Cocoa Beach Refresh, Renew, Restore Top o’ the mornin to ya! The countdown is on to St. Patrick’s Day. I can almost taste the Guinness now. The one day of the year we are all a little Irish. Check out our fun article on all you need to know about St. Patrick’s Day. You will be prepared with a couple Irish jokes, some toasts, and a few fun facts about the day. Oh yeah, we’ve listed what is going on at our two local Irish pubs that day too.

The promise of spring is around the corner—back to flip flops and shorts. While I enjoyed the cooler temperatures for a few days, the novelty wears off when you put on a wetsuit and get into the ocean (how do people do this year round in Northern California, New York, etc??)! Maybe I am just more sensitive as I age. I recall in my youth surfing St. Augustine in winter, 54 degree water temps, until we couldn’t feel our feet/fingers, and all I could afford was a spring suit with long sleeves, madness!
The City continues to make water quality a top priority and is making progress with our backlog of infrastructure projects with over $5.5MM in wastewater plant upgrades. About half of this amount is to replace aging sand filters (over 30 years old) that have been rebuilt and exceeded their life span. Technology has advanced to the point that the new sand filters will increase capacity 300%. The City has applied for grant funding from the Indian River Lagoon ½-cent sales tax in the amount of $983,000 for the wastewater plant improvements (these improvements will help our overall water quality issues) with the rest being funded by a 20-year, low-interest (<3%) Clean Water State Revolving Fund State of Florida loan. The City has received grant funding for dredging and has applied for an additional $5.9MM for muck dredging from the Indian River Lagoon ½-cent sales tax. Muck dredging and wastewater plant upgrades will greatly benefit the condition of our waterways and is vital to all of us. We have reached out to our State of Florida local elected officials to ask for support with the following:

Support for State of Florida funding for water quality issues as it relates to the Banana River and Indian River Lagoon and testing of waterways (we are still waiting on FWC as it pertains to safety of fish consumption caught in our waters). Allowing the use of some of the Tourism Development Tax for public safety expenses to offset the cost of tourism to a community. Provision exists in the current State Statute for such but is limited to communities with less than 225,000. In addition to more capital projects based in Cocoa Beach as we generate nearly 50% of this tax revenue source, it would be nice to get something in return including help with defraying some of the expense of public safety (police/fire) with the 2.5 + million visitors we get each year! Expediting the State of Florida FEMA reimbursement process for natural disasters (18 months is a long time to wait for reimbursement since Hurricane Irma). I am pleased to see newly elected Governor DeSantis addressing this backlog in funding along with addressing water quality issues!

Brevard Public Schools held its ABC Awards
January 23 at the King Center in Melbourne. The ABC Awards recognize the top teacher, employee and volunteers across all 85 schools in Brevard County. Imagine our delight when two Volunteers of the YEAR were announced who do their volunteer work on Minutemen Causeway!!! Logan Colangelo, CBHS Senior was Youth Volunteer of the Year and Tabitha Braddock, Roosevelt Elementary parent was Adult Volunteer of the Year. How exciting for the two schools on Minutemen!!
Logan Colangelo, CBHS Youth Volunteer of the Year
Logan is the president and inspiration of CBJHS Students in Action (SIA). Under his leadership the organization performs service activities, serving our students’ needs. With student and business donations, Logan lead a team to cook and deliver hot meals to over 30 families at Thanksgiving, and provided items for a school based food bank. He raised over $600 to bring Christmas to ten especially needy CBJHS students. He is especially adept at fundraising, and puts his running abilities to use to raise money for worthy causes that affect our students. He sought business sponsorships for races and donated the proceeds to the organization To Write Love on Her Arms, which supports students’ mental health. To keep students safe, he ran several races in a Leprechaun suit to advertise CBHS Project Graduation, which keeps graduates entertained and off the roads on Graduation Night. Logan does all of these things for others while pursuing an International Baccalaureate diploma. Tabitha Braddock is an outstanding wife, friend, mentor, mom and leader at Roosevelt Elementary School. People are willing to follow her and to willingly volunteer for her because of who she is. Tabitha started as a room mom when she moved to Cocoa Beach in 2014. She actively volunteers her time to our school with a smile on her face. Mrs. Braddock was elected as PTO President last year and is really working to change the culture of volunteerism in the school
by making it a positive climate and more inclusive. Because of this, Roosevelt has seen an increase in volunteer parents and hours. She never states “I” but always puts her team to the forefront and thanks everyone down to the smallest of participation. Tabitha has actively gotten our community involved with the school and continues to do so. Tabitha Braddock, Tabitha works full time Adult Volunteer but continues to be in of the Year our school every day. Between school and home, she volunteers on average 25 hours per week. While not in our school, she runs the PTO website and is actively marketing our school door to door to the community for donations and involvement. She was highly involved in having a new community playground built at our school that had been in the making for four years, for which the ribbon was cut this fall. Way to go Logan and Tabitha!!

FUN FACTS ABOUT ST. PATRICK’S DAY Why 17 March? Simple – the date marks the saint’s death in 461 at Saul, Downpatrick, United Kingdom. It was here that he had established his first church. Made the patron saint of Ireland, legends state he baptized hundreds of people on a single day, and he used a three-leaf clover– the famous shamrock–to describe the Holy Trinity.

Why do people wear green? Early depictions of St. Patrick show him wearing blue. The official color, St. Patrick’s Blue, is a light almost sky blue. St. Patrick’s blue even has historical significance. When King George III created the Order of St. Patrick, a British order of chivalry associated with Ireland, he made “St. Patrick’s blue” the official color of the Order. The use of green on St. Patrick’s Day didn’t start until 1798 during the Irish Rebellion. As the divide between Ireland and the English grew, the color green and the clover, St. Patrick’s shamrock, became a symbol of nationalism for the Irish.

n October, Kyle Robberts and Tracy Curry opened Sweeties Ice Cream & Candy on northbound A1A right next to Shady Character Sunglasses/RCI Optics in front of Coconuts on the Beach. If you haven’t had the opportunity to check this place out, do yourself a favor and stop in. You will be glad you did! Sweeties Ice Cream & Candy is home to many sweet choices. They serve a flavor variety of both soft ice cream and super-premium hard ice cream which they get from a South Florida dairy. However, your ice cream flavor is not the only choice you have to make…drum roll please… your most important decision is which homemade flavored waffle cone is going to go with your deliciously creamy ice cream. They
offer six flavors of homemade waffle cones: regular, strawberry, blueberry, mint, expresso, and our son’s favorite, red velvet.

Eye allergies are one of the most
common reason that people visit the eye doctor. Studies estimate that ocular allergies affect 15 to 40% of the population. The characteristic symptoms include itchy, red, watery and swollen eyes. Upper respiratory symptoms such as a runny nose, sneezing and coughing may accompany the ocular symptoms. The two main types of allergies are seasonal and perennial. The yellow pollen dust that starts to cover everything in late February signals the coming of spring and seasonal allergies. The ubiquitous fairy-dust like pollen that coats even garage-kept cars is pine pollen. Other major tree pollen contributors include oak, cypress and juniper trees. Tree pollen al16
lergy season typically runs from February to April. Grass pollen allergies take off in April and goes through October and ragweed allergies occur from August to November. These are all considered seasonal allergies. Perennial allergies include mold, dust mites and animal dander. These irritants are present year round. An allergy is an inappropriately exaggerated immune response to a relatively harmless substance. When an allergen, such as pollen, lands on the surface of the eye it is attacked by an immune cell. The immune cell will make an antibody to fight the allergen. If the antibody encounters the allergen again it will activate a cell called a mast cell which start the allergy cascade

by sending out a blast of chemicals including the famous histamine. These chemicals are what will produce the itchy, red eyes. Although the medical community understands the process of the allergic response fairly well it is still a mystery as to why only some people have allergies, why childhood allergies can disappear and why some people develop allergies later in life. There are several available treatment options for people that are affected by ocular allergies. As a first step, I may start my patients on preservative-free artificial tears. Patients that have dry eyes have a higher incidence of ocular allergies due to the fact that there are not enough quality tears to wash the irritant out of the eyes. Artificial tears dilute the concentration of the allergen in the eye. Oral anti-histamine pills may help ocular allergy symptoms in some people but studies have shown that anti-histamine pills do not reach the eye in concentrations comparable to that achieved with eye drop medications. You must also be aware
that antihistamine pills can have a drying effect on the eye and indirectly worsen symptoms. Overthe-counter allergy drops provide relief from symptoms by blocking the histamines released by the mast cell. However, they do not have any effect on the other chemicals released. The most common medication that I prescribe for my allergy patients are the newest prescription allergy drops which are both anti-histamines and mast cell stabilizers. These medications block histamines which provides immediate relief but they also work by stabilizing the mast cell. By targeting the mast cell these medications prevent more of the allergy symptoms and provide a longer lasting effect. Steroid eye drops can be used for a short period of time to get effective control of severe cases. I often will begin my patients with the worse symptoms on a steroid eye drop to get effective control of severe cases and then taper them to anti-histamine/mast cell stabilizers. Effective management of allergic eye disease will reduce the symptoms and greatly improve quality of life.

When I became principal of an inner-city school, it didn’t take long to realize that most of my students were not kind and did not acknowledge acts of kindness from others. I kicked off a kindness campaign by modeling how to say and do kind things. We cut thousands of pink and red hearts for the students and staff to record kind things that they did for others or as a thank you for a kindness done by another. Each morning, I read a handful of hearts

Children helped others tie shoes, pick up dropped books, and wipe up spills in the lunchroom. Students began helping out at home and thanking their parents for taking care of them. Parents and the community recognized the positive change and responded by adopting the school and completing kind 18
Very few children are innately kind, therefore acts of kindness need to be modeled and pointed out so that children can learn how to show appreciation and be helpful. When teaching my kindergarten students about kindness, we sat in a circle and I told each of them something that I liked about him or her. I did this for a week, so that the children heard many positive comments. The next week, the children had to say something kind to the person next to them. Next, the children received daily assignments such as being kind to a classmate, an adult in the building, or someone at home. Every afternoon, we would sit in our circle and share our acts of kindness. By the end of the year, the students were helpful, caring, and appreciative of others. One little guy in my friend’s kindergarten class was nicknamed “the complimentary peanut” because he was always speaking kind words. One last gem about kindness comes from Patty O’Grady, PhD, who is an expert in emotional learning, neuroscience, education, and positive psychology. The results from her studies suggest that kindness changes the brain by the experience of kindness. Children and adolescents do not learn kindness by only thinking about it and talking about it. Kindness is best learned by feeling it so that they can reproduce it (Currie, 2014).

This month we are continuing the “Refresh, Renew, Restore” series of articles focusing on buildings and areas being updated in the Cocoa Beach area by spotlighting Ray Baldino (Baldino Studios) and his utilization of the downtown mixed use zoning. Ray has lived in Cocoa Beach since 2004 and has had his photography business here since 2005. I had the opportunity to sit down with Ray, ask him a few questions about how construction went, and share his story. What was your inspiration for adding on the second and third floor living area to your studio? I really liked the direction downtown Cocoa Beach was going. After the mixed use was approved and seeing the positive direction everything was heading, I really wanted to invest in downtown Cocoa Beach.
Did you have any unforeseen issues with your construction? Everything went fairly smooth. The city officials were very supportive and on board with the changes we were making; they made the process as easy as it could be. The original building was built in the 1950’s and was solidly constructed. We added the garage about five years ago and had it built with to support the possible addition of another floor in the future. Since the garage area already had support for an additional floor, we only needed to add a few additional supports to extend from two to three floors over the garage. I guess the biggest challenge we faced was the logistics of constructing multiple floors with very little room to maneuver construction equipment between the existing buildings. We had to deal with cranes, lifts, and carting tools and materials up and down all the time. Any helpful suggestions for anyone thinking about building up in downtown Cocoa Beach? I would suggest to anyone that has a business in downtown Cocoa Beach to consider living above their business; it just makes economic sense. Also, if you plan on building up, my main suggestion is to install an elevator. The first time you come home with a car full of groceries which need to be carted upstairs you will realize the convenience of the elevator is well worth the money spent on installation. How long did it take you to build and when did you get to move into your new downtown home? The constructions process took a little less than a year to complete, and we received the certificate of occupancy around October of 2017. We moved in shortly after the first of the year in 2018. What are the positives of living downtown? Everything is so convenient; we can walk everywhere. We save tons of money on the cars since they are parked most of the time. We love how easy it is to walk out our back door to attend all the downtown events like the Art Festival, Surfing Santas, and Friday Fest.
