Two private attorneys are vying for the GOP nomination to replace longtime Prince William Commonwealthโ€™s Attorney Paul Ebert, a Democrat who is retiring at the end

of 2019 after holding the office for more than 50 years. Mike May, who held the Occoquan District seat on the Prince William County Board of Supervisors from 2007 to 2015, faces Tim Olmstead, a private attorney who worked as a clerk and then as a prosecutor in Ebertโ€™s of-

fice, in the May firehouse primary. May has said heโ€™s running on the same issues he touted when he ran for the post in 2015. โ€œWe have to keep our community safe and protect our neighborhoods. We need to modernize the office and make it more transparent and we must actively engage the community to enhance public safety and crime prevention,โ€ May said in a statement.

In 2015, May garnered 47 percent of the vote to Ebertโ€™s 52.7 percent. Since 2016, May has served as a managing partner of his Northern Virginia law firm, May Law, LLP, formerly known as Albo & Oblon, LLP. May has been a trial lawyer for about 15 years. Local Republicans head to the polls May 4 PRIMARY, from page 1 would not seek re-election in January, a few months after he lost the November 2018 race for U.S. Senate to Sen. Tim Kaine (D) by 16 points statewide and more than 31 points in Prince William County. Gray, 67, has previously run unsuccessfully for the board of supervisors and school board, most recently in 2015, when he ran for the school boardโ€™s Occoquan District seat. This time, Gray says heโ€™s running to oppose Noheโ€™s stance on development โ€“ Gray contends Nohe approves too much of it โ€“ and to warn against a possible Democratic majority on the county board. The board currently has six Republicans and two Democrats but all eight seats are up for re-election in November. A total of 25 candidates are running, including 13 Democrats, 10 Republicans and two independents. In his video, released only on YouTube, Gray speaks from his home office where the official portrait of President Donald Trump hangs on the wall behind him. He praises Stewartโ€™s 2007 crackdown on โ€œthe illegal immigrant invasionโ€ and suggests the countyโ€™s 287(g) memorandum of agreement with Immigration and Customs Enforcement would be โ€œthe first thing to goโ€ if Democrats win control of the county board in November. โ€œIโ€™m concerned about the county becoming a sanctuary county,โ€ Gray

said Sunday, noting heโ€™s most concerned about what he calls โ€œcriminal illegal aliens.โ€ โ€œWe also have immigrants coming into our county under the guise of being refugees and getting every privilege afforded U.S. citizens,โ€ he added. Gray could not point to specific evidence, saying only that refugees are a โ€œwellknown community problem.โ€ Nohe, who has represented the Coles District on the county board for 15 years, said he knows of no local problems involving refugees. But Nohe, too, included the term โ€œsanctuary cityโ€ in a recent video and campaign mailer. Itโ€™s not a phrase Nohe, 48, usually uses. He said Monday heโ€™d rather talk about the countyโ€™s recent investment in roads, schools and police and fire departments but feels compelled to respond to Grayโ€™s โ€œfalse accusations.โ€ โ€œWe have an existing policy and I have supported our existing policy since the very beginning,โ€ Nohe said. โ€œAnd for John to suggest otherwise is not just wrong, itโ€™s unethical.โ€ The Prince William County jail is one of only two entities in Virginia to hold a 287(g) agreement with ICE. The agreement requires some Prince William County sheriffโ€™s deputies to undergo ICE training and allows them to enforce federal immigration rules under the supervision of ICE officials. ICE-trained deputies check the immigration status of every person booked into the county jail.

Nohe said he will support an extension. โ€œI want our county staff to always have the best training they can possibly have,โ€ Nohe said. โ€œWe are cooperating with federal law enforcement specifically to focus on individuals engaged in criminal activity.โ€ Gray also warns in his video against the county following โ€œthe so-called transgender agenda,โ€ which he says will result in โ€œboys competing against girls on team sports.โ€ Gray notes Prince William could follow Loudoun County in making such a change. The Prince William County School Board passed a policy prohibiting discrimination based on gender identity and sexual orientation in June 2017, almost two years before the Loudoun County School Board made a similar move this past February. Also, both school divisions follow the same Virginia High School League rules, which allow transgender students to compete in gender-separated sports based on certain criteria. Gray said Sunday he is aware that Prince William County expanded its nondiscrimination policy nearly two

years ago, but said he believes โ€œthe transgender community is trying to push for more rights.โ€ Gray further said he chose to talk about those issues in his video in an effort to appeal to the issues Republican voters โ€œare most passionate about.โ€ โ€œIllegal immigration, becoming a sanctuary county and transgender [rights], those are significant issues to core Republicans,โ€ Gray said. Nohe voted last year to recognize June 2018 as LGBTQ+ Pride Month in Prince William County, a resolution that passed in a 5-to-3 vote. Nohe declined to comment on Grayโ€™s assertion about transgender individuals and said heโ€™d rather talk about other issues, including the new police station and fire stations the county has added in the past few years along with dozens of new police and firefighter positions. Nohe also touted the countyโ€™s $4 billion in economic development investment and 3,000 new jobs. โ€œIโ€™m not focused on running a negative campaign,โ€ Nohe said. โ€œIโ€™m focused on the future of Prince William County.โ€ Reach Jill Palermo at jpalermo@ fauquier.com.

Candland, Mizener clash on LGBT Pride, data center tax By Jill Palermo

Supervisor Pete Candland and Ray Mizener, his challenger in the May 4 firehouse primary for the Gainesville seat on the Prince William Board of Supervisors, appear to agree on most issues, including a desire to rein in local taxes. But the two Republicans also clash on at least two things: a recent attempt to hike the countyโ€™s tax rate on data centers and the Prince William County Board of Supervisorsโ€™ 2018 vote to declare June LGBTQ+ Pride month. The county board approved the latter in a 5-to-3 vote last June. Candland voted in favor of the resolution along with the boardโ€™s two Democrats โ€“ Supervisor Frank Principi (Woodbridge) and the late Supervisor John Jenkins (Neabsco) โ€“ as well as two of the boardโ€™s six Republicans: Supervisor Maureen Caddigan (Potomac) and Supervisor Marty Nohe (Coles). Three of the boardโ€™s Republicans voted against the move, including

Board Chairman Corey Stewart (At Large); Supervisor Ruth Anderson (Occoquan); and Supervisor Jeanine Lawson (Brentsville). At the time, Candland noted the proclamation did not change county policy or obligate any funding or action, but rather showed compassion and respect for everyone in the community. โ€œIt shows that while we might not agree with each other, we can declare that we can appreciate each other and welcome everyone into our community,โ€ Candland said during the June 26, 2018, meeting. Thereโ€™s been no public discussion among board members since the measure passed. But in a recent interview, Candland, 44, said heโ€™s been asked questions about his vote in town hall meetings and has heard rumors that Mizenerโ€™s candidacy is being supported by people who oppose his vote. โ€œI still donโ€™t think itโ€™s a controversial issue for most people,โ€ Candland said, noting the supervisors routinely pass resolutions recognizing all kinds of groups and commemorating special months and days. Further, Candland said it would be โ€œcompletely inappropriateโ€ for the county board to โ€œsingle outโ€ one group in the community as not worthy of such recognition. โ€œI stand by that vote,โ€ he added. Mizener, for his part, denied Friday he is running against Candland because of the LGBTQ+ resolution.

But Mizener, 43, also said he likely would not vote in favor of such a measure if he is elected. โ€œI donโ€™t think celebrating sexuality is something we need to do,โ€ he said. โ€œIโ€™m not against anybody. I think we need to love everybody. โ€ฆ For all the reasons above, and not having seen the resolution โ€ฆ I donโ€™t think thatโ€™s something I would promote.โ€

Data center tax

On the recent failed effort to raise the computer and peripherals tax rate, which died in an April 17 tie vote, Mizener, said he was glad to see the tax hike fail. Mizener said he would support an โ€œincrementalโ€ tax increase on data centers only after fully studying its possible effects and bringing โ€œstakeholders to the table.โ€ Candland maintains that the $1.25 tax rate is too low and amounts to an unfair subsidy to data centers. Candland voted with Stewart, Principi and Caddigan to raise the rate to $1.50 beginning July 1.

Candland: Supervisor โ€œmeant to be a part-time job.โ€

Candland has held the Gainesville District supervisorโ€™s seat since 2012. He ran unopposed in 2015. Since he last ran for office, Candland and his wife Robyn have opened two Cookies and Cream ice cream shops, one in Haymarket and one in Bristow. The couple have four children, three daughters and a son, who range in age from 9 to 18. Candland also runs his own consulting

business and said he is currently serving as executive director of the American Kratom Association. Candland and his wife, Robyn, said they object to suggestion that Candland doesnโ€™t have time for his role as supervisor. Mizener is a civil engineer but has not worked since a 2017 car accident left him partially paralyzed. Mizener and his wife, Brooke, have two young children. He is campaigning on the notion that he would be a full-time supervisor, if elected, and has referred to Candland as โ€œpart-time Peteโ€ on social media. Robyn Candland said she primarily runs the ice cream parlors, calling the shops her โ€œfull-time job.โ€ Candland says the supervisorโ€™s job is meant to be part-time so the countyโ€™s elected officials can experience life in Prince William County as their constituents do, whether that means joining them in rush-hour traffic or working to make ends meet. Candland says his experience as a small-business owner, in particular, has provided a new perspective. โ€œI understand how tight the margins are for any small business in Prince William County,โ€ he said.

Four political newcomers are vying for the Republican nomination in the Coles and Potomac districts, two seats on the Prince William County Board of Supervisors that will be open in 2020. In the Coles District, Supervisor Marty Nohe (R) is leaving his post to run for board chairman, left open because Corey Stewart (R) is not running for re-election. Patrick Sowers, a local realtor, and Yesli Vega, a former Prince William County police officer and sheriffโ€™s deputy, are vying for the Republican nomination in the May 4 primary. In the Potomac District, longtime Supervisor Maureen Caddigan (R) has also announced her retirement. Davon Gray, senior director of political affairs at the American Institute of Architects, will faceโ€ฏDoug Taggart, a retired U.S. Coast Guard officer and president of Overlook Systems Technologies, Inc., a Vienna-based engineering firm, in the Republi-

can primary this Saturday. Sowers is a Prince William native and runs his own home-improvement business, Loyalty Exteriors. Heโ€™s also served as president of the Winding Creek homeowners association for more than a decade.โ€ฏ Vega served on the city of Alexandria and Manassas Park police departments, in addition to serving as a deputy with the Prince William County Sheriffโ€™s office, according to a campaign statement. Gray is a former Democrat who previously ran for supervisor and for the House of Delegates and worked in the Clinton White House as a staff assistant. He said he changed parties in 2007 to work with the late U.S. Sen. John McCainโ€™s presidential campaign. Grayโ€™s platform includes the issues of transportation, education and public safety. Taggart has served as a board member on the Montclair Property Owners Association since the late 1990s. He helped guide major im-

provements to the Lake Montclair dam, that were prompted by changes in state regulations. Taggart says heโ€™s running to bring an engineerโ€™s sensibility to the board and would approach issues with an open mind. He said heโ€™s not opposed to supporting a federal study to look into extending Metro into Prince William County, an initiative that has so far failed to win the boardโ€™s support. โ€œI go into this with my eyes wide open. Iโ€™m willing to hear good ideas from wherever they come,โ€ Taggart said. โ€œIโ€™m smart enough to know you canโ€™t please everyone.โ€

Former GOP supervisor, prosecutor hope to replace Ebert PROSECUTOR, from page 1 County who helped prosecute the case against D.C. snipers John Allen Muhammad and Lee Boyd Malvo when Ebertโ€™s office was tapped by the U.S. Attorney General to prosecute the cases in 2003. Muhammad was executed in 2009. Malvo, who was 17 when the crimes occurred, was sentenced to life in prison but has appealed his case to the U.S. Supreme Court, which ruled in 2012 that life sentences without the possibility of parole are unconstitutional for juveniles. In 2007, Olmstead joined his wife, Sevda, in private practice, establishing Olmstead & Olmstead, P.C., near the Prince William courthouse. Olmstead said heโ€™s running to provide the local GOP with a candidate who has experience as a prosecutor. In the June 11 state-run primary, Democrats will choose between Amy Ashworth, also a former prosecutor, and Tracey Lenox, who has Ebertโ€™s endorsement. Lenox has worked as a defense attorney for 25 years and heads

up the criminal-defense division of the countyโ€™s largest law firm, Nichols Zauzig. โ€œThereโ€™s a real need for a tough, focused prosecutor in the commonwealthโ€™s attorneyโ€™s office,โ€ Olmstead said. โ€œAt the same time, fairness is a vital component of this.โ€ Olmstead has represented indigent clients on a pro bono basis and says he would like to see an expansion of the veteransโ€™ docket, a diversion program currently available to veteran defendants facing charges at the district court level. Olmstead earned his undergraduate degree at George Mason University and graduated from Thomas M. Cooley Law School in Lansing, Michigan. May has so far raised about $21,000 for his campaign, which includes a $7,500 loan from his wife, Amelia. May had $15,940 on hand as of March 31. Local GOP โ€˜firehouse primaryโ€™ unnecessary and exclusionary On June 11, the Commonwealth of Virginia will hold aโ€ฏprimary electionโ€ฏin which both parties are invited to participate. This year, the primaries will help voters pick candidates for several local offices as well as every seat in the House of Delegates and state Senate. State-run primaries are run by theโ€ฏVirginia Department of Elections. All usualโ€ฏpolling places are open and available for voting during normal voting hours โ€” 6โ€ฏa.m. to 7 p.m.โ€”across the state. Also, inโ€ฏstate-run primaries, the usual procedures for absentee voting are in place. Voters living out of the country or serving overseas can request an absentee ballot. Those who work outside the county (or have personal business to attend to out of town) can cast "in-person absentee ballots" weeks before Election Day.โ€ฏ This is happening right now, in fact, as absentee voting for the June 11 primary began last Friday.โ€ฏ In Virginia, political parties are free to run their own primaries outside of the state-run process. Sometimes, this is necessary. For example, special elections might not allow time for a state-run primary and thus require political parties to pick theirโ€ฏcandidates on their own. This happened in February in the Neabsco District, when both parties picked candidates

for a special election to fill the late Supervisor John Jenkinsโ€™ term. Sometimes,โ€ฏparties choose a private nominating process even when a state-run primary is available. This is both unnecessary and regrettable because such contests are inherently exclusionary. On May 4,โ€ฏthe Prince William County GOP will hold just such an event. Theirโ€ฏparty-run "firehouse primary," held to pick candidates for commonwealth's attorney and several seats on the Prince William County Board of Supervisors, will automatically exclude several thousand voters who might like to participate but will be unable to do so.

Why is that?

For starters, the localโ€ฏGOP will openโ€ฏonly eight polling places instead of the 100 usually open in Prince William County, Manassas and Manassas Park. Also, voting will take place for only five hours, from 10 a.m. to 3 p.m., instead of the Election Day standard of 13โ€ฏhours, from 6 a.m. to 7 p.m. What's more, the firehouse primary isโ€ฏhappening on a Saturday, when lots of people travel or find themselvesโ€ฏotherwise committedโ€ฏwith family or personalโ€ฏobligations. There will be noโ€ฏopportunityโ€ฏto cast an absentee ballot or vote in-person absentee for the firehouse

Virginia income tax changes too little, too late I am a disabled veteran who is facing the biggest Virginia income tax increase in the last 20 years. This has happened because the Republican legislature and Democratic governor refused to change the stateโ€™s tax laws, thus mandating that taxpayers use the same type of deduction on both state and federal returns. Many citizens, including myself, use the federal standard deduction because of the higher dollar amount, loss of personal exemptions and the $10,000 limit on state and local taxes. The problem is that the state deduction is only $6,000 for married

couples. A lower deduction directly results in higher taxes. The legislature and governor patted themselves on the back for increasing the deduction to $9,000 but forgot to tell the public this applies to 2019, not 2018. As for the $220 rebate coming this fall to joint fliers.... it is really an insult given the substantial additional tax levy. Hopefully voters will remember this con game during the upcoming November election. RONALD LATER Woodbridge

years. We're happy to report that local Republicans in Fauquier County are not making the same mistake.โ€ฏThe party's leaders decided earlier this year to participate in the June 11 state-run primary, which guarantees the process will be as open and accessible as any Virginia election. When it comes to picking candidates for these important local offices, we respectfully suggest that Prince William County's Republican Party follow the lead of their neighbors to the west. Do local Republicans want to grow their party and win elections?โ€ฏIf so, they ought to invite as many voters as possibleโ€ฏinto their primary process.

Blight concerns raise questions about Rayโ€™s Regarde The excuse used most often during the March public hearing to justify approval of Rayโ€™s Regarde, a development of 325 townhomes and multi-family units near Kilby Elementary School, was that the development site is currently โ€œblightedโ€ and in need of โ€œredevelopment.โ€ That excuse falls far short of the truth, however, since there are only seven houses on the 55 acres between the โ€œdead endโ€ sign on Horner Road and the cul-de-sac not far beyond. County records indicate the developer is a part owner of all three of the properties that contain the โ€œblightedโ€ houses used to promote the argument for redevelopment.

This raises many questions, including: Why werenโ€™t the developerโ€™s deteriorated investment properties enrolled in the countyโ€™s spot blight abatement program? Were county supervisors who used the deteriorated condition of these developer-owned properties to justify approval of Rayโ€™s Regarde involved in what might be considered a scam? Does this case illustrate what can happen when some county supervisors have no fear of being held accountable by voters for egregiously bad decisions? The Patriot Pioneers own a firm grip on first place in the Cedar Run District baseball standings after a second strong win against archrival Battlefield Monday. On April 23, the Pioneers used a six-run second inning to post a dominant 12-1 victory in five innings. On Monday, host Patriot again exploded early, scoring four times in the first inning for a 6-0 win. Patriot (12-2) is now 4-0 in the Cedar Run, while Battlefield (12-3) is 3-2. In both games, Patriot senior pitcher Riley Eikhoff shut down the Bobcats. On April 23, the University of Virginia recruit gave up a first inning run, then was lights out, firing a three-hitter with seven strikeouts and three walks. On Monday, Eikhoff dazzled again, allowing one hit over 6 1/3 scoreless innings. Kevin Warunek pitched the final 2/3 inning with one strikeout. Patriot entered Mondayโ€™s game at No. 3 in the NOVA Baseball Magazine rankings, with Battlefield No. 4. Battlefield was No. 1 on April 23, but lost the top spot to Madison after their first loss to the Pioneers. A rematch of highly regarded girls soccer archrivals ended in a 1-1 draw as Patriot rallied from a halftime deficit to tie Battlefield April 24 in Nokesville. Brianna Robinson gave Battlefield a 1-0 lead in the 14th minute. Patriot tied it 1-1 in the 46th minute when Hannah Nugent scored after a pass from Mikayla Schuetz. Patriot, which beat Battlefield 2-1 on April 12, is now 4-0-1 in the Cedar Run District and 8-2-2 overall. Battlefield is 3-1-1 and 9-2-1 overall. Jesus Christ, our Lord and Savior, is risen!

Melvin A. Dailey Melvin A. Dailey, of Lynchburg, VA died April 19, 2019. Born on July 23, 1956 in Virginia he was the son of the late Melvin and Elsie Dailey. Mr. Dailey is survived by his three siblings Robert J. Dailey of Lovettsville, VA; Janet D. Burnett of the The Plains, VA; Vicky D. Griffith of the The Plains, VA. He was predeceased by one sister Linda D. Grimes. Services will be private.

Eric Jackson Bailey, 75, of Delaplane, Virginia, passed April 22, 2019, at Winchester Medical Center, Winchester, Virginia. He was born on May 22, 1943, and was preceded in death by his wife, Peggy Jean Bailey. Eric is survived by three daughters: Kelly Jean Bailey-Shellington of Delaplane, VA, Iva June Jenkins of Marshall, VA, Terrika Bailey of Washington, DC; two sisters: Constance Pendleton of Fairfax, VA, Bessie Lucas of Delaplane, VA; 10 grandchildren; and 7 great grandchildren. Kathleen Margaret Harrington Kathleen Margaret Harrington, passed away peacefully on April 23, at her residence, after a lengthy battle with esophageal cancer. She was born in England on August 5, 1946, and moved to the United States in 1971, making Manassas her home. She is survived by her three children: Chris Harrington and his wife Miracle, of Woodbridge, Lee Harrington of Manassas, and Lauren Harrington of Gainesville. Also, two grand-children; Vanessa Harrington and Hannah Davis. Three brothers also survive; Martin and Michael Cooper, both of England, and Christopher Cooper of Australia. Kathleenโ€™s mother Elsie Johnson also survives, residing in England. A sister-in-law, Rochelle Harrington, of Florida, with whom she was very close, also survives. She was employed by NAL Research for eleven years, working as an electronics technician and still has many friends there. The Family received friends at Pierce Funeral Home, Friday, April 26, from 5โ€“7 PM. Funeral Service was held Saturday, April 27, at 11 AM in the Pierce Funeral Home Chapel, interment follewed in Woodbine Cemetery. Duane Dahl On Wednesday, April 24, 2019, Duane Dahl, loving husband and father of three children, passed away at the age of 75. Duane was born on February 17, 1944, in Tulsa, Oklahoma. He was raised by Clarence and Eunice Dahl. He was the owner of Dahl Jewelers in Woodbridge, Virginia for 34 years, and in 1989 he was the recipient of a Small Business of the Year award in Prince William County. On January 12, 1966, he married Kathleen Mahon, and together they raised a daughter, Chrisie, and son, Brian. He also had a daughter, Tina, by prior marriage. Duane had a passion for flying; he owned a plane for 14 years and had many great adventures traveling around the country. He delighted in building things with his hands, creating many useful inventions as well as other whimsical and beautiful works of art. He was an avid reader with an inquisitive mind, and a thinker. A strong set of ethics guided him through life, both personally and professionally. He derived great pleasure from his work, his customers were dear to his heart, and he became friends with many of them; his employees were like family. Duane cherished his family and friends; he was of great help and comfort to them at times in their lives. Duane was preceded in death by his parents, Eunice and Clarence Dahl. He is survived by his wife of 53 years, Kathleen, his daughter Chrisie Dahl-Blanco, her husband Enrique Blanco, son Brian Dahl, daughter Tina Eubanks, her husband Robert Eubanks, sister Dilynn Dahl, brother James โ€œLanceโ€ Lansford, his grandchildren Katie Boussehaba, her husband Hatim Boussehaba, Ian Dahl, Patrick Blanco, Teresa Aguilar, her husband Jaime Aguilar, Christina Keim, her husband Jeremy Keim, Robbie Bisterfeldt, his twelve great-grandchildren, Aaron, Austin, Kyle, Kadien, Sophia, Jaime, Carmelo, Emma, Bella, Dean, Brandon, Briaonna, his beloved cousin Harvey, a large extended family, and many loving friends. The family will receive visitors on Thursday, May 2, 2019, from 6 to 8pm, Mountcastle Turch Funeral Home in Dale City. A Funeral Mass will be held at 11am on Friday, May 3, 2019, Sacred Heart Catholic Church, in Manassas. A reception will be held after Mass at the church.

A public hearing will be held to consider approving a boundary line adjustment agreement between Prince William County and the City of Manassas Park. The boundary line adjustment agreement will move two (2) areas, which total approximately 315.7126 acres of land, from the jurisdiction of Prince William County to the jurisdiction of the City of Manassas Park. The two (2) areas that will move from Prince William Countyโ€™s jurisdiction to the City of Manassas Parkโ€™s jurisdiction are generally described as follows: Area #1 contains approximately 190.6375 acres of land, known as a portion of Generals Ridge Golf Course and identified as GPIN 7896-85-7079.
