After losing the distinction of being ‘The World’s Worst Airport,’ NAIA is being dubbed as the ‘World’s Best Bullet Detection Facility’ by angered netizens.

M

alacanang has vowed to stop the tanim-bala or bullet planting scam, with President Benigno Aquino III ordering an investigation and directing Transportation Secretary Joseph Emilio Abaya to look into complaints bullet-planting incidents at the Ninoy Aquino International Airport (NAIA) terminals. "We're looking at the process,” Abaya said. “We're looking at how it happened. We're looking at the personnel involved. We want to take away the fear from them. We will ensure the safety of each and every passenger who uses our terminals." The President gave the order following the netizens' uproar against the string of alleged

bullet-plating incidents, which has victimized OFWs and foreign tourists, once again putting to shame the Philippines' main getaway. Over the past few weeks, there were several reported incidents with victims finding bullets in their carry-on luggage. The alleged extortion syndicate plants ammunition on unsuspecting passengers, intending to extorting money from them to avoid a jail time and disruptions in their travel plans. Abaya assured the public that the government has heightened measures to stop the alleged scam. "We are definitely conducting an investigation and will not tolerate this tanim-bala operation. We have terminated and have filed

charges against OTS (Operation of the Transportation Security) and MIAA (Manila International Airport Authority) personnel before, and will not hesitate to do it at all," Abaya told Rappler. “DOTC (Department of Transportation and Communications) is studying the structure of the aviation security, setting up additional closed circuit televisions (CCTV), changing handling procedures, and heightening the investigation on the alleged scam. Chinese diplomats suspected in PH gun attack flown to China by VIA BAROMA

wo Chinese diplomats have been flown to China to stand trial for a gun attack in the Philippines that killed two of their colleagues and wounded another, Philippine authorities said. The suspects were identified as Chinese diplomats Li Qing Liang and wife Guo Jing. The victims and the attacker were attending a luncheon birthday celebration in a private room at the Lighthouse Restaurant when the shooting occurred. China's consul general in the central city of Cebu survived after being shot in the neck, but two of his staff members died during the attack at a restaurant on Oct. 21. "They (the suspects) already left last night, direct flight from Cebu to Xiamen," Department of Foreign Affairs spokesman Charles Jose told AFP in a text message. Phl, Japan advance cooperation efforts to improve MM transport infrastructure

The Governments of the Philippines and Japan have advanced their cooperation efforts to improve transport infrastructure in Metro Manila through a roadmap aimed to establish a modern and efficient transportation network taking off from the NEDA (National Economic Development Authority) Board-approved Roadmap for Transport Infrastructure Development for Metropolitan Manila and its Surrounding Areas. The Cooperation Roadmap for Quality Infrastructure Development in the Transport Sector in Metropolitan Manila Area is intended to steer the development programs and projects, as well as harmonize efforts on transport projects in Metro Manila. It is also meant to guide the development of policies, design, and prioritization of transport-related projects in the short, medium, and long-term. As part of the Joint Declaration for Strengthened Strategic Partnership signed by President Benigno S. Aquino III and Japan Prime Minister Shinzo Abe during President Aquino’s state visit to Japan in June 2015, a “Cooperation Roadmap” called for the convening of a Ministerial-Level Committee to review the progress of projects assisted by Japan. The meeting, co-chaired by Economic Planning Secretary Arsenio M. Balisacan and Japanese Ambassador to the Philippines Kazuhide Ishikawa, specifically involved discussions on studies being undertaken by Japan International Cooperation Agency for the possible implementation of the Mega Manila Subway and New Manila International Airport projects. Also tackled were the Metro Manila Priority Bridges Seismic Improvement Project, the Exchange of Notes and Loan Agreement which were signed on August 25, 2015, and the North-South Commuter Railway Project (Malolos - Tutuban), the Exchange of Notes

and Loan Agreement signing for which are expected to be done in the near future. The meeting was also attended by Department of Public Works and Highways Secretary RogelioSingsonandofficialsoftheDepartment of Finance, Department of Transportation and Communications, Department of Foreign Affairs, Metro Manila Development Authority, the Japan International Cooperation Agency and Japan Bank for International Cooperation.

The stalls are charging PhP160 to wrap bags, whatever the size may be.

Albay to host PATA tourism confab

A

ll roads lead to Albay as the province hosts the Pacific Asia Travel Association (PATA) New Tourism Frontiers Forum 2015 on Nov. 25 to 27 at The Oriental Hotel in Legazpi City. With the theme “Ecotourism: Transcending Climate Change,” the three-day event brings together professionals to share their insights and experiences in marketing and managing tourism growth to lesser-known destinations for sustainable growth and development of travel and tourism. The event stems from the need to help secondary and tertiary areas grow and develop into widely recognized, bucket-listed getaways. Formerly known as the PATA Adventure Travel and Responsible Tourism Conference, the rebranded forum includes and a technical tour and a Tourism Marketing Treasure Hunt, a first of its kind in the annual meet. The latter aims at making professionals gain first-hand experience in discovering and promoting attractions and tourism products and services that are relatively unknown to the global market. APEC Energy Ministers to double renewable energy usage by 2030 by RICHARD RAMOS

I

n a supreme effort to reduce dependency on fossil fuels on a global scale, Energy Ministers from 21 Asia-Pacific Economic Cooperation (APEC) member-economies have vowed to double its 2010 levels of renewable energy, inclusive of power generation, by 2030. In transitioning to a low-carbon economy, the ministers will explore the contribution of clean energy technologies and energy efficient initiatives in the transport and power sectors. Possible alternatives are biofuels, civil nuclear power for interested APEC members, advanced coal technologies, liquefied natural gas (LNG), solar, wind, and marine energy technologies. During the recent Energy Summit Meeting held last month at the Shangri-La Mactan Resort & Spa in Cebu, the ministers affirmed the importance of energy resiliency in promoting energy security and sustainable development, plus the ability and quality of energy infrastructure to withstand extreme natural and man-made disasters, to recover and return

to normal conditions in a timely and efficient manner. They also acknowledged the importance of low carbon development to achieve individual and regional economic aspirations and goals. They commended the significant progress of the APEC Low-Carbon Model Town Project where the concept and the indicators for APEC Low-Carbon Town are being developed. “We view environmental sustainability as equally important with economic prosperity, and recognize the important role of the market in providing efficient, cost-effective energy technology solutions and energy resources,” the statement read. The future economic growth of the APEC region will be supported by an appropriate mix of energy resources and power generation technologies that includes both conventional and renewable energy with increasing priority for clean energy sources and enhanced energy efficiency. In this regard, APEC will build on synergies among the Member Economies

aimed at maximizing strengths from each economy, thus minimizing costs of policy implementation. “We recognize that for developing economies, the costs of rehabilitation and rebuilding can be prohibitive; as recovery efforts could account for a substantial share of the economy’s Gross Domestic Product (GDP). Beyond the cost of reconstruction, we note that a disruption of fuel supply and breakdown in energy infrastructure interdependencies could seriously affect the free flow of goods and services within an economy and within the region itself.” “We reaffirm our commitment towards sustainable energy development in Asia Pacific region through knowledge-sharing and facilitating technology cooperation, demonstration and dissemination. We recognize the progress made by the newly-established APEC Sustainable Energy Center (APSEC) in completing its institution building. We encourage APSEC to continue its work in expanding sustainable city development across the region,

cutting-edge clean energy technologies and other programs on energy resiliency.” A priority goal in developing a resilient APEC community will be to provide energy access to people, including those in remote communities. Clean energy technologies and traditional energy sources, including cleaner use of fossil fuels, are important in addressing energy access challenges. Significant potentials exists to provide energy access to rural communities through the up-take of micro grids, energy storage and their integration with renewable energy resources. The VIP delegates also welcomed ongoing initiatives of Member Economies to rationalize and phase out inefficient fossil fuel subsidies that encourage wasteful consumption while providing energy access to those in need . Commitments are in place to make substantive progress toward this goal in the medium term. While the exchange of best practices and capacity building efforts are encouraged to facilitate fossil fuel subsidy reform.

Tourism body launches first local awards

n order to highlight the countless wonders of Cebu as well as to pay tribute to its tourism-related entities, the Cebu City Tourism Commission (CCTC) launched the first “Pasidungog” (to praise) Awards featuring five separate categories that will extol the various dimensions of Cebu’s flourishing tourism industry. Starting today till June 30, 2016, anybody can nominate any tourism entity for any of the five categories; “Groundbreaker Award”, “Enduring Enterprise Award”, “Brand Champion Award”, “Community Circle Award,” and “Star Catalyst Award.” Alice Queblatin of the CCTC stated that the Groundbreaker Award recognizes an innovative product, service or program that is ingenious and fresh, has a transformative influence and value in the industry, and upholds responsible business practices and environmentally sound principles. “For the Enduring Enterprise, this should be an iconic entity that has been time-tested for its duration and longevity, sustained its brand image, and strongly linked to Cebu as

a tourist destination,” she stated in elaborate ceremonies held at an uptown hotel. The Brand Champion is a tourist attraction, program, service or product that has enhanced the tourist experience by venturing into unexplored potentials of Cebu as a tourism magnet and strengthening Cebu’s brand position as a “Gateway to a Thousand Journeys” beyond travel and serving as an ethereal tourist delight. The Community Circle Award refers to a certain body that rallies together to promote a common objective in serving the greater good of its members; and institute responsible stewardship in preserving natural and cultural treasures, harnessing resources and efforts towards tourism value to elevate the standard of living. The Star Catalyst Award goes to a specific person or body whose leadership or enterprising initiative creates inspiration to spur collaboration among the stakeholders; exerts a circle of influence in the city to produce beneficial tourism programs, and jumpstarts a positive industry development.

“An APEC source confirmed to us that Cebu is the country’s best-kept secret, having so much to offer for leisure and tourism to its visitors,” she beamed. Tetta Baad, CCTC president, declared that the awards will echo the lofty tourism standards and excellence that Cebu is known for as the CCTC invites the stakeholders to do their part to nominate deserving parties. “This goes beyond travel. It’s about the intimate experiences and services that comprise the industry as a whole. In doing so, we hope for the Pasidungog Awards to be an annual event that tells the world of our home,” she declared. After finalizing work details and all that glorious paperwork, every expat—even locals, really—makes sure there will be a decent place to lay his or her head in this foreign country at the end of the day. AIRINC (Associates for International Research, Inc.), “the leading authority on international mobility data since 1954,” recently published a study on the most and least expensive rental markets for expat housing around the world. “Housing is very significant component of relocation compensation, and often a key concern for employees considering a job away from home. Human resource departments benefit greatly from ensuring they have the most accurate and up-to-date global housing data to determine fair and suitable budgets,” said AIRINC Vice President of Data Services Jeff Hawk as published in the official press release. According to AIRINC, employers and employees should work together thoroughly and carefully when making housing and relocation arrangements. AIRINC cited three benefits of proper housing for expats, which include “enhanced recruitment and retention, greater assignee and family satisfaction, and quicker settling-in process.” This is the story behind the numbers about expat housing around the world.

hen Spanish explorer Juan de Salcedo stumbled on this comely frontier land in 1571, he called the unnamed province “camarines” which meant barns or storehouses where farmers kept their agricultural produce and implements. That historical fact may have been forgotten, but Camarines Norte is still very much a storehouse—this time of natural wonders and surprises. Bicol’s northernmost province, CamNorte as it now fondly called, was an unheralded getaway until a few years back and often overshadowed by its bigger twin province— CamSur. But its crack at prominence won’t take long when it revealed its well-kept tourism secrets just like the gold deposits hidden in its mines. The province hugged the limelight when the once-hidden Calaguas Islands was named the Philippines’s top Tourism Gem in an online poll of accounting firm Isla Lipana & Co. Since then, this has become a mainstay in the bucket list of beach bums because of its immaculately powdery sand and crystalline water. The Gems Situated two hours away by boat from Paracale town, the centerpiece of the Calaguas archipelago is Tinaga Island which is reputed for its mile-long powdery sand and crystalline water. Acknowledged as the world’s 62nd spot in the surfing circuit and the country’s first to be recognized internationally, surfing lessons are offered at rock-bottom rates by friendly surf boys. There are modest and midpriced lodging in the boulevard, with Bagasbas Lighthouse Resort Hotel arguably the best with its cozy rooms and delectable cuisine. If surfing is too mild an adventure for your taste, up the ante and go kiteboarding instead. Bagasbas has become a playground for international kiteboarders because of the Pacific wind and the tournaments to promote the province as a sports tourism destination. Ideal months for kitesurfing are from November to March. Still on beach-bumming, you can get an overload with its infinite Pacific coastline—San Jose Beach (Talisay), Pulang Daga (Paracale), Cayucyucan (Mercedes) and Mangcamagong (Basud). Sunsets in Pulang Daga are kaleidoscopic, Cayucyucan is child-friendly with its shallow waters, while Mangcamagong has the mountain ranges as a dramatic backdrop. The islands of Maculabo and Quinamanokan are idyllic powdery beaches and clear water, which are splendid destinations not too far away from the mainland. Its mountainous terrain has gifted CamNorte with enchanting cascades with tall drops. Nature lovers can enjoy adventure-

As an early settlement, CamNorte takes pride in its rich past that has survived the ravages of time. Swing by the Bulawan Museum at the Provincial Capitol Complex, which showcases CamNorte’s noble heroes, gold mining industry, archaeological finds, and a portrait by prized Filipino artist Fernando Amorsolo, to name a few. A living museum is the Pabico Mansion, a 98-year old well preserved ancestral mansion, is a mute witness to the glory days of a bygone era. Also used as a garrison by the Japanese and Americans during World War II, it has original features such as lattices, barandillas, murals,

frescos, capiz windows, and upright piano. Another must-see in Daet is the First Rizal Monument, a riverine park, which is locally known as “Bantayog.” This white stone obelisk, which was unveiled on December 30, 1898, two years after Rizal’s martyrdom, holds the distinction of being the first monument built in the honor of the national hero. A few paces away is a memorial pedestal honoring the martyrs of the 1898 Daet Revolt against Spanish colonizers. Across the park is Daet Heritage Center which houses historical items and serves as the town’s socio-civic center. Laing, tinuktok (ground shrimp or crab wrapped in gabi leaves in gata), and

kinunot (manta ray cooked in coconut milk), sinantol (ground santol meat with gata) are just a few of the must-try dishes. A notable homegrown resto is Chef Mama, known for Pinoy all-time favorites, regional specialties and fusion food such as Bicol-inspired pizzas and pastas. Before heading home, snag some souvenrs and gifts for those back home at the Daet public market for pineapple and abaca products, such as bags, wallets and the unique Pilipinya Pie, a fusion of pineapple and pili nut. A signature delicacy is angko, a specialty of Vinzons town which is a delectable sticky rice ball filled with peanuts and sweetener. Other best buys are Bicol’s signature pili nuts and dried seafood caught from the rich San Miguel Bay. With a complete experience it has to offer, Camarines Norte is indeed a storehouse of surprises.

he Kingdom of Saudi Arabia recently celebrated the anniversary of the unification and founding of the Kingdom by Abdul-Aziz bin Saud. In commemoration of their 85th National Day, the Embassy of Saudi Arabia held a reception at the Rizal Ballroom of Shangri-La Hotel Makati. The celebration showcased the rich culture of Saudi Arabia, highlighted by their different delicacies, folklore performances and poetry readings. The night also featured a Saudi Arabian traditional Bedouin tent, a black dessert tent known as the beit al-sha'r or 'house of hair.’Present during the event were dignitaries from various countries, Bruneian Ambassador Malai Hajah Halimah Malai Yussof and Department of Foreign Affairs Undersecretary Rafael Seguis, who also praised the depth of relations between the two countries. “We express deep appreciation to the Kingdom and its people for hosting our OFWs [Overseas Filipino Workers], whose presence

and dedication continuously contribute to both of the economies and progress and development of the two countries,” the undersecretary said in his address. Saudi Arabia is the second biggest employer of Filipinos, the second home of around 1 million OFWs. A Visual Feast of Lanterns A large number of lanterns eight feet in diameter each and a 50-foot tall Christmas Tree bring artistic sparkle and memorable yuletide cheer to the Cultural Center of the Philippines (CCP) Complex on Roxas Boulevard, Pasay City starting Nov. 12, 6 p.m. and ending on January 3, 2016. This decorative upgrade is made possible through a partnership of the CCP with Omni Electrical & LED Lighting Products and the City of San Fernando, Pampanga. The Christmas display uses environmentfriendly LED light bulbs to be inaugurated in a special lighting ceremony at the Liwasang ASEAN and CCP Main Ramp. During the lighting ceremonies on Nov. 12, renditions of Christmas carols and medleys are to be performed by the Philippine Philharmonic Orchestra Brass Ensemble and the Philippine Madrigal Singers. An excerpt from the well-loved Christmas ballet, “The Nutcracker” features Philippine Ballet Theater dancers while other surprise guests lead in the countdown to the lighting of the Christmas tree and lanterns. The CCP has pioneered in the display of Christmas decor along the Roxas Boulevard stretch of Manila and Pasay. Every Christmas season, for the past four years, the CCP has spotlighted the beauty, craftsmanship and tradition of San Fernando parols. The CCP has begun to adopt LED technology and advancements in its environmental impact mitigation advocacy minimizing its carbon footprint and electrical consumption in production and exhibitions programming.

The Philippine Ballet Theater presents “The Nutcracker,” a two-act ballet, originally choreographed by Marius Petipa and Lev Ivanov with a score by Pyotr Ilyich Tchaikovsky (opus 71). The libretto is adapted from E.T.A. Hoffmann's story “The Nutcracker and the Mouse King.” It was given its première at the Mariinsky Theatre in St. Petersburg on December 18, 1892. At present, it enjoys enormous popularity and is performed by countless ballet companies, primarily during the Christmas season. Tchaikovsky's score has become one of his most famous compositions. It tells about Clara and her toy, a nutcracker, which turns into a magical prince. With its awesome music and colorful scenes, many critics have regarded this ballet as the most famous and oft-performed in the world. For the Philippine presentation this Season at CCP, American guest ballet dancer Joseph Phillips does the role of the Prince with local artists Lobreza Pimentel, Regine Magbitang and Peter San Juan.

Recently, local netizens have expressed outrage over the preposterous bullet-planting scam that, as absurd as it is, has become a trend at the Ninoy Aquino International Airport. Basically, the MO has airport personnel planting bullets on unsuspecting passengers’ bags, with the intention of extorting money from them. Most recently, a 65-year-old grandmother was allegedly found to have a bullet inside her carry-on bag while on her way to watch her 11-year-old grandson play football in Singapore. Following the public outcry, the Aquino administration has vowed to get to the bottom of the farcical and embarrassing matter. Already considered one of the world’s worst airports, such an inane scam certainly wouldn’t help they country’s reputation. It’s not only in the Philippines. Something like this happens worldwide. It’s not difficult to fix. I am confident it (what officials plan on doing to combat it) will work. Only a few people are doing it, and it can’t destroy the entire country. The authorities have found solutions and are working on it. Good and bad people are everywhere.

The recent increase in media attention to the bullet-planting scam at the NAIA simply highlights another symptom of a wide-spread and deep-seated social ailment - the culture of corruption. It is a deeply-rooted phenomenon with a long and complex history in the Philippine society. And the real issue is not whether it is a matter of extortion for the personal gain (syndicate), or whether it is driven by political dynamics in view of the upcoming elections in 2016. Simply trying to treat the symptom will not deal with and heal the underlying problem of the mentality of corruption and impunity.

You can't 100 percent say it's a way of extortion unless you prove that there is really a person inside asking for money. There's still the other side of the story, and it’s possible that there are personnel who wants to disturb the peace in the terminal. It's just embarrassing that we need to cover our bags at NAIA. As the saying goes, “Only in the Philippines.”

The 'tanim bala' scheme has spread all over the world and its already becoming an International embarrassment. Before, NAIA was named as one of the worst airport in the world, but because of the shameful 'tanim bala' scheme, I wouldn't be surprised if it would greatly affect our tourism. I just hope the management of NAIA will eventually realize the lost/impact of the issue.
