDI policy and this written submission for an Excellence Canada verification. The development of the BDDEC strategic plan also took into consideration feedback from stakeholders. Under the advisement of Excellence Canada and the feedback provided by community engagement, BDDEC continues to grow and learn as an organization. Les cadres supérieurs de BDDEC ont fait la promotion de l’initiative d’Excellence Canada en faisant circuler une lettre et en envoyant des messages textes aux parents/gardiens. Un engagement supplémentaire avec les cadres supérieurs de BDDEC a été organisé, ainsi qu’avec l’ancien surintendant et un étudiant diplômé afin d’obtenir le plus de commentaires et d’observations possibles qui nous ont aidé à repérer d’autres secteurs de croissance pour BDDEC. Le plan d’évaluation des risques de BDDEC, une nouvelle ébauche de politique EED et cette présentation écrite pour une vérification d’Excellence Canada faisaient partie des principaux changements. Les commentaires et observations des parties intéressées ont aussi été pris en considération dans l’élaboration du plan stratégique de BDDEC. En suivant les conseils d’Excellence Canada et en prenant en compte les commentaires et observations de la communauté, BDDEC continue de se développer et d’apprendre en tant qu’organisation. Garantie de construction résidentielle (GCR) Garantie de construction résidentielle (GCR) is a neutral and independent non-profit organization. Its mandate is to administer the guarantee plan for new residential buildings in Quebec, and its mission is to protect buyers of new homes in Quebec. Nearly 80,000 people are currently guaranteed by GCR. GCR also works to improve the quality of residential construction by focusing on site inspections and the prevention of construction defects. Since 2023, GCR has inspected every new home subject to the mandatory guarantee plan. The GCR approach gets results—instances of non-compliance have gone down by 54% over the past five years. GCR is still a young organization, but it has already received two awards at the Prix performance Québec, one in 2018 and one in 2022.
Garantie de construction résidentielle (GCR) Garantie de construction résidentielle (GCR) est un organisme à but non lucratif (OBNL), neutre et indépendant, qui a pour mandat d’administrer le plan de garantie des bâtiments résidentiels neufs pour l’ensemble du territoire québécois. Sa mission consiste à protéger les acheteurs d’une habitation neuve au Québec. Ce sont près de 80 000 habitations qui sont présentement garanties par GCR. De plus, GCR agit concrètement pour l’amélioration de la qualité de la construction résidentielle en privilégiant une approche basée sur la prévention des défauts de construction et les inspections en chantier. Depuis 2023, GCR inspecte chaque nouvelle habitation neuve assujettie au plan de garantie obligatoire. L’approche de GCR donne des résultats alors que les non-conformités ont diminué de 54 % au cours des cinq dernières années. Malgré sa jeune histoire, GCR a reçu deux distinctions lors des Prix performance Québec, en 2018 et 2022.

Leeds, Grenville and Lanark District Health Unit The Leeds, Grenville and Lanark District Health Unit is a small, primarily rural, local public health agency located in eastern Ontario, responsible for the delivery of public health services to the community. The COVID-19 pandemic significantly impacted the well-being and resilience of employees, who reported high levels of stress, trauma, and burnout. A mental health at work journey was initiated as part of the pandemic recovery planning process, in order to provide immediate supports for employees and put a strategic foundation in place to build upon for the future. Management and employee champions worked together to complete a situational assessment, MH@W logic model and plan, regular information emails, and advocate to management for enhanced workplace training and supports. In the spring of 2023, the Health Unit was rewarded for its efforts by receiving Gold Level in Mental Health at Work.
Le Bureau de santé du district de Leeds, Grenville et Lanark Le Bureau de santé du district de Leeds, Grenville et Lanark est un petit organisme de santé publique local, essentiellement rural, situé dans l’est de l’Ontario, chargé d’offrir des services de santé publique à la communauté. La pandémie de COVID-19 a eu un grand impact sur le bien-être et la résilience des employés qui ont signalé souffrir de niveaux élevés de stress, de traumatisme et d’épuisement professionnel. Un cheminement vers la santé mentale au travail a été entrepris dans le cadre du processus de planification de reprise après la pandémie afin de procurer aux employés un soutien immédiat et de mettre en place une base stratégique sur laquelle s’appuyer pour l’avenir. Les membres de la direction et les employés champions ont travaillé ensemble pour effectuer une évaluation de la situation, réaliser un modèle et un plan logiques MH@W, envoyer des courriels d’information réguliers et intervenir auprès de la direction afin d’obtenir une meilleure formation et de meilleurs soutiens dans le lieu de travail. Au printemps 2023 le Bureau de santé a vu ses efforts récompensés en se hissant au niveau Or de la santé mentale au travail.

C’est là une importante initiative stratégique tandis que nous poursuivons notre reprise après la pandémie de COVID-19 et que nous nous concentrons sur la santé mentale, le bien-être et la résilience de nos employés à l’avenir. Peel Regional Police Peel Regional Police (PRP) is the third largest municipal police service in Canada and serves over 1.5 million residents in Brampton and Mississauga, Ontario, one of the most diverse regions in Canada with over 65 languages spoken. PRP is modernizing policing through transformative change and implementing Community Safety and Well-being (CSWB) as the guiding principle. PRP has invested in partnerships and initiatives that provide upstream services and resources to reduce the likelihood of victimization or criminality. CSWB has been the framework PRP has operationalized in every function and unit across the organization, including internally. PRP recognizes that to be the best for their community, they must invest in their members’ well-being. Over the past 16 years, fostering a healthy workplace has been prioritized by introducing programs and initiatives, including the Wellness and Fitness units, the Expect Respect Program, eight culturally responsive Internal Support Networks, the Employee Recognition and Culture Committee, and much more.
Peel Regional Police La police régionale de Peel (PRP) est le troisième service de police par ordre d’importance au Canada, desservant plus de 1,5 million de résidents à Brampton and Mississauga, Ontario, une des régions les plus diversifiées au Canada où l’on parle plus de 65 langues. PRP modernise les services de police en procédant à des changements transformatifs et en mettant en application le principe directeur sur la sécurité et le bien-être de la communauté (SBEC). La PRP a investi dans des partenariats et des initiatives qui offrent des services et ressources en amont afin de réduire la possibilité de victimisation et de criminalité. Pour y arriver la PRP a mis en place la SBEC comme cadre de travail dans chaque fonction et unité de toute l’organisation, y compris à l’interne. La PRP reconnaît que, pour servir au mieux sa communauté, elle doit investir dans le bien-être de ses membres. Depuis plus de 16 ans, priorité a été donnée à promouvoir un milieu de travail sain en introduisant des programmes et des initiatives, dont les unités de mieux-être et de bonne forme physique, le programme Expect Respect (s’attendre au respect), huit réseaux de soutien interne adaptés à la culture, le comité de reconnaissance des employés et de la culture et bien plus encore.

Quebec Metallurgy Center Leader in applied research, the Quebec Metallurgy Center brings together a team of 49 employees to support the competitiveness of businesses, in a collaborative approach. Its expertise follows recent technological advances in metallurgy and sustainable metal transformation (ISO 9001 and 17025 environment) to offer concrete solutions to industrial problems as well as specialized training for workers, including non-destructive testing. Each year, the CMQ serves more than 200 manufacturing companies, 70% of which are SMEs. It offers research infrastructure on an area of approximately 60,000 square feet, worth nearly $40M.
