2020 Census: Fauquier’s population increased by 12% over the last decade

Population growth slowed in Fauquier County from 2010 to 2020, according to local data from the 2020 U.S. Census released this month. The county added 7,769 people during the decade, growing the population by 12% to 72,972 people.

The 12% growth rate represents a slowdown from the previous decade; the population increased by 18% from 2000 to 2010.

In line with the county’s “service district” zoning plan, which allows by-right residential or commercial development in certain concentrated areas, the most expansive population growth took place in two areas: Vint Hill and Bealeton, both of which are part of service districts.

The Vint Hill election precinct, which covers the former Vint Hill Farms Station along with surrounding suburban developments including Brookside, gained 2,580 new residents, a 63% increase from 2010.

(Precinct-level data was compiled by the Virginia Public Access Project.) The Vint Hill precinct is located entirely within the New Baltimore Service District.

The Bealeton precinct, which covers the area north of Route 28 and between U.S. 15/29 and U.S. 17, added another 1,193 residents. The precinct comprises about half of the Bealeton Service District, including the Mintbrook subdivision.

Marshall District Supervisor Mary Leigh McDaniel said that the data shows that the service district plan is generally working.

“No surprises in the data,” McDaniel said.

Lack of land for data centers in Prince William could cause pressure in Fauquier

In Prince William County, pressure is building to make more land available for data center construction. Meanwhile, Fauquier County is seeing an uptick in interest in data centers. Such developments are prompting concerns in Prince William that if the county doesn’t do more to attract the huge, equipment-packed buildings – which provide a healthy amount of tax revenue – then they will migrate to Fauquier or elsewhere.

Virginia: 63.2% of the population have received at least one dose; 55.9% are fully vaccinated.

School board pauses no-questionsasked mask opt-out for children

The Fauquier County School Board sent a letter to parents on Aug. 22 pausing the option to opt-out of mask-wearing for medical or religious reasons without documentation. The new policy will be in place for at least the next two weeks and was instituted because of the high number of students who have already tested positive for COVID-19. As of Tuesday, Aug. 24, 69 positive cases of COVID-19 have been reported in the school system, including 62 students and seven staff members.

Parents can still opt-out of mask-wearing for medical reasons, but a doctor’s note will be required; they can request a religious exemption but must fill out an additional form. Since the beginning of school on Aug. 11, parents had been able to opt-out of mask-wearing for their children by simply submitting a Google form.

School staff is included in the stricter mask requirement.

The note from the school board reads: “The number-one priority of the Fauquier County School Board from day one of the COVID-19 pandemic has been to get our children back into a face-to-face learning environment, five days a week. Due to the number of positive cases and quarantines currently being leveraged

on our staff and student body, our goal is in jeopardy.

“To keep schools open five days a week, Fauquier County Public Schools will require all students and staff to wear a mask starting Monday, Aug. 23, unless a medical exemption is on file and accompanied by a doctor’s note. Appropriate accommodations will be made for students and staff with a documented medical condition. In addition, religious accommodations will be made available to students and staff upon completion of the attached form.

“Masks will be provided to students who do not have one or for those who do not have appropriate documentation on file. Daily reviews of data will occur, and this current mask requirement will be in effect for the next two weeks at a minimum.

“The school board will continue to be actively engaged with the Virginia Department of Health to monitor our situation and to seek clarity on quarantining expectations and at our next School Board Meeting [Sept. 13], you can expect an update from us. This mask requirement will remain in place to protect our students and staff along with our instructional goals until our numbers of positive cases and quarantines significantly decrease.”

State health officials prepare Sept. 20 target date for COVID-19 booster shots

In one month, some Virginians could be eligible for a vaccine booster shot to increase their protection against COVID-19, and by late December thousands every day could be receiving a booster shot, according to state health officials.

Health officials are preparing for a potential Sept.

20 rollout of the COVID-19 booster, pending authorization from the United States Food and Drug Administration and the Centers for Disease Control and Prevention, said state Vaccine Coordinator Dr. Danny Avula in a Thursday press call.

The announcement follows a Wednesday recommendation from the White House that people receive a vaccine booster shot eight months after receiving their second dose of the Moderna or Pfizer vaccine.

A clinical trial of the effectiveness of booster shots of the Johnson & Johnson one-shot vaccine is currently underway, and a recommendation on that is also expected by Sept. 20, White House officials said.

The recommendation of a booster shot is based on new studies showing that the COVID-19 vaccine’s effectiveness decreases over time and is less effective against the COVID-19 Delta variant. But

Avula noted the vaccine still offers a very high level of protection against severe cases of COVID-19.

“I want Virginians to recognize that there is still a very high degree of protection against severe consequences [of COVID-19],” Avula said, adding that more than 97% of all COVID-19 cases, hospitalizations and deaths in Virginia have occurred in people who are not fully vaccinated. “We’re seeing cases skyrocket. We’re seeing hospitalizations increase. And the vast majority of that is happening in unvaccinated people.”

The more infectious Delta variant is causing a surge in COVID-19 cases throughout the country, especially in the South, where vaccination rates remain low. Some states, like Florida and Louisiana, have reported more hospitalizations in August than at any point during the pandemic.

Unlike during the vaccine rollout earlier this year, federal officials have assured the state there is enough of the vaccine for all Americans to get a booster shot, Avula said, and Virginia health officials are planning accordingly. By late December, Avula said that around 320,000 Virginians will be eligible to receive the booster shot every week, based on when they received their second shot.

Proposed asphalt plant faces resistance from planning commission Allan Myers, Inc. seeks permit to build a Midland-area plant

The Fauquier County Planning Commission voted Aug. 19 to recommend the denial of a special exception permit for a proposed asphalt mixing plant in the Midland service district. The recommendation, which passed on a 4-0 vote, came after commissioners raised concerns that such a plant would disturb the surrounding community and cause dangerous levels of truck traffic on area roads.

Cedar Run Commissioner Matthew Smith, whose district includes the proposed site, recused himself from the vote due to a conflict of interest; his employer, Smith-Midland Corporation, does business with the asphalt company involved.

The company, Pennsylvania-based Allan Myers, Inc., is seeking to build an asphalt plant on roughly 18 acres of industrial-zoned land near the Warrenton-Fauquier Airport. The company’s proposal, according to a report by the Fauqui-

er Department of Community Development, includes a 1.5-acre plant complex and nearly 10 acres for the storage of raw materials. If constructed, the report said, the plant could operate 24 hours per day and produce up to 300 tons of asphalt per hour at maximum capacity.

The Fauquier County Board of Supervisors will hear the proposal at its next meeting Sept. 9. If the supervisors approve, it would be the eighth Allan Myers plant in Virginia, the 22nd in the Mid-Atlantic region.

Speaking before the planning commission last Thursday, Curtis

Hall, an Allan Myers executive, said the company had chosen the Midland Road site because of its proximity to local raw material sources and developing markets.

“Fauquier County is showing a 75% increase in demand for highway construction services in the next five years,” said Hall, citing an analysis

by Dodge, a commercial construction data service. Building the plant, Hall suggested, would position Allan Myers to meet that local demand, and benefit the county by creating jobs and tax revenue.

But the “magnitude” of the proposed plant and its operations, several commissioners pointed out, make it ill-suited to the Midland area.

During the public hearing, commissioners doubted that Midland Road, which is the site’s only access, could support the increased traffic from asphalt trucks. During peak season, June through October, the plant would see trucks making an average of 414 daily trips along the winding, two-lane road. “That’s what concerns me,” said Lee District Commissioner John Meadows.

The current plan also does not include a deceleration/turn lane for trucks, according to a presentation

from the Fauquier County Department of Community Development.

The intersection with Route 28 to the north and a one-lane bridge to the south along Midland Road, said Meadows, were particular road safety concerns, considering the number of trucks.

The plant’s maximum truck traffic, 442 daily trips, would mean a nearly 25% increase in traffic on Midland Road, according to community development. (Hall pointed out that the plant is closed during the winter months.)

“I’m sorry, the road is a dealbreaker for me,” Meadows said. He pointed out that the asphalt plant’s peak times coincide with farmers’ busiest season as well, meaning slow-moving farm vehicles would be sharing the roads with trucks to and from the plant.

The plant’s potential for 24-hour operation was another issue for commissioners.

Before moving forward, Allan Myers must also submit its proposal for review by the Federal Aviation Administration, due to the site’s proximity to the airport.

Planning commission votes against Meetze Road solar project

A small solar farm proposed for Meetze Road was nixed by the Fauquier County Planning Commission on Thursday, Aug. 19, due to its impact “on farmland and on the neighbors.”

The commissioners voted unanimously not to recommend the project to the board of supervisors. Following on the heels of a planning commission decision in April that a proposed 40-acre project in Bealeton also did not comport with the county’s comprehensive plan, the action seemed a signal that solar projects on Fauquier farmland will face significant obstacles in the future.

The proposal under review last week was for a 19.5-acre solar emplacement on a 48-acre farm owned by Wenxian Ji and Deyu Wang. The owners contend that the additional income from their solar lease would allow them to expand their organic vegetable operation on the rest of the property and hire more workers. Support for the project at the hearing was mixed, with representatives of Borrego Solar Systems, Inc., which would operate the solar project, and at least one resident, David Kelsey of Warrenton, speaking in favor.

Kelsey said he owned a 1,000-acre farm in Culpeper County, on which it was very hard to make a living. He said he had looked at solar for his farm because it is the “least intrusive” energy source that he knows of. “It’s time for Fauquier to embrace the 21st century,” he said.

But four neighbors of the project proposed for 8515 Meetze Road objected to various aspects of the plan. Some noted that the tax revenue from the project – an estimated $1,300 per year

– was not a huge benefit to the county, and that it would not reduce their energy bills. One neighbor, Terry Hall of 8428 Lunsford Road, was concerned that an underground stream that rises to the surface during the rainy season would be contaminated by the construction.

Most said they did not want to look out from their properties to see an array of solar panels in place of what is now green acreage. “What we see now from our back deck is beautiful farmland,” said Gail Crider of 8410 Lunsford Road. “We’d be directly affected in a negative way.”

The project was also opposed by the Piedmont Environmental Council because, it said, it would take 20 acres of land out of production and was not in accord with other agricultural uses along Meetze Road. “The impact to agricultural soils and the agricultural economy from this site cannot be ignored,” wrote the PEC’s Deputy Land Use Director Julie Bolthouse in a letter to the commissioners.

Representatives from Borrego and the daughter of the landowners said that buffers of trees would screen the panels from public view, and that income from the solar farm would fund the hiring of up to 10 more temporary farm workers. The developer offered to make a contribution to an agency of the county’s choosing and even to graze sheep beneath the panels to trim the undergrowth and aerate the earth with their hooves.

Their comments were similar to those made at the first half of this public hearing held in July. When last week’s public session ended, the commission decided by a 5-0 vote that the solar

Lack of land for data centers elsewhere could cause pressure on Fauquier DATA CENTER, from page 1 This coincided with a flurry of activity aimed at expanding available data center parcels in Prince William. On May 19, the supervisors voted to hire a consultant to start work on amending the overlay district, a set of zones where data centers are allowed by right. The results of that study, by consultant Stantec, are due by early next year. On June 15, the board approved a one-million-square foot technology park for data centers outside the district near Haymarket, and on July 20, the board voted 5-3 to study a comprehensive plan amendment to allow data centers in a 4.5-mile-long corridor in the once-sacrosanct rural crescent.

Driving these moves is a desire to add more data centers, whose equipment and real estate is taxed, to bolster the county’s tax base and favor homeowners. Also at play is the worry that the cost of industrial land in Prince William, already approaching $1 million an acre, might drive data centers next door to Fauquier, where land is considerably cheaper.

Data centers in Fauquier

Not long ago, that would have seemed unlikely, as Fauquier officials saw little interest from data developers. But, on Aug. 10, the Warrenton Town Council approved a zoning amendment to allow data centers in the industrial zone with a special use permit. This would address interest from Amazon Web Services to put a data center on 41.7 acres of land at the intersection of U.S 29 Business and U.S. 17, an area currently zoned industrial.

David Dobson of Rixeyville told the council members that he had a 21.7-acre parcel in Warrenton just across U.S. 17 from the potential AWS site. He asked the council to reduce its minimum data center lot size of 25 acres to allow his site to be linked to Amazon’s or to serve the federal government. The council approved the text amendment, clearing the way for an application from Amazon and allowing for data centers on 20 acres.

Town council members emphasized at the Aug. 10 meeting that any specific data center application would be looked at carefully to make sure it would not negatively impact residents’ quality of life. The special use permit process allows the council to put further restrictions on any potential data center proposal.

Fauquier already has two data centers, with others either stalled or on hold. One, owned and operated by the French OVH Groupe SAS, was constructed in Vint Hill in 2019. A nearby 80-acre parcel in Vint Hill was re-zoned in November 2018, to allow for construction of a data center, but none has yet been built. Another is located at the Warrenton Training Center, northwest of town. Reportedly run by Vadata, an Amazon subsidiary, it generated county tax revenue of $2.1 million on its equipment in 2020.

We continue to see increasing interest in Fauquier County locations as a spillover from Prince William,” said company Chief Operating Officer Colin Clish in an email. Point One had said in its filings that the buildout could take five to seven years.

Convergent VA LLC, a McLean company, submitted an application to re-zone 139 acres north of Remington for a data center in February 2019, but has since withdrawn the application. “The developer lost interest and just asked us to put it on hold and have not heard back from them on that,” said Fauquier Supervisor Chris Butler (Lee District). Similarly, a company called Catlett Station II submitted a re-zoning application for a 60-acre site at Catlett Road and Gaskins Lane in March, but put that on hold also.

Butler, whose district includes the Remington sites, said he is not opposed to strategically placed data centers as they produce considerable tax revenue and require little in services. But, he added, “They eat up a lot of land,” which Fauquier supervisors seem intent on preserving. He said he could not speak for the board, but added, “We all did pretty much agree that we’re not going to come close to what Loudoun or Prince William are doing. I have no desire to do that,” Butler said.

In Prince William, the data center land business has been brisk. A majority of supervisors want to see if more land can be made available, as they look to Loudoun. Taxes on Loudoun’s 20 million square feet of data projects contribute 24% of the county’s general fund. Prince William County currently has about 5.2 million square feet of data centers generating $64 million, about 4.7% of the county’s $1.34 billion budget.

In 2017 Prince William county supervisors adopted a strategic plan calling for 35% of its tax

revenue to come from the commercial sector, up from the current 15%. But that goal may not be realistic. Supervisor Lawson, who generally opposes expanding data center projects into the county’s rural zone, noted that the current strategic plan no longer cites the same 35% goal, which she called a “moonshot.”

In April, Prince William raised the tax rate on computer equipment in data centers from 15 cents to $1.50 per $100 of valuation. Fauquier’s tax rate on the equipment is $2.30. Fauquier and the town of Warrenton require data centers to use recycled water for cooling, but Prince William does not.

The Market Viability Review released by Prince William County’s economic development department looked at all 8,700 acres in its data center overlay and divided them into six categories. The review noted that data center developers prefer lots of 30 to 40 acres, and most are looking for 100-acre lots that can be turned into a “campus.” Ruling out land already owned by data center operators, or land environmentally unsuitable, and parcels too small to be used, the study turned to seven remaining parcels that were site-ready – meaning they were over 30 acres and had suitable typography – plus 98 smaller ones that might be assembled into larger parcels. Those totaled 1,378 acres, of which it estimated 600 to 1,100 might eventually become data centers – what they called “market viable.”

“So, there’s limited land viability in the data center overlay,” said Jeff Green, PWCDED’s information technology communications manager.

He noted that the board had already hired a consultant to study what might be done about that.

The study also listed 27 parcels in Prince William owned by data center companies or developers, many owned for three or more years. Yet, according to the latest tax assessment, 26 of the 27 had not been built on. While that could be interpreted to mean that demand for data storage was not as intense as believed, experts said it was more likely that the developers were just land banking as they anticipated the need to continue to grow exponentially.

Whether – and when – that will happen is an open question. “I really think data centers are gonna be the shopping malls of 2050,” said Warrenton Vice-mayor Sean Polster, as his town council paved the way for two of them. ”They would be big, vacant buildings. What do you do then?”

Fauquier’s population increased by 12% over the last decade, 2020 Census finds CENSUS, from page 1 “Growth is in the service districts (particularly in New Baltimore and Warrenton), which is where we want the density.”

She also pointed out that planned housing developments in the Marshall Service District, including the 200-home Van Metre project, will bring new residents to that area in the coming decade.

“Slow, consistent growth is in line with the county’s policies and also reflects a desire to protect rural/agricultural land by promoting growth in service districts,” she said.

As of 2019, about 91% of the county’s 651 square miles was zoned “rural,” where development is much more restricted. Additionally, more than 25% of the county’s land mass is under a permanent conservation easement, in which landowners give up the right to development of their land in exchange for significantly lower real estate taxes.

The county also has a “purchase of developmental rights” program in which active farms may apply to be paid to give up development rights permanently. The program has protected nearly 13,000 acres of farmland, mostly in the southern part of the county.

Still more land in the county is under temporary conservation easements, called “agricultural districts” and “forestal districts.”

Consequently, most of the county outside Vint Hill and Bealeton grew only marginally; the Morrisville precinct in southern Fauquier was the only other area to add more than 500 new residents, with 525. Some service districts, like Opal, Midland and Catlett, were designed to promote industrial and commercial growth instead of residential; those areas gained few new residents since 2000.

The town of Warrenton and its immediate surroundings also added few new residents, with fewer than 500 new residents added between the town’s two general election precincts. The town’s population was 9,611 in 2010, up from 6,831 in 2000.

In response, Center District Supervisor Chris Granger, whose district encompasses the town and its eastern outskirts, expressed concern that other areas in Fauquier may begin to outpace Warrenton economically and demographically in the long term -- if current trends continue.

“The service district concept worked in every place except Warrenton,” said Granger. “It’s problematic that the most populous service district essentially absorbed no growth over the past 10 years.”

Supervisors have little control over zoning inside the town itself; zoning ordinances in the town are determined by the Warrenton Town Council.

What constitutes an appropriate level of population growth was the subject of heated debate during the comprehensive plan adoption process beginning in 2018. Many Warrenton residents, along with conservation lobbying groups, expressed

the opinion that Warrenton’s population growth should slow down.

Nevertheless, the council adopted a comprehensive plan in April that included a document that encourages the town to focus on attracting younger and more economically diverse residents. “The baseline of all of [the town’s] goals will require a larger, more diverse resident base,” said the February 2020 report compiled by RKG Associates. “Simply put, the town’s current regulatory environment has shaped the housing market to be attractive to specific market segments — with retirees being the primary market.”

A lack of undeveloped land -- and restrictive zoning codes that make redevelopment expensive – have

contributed to the town’s slow population growth, the report said. Without a more diverse population, maintaining the town’s current economy and character could be difficult, it added.

Warrenton’s council is currently in the process of reviewing zoning regulations in the wake of the comprehensive plan’s approval. Granger said it is ultimately up to the town council to determine the town’s demographic future. The county supervisors’ goal, he added, remains unchanged; the board wants service districts across the county that are economically thriving.

The Leeds precinct, a geographically large – but sparsely populated -- area covering the mountainous

northwest corner of the county, was the only area in Fauquier to lose residents in the last decade. Its population was 46 fewer in 2020 than it was in 2010.

Race and ethnicity

As a whole, Fauquier County became more racially and ethnically diverse during the decade, although the county remains overwhelmingly white. About three in four (78%) residents identified as white last year, down from 85% in 2010.

The proportion of people identifying as multiracial increased fourfold, with 9% of Fauquier residents identifying themselves that way, up from about 2% a decade ago.

Slightly less than 11% of county residents now identify as Hispanic or Latino, up from about 6% in 2010.

The share of county residents identifying as Black fell slightly, from 8% to 7%.

Though Fauquier is a more ethnically diverse place than it was a decade ago, it is still much more homogenous than Virginia as a whole. Across the state, 60% of residents identify as white. Another 19% identify as Black, 11% as multiracial and 7% as Asian.

(Just 1.7% of Fauquier residents identified themselves as Asian.)

The proportion of Fauquier County identifying as Hispanic or Latino is now roughly in line with the statewide average. From 2010 to 2020, the proportion of Hispanic or Latino Virginians grew from 8% to 11%.

Ethnic diversity also varies within the county.

The Broad Run precinct, for instance, a semi-rural area on the Prince William County border, has a population that is 86% white, 2% Black and 6% Hispanic or Latino (all races).

The Bealeton precinct, on the other hand, is only 63% white (the lowest proportion of any precinct). Another 12% of residents are Black and 22% are Hispanic or Latino (all races), up from 13% a decade ago. The precinct

also has the largest share of people who identify as multiracial, at 12%.

Population growth in context

Though it grew at a faster rate than Virginia as a whole – the state’s population increased by 8% to 8.31 million people – Fauquier’s growth was far slower than some neighboring Northern Virginia jurisdictions.

Prince William County, for instance, added the equivalent of the entire population of Fauquier County – and then some – in the 2010s.

Prince William added 80,200 residents, a population increase of 20%.

Loudoun County’s population growth was even more substantial, with 109,000 new residents, a 35% increase. Loudoun grew at a greater pace in previous decades, experiencing 84% population growth in the 2000s and coming just short of doubling its population in the 1990s.

To the south, Culpeper County’s population grew at about the same rate as Fauquier. The county added 5,863 residents during the 2010s, a 13% increase.

While most counties and cities north of Richmond added at least some new residents, most jurisdictions in southside and southwest Virginia experienced declining populations.

Buchanan County, which borders West Virginia and Kentucky, was the hardest hit, experiencing a 16% population decline during the 2010s.

It has lost almost half of its population since 1980.

New executive director at Humane Foundation The Middleburg Humane Foundation has recently welcomed Sarah Wees as its new executive director. Wees previously served as the executive director at the Southeast Volusia Humane Society in New Smyrna Beach, Florida where she worked to drastically reduce shelter euthanasia rates and raise revenue required to update the shelter’s canine housing.

Wees was drawn to MHF because of the variety of animals it takes in and is especially interested in expanding the equine and livestock program.

Remington affordable housing units renovated

Nonprofit leaders and government officials, including Remington Mayor William Polk and People Incorporated of Virginia CEO Robert Goldsmith gathered at the Millview Apartments complex in Remington on Friday, Aug. 13, to celebrate the completion of the renovation of the affordable housing units.

People Incorporated, a nonprofit dedicated to assisting low-income people throughout the state, purchased the 28-unit complex in 2019 and converted the complex to affordable housing units available to people and families making 60% or less of the area’s median income. The apartments, built in 1972, were com-

pletely renovated and all major systems upgraded to modern standards.

“These types of projects are critical to individual health and community health,” said Andy Johnston of the PATH Foundation, which contributed funds to the project along with Virginia Housing, the Virginia Department of Housing and Community Development and the Richmond-based nonprofit VCDC. The Fauquier County Board of Supervisors also voted to abate a portion of the development’s property taxes for five years.

“I think it’s great for the people who are renting in your complex,” Mayor Polk said of the renovation project. “I see them and they’re smiling. I think they are happy for what you did for them.”

Maria Embrey pleads guilty EMBREY, from page 1 Circuit Court Judge Richard Porter sentenced Embrey to 12 months in jail, with four months suspended. Because Embrey, 41, has already served eight months in jail, she will not have to return to incarceration, her attorney, Lisa Caruso, confirmed. She will be placed on probation for 12 months, pay court costs and will have to perform 100 hours of community service, said Porter.

Embrey’s son James Embrey III, 20, also from Stephen’s City, was granted bail on May 13; he is charged with accessory after the fact in a homicide. He will be back in court on Sept. 9 to enter a plea regarding those charges.

On June 17, almost a year to the day after Kelly Gray was stabbed to death in her Bealeton apartment, a jury found Melody Glascock, 55, of Linden, guilty of Gray’s murder.

The same jury that convicted Glascock sentenced her to life in prison. The jury also sentenced Glascock to an additional 80 years in prison for soliciting a third party to kill both Gray and her husband, Chris Gray. The life sentence for first-degree murder and the 40-year sentences for each count of soliciting another to commit murder are the maximum sentences for each charge.

Bealeton crash leads to 2 arrests

Two Bealeton motorists have been arrested in connection with an Aug. 17 traffic dispute on the 6000 block of Catlett Road in Bealeton.

According to Sgt. Steven Lewis of the Fauquier County Sheriff’s Office, Mark Freivald, 58, and Kevin Hogan, 42, got into a “verbal altercation” as they traveled down Catlett Road, with both drivers “demonstrating aggressive driving.”

2020 that she and her son accompanied Glascock to purchase the presumed murder weapon and drove Glascock to the scene of the murder. Video surveillance footage showed Glascock and both Embreys at the Bealeton apartment building at the time of the murder.

However, Maria Embrey denied knowing beforehand that Glascock intended to kill Gray.

Embrey testified at Glascock’s trial that after the murder, Glascock had exited the Grays’ apartment, returned to the car and bragged about murdering Kelly Gray. “She said ‘the b---- is dead.’ She said, ‘I killed her.’ She said if I say anything, ‘I’ll f--- you up too.’”

Kelly Gray’s husband testified during Glascock’s trial that he and his wife were in a threeway romantic relationship with a woman who was previously romantically involved with Glascock, he said. He testified he was away from the apartment at the time of the murder to run errands and returned to find his wife unresponsive and bleeding on the floor of their apartment.

The criminal complaint filed by investigators against Glascock alleged that, in addition to asking a man to kill both Kelly Gray and Kelly Gray’s husband on Glascock’s behalf, Glascock approached another woman June 18 and “asked for a knife to commit a murder of Kelly Gray.”

The complaint said the woman Glascock approached refused to offer any assistance.

Fauquier County deputies arrived at the scene and arrested Freivald for assault and battery and aggressive driving.

Hogan “was transported to Fauquier Hospital for treatment,” said Sgt. Lewis. He was charged with assault and with aggressive driving on Aug. 19.

Warrenton man arrested on child pornography charges A 27-year-old Warrenton man was charged on Aug. 20 with six counts of possession of child pornography and two counts of distribution of child pornography. WPD spokeswoman Officer Chai Fuller said that the investigation began when detectives of the Warrenton Police Department who are assigned to the Internet Crimes Against Children Task Force were notified [in July] by the National Center for Missing and Exploited Children that possible images of child pornography had been shared on the internet. The investigation led to an address in Warrenton.

According to a search warrant affidavit filed by a Warrenton detective, Cardenas had allegedly used Facebook Messenger to upload videos suspected to be child pornography.

Warrenton police officers executed a search warrant at Cardenas’ address in Warrenton on the morning of Aug. 19, the affidavit said, which yielded five cell phones and two “game systems.” A forensic examination of the electronic devices was completed by the Warrenton Police detectives, said Fuller, and resulted in evidence to obtain arrest warrants.

At the time of his arrest, Cardenas was serving a 12-month supervised probation for a July 2020 sexual battery charge, according to court documents.

POLICE BRIEFS Suspect who allegedly sprayed a fire extinguisher at Main Street diners is arrested On Aug. 17, a vehicle drove down Main Street in Warrenton and sprayed several people with a fire extinguisher as they sat in the parklets at the entrance to First Street and in front of the Warrenton Town Hall, according to a release from the Warrenton Police Department. The vehicle has been identified and a suspect has been charged.

The suspect is a juvenile so has not been named. The Fauquier County resident has been charged with assault and battery, said the press release. It added that there were no injuries from the incident.

“We want to thank the public for their assistance in helping to identify the vehicle involved in this incident,” the release said.

Someone posted on the Fauquier Community Facebook page on Aug. 19: “Tonight while dining at Denim and Pearls, a truck went down Main Street and intentionally seemed to spew a yellow cloud of smoke/dust over us -- which left a residue on our food, drink and table.

“We called Warrenton Police Department dispatch on the non-emergency line to report. I don’t know what the smoke was but can say it was visible/left a coating and I was

Warrenton man charged with stealing pizzas A Warrenton man was arrested on Aug. 19 for allegedly stealing pizzas from a Papa John’s delivery driver on the 8000 block of Dizzy Lane in Warrenton.

According to Sgt. Steven Lewis of the Fauquier County Sheriff’s Office, Sean Monroe, 18, and another “male subject” allegedly approached the delivery driver at the intersection of Dizzy Lane and Black Snake Lane while the driver had stopped to call the intended customer for directions.

“The subjects told the [driver] the house was further up the road from where she had stopped,” the FCSO spokesman continued, and offered to ride with her up the road to find the right house.

Once in the car, “one of the male subjects grabbed the pizza bag … and ran into the [nearby] woods,” said Sgt. Lewis. The driver remained at the scene until Fauquier deputies arrived.

the 8100 block of Black Snake Lane, where a man in one of the houses matched a description given by the driver.

The man “provided false Sean Monroe identif ication but was shortly identified as Sean Monroe.”

Monroe was subsequently arrested and charged with petit larceny, two counts of identity theft and two counts of providing false ID. He is being held at the Fauquier County Adult Detention Center with no bond and is set to be tried at the Fauquier General District Court on Oct. 25.

No information has been released about the alleged second “male subject.”

The investigation remains active, said Lewis.

COVID-19 vaccine is “way more important in the long run to progressing past the pandemic” than receiving a booster shot, and that the state is still focused on getting more people their first shot.

“We really need people who have not yet been vaccinated to get there.

Some of that is going to happen because [the Delta variant] is real and it is causing more infection. And as we see cases surge, that’s driving vaccination,” Avula said. “We’re already seeing that.”

Fill dirt feud between neighbors escalates

A nasty feud between neighbors turned even uglier on Aug. 18, when Michael Hawkins, a southern Fauquier sod farmer, was tried on an obscenity charge in District Court over images he had hung on a fence facing his neighbors’ home.

Hawkins was acquitted of the charge in the trial before General District Court Judge Jessica Foster. Shortly thereafter, he pledged to display even more of the same signs, which are printed on flags. “I’m gonna put some more up tomorrow, whether they like it or not,” he said on the courthouse steps after his acquittal.

“How does he legally take away our enjoyment of our property?” asked Jennifer Rainwater, who had complained to law enforcement of the images that Hawkins had posted.

Rainwater and her husband Steven, along with another neighbor, Patricia Hupp, are engaged in a long, running battle with Hawkins over his importation of thousands of cubic yards of fill dirt onto his next-door farm, which they claim has damaged the air, their property and the environment. Hawkins says he is building a sod farm, a claim upheld by a circuit court judge. The neighbors and county officials claim the farm is a ruse to allow him to take in tons of excess construction site dirt and get paid for it.

The Rainwaters first sued Hawkins’s predecessor on the land in 2018, then later joined with Hupp to file a federal waste management lawsuit against Hawkins after he bought it in 2019. The Rainwaters dropped the state suit after being hit with a defamation counter-suit by Hawkins. The federal suit was dismissed for inaction, but the neighbors continue to battle Hawkins over his suit, which he amended to claim interference with this business.

Meanwhile, the Fauquier County Board of Supervisors has filed two injunctions to stop Hawkins from importing dirt, but those hearings are months away because of a COVID-clogged court system.

The latest dust-up began in late April or early May, Jennifer Rainwater testified, when she was home recovering from surgery. She said two of Hawkins’ workers parked on an easement through the Rainwaters’ property to shout insults at her.

About that same time, she said, three flags appeared on a 10-foot high fence that Hawkins had erected between their property and his. The flags were hung on the side of the fence facing the Rainwater house.

Two of the flags were in black and white and depicted a middle finger. They flanked a third colored flag that depicted a donkey holding up two middle fingers instead of hooves, and the inscription, “Eat a giant bag of d---s.” Hawkins told a reporter he bought the flags on the internet; a check found such items to be readily available.

Jennifer Rainwater said she first called the sheriff’s office, but an officer told her it was a First Amendment issue. She then approached the county magistrate, she said, who eventually charged Hawkins with one misdemeanor count of obscene advertising.

At the trial on Aug. 18, Hawkins pleaded not guilty. His attorney, Timothy Olmstead of Manassas, argued that the images on the flags did not meet the state’s three-part standard for obscenity: that the material must appeal to prurient interest, that it must be patently offensive, and that it must have no literary, artistic, or scientific value.

He referenced a case where words were found to be obnoxious and offensive but did not appeal to prurient interest – a shameful or morbid interest in things sexual -- and therefore were not obscene.

But Judge Foster agreed with Olmstead, saying the posted flags were obnoxious but the matter “doesn’t rise to the level of a criminal offense.”

“It’s good to know that in Fauquier County you can get your day in court and see that the process will work,” Olmstead said.

But Jennifer Rainwater doesn’t see things that way. “It’s sad the system doesn‘t help us,” she said after the trial.

Kim Succop celebrates more than 30 years of teaching

Kim Succop’s mornings have changed drastically. The newly retired special education teacher now finds herself enjoying long morning walks, something she didn’t have time for before. She taught for 30 years, 22 of them at Bradley Elementary School in Warrenton, a half mile from her house.

Her walking route takes her past the school she retired from in June, but she makes sure not to walk past Bradley when her former colleagues are arriving for work. “It’s just weird to think I’m not there. It’s going to take some time to not miss it,” said the 58-year-old educator.

Succop knew she wanted to be a teacher since she was a young girl. She credits her focus in special education to a boy named Jeremy. “They were family friends of my father’s. They used to bowl every Tuesday night and I would babysit. The baby, Jeremy, wasn’t meeting his milestones,” she recalled. Even though she was only 13, she knew something was wrong.

Jeremy was ultimately diagnosed with a severe case of Lesch Nyhan Syndrome, which left him nonverbal and wheelchair-bound.

“He was my inspiration,” said Succop “He had a great sense of humor and understood everything that everyone was saying.”

Jeremy took part in Succop’s wedding to her husband Jim. “He was so

mad at Jim,” she laughed. “Because he wanted to marry me,” she added.

Jeremy died when he was in his mid-20s, Succop remembered, “He shouldn’t have died. He aspirated on food while at the mall with his brother.”

Jeremy was the catalyst for Succop’s advocacy for students with intellectual disabilities, “I went into special education because of Jeremy.”

Succop was the first in her family to attend college; she chose teaching because of the limited options for women at the time. After graduating from Radford University, where she double majored in general education for students in grades K-4 and special education for K-12 students, she accepted a job in Rappahannock County, where she stayed for two years before accepting a job in Prince William County.

“I loved Rappahannock County but couldn’t pass up the salary from Prince William County and the chance to finally move out on my own,” she said.

She stayed in Prince William, working in special education preschool for ten years. Then she earned her master’s degree in early childhood special education.

While in Prince William, Succop had classroom hours in the afternoons.

During morning hours, she would visit with families to give them guidance on what they could do at home to help their kids. “I’ve always seen myself as an advocate for kids with special

Fauquier Chamber names former town councilman to top leadership role Alec Burnett has been named as the new full-time executive director of the Fauquier Chamber of Commerce effective Sept. 1, the organization announced Tuesday; Burnett will replace interim executive director Carlton Shutt. Burnett represented Ward 2 of the Warrenton Town Council from 2016 to 2020 and currently works in operations and branding for Hilton Hotels.

“He understands the unique and special gifts that Fauquier County has to offer,” said chair of the board of directors, Marianne Clyde, in a press release. “He is a strong advocate for business, which uniquely qualifies him to lead us into our next 100 years.”

Michelle Coe, who will become the board’s chair next year, was also quoted in the press release. “As we continue to move though the pandemic, the chamber’s board of directors has been fully engaged in finding ways to build resiliency — not only within the organization, but for Fauquier County businesses, as well,” she said.

By prohibiting ‘standalone companion animal retailers’ from operating the county, supervisors have gone too far Well, the Fauquier County Board of Supervisors has done it again. Not only has it stopped a legitimate business enterprise, it has gone one step further; they have prohibited such businesses from operating in Fauquier County at all. The board of supervisors has passed an amendment to the zoning ordinances disallowing “standalone companion animal retailers” from operating in commercial districts (since they were only allowed in commercial districts before, this means they are not allowed anywhere in the county).

And it did this based on inuendoes, assumptions, false claims and social biases. This is how innocent women were hanged, burned and drowned during the Salem witch trials.

This started with the county’s zoning review board refusing to renew the Puppy Shop’s special permit to operate in New Baltimore. Even though the zoning board claimed this denial was based on zoning violations, I believe it was based upon a coordinated email campaign condemning pet stores of “only obtaining their puppies from puppy mills,” plus, other vindictive smear tactics against the Puppy Shop.

I reviewed all 136 comments sent to the Zoning Review Board. Based on the repetitive and comparative wording of the protesting letters, there appears to have been three coordinated efforts to influence the board. In fact, over half looked like form letters that were merely for-

warded, with some having a line or two added.

Some of these added lines contained false accusations: puppies in filthy cages, no water for puppies, lack of ventilation. I personally know the Puppy Shop had ventilated, air-conditioned cages; clean water on continuous supply; clean bedding; and had no sick animals on display.

All of the emails were of the same vein: “Pet stores generally get their animals from puppy mills.” The board of supervisors even used this excuse to justify its action of prohibiting stores like the Puppy Shop from operating in the county.

It’s a false assumption! I don’t disagree that puppy mills are inhumane atrocities. But you don’t condemn another industry because of that.

Legitimate enterprises, such as the Puppy Shop, trying to operate by properly following USDA policies, verifying the sources of their puppies are coming from USDA compliant breeders should be encouraged. This gives animal lovers a legitimate source and alternative for obtaining healthy, loving pets.

It was interesting that several of the protest letters supported pet shops if they sold animals from animal shelters and/or the Fauquier SPCA. Many of the letters also espoused that we don’t need pet shops when animal shelters are overpopulated.

It should be understood that animal shelters do

not get nice healthy plump puppies from breeders. They receive animals, young and old, from a variety of sources -- some from individuals and families that no longer want their pets and take them to the shelter. Others are free-roam street animals that have been captured and delivered to the shelters. And still others are confiscated, by the police and animal control officers, from abusive environments.

However, there are some of us that do not want other peoples’ rejected, unwanted, poorly trained, rebellious and troubled animals. Nor do we want to take on animals that have medical, physical or mental issues from poor care or abuse.

I personally know individuals that have taken on pets from animal shelters or pet adoption agencies that have been provided animals with health and obedience issues. Individuals on fixed incomes that have been burdened with continuous vet bills mounting into hundreds if not thousands of dollars that they can ill afford.

But obviously, not in Fauquier County, according to the Fauquier County Board of Supervisors.

It is easy to tear down and destroy, as the board of supervisors has done, rather than govern and build up.

In-person absentee voting is an oxymoron I wish to comment on an article on page 3 of today’s Fauquier Times [Aug. 18]. The headline reads “Supervisors re-establish additional in-person absentee voting sites for 2021 election.”

Maybe my definition of the word “absentee” is out of date.

I always considered “absentee” as meaning unable to personally appear. “In-person absentee” is a classic oxymoron. Either you vote in person or mail in a ballot because you are physically unable to present yourself at the polling place.

because, while registered to vote in the Commonwealth of Virginia, I was residing out-of-state and it was impractical for me to travel to my precinct to do so in person.

Fauquier County has announced the establishment of three sites where citizens can physically vote in advance of the Nov. 2 general election. One site will be available as early as Sept. 17, while two others will be open beginning Oct. 12. Gloria’s a great local venue for the arts My wife and I just returned from seeing a phenomenal performance by Shannon Bielski and Moonlight Express at the Gloria Faye Dingus Center for the Arts. They are a bluegrass band playing traditional and original bluegrass, but also crossing over into the contemporary popular music genre with a bluegrass flare (i.e., Prince, “When Doves Fly”).

The four of them were incredibly talented musicians, and Shannon was an amazing vocalist. This incredible entertainment was very affordable.

The band did not let the small crowd deter them from putting on an amazing performance.

If you attend concerts, you know that they are expensive. I just want to encourage local residents that love great music to attend concerts at this local, intimate and top-class venue, not only to support a local nonprofit, but to also see top-class talent at a very affordable price.

Former Fauquier High football coach Jack Stalnaker passed away on Aug. 19. He was 91. Stalnaker’s 1968 squad was the first winning season in school history at 8-2 after 0-9-1 the previous season. THE DEFENDING CHAMPS LOOK LOADED

If you thought last season was good, the Kettle Run football team could be even better this fall.

Kettle Run went 5-1 and won the Northwestern District title in the abbreviated six-game spring campaign, which ended with a 53-28 loss to Broad Run in the Class 4 Region B semifinals.

While elite quarterback Elijah Chumley is planning on joining the Air Force, and speedy twins Ahmal and Alden Williams also graduated, there is plenty of talent on both sides of the ball.

The Cougars return four starters on the offensive line, and feature two college-caliber receivers in senior Jacob Robinson and junior Jordan Tapscott, who both also shine as defensive backs.

Coach Charlie Porterfield is also beaming about his defense, which is also deep and experienced.

With eight starters back on offense and eight on defense, it’s almost an embarrassment of riches for a high school football coach.

“We have not missed a beat from the spring.

It was a great lead-in to this season,” said Porterfield, who thinks he may have his best team in his seven years at Kettle Run. The void at quarterback will be filled by transfer Beau Lang, a senior who started last year at Brentsville, taking over when No. 1 QB Guy Hayes went down. “He’s a big strong kid and good in the locker room,” said Porterfield. Lang transferred at the beginning of the summer. “It’s a nice surprise. He’s fallen in well with the team.

We love having him,” said the likable coach.

In center Mitch Pfeiffer, left guard Ethan Tabit and left tackle Zach Thompson, Kettle Run has three three-year starters. Right tackle Garrett Hall is a two-year starter and starting right guard Tadeo Rushing was hurt last season but got significant time. “We are super experienced up front.

A lot of them played when they were young,” said Porterfield. “As the offensive line coach myself, I feel good where this group is.”

After not using a tight end the last two years, the Cougars have installed junior Abram Chumley in that spot with freshman Jonathan Valdez as backup. “It’s such a difficult position to cover in a high school game. You can do a lot with that kid and it makes the run game better,” Porterfield said.

The returning tailback is Peyton Mehaffey, who had two dynamic runs in the first scrimmage, with Andrew Strickland and Logan Branham also getting carries. Senior Merrick Bemony is returning for his third year as starting fullback and is a coach on the field, Porterfield says.

Even with Chumley and the Williams’ twins gone, Cougars’ fans can expect more aerial fireworks out of big-play receivers Tapscott and Robinson this year.

While Lang isn’t expected to match the passing prowess Chumley exhibited in the spring, he’s expected to deliver some TD throws and move the team. “He has a big arm. He’s a big, thick kid that moves well. He ‘s dynamic throwing and running,” said Porterfield.

Defense

Porterfield’s defense is bolstered by gobs of returning talent.

All three safeties are back, the defensive line is a hardened crew of three returnees, and the linebacker corps is deep. “The defense is the furthest ahead of the three phases. They aren’t diddling around,” says Porterfield.

Many of Kettle Run’s offensive standouts also play defense.

Returning starters include defensive linemen Tabit, Thompson, Pfieffer and Hall, as well as Tapscott (cornerback), Robinson (strong safety), Sam Rodgers (safety), Mehaffey (linebacker) and Chumley (defensive end).

Logan Branham will also start at linebacker, with freshman Colton Quaker also being integrated. “He played JV last year as an eighth grader.

There’s a lot of hope this kid can do it,” Porterfield said of the 5-10, 175-pound Quaker.

It’s looking like the freshest-faced Liberty football team in years.

Following the loss of numerous key starters, the Eagles may have to navigate through some early hard knocks and experimentation before finding their identity.

But coach Travis Buzzo still expects a strong finish. “It’s Liberty football. We expect to be in the playoffs every year,” said Buzzo, who has five returning starters on defense and four on offense.

Key returnees include left tackle Colby Lewis, a senior who returns to start for the fourth straight year and is an all-region first team player.

There’s more star power in linebackers Royce Hall and Austin Jacobs, both seniors who were all-region selections. Hall played defensive end last year and is the defending Class 4 state wrestling champion at 195 pounds. Jacobs, who also plays tight end, “is ready for a big year,” said Buzzo.

Also back is left guard Mason Woodson, a junior who started three games last year.

The rest of the squad is dominated by first-year starters, including a number of players new to varsity.

The new quarterback is senior Landon Triplett, who was last season’s JV QB. “He’s getting the ball out quick.

He’s a pocket passer,” said Buzzo.

For receivers, Triplett will be targeting his younger brother Joey, a first-year varsity player and Chase Oliver, who started one game last year.

Besides Lewis and Woodson, the offensive line has three new starters in sophomore center Dylan Richards, sophomore right tackle Lane Heron and junior right tackle Nick Bryant. “The kids have all the tools to be successful. They just have to use them. I’ve seen huge growth in the group,” said Buzzo about the offensive line.

Legendary coach Diana Story retired a few weeks ago, but the aim is the same for the Fauquier High volleyball team.

The 28-year veteran stepped aside to become an assistant principal at Fauquier, turning her established program over to former assistant Jen Linthicum.

Linthicum is a former Falcon star who was the varsity assistant last year and to begin this season.

She welcomes eight varsity returnees from a dynamic squad that won the Northwestern District title in the spring’s condensed season. “They definitely have that drive,” the new head coach

said of the squad’s competitive nature. “They do not want to lose.”

Linthicum sees a quality blend of mental toughness and physical talent. “Especially after the news that coach Story was leaving, they have embraced that leadership role in handling the responsibilities with all of the changes,” Linthicum said. “They definitely knew that they had to handle that themselves.

Fauquier is blessed with a corps of hitters which will make the Falcons difficult to defend because they can attack from anywhere on the floor, Linthicum said, noting the Falcon starters took a set from both Stone Bridge and Loudoun Valley in an Aug. 14 home scrimmage. The team also downed firstyear school Gainesville in its other scrimmage.

“Both of them are huge names in volleyball.

Taking a set off of both is a confidence builder,” she added. “That means we are doing what we are

supposed to be doing.”

Despite the strong showing thus far, Linthicum stressed improvement in the “little things” that turn a good season into a special one. One of those areas lies off the court, but could severely damage the hopes if gone awry.

“We’re trying to make sure everyone stays healthy. That’s our No. 1 thing,” the coach emphasizes, citing potential COVID-19 issues that could lead to lost practice time or games. “The team is conscious of doing everything they can to keep the team on the floor.”

As far as goals, Linthicum is shooting for all the marbles. She was a member of the 2001-2002 Falcon unit that advanced to the state Group AA championship match, the first Falcon team in any sport to advance to a state championship tilt.

Meet the new-look Cougars

New names abound this fall on the Kettle Run varsity volleyball roster.

The Cougars graduated eight seniors from the squad that tied for second in the final Northwestern District standings.

That’s left just four familiar faces to stabilize the current crew.

“We are young and a little inexperienced at the varsity level, but we are getting there,” said coach Mike Howard.

“As far as filling the holes left by last year’s seniors, the team is stepping up to the challenge of trying to live up to expectations,” the Cougar coach said. “But they believe in each other and what we are trying to accomplish.

“I put it to them this way: ‘We are not rebuilding, we are continuing to add to the program.’”

Howard said that coaches are still adjusting to maintaining their programs as COVID remains a problem.

“One of the biggest setbacks is the loss of a season last year,” the coach said of the state-wide issue of limited number of matches and time to work with younger players.

“We really didn’t have the time to develop the JV players, so they are going to have to play at a varsity level with only one season at the high school level. My team is soaking in all of the information that I am giving them as a coach.”

Howard credits Mattie Heflin, Zoe Lily, Skye Perkins and Madison Canterbury, his foursome of varsity returnees, for their strong leadership that had led to a “sense of togetherness. This is going to help as the season goes along.”

Kettle Run will need time to develop consistency, Howard said, because several players have switched roles this fall. He hopes to be running the offense smoothly by the

Veterans and rookies at Liberty

Integrating new players with veterans often is the greatest challenge for a coaching staff.

Carrie Marek and her fellow Liberty volleyball coaches have been searching to discover the recipe for success with the 2021 roster. Earlier this week, she seems to be satisfied with the early results.

“I have a mix of younger, less experienced players and veterans this year,” she said of the combination of six new varsity athletes and six veterans.

She expressed pride with the group’s response thus far, as the Eagles debuted Tuesday against Eastern View.

“They are working hard and are a solid unit ,” she said appreciatively. “They all support one another and are in it for the team rather than individual accomplishments.”

She pointed out additional refinement still is needed, but the Eagle players are willing workers.

“Because we have new girls throughout our offense and defense, we are working on clean transitions and rapid movement to base positions,” Marek said of a basic emphasis.

Liberty graduated many of its most effective spikers from last season, but the new crop is developing into a functioning crew.

“My goal each year for all of my teams is that they learn what teamwork means,” she stated.

“And I want them to look at mistakes as an opportunity to learn something rather than [being]

a failure. Lastly, [we] want them to learn a love of the game of volleyball.”

The Eagles experimented significantly in the first of their two preseason scrimmages. They used those observations to refine the lineup for the second scrimmage, and Marek believes the improvement was significant.

Marek is overjoyed to salvage a freshman team this fall. When the original tryout period began Aug. 2, a freshman squad seemed unlikely due to a low turnout. Rather than cancel the season, the staff made a concerted effort when school opened on Aug. 11 to advertise roster openings. The response led to more girls joining the program.

Marek said the middle school’s cancellation of volleyball last year due to COVID-19 concerns probably caused the initial low interest.

The Falcons’ defense looks sturdy with Croson and the Kramer brothers creating havoc as the three main linebackers. “They’re bigger, faster and stronger. They were all-conference-caliber kids in the short season and they’re back,” Buckwalter said, who listed them at 210, 220 and 190 pounds now. “They’re fantastic leaders on and off the field. They can play.”

The down linemen are big with Jackson Geddis-Blount at 270, Dillon Epperson at 265 and Weaver at 285. Jaqwah Lewis and Luke Thomas also start. Noseguard Leo Rodriguez is a solidly built 210. “He’s extremely strong and quick as a cat,” Buckwalter said.

The secondary is led by returning cornerbacks Dylan Taylor and John Bynaker.

Buckwalter said there are question marks going into Friday’s season opener at Independence since the lineup is still being tweaked.

“The only thing I ask is that we compete.

Just compete. If we do that the game is up in the air,” said Buckwalter. “We’re right on schedule. Now we’ve got to start winning games.’

122nd Warrenton Horse Show – New (and improved) this year Trainer’s raffle and more added to historic one-ring competition

After 121 years on, and one year off, the Warrenton Horse Show will be a popular return to action next week, say show officials. Running Sept.

1 to 5, the 122-year-old Labor Day tradition caps the summer show season at the historic East Shirley Avenue showgrounds.

The one-ring competition starts with in-hand hunter breeding classes Wednesday. Thursday classes start at 8 a.m., with three jumper classics to begin at 5:30 p.m. Friday, Saturday and Sunday action starts at 8 a.m. Saturday evening is the Warrenton and Miller Toyota hunter classic to begin at 7 p.m. Sunday hunt night classes start at 10 a.m., with foxhunter divisions all day into the night.

Admission is free during the week. There is a $10 fee for spectators on Saturday and Sunday.

Proceeds benefit the Fauquier Health Foundation, Fauquier SPCA, Warrenton Volunteer Fire Department, Fauquier Free Clinic and the Northern Piedmont Community Foundation.

Founded in 1899, the Warrenton Horse Show Association is the oldest continuously operating corporation in Virginia. The show is recognized as a U.S. Equestrian Federation “heritage competition.”

“With its long tenure and many charitable contributions, both national and local, the show exemplifies everything the USEF looks for (in) a heritage competition,” said USEF CEO John Long.

“This is a really great community event,” added co-president Hilary Scheer Gerhardt. “Not all shows these days are like that. It’s a rated competition, but it’s so much more than that. It’s part of the community.”

Co-president Helen Wiley described many innovative new programs being offered at the historic show’s renewal, part of their strategy to jump-start interest in the event. “Each trainer will get a raffle ticket for every horse (from their barn) entered at the show,” Wiley explained. The winner of the prize – $250 cash – will be drawn on Saturday.

Another 2021 innovation is a switch from the traditional silent auction – held under a tent, ringside, to a fully online format. Auction chair Polly Cutting has gathered the usual assortment of great auction items, Wiley said, with online bidding links available on the show website.

Also new and notable this year is Warrenton’s participation in the Virginia Hunter Championship program. Points count in professional, amateur and junior divisions.

An anonymous donor will pay “Points for Pets,” a $5 contribution to the Fauquier SPCA for every point scored over 75 in Saturday’s hunter classic.

A seven-time Olympian and twotime gold medalist, Phillip Dutton has won almost every eventing prize around the globe in four decades of competition.

Add one more.

This weekend at the Great Meadow International, Dutton notched another prestigious victory, claiming top prize in the headline four-star division aboard Fernhill Singapore.

The four-star was one of five star-studded classes at the annual event that attracted some 200 of the world’s best to the field events center in The Plains for the Aug. 18 to 22 horse trials.

Dutton and Singapore were actually poised in second after dressage and show jumping, turning in an impressive, confident cross-country round with no jumping faults over the technically challenging course designed by fellow Olympic gold medalist David O’Connor.

Dutton said he was going to be pleased with what he expected to be a second-place finish with Singapore.

But things change fast at the top levels.

OBITUARIES Joanne Fishback Glascock PEARL “MARIE” MINDER Pearl “Marie” Minder, age 90, of Warrenton, Virginia passed away peacefully at her daughters home in Cranberry Twp, PA on Sunday, July 11, 2021.

A graveside service will be held at the Warrenton Cemetery on August 28th at 10:30 am.

Midge Harmon Midge Harmon, 83, longtime resident of Brandy Station, died peacefully on July 20th surrounded by her family.

Midge was born in Topeka, Kansas and attended Kansas State University, where she met her future husband, Jack. Midge was the co-owner of two successful family businesses: “Horses by Harmon” photography and “Harmon’s Hayrides and Carriages” for the past 42 years. She was a respected member of the wedding and events community, booking thousands of events over the years throughout Virginia, Maryland and DC. For many years Midge was a tireless and selfless volunteer for Old Dominion Hounds and the VA Draft Horse Association. She was most recently an active member of “Hunt Country Celebrations.”

Midge was predeceased by her husband Jack and her son Paul.

Surviving members of her family include Scott Harmon and his wife Sue, Christine Harmon Menard, Lisa Harmon Vierstra, Steven Harmon and wife Kelly. Ten grandchildren and two great-grandchildren who will greatly miss “Oma” and her ever present homemade jams and jellies.

A celebration of her life will be held privately in the fall.

Filomena Ponsi Filomena Ponsi, 98, of Dumfries, VA passed away on August 12, 2021.

She was born in Manhattan, NY to Luigi and Anna LaBianca on January 2, 1923. She was 1 of 4 children who grew up in Brooklyn, NY, and was the first woman to receive a scholarship to the prestigious Art Students League of New York. WWII brought her into the defense contract industry, in which she flourished as an Industrial Artist. During her 25 years in the industry, her artist renderings, designs, and creative work was shown on the covers of industry magazines, displayed in the Wall Street Journal and used by such entities as NASA. After WWII, Filomena married her love, Naldo Ponsi, on August 18, 1946. Together, Filomena and Naldo, avid boaters, spent over 25 years boating around the waters of Long Island as active members of The United States Power Squadron, Captree division. Filomena, a life-long artist, exercised her talents over the years by volunteering to design beautiful banners for her church, murals in the schools of her family members, and many other creative outlets within the communities where she lived. In addition to her painting and artwork, she was an avid bridge player and reader, and supported her community Red Hats Society. Above all things, family came first. She was a strong matriarch and guiding force to many.

Filomena is preceded in death by her husband Naldo, sister Madeline Giugliano and brother Michael LaBianca.

Filomena is survived by her only child, daughter, Linda Kahn and her husband Robert, 3 Grandchildren and their families, Claudia and Gerald, Marisa and Tom, Christian and Heather, and 3 Great-Grandchildren Kayla, Alexander, and Riley, one sister and loving nieces and nephews.

In lieu of flowers, donations to St. Jude Children’s Research Hospital or the American Diabetes Association in Filomena’s honor are appreciated as these are two organizations dear to her.

Joanne Fishback Glascock, 88, of Berryville, Virginia died Wednesday, August 18, 2021 in the Winchester Medical Center.

Mrs. Glascock was born September 8, 1932 in Washington, DC, the daughter of the late Bedford Fishback and Emily Duncan Fishback.

She was a bookkeeper with Allen Studio in Middleburg for over 25 years.

She was member of Long Branch Baptist Church in Halfway, Virginia where she served as a deacon. She was the first president of Seven Loaves Food Bank in Middleburg serving 9 years in that position.

She was married to the late Chester Allen Glascock who died on April 7, 2017.

Surviving are a daughter, Emily Jean Glascock Phelps of Augusta, WV; a granddaughter, Heather Cecco of Malvern, PA; a grandson, Andrew Phelps of Pine Knoll Shores, NC; and six great-grandchildren.

A son, Ronald Allen Glascock, preceded her in death.

John T. Andrews John T. Andrews, 78, passed away on August 11, 2021. He was born on March 11, 1943, in Wilkes-Barre, Pennsylvania to the late Mary Helene (Hrichison) and John T. Andrews Sr. He was always quick with the “Dad Joke”, (I swear he invented it) and he always wanted to make you smile. He loved and cared about everyone he met, always seeking the best in them. As a Coach and a Father, on the ride home after a game, he would always ask two questions.

1. Did you try your hardest?

2. Did you have fun?

That’s all he cared about, no matter what it was – do your best and have fun. And that’s how he lived his life. Always working hard to provide for his family, and always making sure we had fun.

He would always say “Making Memories!” And those are what will last a lifetime for us. If he ever “picked” on you, he would always give you a sly wink and say, “I only pick on the ones I like.”

One of his last jobs was helping disadvantaged and challenged individuals find employment and encouraging independence. No matter the situation, he always exuded a positive outlook and it showed in the shining results of his efforts. To this day, clients still call excited to share their progress and news with him.

Always working hard. Always having fun. That’s our Dad. In addition to his parents John was preceded in death by his son, Mark Andrews.

He is survived by his loving wife, Kathryn E. (Froning) Andrews; children, Greg Andrews and wife, Andrea, Christine McEntee and husband, James; grandchildren, Morgan & Mason Andrews.

John wanted to help not just people he knew, but anyone. To honor and remember him, we are collecting donations for the Parkinson’s Foundation in the hopes that they can find a cure for Parkinson’s. He wanted other families to be able to enjoy each other just a bit longer — Making Memories.

OBITUARIES Anne Marie Green Nancy Bettina Cobb Stone Nancy Bettina Cobb Stone, resident in Fauquier County since 1992, passed away on August 20 at her home in Coventry near Bealeton.

Originally from Pasadena California, Nancy is survived by her husband of 54 years, Jim Stone, daughters Pamela of Colorado and Anne of California, three grandchildren and one great grandson.

She was a National Merit Scholar in her day and attended The University of California Berkeley.

Nancy served as an unpaid asset in the foreign service, supporting her husband and making friends in seven countries on three continents over a thirty-year career. She remained active in the management of the Coventry HOA serving as Board Member and Chairperson for many years and entertaining friends and family in her home. She was also an avid birder and gardener, and a supporter of science, animal rights and environmental causes.

Nancy will be missed.

Tina Louise Johnston Tina Louise Johnston, 57, of Gainesville, VA passed away suddenly on August 14, 2021, in Triangle, VA. Tina was born on August 19, 1963, at Fauquier Hospital in Warrenton, VA, she attended and graduated from Brentsville High School in Nokesville, VA in 1981. The daughter of the late Ben Junior and Hazel Mamie (Ruter) Powers.

She was preceded in death by her parents as well as her sister Wanda Lou Powers and beloved niece Breanna Powers.

Survivors include her children Misty Nicole Johnston and Courtney Rose Johnston, two grandchildren Khloe Natalia and Kayden Benjamin, her siblings Teresa P. Geene and husband Brandan, Keith Ben Powers: her nieces and nephews, Corey L. Walling, Christine M. Geene, Laura A. Tindal and husband Kenny, Amber Dawson and husband Eric, Bethanie Powers and Braeden Powers; great nieces Harmonie M. Dawson and Violet M. Tindal; as well as several cousins and friends.

The family will receive friends from 6:00 to 8:00 pm Friday, August 27, 2021, at Pierce Funeral Home, 9609 Center Street, Manassas, VA. A funeral service will be held at 10:00 am Saturday, August 28,2021 at Chapel Springs Church, 11500 New Life Way, Bristow, VA. Todd Douglas Heilemann Todd Douglas Heilemann (58), died June 22, 2021 at his home in Atlanta, GA. He was born mSeptember 27, 1962 in Milwaukee, WI to the late Mr. Donald L. Heilemann and Mrs. Caroline Shambeau Heilemann.

His family moved to Vienna, VA. In 1966. Todd is a 1980 graduate of Stonewall Jackson High School. After graduation, Heilemann joined the United States Coast Guard (USCG) serving on the Honor Guard in Cape May, New Jersey then USCGC Mellon WHEC 717 in Alaska and Seattle Washington and ended his service as a Petty Officer Store Keeper (SK2), After his service in the USCG, Heilemann returned to the Northern Virginia area to continued his love of golf. For several decades working as a golf pro and instructor at Westwood Country Club, Evergreen Country Club, Hidden Creek, Fairfax National Country Club, Pleasant Valley Golf Club, Generals Ridge and First Tee. In 2009 a bicycle accident end his career in golf and he relocated to Atlanta, GA. During rehabilitation at the Shepard Center he befriended Senka (Hana) Colo who was his caregiver and best friend until his passing.

Survivors include his brother Richard William Heilemann (Barbara S Heilemann 2015) of Sherrills Ford, NC and Tami Ann Heilemann (Carolyn Wood) of Oak Hill, VA. Mr. Heilemann is also survived by his niece Martina Theresa Heilemann of South Riding, VA; nephews, Shawn Richard Heilemann (Ellen) of Chantilly, VA, Christopher Douglas Heilemann of Sherrills Ford, NC, and Matthew Frederick Heilemann (Megan) of Cornelius, NC; great nieces Jade Marie Heilemann of Chantilly, VA, Avery Jeanell McGrath of Cornelius, NC; and great nephew Liam Xavier Heilemann of Chantilly, VA. Anne Marie Green, 84, of Warrenton, VA, passed August 19, 2021. She was born on December 27, 1936.

Anne is survived by a son, Chester Green of Richmond, VA; four sisters: Sylvia J. (Roscoe) Sanford of The Plains, VA, Hilda (Charles) Coram of Manassas, VA, Marion Coram of Greensboro, NC, Marjorie (William) Addison of Manassas, VA; and one brother, Hillery Braxton, Jr. (Jacqueline) of Manassas, VA; and five grandchildren.

A viewing will be held on Thursday, August 23, 2021, from 10 am until 11 am at Joynes Funeral Home, Inc., 29 N. Third St., Warrenton, VA, 20186. Funeral services will be private.

Michael William Loy Michael William Loy, age 30 of Midland, Virginia unexpectedly passed away on August 19, 2021.

He is greatly missed by all. He worked for the City of Manassas as their Senior Building Technician where he earned his Master’s HVAC license.

He is survived by his wife, Christen Loy; his father, Glen William Loy of Midland, VA; his mother, Meris Michael Keiser of Buckley, WA; his sister Kendall Gayle Williams and her husband Colby, and their two sons Caden and Greyson Williams of Enumclaw, WA. The public viewing, service, and reception was at Zoar Baptist Church, Catlett, VA on Tuesday, August 24th, 2021. The viewing was at 10am.

Lisa Kathryn Brown Lisa Kathryn Brown, the most beautiful soul, passed away at age 59 in Marshall, Virginia on July 25, 2021. She was born in Middlesex County, New Jersey to Fred Cleveland and Violet Ranier Cleveland.

Lisa’s love for animals and people was second to none. No creature too small or scary, no person too sick or needy. She loved everyone and gave her all to take care of them, always placing others needs above her own.

Richard “Rich” Paul Milot Richard “Rich” Paul Milot, 64, of Haymarket, Virginia, passed away on August 13, 2021. Rich was born on May 28, 1957, in Coaldale, Pennsylvania, to John and Anita (Theresa) Milot.

Rich grew up in Brockton and Pittsburgh, Pennsylvania and loved spending time in the beautiful outdoors and getting into mischief. He was an incredible athlete from a young age, and he chose to focus on Football and Track & Field in high school. A force to be reckoned with in Track, he smashed multiple records at Moon Township High School and specialized in the 330-yard intermediate hurdles, but his offensive and defensive football prowess drew attention from NCAA D1 football powerhouses nationally. He was recruited by Joe Paterno and ultimately joined Pennsylvania State University’s football program in 1975 as a running back.

At Penn State, Rich transitioned from running back to the Hero linebacker position during his junior year. He finished his senior year with three interceptions, including one in the 1979 Sugar Bowl versus the #2 Alabama Crimson Tide. He was drafted as a 7th round pick by the Washington Redskins from Penn State in the 1979 draft and is recognized by many as the best seventh-round pick in franchise history.

Rich spent nine years in the NFL with the Washington Redskins as a linebacker, appearing in three Super Bowls and winning two Championships in 1983 and 1988. A key member of the Joe Gibbs era franchise, Rich played in 121 NFL games for the ‘Skins and started in 91 of them after winning the starting job in his rookie year. Rich still holds the club’s post-season record of 3.5 sacks in a game, which he achieved vs. the Bears in 1984. He retired from the Redskins after Super Bowl XXII in the 1987 season.

During the off seasons of his NFL career, Rich worked for the Sandoz pharmaceutical office in Washington, DC. In his role, he worked on the staff of Utah Senator Orrin Hatch where he attended political hearings and met with congressional staff.

Always a good student, Rich put his math skills to work following his retirement from the NFL and worked as a Senior Tax Advisor at H&R Block in Manassas, Virginia.

Rich will be remembered as an incredible father, friend, and significant other. He fiercely loved his two daughters and wanted them to achieve their dreams. Rich was so proud when they both went to the University of Virginia for undergraduate studies. He was their biggest cheerleader at their track & field, cross country, and soccer events in high school and college. He also loved bringing them to Penn State football games to tailgate with his former Nittany Lion teammates.

Rich was humble despite his incredible achievements and had the ability to light up a room with his hilarious jokes and stories.

In addition to spending time with his two daughters, he loved spending time with his girlfriend, her family, and his friends. He adored all animals, especially his two dogs, who he could be seen driving around Haymarket daily. Rich enjoyed golf, debates (especially about politics), meticulously maintaining his lawn, McDonald’s Diet Cokes, and the occasional Dewar’s with friends.

Rich is survived by his children, Kristin and Courtney Milot; life partner Kimberly Lincoln and her children Stephen and Brooke Lincoln; and brothers Ronald Milot (wife, Lori) and John Milot (wife, Patricia).

He was pre-deceased by his mother, Theresa Milot, and father, John Milot.

A celebration of life will be held for Rich on Thursday, August 26, 2021, from 4:00-6:00 PM ET at Stonewall Golf Club, 15601 Turtle Point Dr, Gainesville, Virginia, 20155. Rich’s family warmly encourages all attending to wear Penn State and Redskins colors in celebration of his football career.
