August is here, kids are lamenting back-toschool while parents are all doing the happy dance (sorry kids back to the grind, but come on, you live in the greatest little beach town there is and don’t have to walk 12 miles in the snow, etc.)! Cocoa Beach is moving into the 21st century; we will be able to accept debit cards for building permits and beach parking stickers (in case you didn’t know, anyone in Brevard County can purchase a beach parking sticker for $60.00.) Parking revenue is one of our brighter spots of our financials thanks to all the visitors who come to our beaches! Tourism is an important economic engine in our community, and tourists contribute almost 30% of the sales tax collected into our local economy which in turns funds the ½ cent sales tax lagoon fund. We are continuing to invest in our infrastructure with improvements to assist our lagoon clean up efforts with $5MM scheduled stormwater plant upgrades (to the already invested over $35MM at our plant), over $500m in force main upgrades to cure lift station issues at Banana River Dr., stormwater projects at Convair Cove and Brevard Ave., and ongoing dredging projects. Our only major CRA project is the construction of a downtown parking garage, approximately 250 spaces. We were delayed by 30-60 days due to soil testing that evidenced the need for pilings and will be breaking ground soon. The garage will be equipped
with showers/restrooms for our beach visitors/residents. This has caused additional interest in downtown commercial real estate as evidenced by rising asking rents (up to $24/sf from $10-$12 5 years ago) and more demand from restaurants and retail (Fat Snook is moving into downtown CB), Flavour opened in downtown CB as well. This in turn increases the tax base as rising rents/ values went up outside our limited CRA area (win for us/county). Please note there are portable bathrooms on site across from City Hall for visitors, not to mention the over 15 restaurants and two gas stations that have restrooms for use by paying patrons! Our Indian River Lagoon needs all of us to work together to follow the IRL Council’s plan. It is a $1B plus cost to cure. Brevard county taxpayers have stepped up; we need Tallahassee to follow suit. Please contact our state elected officials to ensure they sponsor matching-fund bills this year (both Senator Mayfield and Senator Hukill had proposed matching clean-up bills, and both bills never made it past committee)! Our man-made canals off Minutemen have no water flow, and we need to look at long-term solutions to remedy this: aeration, culverts, etc. It will be costly, but must be done to prevent future fish kills. Please remember to slow down as you drive around and school begins; you are at the beach, what is the hurry?? WRINKLES A Retiring Life written by: Karen Bugler
RETREAT, RECOIL, FLINCH. Do these words make you think of retirement? They certainly didn’t to me. Before retiring I had always conjured up images of free time, hobbies and volunteering, to name but a few. I certainly wasn’t retreating. But indeed, all three words are synonyms for retirement. However, as I have journeyed through the past six years of my post career life, I am able to see that this stage is much more complex than a simple definition. It has both startled and surprised me. My husband and I moved to Cocoa Beach, after years of vacationing on this beautiful barrier island. I would always tell my co-workers and friends how much I wanted to live in this part of Florida because of all the special things…dolphins, manatees, turtles, sharks, alligators, and rockets! Best of all, water, water everywhere. And so, the retirement began. First on tap was learning jewelry making. But when the beads took over a large closet and my husband grabbed rosary beads each time I talked about purchasing torches for metalwork, I moved onto the origami crane project. That ended when I filled up basket after basket with the birds and my husband referred to them as my homeless flocks. I think the website for my chihuahuas (complete with clothing made by yours truly) was next. Sadly, there isn’t room in this piece to cover the myriad of other activities I attempted. I will say that kayaking was interesting and leave it at that.
It was after a few more years that I noticed more and more changes in my brain and body, both of which seemed to be trying to set a world speed record on aging! Seriously, each time I went shopping for clothes, I had another body part that was on the “no” list and would need to be covered. And, my formerly excellent balance and reflexes made the decision to poop out, without consulting me. It certainly was much easier to simply remember that I am aging and with that come changes. Staying healthy became my prime objective. Retirement is a wonderful time. It is a time of change, a time of reflection and gratitude, and in particular, being grateful that we are able to retire. Retirement is about living your best life. Incorporating change may be difficult, but it is a natural part of life. And, anxious as I am, I have decided to live life to the fullest. Being forgetful, clumsy, having wrinkles and some extra padding wasn’t what I wanted in my younger years. But the knowledge and humor that life has given me at this age is what defines me. I am a truly lucky person. I am living near the ocean and the river, and life is filled with wonderful friends. Aging is a transition, and I think that I may, might, possibly, oh all right, I will accept it. My husband and I have found a little piece of heaven on a beautiful barrier island. SUN SAFETY FOR THE SKIN YOU LIVE IN 5 THINGS THE CDC RECOMMENDS TO PROTECT YOUR SKIN

SUNGLASSES Sunglasses protect your eyes from UV rays and reduce the risk of cataracts. They also protect the tender skin around your eyes from sun exposure. Sunglasses that block both UVA and UVB rays offer the best protection. Most sunglasses sold in the United States meet this standard. Wrap-around sunglasses work best because they block UV rays from sneaking in from the side.

SHADE You can reduce your risk of skin damage and skin cancer by seeking shade under an umbrella, tree, or other shelter before you need relief from the sun. Your best bet to protect your skin is to use sunscreen or wear protective clothing when you’re outside—even when you’re in the shade.
HATS For the most protection, wear a hat with a brim all the way around that shades your face, ears, and the back of your neck. A tightly woven fabric, such as canvas, works best to protect your skin from UV rays. Avoid straw hats with holes that let sunlight through. A darker hat may offer more UV protection. If you wear a baseball cap, you should also protect your ears and the back of your neck by wearing clothing that covers those areas, using a broad-spectrum sunscreen with at least SPF 15, or by staying in the shade.

CLOTHING When possible, long-sleeved shirts and long pants/long skirts can provide protection from UV rays. Clothes made from tightly woven fabric offer the best protection. A wet T-shirt offers much less UV protection than a dry one, and darker colors may offer more protection than lighter colors. Some clothing certified under international standards comes with information on its ultraviolet protection factor. If wearing this type of clothing isn’t practical, at least try to wear a T-shirt or a beach cover-up. Keep in mind that a typical T-shirt has an SPF rating lower than 15, so use other types of protection as well.
SUNSCREEN Put on broad-spectrum sunscreen with at least SPF 15 before you go outside, even on slightly cloudy or cool days. Don’t forget to put a thick layer on all parts of exposed skin. Get help for hard-to-reach places like your back. And remember, sunscreen works best when combined with other options to prevent UV damage. SPF. Sunscreens are assigned a sun protection factor (SPF) number that rates their effectiveness in blocking UV rays. Higher numbers indicate more protection. You should use a broad-spectrum sunscreen with at least SPF 15. Reapply! Sunscreen wears off. Put it on again if you stay out in the sun for more than two hours and after swimming, sweating, or toweling off. Expiration date. Check the sunscreen’s expiration date. Sunscreen without an expiration date has a shelf life of no more than three years, but its shelf life is shorter if it has been exposed to high temperatures. How sunscreen works: Most sunscreen products work by absorbing, reflecting, or scattering sunlight. They contain chemicals that interact with the skin to protect it from UV rays. All products do not have the same ingredients; if your skin reacts badly to one product, try another one or call a doctor.
MEN, ESPECIALLY THOSE WITH LIGHTER SKIN, ARE MORE LIKELY THAN ANYBODY ELSE TO GET SKIN CANCER! Over your lifetime, you get sun exposure doing everyday things like biking, working, running, or even mowing the lawn. Sun exposure is the main source of ultraviolet (UV) rays, which can cause skin cancer. And UV exposure adds up over time, increasing your risk of developing skin cancer. Skin cancer is the most common cancer in the United States. Every year, nearly 5 million people are treated for skin cancer, at a cost of about $8 billion. Melanoma causes around 9,000 deaths per year in the U.S. Why Are Men More Likely Than Women to Get Skin Cancer? Men tend to get more sun exposure than women. Men spend more time outside over their lifetimes than women, and they’re more likely to work outdoors than women. Women’s personal care products, like moisturizer and makeup, often contain sunscreen, while many products for men don’t. About one-third of U.S. adults get sunburned each year. Sunburn, which can increase your risk of getting skin cancer, is common among white men, young adults, and men who tan indoors. When outside on a sunny day for more than an hour, only about 14% of men use sunscreen on both their face and other exposed skin.

America is a nation whose principles rest upon a reverence of human dignity, freedom and courage. In 1775, a group of ragged but determined people stood against seemingly overwhelming odds and with the grace of their faith and belief in human rights forged a new nation. Each year, Cocoa Beach Jr./ Sr. High School honors their spirit, commitment, vision and courage with its Minuteman Award. During each year’s graduation ceremony, Cocoa Beach Junior Senior High School presents the Minuteman Award to a member or members of the school or community who fits the criteria of:
“One who stands tall among men of vision and with renewed courage will contribute to those principles which make this country great.” This is the highest award the school bestows upon individuals who have served this community. The award was initiated in 1966 during the second graduation ceremony for Cocoa Beach High students. Nominations are received and carefully scrutinized by an elected committee of students, faculty and community members. Nominations have been accepted and 124 awards given through the years. During graduation, 2018, five more Minuteman Awards were presented to deserving people who have made contributions to the school, students, parents and community for dozens of years combined. Their names will be memorialized on the wall in the front of the school. In the spirit of those Minutemen of old, these five were acknowledged into this special fellowship of one who stands tall among men and women of vision.

RIGHT COAST INDEPENDENT (RCI) A Cocoa Beach Cinderella Story
If you have paid attention around town to everyone’s sunglasses, you may have discovered a brand which you keep seeing: RCI. RCI has become a force to be reckoned with in the sunglasses arena. They have some of the clearest and most durable sunglasses on the market right now. BUT, did you know they started out right here in Cocoa Beach? RCI Optics started from very humble beginnings. In 1996, Travis Scott was bar backing at Coconuts on the Beach and started selling sunglasses on the gleaming sands of Cocoa Beach right out of his backpack. Travis then got his brother involved by selling to everyone at his place of employment— the Sea Ray plant. By 1998, this grew to the point of needing to open the first Shady Characters store right in front of Coconuts on the Beach. They were selling lower-end sunglasses in the beginning and graduated up to carry a ton of the higher-end brands. Their operation reached another cross roads and needed to take the next step to continue its journey upward. The two Scott brothers brought on a third partner: Tony Walker.

Tony brought them into the digital age. He developed a website where they could sell glasses online, and he also brought in POS (point of sale) computers to be able to more easily track sales and inventory. Now that they had an inventory system and a new partner, it was time to expand. They opened their second store on 5th Avenue in Indialantic, and shortly after, they opened a third store in Melbourne Square Mall. At this point, they offered almost 20 top brands of sunglasses. Shady Characters was the number one account in the southeast in volume for many of the sunglass brands they carried. This opened the door for them to start working with certain brands to develop new styles and lenses; however, Shady Characters learned quickly that the large national brands wouldn’t pay very much for these new designs. But, this process helped them make much needed contacts to begin branching out on their own. At the time, all the major sunglass brands were based in California. This didn’t seem right to these guys since Florida is the #2 state in the country for selling sunglasses. So, RCI (Right
Coast Independent) was born! They pooled their resources and made two styles of frames with the most technologically advanced lenses you could buy. They arrived at the forefront of optical technology, and a series of optics that combined tactical protection from impacts while offering pure clarity and phenomenal glare reduction. Their original two sunglass styles started out-selling all the other national sunglass companies they carried in the store. At this point, RCI realized that they had something special. The recession hit, but they tightened the belt to make it through. This included selling out all the inventory of the other brands and putting the sole focus on RCI Optics. Today, RCI Optics has 10 styles of sunglasses which are sold in over 30 stores around the country. Of course, RCI sunglasses block the harmful UV rays, but RCI can boast they are the only sunglasses that block infrared rays too! Cape Canaveral Lighthouse, a historical treasure that has guided mariners for 150 years, remain unknown to many, even here in Brevard County. The Cape Canaveral Lighthouse Foundation is seeking to change that, and with the effort of volunteers is well on its way. Rocky Johnson, president of the Foundation, said that many people are so preoccupied with different things that they often miss some important parts of our own history. It sometimes gets lost in this age of instant information, virtual tours and live streaming.

“People often aren’t challenged to go out and look at the treasures that are only a couple of miles away,” Johnson said. “We want people to come out to visit to the lighthouse.” The Cape Canaveral Lighthouse is the only lighthouse owned by the U.S. Air Force. The foundation assists the 45th Space Wing preserve, share the historical significance of the lighthouse and promote access to the unique beacon located on Cape Canaveral Air Force Station. Johnson said few people know that if not for the lighthouse, Brevard County may not be home to Cape Canaveral Air Force Station, Kennedy Space Center and Port Canaveral. When the government needed an ideal place to launch rockets, it found it near where it already owned land and had the lighthouse, which dates to before the Civil War. The original lighthouse was built in 1848 and 20 years later a taller one was erected. Because of fear that erosion could undermine the structure, the lighthouse was moved in 1894 about a mile and a half inland, where it stands today. The Foundation has begun the process to build the first of three cottages. It also is raising funds to build two other cottages in keeping with the original configuration of the buildings that surrounded the lighthouse.

Johnson said the foundation wants everyone to have an opportunity to visit the Cape Canaveral Lighthouse.
“We try to make information available on our web site and social media,” he said. “It’s easy. You just sign up for one of our tours.” Three-hour tours are offered through Sunward Tours. Now, the Cape Canaveral Lighthouse Foundation is seeking more new members to be a part of the effort to keep the light shining. Becoming a member is easy and rewarding. Members support the foundation’s goals of increasing awareness of the lighthouse and preserving that vital part of Space Coast history. “It gives that member a sense of belonging,” Johnson said. “It gives them the opportunity to become a part of what we do.” With a membership of about 350, the foundation has a goal of reaching 750 in coming months. “We rely on funding from dues,” Johnson said. Members participate in the once-a-year membership appreciation day. The value of the membership appreciation day celebration is more than the cost of an individual annual membership, which is $35. There are also family memberships and life memberships. Members and guests are driven by bus to the lighthouse. In addition, members receive The Canaveral Beacon, the lighthouse bi-monthly newsletter and discounts on merchandise at the Keeper’s Closet. Members also are given early notice of special events and the opportunity to volunteer at the lighthouse. For those who want to come out to the lighthouse before they join as members and participate in the membership day celebration, may sign up for a bus tour. The tour is $27 per person. Isn’t it funny how as a child a year seems like an insurmountable amount of time, but as an adult a year is but a blink of an eye. Perspective…I suppose it truly does make a difference. Last August, putting out that first issue of the Cocoa Beach Explorer, our perspective was guardedly hopeful. Doug and I never dreamed our little local magazine would be embraced as quickly and wholehearted as it has been. A testament to the wonderful town we get to call home. The Cocoa Beach Explorer concept started out as a wine-induced, fanciful idea and has quickly developed into so much more. Almost every month, we get random calls, emails and Facebook messages from magazine recipients thanking us for putting together the Explorer. Those communications alone make it worth the time and effort. Our perspective one year into this adventure: pleased and thankful.
