City of Cape Canaveral Residents: Spring is in the air and we continue to march forward with resilience! We have taken a first step toward the adoption of a milestone - the first-ever City of Cape Canaveral Resiliency Plan. Presented at last month’s City Council workshop, this plan was created in response to the challenges our City is predicted to face in the decades to come. But this isn’t just a document that will sit on a shelf, it is a “living document” Action Plan that establishes a series of 56 specific Preparedness Targets that are intended to be researched and implemented across a 30-year timeline. COCOA BEACH SENIORS NOMINATED FOR ACADEMIC ALL-STATE TEAM We have hundreds of wonderful students at Cocoa Beach and if given the time and space, I would brag about all of them. Unfortunately, that is not possible. But, I do want to tell you about two of our Seniors; Madison Day and Michael Watson. They are true “student athletes.” The Florida Dairy Farmers Association and the Florida High School Activities Association, which oversees high school sports in Florida, select a handful of Senior students each year for an Academic All-State Team. These are graduating Seniors who have excelled in both the classroom and in athletic competition. Well, Madison and Michael certainly qualify and are our nominees to the All-State Team.

and is First Chair Cellist for the Orchestra. To say Madison has been active in athletics would be an understatement. She is Captain of the Varsity Girls Soccer team and has been on Varsity since her Sophomore year. She has also played for three years on the Varsity Golf team and this spring she is playing Varsity Softball. Madison is grateful for the lessons sports has taught her, “As a three-sport athlete and IB

Madison has recorded straight A’s in all of her classes here at Cocoa Beach for a perfect Madsion Day unweighted grade point average of 4.0, and a weighted average of 4.7. She has taken on the challenge of participating in the International Baccalaureate Programme and has even been designated an AP Scholar with Honors. She is a member of the National Honor Society, the Key Club, the Student Government,

student, I am thankful for the life lessons I have learned by participating in these programs throughout the years. Through sports, I have learned teamwork is the best way to achieve a goal. There are many things, both on and off the field, I would not have been able to accomplish if I did not have my teammates at my side. I also have learned that hard work, dedication, and perseverance are critical for success in both sports and academics. I believe my participation in these extracurricular activities has greatly contributed to my achievements due to the life lessons they have taught me, and I would never have realized how connected they are. I am very thankful for everyone who has helped me along the way.”

Michael has exhibited strong performance in the classroom as well. He is also pursuing the International Baccalaureate Diploma, has taken numerous AP courses and boasts a 3.9 unweighted and 4.5 weighted grade point average. He is a member of the National Honor Society, an officer in the Junior ROTC program, and participates in academic competitions such as the Math Bowl. Michael has earned a Varsity letter in three sports for five straight years. He has been a member of the Varsity Boys Lacrosse team since 8th grade and Michael Watson also on the Varsity Swim team since 8th grade, serving as team Captain this year. But Wrestling is the sport in which he has had the most success. Wrestling

Get On Track is a project to resurface the Cocoa Beach Jr/Sr High School track in cooperation with Cocoa Beach Kiwanis and Cocoa Beach Cross Country Booster Club. The track has deteriorated to the extent that it is a safety concern for our athletes. The current track is 7 lanes of ill repair asphalt with cracks, breaks, and a rough, uneven surface, conditions which lead to injury. It is no longer a regulation track suitable for meets. Restoration of our track will allow Cocoa Beach Jr/Sr High School to support the training needs of its athletes and host track meets.

THE IMPORTANCE OF SEA OATS CONTRIBUTING WRITER: Zachary Eichholz, Sustainability Program Manager + Resilience Planner, City of Cape Canaveral

Wherever possible, the City of Cape Canaveral utilizes green infrastructure to increase its resilience against climate hazards such as coastal flooding and sea level rise. Being a barrier island municipality, the City regularly contends with powerful tropical cyclones and king tides. The City’s beach and its vegetated dune system are the first line of defense when it comes to mitigating the impacts of these hazards. In order to maintain and continually strengthen its dune system, the City hosts an annual sea oats planting event. Sea oats are a perennial grass native to the US southeast being found anywhere from Texas to Virginia. As they grow, the roots of the plants will burrow down several feet and form complex webs which act to stabilize sand dunes and hold them in place. Above ground, the sea oats long wispy reeds serve to catch wind blown sand, often leading to a buildup of material at the base of the plants. Over time this build up will cause the sand dunes to increase in height. This height buildup adds to the overall resilience of the beach by allowing it to be able to stop higher tides and storm surges from overtopping the dunes. In January 2021 the City held its largest planting event ever, managing to plant 20,000 sea oats across nearly two miles of beach with the help of roughly 400 dedicated volunteers. This green infrastructure initiative is arguably one of the City’s greatest environmental outreach programs, routinely attracting

dozens of eager volunteers. Years of education and excellent program results (i.e. one of the best vegetative dune systems in Brevard County) have reinforced the success of this program. In 2019 the City of Cape Canaveral’s released Vulnerability Assessment, completed after months of analysis and outreach by City Staff and the East Central Florida Regional Planning Council (ECFRPC), highlighted the threat of rising sea levels and coastal storms in our area. Funded by a grant from the Florida Department of Environmental Protection (FDEP) through their Florida Resilient Coastlines Program (FRCP) — a NOAA approved program — the report created by the ECFRPC examines the impacts of sea level rise and flooding specifically within Cape Canaveral. The report employs several models developed by the US Army Corps of Engineers (USACE) and NOAA to project possible sea level rise scenarios and the respective socio-economic impacts on the City. Timeframes evaluated as part of the report include 2040, 2070 and 2100. According to the report’s findings, the City can expect and should accordingly plan for 5.15 to 8.48 feet of sea level rise by 2100 with the ever possibility of increasing beach erosion and hurricane activity. In light of these issues, the planting of sea oats is one of the easiest and most economically feasible coastal protection projects presently available. Therefore, the City intends to keep this annual tradition in order to increase beach habitat, coastal resiliency and overall sustainability.

CITY COUNCIL MOVES FORWARD WITH RESILIENCY ACTION PLAN CONTRIBUTING WRITER: Zachary Eichholz, Sustainability Program Manager + Resilience Planner, City of Cape Canaveral

At the February 2, 2021 City Council Workshop, the City of Cape Canaveral took a historic step in officially unveiling a working draft of its first ever Resiliency Action Plan at a public City Council workshop. This action plan sets forth a series of 56 Preparedness Targets that are intended to be researched and implemented across a 30year timeline that serve to enhance the safety, readiness, and overall resilience of City operations, facilities, and producers while empowering residents through education and leadership.

As the community grows in tandem with the revitalized space program and Port Canaveral, the City must also proactively prepare for increasing instances of flooding, the annual threat of damaging tropical cyclones, and sea level rise. Last year, the Atlantic saw its most active hurricane season on record with 30 named storms, 12 of which made landfall in the United States, and resulting in over $50 billion in damages. With this living document, Cape Canaveral sets a course to become a future readycity that is prepared to handle the effects of a wide range of economic and climatic-related events through the use of sustainable, resilient and forward thinking infrastructure and policies. This Plan was developed over a multi-year, step-by-step process, starting back in 2018 when the City was awarded a grant to develop its first ever Vulnerability Assessment. Funded by a grant from the Florida Department of Environmental Protection through their Florida Resilient Coastlines Program — a NOAA approved program — and created in conjunction with the East Central Florida Regional

Planning Council, this assessment examines the impacts of sealevel rise and flooding in Cape Canaveral. The report employs several models developed by the US Army Corps of Engineers and NOAA to project possible sea-level rise scenarios and the respective impacts on the City. Timeframes evaluated as part of the assessment include 2040, 2070 and 2100. The report also models future sea-level rise and its effect on storm surge. The development of this assessment involved public meetings, public outreach via the City’s social media channels, and an online survey, and took the better part of a year to complete from start to finish. In August 2019 this assessment, its results, and its recommendations were unanimously accepted by the City Council. That same summer - using the extensive body of research from the City’s Vulnerability Assessment - staff began researching and developing a resiliency action plan that would turn this assessment’s recommendations into actionable targets the City could employ to mitigate and

better prepare for current and future threats. According to a report by the National Institute of Building Sciences, for every $1 spent on disaster mitigation projects, such as improving stormwater management systems or strengthening buildings against hurricanes, an average of $6 is saved on future relief costs. The action plan’s Preparedness Targets are to be assessed every five years This five-year review is also an opportunity to remove or change Preparedness Targets as needed for whatever reason. The Plan’s targets are set out across eight Action Categories, which include in order: (1) Green Economy, (2) Natural Systems, (3) Transportation, (4) Energy, (5) Built Environment, (6) Equity and Quality of Life, (7) Waste and Consumption, and (8) Storm Readiness and Sea Level Rise. The action plan’s Preparedness Targets will undergo a staff review every five years to ensure targets are met, gauge the success of their implementation and provide an opportunity to remove or change objectives as needed. Following this review, staff will publish a status

report to showcase where each Preparedness Target is in terms of implementation and/or success and provide recommendations for changes. All proposed updates would be made public, and there would be a public comment period to seek community input. Council Members enthusiastically and unanimously supported the development and eventual implementation of the City’s Resiliency Action Plan that was presented at the workshop, citing the very real need for such a document to be in place given the vulnerabilities and risk the City faces. The plan is currently undergoing a council review period, at which point a second draft that incorporates council member comments will be presented at the March 31 at the Council Retreat. After this the action plan will undergo a period of public comment for community feedback and input. It is Staff and the Council’s goal to formally adopt and begin implementation of the action plan no later than June 2021.

There are over 400 active Lagoon Loyal participants engaging in pollution reduction actions and being rewarded with discounts from over 75 participating local businesses.

There are currently 20 simple activities residents can complete again and again to earn points, ranging from choosing the right fertilizer, buying native plants, or attending a lagoon-centric event listed on the website such as oyster bagging or shoreline clean-ups. LagoonLoyal. com/actions lists the complete range of activities.

The Lagoon Loyal process is cyclical in nature and benefits everyone involved. Residents complete simple lagoonfriendly tasks and earn discounts; businesses get more foot traffic with Lagoon Loyal marketing; and the entire county enjoys progress towards a healthier lagoon. “It’s a win–win–win for everyone involved,” said Jamie Guth, strategic manager of the Lagoon Loyal program. “For example, a resident can upload a photo of their grass clippings blown back into their lawn after mowing and earn 10 Lagoon Loyal points.
