his is the last edition of Connections as we merge with Peabody. You will still be residents of Family Mosaic after the merger but the newsletter will change. In less than one year’s time we will have sorted the legal structure and will become one organisation called Peabody. I am delighted that we are merging. The new Peabody will be able to do a lot more that the two organisations could have done on their own. This will mean more homes and greater investment in services and existing homes. I will be sad to lose some good colleagues and board members in the change. I thank them for the fantastic contributions they have made over the last 11 years. One of my objectives for the merger is to make sure we are closer to our residents, not more remote. We are moving swiftly into the digital age but that doesn’t mean we will not be visible on your roads and our estates. Our services need to work on both levels. Our new digital service is growing rapidly (see our website for more details). You tell me that our repairs service is improving and
we need to keep this momentum going following the merger. This issue of Connections is about opportunities for you to train or further your education. Peabody also invests in these for residents and so this will not be the last time we will promote them. In fact Peabody invests more into non-housing activities than we do. So exciting opportunities ahead, hopefully for us all - those of us who provide services as your landlord and the many more of you who live in our homes or use one or more of our services. Finally I extend my deepest sympathies to those affected by the devastating fire at Grenfell Tower in west London. I am deeply saddened by the scale of the devastation. We are working with the borough of Kensington and Chelsea to help them find local housing solutions for people who have been made homeless by this tragedy. We have robust measures in place to protect every one of you living in our properties. Our dedicated fire risk assessment team constantly assess our properties through a planned programme of regular site visits and procedure reviews. We also work with expert partners to ensure compliance and best practice.

FIRE RISK ASSESSMENTS UP TO DATE All of Family Mosaic’s fire risk assessments are up to date. We manage all remedial actions through an ongoing programme and prioritise works based on risk. We comply with all current fire safety regulations and we directly employ fire risk assessors to carry out regular fire safety assessments, in keeping with current legislation. We regularly liaise with the fire and rescue authorities to make sure our buildings are safe for all of you.
EVACUATION PLANS If you live in a block of flats, in the main entrance is a blue and white fire action notice. It will tell you whether a Stay Put or simultaneous evacuation policy is appropriate for your block.

Ten recent employment bootcamp graduates have had a lovely surprise offer of a free seaside holiday for their families this summer from the Family Holiday Association The 10 have been helping Family Holiday Association research the idea that taking a break can boost your chances of landing a job.
Reviving break
The charity, which provides British seaside breaks and day trips for struggling families across the UK, started the pilot project to find out what impact taking a break from daily stresses can have on your employment prospects after a long period of unemployment. All 10 recently completed our employment bootcamp in Dulwich. Their work with the charity is also letting us study the effect of a holiday on self-confidence and motivation.
It also hopes to find out if there could be benefits for other family members, such as any children going to school more regularly. The families will take their seaside holiday over July and August. They will be interviewed and their efforts to find work monitored once they return. Please note that you cannot apply to the Family Holiday Association for a free break. When did you start volunteering /training with us?
I started volunteering in December 2016 on Health at Home. An induction training course introduced us to the project and how to work in the community. What is your role?
I do assessment interviews at the homes of residents aged 50 or older. We are researching how people can stay independent in their home and cope with their diseases. So far we’ve done nearly 300 interviews. We will soon undertake a second stage of interviews.
When did you start doing training courses with us?
I’ve taken lots of different courses in the last nine months. Even though I’m not a resident I can still do the courses. Which training courses have you done?
I’ve done mental health awareness, drug and alcohol awareness, an employability course, introduction to the internet, First Aid and loads of others. I would like to work with vulnerable people.

I’ve worked at Family Mosaic for nine years. This is my third role and definitely the most challenging but also the most rewarding. I enjoy the diversity and that is reflected in the boroughs I manage. I am currently working on a hoarding case along with our legal team, tenancy sustainment officers and other agencies like Clouds End, which supports hoarders. The tenant also has mental and physical health issues and the hoarding is now so extreme she is no longer able to get into her property so is sleeping rough. She hoards in common areas too so we are constantly serving notices and removing fire risks. We’re finally making progress after 3.5 years and it has been great learning about agencies like Clouds End. This isn’t the first time I’ve dealt with hoarding. Within the first few months of starting this job I came across a foul smell coming from a property. I was so concerned that I contacted the police. On entering the property they discovered that the tenant had been collecting his and his wife’s waste in buckets for over two years. We cleared the property and brought in other agencies to get him support. I am pleased to say the situation has not arisen again!

Since the start of April 2017 there have been many changes to welfare benefits. Some of these may affect you so please make sure you understand what’s changing
ESA CHANGES From 3 April this year, if you are a new employment and support allowance (ESA) claimant: ●● in the work-related activity group you get paid the same as people on jobseeker’s allowance or the universal credit equivalent. ●● and do permitted work and earn £20 to £120 each week you no longer have to give up work or stop claiming ESA after 52 weeks. ●● and get sanctioned you will continue to get 80% of your payments instead of the 60%. This change does not apply to ESA claimants who continue to get the work-related activity component after 3 April. They will stay subject to the 60% rate.

universal credit, there is no extra money for a third (or more) child born on or after 6 April except in certain cases. You will continue to get a payment for all children born before 6 April. ●● Anyone starting a family after April is no longer eligible for the family ‘element’ in tax credits. The same applies to universal credit - no payments for any new claims made after April.

Since April, 18-21 year olds who have claimed universal credit for six months have to apply for training, an apprenticeship or go on a work placement unless you are considered vulnerable. From 1 April the upper earnings limit for being exempt from the benefit cap if you claim universal credit has changed from a fixed £430 per month to what you would earn if you (or one of you, if a couple) work 16 hours a week on the national minimum wage. Single unemployed claimants under 22 no longer get your housing costs paid with universal credit, except in certain cases. From April the taper rate for universal credit will be cut from 65% to 63%. This means you can keep 37p for every £1 earned in work, over work allowances, rather than 35p for every £1.
BEREAVEMENT SUPPORT PAYMENT There is a new bereavement support payment (BSP) for new claims from April. If you qualify you will get a larger first payment followed by up to 18 monthly payments. How much you get will depend on your circumstances.
DAVID’S STORY We were asked to help David* by an income officer after David fell into difficulties with a claim for universal credit. What David had not been told when he made his claim was that he should include his housing costs in his application, wrongly thinking housing benefit would cover his rent. He put in a separate claim for housing benefit. After waiting a while his housing benefit claim was refused because you cannot claim both at the same time. I explained to David that his universal credit would include amounts for his daily living costs, some for his children and some for his rent. The only other benefit David would need to claim, through his local council, was local council tax support. We looked at the DWP’s online journal for David’s universal credit claim. We added to it how much he pays in rent and his children’s details so the DWP would have all the information it needed to process his claim for universal credit. A few weeks later David got payments for himself, his children and his rent. He is now paying his rent direct to us.

TO TACKLING ANTISOCIAL BEHAVIOUR Often people may not realise that their actions are bothering their neighbours, but once they are made aware, they’re usually more than likely to stop. For example, until you tell your neighbour that the music they play at night makes it hard for you to sleep, they may not have ever realised you could hear it. Most of the time, our staff have very little influence over low level noise problems and minor disputes.

In many situations the problem can become more serious if they are involved as this can cause tension between you and your neighbour if you didn’t try talking to them first. That’s why we’re piloting a new anti-social behaviour policy which focuses on assisting residents who need our support the most. We’ve also developed information about how you can handle minor issues, like noise complaints, directly yourself.

NOISE COMPLAINTS AND CRIMINAL ACTIVITY We will only deal with noise complaints when we have evidence of excessive, prolonged noise levels. Noise complaints should be reported to the local council noise team in the first instance. Any criminal activity needs to be reported directly to the police before it’s reported to us. We will then work with the police to establish the details and take action if needed. We remain dedicated to supporting residents in cases of serious anti-social behaviour but we encourage all residents to resolve minor issues between themselves. Our new assessment process to identify serious cases of antisocial behaviour and vulnerable residents who require our support will help us to better direct our resources to where they are needed most.
