Nohe: State funding likely for Va. 28 bypass By Jill Palermo

It won’t be official for a few more weeks, but additional state funding is likely coming to move forward with plans to construct a $190 million bypass for one of Northern Virginia’s most congested roadways: Va. 28 through Manassas. A project to build a bypass to Va. 28 by extending Godwin Drive has become the “preferred alternative” for getting traffic moving again on the 3.5-mile stretch of roadway between Liberia Avenue and the Fairfax County line. That’s where traffic routinely slows to just 6 miles an

hour during the morning and late-afternoon rush hours. In back-to-back studies that began in 2014, transportation planners identified possible fixes for the road, ranging from widening the highway from four to six lanes or by extending Godwin Drive, which currently ends at Sudley Road, or Va. 234 Business, just east of the Manassas Mall. The latter option proved the cheapest at an estimated $190 million. The bypass is envisioned to cut through about 4 miles of mostly undeveloped land behind West Gate and West Gate of Lomond neighborhoods and along Flat Branch

creek, a tributary of Bull Run. The road would then cross over Bull Run on a new bridge and rejoin Va. 28 at the other side of the Fairfax County line. The project is among more than 60 vying for about $2.5 billion in regional tax revenue to be doled out by the Northern Virginia Transportation Authority for projects over the next six years. The NVTA is in the process of choosing projects for 2018 through 2024, which will be finalized June 14. The NVTA is made up of elected officials from nine Northern Virginia jurisdictions, including

Shuttered for a decade, lakeside restaurant returns to Tackett’s Mill

With its “crown jewel” restaurant on its lakeside ready to reopen, Tackett’s Mill is back in business. Tackett’s Mill Center, located at the gateway of Lake Ridge at Old Bridge and Minnieville roads, was one of Prince William County’s earliest commercial and residential hubs. The center is known for its two large ponds, quaint covered bridge and Williamsburg-style townhomes and office buildings. It got its start in 1983 when the working remains of the historic Tackett’s Mill grist mill, originally located in Stafford County, were moved to Prince William by Ridge Development Corporation, which had a vision for the then-undeveloped 60 acres of land south of the Occoquan Reservoir.

Proposed 24-hour shift for paid firefighters has volunteers worried Volunteers question their role if paid staff work around the clock By Jonathan Hunley Times Staff Writer

A planned switch to 24-hour work shifts for Prince William’s paid firefighters would kill the county’s volunteer first-responder ranks, a volunteer assistant fire chief said this week. Steve Chappell, assistant chief of human resources for the Dale City Volunteer Fire Department, made the comment during and after a May 17 panel discussion hosted by the Prince William Committee of 100 called, “What does the future of our combined fire and rescue force in Prince William County look like?” Right now, paid, or career, firefighters work at fire stations from 6 a.m. to 6 p.m., Monday through Friday, and volunteers cover nights, weekends and holidays. But a plan to boost retention of paid staff would change their employment schedule from 12-hour days and 48-hour work weeks to 24-hour shifts and 56-hour work weeks. That plan, to begin July 1, 2019, would mean volunteers wouldn’t have much incentive to donate their time because paid staff would be working during what used to be hours reserved for them, Chappell said. Or, as he asked the crowd of more than 30 at the Wyndham Garden Hotel in the Manassas area: “What are the volunteers going to do? Career staff will be there.” Volunteers need a “meaningful task” to

Police arrest Manassas teen in fatal stabbing Police arrested and charged a 16-year-old Manassas boy with second-degree murder Wednesday, May 16, in connection with a fatal stabbing earlier that morning in the Yorkshire area. According to Prince William County police, the teen met two men, both from Sterling, on the 7500 block of Prince Cole Court, to conduct “a transaction” sometime before 5 a.m. on May 16. The area is in an apartment complex off Parkland Street near its intersection with Old Centreville Road. Police were called to investigate and found the two victims, ages 18 and 20, suffering from stab wounds, the press release said. The older victim was stabbed multiple times to the upper body and later died from his injuries. The second victim, 18, was stabbed to the lower body but is expected to survive, according to a police department press release. Police identified the deceased man as Herbert Martinez III, 20, of Sterling. The other man was not identified. Detectives from the Prince William County Police Department’s Homicide Unit identified the 16-year-old as a suspect in the case and detained him Wednesday evening without incident. No other suspects are being sought in this case. Police are not identifying the teen because he is a juvenile. He is being held at the Prince William County juvenile detention facility.

Armed robbery at Dumfries gas station Police responded early Friday morning to a Shell service station at 3186 River Heritage Blvd. in Dumfries in response to an armed robbery. An employee reported an unknown man shattered a glass door with a large rock, entered the business and demanded money. The suspect took an undisclosed amount of money before fleeing on foot. No injuries were reported. A police K-9 searched for the suspect who was not located, according to a Prince William police department press release. The suspect is described as a black male, between 20 and 30 years old, 5 feet, 9 inches to 6 feet, 2 inches tall, with a thin build and crewcut short hair, wearing a white shirt over his face, gray sweatshirt, blue jeans, and gray shoes.

Lakeside restaurant returns to Tackett’s Mill TACKETT’S MILL, from Page 1 In the decades since Tackett’s Mill first opened, its board of directors and a Lake Ridge-area civic association have kept a close eye on the center’s continued development. But the 2008 Great Recession was particularly tough on Tackett’s Mill, as many former tenants, particularly financial firms, closed up shop, said Nancy Kyme, secretary and treasurer of the Tackett’s Mill Center Board of Directors. With government cutbacks and other factors, “We lost a lot of tenants,” she said. As the economy has bounced back, so has Tackett’s Mill. Spaces are refilling with other kinds of tenants, Kyme said. “Now the trend we are seeing is services – things you need to leave your house for – to look for a bridal dress, to get their hair done, to go to work out at a gym,” she said. “We are back pretty much in that courtyard (on the lake),” Kyme said. With the restaurant going in, Tackett’s Mill is just about fully leased.” And the return of a restaurant to the space beside the old mill on the lakeside is a welcome addition.

First dates and family outings

The lakeside restaurant holds memories for many. It was the scene of countless first

dates, pizza nights and so many family celebrations. Those are among the stories that have been shared with Christine Lal, who is running the new Lakeside Café and Grill slated to open soon. “The old timers have a lot of memories here,” Lal said. “The legacy is continuing. We hope to add some beautiful stories.” Lakeside Café and Grill has been holding “soft opening” events, inviting teachers, police officers, firefighters and civic groups to dine in the restaurant before its grand opening. It should be soon – once the restaurant gets its ABC license. “I can tell you it is great to see that space being used again – it is such a lovely location. Bright and airy, and overlooking the pond and fountain,” said Betty Dean, who attended a Lake Ridge Rotary Club event at the reopened restaurant. “We are trying to get everyone in slowly because we want the feedback,” said Tyler Ruby, bar manager. The community seems to approve. About 180 people came out for Lakeside’s Mother’s Day brunch. “It was overwhelming,” Lal said. “This place is very special. It’s been here a long time,” Lal said. A number of different and varied restaurants have occupied the space since Tackett’s Mill first opened. Among them were Brady’s Pub, Geovanni’s, Tina’s Lakeside, Water’s

Edge, Charlie Brown’s, PW’s Eatery and, lastly, Georgetown Caterers, which held events such as wedding receptions in the space from 2003 to 2008. They included an upscale restaurant, a lounge, a sushi bar, an Italian restaurant and a full-service family restaurant. When Gloria and Tyler Rouse of Georgetown Caterers retired and moved out of the restaurant, the space remained vacant -- until now.

Empty for a decade

Tackett’s Mill had been approached by as many as nine businesses that wanted to rent the restaurant over the past decade. All wanted to put in a nightclub and make their money from alcohol sales. “The board of directors decided they would rather have it be empty than have a nightclub with a bouncer, loud music and late hours,” Kyme said. “They wanted full fare -- breakfast, lunch and dinner,” Kyme said. One of the previous tenants, PW’s Eatery, was that kind of a restaurant, and it worked well with the community. “It was the successful combination of a bakery, American food, kind of a diner. They had huge crowds. Everybody loved it,” Kyme said. “People told us, that’s what they wanted in there – a family-friendly restaurant when they would feel comfortable meeting a friend for dessert.” Giving a lease to Lakeside Café and Grill was an easy decision. “They love it like we do. They loved the ambiance of the mill and the lake,” Kyme said. “It pulled at their heart strings.” The café occupies the front of the restaurant. It will open at 6 a.m. and will serve specialty coffees as well as sandwiches and ice cream. Lal describes it as a deli. The centerpiece of the restaurant is a very long and heavy table made out of 200-year-old wood from Indonesia – a space for large parties and more. Lal envisions wine and beer tastings there. The food is American cuisine – salads, sandwiches, dinner and desserts – and will serve brunch on weekends. Lal said since she and the owner are Korean, they are thinking of adding Korean barbeque in the bar area. Over the last six months, the space has been renovated with new paint inside and out, a new bar, new lighting, wall covers and art. But they also kept a lot of the things in the restaurant just the same, things they believe give it charm. “We kept the good parts,” Lal said. “We just upgraded.” “I want people to come over, not just for a meal but to enjoy the atmosphere, enjoy the view and have a good time,” Lal said. “We’ve always known the restaurant is Tackett’s Mill’s crown jewel,” Kyme said. History of the mill Tackett’s Mill was settled as part of the Tackett – originally Tacquette – land grant and was one of the earliest mills built to serve the Huguenot populace that settled in the area now known as Stafford County in the late 1600s. The Tackett name was an Anglicized version of the French name Tacquette, according to a history of Tackett’s Mill Center printed on its website. The original land grant included a grist mill, a saw mill and a textile manufacturing mill, as well as a school for girls and a store. The shop was the only one serving the area until the middle of the 19th century. This mill was considered the “center of the universe” for locals in late 1700s and through the 1800s, the website states. In July 1983, the working remains of the grist mill were moved to Prince William County. “On wooded and undulating acres,” on the south side of the Occoquan Reservoir and west of Interstate 95, Ridge Development Corp., a subsidiary of Weaver Bros., envisioned a 60-acre retail, office and residential village at the entrance of Lake Ridge, the website states. The workings of the old grist mill are now housed inside a reconstructed mill stylized to recall its 18th-century construction, which is located on the lakeside of the current Tackett’s Mill Center.

Construction would come later, possibly beginning in 2021. The bypass is expected to take three years to build, which could have it open in 2024 or 2025. Nohe, who is up for re-election in 2019, said fixing Va. 28 is not only a practical necessity but also political goal for nearly every elected official in Prince William County. State Del. Danica Roem, who also attended the meeting, famously made the dysfunctional highway the center of her 2017 campaign for state office. “If we’re not aggressively funding this project … I don’t deserve another term because this is the thing that affects more people’s lives in my district than anything else,” Nohe said. Nohe said he expects the project will get an additional $80 million

Despite some concern about school overcrowding, the Prince William Board of County Supervisors narrowly approved a rezoning Tuesday that will add 144 new townhomes in a 28acre development near Haymarket. The proposed new community, dubbed John Marshall Commons, would include 50 units restricted to residents aged 55 and older. It will be located at a site between Interstate 66 and Va. 55, next to Tyler Elementary School. It’s envisioned as a “mixed-use village” with the townhouses on either side of an existing commercial development. Amenities would include a clubhouse, swimming pool, tot lots and a park. A roundabout also would be constructed on Va. 55. The rezoning took the zoning classifications from “agricultural” and “industrial” to “village.” The project has been in the works since 2012 and has seen several dif-

Va. 28 to be widened in Fairfax first

Va. 28 is slated to benefit more immediately from a project to widen the road from four lanes to six or eight lanes in Fairfax County. Intersections in Fairfax County will also get grade-separated upgrades at Braddock Road and at Interstate 66, both of which will improve traffic flow. Those projects are slated to start as early as 2019 or 2020. One downside of the Godwin Drive extension is that it will require “total takes” of some private homes, but it’s not known yet how many properties will be affected or exactly where. That level of planning has not yet occurred. Roem said she is now most concerned about limiting the road’s ef-

Board Vice Chairman Marty Nohe, R-Coles, said the board should approve the current plan because future proposals might not be as good and would not include the nearly $5 million in monetary contributions — including $1.7 million for the school division — that this one pledges to the county. That’s true because the application was submitted prior to July 1, 2016, which is when the new state proffer law went into effect. The law significantly restricts localities’ ability to ask residential developers for financial contributions to mitigate the impacts of new residents. OBITUARIES Elsa Mae Spasoff Elsa Mae Spasoff, age 85 of Warrenton, VA died at her home on May 12, 2018 surrounded by her family. She was born on May 10, 1933 to the late Albert Volz and Elsie Volz in St. Louis, Missouri. Elsa was preceded in death by her husband, the late Richard Spasoff. She was a beloved mother and grandmother. Her loving presence and especially her sense of humor will be greatly missed. She is survived by her two children, Rich Kancho Spasoff and Fran Maurelli and her three grandchildren, Shane Maurelli, Pierce Maurelli and Kylee Spasoff. A “Celebration of Life” gathering will be held on Saturday, May 26th in Warrenton at her daughter’s residence.

Eleanor Caton Younger May 15, 1934 – May 1, 2018 Sarasota, FL Eleanor Caton Younger, 83, was born May 15, 1934 in Prince William County, VA, to Charles Ford Caton and Gertrude Collins Caton. In 1952 she graduated from Osbourn High School, in Manassas, VA. Eleanor was married to Thomas Logan Younger, Jr. from 1957 until his death in 1988. She moved to Sarasota, FL, in 1990. Eleanor was predeceased by her sister Mildred Treadaway and nephew William C. English. She is survived by sons, Charles Lynch Younger (Kevin) of Myakka City, FL, Thomas L. Younger (Carol) of Bradenton, FL, two grandsons, Jeff and Greg Younger, one great-grandson, and niece Barbara English of Alexandria, VA. Her ashes will be interred at Sudley Church in Catharpin, VA, at a later date.

Doris Barsale Tchakirides Doris Barsale Tchakirides, age 94, passed away on May 15, 2018. She was the daughter of Louis Barsale and Louise Elizabeth Gould Barsale. Doris is predeceased by her husband William Tchakirides and her son, William Louis Tchakirides. Doris was born in Waterbury, CT on November 6, 1923. She lived most of her life in her beloved Connecticut. She was a member of St. James Episcopal Church in Farmington, and an active participant in the afternoon guild. She was also active in the Tunxis Senior Center and served as their president. A lifelong Yankee fan and a season ticket holder for the Hartford Whalers, she was particularly excited about the Yankees’ promising 2018 season and at 94 years young watched every Yankee game on MLB! In 2001 Doris moved to Virginia to be closer to her daughter. She lived at The Oaks of Wellington in Manassas for 14 years until moving to Tribute at Heritage Village when it opened in 2016. She was very active in the Manassas Senior Center, particularly the acting group as well as being a key participant in planning and running the Annual Holiday Bazaar. She also became a member of Trinity Episcopal Church in Manassas and attended services regularly until she was no longer able to drive. Survived by her daughter, Ellen Tchakirides Gerhard, son-in-law, Jeff Joseph Lychwick, and daughter-in-law, Ellen Smith Tchakirides, five grandchildren and 10 great grandchildren. A Memorial Service will be held on Monday, May 21, 2018 at Trinity Episcopal Church, 9325 West Street, Manassas, VA at 2:00 PM. It’s not every day that you get to team up with a U.S. senator. But that’s exactly what some Forest Park High School students are doing to help schools in other parts of the state. The senator is U.S. Sen. Mark Warner, D-Va., and he recently obtained 25 surplus Senate computers through the federal Computers for Schools Program. That’s a national effort, sponsored by the Senate and administered by the Senate sergeant at arms, which allows him to select five schools every two years to receive surplus computers. But the computers needed refurbishing, so Warner routed them through the Virginia Student Training and Refurbishment Program at Forest Park. Virginia STAR, as it’s known, is

a statewide program in which students get hands-on experience renovating donated computers that are then distributed for free to schools, families, churches, community organizations and the like. “The Virginia STAR program demonstrates not only technology in education but also the act of giving back to the community,” said Prince William County schools Superintendent Steven Walts. The program, coordinated through the Prince William schools’ SPARK Education Foundation, gets computers from government agencies and private entities, and then the students learn how to clean hardware, replace missing or broken parts, install operating systems and software, and more, earning industry-standard certifications along the way.

Do you hear Yanny or Laurel? A short audio clip posted online has created a divide among listeners as to whether they are hearing the word “Yanny” or “Laurel.” So why can’t people listening to the same thing agree on what they hear? It may come down to whether you are a high-frequency or low-frequency listener. Someone better at picking up higher registers may hear “Yanny” while someone better at lower frequencies may hear “Laurel.” “I hear Yanny,” said Dr. Catie Chalmers, an audiologist at Fauquier Ear, Nose and Throat in Warrenton. She explained how the auditory pathway carries sound from the ear to the brain. Factors such as tinnitus – a ringing in the ears – and medications can influence what comes down that pike and how the brain interprets the sound. Attentiveness

plays a role too, Chalmers said. “I may say something and they hear something else,” Chalmers said of people she interacts with. Dr. Diane Badua, of the Auditory and Hearing Aid Center in Gainesville, said age influences hearing just as it does many other things. We lose some of our ability to hear higher frequencies as we get older. The quality of the recording makes a difference, too. “I listened to it on different devices. Some of [the difference in interpretation] is just [due to] the quality of the recording. But why would two people sitting in front of the same device hear something different? It’s the frequency resolution and whether someone is better with higher frequencies. Nohe and Stewart voted for the project, along with Supervisors Maureen Caddigan, R-Potomac, and John Jenkins, D-Neabsco. Supervisors Jeanine Lawson, R-Brentsville; Ruth Anderson, R-Occoquan; and Frank Principi, D-Woodbridge, voted against it. Lawson said she had a few concerns about the project. “But my biggest concern is the

school capacity,” she said. The new development is expected to generate 17 high school students for Battlefield High School, which is already 888 students overcapacity this school year. Battlefield’s enrollment stood at 2,941 students last Sept. 30, the date the official 2017-18 enrollment was taken. Battlefield High School was designed for 2,053 students. The other two schools directly impacted by the new development, Tyler Elementary and Bull Run Middle, are both under capacity at 90 percent and 94.6 percent capacity, respectively.

The new development is projected to add 28 elementary-school-age students and 14 middle-school students. Tyler Elementary currently has room for 56 students, while Bull Run Middle has about 65 empty slots. Three people spoke at a public hearing on the project. Two were in favor of it, and one was opposed. Supervisor Pete Candland, R-Gainesville, who represents the project area, recused himself from the discussion and the vote because he owns a nearby business. On May 1, 2018, Virginia Electric and Power Company (“Dominion” or “Company”) filed with the State Corporation Commission (“Commission”) the Company’s Integrated Resource Plan (“IRP”) pursuant to § 56-599 of the Code of Virginia (“Code”). An IRP, as defined by § 56-597 of the Code, is “a document developed by an electric utility that provides a forecast of its load obligations and a plan to meet those obligations by supply side and demand side resources over the ensuing 15 years to promote reasonable prices, reliable service, energy independence, and environmental responsibility.” Pursuant to § 56-599 C of the Code, the Commission determines whether an IRP is reasonable and in the public interest. Dominion states that it serves approximately 2.5 million electric customers in Virginia and North Carolina and that the Company’s combined service territory in these two states covers approximately 30,000 square miles. As indicated in its IRP, Dominion is a member of PJM Interconnection, L.L.C. (“PJM”), a regional transmission organization in the Mid-Atlantic region of the United States. The Company states that the IRP was prepared for its service territories in Virginia and North Carolina, which are both within the PJM region. According to the Company, the IRP encompasses the 15-year planning period from 2019 to 2033 and is based on the Company’s current assumptions regarding load growth, commodity prices, economic conditions, environmental regulations, construction and equipment costs, demand-side management programs, and many other regulatory and market developments that may occur in the future. Dominion states in its filing that the Company’s objective in developing the IRP was to identify the mix of resources necessary to meet future energy and capacity requirements in an efficient and reliable manner at the lowest reasonable cost while considering future uncertainties. Section 56-599 of the Code requires, among other things, that an IRP evaluate: (i) the effect of current and pending environmental regulations upon the continued operation of existing electric generation facilities or options for construction of new electric generation facilities; and (ii) the most cost-effective means of complying with current and pending environmental regulations. With respect to the regulation of carbon dioxide emissions from electric generation by the federal Environmental Protection Agency (“EPA”), the IRP recognizes that the EPA published a proposal in October 2017 to repeal the Clean Power Plan (“CPP”) and that in December 2017, the EPA issued an advanced notice of proposed rulemaking to solicit input on whether it should proceed with a replacement rule. The Company asserts that it no longer believes the CPP to be a “current” or “pending” regulation; however, the Company includes a build plan under the CPP and the resulting net present value analysis in the 2018 IRP. The Company states it has also assessed a generic federal carbon program in the 2018 IRP. The Commission entered an Order for Notice and Hearing in this case that, among other things, scheduled a public hearing at 1 p.m. on September 24, 2018, in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive the testimony of public witnesses. Although Battlefield recovered smartly to advance to the Class 6 State finals last year, coach Nate Nemerov said this year’s Cedar Run title was quite an accomplishment considering all the players lost to graduation. “We have had a lot of turnover,” said Nemerow. “In some cases there are guys that could recall and remember that day last year. But we have a lot of new guys so in that sense there are a lot of guys that have never tasted it before.” On May 17, 2017, Osbourn hoisted the hardware on its home field in a 3-2 overtime win over the Bobcats to claim its first championship since 2009. On May 17, 2018, it was Battlefield rightfully celebrating after two cracks at Osbourn in the regular season resulted in ties. The first 40 minutes on Thursday left the teams deadlocked at 0-0. The Bobcats started to up the pressure late in the first half but failed to find the back of the net. Battlefield carried the momentum into the second half and struck three minutes in when senior Brandon Quinn launched a cross that found Liam Lovell near the edge of the box. Lovell applied a graceful touch out of midair to beat Osbourn goalkeeper Diego Villatoro on a volley to the back corner of the net. “I came in on the right and started getting some chances through the middle,” Lovell said. “I got a good

In the 53rd minute Battlefield earned what seemed to be a non-threatening free kick right across the midfield line.

The spot quickly became threatening when Shane Curtis played a perfect ball into the box. Senior midfielder Opare Asihene was able to surge to the ball and play it across the goal mouth to Quinn, who buried the shot into the open net. “The ball came in on the free kick and I saw it go into a group of people,” Quinn said. “The next thing you know it comes off of OP’s [Asihene] foot and it was right there in front of the goal for me to put away. The top-seeded Patriot Pioneers girls soccer team rolled into the regional playoffs with their undefeated record intact after a 3-1 win over Battlefield in the Cedar Run District tournament final. The Pioneers (17-0) scored two minutes in on Helena Spencer’s goal, with Chloe Olson making it 2-0 on an assist from Abbey Duncan. Battlefield responded to make it 2-1 at halftime. Hailey Price made it 3-1 early in the second half as the Pioneers completed their first sweep of regular season and tournament titles since the school opened in 2011. Battlefield hosted Oakton in Tuesday’s Class 6A Region D first round, while Patriot earned a bye and plays in the second round Thursday against the McLean-Centreville winner.

Forest Park’s Robbie Stoss came up with the game’s clutch hit on Monday to defeat Potomac 5-3 and win the Cardinal District tournament final. Stoss (1-for-4, RBI, run) broke a 3-3 tie in the top of the seventh inning by doubling in the go-ahead run. The second-seeded Bruins (12-11) scored four runs in the final frame to rally and take the lead. Forest Park runs were batted in by Stoss, Dominik Proctor (1-for3, RBI), Jason Owen (2-for-4, RBI) and Tommy Wells (1-for-3, RBI). The Bruins totaled eight hits on the night compared to Potomac’s nine. Forest Park fell down early by giving up three runs in the first inning before settling down and scoring all of its runs in the final two innings. Wells got the start for Forest Park and pitched four innings, giving up three runs and recording four strikeouts. Jason Owen got three innings of relief to earn the win by keeping top-seeded Potomac (17-4) off the board and fanning two.

Villatoro made 10 saves. “Their goalkeeper is an exceptional player,” Nemerow said. “We knew it would take special goals to get in. One way to mitigate a really quality keeper is to get point blank shots on goal.” Battlefield has fought the injury bug all season long and it has forced the Bobcats to adopt a multi-faceted offensive approach. The Bobcats are still without leading scorer Ryan Powell, who has missed six games with an injury and

was averaging one goal per game before going down. Despite the injuries, Battlefield won the regular season title and the tournament championship for the first time since 2016. The Bobcats earned a bye in the first round of the regional tournament and are hoping that this year’s win in the district championship will propel them just as far as last year’s loss did when the Bobcats made the state final, losing to Langley, 6-2. “It’s that classic cliché of one game at a time,” Nemerow said of this year’s postseason. “We aren’t counting any chickens before they hatch. We will be looking at the playoffs with big eyes. Our potential opponent will be determined by a game on Tuesday so hopefully we will get a favorable matchup.”

It won’t be official for a few more weeks, but additional state funding is likely coming to move forward with plans to construct a $190 million bypass for one of Northern Virginia’s most congested roadways: Va. 28 through Manassas. A project to build a bypass to Va. 28 by extending Godwin Drive has become the “preferred alternative” for getting traffic moving again on the 3.5-mile stretch of roadway between Liberia Avenue and the Fairfax County line. That’s where traffic routinely slows to just 6 miles an

hour during the morning and late-afternoon rush hours. In back-to-back studies that began in 2014, transportation planners identified possible fixes for the road, ranging from widening the highway from four to six lanes or by extending Godwin Drive, which currently ends at Sudley Road, or Va. 234 Business, just east of the Manassas Mall. The latter option proved the cheapest at an estimated $190 million. The bypass is envisioned to cut through about 4 miles of mostly undeveloped land behind West Gate and West Gate of Lomond neighborhoods and along Flat Branch

creek, a tributary of Bull Run. The road would then cross over Bull Run on a new bridge and rejoin Va. 28 at the other side of the Fairfax County line. The project is among more than 60 vying for about $2.5 billion in regional tax revenue to be doled out by the Northern Virginia Transportation Authority for projects over the next six years. The NVTA is in the process of choosing projects for 2018 through 2024, which will be finalized June 14. The NVTA is made up of elected officials from nine Northern Virginia jurisdictions, including

Shuttered for a decade, lakeside restaurant returns to Tackett’s Mill

With its “crown jewel” restaurant on its lakeside ready to reopen, Tackett’s Mill is back in business. Tackett’s Mill Center, located at the gateway of Lake Ridge at Old Bridge and Minnieville roads, was one of Prince William County’s earliest commercial and residential hubs. The center is known for its two large ponds, quaint covered bridge and Williamsburg-style townhomes and office buildings. It got its start in 1983 when the working remains of the historic Tackett’s Mill grist mill, originally located in Stafford County, were moved to Prince William by Ridge Development Corporation, which had a vision for the then-undeveloped 60 acres of land south of the Occoquan Reservoir.
