‘Know Their Names’ project unearthing histories of enslaved people in Fauquier Just before the Civil War began, nearly half of Fauquier County’s residents were enslaved. Their lives, even their names, are buried in the past. It is beyond time to remember them. This is the first story in an occasional Fauquier Times series highlighting the forgotten -- many of whom have descendants living here today -- and the local residents working to uncover their histories. Karen White still clearly remembers what she learned of Black history when she was growing up in Fauquier County in the ‘60s. In first grade, her teacher taught her about the spirituals enslaved Africans would sing as they worked the fields. Later on, a two-part television special on Harriet Tubman premiered. After watching the first installment, White could hardly wait to watch the second. And this was about all she was taught about her ancestors. If the topic of slavery was broached at school,

The parking lot was full, but there were no traffic jams inside Warrenton’s COVID-19 vaccination site at 143 W. Lee Highway Saturday morning. Volunteers from the Medical Reserve Corps screened pre-registered people for COVID symptoms as they came in; registrations were validated and folks moved immediately to one of the vaccination stations. After receiving their shots, people shifted to an area with chairs -- spaced out, of course -- to wait 15 min-

utes while nurses checked to make sure no one was suffering any ill effects from the vaccine. Amy Powers, RN, was one of the nurses checking in with people after their inoculations. She is registered to volunteer through Valley Health System, the PATH Foundation and the Medical Reserve Corps. She said she especially wanted to help at the Warrenton site because, “I love this community. I want it to be successful and I want to see everyone get the vaccine.” Fauquier County emergency services workers filled vials with vaccine while volunteers from the hospital and qualified nursing students administered the shots. Nursing student Teena Stevic graduated in May and has applied for a job in Fauquier Hospital’s Emergency Department. “Everyone is so happy to be here,” she said of the vaccination event. Indeed, the mood was decidedly upbeat as eligible Rappahannock-Rapidan Health District residents and employees rolled up their sleeves to receive the Johnson & Johnson vaccine. Dr. Kathryn Sullivan, urologist with Fauquier Health Urology, was among the health system volunteers present at the event. She administered the vaccine to Lisa Vetter of Warrenton, who was delighted to be able to get it. Vetter said she had a heart attack last year and also suffers from asthma, so has been extra careful with precautions against COVID-19. But, she said, “I am so over this!” Maria Olivia Hedding Salazar lives in Manassas, but works with elderly clients all over the RRHD. The partnership behind the effort

The RRHD received 2,000 of the one-dose Johnson & Johnson vaccines this week. Half were administered in Warrenton and half in Culpeper on Saturday, according to April Achter, population coordinator for the health district. Achter said on March 4, “We were able to accept this vaccine due to the hard work of our partners -- Culpeper Medical Center; Culpeper County; Culpeper County Public Schools; Fauquier Health; Fauquier County Department of Fire, Rescue, and Emergency Management; the Town of Warrenton and Fauquier County.” She said that because Warrenton and Culpeper have already hosted successful mass vaccination events, the RRHD was able to say “yes” to the 2,000 Johnson & Johnson vaccines.

Michael Guditus, emergency manager in the county’s Office of Emergency Management, said that 21 vaccination events have been held in Warrenton so far: seven at Fauquier Hospital and 14 at the Lee Highway space. Achter, Guditus; Kevin Sales, COO at Fauquier Hospital; and Mike Potter, emergency manager for the Town of Warrenton, were all on hand at the Warrenton site to assist. From answering questions to wiping down surfaces, it was all handson deck. Sales gave particular kudos to Taylor Bireley, vaccine coordinator at Fauquier Hospital, who took a moment to smile behind her mask while entering data into a computer at Saturday’s event. “She has been amazing, working 10- and 12-hour days, and also on Saturday,” Sales said of Bireley, who is also a supervisor at the Fauquier Health Wellness Center.

Shifting calculations dampen Warrenton’s stormwater pollution progress By Peter Cary

When it rains in Warrenton, the water runs off rooftops, parking lots and streets. It flows from parks and school yards and cemeteries and household lawns. As it courses, it picks up oil and gas and other pollutants from the streets, chemicals from fertilizers and just plain dirt. Some of the runoff is absorbed into the ground, but most of it makes its way into the Potomac or Rappahannock River watersheds. Eventually, it pollutes the Chesapeake Bay with nitrogen, phosphorous and silt, toxic to aquatic life. State and federal government agencies that oversee stormwater in towns and cities calculate that runoff from the town of Warrenton contributes 23,833 pounds of nitrogen, 1,757 pounds of phosphorous and 931,700 pounds of silt each year into the two watersheds that feed the bay. To help clean up the bay, the federal Environmental Protection Agency and the Virginia Department of Environmental Quality want Warrenton to reduce the pollutants in its stormwater between 6% and 20%, depending on the type of pollutant and its source, by 2028. To show progress, Warrenton must meet 40% of those targets by October 2023. This will not be easy, and it is not cheap. Indeed, Warrenton has begun the process of raising $800,000 annually in property-owner fees to pay for these anti-pollution efforts. But now, hitting the targets may become even harder and more expensive; it was discovered that the computation the town was using to take credit for pollution reduction contained errors. “It looks like they are using the [computation] tables incorrectly, and are taking more credit than they should,” said Jeff Selengut, the state official who oversees Warrenton’s plans to clean up stormwater. On Monday, Selengut said he had spoken with Warrenton officials. He said the miscalculation had put them “very short” of meeting

The town of Warrenton is employing a variety of tools to meet its pollution mitigation goals. their targets, and “they are going to have to do something to fill that gap.” Town Manager Brandie Schaeffer said town officials were aware of the discrepancy, and were working “closely with DEQ and our experts to meet our targets.” Municipalities have a variety of tools at their disposal to reduce runoff pollution. With help from a Rapidan-Rappahannock Regional Commission grant, Warrenton is planning to turn an existing holding pond on Garrett Street into a marshy area to better filter pollutants, and it plans to build a wiggly swale near the town dog park to absorb runoff there. Future plans included improving two other runoff holding ponds on private property, upgrading drainage at the town shop, and fixing drain pipes and culverts. In addition, the town has been connecting failing septic systems to the town’s sewage system, as well as adding filters to its wastewater treatment plant. The combination of wastewater improvements and septic tank hookups put Warrenton well ahead of its goals for reducing nitrogen and phosphorous pollution, the town reported in 2020. But neither

It reported in 2020 that it removed 13,624 pounds of silt by street sweeping. It reduced most of its stormwater pollution by improving three drainage areas, restoring one stream and building new storm water management facilities, the town’s report said. • Vienna, whose area is nearly the same as Warrenton, said in a 2019 report that having applied the new DEQ formula for street sweeping credits it found it could take no credit at all. It reduces stormwater pollution by shrinking impervious surfaces, sharing anti-pollution efforts with Fairfax County, and tightening its regulation of construction activities. The town said it also may buy antipollution credits from others if necessary. one did much to reduce silt, where the removal targets are huge: 65,217 pounds a year by 2023 and 163,042 pounds by 2028. For that, Warrenton turned to street sweeping.

Shifting requirements

The theory makes sense. If a street sweeper picks up the dirt and debris on the street – which is known to contain nitrogen, phosphorous, fine silt and other pollutants – then those toxins will not make it into the bay. The DEQ agreed early on to give municipalities pollution reduction credits for street sweeping, but it kept changing the formula for claiming the credits. See STORMWATER, page 10

‘Know Their Names’ project documenting enslaved people in Fauquier County NAMES, from page 1 Decades later, she and her older sister, Angela Davidson, have devoted their retirement to bringing recognition to the long-overlooked and suppressed stories of African-Americans in Fauquier. White founded the county’s Afro-American Historical Association with Karen King Lavore in 1992, and its staff and volunteers have spearheaded countless research projects and founded a museum in The Plains. Today the museum holds 1,600 artifacts that document the experiences of Fauquier’s Black residents. Now, White, Davidson and the association’s collections manager, Norma Logan -- along with the occasional volunteer -- are at work on an ambitious project they hope will serve as a rich resource for students of history and amateur genealogists, as well as encourage healing in a divided nation: They want to document every person ever enslaved in Fauquier County. The team is combing through centuries-old wills, birth and death registries, deeds to Fauquier estates and chancery court records. They record every scrap of information about enslaved people they can find, from ages and causes of death to skills. But more than anything, White says, they want to put names to the men, women and children frequently identified in documents only with a five-letter marker: “SLAVE.” They have recorded about 30,000 names and have barely scratched the surface. She doubts the project will be completed within her lifetime. But when it is, the association will knit the research into a massive,

But being able to do this will bring recognition to these people that built America.”

Telling their stories

The Afro-American Historical Association’s “Know Their Names” project joins other efforts around the country to tell a more complete story of America’s past. Today, tour guides and historians

at the plantations of George Washington and other Founding Fathers engage visitors in conversations about the people once held on the land. One historian for the Thomas Jefferson Foundation, Lucia Stanton, has written widely about the lives of people enslaved at Jefferson’s home in Monticello. In Fauquier, the first seeds of Know Their Names were planted when White received a phone call last summer from businessman and philanthropist Mark Ohrstrom. Ohrstrom was petitioning to have his 118-acre family farm in The Plains, Old Whitewood, included in the National Register of Historic Places. His grandfather purchased

the land in 1946, and Ohrstrom now lives on the property with his wife. He was doubtful any enslaved people had worked there, but he asked White, a longtime friend, to see. Using the names of the farm’s owners in the 1800s, White checked the association’s archives and quickly identified 18 people enslaved there. In some cases, they were identified only by their first names and the dollar value assigned to them. “I was both shocked and dismayed that they didn’t have a last name,” Ohrstrom recalled. “The only thing that mattered was their dollar value. These are the people who labored on the farm for 40, 50 years.” Fauquier’s roots trace back to 1759, when it was formed from part of Prince William County. By 1860, nearly half of the county’s 21,706 residents were enslaved, according to census records. An additional 821 residents were African Americans who had either been emancipated or were born free. But in 2020, only about 7.5% of Fauquier’s population was Black or African American. After the Civil War, White explained, many Black families fled to northern cities to find work after facing hostility from their white neighbors for voting, owning property or running a business. Still, White says the association knows from tracing family lines through county records that most of Fauquier’s Black residents today have ancestors once enslaved on farms owned by white people. She, her sister and her husband all do. Family land and lines -- that’s what has kept them in the county, White said. The county also has “quite a few” white families whose ancestors worked enslaved Africans on their property, White said, though she can’t say how many. Some — like Ohrstrom — want to acknowledge the painful history tied to their land, she said. See NAMES, page 5

‘Know Their Names’ NAMES, from page 4 “There’s a responsibility to know the truth and tell the truth,” said Ohrstrom, a director of the nonprofit Piedmont Journalism Foundation, which owns the Fauquier Times. “These are the people who labored on this landscape we hold so dear.” Ohrstrom wants to find the full name of every enslaved person who once worked on the property he calls home. He has a list of 24 people so far. When he is finished, he wants to commemorate them with a monument on his land and welcome their descendants for a visit. Previously, the association has hosted discussions between the descendants of slaveholders and the enslaved people of Fauquier to provide a judgment-free space for questions and information-sharing. Davidson and White both see the Know Their Names project as part of the association’s effort to help the country confront the wounds of its past. The country is reeling, Davidson said. Calm conversations are needed more than ever. And the sort of information that the association is digging up -- statistics without slant or bias -- can make those conversations happen, she said.

The work continues

As the coronavirus bore down on Virginia in March last year and the association prepared to temporarily shutter its museum, White and her colleagues figured they may as well make the most of their time sheltering in place. So, as they hunkered down at home, they began working through the records they already had on hand from the county’s early years, plucking names from birth and death registries, deeds and wills and placing them into spreadsheets they had created the previous summer. Around the same time, regional historian Wynne Saffer began drawing a map of Fauquier County from 1861 tax records, sketching out the large land parcels that existed at that time and, when possible, labeling them with the property owners’ names. The map is now in the association’s museum. One day, White says, she’d like to add the number of people who were enslaved on each parcel, as well as the number of cabins or houses provided for them. “That will be, itself, a really good eye-opener,” she said. White and her colleagues had wanted to win a grant to support their work, but as the country buckled under the pandemic, none of their applications were funded. They’re still hopeful, but with the museum back open on an appointment basis and the grant deadlines for other projects approaching, they’ve had to put Know Their Names on the back-burner. In the meantime, they are chipping away at their mission off and on, adding new entries. They work

in the minds of the people whose lives are recorded in the documents. It’s unnerving to observe how the dollar value assigned to a woman declines as she ages out of her childbearing years. By 70, a woman may be valued at $0. “That puts me in a category where I may have no value,” said Davidson, 71. “You have to be very cognizant of your emotion. Otherwise you can get pretty upset.”

It’s been more than 30 years since White began researching her own family lines, but she’s still digging up new information. Some ancestors were worked by Thomas Jefferson and others by William J. Morgan -- a man who deeded portions of his property in the late 1870s to people who were formerly enslaved, creating Morgantown. Using the research of area historians Marie Tyler-McGraw, Deborah Lee and Scot French, White also learned that her relatives were among the 3,700-some African-Americans who, emancipated, sailed from Virginia to settle in what became Liberia between 1820 and 1865. In total, she found evidence of 98 Black Fauquier residents who had made the journey. And a few years ago, when she was searching through cohabitation records in Culpeper County, she found her husband’s great-grandfather, his great-great-grandfather’s first and second wives and other members of his extended family. It has been a journey, and she says it does her heart good to see people coming together online to research their roots together. She hopes that the Know Their Names project will be a resource for Black people all around the country who have ties to Fauquier and that it will be used by educators in the county to enrich the way they teach history. And one day, White hopes that Black children growing up in Fauquier will be able to use the database to find where their ancestors were at any point in American history, just as many white children know about their family’s history. She sees the project as one small part of paying homage to the Black people who came before her generation -- those who fought discrimination and for their right to vote. Though she has only met them through aging documents and records, she knows they were strong people. “We have to stand up and just tell the truth,” she said. “We can’t undo any of those things, but we can certainly go forward and be better. A Public Hearing on the proposed FY 2022 County Budget, proposed Capital Improvement Program, and Tax Year 2021 tax rates will be held by the Board of Supervisors at the time and place noted above. This hearing is for expenditures and revenues for all County Departments, the Ambulance Revenue Fund, the Capital Improvement Fund, the Conservation Easement Service District Levy Fund, the County Asset Replacement Fund, the Debt Service Fund, the Environmental Services Fund, Airport Fund, the Fire and Rescue Tax Levy Fund, Internal Service Funds, and the School Division Funds for the period of July 1, 2021 to June 30, 2022. Calendar Year 2021 tax rates proposed would be effective upon adoption with real estate taxes due June 5th and December 5th, and personal property taxes due October 5th of each year, with any due date that falls on a weekend moved to the next business day. The proposed FY 2022 budget includes an advertised overall real estate tax rate of $1.004 which would fund all FY 2022 proposed budget requests. The proposed Capital Improvement Program (CIP) plan totals $137.72 million over the five-year planning period. Of this amount, $9.90 million would be allocated for public safety and fire and rescue projects, $4.50 million for a Sheriff’s Office Building, $55.35 million for courthouse renovations, $17.28 million for library projects, $5.40 million for parks and recreational projects, $250,000 for environmental services projects, $5.00 million for utility projects, $123,440 for Airport projects, and $39.91 million for school division projects. A public hearing on a revised application to build 48 rent-controlled apartments in Bealeton will be held Thursday, March 11 at 6:30 p.m., one of an array of land-use matters before the Fauquier County Board of Supervisors this week. If approved, the apartments would be subsidized by a state program and rented to individuals and families whose incomes are 60% or less of the area’s median income. In October, planning commissioners voted three to one to recommend denying the original application, citing concerns about the financial impact the apartments -- which would be added to the existing Aspen Village complex – would have on public services. Planning commissioners were also concerned about the lack of “open space” in the original plan. In November, county supervisors agreed to give the developer -North Forty Aspen Plus, represented by Chuck Floyd of Piedmont Land Consulting -- time to rework the application to address those concerns. The developer has since revised the proposal, almost tripling its proffer to help pay for the expected impact on public safety services. The new application also includes more amenities for the future residents, like a private dog park and a community garden. Additionally, the new application comes with a commitment to renovate the existing 30 Aspen Village duplexes along with the 108 apartments at the adjacent Aspen Club complex. Also on Thursday’s agenda are public hearings on the final stage of the Vint Hill Lofts application and changes to the Mintbrook rezoning and special exception permits. The changes would allow, among other considerations, a drive-thru Starbucks as part of the sprawling mixed-use development in Bealeton. Developer proffers $295,200 for Aspen Village expansion

The new apartments at Aspen Village are proposed for a 10-acre property between Station Drive and Willow Drive North. The land already contains 30 duplex residences; about two-thirds of the property (on the Station Drive side) is undeveloped. Without rezoning, no additional residences can be built on the property; a zoning agreement reached with the county in 1999 as part of the Reynold’s Crossing application still applies to the Aspen property, along with surrounding parcels.

How to participate in the public hearings

The Fauquier County Board of Supervisors will hold a work session at 11 a.m. Thursday, March 11. The regular meeting and public hearings will be held at 6:30 p.m. at the Warren Green Building at 10 Hotel St., Warrenton. Members of the public may participate in a public hearing either remotely or in person. The full agenda for Thursday’s meeting, the video livestream and information about how to participate in the public hearing remotely can be found online at agenda.fauquiercounty.gov. The work session and meeting will also be broadcast on Comcast Government Channel 23. The revised application includes a requirement to renovate the existing Aspen Village and Aspen Club residences before occupancy permits for the new units are granted. The developer would spend between $4.5 million and $6 million on the renovations, according to the report prepared by the community development department. Additionally, after planning commissioners focused on what, in their view, was a lack of “open space” and amenities in the original application, the revised concept development plan now includes a private dog park for residents’ use, a community garden, picnic tables and grills on the property.

Vint Hill Lofts could gain final approval Thursday

Last month, planning commissioners voted unanimously to recommend approving a special exception permit for the Vint Hill Lofts project, which would see the former Vint Hill Farm Station barracks renovated into as many as 183 apartments. If supervisors vote to approve the special exception permit Thursday, the first phase of construction, which would add 135 units, could begin this year and last about 18 months, according to Edwin Gaskin of Echelon Resources, the application’s sponsor. The main point of contention at last month’s planning commission meeting was how many parking spaces the developer should be required to provide for the 183 expected units. Barring a waiver granted by county supervisors, the county’s zoning ordinance requires 2.33 parking spaces per residential unit, which comes out to 427 parking spaces.

The developer, citing data from previous similar projects in historic buildings, had proposed 1.85 parking spaces per unit. But planning commissioners voted to recommend requiring two parking spaces per unit. Ultimately, supervisors have the final say.

Starbucks proposed for Mintbrook commercial center

The developers of the mixed-use Mintbrook development on 32 acres in Bealeton have asked for amendments to the 2012 project approval to clear the way for a Starbucks along U.S. 17. Planning commissioners voted three to one to recommend approving the proposed changes to the 2012 agreement; other requested changes include more flexibility on building heights in the complex and a small change to the ceiling-height requirements for a by-right extended-stay hotel proposed for the same commercial center. If a rezoning amendment is approved by supervisors, the coffee franchise could open by early 2022, according to the staff report. The main issue is what types of drive-thrus are allowed in the Mintbrook commercial center. The 2012 agreement allowed for up to three drive-thrus in the center, only one of which could be for a fast-food restaurant. The proposal supervisors will consider Thursday would allow for up to three fast-food drive-thrus in the complex. (An Arby’s, including a drive-thru, is already planned for the commercial center.) Additionally, the application proposes changing how the 0.7-acre lot could be configured. The zoning agreement approved in 2012 included allowing a one- to two-story building at the corner of U.S. 17 and Lafayette Avenue; the building could have been used by-right as a pharmacy, office or restaurant. As part of the original rezoning application considered in October by planning commissioners, the developer seeking to build 48 new apartments at Aspen Village had offered $2,150 per new unit to help cover the county’s expenses providing fire, rescue, police and parks services to the new residents. The revised application includes $6,150 per unit, totaling $295,200 for the proposed project. Supervisor Chris Butler (Lee District), whose district includes Bealeton, said Monday the revised proffers were “better” than before but that, in his view, the ongoing financial impacts to the county – especially to the public schools and law enforcement -- would still be far more than the amount offered by the developer, since subsidized housing brings in very little tax revenue for the county. Butler said he is also concerned about the residents of the existing residences at Aspen Village and Aspen Club, which are also subsidized and rented to low-income people. The condition of the buildings and the amount of rent paid by those residents are concerning, he said. “I have spoken with the applicant numerous times about maintenance issues and increasing rents,” Butler said. “The residents that have reached out to me can’t afford these affordable apartments with rents exceeding $1,200 to $1,300 per month. I’ll consider supporting this application once all the maintenance issues are taken care of and the folks living there are taken care of. Someone needs to look out for them.”

After 40 years, Fauquier Health’s newest midwife is still catching babies By Robin Earl

One of the first babies that midwife Kathleen McClelland “caught” was in Manchester, England. (“Caught” is midwife-speak for “helped bring into this world.”) She said that in England, 80% of babies are born with the help of midwives. The United States clearly has some catching up to do and Fauquier Health OB/GYN and Midwifery is trying to help with that. The second midwife to join the practice, Kathleen McClelland, RN, FNP, CNM, of Midland started her career as a nurse in 1976, earned her family nurse practitioner degree from the University of Virginia in 1979, then got her graduate-level midwifery degree from Georgetown University in 1991. Her 40 years of experience in Virginia and Maryland will add to the expertise of fellow midwife Monica Freidline and obstetricians/gynecologists Dr. Barry Aaron and Dr. Elise Diamond. The four practitioners will rotate through two offices – Fauquier Health OB/GYN at 273 Veterans Drive in Warrenton and Fauquier Health OB/GYN and Midwiffery at 7915 Lake Manassas Drive, Gainesville. In an interesting turnaround, during her orientation for her new position McClelland got to “shadow” Friedland, who has been the practice’s sole midwife for about a year. When Freidland was a high school senior, she shadowed McClelland when she worked at the health department in Culpeper. “Monica thought she might want to become a midwife…” McClelland said. The least agreeable part of her job, said McClelland, is keeping up with electronic health records. The most fun? Client care, particularly the initial OB visit. “In that first visit, you get the woman’s whole story -- physical, and psycho-social. You find out who’s in her village [support system], what this pregnancy means to her.” McClelland said, “With other providers, I’ll see her through her pregnancy, and then see her post-partum, to help her process the birth experience. The birth is something that is seared into a woman’s memory. It’s such an important part of her adult being. You want your questions answered so you can feel you’ve done a good job, you can feel strong and empowered and connected to your baby.” She encourages new moms to write down the story of the birth soon afterward. “It’s easy to lose the details. When you write it down, you have a gift you can someday give to your child, their birth story.” McClelland said that 85% of women have natu-

Maybe that first visit is just a conversation, but I think it’s important for women to start that relationship [with a women’s health care provider] early.” ral and healthy pregnancies. Fauquier Health’s newest midwife suggests that her patients consider ahead of their baby’s birthday what they would like the birth to look like. “Get it on a piece of paper and bring it with you. It helps contribute to a pleasant experience.” McClelland said in addition to the baby’s growth and the mom’s blood pressure, she is attentive to a pregnant woman’s mental health. As someone who has always been interested in the mental health issues of woman of reproductive age, she said that when a woman feels stronger emotionally, they can feel better throughout their pregnancy. And mental health takes on a whole new meaning in the middle of a pandemic, said McClelland. “Pregnancy can cause a lot of anxiety without a pandemic,” she said. “During COVID, we have to address a new level of concern. We find out how they are eating and sleeping and explore other ways to support health – getting outside in the sunlight and fresh air, getting some exercise…. Some moms need permission to take care of themselves, and permission to ask for help.” COVID precautions for birthing parents include a no visitor policy; only one care partner is permitted, and that person should not leave the hospital and return later. New parents must wear masks unless they are in their room. McClelland recognizes that during a woman’s pregnancy, some fathers can feel a little lost. “Of course, dads are an integral part of the team. But some don’t know what their role should be. I encourage partners to come to visits. I like to get

a sense of how they are doing emotionally. If a mother is suffering from post-partum depression, there is a likelihood that the father will too.” During visits, she will recommend online birthing classes, including one that is more partner-focused. “It gives partners concrete ideas about what the woman might need,” McClelland said. For women who choose not to have epidurals, Freidland and McClelland work with Fauquier Health Family Birthing Center nurses to make sure they know what to do to make laboring moms comfortable. Options include a warm shower or spending time in the birthing center’s “spa,” a large tub where moms can spend the early part of their labor, experiencing aromatherapy and listening to music. “You want to feel a little pampered before, during and after the birth,” said McClelland. In England, she said. Parents get tea and toast within hours of the birth. Goose Creek -- 54 miles of river from northern Fauquier County to the Potomac River in Loudoun County -- has long been an important water source for the region. Increasingly threatened by development in the fast-growing area, the river and the efforts to preserve it are the stars of a new award-winning documentary. “Goose Creek Watershed” recently won the grand prize at the 2021 Richmond Environmental Film Festival. The 10-minute movie features expansive footage of the

activists and others who love it are also part of the storyline. The film was produced by The Goose Creek Association, a local non-profit focused on watershed pro-

tection; the goal was to draw attention to the beauty and significance of the waterway, as well as the risks it faces. “Development is the biggest threat to Goose Creek,” said Lori Keenan McGuinness, the association’s co-chair, who said she was “delighted” with the award recognition. “I thought we needed to have an educational tool to explain what the Goose Creek is all about.” McGuinness held screenings in the area and showed the film to members of the Fauquier and Loudoun boards of supervisors. “I thought the film was very well done,” said Mary Leigh McDaniel, Fauquier supervisor for Marshall District. “I hope we continue to preserve, protect and defend [the river] where we possibly can.” See DOCUMENTARY, page 11

Judge orders 2nd competency evaluation for Levi Norwood By Robin Earl and Coy Ferrell Times Staff Writers

Judge Jeanette Irby granted a second “Not Guilty by Reason of Insanity” evaluation for 18-year-old Levi Norwood during a March 5 hearing at Fauquier County Circuit Court; Norwood is accused of fatally shooting his mother and brother last February. The request was granted over the commonwealth’s objection, said deputy public defender Ryan Ruzic, who is representing Norwood. Another competency to stand trial evaluation was also ordered. The evaluations must be completed within 60 days; the court will review the findings in May, said Ruzic. Friday’s hearing was originally scheduled to set a trial date in the case, but Ruzic’s successful motion “for competency and sanity evaluation at time of offense” has pushed that back. Norwood underwent a similar evaluation in August 2020 and it was established that he was competent at that time. In the motion on Friday, deputy public defender Ryan D. Ruzic stated that the August evaluation also noted that Norwood “has significant mental health problems, and that when confronted with intense or emotionally activating information or decisions, it may be expected that his abilities will deteriorate significantly.” The motion also states, “On Feb. 16, this court and counsel received notification that Mr. Norwood was removed from the Fauquier Adult Detention Center through a temporary detention order and was subsequently committed to the Western State Hospital…. After receiving treatment there, Mr. Norwood has been returned to the Fauquier Adult Detention Center.” The Western State Hospital is a state psychiatric facility that treats people with “serious mental or substance abuse disorders,” according to its website. Ruzic has met with Norwood twice since his return, according to the motion, and has noted that “there is a noticeable withdrawal from the defendant in his participation with defense counsel.” Norwood is accused of killing his mother, Jennifer Norwood, and his 6-year-old brother, Wyatt, in their Midland home on Valentine’s Day, Feb. 14, 2020. He was indicted as an adult in July on two counts of first-degree murder, three counts of using a firearm in the commission of a felony

Calculation error STORMWATER, from page 3 At first, it gave credit for the gross tonnage of dirt picked up. Then it shifted to a formula based on lanemiles swept. Then, in 2015, a panel of Chesapeake Bay pollution experts decided that municipalities were still taking too much credit for street sweeping. In its final report, dated May 19, 2016, the panel said street sweeping should only account for a “modest” contribution to pollutant removal, and it came up with a new formula based on a town’s paved road miles. Under the new guidance, most jurisdictions cut back their street sweeping credits. Warrenton, however, upped its claims: In 2018 it reported removing 211,398 pounds of silt through sweeping; in 2020 it reported removing 300,341 pounds. Those numbers put Warrenton well ahead of similarly sized towns and even way ahead of the target it was to reach by 2028 – 163,042 pounds. Deputy Director of Public Works

Norwood, who was 17 at the time of his arrest, was being held at the Loudoun County Juvenile Detention Center, but was transferred to the Fauquier County Adult DetenLevi Norwood tion Facility when he turned 18 on Jan. 11. The decision to move him to an adult facility was made over the objections of his attorney at a Jan. 7 hearing in Fauquier County Circuit Court. The issue at play was not whether Norwood would be transferred to another facility, but rather if he would be transferred to another juvenile detention facility in Virginia that houses young adult offenders. The Loudoun detention center is licensed only to house inmates who are 17 or younger. Other juvenile facilities are authorized to house inmates until they turn 22, and his attorney argued he should be transferred to one of those instead of an adult detention center. Ruzic argued that transferring Norwood to an adult facility would be a risk to his safety and mental health. Ruzic said Norwood has been diagnosed with several mental health disorders and that Norwood attempted to kill himself on three occasions while in custody after his initial arrest. An adult facility, Ruzic argued, would not have the same mental health resources as a juvenile facility. Ruzic praised Loudoun JDC staff members’ efforts to treat Norwood and said the teen would be at risk of assault from other, older inmates given the severity of the charges against him. “There is an extreme risk of danger to Mr. Norwood,” Ruzic said of the possibility of his client being moved to an adult facility. In the motion he filed with the court, Ruzic cited statistics that indicated younger inmates are more at risk of self-harm in adult facilities than in detention centers that hold juveniles. He speculated that if Norwood had a mental health crisis in an adult facility, he would be placed in isolation “only making the risk to his mental health worse.” But Commonwealth Attorney Scott Hook

Paul Bernard said the town had decided to capitalize on the credits available for sweeping town streets. He said the town has 93 lane-miles of roadway (town roads usually have two lane-miles per mile) and the town runs its sweeper twice a week or more, cleaning the main streets once a week, neighborhood streets when they can, and sweeping more often during leaf season and salting and sanding season. In its 2020 report, Warrenton said it had swept 1,646 lane-miles. But when shown the town’s calculations for arriving at 300,341 pounds of silt removal, the DEQ’s Selengut said they were faulty. He said it looked like Warrenton was plugging sweeper miles driven – the old way of getting credit -- into the new formula, which uses only the miles of streets in a town and sweeping frequency. In the case of Warrenton, the bottom line should be 93 lane miles swept, not 1,646 miles. Selengut said it appeared the town had made an “honest mistake” by combining the two different calculation methods. He said they had until Oct. 31, 2023 to devise new ways to

sharply disputed Ruzic’s arguments, dismissing the seriousness of two of Norwood’s attempts at harming himself. Hook noted that two of the three attempts were not listed in an initial report about Norwood’s mental health issued by Loudoun JDC officials in April. “They didn’t take [the attempts] seriously enough to put them in the initial report,” he argued. Hook also questioned the underlying causes of Norwood’s psychological diagnoses. “Well, of course, when you kill your little brother, you are the cause of the trauma,” he said emphatically. Moving an 18-year-old to an adult facility was routine, Hook said. “I don’t think there’s anything unusual about what we are asking.” Ultimately, Judge James Plowman agreed. He dismissed Ruzic’s concerns that Norwood would be at a greater risk of assault in an adult detention center. He also expressed skepticism of the argument that Norwood would be at a greater risk of self-harm, calling Ruzic’s citation of broad statistics “speculative.” In granting the prosecution’s motion to move Norwood to an adult facility, Plowman emphasized his confidence that the Fauquier County adult facility would be sufficiently equipped to protect Norwood from himself and others. “I’m not compelled by the safety issue,” he said.

During the investigation of the deaths of Jennifer and Wyatt Norwood, Levi Norwood told a counselor that he was physically abused by his father, Josh Norwood, according to affidavits in support of search warrants filed in May 2020. Levi Norwood was taken to the Emergency Department at Fauquier Hospital for injuries sustained from his father in 2017 and 2018, Levi Norwood told investigators. Josh Norwood, 37, who said he came home Feb. 14 to find his wife and younger son dead and his older son missing, claimed that someone shot at him when he entered his home that night. On April 20 – three months after the murders of Jennifer and Wyatt Norwood -- Josh Norwood was found dead suffering from “trauma to the upper body” at his home Monday, April 20. “No foul play is suspected,” said sheriff’s office at the time.

meet their targets. “I’m pretty sure that without the street sweeping they are very short, I think, in everything,” he said. He said options included new projects, or taking credit for extra reductions they had achieved at their wastewater treatment plant, or buying pollution reduction credits from others on an exchange. “We are aware of the discrepancy in street sweeping,” said Town Manager Schaeffer in an email, noting that the DEQ had shifted its formula for taking street sweeping credits several times. She said stormwater pollution reduction was a challenging unfunded mandate, adding that “the town has been working diligently on this effort over the last four years and the town council has committed substantial resources to this effort.” “I, in no way, feel Warrenton is alone in working toward these goals and the challenges they bring,” Scaheffer said. Indeed, Warrenton is not the only town to rely heavily on street sweeping to meet its targets. An analysis of 26 Virginia jurisdictions done in 2015 by the Chesapeake Bay Foundation found that

about half of all their phosphorous, one-third of nitrogen, and more than one-fourth of their sediment removal was claimed from street sweeping. But there are alternatives. The DEQ’s guidance recommends and gives credits for at least 20 “green” practices, including retention ponds, swales, wetlands, vegetated roofs, permeable pavement, trees, riparian buffers, stream restorations. “You know, I might like to see them do more ponds, more wetland restorations more other things, tree canopies, what have you,” said Selengut. But he said that science says street sweeping does remove pollutants, so the DEQ has to support towns that use it to meet their targets. Still, some advocates think the practice should be limited. On Jan. 20, the Choose Clean Water Coalition, a collection of 38 Maryland environmental organizations wrote to the EPA and the state’s Department of the Environment asking that they cap street sweeping credits and require municipalities to do more “greenscaping.” It called street sweeping “an annual practice and not a permanent solution.”

Documentary warns against HOME SWEET HOME encroaching development DOCUMENTARY, from page 9 In Fauquier, county leadership has taken steps to protect the river. According to Tom Turner, manager of John Marshall Soil & Water Conservation District, 50% to 60% of the river is now protected with livestock fencing and other measures. But in Loudoun, one of Virginia’s fastest-growing counties, population pressure has made conservation more difficult. Housing development along Goose Creek has increased in recent years and on March 2, the Loudoun Board of Supervisors voted to rezone Goose Creek Overlook for residential development. The rezoning request, which passed in a 5-4 vote, gives the green light to the construction of 238 houses along Goose Creek, including nine acres that had previously been in a conservation easement. The board agreed to donate that land in exchange for a development with less density than current zoning laws allows. “What’s the point of having the film if the board of supervisors don’t support protecting the Goose Creek?” said McGuinness, who followed the vote closely. Phyllis Randall, chair of the Loudoun Board of Supervisors, who has seen the film, was one of those who voted against the proposed development. “You should never do anything to destroy your water source,” Randall said. In the days following the Goose Creek Overlook vote, Randall approached colleagues on the prevailing side to ask them to reconsider at the board’s next meeting, March 16. “The film was very powerful,” Randall said. “It actually reignited my passion to try to bring the vote back.”

McGuiness said she hopes the film will help people to appreciate that a healthy river ecosystem is essential to the health of the region. She said the 386-square mile Goose Creek watershed supplies drinking water to much of Fauquier and Loudoun counties, including the city of Leesburg. It is critical for area agriculture and provides outdoor recreation that contributes to quality of life in the region, she said. The film explores how the push for development, especially in

Loudoun, has led to habitat destruction and pollution from run-off and soil erosion, which puts the river ecosystem at risk of contamination. “That part of Loudoun seems determined to be developed,” said McGuinness, “regardless of the river.” In 2002, The Virginia Department of Environmental Quality listed the upper Goose Creek as “impaired” and has recorded declining water quality in succeeding years. Recurring themes in “Goose Creek Watershed” are the boundless significance and timeless legacy of the river, as well as the relentless threats it faces. In rural areas, which includes much of northern Fauquier, one of the relentless threats the film presents includes fertilizer runoff and E. coli from livestock. The film also shows how residents in these areas have been working to clean up the river, planting trees in riparian buffers -strips of vegetation near a stream that filter pollutants and prevent erosion. “On the agricultural side, we’re making good strides,” Turner said in an interview. “Even the old school farmers recognize that there’s a larger concern.” To make the short film, McGuiness hired Sarah Huntington, executive producer at Lincoln Studios, based in Paris, to produce it. Huntington and her team, Drew Babb, writer, and Peter Buck, director, started production in the summer of 2018. The filming took over a year, during which time the team conducted interviews with local residents about their connections with Goose Creek. One of those featured is Marvin Watts, a Goose Creek board member, who has led annual canoe clean up missions of Goose Creek. “It’s a very special stream in the midst of our Virginia culture,” Watts said in the film, “and it bears protecting with every fiber of our bodies.” Drone footage captures both the watershed’s lush scenery and encroaching housing sprawl. Bettina Gregory, a former ABC News correspondent with ties to the area, narrates the film. The combination of audio and visual storytelling, said Huntington, gives film a greater capacity to move audiences. “I really think it is the most powerful medium.” Goose Creek Watershed may be seen at https://goosecreek.org/video/.

Warrenton council members explore possibility of speed cameras in school zones By Coy Ferrell

After Fauquier County supervisors recently adopted an ordinance allowing the use of automatic cameras to enforce speed limits in school zones, Warrenton Town Council members expressed openness to a similar program in school zones within town limits. No formal proposal has yet been made to start the program in town, however. Warrenton Police Chief Mike Kochis gave a presentation to town council

members at a work session Tuesday morning, explaining the council could adopt fines of up to $100 for vehicles caught traveling 10 m.p.h. or more over the school-zone speed limit. The Fauquier County Sheriff’s Office contracted with a private company to install and maintain the cameras at schools in the county; the company will take a $25 commission of each fine issued, with the remaining $75 going to the county treasurer. Comprehensive plan allows for too much residential growth Mayor Carter Nevill and the Warrenton Town Council will be considering the revised town comprehensive plan during their upcoming meetings in March and April. The plan envisions the population of Warrenton growing by an unprecedented 50%, from 10,000 to 15,000 residents. By way of background, the town grew 34% from 2000 to 2009. But the rate of growth fell to 4% from 2010 to 2019 because most of the land available for residential development had been exhausted in the previous decade. In other words, we had grown about as much as our zoning ordinance and the town boundaries would permit. The revised comprehensive plan proposes to overcome this limitation on population growth by allowing dense residential construction in areas currently set

aside for commercial and industrial development. I have had the privilege of serving on both the town council and the [county] board of supervisors and learned the indelible lesson that rapid residential growth brings large tax increases to pay for school expansion, infrastructure construction and increased staffing for emergency responders and other town and county employees. I urge all of my fellow town residents to take a look at the revised comprehensive plan and let the mayor and town council members know what they think. It’s past time to sound the alarm on American populism On Jan. 6, the United States Capitol was under violent siege by a populist mob instigated by an aggrieved president. People died; and, if the mob had been successful in kidnapping or harming legislators, many more could have been killed. Donald Trump’s brand of populism almost took us there; and, if that wasn’t enough, we now have to deal with the emerging wannabes who want to inherit the franchise. These wannabes, each trying to outdo the other, auditioned at the recent CPAC conference in Orlando, Florida. They emulated Trumpian rhetoric and conduct in order to prove their bona fides. Sadly, no one put forth a comprehensive vision for the future. Instead, they offered up disproven assertions of election fraud and the evils of the opposing party. They performed the required rites of self-abasement in the hope that a satisfactory performance would receive the former president’s blessing. The most disturbing truth to emerge from the CPAC conference, however, was that the conservative

movement is now owned by Donald Trump. It no longer has as its centerpiece conservative principles and policies; but rather, its centerpiece, as displayed in the conference lobby, is a golden statue of its god. This was the idolatry that led thousands of believers to the Capitol to threaten our democracy. Many say we have had firebrand populists before in American politics and are unconcerned. They say the majority of the electorate is able to see the pitfalls of falling into a populist’s enticing trap. To them, the 2020 presidential election bears this rational out. They argue 46.9% of the vote is still less than 51.3%; the populists are a minority … so, not to worry. History contradicts this assessment. It abounds with past and present examples of the fall of governments at the hands of wouldbe dictators who energized a violent minority at a moment of national vulnerability. We ignore history’s lessons at our own peril. Many also say they are tired of the bell ringers sounding this redundant warning bell. They think of the bell

ringers as alarmists. To those who profess exhaustion, one need look no further than the cautionary words attributed to Thomas Jefferson, “Eternal vigilance is the price of liberty.” It could happen here; it almost did. Lastly in reference to alarmists, I was recently watching an old WWII movie, “In Harm’s Way.” It was well done with quality acting, especially from John Wayne and Patricia Neal. The Duke is always good; but, Neal caught my attention whenever she was on the screen. I still remember her recitation of a classic limerick delivered as a warning to a nurse dating a notorious wolf. “There was a Young Lady of Niger Who smiled as she rode on a tiger; They returned from the ride With the lady inside, And the smile on the face of the tiger.” The real warning of Jan. 6 is that it just might be a dress rehearsal for what is yet to come.

1,000 vaccinations received

The J&J vaccine has been tested in eight different countries, he said, and its efficacy rate is 72% in the United States and 66% elsewhere. Avula pointed out that trials with J&J have been performed in places where COVID-19 variants are prevalent, during a time when the virus was surging. “The numbers are exceedingly good for J&J on preventing hospitalizations… It is extremely effective against most dangerous outcomes.” he said. The state is receiving 69,000 J&J vaccine doses this week. Achter said, “The Virginia Department of Health does not endorse one COVID-19 vaccine over another. We encourage everyone to take the first vaccine available.” She also said that more pharma-

cies and health care providers are beginning to administer vaccine doses. Private providers are focusing on vaccinating their elderly patients, she said; those who would like to receive their vaccine through their own doctor should call to see if the practice is among those distributing the vaccine. She admitted that some pharmacies are pulling names from the Virginia Health Department list and others are using their own system. “I know it’s confusing. It’s best to call your pharmacy. Virginia Piedmont Heritage Area weighs in on Warrenton’s comprehensive plan The Virginia Piedmont Heritage Area, headquartered in northern Fauquier County, was founded in 1995 and our mission is to educate and advocate for the preservation of the extraordinary historic landscape, culture and scenery of our state-designated Heritage Area. Warrenton is an important Heritage Area town with extraordinary historic character and it is imperative that it be protected in the comprehensive plan. Warrenton’s entryways and access corridors must be preserved to maintain its unique charm. As the draft plan states on Page 17, “HR-5.1: Explore a Historic Gateway Corridor Overlay District,” it is critical to the authenticity and setting of a historic town to maintain an appropriate gateway. Large scale development, with clover-leaf roadways and high-rise commercial areas, would be jarring, out of character and destructive to Warrenton’s historic fabric. Development on this scale would not only be unattractive, but it would ruin the unique charm that makes the town special among northern Virginia locales. VPHA also strongly opposes the proposed change to commercially zoned land, which would enable a significant acceleration of residential growth in Warrenton. Appropriate studies have not been completed to justify this increase in by-right mixed-use development and we do not have sufficient data to understand its impact on traffic, taxes, water and sewer and quality of life. The comprehensive plan needs to further protect and reinforce the integrity of historic resources, and the discussion of Character Districts on Page 29 should promote adaptive reuse of historic structures. Rather than demolition and new construction, the plan should encourage adapting historic buildings for reuse as offices, housing and other modern services which preserves the historic character of Warrenton and conserves resources. The stand-alone Historic Preservation Plan listed on Page 17’s action items should include specific protections and incentives for adaptive reuse. This plan should also inventory historically African American neighborhoods, including Haiti Street, Oliver City and Madisontown, and special attention should be given to their eligibility for listing on the National Register of Historic Places. A TENSE GAME TURNS INTO A ROUT Kettle Run buries Fauquier, 44-0, thanks to Chumley, Williams, Fasce By Peter Brewington Times Staff Writer

Sometimes you get a result so surprising all you can do is say, “Did that really just happen?” Kettle Run’s 44-0 smackdown of Fauquier on Saturday in Bealeton fell in that category. The county rivals both displayed a ferocious brand of defense, taking turns bashing each other in a manner that looked likely to continue into the fourth quarter. The Cougars led 3-0 at halftime courtesy of Andrew Piercy’s 37-yard field goal. “It was a slugfest. At one point I thought this could end 3-0,” said Kettle Run coach Charlie Porterfield. While a tough Fauquier defense doled out plenty of punishment, the Cougars cracked the code to victory. Riding the left arm of senior quarterback Elijah Chumley, the Cougars scored six second half touchdowns to turn a tossup game into a blowout. “We felt if we trust what we’re doing it was gonna break. To keep on track, it will go our way,” said Porterfield. “When it rained, it poured. It’s all about competing for 48 minutes,” said FHS coach Karl Buckwalter. Chumley completed 15-of-23 passes for 193 yards and three TDs. Ahmal Williams caught four passes for 121 yards and two TDs. Peyton Mahaffey ran 12 times for 83 yards and a TD, and Nick Fasce had a 25-yard fumble return on defense. Kettle Run bottled up elusive Falcon quarterback J.T. Diehl by keeping defensive ends Nick Fasce and Abram Chumley from rushing all-out. This kept Diehl from improvising and making big plays. “The Diehl kid is a lot of fun to watch, but awful to game plan for,” said Porterfield. “We stayed at home. Sometimes Nick did not even rush. It was just contain.” Both Falcon senior QBs had miserable games. Diehl completed 3-of-13 for 29 yards and an interception. Star senior receiver Evan Jackson, who relieved Diehl on the third drive of the third quarter, was 2-of-9 for 12 yards.

Suddenly it’s the Cougars flying high. After going 1-9 last season, they’re 2-0 and averaging 46 points a game heading into Friday’s Homecoming game with Culpeper. And they have a potential all-district first team quarterback in Chumley, who has six TD passes in two games. “I’m not surprised. Look at the offseason he had. Hopefully we talk about this every

week,” said Porterfield. Chumley has learned to release his passes with very short dropback time. Chumley opened 2-for-8 but completed his last five in the first half and 8-for-10 in the second half to close 13 for 15. He noted Chumley is “still not content with things. He’s leading like a senior QB. He’s looking like an all-district caliber kid. I’m pleased he can play again and show what he can do.” After three fumbles deep in FHS territory, two in the first half, Kettle Run scored their first TD on its third drive of the second half when Chumley hit Jordan Tapscott on a 7-yard out route to the left pylon with 5:33 left in the third. Athletes and coaches at Fauquier, Kettle Run and Liberty High Schools will not be receiving any individual postseason recognition this school year. In a controversial decision, the Northwestern District, like many districts and regions around the state, opted out of the postseason awards process, following the VHSL’s decision not to name all-state teams due to the shorter seasons. “It all started with the state,” said Kettle Run activities director Paul Frye, who said Region C decided against all-region teams in a close vote. The Northwestern and Dulles districts followed suit. Some coaches are disappointed to see athletes deprived of much-deserved recognition.

“It’s truly a disservice to the players,” said Fauquier volleyball coach Diana Story. “We’re lucky to have a season. We are very blessed by that, but we are having a season,” she said pointedly. “It’s not fair to these athletes who are working day in and day out for those accolades.” One argument cited by the VHSL when it chose not to name an all-state team was that nearly 20 percent of the 313-school membership did not play winter sports. With five teams instead of the normal eight playing football in the Northwestern District, the decision makes some sense, said Kettle Run football coach Charlie Porterfield. “It’s a strange year so it doesn’t surprise me. It would be tough to pick true all-district teams without the in-

clusion of Sherando, Millbrook and James Wood,” said Porterfield, noting only KRHS, FHS, LHS, Culpeper and Handley are competing for the district title in all winter sports. But Story doesn’t think teams playing should be penalized. “Why are you affecting my players because of a school district that decided not to play? “ she asked. “If you decide not to play then you do not get the accolades.”

All-district picked in Prince William

In nearby Prince William County, the Class 6 Cedar Run and Cardinal districts picked postseason teams in basketball, as did the Commonwealth District in Stafford County. But those Class 6 Region B did not select an all-region team, which bothers Potomac boys coach Keith

Persistence paid off Monday night in the season-opening game for the Kettle Run field hockey team. The host Cougars held a decided advantage in circle penetration and shots on goal over Fauquier. Yet, Kettle Run found itself in a 0-0 tie entering a 15-minute sudden-victory overtime period with the Falcons. Kettle Run made a quick, deep advancement in the first 90 seconds when the Falcons failed to stop the ball at midfield. The hosts translated that opening into Abbey Smith’s game-winning score three minutes, 18 seconds into the extra period. “We were definitely on the attack for much of the game,” Kettle Run’s first-year head coach Julie Kuhlberg said afterward, but she was hoping for a better shooting percentage. “I think they need to work on getting it into the goal. They get into the circle, but then they were having trouble getting the shots in,” she said. “We had two games canceled last week, so they were super excited to play,” Kuhlberg added. “Maybe they weren’t quite as focused at the start. Once the game got going, they came together as a team and worked better.” Fauquier’s attack, by contrast, sputtered at times, as the Falcons were not credited with a shot on goal on their fewer trips into the circle. We have a lot of holes to fill from last year.”

Fauquier had opened its season with another heart-breaking loss March 1 at George Mason. The Falcons squandered leads of 1-0 and 2-1 before falling, 3-2, on a Mustang goal with only seven seconds remaining in regulation play. Fauquier’s JVs won their opener, 4-0, on goals by Cree, Elena Fackenthal, Marjorie Davenport and Leonie Graus.

Eagles pull out opening win in shootout

Liberty, the defending district champion, also had a tight game with George Mason March 4. The teams were tied at 1-1 following regulation and sudden-victory periods, forcing a one-versusone session. Gretchen Thomas, Daphne Daymude and Abby Keller scored for the Eagle victory. Lise Eanes tallied Liberty’s regulation goal. The condensed season and wet conditions have led to a crowded weekly schedule. Fauquier hosts Culpeper on Senior Night Thursday at 5 p.m. Liberty hosts Kettle Run at 6 p.m. that night before the Eagles play at Fauquier 11:30 a.m Saturday.

The Warrenton Hunt Point-to-Point runs for the 80th time this Saturday, March 13. But it will run to a largely empty house at the historic Airlie events center north of town. Last year’s Warrenton races were the last horse event held before the COVID pandemic shut down sports, businesses and most of the world, overall, this week one year ago. Organizers hope the return of racing marks the beginning of the end of disruption in what’s a strong part of the local economy. “Last year, we got the races run, though it

was a little touch-and-go, if you remember,” recalled Warrenton Hunt huntsman, and pointto-point race director, Matt Vanderwoude. “We were waiting on the governor’s orders right up to race morning, holding our breaths that he wouldn’t shut down everything. “We’re able to run (this spring), and for that we’re grateful,” even held without spectators. Warrenton Hunt is offering a second pointto-point - also no spectators - March 28. The meet takes the date left open when Orange County Hounds opted not to hold a 2021 race. Betting handle way up during pandemic

Virginia’s online betting handle was $10,690,431 in January, compared with $7,053,900 in January, 2020. Online betting totals everywhere have been sharply up since the pandemic shut down most spectator sports in March, 2020. Flat track horse racing was able to resume – no spectators, just essential personnel on site – after a brief pause last spring. Purses at pari-mutuel tracks are generated by a percentage of betting handle. Livestream broadcasts from racetracks worldwide allow for online wagering from home, something that has kept horse racing thriving through 2020. Steeplechase purses, on the other hand, are generated by spectator admission fees and sponsors, making seamless 2020 – and early 2021 -- race seasons impossible. Virginia has five Rosie’s Gaming Emporium off-track betting parlors – New Kent, Richmond, Hampton, Vinton and Dumfries. Another three wagering sites are in Henrico, Chesapeake and Collinsville sports bars.

The town of Warrenton could choose to pursue a similar contract, Kochis said, which would avoid putting significant administrative burdens on the police department. Still, under current Virginia law, a police officer must review each photo of potential violations before a fine is issued, he explained. Additionally, signs would be posted at each school zone notifying motorists of the presence of a camera and citations could be contested in court. Mayor Carter Nevill set the tone for the discussion among council members, trying to balance the desire to improve school safety with the perception that the cameras could be used to generate revenue for the town. “The optics would be there’s an incentive to profit,” Nevill said, especially by using a private contractor. Nevill said he would like to see the parameters of the program set as narrowly as possible – with the cameras only operating while school zone lights are flashing – to focus on improving safety. After receiving assurance from the police chief that people would not be fined for going the nonschool-zone speed limit on a day when school was not in session, for instance, Councilman James Hartman (Ward 4), a former sheriff’s deputy, expressed support for the

“I figured our course would already be set up,” Vanderwoude explained of the unique situation. “We decided it would be a real benefit for horsemen.” Hunt-hosted point-to-points act as a pre-season circuit for horses and riders aimed at the big purses and prestigious races offered at National Steeplechase Association races held in late spring, summer and autumn. There are seven Virginia point-to-points in March, April and May, four in Maryland and two in Pennsylvania. With several hundred horses in training for the jump circuit, it adds up to plenty of opportunities to fine-tune fitness and increase experience levels. Running the popular event without the tailgate crowd was a tough decision Vanderwoude, co-chair and joint-master John Wyatt and the other Warrenton Hunt masters, along with Airlie officials, had to make for what is usually the club’s biggest annual fundraiser. “There’s so much uncertainty still, with COVID,” Vanderwoude said. “We didn’t want to push it on the (host facility) or be responsible for a super-spreader.” Several local businesses and individuals are sponsoring races at both Warrenton meets, helping defray the cost of hosting the events. OBITUARIES William D. Toler William Devert Toler, 59, died March 7, 2021 at his home in Troutman, NC, while recovering from Covid-19. Born April 22, 1961 in Warrenton, VA, Bill was the son of the late Cdr. John H. Toler (USNR, Ret.) and Dorothy Devert Toler. He was a graduate of Fauquier High School in Warrenton and Randolph-Macon College in Ashland, VA, where he was a member of the SAE fraternity. Bill had a long career in sales and construction management, and was executive vice president and head of the concrete division with DRAW Enterprises Inc. of Charlotte, NC. He was an accomplished sporting clays shooter and enjoyed boating on Lake Norman. Bill is survived his sister, Linda T. Clater of Burns, TN, and his brothers, John T. Toler of Broad Run, VA and James R. Toler of Fredericksburg, VA; his nephews, William H. Toler of Spotsylvania, VA, Andrew T. Toler of Detroit, John Toler II of Linden, VA and Robert C. Toler of Kitty Hawk, NC. Also surviving are several grand-nephews and grand-nieces. A celebration of Bill’s life will be held at a later date at Bill’s home, Southern Star Farm.

William Paul Linton II William Paul Linton II, 62, of Manassas, VA received his new body on Saturday, March 6, 2021. He is walking and running all over Heaven with Jesus now. He was born on December 2, 1958 in Hopewell, VA as the oldest son of William Paul Linton (deceased) and Peggy N. Linton of Prince George, VA. He is survived by his wife, Denise Lough Linton who he married in June 1987. On January 2020, he became paralyzed due to a car accident and has been significantly struggling with his disability since. He would often say “I still have the faith. Keep the faith” He kept his faith until his last breath. Paul is survived by his son, William Paul Linton III, of Centreville, VA and daughter, Jean Marie Linton, of Pleasant Plain, Ohio. He is also survived by his siblings: Sydney Linton, of California, Kenneth Linton, of Prince George, VA and Terry Linton (Tammy) of Chester, VA. Nephews and niece surviving are Jonathan (Kayleigh) Lough, Connor Linton, Jared Lough and Cameron MacKenzie. In addition, surviving is Paul’s mother-inlaw, Juanita Lough of Salem, WV and brother-in-law, Robert Lough (Melanie) of Mt. Clare, WV. He is also survived by several uncles, aunts and cousins. Paul was a 1977 graduate of Prince George High School, Prince George VA. He graduated from Richmond Technical School in June 1987 as a certified/licensed electrician and ECPI in 1990 with a degree in computer technology. He worked as a licensed electrician for over 32 years. He was employed with Midland Electric Company at the time of the accident. He was a member of the Local IBEW 26 Union. Paul was a member of the Manassas Church of Christ in Manassas, VA. The family wants to express their sincere appreciation to Paul’s caregivers provided by Nest & Care, LA Gentle Care Providers, Montgomery Hospice (MD) and Potomac Valley Rehab and Health Care Center for the care they gave to him with love and compassion during the last 8 months. For providing prayers and spiritual strength to Paul, by phone, for the past 4 months, the family would like to express their thankfulness to the following gentlemen and naming them Honorary Pallbearers: Barry Bryson, James Redic, David Binkley, Mickey Yost, Steve Gaudreau, Dave Bobbitt, and Richard Cox. Also, the family wants to acknowledge their appreciation to the congregation of the Saturn Road Church of Christ in Garland, TX for their abundant expression of love and support they gave to Paul and his family during his two month hospital stay. Blessed is the man who perseveres under trial, because when he has stood the test, he will receive the crown of life that God has promised to those who love Him. James 1:12 And the God of all grace, who called you to His eternal glory in Christ, after you have suffered a little while, will Himself restore you and make you strong, firm and steadfast, to Him be the power forever and ever. George Edwin Hitt (Stick) George Edwin Hitt (Stick), age 74, was taken home by His Heavenly Father February 26, 2021. He was a wonderful and faithful husband, father and grandpa who never met a stranger, always had a joke and loved to make people laugh. He worked for the Town of Culpeper Public Works Dept. for 38 years. George was preceded in death by his parents Roy and Stella Hitt and four sisters. George is survived by his loving wife Janet Hitt, for 52 wonderful years; three wonderful children, Melissa Verdel (Marc), Angie Fowler (George), Tony Hitt (Susan); six grandchildren Skyler H. Sisk (Jacob), Landon, Josiah, Jonas, Deizel Hitt and Quinn Fowler; and his last surviving sibling, William Hitt (Linda). Host of nieces and nephews, friends and two very special friends Frank and Lou Ann Trent. Due to Covid restrictions, a memorial service will be held at a later date. Carol T. Comisarow Carol T. Comisarow, aged 92, peacefully entered her final rest on February 23, 2021 at her residence in Winchester Virginia. Carol was born and raised in Hart, Michigan. Carol helped her father at the hardware store; attended business school; took her business skills to Washington DC—where she worked for the U.S. Government and met her husband, Paul; and moved with their three daughters according to Paul’s work assignments (in VA, PA NJ, and MD). Carol and Paul retired to Warrenton, Virginia—where they hosted many family visits, enjoyed nature, gardened, and participated in community, state, and national activities. They enjoyed travel to visit family and friends--and National Parks, historic sites, and other places of interest. They were active with Warrenton Presbyterian Church, until moving to a retirement community. Carol’s life was characterized by community service activities that are too many to list—including school PTA; decades of election day support; and life-long church activities, service projects, and choirs. During her later years, Carol participated in Virginia Museum; community boards; various AARP projects; and more. Among AARP activities, Carol was asked to join with the National Legislative Council to advocate to Congress for legislation and policy positions on behalf of age 50+ citizens. Carol’s family recalls her many interests—including family history reaching back to early settlement, revolutionary war, and pioneer times. Carol enjoyed creating art of many kinds. Her family recalls her adventurous and excellent cooking skills—including to make jams and bake pies in the ways of her mother and grandmothers, and to try cooking traditions from around the world. A meal in Carol’s home was a special occasion; and her contributions were enjoyed at many church and community pot luck events. Carol is survived by three daughters: Kathryn; Carol A. (Robert Solomonic); and Elizabeth (Robert Taylor); grandson Joshua; sister Judy; brother-in-law Peter (Marilyn); numerous nieces and nephews, and a few high school friends. Her husband Paul predeceased her, as did daughter Paula (at age 2), two sisters (Marian and Kathryn), and numerous aunts, uncles, cousins, and extended family. Carol will be laid to rest in Hart Cemetery. Plans for a service to celebrate her life are pending.

OBITUARIES Jan V. Sickel Jan Vandegrift Sickel, 74 of Markham, VA passed away on March 3, 2021 at his home. He was born on January 7, 1947 in Fairfax, VA and was raised in Manassas, VA, the son of the late John and Gertrude Sickel. In addition to his parents, he was preceded in death by his sister, Ruth. After graduating from Osbourn High School in Manassas, he served in the U. S. Coast Guard in Greenland during Vietnam. He returned to Virginia and began a career with the Arlington County Police Dept., retiring due to an injury. He loved farming and building things. He went on to start Sickel Construction Company serving Northern Virginia, along with having a successful beef cattle/hay operation, with much help from the love of his life, Nancy, first in Haymarket and eventually settling in Markham. With a heart built for giving, he served as a volunteer firefighter in Prince William County, rising through the ranks to become Assistant Chief at both Gainesville and Evergreen VFD, as well as being a charter member of the Buckhall VFD. He served as President of the PW/FFX Farm Bureau, the Marshall and Leeds Ruritan Clubs, and the Board of the Front Royal Southern States. In addition to his wife Nancy, he is survived by his son John (Kim); and was stepfather to Brett and Brenda. His grandchildren were the light of his life, and he leaves behind Ryan, Mason, Gabby, Drew, and Anna. He found his true calling with the Lord later in life and attended Duke Divinity becoming ordained and serving as minister at St. Mark’s United Methodist Church in The Plains, VA and then as Pastor of The Plains Baptist Church until his death. He also served as Chaplain for Fauquier County Sheriff’s Department under Sheriff Fox. Services will be private for his family. TOWN OF WARRENTON NOTICE OF PUBLIC HEARING Notice is hereby given that the Planning Commission of the Town of Warrenton will hold a Public Hearing on Tuesday, March 16, 2021 at 7:00 PM in the Warrenton Town Hall Council Chambers (First Floor) located at 21 Main Street, Warrenton, Virginia, on the following item(s): Town of Warrenton Draft Capital Improvement Program: 2022-2027. Pursuant to Section 15.2-2239 of the Code of Virginia, as amended, the Planning Commission will hold a public hearing on the proposed capital improvements plan. The capital improvements plan is a five-year plan to guide the construction and acquisition of the Town’s major public improvements projects, such as transportation improvements, recreation improvements, sewer line and storm water improvements, vehicle replacements, and various other items. Public consideration of the draft five-year Program of land use projects for comprehensive plan consistency recommendation to the Town Council. Public investments scheduled for implementation in the next fiscal year as the capital portion of the fiscal year 2022 annual budget. An adopted CIP considers all funding sources, including the general fund, proffers, grants, and enterprise funds. The Planning Commission public hearing will be open to the public and persons attending will be expected to adhere to the current legal requirements and guidelines to address the COVID-19 pandemic including wearing face coverings and practicing physical distancing. Seating will be limited in accordance with then current guidelines. The public may also choose to submit written comments through the Town’s website (https://www.warrentonva.gov/government/ town_council/submit_comment.php) during a public comment period to be closed at noon the day of the public hearing on March 16. There is no public comment accepted electronically (e.g. Zoom) during the Planning Commission meeting. A complete copy is available for review in Town Hall located at 21 Main Street, Monday through Friday, 8:30 AM to 4:30 PM.
