Wech named to BIAW’s public relations post NPBA Members, I have had the honor of serving our association over the past 4½ years and have enjoyed the privilege of working for all of you. That is why this message is bittersweet – on July 31, I will be leaving the NPBA to serve you at the Building Industry Association of Washington in WECH my new role as its Public Relations and Communications Director. I am very excited to continue my work on behalf of the building industry and its members in Olympia. The NPBA board has convened a search committee to select a new Executive Officer for the NPBA and they will be conducting interviews during the month of July. Building a Home for Corporal Lang The Homes for our Troops project has really taken off since our last issue, as you can see — the house is almost ready for trusses! We are so thankful for the amazing support from our community to help build this home and welcome Corporal Lang to the beautiful Olympic Peninsula in the fall. We'd like to thank all of the companies and community volunteers who are helping raise this house! To see a list of those who are participating, see page 4. Let them know that you appreciate what they are doing to support the project by supporting their businesses. Three NPBA members have been holding some great independent fundraisers to support the project and we'd like to update you on each of them.

Dear Donna: Question: Is there a cost-effective way to help public agencies with interagency and regional disputes? As a proponent of Alternative Dispute Resolution (ADR), I have found that many ADR processes are effective in the public as well as private sectors. Two of the strongest motivations to using alternatives to litigation are: (1) saving financial resources; and (2) saving integrity and transparency within the agency and community. The most appropriate alternative dispute resolution technique depends on the nature of the dispute and the type of resolution desired by the parties. Arbitration is well-suited to cases where the legal issues are not in dispute, but the actual circumstances of the case are contested. However, with interagency disputes, mediation and consensus-building for collaborative problem-solving tends to prove more useful. Today’s agencies find themselves facing a host of competitive challenges: an accelerating pace of technological change, the emergence of new laws and regulations, the blurring of agency boundaries, tighter budgets, and the need for accountability. These challenges require new thinking and new strategies. Interagency as well as intra-agency conflict management requires all stakeholders to explore innovative ways to resolve disputes outside of the courtroom. Conflict is merely a difference of perception. Conflict and differences of opinion can be potentially constructive or destructive. Left to fester, conflict takes on a life of its own and becomes destructive. Tempers flare, egos grow, and the conflict turns into full-blown litigation at any cost. Litigation between interagencies’ tends to pit stakeholders against one another. The results can have a devastating impact in a community, and the cost factor tends to be high. The loss of productivity, attorney fees and delay in accomplishing the end goal add up every day. Conflict addressed early on and in a collaborative approach, however, brings forth some of the most innovative ideas and resolutions. Collaborative input is constructive in reducing litigation costs as well as red flagging areas of conflict where change is needed within an agency. The bottom line is that most conflict should be viewed as an opportunity, not as a battle between egos. Most conflict is based on misinformation and/or lack of communication. Alternative dispute resolution techniques such as facilitation and mediation allow all stakeholders to voice their concerns and explore options and alternatives. What do home buyers really want? Many in the housing industry are wondering not only what today’s home buyers really want, but also what they are ready to leave behind in light of current economic realities. A new study recently released by NAHB, “What Home Buyers Really Want,” was designed to answer these questions, and more specifically, to provide the most current and accurate information on buyer preferences so that NAHB members can deliver the home (and community) that today’s buyers want and are willing to pay for. So what do home buyers really want? The first answer is energy efficiency. Four of the top most wanted [1] features involve saving energy: 94 percent of homebuyers want Energy Star-rated appliances, 91 percent want an Energy Star rating for the whole home, 89 percent want Energy Star-rated windows, and 88 percent want ceiling fans (Figure 1). For more detailed information about these features, e-mail faleana@ npba.info. The second message buyers are sending is they want help keeping their home organized. The laundry room is wanted by 93 percent of buyers; in fact, 57 percent consider it essential and would be unlikely to buy a home without it. This shows that most buyers want to keep the dirty laundry contained in a room and away from plain view. Moreover, nine out of 10 buyers want a linen closet in the bathroom to help keep towels and toiletries organized. Space in the garage to store bikes, sports equipment or gardening tools also ranks high on the buyers’ wish list: 86 percent want it. And a walk-in pantry in the kitchen is something most buyers care a lot about as well (85 percent). What features should builders be careful about including in a typical new home? First and foremost, an elevator. Seventy percent of buyers reject it, meaning they would be unlikely to buy a home that included it. Interestingly, four of the next five most unwanted features are not about the home itself, but about the community. For example, 66 percent of buyers do not want to live in a golf course community, 56 percent reject the idea of living in a high-density community, 48 percent do not want a gated community and 44 percent would not buy a home
in a mixed-use community (Figure 2). More than half of all buyers also discard the option of having only a shower stall in the master bathroom with no tub (51 percent) and many are saying “no” to two-story spaces as well. About 43 percent of buyers do not want a two-story family room and 38 percent feel the same way about a two-story entry foyer. Many buyers now consider these large, open spaces as energyinefficient – the last thing they want for their homes. A complete outdoor kitchen is not an important priority to many buyers either, as 31 percent flat out discard the possibility of washing dishes, cooking and keeping food refrigerated outdoors. For most buyers (62 percent), an outdoor grill will suffice. [1] The survey asked buyers to rate over 120 features as either essential, desirable, indifferent or do not want. The total share “wanting” a feature is calculated by adding the share who rate it essential plus the share who rate it desirable.
