Wow, it is October already! Time for pumpkin spiced everything! Pumpkin candles, chocolate, coffee, doughnuts, and the list goes on and on. It’s amazing what the marketing people think of to put pumpkin spice in and add some fancy packaging. Then, boom, you are caught and just HAVE TO buy it. Good thing it only lasts a month or so. This issue we have tried to help you get to know the candidates that are running for the two open Cape Canaveral City Council seats. This election will be held on November 5, 2019. We reached out to each candidate running for Cape Canaveral City Council and gave each one the opportunity to share their platform with you. This way you can see what each candidate has to say, side-by-side, and get a better feel on who is the right person for you.

FUTURE FUNDED PROJECTS 2019/2020 Our City’s budget, as it has in many recent years, is based upon the “Envision Cape Canaveral Report.” This report is a product of many public meetings held in the evenings over a period of several months in our Radisson Hotel open to all city residents. East Central Florida Regional Planning Council provided the leadership with as many as 160 residents involved in attendance on occasions. The goal was to plan future direction for city leaders to grow the city into what the residents desired. This report continues to move us towards an upscale, seaside-oriented community. Financial stability has been our continued guiding mission. Our city millage rate has been held at below the required roll back rate of the previous year for six of the last seven years; this year included. This year’s budget is a responsible spending plan which provides our residents and taxpayers with the same or higher level of service as in previous years. Listed below are a few of the planned and budgeted items, with the necessary funds in the bank for completion, under the city department listed.

Hello Cape Canaveral Community! It’s hard to believe that Fall is upon us! Before long we’ll be talking about Winter holidays and welcoming back our snowbird family + friends! But first thing’s HALLOWEEN!

While no one can pinpoint exactly how long the Monster Mash celebration has been happening in the City of Cape Canaveral (by some accounts it’s older than time itself), in recent years it has evolved and now includes a massive Community Trunk or Treat and a Haunted Library attraction! For kids 12 & under, it is THE social event of the season with a who’s who guest list of monsters, princesses, fire fighters, unicorns, clowns, mermaids, astronauts and whatever else your imagination can conjure up! The Monster Mash is the most spooktacular Halloween dance party on the Space Coast! Admission is free and the event features a live DJ, games, costume and dance contests complete with prizes + TONS of candy! Residents, condo associations, local businesses and nonprofits can get in on the fun by participating in the Community Trunk or Treat! Participants decorate their vehicles (cars, trucks, motorcycles and bicycles!) and compete against one another for Best Decorated. Trophies will be awarded for first, second and third place! It is free to participate, and space is limited so you must register in advance. Online registration will open on the City’s website on October 1. Stay tuned to The Weekly Update, City website and official social media channels for more information on this event and other Community happenings!

We have certainly had an interesting start to the school year. We had a smooth opening and had three full weeks of classes under our belt before we had a slight pause with Hurricane Dorian. But, we were very fortunate once again. The hurricane remained off of the coast as she traveled north and spared our community. Our buildings and facilities did not suffer any significant damage whatsoever. While we did miss three days of school, we were able to return to campus and begin classes almost immediately after Dorian’s departure. In many ways, the campus looked exactly as it did when we went home before the storm. That is a result of the efforts of our staff. For example, teachers took action to prepare their classrooms and safeguard electronic equipment. The cafeteria staff took measures to secure the kitchen stock
and equipment. Our custodial staff took care of the exterior of the campus prior to the event and then cleaned up any and all debris that was on campus after the storm. It was if time stood still while we were away from school. I truly hope that you were able to come through the storm without any difficulty or hardship. Even though our community is more than familiar with the challenges of Hurricane Season, it can be an emotional rollercoaster as we watch the weather reports and the tropical updates – especially with a close call such as this one. As I said earlier, we are back on course and have already settled back in to the school year. But again, we are very thankful that our school and community were not negatively impacted by Hurricane Dorian.

YOUR CAPE CANAVERAL MIKE BROWN Mayor Pro Tem Mike Brown began his career as a Middle School Teacher with the Indian River School Board in Vero Beach, Florida in 1978. He moved on from that career to become a Florida State Trooper. In 1991 Trooper Brown received The Florida Police Chiefs Association “Officer of the Year Award.” Trooper Brown successfully worked his way up the ranks to Lieutenant. He served the citizens of Florida for 35 years before retiring in September 2014. He is actively involved in the community and is a board member for the Cape View Elementary Parent Teacher Organization (PTO) and the Cape View Elementary School Advisory Council(SAC). He is currently on the Board of Directors for the Brevard Homeless Coalition. Mayor Pro Tem Brown is married to Linda Brown, and they are the proud parents of 5 sons and 15 grandchildren. He is also an assistant baseball coach for the Space Coast Little League. Mayor Pro Tem Mike Brown has been serving on City Council since November 2015 and was re-elected November 2016; he has been the appointed Mayor Pro Tem since November 2017. My goal is to keep our city moving forward while keeping our property taxes low and our city services high. Another goal is to ensure that our citizens remain safe. I am proud to announce that the council has approved adding more Brevard Deputies to patrol our streets. The city council is working to remove the blithe from our city. We the council have enacted stricter code enforcement policies to expedite this process. The council also added more code enforcement officers to assist in this endeavor. Recently Mayor Pro Tem Brown attended the Florida League of Cities Conference in Orlando, several local city commissioners were in awe of all the things that our city has accomplished in such a short time period. Our city has some of the nicest parks and beaches in Brevard County. If re-elected I will ensure that Cape Canaveral remains one of the best kept secrets in Florida. Please Be Safe. My name is Maria “Mickie” Kellum and as your voice on City Council, I will be an advocate for our community and quality of life. After raising my family, I owned and operated a small deli in Port Canaveral and became involved with local Veterans and seniors. Today, my husband and I are happily retired and enjoy spending time with our children and grandchildren at local parks and beaches. Community volunteerism is important in my life. I am Past President of the VFW Auxiliary and I am still heavily involved in the organization. I volunteer for Habitat for Humanity and packing Back to School Backpacks for Cape View Elementary, along with supporting the Little League. I currently serve as a Cape Canaveral Culture and Leisure Services Board Member and Treasurer of the Ais Village Trail organization to support historic preservation. As City Council Member, I am committed to the small town, bikeable, and pedestrian-safe community we want. I will prioritize housing and street safety until there are zero traffic-related deaths and the sidewalks/ bikepaths are safely connected. I will stand up for Lagoon restoration and hurricane preparedness while keeping taxes, debt, and fees low. Smart growth is important, but we also need to honor our traditions and take care of our existing green spaces. Blight is still a major concern and I will be a coalition builder for small businesses to partner with our City to improve their properties. Cape Canaveral is the oldest continuously named place in the United States. From the ancient tribe of the Ais and the fishing and farming pioneers to our place in the space program, we have a remarkable story. RAYMOND OSBORNE Candidate Raymond Osborne has a rich history with the City of Cape Canaveral with authoring the book Images of America; Cape Canaveral and being the volunteer city historian since 2008. Osborne is proactive in listening and asking questions of the residents and small business community on ways that things can be improved for them too. His interest is finding the best solutions to the challenges of our community. With his skills and experience in research, he will assist in making wise choices for smart growth. INNOVATIVE STORMWATER PROJECTS REDUCING IMPACTS TO THE LAGOON CONTRIBUTING WRITER: Zachary Eichholz, Sustainability Manager, City of Cape Canaveral
Did you know that roughly six feet below the Canaveral City Park little league and softball fields lives a series of 4,000 sectional orange tanks called “stormwater chambers”, set up in linear rows designed to capture stormwater runoff over an area equivalent to just over 30 acres? Built by a company called Storm Trap in 2016, this “exfiltration system” captures stormwater runoff produced by rainwater that would otherwise go unfiltered from streets
and driveways into the Banana River Lagoon. The bottom of these chambers is perforated, allowing the captured stormwater runoff to percolate into the soil where it is then naturally filtered. Between the two outfields the system has a holding capacity of 931,000 gallons at one time. This type of capture and filtration method takes the place of a traditional stormwater pond, which would have been otherwise impossible to build given the large space requirements necessary for such a piece of infrastructure. The City is currently reconfiguring the project to accept excess effluent or reclaimed water with the goal of eliminating necessary

discharges into the Banana River completely. As you know, there are some big plans for Canaveral City Park in the future! Good news is the redevelopment plans, to include the MGF (MultiGenerational Facility) will work in conjunction with the park’s exfiltration system. A similar exfiltration system is also located under the Cape Canaveral Volunteer Fire Station and the new City Hall; this is why when you look at each of the building’s downspouts they disappear into the ground. Each system was built in 2014 and 2017 respectively. All three projects to date have performed exactly as designed, even through
multiple hurricane encounters. In fact, many of the newer hotels going up in the northern section of the City have also implemented this method of stormwater capture and natural filtration so as not to tax the City’s existing infrastructure or impose strain on the lagoon. These innovative projects all fall in line with the City’s revised 2014 Stormwater Master Plan that includes numerous other upgrades to the City’s stormwater infrastructure - which include updating lift stations, installing baffle boxes and improving overall stormwater holding capacity; all with the goal of reducing our impacts on the lagoon. Please remember to always be mindful of what you place down a storm drain. Useful tips for helping to ensure stormwater runoff is as clean as possible are checking your vehicle for fluid leaks, blowing grass clippings back onto your lawn instead of leaving them in the street, composting yard waste and reducing or eliminating the use of fertilizers or moving to naturally-based ones (City Staff uses Green Gobbler). #DidYouKnow the Cape Canaveral City Hall clock tower actually contains two different types of clocks! A traditional analog clock for telling time, working on a 12-hour cycle with one hand for hours and one for minutes, adorns the tower’s southern side. On the tower’s western side (facing SR A1A) is a tide clock.
Used for decades by sailors, fishermen, surfers and beachgoers, tide clocks have only one hand with a cycle of 12 hours and 25 minutes in order to coincide with the average time of about 6 hours and 12 minutes between high and low tides. A high tide is indicated when the clock’s hand is at the “12 o’clock” position and a low tide is indicated when the hand is at the “6 o’clock” position. So, when you see the tide clock showing that is it 12 or 6 o’clock it does not mean that the time is 12 or 6 o’clock, but simply that a high or low tide is occurring beachside. The hour markings on the dial between the high and low tide points show the number of hours since the last high or low tide, and the hours before the next high or low tide. The short answer to the basics of how tides work is this: high and low tides are caused by the Moon and to a lesser degree, the Sun. The Moon’s gravitational pull exerts a tidal force upon the Earth, which causes itself and the water atop it to bulge outward on the side closest to and farthest from the Moon. Wherever the bulge is present is a high tide, where it is not there is a low tide. As the Earth rotates, our region of the world passes through both of these bulges each day, accounting for two high and low tides, also known as semi-diurnal tides. Landmasses get in the way of tides being equal across the planet however, making these bulges of water in reality uneven, hence why some locations experience extreme differences between low and high tides while others do not.
What is the infamous king tide everyone so often hears about? A king tide is the highest predicted high tide of the year at any given coastal location, being recorded above the highest water level reached at high tide on an average day. It is also known as perigean spring tides. They are supposed to occur only once or twice a year and are predicted by the National Oceanic and Atmospheric Administration (NOAA). Being unusually high, king tides can bring coastal flooding to low-lying areas throughout their duration, affecting beachside travel and infrastructure. King tides and their impacts are predicted to only get higher and more widespread as sea level rise increases. The City of Cape Canaveral’s recently released Vulnerability Assessment, completed after months of analysis and outreach by City Staff and the East Central Florida Regional Planning Council (ECFRPC), highlights these rising tides in our area. Funded by a grant from the Florida Department of Environmental Protection (FDEP) through their Florida Resilient Coastlines Program (FRCP) — NOAA approved program — the report created by the ECFRPC examines the impacts of sea level rise and flooding specifically in Cape Canaveral. The report employs several models developed by the US Army Corps of Engineers (USACE) and NOAA to project possible sea level rise scenarios and the respective socio-economic impacts on the City. Timeframes evaluated as part of the report include 2040, 2070 and 2100. The report also models future sea level rise and its effect on storm surge as well as coastal flooding. Dear Cape Canaveral Neighbors, We were spared from a devastating hit as we saw ourselves in the path of Category 5 Hurricane Dorian. While Mother Nature’s path can be out of our control, I would like to take this opportunity to recognize what we did have control over; our City’s execution of services. I want to commend the vigilance from the City Manager, Department Directors, Staff, First Responders, Contractors, Businesses and all of the Residents before, during, and after Hurricane Dorian. Before the storm, it was comforting to see the resources and emergency plans launch into action as we prepared for our safety and security. Specifically, I would like to thank Joshua Suprenaunt, our Community Services Director, who did an excellent job helping me where it was needed most. Joshua kept us informed on how our contracted waste collection company, Waste Pro, was progressing on clearing our streets. There was a lot of ground to cover and a lot of debris to remove before the storm. Additionally, Stephanie Johnson, our Community Engagement Manager, helped coordinate a unified message with local agencies, which kept all of us informed on many of the questions we had about preparing for Hurricane Dorian. Information was accessible by website, email, text, phone, and social media. Her efforts made it simple and efficient for myself and others to spread useful information to our neighbors. As always, our Emergency First Responders were working 24/7 making rounds day and night. Before the Storm, I saw our Fire Chief, who confirmed his team’s readiness to meet the need as the hurricane drew closer. I witnessed our local Brevard County Sheriff Deputies get out of their cars on multiple occasions to offer help to citizens as they prepared for the hurricane. They were very attentive to each of us here, never missing a beat. I witnessed neighbors checking in on each other and stepping up to the call when someone needed help, even if it wasn’t their job or their street. In times like this, Cape Canaveral comes together. I ask residents of Cape Canaveral to please share their experiences during the storm with our team and leadership. We are here to listen to your feedback and suggestions. As many of you know, we declared a State of Emergency to give our entire City of Cape Canaveral Staff time to evacuate for this storm, while the day-to-day operations continued in the critical areas as flawlessly as possible. Overall, everyone pitched in to make sure that we, as residents and businesses were ready, informed, and most importantly, safe. Now, I ask that we stand together with the same strength to help our friends in the Bahamas who have been hit the hardest by this storm. On Saturday, October 12, author and local historian Raymond Osborne will give a local history presentation at the Cape Canaveral Library. Osborne will feature the rich history of Cape Canaveral in a multi-point presentation that includes images of ancient maps, explorers, pioneers, and note-worthy visitors and residents. The presentation is a mixture of nostalgia, folklore, and events from the past. The seminar shows local historical points of interest along with providing information on possible new historic preservation projects along with the merits of historic districts.

Items collected include letters to the people of 2063 from John Glenn and Barbara Eden of I Dream of Jeannie fame among others. Come join a fun journey to the past; something for everyone.
