Dear Candidate I look forward to working with an outstanding Development Director, inspired to help us create a School of Government which improves government, strengthens societies, and enlarges human opportunity and welfare in countries around the world. At the Blavatnik School of Government we are seeking to craft and deliver outstanding education and research. We are learning how to identify transformative leaders from every region of the world and offer them opportunities to learn, to engage with one another, and to strengthen their ability to lead. Our development activity engages people from across the world who share our desire to improve government. We wish to build on the visionary support of Leonard Blatvanik and we are already working with a range of partners as sponsors and supporters including George Soros and the Open Society Foundations, Walter Kwok, the Lemann Foundation, McKinsey and Co. and BP. We are excited by the opportunities for building support from public, private and corporate supporters in Europe and beyond, in the Asia-Pacific region, in North and South America, and in Africa and the Middle East. What we need now is an additional member of our leadership team who has the vision, commitment and practical know-how to help us strengthen and deepen our reputation, reach and support and to engage financial supporters in every region of the world. This is a demanding and challenging role. For the right post holder it will be one of the most rewarding possible fundraising positions. About the School The Blavatnik School of Government Oxford was launched in 2010 following a £75m donation by American philanthropist Leonard Blavatnik. The University of Oxford is contributing resources, including underwriting £26m for the School's new building as well as providing its site in the Radcliffe Observatory Quarter. Leonard Blavatnik Leonard Blavatnik is a major American industrialist with global interests in natural resources and chemicals, media and telecommunications, and real estate. At the time that the School was launched, Mr Blavatnik stated: “Oxford University’s reputation provides the School with the opportunity to bring together distinguished teachers and leaders in government to address the entire spectrum of policy issues. Ngaire Woods Professor Ngaire Woods is the inaugural Dean of the Blavatnik School of Government and Professor of Global Economic Governance. Educated at the University of Auckland, Professor Woods graduated with a BA in Economics and an LLB in law. She studied at Balliol College Oxford as a New Zealand Rhodes Scholar, completing an MPhil in International Relations (with Distinction) and a DPhil. Professor Woods subsequently taught at the Government Department at Harvard University before taking up her Fellowship in Politics & International Relations at University College, Oxford. She is a Professor of International Political Economy at Oxford University. Her major academic interests include the United Nations and globalization. Professor Woods is the senior representative of the School within the University of Oxford and as such serves on the Social Sciences Divisional Board. Professor Woods is also a trustee of the Rhodes Foundation.

Calum Miller Calum Miller joined the Blavatnik School of Government as Chief Operating Officer in July 2012. Â He is responsible for the administration of the School, reporting to the Dean. Calum served for over two years as Principal Private Secretary to the Deputy Prime Minister, Nick Clegg. He spent 13 years as a Civil Servant in HM Treasury, the Cabinet Office, the Foreign Office and the Department for International Development. Calum was also a research associate of the Global Economic Governance Programme and researched and published on the impact of financial crises in developing countries. He studied PPE at University College, Oxford from 1996 to 1999 and for an MPhil in International Relations at Nuffield College, Oxford from 2003 to 2005.

The Role The Development Director is a new senior management position and will report directly to the Dean, Ngaire Woods. The Development Director will also be part of the senior administrative team, led by the Chief Operating Officer, and work closely with colleagues across all areas of the School’s activity. The Dean and her senior colleagues are determined to build and embed a culture of philanthropy into all of the School’s activities. The Development Director will be required to devise a programme to raise £100m and ensure Oxford becomes the world’s leading centre for educating and supporting future and current leaders to improve public policy and the quality of government. S/he will devise entrepreneurial strategies to encourage donors and philanthropists to give on a significant scale to the School.

This is a new role in a growing institution. Candidates should be comfortable developing new activities and taking responsibility for the whole life-cycle of donor stewardship. The successful candidate will build a small development team (currently envisaged to involve a development manager and a development assistant) to support their work, but this will be a hands-on role. It will suit someone able to operate equally effectively in soliciting gifts from major prospects and in supervising the careful management of donor transactions, including all legal and financial aspects. Candidates should have a strong intellect and an international outlook, combined with a track record of working with senior individuals at the very highest levels. They should be able managers and good team players, ready to work closely with colleagues across the School and in the key departments of the collegiate University. Applications will be welcomed from candidates with a keen interest in public policy and outstanding levels of achievement in the private, public or voluntary sectors. While this role will be ideally suited to those with experience in senior development positions, applications are also welcomed from those with appropriate transferable skills, a commitment to the School’s vision and the resolve rapidly to acquire relevant professional skills, with support from the University’s Development Office.

Objectives Develop and champion a development strategy, focused on key donors and stakeholders, to deliver ÂŁ100m of new fundraising
Inspire the confidence of the Dean, senior academics, the senior management team and senior stakeholders so as to support their contribution in delivering on the major gift fundraising goals of the strategy

Main Responsibilities
Take responsibility for delivering the School’s development strategy
Marshall the resources of the development team in support of the strategy and steward existing major donors and effectively cultivate new ones to support the delivery of six, seven and eight figure gifts
Collaborate with the University of Oxford's Development Office as well as important stakeholders in the Colleges and the University’s Administration
Put in place systems for the effective management of fundraising information for regular management reports

Contribute to the overall strategy for the School and the formulation of the annual plan and budget allocations
Maintain excellent standards of people and financial management within the development team
Meet the KPIs, agreed with the Dean, as they vary from year to year according to the prospect management cycle
Inspire, motivate and manage the development team, currently envisaged to consist of a manager and an assistant.
Ensure development activities are on budget and all risks are actively managed
Develop a system to ensure the prospect pipeline is in robust health across short-term, medium-term and long-term scenarios and that information and data is appropriately recorded
