Manassas area park eyed for 62nd elementary school By Jill Palermo

The Prince William County school division is again considering an existing park as a possible home for a new elementary school. The school division caused a stir in early 2016 when it proposed building a new elementary school on existing parkland adjacent to the Chinn Aquatics and Fitness Center in Lake Ridge. Following an outcry from local residents, the school division shifted the school site to privately owned land in the same area along Prince William Parkway. That school is now under construction and will become the countyโ€™s 61st elementary school when it opens in fall 2019. The ever-growing school division remains in

Potomac Nationals fans say theyโ€™re sad and disappointed but not necessarily surprised by recent news that Prince Williamโ€™s hometown minor league baseball team could be moving to a proposed new stadium in Fredericksburg. Perhaps Meghan Phillips, who was among the crowd at the teamโ€™s July 4 game against the Salem Red Sox, summed it up best. Said the 20-year-old Bristow resident: โ€œWeโ€™re a little bummed about that.โ€ Or maybe it was David Slezak, who lives in Woodbridge. โ€œItโ€™s sad,โ€ he said. Slezak said the team contributed to the county having a small-town feel despite it being a bustling suburb of Washington, D.C. Now, part of that small-town feel could be gone. Will they go?

P-Nats fans wonโ€™t have to worry about making the trek to Fredericksburg until at least the 2020 season, which is the earliest the team could move to a new $35 million stadium there if everything falls into place. The P-Nats, a minor-league affiliate of the Washington Nationals, announced June 26 the team could soon enter into exclusive negotiations for a stadium outside the sprawling Central Park shopping center off State Route 3 and Bragg Road. was scheduled to vote Tuesday, July 10, on whether to enter into a 120day study period with the team. The vote took place after the deadline for this publication. Under the proposed deal, the P-Nats would own and finance the stadium, but Fredericksburg would pledge annual payments of $1.05 million toward the facilityโ€™s debt service. Fredericksburg officials say they can recoup some of their annual contribution with about $700,000 in new taxes and revenue generated by renting out the stadium to outside entities.

Talks on new Woodbridge stadium fizzled

Although not always called the P-Nats or affiliated with the Washington Nationals, the team has played at its current field since 1984. The P-Natsโ€™ owners have known since the early 2000s they would need to move the team to a new facility because the aging Pfitzner Stadium, with its open bleacher seating and limited amenities, no longer meets Major League baseballโ€™s standards for its Minor League affiliates. The team had been negotiating with Prince William County officials since about 2003 on a plan to construct a new stadium at Stonebridge at Potomac Town Center. But those talks were long delayed by the teamโ€™s effort to find a naming sponsor for the stadium and then ended altogether last summer. The team and the Prince William Board of Supervisors were discussing a plan to build a new county-owned stadium for the team behind the Wegmans grocery store. The idea was to finance the facility with public industrial development bonds. The P-Nats pledged to pay the estimated $2.7 million in annual debt-service, while the county promised to spend about $7 million to prepare the site for construction

and another $5 million for needed road improvements. The plan failed to win support from a majority of supervisors, however, and the talks fizzled in July 2017. Some fans at the July 4 game said theyโ€™d heard about the new plan for a stadium in Fredericksburg and would likely drive to see some games there. Jeff Oakley, who lives in Lorton, also said he would make the trek, but probably not as often as he comes to Pfitzner. The 58-year-old said he is sad to see news of the potential departure, understands the situation from the teamโ€™s perspective. โ€œLooks like that might be a good thing for them,โ€ he said. Randy Miller was attending his first P-Nats home game this year. He said he hadnโ€™t heard about the pending deal in Fredericksburg, but he knew it was possible the team could move elsewhere. As a taxpayer, he said he didnโ€™t support the proposed deal for a Prince William-owned stadium. He also said he would go to games in Fredericksburg if that arrangement works out. KKK flyers turn up in Prince William, Fauquier

Police: Distribution appears random By James Ivancic Times Staff Writer

White supremacy groups seeking recruits and instilling fear were busy again this weekend in Fauquier and Prince William counties and the Town of Warrenton. Law enforcement agencies said they received multiple reports of white supremacy messages left in residential neighborhoods. Prince William County police investigated instances of pamphlets containing hate propaganda found at the ends of multiple driveways in the Gainesville and Bristow areas. โ€œA caller reported to police that they had located a bag that contained birdseed and pamphlets that appeared to be recruiting material for the Ku Klux Klan,โ€ Prince William County police spokesman Nathan J. Probus reported in a press release. The distribution appeared random rather than targeting anyone specific. Probus said the bags were seemingly left on driveways sometime during the overnight hours of Saturday into Sunday in the Gainesville area along several residential streets off Lee Highway (U.S. 29) between Carver Road and Old Carolina Road. Similar bags were also located in the new Bristow Village neighbor-

hood in the Bristow area. The bags were weighed down with birdseed and possibly thrown from a vehicle, Probus said. No property was damaged. A similar incident occurred in April 28 in the 4500 block of Forestburg Lane in Triangle. Both incidents remain under investigation. In Warrenton, more than 60 flyers were left in eight or more locations on the north and west sides of Warrenton over the weekend, Warrenton Interim Police Chief Daniel Boring said. The flyers were left in individual bags and tossed in residential areas. A similar distribution occurred last November. Residents on Norfolk Drive, Foxcroft Road, Evans Road and Fauquier Road were among those reporting the flyers, Boring said. โ€œAt this point weโ€™re looking into it. Weโ€™re also sharing with other agencies,โ€ the interim chief said. โ€œBeyond that I donโ€™t want to say anything.โ€ Sgt. James Hartman of the Fauquier County Sheriffโ€™s Office said that many racist flyers were collected over the weekend but said the office has decided not to publicize the incidents. โ€œFCSO is not issuing a release as

it only serves to give this group exposure, which is exactly what they want,โ€ Hartman said. He said flyers were reported on Free State Road in Marshall and Hazelwood Court, Mosby Drive and Meetze Road in Warrenton. Hartman said the flyers were likely distributed by the same group that left them on area driveways last November.

Hartman said the Fauquier sheriffโ€™s office is sharing information with other police agencies. โ€œThey are all over the region and in the Shenandoah Valley,โ€ Hartman said of the flyers. โ€œTo be frank, there is no violation here other than littering,โ€ Hartman said. โ€œBut it is disturbing.โ€ Reach James Ivancic at jivancic@ fauquier.com

Dumfries has a new mayor, new slogan, new town hall By Aileen M. Streng Contributing Writer

Dumfries: โ€œHome of the cherry tree story.โ€ Thatโ€™s how new Dumfries Mayor Derrick Wood wants to rebrand the town. Parson Weems, who wrote George Washingtonโ€™s biography, had a business in Dumfries in the 1700s. That building is now the Weems-Botts Museum. โ€œThe goal now is to not have people drive through Dumfries but actually drive to Dumfries,โ€ Wood said. โ€œItโ€™s about have a plan and marketing, identity rebranding. You canโ€™t taste it,โ€ he said. โ€œBut, being home to a cherry tree story gives businesses a way to market their business as a nice little historic area. Wood began his association with the town when he brought his barbecue business to one of the townโ€™s farmers markets held in the town

hall parking lot. โ€œWe went from barbecuing in the town hall parking lot, to parking in the mayorโ€™s spot,โ€ Wood told the 250 people who turned out for his swearing-in. Along with a new mayor, three new councilmembers were sworn in: Monae Nickerson, Cydny Neville and Selonia Miles.

And they are not the only changes happening in Dumfries. The Dumfries Police Department moved out of its space in the Triangle Shopping Center and into the Dumfries Town Center across the parking lot from the Dumfries Town Hall. The town actually bought the building that houses the town center and plans to move the town hall into it as well. Town officials knew for years the townโ€™s operations had outgrown the town hall and recently finished a space-needs analysis. The council was given several options, which included the buying property next to the town hall and its community center with price tags ranging from $10 million to $13 million. Before deciding how to proceed with a plan, the council was approached by the bank that had foreclosed on the Dumfries Town Center, the three-story brick structure built about 10 years ago, and asked the town if it wanted to buy it. The town bought it for a little more than $5.1 million. The deal closed May 30. There are six tenants in the building. Their rent will pay the townโ€™s mortgage. โ€œIt was a no-brainer,โ€ Wood said. The town hall will take up half of the second floor. โ€œIt will be more than our space needs required,โ€ Wood said. The study said the town needed about 10,000 square feet. The space on the second floor of the town center is more than 12,000

square feet. The town set aside nearly $300,000 to outfit the space, but expects it will cost a lot less, said Dumfries Town Manager Rob Ritter. They hope to move into the space in September.

New developments

The townโ€™s meeting was posted for the first time last week on Facebook Live as a quick fix after its audio visual system was recently struck by lightning. โ€œBut Derrick wanted to start putting it on Facebook Live in the future anyway,โ€ said Dumfries Town Attorney Kristi Caturano. โ€œThe younger generation isnโ€™t going to watch it on public television because itโ€™s harder. Derrick has been really good about ideas about the utilization of social media, economic development and the rebranding of the town.โ€ The town has three mixed-use development projects with retail on the first floor and housing above coming in different areas of the town. A fourth project working its way through the process is a new Pillar Church, which will replace the building that burned. It also wants to add a senior living and community-center component. And there are a couple more projects in the pipeline. โ€œThe energy in the town has changed. We are definitely getting more of the younger demographic engaged,โ€ Wood said. He said they are trying to bridge the baby boomer, Gen-X and millennial generations. โ€œThey want these town centers where they can hang out and eat. Strip malls are outdated. Nokesville man killed in Saturday morning crash

The exact cause of the crash is still under investigation, the press release said.

A 31-year-old Nokesville man was killed Saturday morning when his pickup truck collided head on with a box truck at the intersection of Va. 28 and Fauquier Drive, according to Prince William police. The crash occurred at 6:11 a.m. Saturday, July 7. Dylanร‚ Christopher Davis, 31, of Nokesville, was pronounced dead at the scene as a result of injuries he sustained in the crash. Davis was driving a 2002 Ford Ranger, according to a Prince William County police press release. A 48-year-old Fredericksburg man was driving the box truck, a 2013 Ford. He was transported via ambulance to an area hospital with minor injuries, the press release said.

Occoquan launches military tribute banner program

The town of Occoquan and Veterans of Foreign Wars Post 7916 have partnered to honor local U.S. military veterans by erecting patriotic banners as a testament to the communityรข€™s history of service. Visitors are invited to walk along the sidewalks of the historic district and browse the nearly 30 banners that are mounted and on display from Memorial Day through Veterans Day. The VFW Post 7916 was established on June 26, 1946, and has served local veterans, active duty military and their families, along with the Occoquan community for more than 70 years. The military tribute banner program is managed by the VFW Post 7916 and is funded through a sponsorship program. Families, businesses, and individuals are able

to sponsor banners and choose a veteran or active-duty service member to honor. Sponsoring families receive the banner as a special keepsake at the end of the display period. Haymarket council spends nearly $900 to censure outgoing vice mayor By James Ivancic

The Haymarket Town Council spent nearly $900 last month to hold a special meeting during which outgoing Town Councilman Joe Pasanello was stripped of his title as vice mayor two days before the end of his term over accusations he violated the councilโ€™s code of ethics in an email to this reporter. Haymarket Mayor David Leake denied this week that the council took the action because Pasanelloโ€™s email criticized him in his role as mayor. Rather, Leake said, the council voted unanimously June 28 to censure Pasanello for violating two sections of the townโ€™s code of ethics and professional conduct for elected officials. The resolution explaining the councilโ€™s action cited an email Pasanello sent June 14 that described the mayor as showing a โ€œlack of transparencyโ€ and โ€œdirection by unilateral fiat.โ€ The email also predicted โ€œa rubber-stamp approvalโ€ of the controversial Crossroads Village development by the โ€œmayor and his acolytes.โ€

The town council considered the resolution during a special meeting June 28. Pasanello was out of town on vacation and did not attend. Pasanelloโ€™s term ended two days later, on June 30. He did not seek re-election last May. Convening the meeting cost the town $892.50, according to Town Treasurer Roberto Gonzalez. Council members are paid for every meeting they attend. The town attorney is paid a fee for his time as well. The resolution said Pasanello violated sections 12 and 13 of the town of Haymarketโ€™s code of ethics and standards of conduct for town council and appointed officials. Section 12 states: โ€œRecognize that interaction with the media is a vital link in maintaining good communication with the public. Town Council comments to the media should be in a courteous, statesmanlike manner and should maintain the propriety of the council when speaking to public issues, or to opinions of colleagues and individuals.โ€ Section 13 states: โ€œMake sure that a clear distinction is made between personal opinion or belief and a decision made by the Mayor, Town Council, PC and ARB.โ€ The acronyms refer to the Town of Haymar-

ket Planning Commission and the Architectural Review Board. โ€ฏ In an email to theโ€ฏPrince William Timesโ€ฏon June 29 following his censure, Pasanello said, in part, โ€œCouncilโ€™s action was unfortunate given that I was unable to attend the special meeting called by the mayor to be held two days before the end of [my] term. I would have certainly provided perspective and input for the councilโ€™s consideration and deliberation.โ€ Haymarket residents Maureen and Jim Carroll, both of whom served on the townโ€™s planning commission until July 1, blasted the censure during citizensโ€™ time at councilโ€™s July 2 regular meeting. Maureen Carroll said Pasanelloโ€™s censure and removal just two days before his term ended โ€œsadly reveals the very political natureโ€ of the action. She further called Leakeโ€™s Freedom of Information Act request to gain access to Pasanelloโ€™s emails โ€œshocking and extremely distasteful.โ€ Pasanello said Leake gained access to his email through FOIA requests โ€œon four or five occasions starting in April.โ€ โ€œThe people of Haymarket owe

In an email, Leake said the comments were those of friends and neighbors of Pasanello. โ€œI understand completely why they would want to come out in public support of him,โ€ Leake wrote. โ€œโ€ฆUnfortunately, the Carrolls are not privy to all the information obtained and the councilโ€™s closed session discussion.โ€ Leake noted the council met June 28 for more than an hour โ€œto review all the information, have a discussion and render their unanimous decision.โ€ โ€œThis special meeting was also scheduled with over a weekโ€™s notice, which is well beyond the required three days,โ€ Leake added. Regarding the mayorโ€™s FOIA of Pasanelloโ€™s emails,โ€ฏAlan Gernhardt,โ€ฏexecutive directorโ€ฏof the Virginia Freedom of Information Advisory Council, said in an emailโ€ฏthereโ€™s nothing โ€œinherently wrongโ€ with an elected official gaining access to a fellowโ€ฏelected officialโ€™s email through a FOIA request. However, Gernhardt said heโ€™d never heard of an elected official being censured over an email to the press.โ€ฏ The Virginia FOIA Advisory Council is a state agency charged with helping elected officials and the public resolve issues relating the stateโ€™s freedom of information laws. โ€œI cannot recall offhand having heard of a vice mayor being removed from office due to an email sent to a member of the press, but FOIA does not look to the purpose of a request or address what someone may do with public records after they are received,โ€ Gernhardt wrote. The park had been suggested as a school site as early as 2010, when the school division needed more classroom space in the Sudley Road corridor. But at that time, plans to use the park for a new school were shelved when it was decided to build additions onto Sinclair, Sudley, West Gate, Loch Lomond and Mullen elementary schools instead, said Maureen Hannan, the school divisionโ€™s supervisor of land acquisition and capital improvement planning. Now, however, at least two of those schools are already overcapacity and more classroom space is needed, which prompted the school division to once again consider using Rosemount Lewis park, Hannan said. The meeting is a chance to discuss the idea publicly and give the community a chance to weigh in on the idea, Hannan said. โ€œWeโ€™re kind of gauging the reaction from the community before we move forward with it,โ€ Hannan said. The school is primarily needed to relieve overcrowding at Mullen Elementary, which was about 50 students overcapacity last September, and El-

The idea is to make the site more usable to the community by adding not only the new elementary school but also new playgrounds and playing fields that would be available to area residents on nights and weekends and to the Prince William Department of Parks and Recreation for youth sports leagues. The park is now accessible only by a two-rut gravel road, which is cordoned off with a metal gate. There is no parking other than street parking at the end of the Crestwood Drive cul-de-sac, a side road that dead ends between two neighborhoods of older townhomes. Crestwood Drive was choked with parked cars on a recent Sunday afternoon, allowing area residents to access the park only by foot. Daymon Wright was leaving the park with his two sons Sunday, July 8, and said he hadnโ€™t heard of the proposal to use the park as a school site. Wright was carrying baseball gear and said he and his sons use the parkโ€™s fields and existing playground. The park also has tennis courts, he said.

โ€œThis wouldnโ€™t be a bad site for a school and it would save [the county] a lot of money,โ€ Wright said, adding that area residents would likely appreciate a new school for their children. โ€œStill, Iโ€™d hate to see all the trees go,โ€ he added. Rosemount Lewis park was originally part of the โ€œRosemount Farm.โ€ The land was proffered to the county in 1985 and named the Rosemount Lewis Regional Park in 1989 after a member of Lewis family. The Lewises worked the farm, and a descendant petitioned what was then the Prince William County Park Authority to include the familyโ€™s name in that of the new park, according to information shared by Supervisor Jeanine Lawsonโ€™s office. Lawson represents the Brentsville District, which includes the park. The county would have to transfer ownership of the parkland to the school division for the new school to move forward. Lawson (R) said the idea to build a new school on the park site was brought to her attention several months ago. She said she supports the idea in part because the park seems underutilized in its current state. โ€œI quickly concluded that they need a school site over there, and the park has just been sitting there, really underutilized,โ€ Lawson said. โ€œThis is a great and easy fix for the school system at little to no cost.โ€ Reach Jill Palermo at jpalermo@ fauquier.com

Cooling assistance available Virginia Department of Social Services is continuing its effort to help provide qualifying households with cooling assistance during the summer months. The application period runs through Aug. 15. In order to qualify for cooling assistance, a household must have either a child under 6, an individual living with a disability or an adult age 60 or older living in the home. There is also an income requirement for cooling assistance. This year, the maximum gross monthly income, before taxes, for a one-person household is $1,316 and $2,720 for a household of four. Types of assistance include: โ€ข Payment of electric bills to operate cooling equipment; โ€ข Payment of security deposits for electricity to operate cooling equipment; โ€ข Repair of a central air conditioning system or heat pump; โ€ข Purchase of a whole-house fan, including ceiling or attic fans; โ€ข Purchase and installation of a window unit air conditioner. Individuals and families who have a need for cooling assistance, but are unsure of their eligibility status, are encouraged to submit an application. Local departments of social services determine eligibility based on submitted applications. Families and individuals may submit an application through their local department of social services or by calling the Enterprise Customer Service Center at 1-855-635-4370. Families and individuals are also welcome to apply online via CommonHelp by Aug. 15. Last year, the Energy Assistance Program provided more than 65,000 households with cooling assistance. The Energy Assistance Program is federally funded by the Low-Income Home Energy Assistance Program block grant. OBITUARIES Merlice Oliver Merlice Oliver, age 91 of Woodbridge, VA passed away quietly in his home on July 2, 2018. He was preceded in death by his wife of more than 63 years, Geneva Mangum Oliver. He is survived by sons: Norman Oliver of Austin, TX., Michael Oliver (Christina) of Cleveland, OH., and Michael โ€œMartyโ€ Oliver of Woodbridge, VA.; daughters: Irma Jean Woodard of Glen Burnie, MD., Christine Rhodes (Charles) of Austin, TX., Ramona Fletcher of Killeen, TX., Elaine Parker of Alexandria, VA., Regina Jackson (Art) of Woodbridge, VA., and Patricia Nickens of Reston, VA. Additionally he leaves behind to mourn his passing 21 grandchildren, 11 great grandchildren, 4 great-great grandchildren. A visitation and celebration of Merliceโ€™s life will be held on Friday, July 13, 2018 at 10am at Mountcastle Turch Funeral Home, 13318 Occoquan RD., Woodbridge VA. with a homegoing service beginning at 11am. The interment will be held immediately following the service at 1pm at Quantico National Cemetery.

Steven Floyd Steven โ€œBreezeโ€ Floyd, 67, of Keedysville, Maryland passed away Monday, July 2, 2018, at his home. Mr. Floyd was born in 1950 in Arlington, Virginia, the son of the late Dennis and Margaret Floyd. He attended Manassas Park High School and was a truck driver for TDS (Total Development Solutions, Inc.) from where he retired, located in Gainesville, Virginia, and various other trucking companies throughout his 50+ years of employment. A loyal and devoted husband, father, grandfather and great-grandfather that will be sorely missed. Surviving with his wife, Mary L. Baker Floyd, are his daughters, Michelle Staples of Fredericksburg, Virginia and Lisa Murphy of Keedysville, Maryland; sons, Steven Floyd of Gaylord, Michigan and Malcolm Floyd (Michelle) of Front Royal, Virginia; fourteen grandchildren and five great-grandchildren and one on the way. Steven was preceded in death by his parents and four brothers, Richard, Wayne, Michael, and Bobby Floyd. A gathering of family and friends will be held from 6:00 until 8:00 pm on Thursday, July 12, 2018 at Omps, South Chapel. A funeral service will be conducted at 11:00 am on Friday, July 13, 2018 at Omps, South Chapel, 1260 Front Royal Pike, Winchester, Virginia with Pastor Larry Nelson officiating. Entombment will be in Shenandoah Memorial Park Mausoleum. The family requests that everyone dress casually for the visitation and service. New Virginia laws target raccoons, protect car-wash fundraisers, mint new license plates By Leland Schwartz Times Staff Writer

Itโ€™s now OK to hunt and kill raccoons after 2 a.m. on Sundays. Itโ€™s not OK to use a drone to knowingly and intentionally enter someone elseโ€™s property and come within 50 feet of a dwelling to โ€œcoerce, intimidate, or harassโ€ another person. Youโ€™ll be looking at a class 1 misdemeanor if you do. You can now get a special license plate that says โ€œStop Gun Violence,โ€ and there are new revenue-sharing plates for supporters of Virginia Future Farmers of America, The Alzheimerโ€™s Association and Virginiaโ€™s electric cooperatives that say โ€œKeeping the Lights On.โ€ Don't use a handheld personal communications device for reading emails or texting while operating a motor vehicle in a highway work zone when workers are presentโ€ฏor you could receive a mandatory fine of $250. Certain restaurants and retail markets will now be exempt from the prohibition against purchasing or selling processed snakehead fish. People who steal something valued at $500 or more will now be charged with grand larceny, the threshold having been raised from $200. These are just a handful of the new laws passed by 2018 session of the Virginia General Assembly. Here are some others included by the staff of the Division of Legislative Services in a report called โ€œIn Due Course,โ€ shared with us by Fauquier County Del. Michael Webert: โ€ข Manufacturers or contract testing facilities are now required to use an alternative to animal testing when available. The requirement does not apply to a facility using an animal-test method for the purpose of medical research, drug research or research involving certain other products. Any person who violates the law may be subject to a civil penalty of not more than $5,000. โ€ข A convicted personโ€™s sentence can now be reduced if they provide substantial assistance, in the furtherance of the investigation or prosecution of another person engaged in an act of violence or for offenses involving the manufacture or distribution of controlled substances or marijuana. โ€ข The law excludes from the definition of โ€œboarding establishmentโ€ any private residential dwelling that shelters, feeds, and waters fewer than five companion animals that are not owned by the proprietor. โ€ข A licensed hunter is now allowed to use tracking dogs to find a wounded or dead bear, deer or turkey and it authorizes the hunter to have a weapon in his possession and to use it to humanely kill the tracked animal, including after legal shooting hours. Current law prohibits a

hunter from having a weapon in his possession while tracking. โ€ข Animal shelter officials are now required to ask and document whether, if known, a dog or cat being taken in has bitten a person or animal and the circumstances and date of such bite. The law also requires that bites be disclosed upon release of a dog or cat for adoption and in other circumstances. Violation of such requirements is a class 3 misdemeanor. โ€ข The law revises the definition of โ€œsmall employerโ€ for purposes of health insurance to provide that it includes a self-employed person. โ€ข Veterinarians who dispense controlled substances are now โ€œrequired to report certain information about the animal and the owner of the animal to the Prescription Monitoring Program.โ€ โ€ข A new law establishes historical horse racing as a form of horse racing and weโ€™ll be able to place bets on videotaped reruns of previous races. โ€ข Hunters in an enclosed ground blind during any firearms deer season โ€” except during the special muzzle-loading rifle season โ€” won't have to wear specified protective clothing if they display attached to or immediately above the blind at least 100 square inches of solid blaze orange or solid blaze pink material visible from 360 degrees. โ€ข Localities can no longer ban car-washing fundraisers that use biodegradable, phosphate-free, water-based cleaners. And those car-washing fundraisers will no longer need permits from the state. โ€ข Hunters can also now use arrowguns to hunt deer and small game when hunter is licensed to hunt with bow and arrow.โ€ฏThe law authorizes the use of an arrowgun, a pneumatic-powered air gun that fires an arrow, for hunting and allows certain disabled hunters to obtain an archery license for hunting with an arrowgun. โ€ข Child restraint devices cannot face forward until the child reaches two years of age or until the child reaches the minimum weight limit for a forward-facing child restraint device as prescribed by the manufacturer of the device. โ€ข The law now permits law-enforcement vehicles to be equipped with steady-burning blue or red lights in addition to being equipped with flashing, blinking, or alternating blue, blue and red, blue and white, or red, white, and blue combination warning lights of types approved by the superintendent of State Police. โ€ข Beginning January 1, 2019, the law requires General Assembly members and their full-time legislative staff and full-time employees of each legislative branch agency to complete sexual harassment training once every two calendar years. A nation half-full or half-empty? A July 4 assessment

Candlandโ€™s non-vote on John Marshall Commons raises questions Overcrowded western county schools and roads will take another hit from another new home development, thanks to what appears to have been a purely political and shamefully disingenuous act by Supervisor Peter Candland.โ€ฏโ€ฏ At the public hearing on May 15 for the proposed John Marshall Commons development in Candlandโ€™s district, he voluntarily recused himself from voting on that project, stating he owns a nearby ice cream shop.โ€ฏHe recused himself despite the County Attorney Michelle Robl assuring him he could legally participate in the hearing โ€œafter making proper disclosures.โ€ What happened next was totally predictable: Board Chairman Corey Stewart and Supervisors Marty Nohe, John Jenkins and Maureen Caddigan voted, as usual, to approve the project.โ€ฏ Their votes defeated the attempt by Supervisors Jeanine Lawson, Ruth Anderson and Frank Principi to protect the interests of county residents by voting to deny the projectโ€™s approval. โ€ฏOn the surface, Candlandโ€™s recusal appears to be just a slick, self-centered political move.โ€ฏIn effect, it allowed him to also be a โ€œyesโ€ man for developers and their political campaign contributions without fear of being held accountable by his constituents for actually voting โ€œyesโ€ for the project and its increased traffic and school overcrowding.โ€ฏโ€ฏ But a look beneath the surface of Candlandโ€™s ice cream-related involvement with John Marshall Commons reveals something even more disturbing.โ€ฏโ€ฏMay 15 wasnโ€™t the

first time he had an opportunity to vote on that project.โ€ฏโ€ฏ At a public hearing on March 15, 2016, he voted โ€œyesโ€ to approve a resolution that initiated the process that eventually led to the approval of John Marshall Commons.โ€ฏโ€ฏ Two weeks after his โ€œyesโ€ vote, Candlandโ€™s ice cream business was legally formed, according to the State Corporation Commission.โ€ฏโ€ฏAnd less than three months later, he was selling ice cream from a store on a lot nextdoor to what would become John Marshall Commons.โ€ฏโ€ฏ Details about these events may reveal much more than just the appearance of a conflict of interest.โ€ฏโ€ฏโ€ฏโ€ฏโ€ฏโ€ฏ โ€ฏAs confirmed by the county attorney, Candland didโ€ฏnotโ€ฏhave to recuse himself from the May 15 vote on John Marshall Commons.โ€ฏIf he had voted with Supervisors Lawson, Anderson and Principi to deny approval, there would have been no conflict of interest, since a โ€œnoโ€ vote would have meant fewer potential customers for his ice cream.โ€ฏโ€ฏ Instead, thanks to his critical role in getting that project approved, heโ€™ll sell lots of ice cream to John Marshall Commons residents, for which all his constituents will have to pay a heavy price in terms of more school overcrowding and traffic congestion, whether they visit his store or not.โ€ฏโ€ฏ Western county residents โ€“ especially school-age children and their underpaid teachers โ€“ deserve much better.

Most generations believe the times in which they live in are the worst ever, that things have โ€œnever been this bad before.โ€ And today is no different. The election of President Donald Trump has polarized an already divided nation. Whether we believe that to be true or not, it begs the question: How do you feel about our nation? Our deficit is spiraling, our infrastructure is crumbling, Congress is not doing its job to put country first and to protect the Constitution and the citizens; racism and bigotry still exist and are being disguised as patriotism. I am not feeling pride or proud of the nation we are becoming, and I grieve for it. The results were varied, but there was a thread connecting many of them. Some may agree with the president, some not. Some may take issue with an administrationโ€™s policies or how it comports itself on the world stage. But our collective love of the country โ€“ our admiration for the ideals laid out by our forefathers so many years ago in Philadelphia โ€“ are bigger than any one man, or administration. That is heartening. The founding fathers were dubious about the future of the nation. John Adams, in particular, noted the history of failure of republics. But we still believe, fragile as this great experiment might be, that our nation offers the best hope of a government of, by and for the people. We know in whose hands its future rests and are best reminded of it in the words of Benjamin Franklin, who at the close of the Constitutional Convention in 1787, when asked what they had wrought, replied, โ€œA Republic, if you can keep it.โ€

Reading your front page article featuring Sen. Tim Kaine's interest and visit to Youth For Tomorrow's facility to check on the welfare of the 15 children staying there was quite interesting.โ€ฏ I understand his concern about children separated from their families, however whereโ€ฏwas his concern for the last six years (his entire Senate term) for the unaccompanied children that have been housed at YFT?โ€ฏ The residents of Prince William County have had to absorb many of these children in our schools, which has led to overcrowding.โ€ฏ It is our tax dollars that pay for their education. Samuel Fuller is a typical 17-year-old. A rising junior at Colgan High School in Manassas, Fuller enjoys sports and hanging out with friends. And his sport is definitely called โ€œcycling.โ€ Biking is done for fun. Cyclists are serious. โ€œSome people just go out and ride for fun. Then thereโ€™s others of us who ride to race,โ€ Fuller. He then added, โ€œand to win.โ€ It was 2015 and a 13-year-old Fuller had enough of baseball. Heโ€™d played it most of his life, but found it unsatisfying. Thatโ€™s when dad Terry, himself a former competitive amateur cyclist, introduced Samuel to cycling. โ€œI didnโ€™t like the idea,โ€ Samuel recalled. โ€œHe had to bribe me at first.โ€ Fuller ran in his first official race in March of that year, the Juniors 10-14 Open of the Richmond International Raceway Criterium. He came in 23rd out of 25. But he found something he truly enjoyed. โ€œIt feels refreshing at times,โ€ he said. โ€œSometimes youโ€™re out riding some long miles in the countryside with clean air, and itโ€™s really nice.โ€ Fuller got better. He opened the 2016 season finishing 24th out of 60 at the Jefferson Cup Road Race in Charlottesville. In 2017 he placed in the upper half in seven of 20 events. In 2018, Fuller took 10th out of 64 cyclists in the Tour de Tysons Circuit Race, sixth out of 30 in the Black Hill Circuit Race, and 10th in the twoday, 64-cyclist Meritus Health Tour of Washington County, Md. In 23 races so far this year, Fuller has placed in the top 50 percent 17 times. โ€œItโ€™s fun, but itโ€™s also great to meet new people out at these events,โ€ he said. โ€œIโ€™ve met lots of people around the D.C. metro area whoโ€™ve become

Fullerโ€™s next race is this weekendโ€™s Virginia Road Race Championships in Franklin. really good friends.โ€ Fullerโ€™s best friend might be his trusty bike, a LaPierre Sensium 100. Heโ€™s modified it with lowered handlebars for greater aerodynamics and improved chain and gears for higher performance. Fuller said it takes 12 to 18 months of training and competitions, or about 3,000 miles of hard cycling, to wear out a bike. On training weekends, itโ€™s typical for Fuller to pedal hard over 60 grueling miles, including hills and rough terrain. โ€œI come back exhausted,โ€ he said. Even in the highly individualized sport of cycling, teamwork comes into play. For the 2018 cycling season, Fuller was invited to join the cycling squad with SEAVS Haymarket. With Fuller strategically running interference, 11 of his teammates have crossed the finish line first. Add that to the three wins, five top 10 finishes and 29 top 50 finishes Fuller has earned for himself. Next on Fullerโ€™s racing schedule is the Virginia Road Race Championships, set for July 14 in

Franklin, Va. โ€œItโ€™s a big race because itโ€™s a road race,โ€ said Fuller, who will be joined by two of his SEAVS Haymarket teammates in Franklin. With two years at Colgan before graduation, Fuller is working toward faster times and better results. It could mean a lot for his future. One local man on the pro tour is Joe Dombrowski, 26, of Marshall, who began his biking career as a freshman at Fauquier High. The 2009 FHS graduate dropped out of George Mason University in 2010 to pursue his cycling career and now races in Europe for Cannondale. Fuller has similar aspirations. โ€œIโ€™m working hard to try to go pro,โ€ he said. โ€œIโ€™d like to join a team and get a pro contract. You just have to be really good in all areas. If you win big races, especially when youโ€™re young, people take note.โ€ The competitive fire in Fuller is just starting to heat up. โ€œIf you want to win, how bad will you make yourself hurt?โ€ he said.

Co-op extension offers parenting help

Parenting doesnโ€™t come with a handbook so the Prince William Office of the Virginia Cooperative Extension, or VCE, is offering classes to help parents in all stages of child rearing. โ€ฏExperts leading the Systematic Training for Effective Parenting, or STEP, classes will offer guidance to help people learn parenting techniques for children of all ages, said Rozlyn Giddens, parent education volunteer coordinator for VCE. โ€œOur classes are educational. Theyโ€™re led by professional volunteers,โ€ she said. โ€œMany of them are

retired school teachers. Theyโ€™ve worked in social work, counseling and other areas in the community.โ€ The classes will meet for two hours one night a week for seven weeks to offer tips for parents of children that are different age groups. There are classes for parents of young children between the ages of birth to 5, schoolage children between 6 and 12, and teens 13 and older. Giddens, who volunteered for three years as a facilitator in the program, said parents have questions about child development, communication skills, self-esteem issues and discipline.

โ€œWe deal with discipline. Some parents arenโ€™t sure about how to discipline their kids. Thatโ€™s a challenge that parents want guidance on,โ€ Giddens said. โ€œThey also want to know whatโ€™s realistic to expect from their kids at certain ages and stages. The classes can help parents understand behavior and why our kids do what they do.โ€ The classes also touch on external influences that can negatively affect children. โ€œOur kids are exposed to so much more, so much younger,โ€ Giddens said. โ€œWe want to capitalize on the needs of children that parents are hopefully sensing.โ€ Upcoming classes include a class for parents of school-age children between July 10 and Aug. 21 at the Dr. A.J. Ferlazzo Building, 15941 Donald Curtis Drive, Woodbridge. A class for parents of young children is running now through July 31 at

BadWolf Brewing Company returns to its roots BadWolf Brewing Company, the first brewery in Prince William County and Manassas has stepped into what owners Jeremy and Sarah Meyers are calling the โ€œthird era.โ€ Theyโ€™ve consolidated to their original home on Center Street in Manassas. The breweryโ€™s first era began when they opened their doors at that location, 9776 Center St., on June 19, 2013. They launched a second era when they opened a second location at 8420 Kao Circle in August of 2015. By the end of 2017, however, the Meyers decided to go โ€œback to their roots to focus on their family of two kids, three cats, nine spiders and a dog to make excellent small batch craft beer,โ€ according to a press release the Meyers issued this week. That also means a return to their original, smaller location and their specialty: small-batch brews. โ€œThese batches are so small, they are likely the smallest batches brewed commercially in Northern Virginia, just 40 gallons at a time,โ€

the press release said. The Meyers describe their digs as โ€œa cozy nano-sized brew parlorโ€ that seats 20 people with six beers on tap and โ€œa smatteringโ€ of bottle offerings. Free popcorn is available to cleanse the palate. What do they plan to serve next? โ€œWe have our legendary belgian strong dark, The Oncoming Storm, in tank and should be ready in three weeks,โ€ Jeremy Meyers said. โ€œAlso, a cardamom grisette coming in a week or two. You can expect to see a variety of IPAs, pale ales, belgian style ales and sour beers coming soon. Really for us, any style of beer is fair game.โ€ BadWolf is known for switching up the taps each week and are open to ideas. PUR-2018-00086 โ€ขVirginia Electric and Power Company d/b/a Dominion Energy Virginia ("Dominion") has applied for approval to revise its rate adjustment clause, Rider S. โ€ขDominion requests a total revenue requirement of $219.966 million for its 2019 Rider S. โ€ขA Hearing Examiner appointed by the Commission will hear the case on December 5, 2018, at 10 a.m. โ€ขFurther information about this case is available on the State Corporation Commission's website at: http://www.scc.virginia.gov/case. On June 1, 2018, Virginia Electric and Power Company d/b/a Dominion Energy Virginia ("Dominion" or "Company"), pursuant to ยง 56-585.1 A 6 of the Code of Virginia ("Code"), filed with the State Corporation Commission ("Commission") an annual update of the Company's rate adjustment clause, Rider S ("Application"). Through its Application, the Company seeks to recover costs associated with the Virginia City Hybrid Energy Center ("VCHEC" or "Project"), a 600 megawatt nominal coal fueled generating plant and associated transmission interconnection facilities located in Wise County, Virginia. In Case No. PUE-2007-00066, the Commission approved Dominion's construction and operation of VCHEC and also approved a rate adjustment clause, designated Rider S, for Dominion to recover costs associated with the development of the Project. VCITEC became fully operational in 2012. In this proceeding, Dominion has asked the Commission to approve Rider S for the rate year beginning April 1, 2019, and ending March 31, 2020 ("2019 Rate Year"). The two components of the proposed total revenue requirement for the 2019 Rate Year are the Projected Cost Recovery Factor and the Actual Cost True-Up Factor. The Company is requesting a Projected Cost Recovery Factor revenue requirement of $208,664,000 and an Actual Cost True-Up Factor revenue requirement of $11,302,000. Thus, the Company is requesting a total revenue requirement of $219,966,000 for service rendered during the 2019 Rate Year. For purposes of calculating the Projected Cost Recovery Factor in this case, Dominion utilized a rate of return on common equity ("ROE") of 10.2%, which comprises a general ROE of 9.2% approved by the Commission in its Final Order in Case No. PUR 2017-00038, plus a 100 basis point enhanced return applicable to a conventional coal generating station as described in Code ยง 56-585.1 A 6. For purposes of calculating the Actual Cost True-Up Factor, the Company utilized an ROE of 10.6% for the months of January 2017 through March 2017, which comprises the general ROE of 9.6% approved by the Commission in its Final Order in Case No. PUE-2015-00060, plus the 100 basis point enhanced return; an ROE of 10.4% for the period of April 1, 2017, through November 28, 2017, which comprises the general ROE of 9.4% approved by the Commission in its Order in Case No. PUE 2016-00062, plus the 100 basis point enhanced return; and an ROE of 10.2% for the period of November 29, 2017, through December 31, 2017, which comprises the general ROE of 9.2% approved by the Commission in its 2017 ROE Order, plus the 100 basis point enhanced return. If the proposed Rider S for the 2019 Rate Year is approved, the impact on customer bills would depend on the customer's rate schedule and usage. According to Dominion, implementation of its proposed Rider S on April 1, 2019, would increase the bill of a residential customer using 1,000 kilowatt hours per month by approximately $0.18. The Company proposes a change in the methodology for the calculation of a certain allocation factor beginning in 2018 to recognize the output of certain non-utility generators to be used to allocate cost responsibility to the Virginia jurisdiction. In addition, with the exception of the removal of certain Federal and retail choice customers from the Virginia Jurisdiction, the Company indicates it has calculated the proposed Rider S rates in accordance with the same methodology as used for rates approved by the Commission in the most recent Rider S proceeding, Case No. PUR-2017-00073. Interested persons are encouraged to review the Application and supporting documents for the details of these and other proposals. TAKE NOTICE that the Commission may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Application and supporting documents and thus may adopt rates that differ from those appearing in the Company's Application and supporting documents. The Commission entered an Order for Notice and Hearing that, among other things, scheduled a public hearing on December 5, 2018, at 10 a.m., in the Commission's second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive testimony from members of the public and evidence related to the Application from the Company, any respondents, and the Commission's Staff. Any person desiring to testify as a public witness at this hearing should appear fifteen (15) minutes prior to the starting time of the hearing and contact the Commission's Bailiff. The public version of the Company's Application, as well as the Commission's Order for Notice and Hearing, are available for public inspection during regular business hours at each of the Company's business offices in the Commonwealth of Virginia. Copies also may be obtained by submitting a written request to counsel for the Company, Lisa S. Booth, Esquire, Dominion Energy Services, Inc., 120 Tredegar Street, Richmond, Virginia 23219. The Prince William County school division is again considering an existing park as a possible home for a new elementary school. The school division caused a stir in early 2016 when it proposed building a new elementary school on existing parkland adjacent to the Chinn Aquatics and Fitness Center in Lake Ridge. Following an outcry from local residents, the school division shifted the school site to privately owned land in the same area along Prince William Parkway. That school is now under construction and will become the countyโ€™s 61st elementary school when it opens in fall 2019. The ever-growing school division remains in

Potomac Nationals fans say theyโ€™re sad and disappointed but not necessarily surprised by recent news that Prince Williamโ€™s hometown minor league baseball team could be moving to a proposed new stadium in Fredericksburg. Perhaps Meghan Phillips, who was among the crowd at the teamโ€™s July 4 game against the Salem Red Sox, summed it up best. Said the 20-year-old Bristow resident: โ€œWeโ€™re a little bummed about that.โ€ Or maybe it was David Slezak, who lives in Woodbridge. โ€œItโ€™s sad,โ€ he said. Slezak said the team contributed to the county having a small-town feel despite it being a bustling suburb of Washington, D.C. Now, part of that small-town feel could be gone. Jack Clifford, 68, lives within walking distance of the P-Nats home field, G. Richard Pfitzner Stadium, and said he enjoys watching the team play. โ€œItโ€™s a nice night out to walk across the street and go to the game,โ€ he said.
