“I wanted my photo to have a human element on it, so I waited for passers-by. I saw one man walking and approached him for the shot. Upon seeing the photo, it surprised me that his [baseball] cap had the text "Quality of Life" written on it, giving the photo more meaning. It somehow asks the viewer which candidates they think can improve the lives of our countrymen. And the vision seems blurry, a representation of clear uncertainty,” brilliant lensman Martin San Diego wrote about this photo taken almost three years ago. Different elections, same uncertainty. DENR urges ‘GarbageFree’ elections By VIA BAROMA

A

s the May 9 election approaches, familiar scenarios of politicians hanging their campaign posters along the streets will soon be seen. In line with these, the Department of Environment and Natural Resources (DENR) recently launched the initiative "Garbage-Free Election 2016." The DENR partnered with the Department of the Interior and Local Government (DILG) and the Commission on Election (COMELEC) in its drive that aims for the proper disposal of campaign material waste and to help in cleaning up the surroundings after the polls. The three government agencies will be working together to ensure that the 2016 elections respect the country's law on garbage management or the Ecological Solid Waste Management Act of 2000 (Republic Act No. 9003).

Environment Secretary Ramon Paje said the campaign was launched in anticipation for the large volumes of waste produced during the election period due to proliferation of posters, flyers and other campaign paraphernalia. "With the number of candidates on the campaign trail, one can just imagine the volume of campaign materials that will be generated and most of these will end up as garbage," Paje said. Political parties and candidates will also be told not to cut, destroy, or damage trees and plants of scenic value along public roads, plazas, parks, schools, or other public places not designated as common poster areas. "This is the topmost concern we have and our partners in the green movement who we are intensifying their campaign for a greener election, calling on the candidates themselves

to clean up their act," he added. The DENR’s waste-free elections campaign, which was first implemented during the 2013 midterm elections, is based on the provision of Republic Act 9003 also known as the Ecological Solid Waste Management Act of 2000 signed by then President Gloria Macapagal-Arroyo. At present, the campaign is supported by the Metropolitan Manila Development Authority, major political parties, party lists, candidates, youth leaders and civil society members. DENR Undersecretary Jonas Leones led the signing with DILG Policy Compliance Monitoring chief Rhodora Flores, and Laguna Governor Ramil Hernandez, along with local environment and natural resources officers (ENROs) representing 45 local page 3 government units.

Upgraded Cebu airport to be replicated By RICHARD RAMOS

M

ore than just a fancy display of shining innovations, novel facilities, and upgraded customer satisfaction, the new and improved Mactan-Cebu International Airport (MCIA) will serve as a model for other airports in the country to follow and emulate as a result of the numerous improvements introduced by the GMR-Megawide group as the new airport management body. This was what Transportation and Communications Secretary Jun “Emilio” Abaya meant in a recent media gathering as he declared that his office will issue five PublicPrivate Partnership contracts to benefit five regional airports situated in the Visayas and Mindanao. These five airports, to be divided into two bundles, consist of Iloilo and Bacolod; and the Bohol, Davao, and the Laguindingan Airport in Cagayan de Oro. Interested parties can bid for one or both bundles as long as they are willing to spend over PhP100 page 4 billion for the entire package.

Japan Emperor's visit highlights JPN-Phl relations By ANGIE DUARTE

T

heir Majesties, the Emperor and Empress of Japan paid a state visit to the Philippines last Jan. 26 to 30 in commemoration of the 60th anniversary of the normalization of diplomatic relations between the two countries. On the agenda of Their Majesties was a meeting with President Benigno Aquino III – which followed on the heels of the welcoming ceremony at Malacañang Palace – as well as wreath laying ceremonies at the Rizal Park and the Libingan ng mga Bayani (National Heroes Cemetery). Highlights of the state visit also included a State Banquet held at the Palace, a meeting with Japanese residents in the Philippines, a visit to the Technical Education and Skills Development Authority language training center for Japan-Philippines Economic Partnership Agreement, and a reception hosted by Kazuhide Ishikawa, Japanese Ambassador to the Philippines, and his wife. The state visit was a much-anticipated event, with the invitation for Emperor Akihito and Empress Michiko to visit the Philippines having been extended some time ago by the Philippine government. The invitation was likewise renewed by President Aquino on his state visit to Japan in June 2015. Strengthening ties Having survived the strains wrought by the Second World War, Japan and the Philippines re-established diplomatic ties over six decades

ago, and entered into a Strategic Partnership in September 2011. The countries share the same primal values, like freedom, democracy, and market economy. Over the years, Japan and the Philippines have fostered close economic ties; Japan being the biggest trading partner, as well as the biggest source of investment for the Philippines. Economic partnership December 2008 marked the full implementation of the Japan-Philippines Economic Partnership Agreement, which has resulted in a voluminous amount of products now traded tax-free between the two countries. In addition, under said agreement, Japan has accepted Filipino nurses and caregiver candidates. Furthermore, Japan has since been the largest source of Official Development Assistance for the Philippines; with Japan having thrown its full support into infrastructure programs within Metro Manila and its environs. People exchange The number of Filipino nationals visiting Japan has steadily been on the rise, in the past few years, charting a 70 percent growth from 2013 to 2014. Japanese authorities report that in 2014, the number of Filipinos who visited Japan reached around 184,000. Japanese tourists to the Philippines hit 464,000, in 2014. Meanwhile the number of Filipinos residing in Japan is roughly 200,000, to date. The num-

DENR urges "Garbage...from page 1 The DENR has also called for the participation of several non-government organizations such as the Eco-Waste Coalition and Mother Earth Foundation, and schools such as the Miriam College, to support the campaign. The signing of the manifesto coincided with the 15th anniversary of the law’s implementation. Moreover, the DENR urged the public to cooperate in its campaign by reporting cases of election-related littering to authorities or by directly seeking the attention of candidates about these concerns at public forums. “This is particularly what the DENR, DILG and COMELEC are pushing through this effort—an awareness campaign to en-

courage voters to choose and watch out for candidates who really care about the environment,” Paje said. National Solid Waste Management Commission Secretariat Executive Director Eligio Ildefonso expressed the total support of COMELEC as told by its spokesperson James Jimenez. According to the COMELEC, a total of 45,990 individuals filed their certificates of candidacy (COCs) last year for 14 national posts, 59 party list representatives and 18,010 local posts. The campaign period for national positions will begin on Feb. 9, while campaign for local posts will start on Mar. 25.

Agreeing with him, Payne added that the frontline supervisors need to be recognized for their crucial contributions to the success of the company instead of just the CEO and the company as a whole. Award categories and criteria for judging are now posted in the ICT awards website at www.ictawards.org.ph.

Last year’s ICT Gala Awards witnessed over 400 industry leaders from the ICT and business sectors, both local and international. Over a hundred nominations were received for the 14 major categories in 2015.

Unforgettable date destinations and ideas for Valentine’s Day

A

h, yes, February’s here—the month when everybody has the license to be extra cheesy and mushy with their special someone. And yes, your social media feeds will be flooded by expressions of undying love and devotion. Prepare to see a few engagement proposal shots, too. But for those who haven’t had the time to plan Valentine’s Day yet, we’ve got you covered. Here are some hearts’ day destinations and ideas for the romantics, not-so-romantics, and yes, even single ones out there (ladies, as Queen Beyonce said, “put yo’ hands up!”). Secret garden If you and your partner prefer a quiet, intimate set-up in a somewhat secret location, head on to Makati CBD (yes, you read that right) and into Maria Luisa’s Garden Room inside the 55-year-old Makati Garden Club (MGC) compound. It’s an exclusive restaurant for members of MGC, but for Valentine’s Day 2016, they’re opening it to the public. Its interiors boast of exquisite French details, which add to the romantic flair of the establishment. But more than its lavish and ardently curated décor, Maria Luisa’s Garden Room is home to some of the best seafood dishes in the metro. Chef Robert Lilja and restaurateur Sandra Fernandez designed a Valentine’s Day menu which will surely make you come back to the Garden Room—and even sign up for the surprisingly affordable MGC membership. For Valentine’s Day, guests will be welcomed with a glass of premier sparkling wine and some hors d’oeuvres. For appetizers, guests can choose between their Gravlax Latke (Polish Potato Pancake with Salmon) or Australian Sea Scallops in White Wine & Dill Cream Sauce. For soup, there’s Gazpacho or Oxtail Consommé. For the salad, there’s a vibrant choice of Pear & Roquefort Blue Cheese, Tomatoes, Sweet Beets and Blueberry Dressing or Foie Gras Terrine and Jamon Serrano, Salad Mixed Greens, and Sherry Walnut Oil Dressing. For the main course, they will be offering Pan Fried Sea Bass, Chorizo, Clams and Tomato Sauce or Chateau Briand (Whole Roasted US Tenderloin) and Provencal Potatoes. Dessert will be Austrian Apple Pie with Fresh Cream. Already drooling? Make sure to reserve a table. Maria Luisa’s Garden Room is located inside the Makati Garden Club at Recoletos Street corner Ayala Avenue, Urdaneta Village, Makati. For inquiries and reservations, call (02) 552-7051 or (02) 552-7045. Painted crimson Here’s another quiet refuge in the heart of the metropolis. Paint the town red this Valentine’s Day— or even better—paint the town crimson! Spend Valentine’s weekend at Crimson Hotel and enjoy special treats for you and your loved one to “celebrate second chances, first love, and enduring romances.” Enjoy discounted rates if you stay at Crim-

son Hotel from Feb. 12 to 14, which includes wine and a box of chocolates (need we say more?). Guests can also enjoy a special rate at their well-stocked Deck Bar (unlimited drinks and a romantic movie under the stars for only PhP500—count us in). And when you get hungry, head down to Café Eight for their sumptuous buffet to fill your bellies with great food and your hearts with lots of love. This Valentine’s weekend, guests can take advantage of their special lunch and dinner rates plus an “upgraded” buffet, offering the best of local and international cuisine like Beef Tenderloin in Rich Tomato, Olive, and Caper Sauce, Stir Fried Broccoli with Scallops, Eggplant and Tomato Gratin with Mozzarella, Roasted Beef Sirloin, Beef Tenderloin with Red Wine Sauce, Roasted Shallots and Garlic, and for dessert, do not forget to try their Chocolate Fondue.

Crimson Hotel is located inside Entrata Urban Complex, 2609 Civic Drive, Filinvest City, Alabang, Muntinlupa City. For inquiries and reservations, call (02) 863-2222 or visit www. crimsonhotel.com/manila. New World options At New World Manila Bay, you’ll fall in love three times over with their offers from The Fireplace, Market Café, and Li Li. An unforgettable Valentine’s weekend (Feb. 12 to 14) awaits lovers at any of the three esteemed restaurants within New World Manila Bay. The Fireplace offers a special Valentine’s set dinner for two with a complimentary glass of champagne at a special rate. The elegant and romantic ambiance of The Fireplace is a great backdrop for new memories while enjoying prime choice meats and the best seafood—

both local and imported.

For couples looking for an Asian-themed meal, Li Li offers a wide selection of authentic Cantonese cuisine prepared by classically trained chefs from Hong Kong. Li Li’s special Valentine’s Day dinner for two also comes with a glass of premium wine or mocktail. For those who just can’t seem to decide whether to have Western or Eastern fare, the Market Café is the perfect melting pot of the best culinary offers from around the globe— from Filipino classics to French cheeses to Japanese delicacies. Guests at the Market Café can also request the in-house chefs to prepare special dishes from the Grill, Asian Noodle, Japanese, and Dessert Stations. The buffet includes free-flowing wine, as well as beer and soda. If you’re looking for a more intimate setup (perhaps to pop the Big Question *wink wink*), the rooftop of the New World Manila Bay Hotel is the perfect spot. Overlooking the breathtaking Manila skyline and the equally picturesque Manila Bay, you and your partner can choose to begin forever in this spot by reserving it for a private dinner at a special price.

Apart from great food and perfect ambiance, guests can also enjoy discounts on services at The Spa at Club Oasis—New World Manila Bay’s unparalleled lifestyle club—for the entire month of February. New World Manila Bay Hotel is located at 1588 Pedro Gil corner MH Del Pilar, Malate,

Manila. For inquiries and reservations, call (02) 252-6888 or e-mail dining.manilabay@newworldhotels.com. Upgraded Cebu airport ...from page 1 “If the non-Cebuanos liked what they saw in the new MCIA, then the same thing can be replicated in their very own airport. They can introduce innovations that can increase their terminal capacity and facilities. That is the best example of how the PPP works with the private sector,” he said during the sidelines of the concrete pouring ceremony of Terminal 2. To name just a few of the changes in the MCIA; ready availability and accessibility of taxis, upgrading of toilets, brighter lighting systems, more efficient check-in processes, brand-new luggage conveyor equipment, etc. Welcoming delegations may even wait for and greet their parties/loved ones inside the terminal while availing of snacks in air-con-

ditioned comfort. This eliminates the need to waiting outside the terminal near the onslaught of vehicles. All these have propelled the MCIA to the 18th best airport in Asia in its own category last 2015, a significant achievement from its non-inclusion in the past. Abaya added that all government obligations end as the concrete pouring took place, thus relegating the government as full-time regulators of the project. He also noted that the GMR-MCIA team-up bagged the Asia Transport Deal of the Year in 2015. Andrew Harrison, chief executive adviser of GMR-Megawide, related that the target date

of completion is set on February 2018, though he remains hopeful the construction will be completed earlier. The terminal’s dimensions will include a three-storey building with a gross floor area of over 65,000 square meters. Over 3,000 construction jobs have been created as a result. “We aim to market the Philippines to a wide audience through route connectivity. We want to establish more routes to Cebu so the world can see its beauty and potentials,” he affirmed. Regarding new routes, he bared that Cebu will soon establish routes to Los Angeles, Dubai, Taipei, and Xiamen this March—thus further necessitating the need for the comple-

tion of the new terminal soon to cope with more foreign arrivals. “These are all regular flights, not chartered. The airline companies are Xiamen Air, Emirates Air, and Eva Air which all have strong faith in Cebu,” he beamed. With all the large-scale developments either happening in the present or due in the near future in Cebu, officials are optimistic that the MCIA would climb a few rungs higher this year in the list of Asia’s top airports and further establish Cebu as a certified tourism magnet in the region.

Valentine’s Day fun facts

5

By ANGIE DUARTE

The origins and quirky side behind the pink-and-red frenzy of frouf, fluff, and forever-love

J

ust when it seems that you have finally recovered from the Christmas holiday crazies, TAH-DAH! Valentine’s Day sneaks up and startles you, with its pink-and-red frilly froufrou-ness; pulling on your purse strings once more for the purchase of cards, chocolates, sweet treats, flowers and frivolities. I am – admittedly – not a big fan of the commercial craze that Valentine’s Day has become. Nor am I am fan of the emphasis this holiday continues to place on superficial beauty and “romance;” making girls who do not receive a Valentine, or flowers, or chocolate, whathave-you feel as unwanted and unbeautiful as the overgrowth of hair on a hobbit’s feet. This Hallmark Holiday (no offense to the wonderful folk at the greeting card conglomerate) has the ability to somehow make singles the world over feel like undesirable wallflowers at some heart-themed soiree, if they are dateless on VDay. No; in general, I am not a fan. Though I must admit to enjoying handmade cards and pure sentiments of love from your child, partner, special someone, father, mother or best friend. Simple tokens of ever-elusive true love; these do the trick, for me. Then again, you do not need Valentine’s Day to express true love, now do you? *Wink, wink* I am a fan, however, of quirky facts; Valentine’s Day not excluded. Here are my favorite fun facts about the day of hearts: Secret weddings and bloody origins The most heart-stopping theory about the origins of this holiday is quite bloody, in a tragic-romantic sort of way. It is said that during the rule of Emperor Claudius Gothicus (also known as Claudius II) from 268 to 270, Roman men were not allowed to marry during wartime, as their first and utmost duty was to fight for the Empire of Rome. Unbeknownst to Claudius II, a bishop by the name of Valentine went behind his back, secretly performing wedding ceremonies; that is until he was found out, jailed, and eventually executed. While incarcerated, the bishop wrote a note to the jailor’s daughter, which he signed "from your Valentine." Thus, the birth of the Valentine’s tradition. CARDio Day greetings As the tradition evolved, it was considered bad luck to sign a Valentine’s card; so in Victorian times, sweet nothings were penned and given unsigned, or sealed with a kiss, an “X,” or a fingerprint. In contrast to the outward repression and prudish front of the Victorian era, the 1800’s saw a rise in popularity of raunchy Valentine’s Day cards. In the US, the Chicago post office rejected more than 25,000 cards because they were too indecent to be carried via US Mail.

Humorous valentines were also favorites in the 19th century. These were known as "Vinegar Valentines.” A Scotsman by the name of John McLaughin introduced Vinegar Valentines in 1858, via his own publishing company in New York City. Valentine’s Day cards are most often given to teachers, followed by children, mothers, spouses, sweethearts, and pets. Teachers generally receive the most Valentine's Day cards, from children aged six to 10. Over 650 million Valentine's cards are exchanged by children in this age group with their teachers, classmates, and relatives. Second only to Christmas, Valentine’s Day is among the top greeting card holidays. In the US, for instance, approximately one billion Valentine’s cards are given each year. Singles strike back In mockery of the commercialized day of hearts and the over-emphasis it places on romantic relationships, singles have come up with their own Feb. 14 holiday: Singles Awareness Day, or S.A.D. On this bittersweet, humorous holiday, single people gather to celebrate, or perhaps commiserate, their singlehood. Some of the most popular activities on Singles Awareness Day are single’s mixers, enjoying a meal with fellow singles, travelling with groups of singles, pampering sessions at salons or spas, giving gifts to yourself, etc. “XO” marks the spot On Valentine’s Day it is very common for people to include X’s and O’s in their greetings: XOXOXO, the commonly used symbol for hugs (O) and kisses (X). X’s and O’s are used throughout the year, mind you, as a symbol of endearment; but most especially on V-Day. The use of X is thought to have originated with Christians in the Middle Ages; during which time, many people were illiterate. As such, they would sign their documents with an X, which was at once a simple mark to make and a reference to the Christian cross. Then, the signee of the document would kiss the X, as a token of their sincerity and their oath. Hence, X = kiss. The origin of the O is not as easy to trace, but some who have studied the matter believe it dates back to the Jewish immigrants who arrived in the US. Many were illiterate, and simply signed their documents with an O, in place of the Christian X. Others believe the explanation to be much simpler: X could be a representation of two lips, kissing; while O is a visual symbol of arms enclosing someone in a hug. Weird food and bird watching In the medieval times (5th to 15th century, girls often ate strange food (such as pancakes

slathered with ketchup) the night before Valentine’s Day, so that they would dream of their future spouse. The practice continued on to the 17th century, but food of choice was hard boiled eggs. Young women also pinned five bay leaves to their pillows, to aid in the dream process. Another popular belief held by young women during the Middle Ages is that the kind of man a woman would marry could be determined by bird watching on Valentine’s Day. If the maiden spotted a sparrow, she would marry a poor man. A bluebird, on the

other hand, meant a happy man was in store. A crossbill would bring an argumentative man as a groom, while an owl meant the woman would not marry and become a spinster. Genuine love, all year round There you have it – my own personal favorite trivia about the Hallmark Holiday that is Valentine’s. However you choose to celebrate it – or not – sharing and expressing genuine love with those dearest to you is always a heartwarming idea; on any day of the year!

espite being a hotspot of Korean visitors, there has not been a wealth of Korean Barbecue restaurants in the metro. And now, with its recent grand launch, Kiwa offers a completely different grill experience that will take your palate all the way to Seoul. Possibly the very first fine dining Korean barbecue restaurant in South East Asia, Kiwa is one of the few restaurants that maintains its authentic Korean flavors that promise to please Korean nationals and Filipinos alike. “Our objective is to provide the best of everything,” Kiwa CEO Ed Reyes divulged. “Definitely fresh ingredients. We are using grade A+ beef, the best that is available. Unfortunately, Korean beef cannot be exported so what we serve is from Japan and the US. Our service standard is a lot higher than other restaurants. A team flew in from Korea to train the Filipino staff and several of our mainstays are Koreans. We follow strict 5-star hotel sanitation rules and regulations. Everything has to be sealed, covered, labeled and stored at the right temperature. The golden standard of restaurant hygiene operations in the country is Solaire and we follow that standard.” State-of-the-art facilities Kiwa’s interiors were done by a Korean firm. “We wanted something traditional yet modern and chic, something sophisticated but still cozy, something that would make our guests feel welcome,” Kiwi COO, Eddie Park shared. After all, Kiwa means traditional Korean roof tile, those used for Korean homes. And as a restaurant, Kiwa aims to be a shelter, a place that provides a comfortable environment for relaxation and leisure. The look they wanted was achieved by utilizing a lot of wood assembled in different patterns combined with stones. Each corner of Kiwa makes a great backdrop for photographs. A much-coveted row of booths affords a stunning view of the Manila Bay. “What you see here is also all pretty much from Korea—the chairs and tables, even the stones,” stated Corpus. The restaurant can accommodate a total of 184 persons. It has eight private rooms which are expandable and can seat anywhere from eight to 48 persons. A parade of generous-serving food During the press lunch, a parade of appetizers enticed the palates of the guests. Kicking off the parade was their Chadolbaki Salad (assorted vegetables topped with seasoned pan fried beef brisket along with pear and yuzu sauce). This was followed by Pumpkin Salad

(mashed pumpkin mixed with assorted nuts with assorted seasonal vegetable with sesame seed dressing). The feast carried on with Baebaek Kimchi (rolled white kimchi placed inside whole pear), Haemul Pajeon (pancake mixed with seafood, spring onion and assorted vegetable with spicy soy sauce with sesame oil on the side), Japchae (seasoned soy sauce based pan fried glass noodles with beef and fried assorted vegetables), and Gobachi (platter of scallop sashimi, steamed shrimp, salmon sashimi, steamed octopus and marinated tomato). For the main course, the house served the Yang Nyeom Gal Bi, a grilled marinated beef with Kiwa's special sauce; and Grilled Samgyeopsal (seasoned pork belly), a dish grilled right in front of you. And the best part, you can actually enjoy grilling without having to worry about smelling like grilled food by the end of your meal. “Our kitchen is top-notch, all imported from Korea. We have a state-of-the-art exhaust system under the restaurant so all the smoke is ventilated under the floor. It is the best technology in Korea, so when you dine at Kiwa you will not smell like smoke and barbecue,” claimed Kiwa CFO Noel Corpus. Kiwa offers more treats Kiwa promises to have more on their menu soon. Lined up are special items such as lobster tail and Japanese wagyu. At the same time, there are plans to add lunch sets that are in the PhP500 to PhP700 range. Those who enjoy drinks can look forward to dishes that are perfect for soju and other rice wines. Since Kiwa is open as early as 9 a.m., they will be Grilled Yang Nyeom Gal Bi releasing six varieties of breakfast sets, with each to include soup, rice and three to four side dishes, which is what Koreans typically eat in the morning. “We have a birthday breakfast tray with seaweed soup, it’s what we drink on our birthday. It is believed to help improve blood circulation. In Korean tradition, seaweed soup is the first thing given to a woman who has just given birth. If you go to Kiwa on your birthday, instead of a birthday cake,

ubversive Filipino Cuisine – it was never meant to be a suggestion of the profound. It was, as are most things regarding Restaurante Pia y Damaso, a natural progression of an endeavor to serve downright good food. Inspired by the imagery brought about by Philippine national hero Jose P. Rizal’s novel Noli Me Tangere, Damaso is Bambi Sy Gobio’s take on what the fictional characters’ colonial Philippines cuisine might have been. And the stamp of her imagination and innate culinary stylings are irrepressible throughout the menu. Take Elias (a salad named after a prominent character in Noli Me Tangere) – a combination of greens, tomatoes, caramelized pineapple, crisp shallots and seared marinated crocodile from Davao, mixed with mango cilantro vinaigrette – it may seem an off-kilter concoction to some (and it probably is), but Gobio shares it is what she came up with as she conjured images of a scene in the novel where Elias is attacked by a crocodile in a lake (which she surmised seemed to be environed by pineapples). “My sister had this skill; normally people would need to taste the food to get an idea of how it would be,” Gobio’s brother Chris shares. “She can read the menu and already know how it’s going to come out without physically tasting it.” And this innate talent has lent her creative free rein.

There’s their Kua Pao Pan De Sal – Damaso’s upgrade over Chinese kuapaos’ frequent lacking in the filling and flavor department. Gobia overloads the pan de sal with soya, anise, garlic braised pork belly, roasted peanuts, sweet mustard leaf and fresh cilantro leaves in what translates into a cross-cultural culinary treat. One could also delight in their Filo Tarts with Pork Asado and Apple Relish - Damaso’s take on the Asado Siopao, with the filling instead wrapped in crispy filo tarts and topped with apple relish. This trend of creation from imagination carries on throughout the menu – from starters like Almond Stuff Dates Wrapped in Bacon and mains like Smoked Tapang Usa (salted deer meat from the province of Nueva Ecija, green mango pickles, roasted pepper omelet on garlic rice) to desserts like Pepay The Dancer’s HaloHalo (a delightful mélange and their own take on the popular halo-halo) and Sisa’s Dementia (truffle cake with white chocolate almond pastille, dark chocolate mousse and ganache – an absolute must-try). Deem it what you will, but if you’re on the look out for interesting fare (colonial, subversive or otherwise), Restaurante Pia y Damaso on the 2nd Level of Greenbelt 5 stands as a good choice in a place with an abundance of options.

Beyond the Surf Break Discovering the soul of La Union, off board Text by TIMOTHY JAY IBAY Photos by MARTIN SAN DIEGO

T

his writer kicked off 2015 partaking in an adventure with the Lakbay Norte 4 crew – immersing myself in the plethora of adventures Central Luzon has to offer. It was a fun way to welcome a fresh year, which turned out to be an amazing one for me, personally. This year, I couldn’t pass on doing the same – this time exploring the many hidden wonders of the provinces of La Union and Pangasinan. And despite embarking on a less action-packed trip, opting instead for a more natural and culturally inclined itinerary, Lakbay Norte 5 turned out to be six days peppered with hearty laughs, welcome discoveries and kindred spirits that knew no social classes, backgrounds or age gaps – a squad that shared memories certain to be treasured by all involved, a mélange of cherished moments inundated with downright fun times. Lakbay Norte – a media familiarization tour thrust by the Northern Philippines Visitors Bureau (NPVB) – has been known to be one of the most awaited media tours in the calendar year. No one does media trips like the NPVB. And Lakbay Norte 5 lived up to everything it’s been esteemed to be. One of the first stops of Lakbay Norte 5 would be in La Union – a province known to metro dwellers predominantly for its surf spots, breezy vibe and distinct concept of chill. The local surfing community, for years, has welcomed the influx of city slickers eager to discover what it is to be stoked. Their “Chill Committee,” with the continuously growing tourism industry, (particularly that of San Juan’s) has given visitors plenty of nightlife options to ensure that the fun doesn’t stop when the surf break does. The Crawl And with the fore mentioned mushrooming of establishments designed to cater to tourist owls, the Lakbay Norte 5 squad saw it fit to go on a crawl to sample the offerings and lifestyle available on San Juan’s post sunset menu. First up was Mad Monkeys, a small, charming outfit, which despite just opening

recently, is quickly being hailed as the joint serving the best burgers in town. Perfectly cooked, thick burger patties, spruced up with their special sauce that go perfectly with their equally delightful fries appear to be what will be Mad Monkeys’ calling card for the foreseeable future. The relaxed vibe and ice-cold beers – a welcome bonus from a spot that epitomizes chill. What would end up being a personal favorite would be up next – Surf Shack – with their wide selection of utterly delicious signature cocktails, local craft beers (mainly from the neighboring mountain city of Baguio), and comfort fare (with distinctly local twists like their Tuyo Pizza with Olives and Longganisa Pizza with Sunny Side Up Egg). The place looks exactly like what its name suggests, with surfboards and artsy profile snapshots of local surfers adorning its walls. There’s good music to be enjoyed (be it live or otherwise), and an overall ambience that’s as inviting and fun as it is steadying. Planet G was last (if you don’t count the after party at one of La Roca Villa’s suites) – a community of small diners that also happens to have room accommodations (perfect for the weary backpacking surfer), and Click—a new club (yes, San Juan has a club) that recently opened for those souls that just so happen to miss the DJs’ electronica machinations. The Cuisine Again, because La Union has been so renowned for its surfing lifestyle, it’s easy to overlook the other elements this northeastern Philippine province has to offer. One such offering that came as a surprise to this writer during the trip was the culinary flair that seemed to tail the Lakbay Norte 5 Victory Liner bus. That La Union has gastronomic stylings that fly very much under the national radar was made evident with every meal stop the group made. LU BBQ in San Fernando, La Union, which (you guessed it) serves a slew of barbecued fare (alongside other Ilocano-inspired grub) is, as the LU ambience trend would be,

FEBRUARY 7-20, 2016 a laid-back barbecue joint that serves straightforward, good food. There’s a small stage for live performances (which on that night consisted of an acoustic performance from a city slicker-cum-La Union-local, and spoken word presentations by local students) to accompany the sumptuous grub bestowed on our tables. Another pleasant culinary surprise came in the form of Cube-O Grill (named after the ubiquitous Filipino nipa hut “kubo”), which has Ilocano dishes at the forefront, complimented brilliantly by grilled fusion fare. A must-try is their Cube-O Salo-Salo – gustatory heaven on a platter. I could list down what’s actually on it, but at around just US$20 (which is good for at least six people), you should just go ahead and order this steal of a deal whenever you find yourself anywhere near the vicinity of La Union. Cube-O looked to be the runaway winner in what amounted to a La Union culinary tour, but Mommy Lu’s (also in San Fernando) ensured that there would be no such thing as a hands down winner. You can’t miss out on their Lengua; and their squid dish being on your table when you visit, is also a must. Truth be told, you could be drunk, blindfolded and totally disoriented, and still get it absolutely right, when you pick anything off Cube-O and Mommy Lu’s respective menus. Meal ticket But of course, the beaches of La Union, its surfing, and the tangerine sunsets will always be the province’s main tourism grubstaker. Our home for two nights, San Juan Beach, allows for you to enjoy this small slice of paradise however you wish. Be it by hanging ten on its many surf breaks, immersing in the beach lifestyle that’s as warm and genuine as you can find anywhere else, or just plainly transfixing yourself on the beach while pondering life’s many

A DV E N T U R E S gifts, however you Mommy Lu's homemade fare is both comforting and sumptuous choose to enjoy San Juan Beach is solely up to you. And few would argue that one of the best resorts in San Juan Beach to call home as you take in all of the fore mentioned would be Kahuna Hotel, Café and Restaurant. A boutique hotel and spa, with Balinese-inspired cottages that peer out directly onto the beach, Kahuna stands as the lap of luxury you’d be privileged to enjoy should you treat yourself to the joys of San Juan. With the Manila North Tollways Corporation chain of world-class highways linking Metro Manila with the rest of Central and Northern Luzon, you have every reason not to book that plane ticket going down south, opting instead to traverse the fine For inquiries roads going up north, breathing in the sights, taking in the culture and experiencing the about La Union tourism, contact La gamut of wonders north of the metro. 2015, kick started by the Lakbay Norte 4 Union Conventions sojourn, was an amazing one for me. Fresh Start: new leaders of the Consular Corps’ first meet By VIA BAROMA

T

he first meeting of the Consular Corps for the year recently commenced with all smiles from Monaco Consul and new Dean of the Consular Corps, Fortune Ledesma, as she welcomed members and guests at their first monthly meet at the Makati Shangri-La Hotel. Consul Ledesma started the meeting with a look back at the most important event in the Philippine Consular calendar: the Annual Consular Ball. “The annual consular ball is our main

source of funds for our organization’s educational, charitable and emergency relief projects,” she said. “The main goal of the consular corps is to nurture the relationships among the members. This objective is achieved through our regular meetings and social functions which gives us the opportunity to interact and share our views with other fellow consuls.” In her address, Consul Ledesma acknowledged the Department of Foreign Affairs (DFA) as one of the major partners in the

joint projects of the Consular Corps. A partnership that has been fostered for many years, the projects include: a day care center, scholarships for children of its employees and the International Bazaar Foundation which is participated in by all embassies, and is headed by Mme. Gretchen del Rosario. Another Philippine milestone highlighted in the meeting is the hosting of the APEC and the establishment of the ASEAN Economic Community, which was signed by ASEAN leaders in Kuala Lumpur on Nov. 21 last year.

“In 2014, AEC was collectively the third largest economy in Asia and seventh largest in the world. The AEC will provide a wider variety of goods and services at cheaper prices. For exporters, it will mean a larger market for Philippine products and services. For workers, integration will bring in more investments and thus provide more employment opportunities,” del Rosario pointed out.

Transnational Narrations

The Cultural Center of the Philippines presents an international group exhibition entitled Transnational Narrations: Paperworks. Artworks done on paper tend to stress the skill and presence of the artist’s hand. Their scale is intimate and subtle. In a very real sense they bring us close to the creative act as a direct transmission from brain to hand. The exhibition Transnational Narrations: Paperworks centres on that process. The participating artists come from Latin America, Europe, Asia, and the United States, and work in different mediums such as dry point, lithograph, woodcut, pen and ink, watercolour, gouache, silkscreen, and mixed media. Transnational Narrations: Paperworks was curated by the late British art critic and curator Kevin Power and Spanish curator Mónica Carballas, The travelling exhibition’s Philippine run will be curated

In celebrating the 30th anniversary of the EDSA (also known as the People Power Revolution), Galleria Duemila and Yuchengco Museum are highlighting a conceptual art installation by Roberto M.A. Robles. Whether through painting, mixed media, sculpture, or art installation, art making is Robles’ way of expressing his own sentiments and personal relationship with the fight for democracy. In Here is How the Transition into the Mambo Beat Looks Like 2016, the artist alludes to events and symbols of Martial Law and the EDSA People Power Revolution of 1986. One part of the installation, called The Running Fence, was sparked by Robles’s memory of the Marcos years, when fence after fence was erected on the Manila streets he knew as a boy. The title “Here is How the Transition into the Mambo Beat Looks Like 2016” refers to an exhibit of the same title mounted three decades ago in 1986. In a Dadaist act, Robles randomly chose the title phrase from a book. According to Robles, the current exhibit is “still moves to the beat

of mambo music towards emancipation.” The repetition of various elements in the installation, like the structure of mambo music, follows our “ups and downs towards nationalism.” Robles’ intention is “to express the struggle of each Filipino to uphold, to remove the fence of ignorance, to set the spirit free.” His hope is for museum visitors to think about the installation’s symbolism of fences and barriers that block freedom of mind and ideology; and of chairs and tables that offer dialogue in our fight for true democracy.

“B” is for Balance By ANGIE DUARTE

I

am not the type of person who goes with fads, trends, or this-and-that latest craze. Never have been, never will be. I choose, instead, to blaze my own trail, and hope that I don’t burn anything down, in the process. Like the time I decided to go vegetarian. It was Manila, 1991, and vegetarianism was virtually unheard of. In a city of fried pork loving people, I may as well have said I was Santa Claus. “You’re WHAT???” Vegetarian. “WHAAAAAAAAAAAT???” “VEGETARIAN!!!” I would say to people who looked at me, incredulously. My vegetarian days stretched on for 21 years, including nine years of going vegan. Until one day, on assignment for a travel magazine, it all came to a grinding halt. The Executive Chef, a big and burly Austrian fellow, had prepared a four-course meal for me to sample. As each dish was served, I grew more and more suspicious that my publishers had not pre-advised the resort as to my dietary needs; as each dish somehow had a smidgen of meat. Third dish came around, the pièce de résistance, presented by no less by big and burly Austrian himself. “And now,” he said with flourish, “for my ‘SPECIAAAALITY! MOROCCAN LAMB SHANK!” What choice did I have? I timidly took a tiny-ish piece, with the excuse that I was already stuffed from the previous courses. Of course, big and burly Austrian would not have it. “No, no no! THIS is how you eat it!” as he dumped a huge piece onto my plate, then drowned it in lamb drippings. Next day, on the eight-hour drive back to Manila, I was all shades of green; as I lay on my

daughter’s lap. It was not a pretty sight at all. I knew then that I had to adjust. Between that experience – and being called into my publisher’s office for the whole “You know, we are having a hard time sending you out and now you have to choose…” speech – I knew one thing had to give. My lifestyle /diet of choice, or my travel writing. I decided I was not yet ready to give up traveling, so…I have since gone back to meateating, slowly re-integrating it into my diet, but still eating heaping amounts of veggies and fruits, with much smaller amounts of animal anything. And this is how I have found a balance between career, and personal life choices; such as diet. I’d like to think it has made me more stable, in all aspects. Yin and yang, I suppose. Balance – one of the most basic building blocks of a healthy, happy life. A balancing act Beyond this-and-that latest craze, balance should be the ultimate goal. A holistic kind of health, which permeates spirit, soul and body. Finding balance is vital to health, and to happiness. As American writer and mystic, Thomas Merton said: “Happiness is not a matter of intensity but of balance and order and rhythm and harmony.” In today’s world, balance is often as elusive as Wonderland’s White Rabbit, leaving us wondering where it has gone and why it is seemingly beyond our grasp. Daily life, as hurried, high-pressure and harassed as it generally is, can leave you feeling exhausted, frustrated,

anxious, stressed out, depressed, unfulfilled, and unhappy. And, needless to say, but I will say it anyway, these all take a toll on your health. Many modern-day illnesses are borne of these negative conditions: panic and stress-related disorders, depression, insomnia, fatigue, to name a few. Finding balance; CREATING it in your life, is a must, for a healthier and happier you. Inside and out The aspects of our life that require balance can – according to Harvard-trained cardiologist, internist, health advocate and author, Dr. Cynthia Thaik – be divided into the internal and the external. “Internally, you need to find a balance for your mind, heart, soul, and health. Externally, you need to balance your work, social life, family, friends, and hobbies,” she says. So the key to finding balance, in a nutshell: pay attention to and nurture each aspect of our lives in as equal amounts as possible. I find that mapping out my activities– making a schedule and keeping to it – is an effective way for me to stay on track and be successful with balancing act. Tips to creating balance Here are some useful tips to help create balance in your life, as detailed on the Essential Life Skills website: • Know yourself and how much rest, food and exercise you need to function at your best. There are many good books and websites that give great advice on diet and exercise. Decide what works best for you and implement it into your routine. to vote for them, it won’t get them into trouble. So, with all these ads, how much did they spend in 12 months ( January to December 2015)? Let’s start with the one on top.

774,000,000

PhP10 per registered voter, which means they can only spend about PhP500 million pesos for their campaign. Mind you, that’s million with an M, not a B.

In a research done by the Philippine arm of global marketing research firm AC Nielsen, administration’s presidential candidate Manuel ‘Mar’ Roxas is the top spender for 2015 when it comes to political advertisements. And how much does it take to get the top spot? A staggering PhP774 million (as of December 2015). In fact, according to an article by Rigoberto Tiglao of The Manila Times, Roxas spends PhP9 million a day, which sort of paid off because it increased his ratings from 10 percent to 20 percent (a hundred percent increase!). Err… Money well spent? But hey, at least he’s on top of one AC Nielsen survey.

695,000,000

Scandalous, Scandalous! The figures behind a campaign trail paved with cheesy ads and millions upon millions of pesos By CHING DEE

Let me tell you now, right off the bat: This campaign spending is getting out of hand. With just a little over three months left before the 2016 national elections, almost all candidates for president and vice president have already spent way more than COMELEC’s allowed budget. In an ABS-CBN report earlier this year, Parish Pastoral Council for Responsible Voting (PPCRV) Chairperson Henrietta de Villa couldn’t help but voice out her distaste over the candidates’ political spending, saying, “Scandalous, scandalous! It has reached intolerable levels, which really render elections in three E's: exclusive, expensive, elitist.” Let’s break it down, shall we? We don’t care whom you’re betting on, we’re here to show the facts. Here are the numbers—and the stories—behind the 2016 presidential and vice presidential race and the obscenely expensive campaign trail.

10

This writer has said this about a dozen times and this writer will never get tired of rubbing this in politicians’ faces: According to Republic Act (R.A.) 7166 or the Synchronized Elections Law of 1991, presidential and vice presidential candidates may only spend

Here’s another Constitutional fact that never gets tired of being pointed out every six years: According to R.A. 7166, the official campaign period shall begin 90 days before the election date and will end 30 days after the election. This is for people running for national posts (president, vice president, senator). For local officials (congressman, mayor, vice mayor, etc.), the official campaign period will begin 45 days before the election date. Furthermore, according to R.A. 7166, “Any election campaign or partisan political activity for or against any candidate outside of the campaign period herein provided is prohibited and shall be considered as an election offense punishable under Section 263 and 264 of the Omnibus Election Code.” So, how come we’re still bombarded by TV and radio ads every day? What’s up with all the tarps and banners and streamers and billboards flashing these politicians’ faces? How do they get away with it? Technicalities, my friend. As long as they’re not telling people

Believe it or not, Vice President Jejomar Binay of the United Nationalist Alliance (UNA) is only second in line with PhP695 million, with almost PhP596 million spent on TV ads alone. Well, as of November 2015, he was the top spender for political ads, but come December, Roxas started giving him a run for his—well—money. Joey Salgado, Binay’s media affairs spokesman, expressed their camp’s doubts about the accuracy of the said Nielsen report. Salgado was quoted by The Philippine Star saying, “We have been told that there is no such report for 2015 but we assure the public that we spent less than some candidates who advertised heavily in national, cable, provincial TV and radio.”

694,000,000

A close third is embattled candidate Sen. Grace Poe with PhP694 million in political ads. After listening to (some of) the people’s

• Keep your mind alert and in shape. Try to learn a new piece of information each day. Read, and read some more. Converse with others; talk about new discoveries you made in the day, or events that transpired. • Stay connected with family and friends. At the end of the day share with your spouse and children how the day went for each of you. We lead busy lives but we should never be too busy to connect with and make at least one phone call to a parent, sibling or friend during the day. • Do something spontaneous. Our lives can be too regimented at times so it's a good idea to do something out of the ordinary every now and then. • Make time for yourself. At the end of each day, take time to unwind and devote some time towards yourself. Benefits of balance In the process of creating balance in our lives, we often find that we are able to focus on all the important areas of our lives, and move away from the unnecessary stuff. This, in turn, helps to make our lives more meaningful and fulfilled. When balance is created, and the important things are in focus, this allows us to overcome if and when negative things do happen – which they do, life being what it is. Also, balance in your life enables you to be more productive and successful – and make you a whole lot healthier and happier. Plus, it enables you to keep your job and eat your Moroccan lamb shank, too. Without offending big and burly Austrian chefs, or turning green, for that matter. clamor for her candidacy, Poe announced she is joining the presidential race with her BFF Sen. Francis ‘Chiz’ Escudero as her vice president. Despite numerous questions about her citizenship and being categorically disqualified for the presidential race, Poe and Escudero trudge along the campaign trail stronger than ever, dragging Poe’s past—which might not even exist here in the Philippines. We’ll see what happens in the politicking investigation.

129,000,000

Bringing up the rear is Davao City Mayor Rodrigo Duterte who officially joined the race in November but has already spent PhP129 million in political ads. Duterte claims he does not have the money or the machinery to fund his campaign, so his ads are paid by concerned supporters and organizations who believe in him and his cause.

0

Actually, bringing up the rear is the Iron Lady herself, Sen. Miriam Defensor-Santiago, who is the only presidential candidate with no ads. As in zero. In fact, Santiago pointed out that this “overspending” is a “red flag for corruption.” In a statement from her official Facebook page, Santiago asks and answers, “How will these politicians recover the scandalous amounts they spend for their campaign? The simple answer is that they will steal from public funds, or will at least be tempted to do so. An alternative would be to give favors to rich contributors, to the detriment of public interest.” Santiago currently has two bills addressing this political overspending during election season: the Anti-Premature Campaigning Act and the CIRPO (certificates of intention to run for public office) Act.
