An historic win for Vangie Williams in the 1st District By Jill Palermo

Vangie Williams, a federal contractor from tiny King George County, won a historic victory Tuesday, becoming the first African-American woman to ever secure the Democratic Partyโ€™s nomination in Virginiaโ€™s 1st District. Williams, a 49-year-old federal contractor and a mother of six, will become the first woman of color elected to Congress from Virginia if she beats her Republican opponent, incumbent U.S. Rep. Rob Wittman in November. State Sen. Louise Lucas was the first black woman to run for Congress from Virginia in 2001, according to Williamsโ€™ campaign. Williams came from the smallest

county of her three opponents and therefore was considered less likely to win. Reached at her campaign party in Fredericksburg Tuesday night, Williams said she was surprised but also overjoyed with the victory. She won by nearly 2,000 votes over second-place Edwin Santana, a former U.S. Marine who was a favorite in Prince William County. Santana won Prince William by 800 votes, but it was not enough to keep Williams from winning the sprawling district, which stretches from Nokesville to Hampton Roads. Williams garnered 11,001 votes, or 39.9 percent of the total. Santana received 9,020 votes, or 32.7 percent. John Suddarth, a Prince William native

who lives in Hanover County, came in third with 7,546 votes or 27 percent. โ€œThey kept telling us we had the numbers, but no way did we think the win would be that big,โ€ Williams said. She gave credit to her volunteers โ€“ whom she affectionately calls her โ€œVangelinasโ€ and โ€œVangelinosโ€ โ€“ whom she said knocked on more than 10,000 doors and reached voters in places sometime overlooked by political campaigns. โ€œWe went to churches, we went to nursing homes and we also talked to Republicans,โ€ Williams said of her campaignโ€™s effort to reach voters. โ€œAnd they donated and supported our campaign,โ€ she added of her Republican supporters. It was close, but the third time was the charm for Corey Stewart. After unsuccessfully seeking the GOP nomination for lieutenant governor in 2013, and the party nod for governor last year, Stewart has won a statewide primary. He collected the Republican nomination for U.S. Senate with 44.78 percent of the vote Tuesday night, according to unofficial results. With 97.51 percent of the vote reported, Stewart bested Culpeper Del. Nick Freitas, R-30th, who took 43.15 percent of the vote and E.W. Jackson, a minister from Chesapeake, who had 12.07 percent. Now Stewart, the chairman of the Prince William Board of Supervisors since 2006, will take on U.S. Sen Tim Kaine, a Democrat, in November. At his election night party at the Electric Palm in Woodbridge, Stewart promised to unite the coalition that elected President Trump in 2016. โ€œWe will win working men and women across the state. Missing Nokesville teen found dead in wooded area near home A body discovered Tuesday, June 5, near Glenkirk Road in Nokesville has been identified as that of Palmer Marsh, a 16-year-old who had been missing since May 2. The remains were discovered in a wooded area, near the 14800 block of Glenkirk Road in Nokesville, during a search for Marsh, whose disappearance was first reported to police

One Prince William teen dead, 4 injured in Lorton crash The Prince William County teen killed in a one-car wreck in Lorton Friday morning was not the 14-yearold driver but rather one of the four 15-year-old passengers in the Nissan Maxima that struck a tree and flipped over on Furnace Road, according to Fairfax County police. Initial reports said the 14-yearold unlicensed driver, a resident of Prince William County, had been killed in the crash, but that was not correct, Fairfax police said Saturday. An updated report about the crash released by police Saturday said the initial report was wrong and that the 14-year-old driver was treated and released from an area hospital. Two other 15-year-old passengers remained in the hospital this weekend with non-life-threatening injuries. A fourth 15-year-old passenger was treated and released, the updated police report said. All of the boys are residents of Prince William County. Citing privacy laws, Fairfax police did not release their

Dumfries man indicted for fentanyl distribution A federal grand jury has indicted a Dumfries man on charges of distributing the pain killer fentanyl that resulted in a Virginia womanโ€™s non-fatal overdose, authorities said. Since November 2017, Christopher Sorensen, 31, engaged in a conspiracy to distribute fentanyl, distributed fentanyl, distributed oxycodone and possessed fentanyl and oxycodone with the intent to distribute such substances, according to the indictment. Sorensen is charged with one count of fentanyl distribution causing serious bodily injury as well as

six other drug-distribution counts. If convicted, he faces a mandatory minimum of 20 years in prison and a maximum sentence of life in prison.

Smoking materials blamed for Lake Ridge house fire Four people were displaced by a house fire in the Lake Ridge area early Thursday morning, Prince William fire and rescue officials said. Fire and rescue units were dispatched to the 3000 block of Soffit Place at 1:11 a.m. for a reported house fire, according to a news release. When units arrived, they saw heavy fire and smoke coming from the house. The fire also spread to a shed and car, according to the news release. Crews were able to quickly extinguish the flames, the news release said. The occupants of the house were alerted to the fire by smoke detectors, fire and rescue officials said. The Red Cross was called to assist the four adults displaced by the fire. There were no injuries. The fire marshalโ€™s office determined that improperly discarded smoking materials started the fire.

Comstock, Wexton to face off in 10th District By James Ivancic Times Staff Writer

U.S. Rep. Barbara Comstock handily defeated a challenge from Shak Hill Tuesday for the Republican nomination for the 10th District seat in Congress. Comstock will face State Sen. Jennifer Wexton, D-33, who beat five challengers for the Democratic nomination in that partyโ€™s primary. With 99 percent of the vote in, two-term incumbent Comstock led

Hill by 60.6 percent to 39.4 percent, a margin of 27,898 votes to 18,138. The 10th District includes parts of Prince William and Fairfax counties as well as all of Loudoun, Clarke and Frederick counties and the cities of Manassas, Manassas Park and Winchester. The 10th District has received national attention this year because it is considered one of the countryโ€™s most competitive races. Comstock was not immediately available for comment.

Comstock campaign manager Susan Falconer said after the returns were in: โ€œWe thank the voters of the 10th District and all of our hard-working volunteers and staff who brought home this strong victory tonight. The congresswoman has a strong record of bipartisan accomplishment that are improving the lives of men, women, and children in our district and our country and she has delivered on common sense conservative results.โ€ Wexton said in a statement that

she was โ€œhumbled and honoredโ€ by the outcome. She far outdistanced a field of five other candidates for the partyโ€™s nomination โ€“ Julia Biggins, Alison Friedman, Daniel Helmer, Paul Pelletier and Lindsey Davis Stover. Friedman came closest to Wexton, but was still 18 percentage points behind. With nearly 100 percent of the unofficial votes counted, Wexton had 22,288 votes to Friedmanโ€™s 12,250. Stover, Helmer, Pelletier and Biggins followed in that order.

Third timeโ€™s a charm for Corey Stewart STEWART, from Page 1 crowd, which numbered more than 100. Stewart, 49, said earlier Tuesday that, if he were to win, it would be because he ran a very aggressive race and tied himself to President Donald Trump. โ€œOur whole message [at the] beginning of the campaign was to identify myself as a fighter and a strong supporter of President Trump, and I think, you know, my team did a good job of getting that message across,โ€ Stewart said after he voted with his wife, Maria, and his oldest son, Isaac. It was the first time voting for Isaac Stewart, 18. The message Corey Stewart brought to the campaign trail included talk of illegal immigration, historical monuments and armed security in schools. Illegal immigration has been a signature Stewart issue for years. He championed a Prince William County regulation, passed in 2007 and put into practice in 2008, that requires police to check the immigration status of anyone arrested on criminal charges. As a U.S. senator, Stewart said he would work with Trump to check the immigration status of those arrested in every locality and remove illegal aliens from the population. Stewart also has come to be associated with advocating for the preservation of Confederate monuments, and he said that, if elected, he would sponsor legislation to amend the Antiquities Act of 1906 to federally protect historical monuments. On school security, Stewart said shootings are occurring because of a breakdown in society that began with taking God out of the schools. On the campaign trail, Stewart has said putting up โ€œgun-free zoneโ€ signs at schools isnโ€™t an effective way to protect students. The only way to stop a bad guy with a gun is

Itโ€™s a system Stewart said should be replicated across the country. Freitas, 38, is in his second term in the Virginia House and was endorsed by several prominent names. U.S. Sen. Rand Paul, R-Kentucky, and former Rep. Ron Paul, R-Texas, backed him, as did Dels. Michael Webert, R-18th, and Mark Cole, R-88th, who represent Fauquier County, and 5thCongressional District GOP nominee Denver Riggleman. Freitas was also the choice of local Republican activists Martha Boneta and Rick Buchanan. He won Fauquier and Culpeper counties when the vote was counted Tuesday night. At minutes before 9 p.m. an ever-smiling Freitas addressed a large group of supporters who had gathered at McMahonโ€™s Irish Pub and Restaurant in Warrenton. โ€œStewart has won,โ€ he began to a crowd of sighing โ€œNos!โ€

โ€œBut, I want you to know that we started in relative obscurity and came within 1 percent, thatโ€™s unheard of and thatโ€™s because of you and all the others like you,โ€ he said. โ€œI said from the very beginning that this race was never about a candidate... We started Liberty Rising... Itโ€™s about a movement and weโ€™re just as strong now as we were 10 minutes ago... youโ€™ve got another candidate to get behind in Denver Riggleman,โ€ stressed Freitas as he asked Riggleman to join him and his wife Tina at the microphone. Riggleman recently won the GOP nomination in the 5th District. โ€œYou need to take your energy and passion and get Riggleman, Dave Brat and others across the finish line in November,โ€ Freitas added. โ€œWeโ€™re not done, weโ€™re just getting started... letโ€™s win in November.โ€ A national security consultant, he said during the campaign that he believes in strengthening the military but that the U.S. shouldnโ€™t serve as the worldโ€™s police force. Also a Trump supporter, Freitas said he believes in lowering taxes and making the recent Trump administration tax cuts permanent. Freitas is up for re-election to his delegateโ€™s seat next year. percent of the vote even though Gillespie went on to lose Virginia to Gov. Ralph Northam (D) statewide by nearly 9 percentage points. Her victory is the latest Democratic victory led by women candidates. Williams joins fellow candidates such as Jennifer Lewis (VA-06), Abigail Spanberger (VA-07) and Jennifer Wexton (VA-10) in their bids for a congressional seat. On the campaign trail, Williams talked about the need to do a comprehensive transportation plan for the district, and sheโ€™s in favor of single-payer health care. Dems pick, candidates to run for Manassas City Council Staff Reports In a weekend caucus, Manassas Democrats picked incumbent Manassas City Councilman Ken Elston, former council candidate Rex Parr Jr. and newcomer E. Michelle Davis-Younger to run for three Manassas City Council seats in November. The caucus, held at the Central Community Library, attracted 138 voters. Davis-Younger came out on top with 114 votes. Elston came in second with 88 votes, followed by Parr with 87 votes. Dr. Oliver T. Reid garnered 43 votes, which was not enough to earn a nomination. Three seats on the city council are up for re-election Nov. 6. They are currently held by Elston, Marc Aveni and Sheryl Bass. Aveni and Bass are both Republicans. Bass is not seeking re-election. Partisan control of the six-member Manassas City Council is once again up for grabs in the race. The council is currently split be-

tween Democrats and Republicans with both parties holding three seats. Democrats include Elston and Councilmembers Mark Wolfe and Pam Sebesky; while GOP councilmembers include Aveni, Bass and Ian Lovejoy. Mayor Hal Parrish, also a Republican, ran unopposed in the 2016 election and is not up for re-election until 2020. The mayor cannot vote on budgetary matters, however. If Democrats manage to hold onto Elstonโ€™s seat and win one additional seat, the city council could flip to Democratic control for the first time in the cityโ€™s modern history. The Manassas Republican Committee had scheduled a nominating event at the end of April but called it off when only three candidates filed to run. The GOP candidates are Aveni, the incumbent; Theresa Coates Ellis, who last tried for a council seat in 2016; and Amalfi Arias. Mike Freeland, chairman of the Manassas and Manassas Park Democratic Committee, congratulated

his partyโ€™s nominees in a statement issued Saturday afternoon. โ€œOur Democratic nominees look forward to tackling the issues facing Manassas,โ€ Freeland wrote. โ€œThey will have a special focus on ensuring that Manassas Cityโ€™s schools are properly funded and that we are finding creative ways to stimulate economic development while adhering to smart growth practices.โ€ Elston was elected to the Manassas City Council in 2014 and was the first Democrat elected to that body in nearly 40 years. He has been vocal in leading efforts to fund the cityโ€™s Capital Investment Plan and has advocated for the councilโ€™s funding of fire and rescue positions and of Fire Station 21. Elston is also a professor and the director of the School of Theater at George Mason University and has been a leader in national theater organizations. He has volunteered with many local nonprofits in the greater Manassas region during his 16 years as a city resident, according to a press

release issued by the Democratic Committee ahead of todayโ€™s vote. Davis-Younger is a lifelong Manassas-area resident and the founder and owner of The1ForHR, LLC, a human-resources consulting business in Old Town. She is a member of community organizations and is the director of an annual skateboard charity fundraiser for pediatric cancer research, the committee press release said. Parr is the former president and CEO of Didlake Inc., a nonprofit headquartered in Manassas that creates employment opportunities for people with disabilities. He has been active several community organizations, serving as chairman of the Prince William Chamber of Commerce and president of the Rotary Club of Manassas. He operates Rex Parr & Associates, a consultancy that advises small businesses and nonprofits. Parr was last on the ballot for city council in 2016, but lost to Sebesky, Wolfe and Lovejoy.

Ali Krieger Sports Complex is now open in Potomac Shores During a groundbreaking ceremony in October 2015, Ali Krieger โ€“ a 2016 Olympian and member of the 2015 Womenโ€™s World Cup championship team โ€“ said she looked forward to the day she could come back and open the new sports complex that would eventually bear her name. Krieger, a Prince William County native, recently got the chance to visit home and cut the ribbon for the Ali Krieger Sports Complex, which sits on 29.7 acres adjacent to St. John Paul the Great High School and includes seven rectangular, multi-purpose fields; a softball field; restrooms; a tot lot; and parking. โ€œOut of every achievement in my career, I have to say this one means the most to me. Yes, even winning the World Cup, even being an Olympian, this definitely beats all of that and thatโ€™s because it comes from my home town,โ€ said Krieger, who got her start in soccer playing with a team called the Prince William Sparklers. โ€œPrince William County has helped mold me into the woman and professional that I am today, and for that, I am forever grateful.โ€ Krieger, a Forest Park High School graduate who played with the National Womenโ€™s Soccer Leagueโ€™s Washington Spirits from 2013 to 2016 and now

plays for the Orlando Pride, also said she has high hopes for the fields and the children who will use them. โ€œIโ€™m so excited to see this complex become a home to make future dreams come true for young athletes playing the sports that they love. This complex will allow thousands of kids to live out their dream in this community, just like I did.โ€ Chairman of the Board of County Supervisors Corey Stewart also spoke at the ribbon-cutting ceremony and said that the board knew that sporting facilities needed to be built to keep up with the countyโ€™s growing population of school children. โ€œWe knew that we needed to do something to upgrade our โ€ฆ park facilities including, and most importantly, construction of new fields.โ€ Getting the complex built depended on partnerships between the county, St. John Paul the Great Catholic High School and SunCal, the developer of Potomac Shores, where the complex is located. Northam talks budget, growth with Chamber By James Ivancic Times Staff Writer

Virginia Gov. Ralph Northam made it back to Richmond in time to sign the budget bill after addressing business and political leaders in Manassas Thursday. Northam touched on the new state budget, economic growth and job training during his remarks June 7 to about 150 people gathered at the Hylton Performing Arts Center on the George Mason University campus. The program was hosted by the Prince William Chamber of Commerce. It took a special session, negotiation and bipartisan support to get a two-year budget passed that expands Medicaid to about 400,000 additional low-income Virginians. โ€œThis may not be the easiest time to be a public servant, but itโ€™s the most important,โ€ Northam said. The new budget includes: โ€ข A boost to the commonwealthโ€™s rainy-day fund and the new revenue reserve fund, bringing total deposits to nearly $1 billion by the end of the biennium. โ€ข Another $189 million in new general-fund resources for behavioral health and developmental services, including $84.1 million for community mental health services and $67 million to expand services for people with developmental disabilities.

Ralph Northam The governor said the commonwealth ranked fifth on Forbes magazineโ€™s โ€œbest states for businessโ€ list last year, better than the ranking of 13th it had two years ago. Forbes ranks states based on business costs, labor supply, regulatory environment, economic climate, growth prospects, quality of life and population. Northam called for a greater push to create renewable energy, from sources such as from solar and wind. He set a goal of 30-percent reliance on renewable energy by 2030. He also called for โ€œuniversal broadbandโ€ throughout the state to help students needing Internet access to do homework and business people conducting their work. โ€œNo region should be solely dependent on one industry. We need to diversify our economy and that comes down to workforce development,โ€ Northam said. More can be done to promote apprenticeships, vocational education and two-year degree programs offered by community colleges that can lead to jobs, the governor said. Northam singled out cybersecurity, biotechnology, data collection and analysis, and biotechnology as job-growth areas. GMU President Angel Cabrera said that half of the 1,000 new students enrolled at the university are pursuing engineering degrees, and that GMU has the most graduates in information technology of any educational institution in Virginia. Cabrera said more students are enrolling from community college than from high school. GMU has a dual-admission program with Northern Virginia Community College to smooth the transition from the twoyear to four-year institution. A new program called ADVANCE creates a single point of admission, giving students a dedicated adviser to work with them from the time they enter NOVA through graduation from GMU. The program also provides more financial aid to needy students, he said. Cabrera said the nationโ€™s work force needs both talent and those with ideas. โ€œWe need a new wave of entrepreneurs, and thatโ€™s where universities play a huge role,โ€ Cabrera said. Rising property values push annual tax bills up $46

Tax rates are staying flat in the Town of Haymarket this year, but tax bills will rise an average $46 because of rising property values. The Haymarket Town Council approved the town tax rate along with a $2,643,824 operating budget during its regular monthly meeting June 4. The budget passed in a 5-to-1 vote with Vice Mayor Joe Pasanello dissenting. โ€œI donโ€™t think we need to raise taxes. We could have done better,โ€

Pasanello said. Pasanello challenged the new council members starting their two-year terms next month to โ€œquestion and challenge when it comes to the budget.โ€ The budget for the new fiscal year, which begins July 1, retains Haymarketโ€™s real-estate property tax rate at $0.146 per $100 in assessed value. Haymarket landowners also pay real-estate taxes to Prince William County, which kept its tax rate flat for the coming fiscal year at $1.125 per $100 assessed value. Average county tax bills are also on the rise, however,

because property values are ticking up, generating an average annual increase for homeowners of $132. Newcomers to the town council, including Bond Cavazos, Madhu Panthi and Robert Day, were sworn in by Prince William County Clerk of Circuit Court Jacqueline C. Smith during the meeting, along with returning council members Connor Leake, Steve Shannon and Susan Edwards. The council terms start July 1. Haymarketโ€™s new budget includes a $706,184 allocation for the town police department, the largest

budget item followed by $697,700 for town administration. Public works is getting $276,926, community development is receiving $106,773, museum and town events will get $75,150 and $75,000 is allocated to Haymarket Community Park improvements. Online application showcases historical markers Thereโ€™s good news for history buffs and those who have a goal of seeing all 101 historical markers in Prince William County. The county created a new, web-based application for users to learn about the location of historical markers and read the citations that each bear. โ€œThe web application is an innovative presentation of the Historical Commissionโ€™s Marker Guide with interactive maps that can be used on any device with a web browser and connection to the internet,โ€ said Prince William County archeologist Justin Patton.

Patton said the markers recognize a wide range of subjects. โ€œThey identify locations of historic buildings and events,โ€ he said. โ€œThey also recognize important persons and groups in the countyโ€™s shared past.โ€ For example, the web application shows that one of the markers in Occoquan talks about Capt. John Smith exploring the region in 1608. Another at U.S. 1, near Prince William Forest Park, notes that in April 1781, the Marquis de Lafayette โ€œpassed through the county on the Kingโ€™s Highway with a portion of Gen.

George Washingtonโ€™s army.โ€ Markers in the western end of the county note the 22 Civil War battles that were fought in the Manassas area. A marker in Brentsville shows it was Prince William Countyโ€™s fourth county seat, and that Col. John S. Mosby operated out of the area during the Civil War. There are multiple categories that can help narrow searches for interested users. With 130 felines in its care, shelter says no more cats By Jonathan Hunley Times Staff Writer

The Prince William County Animal Shelter has nearly reached its capacity for cats and isnโ€™t taking in any healthy felines right now. Itโ€™s the time of the year when lots of cats are having kittens, and a large number of cats were dropped off at the shelter recently, which combined to fill the facility. โ€œIt just happened within the last week,โ€ said Suzette Kapp, who manages the shelter. The shelter had 79 cats on the premises, as of this week, another 45 in foster care and six at adoption-partner sites, Kapp said. Adding many more to that total would create overcrowded conditions, so the shelter is taking in only those strays that appear to be injured, ill or in need of immediate assistance. โ€œWe do not euthanize animals for space or [for] time [in the shelter], so once we are at full capacity we have to manage our intake to avoid overcrowded conditions that lead to increased stress and illness,โ€ said a post on the shelterโ€™s Facebook page. Kapp said that she doesnโ€™t know exactly why the shelter saw its recent influx of cats, but that sometimes people get rid of pets before summer vacation or if theyโ€™re about to move during the summer. Prince William County is set to

break ground in March on a new animal shelter that will accommodate 106 cats, but it wonโ€™t be finished until late 2020. The new, $14.2 million shelter will span more than 28,000 square feet, more than double the 11,000 square feet the shelter and out buildings total now. The new building, will accommodate 106 cats and 56 dogs, according to a county report. And if you find a stray cat that does not have identification, the shelter asks that you first make the following attempts to find the owner: โ€ข Check for any visible identification, such as a tag. โ€ข If the cat can be placed in a carrier safely, take it to a local veterinarian clinic or bring it by the shelter to be scanned for a microchip. โ€ข Contact the shelter directly to place a โ€œfound reportโ€ on file. โ€ข Post on social media sites, such as Lost and Found Pets Prince William County VA. โ€ข Talk to your neighbors, and place posters in the area the cat was found. Landfill collects tattered flags for ceremonial retirement Prince William County residents can observe Flag Day, June 14, by retiring old or tattered American flags at the county landfill anytime during open hours. โ€œThe flag collection center provides an easy and convenient way for citizens to turn in their flags so that they can properly retired by the Boy Scouts,โ€ Deborah Campbell, a communications specialist for the Countyโ€™s Solid Waste Division said in a news release โ€œThis is a free service for residents, as well as businesses.โ€ Local Boy Scout troops collect the

flags and ensure that they are properly disposed of and ceremoniously retired. โ€œFlag retirement is a long-standing American tradition of respectfully and reverently burning flags that are no longer fit to be flown,โ€ the news release said. The American Flag Collection Center, led by Scout Leader Dave Byrne, is a joint effort of the Boy Scouts of America Occoquan and Bull Run Districts, Keep Prince William Beautiful and Prince William County Solid Waste Division. โ€œLet Flag Day serve as a reminder to

take a good look at your current flag, so that you can be prepared to display the nationโ€™s colors for Independence Day on July 4th,โ€ the news release said. If the American flag flying at your home or business is faded, torn, tattered or frayed, it should be replaced. Drop the old one off at the countyโ€™s collection centers. The partners who run the American Flag Collection Center consider safety in addition to tradition. Not all flags are safe to burn. For example, American flags made of nylon can release toxic fumes when burned. These flags will be

New Alamo Drafthouse Cinema opened this week Alamo Drafthouse is opened its new, eightscreen dine-in movie theater in Woodbridgeโ€™s Stonebridge at Potomac Town Center this week. Itโ€™s the second of two locations in Northern Virginia and third for franchise partner Cojeaux Cinemas. The other Alamo Drafthouse Cinema in the region is located in Ashburn. Cojeaux Cinemas had several reasons for choosing Woodbridge, including its large military presence, according to owner Anthony Coco. โ€œWoodbridge is a city thatโ€™s rich with history, culture and a large and dedicated military community. Weโ€™re excited to be bringing the best cinematic experience in the world to the neighborhood,โ€ Coco said in a statement. Timeless Perspective exhibit opens at Center for the Arts The Visual Expressions: A Timeless Perspective exhibit runs from June 13 through July 13 at the Center for the Arts in Manassas The mixed-media exhibit featuring 11 local artists from Visual Expressions, an โ€œover 55โ€ community art group that originated in Prince William County. Celebrating the flag and all for which it stands Thursday, June 14, marks Flag Day, celebrating the resolution adopted by the Continental Congress โ€œthat the flag of the United States shall be of thirteen stripes of alternate red and white, with a union of thirteen stars of white in a blue field, representing the new constellation.โ€ This flag was first carried into battle on September 11, 1777, at the Battle of the Brandywine. The American flag was first saluted by foreign naval vessels on February 14, 1778, when Captain John Paul Jonesโ€™ Ranger arrived in a French port. While there are many claims to the first celebration marking the flagโ€™s birthday, most agree it was nearly a century after the flagโ€™s adoption. It wasnโ€™t until 1916 that it was officially proclaimed by President Woodrow Wilson, and not until 1949 that President Truman signed an Act of Congress designating June 14th of each year as National Flag Day. Rules governing the flag fall under the Federal Flag Code. Quoting a U.S. Department of Veterans Affairs document, the code โ€œcontains OUR VIEW rules for handling and displaying the U.S. flagโ€ but contains no penalties for misusing the flag. States have their own flag codes and may impose penalties, but the federal code makes clear the flag is โ€œa living symbol.โ€ A symbol. Full of meaning for many of us. One we do not wish to see disrespected or desecrated. Yet, we are not a nation based on

symbols, we are a nation of laws. It is the Constitution that binds us. The Supreme Court has ruled twice that destruction of the American flag is protected by the Constitution โ€“ in Texas v. Johnson in 1989 and in U.S. v. Eichman in 1990. The First Amendmentโ€™s protection of free speech must take precedence, no matter how uncomfortable it makes us feel. The late Supreme Court Justice Antonin Scalia put it this way in a 2012 interview with CNN: โ€œIf I were king, I would not allow people to go around burning the American flag. However, we have a First Amendment, which says that the right of free speech shall not be abridged โ€“ and it is addressed in par-

ticular to speech critical of the government, that was the main kind of speech that tyrants would seek to suppress.โ€ The same could be said about kneeling during the national anthem, a controversial practice at the center of much recent debate. In 2016, some athletes in the NFL began kneeling during the national anthem to demonstrate against what they perceive to be ongoing police brutality mostly affecting African Americans. As other players showed support for the silent protest, the issue became yet another dividing flash point that many have used to their political advantage. Just last week, the Super

Bowl-winning Philadelphia Eagles were disinvited to the White House over the kneeling controversy, although no Eagles players kneeled during the regular season. It was later revealed that most of the players had declined the invitation. Amid all of this, itโ€™s important to note one more Supreme Court ruling, a 6-3 decision on West Virginia State Board of Education v. Barnette, which was delivered on Flag Day in 1943, of all days. The court held that the Free Speech Clause of the First Amendment protects students from being forced to salute the American flag or say the Pledge of Allegiance in public school. The students in this case were Jehovahโ€™s Witnesses, a religion that specifies the law of God supersedes the law of man. The decision, delivered by Justice Robert H. Jackson, said free speech and constitutional rights are โ€œbeyond the reach of majorities and officials.โ€ โ€œIf there is any fixed star in our constitutional constellation, it is that no official, high or petty, can prescribe what shall be orthodox in politics, nationalism, religion, or other matters of opinion or force citizens to confess by word or act their faith therein.โ€ On June 14, the nation celebrates our flag, a symbol of all the nation stands for: its people, of all races and creeds, and the grand experiment of democracy, freedom and liberty. Inherent in that liberty is the right to stand and recognize the U.S. flag and the national anthem โ€“ or not.

Historic budget supports health care, teachers, police By Scott Surovell Last week, the Virginia legislature, with my support, took several major steps forward. First, we agreed to expand Medicaid, health insurance for disabled and low-income Americans. Now, more than 36,000 people in the 36th Senate District receive their health care from Medicaid. This includes over 24,000 children whose parents now have no health care. Starting January 1, 2019, that will change. Medicaid expansion will GUEST OPINION provide health care to between 300,000 and 400,000 Virginians and create 30,000 new jobs, many of which will be right here in eastern Fairfax, Prince William and Stafford counties. It will also save taxpayers $180 million every two years by shifting charity care at state teaching hospitals and prisons to Medicaid. All of us pay for uninsured people who must resort to costly hospital emergency rooms for their care. Providing Medicaid coverage can help people avoid hospital emergency rooms for non-emergency care and will help limit insurance-premium increases. Virginia will pay 10 percent of

the cost of this program through a new tax on hospitals. This coupled with revenue from federal tax legislation resulted in $900 million available to appropriate State Sen. in our budget, and Scott Surovell we made significant investments. Second, we helped education. We approved an additional $105 million for Fairfax County ($575 per student), $94 million ($1,057 per student) for Prince William County and $18 million for Stafford County ($613 per student) over the next two years. The new budget also funds a 3-percent teacher salary increase and raises funds for state-supported preschool by $9 million. The budget also increases financial aid to higher education by more than $22 million. Third, the budget gives a much-needed 2-percent salary increase to state employees and a 5-percent pay increase to state troopers and deputy court clerks and an additional merit-based salary increase to longtime state employees. We also funded 1,700 Medicaid โ€œwaiverโ€ slots or mechanisms to

provide services to intellectually or developmentally disabled adults and invested over $15 million new dollars in our mental health system. Fourth, we restored $180 million to our โ€œrainy dayโ€ Fund. This will maintain the stateโ€™s financial integrity, which was recently questioned by our bond agencies. After nine years, we ended the scourge of vacant judgeships by funding all judicial vacancies effective July 1, 2019, including three in Fairfax County and one in Prince William County. We also funded the shortfall in court-appointed attorney fee money and provided funds to start new drug courts and mental health dockets, allowing people to receive treatment in lieu of harsh punishment. I succeeded in having six of my budget amendments funded including the four judgeships in the 36th District. The newly-opened Widewater State Park in Stafford County will finally have staff, six new state park employees. Virginia will provide nearly $400,000 for much needed technology upgrades at historic Gunston Hall on Masonโ€™s Neck. Making Neabsco Creek navigable is now more likely because of my efforts with Del. Luke Torian to put Neabsco Creek first in line

for funds from a brand-new state dredging fund. This will save 1,000 boat slips, 50 jobs and three marinas which were threatened with closure because the Coast Guard unexpectedly designated Neabsco Creek as unnavigable. This budget was a long time coming. We first debated Medicaid expansion in the 2013 session and since that time, we have effectively relinquished nearly $10 billion in federal funds which could have helped to stabilize our economy and more importantly, saved some lives. Fortunately, we have now put politics aside and passed a budget which will change lives. This was one of the most rewarding weeks of my public service since I was elected nearly nine years ago. This protracted budget battle resulted in major investments in people and changed lives for hundreds of thousands of Virginians. I am proud I could help forward these advancements. The Brentsville girls soccer teamโ€™s magical season ended Saturday as the Tigers fell to Western Albemarle 3-0 in the Class 3 state championship game at Roanoke College. The Warriors shut out the Tigers for the second straight year in the final. Western Albemarle led 1-0 at halftime before back-to-back second half goals put the game away. โ€œWe knew what we were up against, but we also knew it would be a tough opponent,โ€ said Emily Reighard. โ€œWe went [into the state championship game] with a better idea of how they play and it would have been great getting revenge, but they are a really great team.โ€ Perfect until the final, the Tigers (18-1) rolled through the regular season, going 13-0 and outscoring opponents 60-2. In the postseason, Brentsville continued dominating with a 24-0 run and another five shutouts. The Tigers outscored opponents 84-5 overall this spring. Brentsville eliminated Spotsylvania 2-0 in the state semis with Alexis Rhatican scoring 26 seconds into the match. โ€œIt was just a great combination play that worked out really well and we just found a way to finish and put the ball in the net,โ€ said Rhatican, who scored seven goals this season.

The drought in Dumfries extended to 30 years Saturday. Potomacโ€™s baseball team vied for its first state championship since 1988, but the Panthers lost to Prince George, 8-0, in the Class 5 final at Deep Run High in Glen Allen. So they joined the 1996 Potomac team as a state runner-up. โ€œIf you donโ€™t finish the job, what do you get? To me, we didnโ€™t get the job done,โ€ said Mike Covington, the Panthersโ€™ 25th-year head coach. โ€œIโ€™ve had to go through this numerous times and these chances donโ€™t come all the time.โ€ Covington won his 13th district-level championship this season, giving Potomac its 25th title in history, but he still hasnโ€™t won a state championship despite the Panthersโ€™ 22-5 record this spring. Prince George starting pitcher Buck Forbes made sure of that by keeping Potomacโ€™s bats quiet. He nearly pitching a perfect game, allowing only one hit with zero walks and seven strike-

Brandon Cleveland produced Potomacโ€™s lone hit with a bunt single to lead off the fourth inning, but the Panthers stranded him on second base to end the inning. The Royals, meanwhile, scored

four runs in the top of the third inning with the help of four Potomac errors and a solo home run. The Panthers finished the game with five errors, but four Potomac pitchers also combined to allow eight hits and seven walks. โ€œI thought every pitcher that we brought in today had no breaking balls, and didnโ€™t have a good enough fastball to get away with having no breaking ball,โ€ Covington said. Prince George used many infield singles to put runners on base before driving them in. Thatโ€™s the same tactic that Potomac often used this season to qualify for the state tournament. โ€œThey did to us, what we normally do to other teams,โ€ Covington said. โ€œThey were a hair faster than we were and they made the plays.โ€ Brody Mack started on the rubber for Potomac and had one of his shortest pitching outings of the season, lasting only 2 1/3 innings. Battlefield baseball falls to Lake Braddock, 6-5, in state quarters By Jeff Malmgren Times Staff Writer

The Battlefield Bobcats appeared poised to clinch a trip to the state semifinals after scoring five runs in the bottom of the fourth inning June 5. But Lake Braddock responded with a five-run sixth inning to rally for a 6-5 victory over the Bobcats in the quarterfinals of the Class 6 state tournament on the road in Haymarket. With two outs in the sixth, Jack Darcy hit a two-run triple that scored the decisive runs and ended Battlefieldโ€™s season at 19-6. The Bruins (21-5) went on to lose to eventual champion West Springfield, 6-2, in the semifinals. Battlefield was hurt by four errors in the quarterfinal game as starting pitcher Zach Agnos took the loss despite allowing only three unearned runs on five hits and three walks while striking out five batters over five innings. Reliever Casey Rosenthal also had three unearned runs on one hit and two walks with one strikeout over two innings. The Bruins took a 1-0 lead in the second inning before falling behind 5-1 in the fourth. The Brentsville Tigers appeared on the verge of becoming a state finalist last Friday when they put two runners on with no outs in the bottom of the seventh inning of a tie game in the Class 3 semifinals at Salem Memorial Stadium. Instead, Spotsylvania escaped to set up an eighth inning in which the Knights scored the winning runs on Trevor Crosonโ€™s two-out, tworun single for an 8-6 victory. Spotsylvania (20-5) then downed Abington 13-8 in the championship game Saturday. After opening the year 1-4, Brentsville (17-7) rebounded to finish on a 14-2 run with six consecutive victories entering Friday. That stretch included a 6-3 victory over

Spotsylvania on May 31 in the Region B championship. In the rematch, Brentsville fell behind 4-1 in the top of the fifth inning before taking the lead with four runs in the bottom of that inning. Spotsylvania scored once in the top of the sixth to force extra innings. Garrett Cornell led the Tigers with three RBIs, two doubles and one run on 2-for-3 hitting with one walk, while Mason Posey went 2-for-3 with two doubles, two walks, one RBI and one run. Jake DeLisi added one RBI, one steal and one walk on 2-for-2 hitting, while Billy Hoad had two runs and one RBI despite 0-for-4 hitting with a walk. LEGAL NOTICE On Monday, June 25, 2018 at 7:00 p.m. the Manassas City Council will accept bids pursuant to Virginia Code Sec. 15.2-2101 and conduct a public hearing on any bids submitted from persons interested in obtaining a City-wide nonexclusive franchise for the installation, operation and maintenance of underground telecommunication conduits in public rights-of-way within the City of Manassas. The public hearing and acceptance of bids will take place in the Council Chambers of City Hall, 9027 Center Street, Manassas, Virginia. The term of the franchise will be twenty (20) years, subject to such other terms and conditions as are set forth within the proposed franchise ordinance, the full text of which is on file in the Office of the Clerk of City Council. The minimum acceptable fee for the conduit franchise shall be no less than $1.00 for each linear foot of each conduit installed within any City right-of-way. Interested parties are invited to submit bids for the conduit franchise. Bids must be in writing and should be delivered to the Clerk of City Council, City Hall, 9027 Center Street, Room 101, in a sealed envelope, on or before June 25, 2018 at 5:30 p.m. Bids may also be submitted at the City Council meeting prior to the public hearing. After all bids are announced Council will hold a public hearing, pursuant to Virginia Code Sec. 15.2-1800. Any person may appear at the public hearing to express their views on the proposed franchise. Each bid shall describe the benefits, financial and otherwise, that the bidder offers to the City in return for the privileges set forth in the proposed franchise, and shall identify the bidder by name. The City of Manassas reserves the right to reject a higher bid in favor of a lower bid if it is in the best interests of the City to do so, or to reject any or all bids received in response to this advertisement. The person or corporation to whom the franchise is awarded shall reimburse the City for the cost of this advertisement.
