The Dumfries family shattered by a domestic shooting that resulted in the death last week of Journee Carroll-Ward, 3, was already grieving the recent loss of their mother, who died in September, according to a family friend. The latest tragedy has been “devastating” for the eight children, who were still recovering from the September death of their mother, Portia Carroll, who was just 32 when she succumbed to diabetes, said Alix Grimm, a Montclair resident and a friend of Carroll’s and the children’s grandmother. “Everyone is in shock,” Grimm said. “There was so much grief and shock when Portia suddenly died – and now this.” See SHOOTING, page 2

When Deshundra Jefferson moved from Alexandria to Prince William County in 2015, she was looking for more space for herself and her young son. When she happened upon a townhome in Montclair, Deshundra Jefferson she was smitten. “I was like, ‘This is home,’” Jefferson said in a recent interview. “And I loved it because I saw all these kids running around, kids who were my son’s age, and it was walking distance from my son’s elementary school.” Jefferson, 47, has since bought a larger home and has come to love both Montclair, a community of about 15,000 residents in eastern Prince William, and the county as a whole. But recent land-use decisions by the board of supervisors have Jefferson worried that overdevelopment – particularly the numerous data centers recently approved by the board’s Democratic majority – could make Prince William County unlivable. That’s why Jefferson is challenging Board of Supervisors Chair Ann Wheeler, a fellow Democrat, in the June 20 primary. “I understand the need to grow. I understand the desire to bring in more revenue,” Jefferson said. “But there’s a saying: Not all money is good money. … True leadership requires you to learn when to say ‘no.’” Jefferson said she is especially concerned about the Prince William Digital Gateway, which would open 2,139 acres adjacent to the Manassas National Battlefield Park to data center development. Suspect in fatal shooting of 3-year-old Dumfries girl faced prior weapons charges in D.C., N.C. By Cher Muzyk

The 20-year-old Washington, D.C. man who is alleged to have fatally shot a 3-year-old Dumfries girl and seriously wounded four of her teenage relatives faced previous criminal charges in D.C. and North Carolina, according to court records. Kenyatta Lee Oglesby, 20, has been held without bond at the Prince William-Manassas Adult Detention Center since he was arrested and charged with murder and other offenses in connection with the Jan. 4 shooting that killed Journee Carroll-Ward, 3, and wounded three of her sisters, ages 17, 16 and 14, and her 17-year-old uncle. When the shooting occurred, Oglesby was wanted for arrest in Washington, D.C. for failing to return to court as ordered after he pleaded guilty to gun charges stemming back to an Oct. 7, 2021, arrest. At the time of the 2021 arrest, Oglesby, then 18, was charged with carrying a weapon without a license, possessing unregistered ammunition and tampering with a GPS monitoring device, according to Washington, D.C. court records. Oglesby was alleged to have accompanied two others during a robbery that took place shortly before his arrest. But Oglesby did not take part in the robbery, according to the victim. Police apprehended Oglesby and the others while they were traveling away from the robbery in a Metro bus. Police performed a protective pat-

down of Oglesby and located a “ghost gun” with no serial number in Oglesby’s underwear. The gun had four 9 mm rounds in the magazine and none in the chamber, according to court records. When the gun was found, Oglesby was reported to have said: “I’m going away,” and “I love you guys” to the
others. During the same pat down, police located a GPS monitoring device on Oglesby’s leg that officers noted appeared to have been “forcibly removed from its anchoring device.” GPS monitoring requires a person to wear an ankle bracelet that allows probation officers to track the person’s location. The reason Oglesby was wearing a GPS device at the time is unclear. As a result of that arrest, months later, in May 2022, Oglesby accepted a pre-indictment plea offer from the U.S. attorney for the District of Columbia to plead guilty to a single charge of unlawful possession of a firearm (with a prior conviction) that carried a sentence of up to 10 years in prison. But the plea agreement stated that Oglesby
would receive a three-year term of supervised release, according to court records. After Oglesby pleaded guilty, the judge released Oglesby with an order to appear in court again for sentencing, but Oglesby failed to return to court multiple times, according to court records. On Oct. 4, 2022, the court issued a bench warrant for Oglesby’s arrest and forwarded it to the United States Marshals to be served. Court records indicate that Oglesby never appeared in court. This was not the first time Oglesby was wanted as a fugitive from justice. When Oglesby was arrested on gun charges in D.C., it was discovered that he was wanted in North Carolina for violating his probation on a weapons offense as of Oct. 18, 2021. On Jan. 25, 2022, Oglesby appeared in open court in D.C. and agreed to be returned to North Carolina voluntarily. Court records show that Oglesby was not returned to North Carolina because officials from North Carolina did not show up to collect him, and the case was dismissed in D.C. on Jan. 29, 2022. Oglesby’s attorney Andrew Ain declined to comment about Oglesby’s most recent arrest in connection with the quintuple fatal shooting or his previous criminal record. The four teens who were seriously wounded in the Wednesday, Jan. 4 domestic shooting were in stable condition at Inova Fairfax Hospital’s trauma intensive care unit and were improving. All four underwent surgeries in recent days for treatment of multiple gunshot wounds, Grimm said. The injured teens are all related. The three girls -- Iayana, 17, Naveah, 16, and Danayja, 14, were sisters to Journee, 3, who died in the shooting. The injured boy, Marquel, 17, is the girls’ uncle and one of their grandmother’s two teenage sons, Grimm said. Carroll had four daughters and four sons, ranging in age from 17 to 3. Six of the children had been living with their grandmother in a townhome in the South Cove area of Dumfries where the shooting took place, Grimm said. The three girls were home that morning caring for 3-year-old Journee while their grandmother was at work. Three of the girls’ brothers – ages 8, 6 and 5 – were at school when the shootings occurred. A 14-year-old brother, D.J., is hearing impaired and was asleep when the shots rang out and did not awaken until the police arrived; he was uninjured, Grimm said. While the younger boys had already been attending school in Prince William County, the older girls and D.J. were transitioning to moving in with their grandmother from Fredericksburg, where they had been living and attending school when their mother died. Grimm said she has been given permission to share the family’s story with the news media on behalf of the children’s grandmother and aunt, who she said are still too emotionally distraught to speak with reporters. Grimm also launched a GoFundMe page in an effort to raise money for the family as they care for the wounded teens and arrange a memorial service for Journee. The mother and aunt are caring for a total of 10 children between them and will likely not be able to work while the teens recover. “This fundraiser is to raise money to support the family,” Grimm wrote in the GoFundMe post. “During this time, they are in need of support with food, transportation/gas to and from the trauma center, medical needs and also preparing to give Journee the memorial she deserves to honor
her memory and say our goodbyes.” As of Tuesday, Jan. 10, the fund had raised more than $25,000 from nearly 500 donors. The shootings were reported to Prince William County police at 10:51 a.m. on Wednesday, Jan. 4. They took place during an argument Iayana had with her boyfriend, who has since been arrested and charged with one count of murder and four counts of malicious wounding in connection with the shootings. The Dumfries Town Council was planning a safety town hall on Wednesday, Jan. 11 at the former fire
and rescue building, now used as a town recreation center, to discuss what the community can do to address the rise in gun violence. Mayor Derrick Wood said the town had at least four fatal shootings in 2022. Wood said the town police would be doing more frequent rounds in South Cove and the Williamstown area in the wake of the shootings. The Prince William County Electoral Board, which oversees all local elections, flipped to Republican control last week with the appointment of retired U.S. Air Force Maj. Gen. Mark Dillon, who replaced one of the board’s two Democrats. Dillon, 61, was sworn in on Thursday, Jan. 5 for a three-year term. Dillon and current electoral board Chair London Steverson, also a Republican and a former federal administrative law judge, make up the majority on the three-member panel. Steverson was appointed in July 2022. According to Virginia law, the partisan lean of local electoral boards must match that of the Virginia governor. Dillon joins the local electoral board after a tumultuous few months. The previous electoral board was sued by the Prince William Republican Committee and by two GOP “election integrity” activists: John Mills, of Woodbridge, and Elizabeth Block, of Manassas. Eric Olsen, the county’s registrar and director of elections, said in October that he planned to resign after the November 2022 election due to undue pressure brought by the local Republican committee -- although he is still currently serving. Police: 1 shot, 1 injured in Dale City home-invasion robbery Prince William County police are still searching for four men who forced their way into a Dale City home, falsely identified themselves as members of law enforcement and tied up two occupants before shooting one of them and beating the other on the head with a handgun. Officers released new details Monday, Jan. 9 on the home-invasion robbery that took place on Friday, Jan. 6 at a home in the 14800 block of Dillon Avenue in the Dale City area of Woodbridge. Officers arrived at the home at 1:55 p.m. on Friday, Jan. 6 and found
two occupants – a 22-year-old man and a 20-year-old man – injured as a result of their encounter with the four masked men, according to Master Police Officer Renee Carr, a Prince William County police spokeswoman. The 22-year-old man was suffering from gunshot wounds to the lower body, while the 20-year-old had a non-gunshot related head injury, Carr said in a news release. Officers immediately provided first aid to the man who was shot until fire and rescue personnel arrived. The man was flown to an area hospital, where he

White is expected to stand trial this coming April, but Miyares’ office has still not disclosed what White is alleged to have done to prompt the charges. Asked about joining the electoral board in the midst of such turmoil, Dillon said it wasn’t his first board experience and that he “tries to keep a neutral perspective.” “I think there’s a lot going on, but at the end of the day, the board has a responsibility. And I just try to focus on the responsibilities and the duties that the board members have and not on what I’ll call the ‘other issues,’” Dillon said. Overseeing free and fair elections for the peo-
ple of Prince William County and ensuring transparency throughout the election process are goals Dillon said he shares with Olsen. The two recently met and discussed the responsibilities set out in the Virginia code for overseeing elections, Dillon said. Asked if he shared the concerns some in his party have expressed about possible fraud in local elections, Dillon responded: “Negative. ... I just know that I have duties and obligations and responsibilities. I want to make sure that I do those duties, obligations and responsibilities as a board member in accordance with the Commonwealth of Virginia’s code.” A pilot with an engineering degree and multiple master’s degrees, Dillon retired from the Air Force in 2017 after serving for 33 years. An assignment at the Pentagon brought Dillon to Prince William County, where he has lived for seven of the past 10 years. He and his wife live in Occoquan; their three sons are grown, he said. Dillon has served as an election officer in the last three elections. He said he viewed it as a civic responsibility, calling it a “privilege.” In his first two elections, Dillon served in the Cen-

The industry contributed about $80 million in local taxes in the current fiscal year, and the PW Digital Gateway, if fully developed, is estimated to generate $400 million in annual tax revenue in about 20 years, according to projections from the county’s finance department. Wheeler has a degree in mechanical engineering from Tufts University and an MBA from the University of Chicago. Prince William County has a workforce crisis. Collective bargaining for part-time workers will help. I am a library manager at Dale City Library and a resident of Dale City as well. I’ve been in this role for five years. I’ve been an employee of Prince William County for seven, and I’ve been living in the county for just under 14 years. I serve my neighbors, and I really love my job, but there are many challenges. Notably, the cost of living has skyrocketed in my area, and after the re-evaluation of our pay back in 2019, COVID hit. Despite the ongoing pandemic, we have not received cost-of-living adjustments. Our pay has not kept up with inflation, so what’s always been hard is now much more difficult. In November, the Prince William Board of County Supervisors passed an ordinance to give workers the right to bargain for better pay, benefits and working conditions. This is a critical step in addressing our workforce crisis. Unfortunately, many part-time workers were left out. The supervisors promised to revisit the ordinance in 90 days. When they do, they need to include the essential part-time workers who make our county great. I supervise five people at the library, and all of my employees are part-time. It’s so important to me to advocate for my part-time staff; they are the lifeblood of the library. During the pandemic, Prince
William County labeled all of its employees “essential,” including part-time workers. Despite being essential, their health insurance is not subsidized in any way; they get fewer paid holidays than I do; and they accrue leave much more slowly than I do – including sick leave. That’s simply not fair. The work that part-time staff do is vital to my job and to Prince William Public Libraries as a whole. If the library were to lose all of its part-time employees tomorrow, we’d be dead in the water, yet we lose employees all the time because other localities offer fulltime positions with better pay and we can’t. In my experience, most of the employees we’ve lost have gone to Fairfax County or the City of Alexandria. I urge the Prince William County Board of Supervisors to amend its collective bargaining ordinance to allow workers to freely negotiate over pay, benefits and working conditions, and to allow all part-time workers, regardless of their benefit status, to join in their union. Let’s make it known that Prince William County is accountable to its essential employees and that the work county employees do to better our community every day is acknowledged and appreciated. Deshundra Jefferson offers a brighter future for Prince William County Deshundra Jefferson’s candidacy for the Democratic nomination for chair of the Prince William Board of County Supervisors offers the refreshing prospect of a unifying voice to replace Chair Ann Wheeler. While Chair Wheeler addressed areas that were neglected under former board chairman Corey Stewart, her accomplishments have been largely overshadowed by selling the county’s soul to data center developers. The county mischaracterized rural areas as an exclusionary zone, rather than an environmental and cultural resource, and has used that as a pretense to promote extensive over-development. Deshundra vows to supplant the indiscriminate treatment of our natural and historic heritage with smart, sustainable growth that leverages our county’s attributes to enhance the health, safety and quality of life for all citizens. Deshundra noted “far too many

Our voices matter, and we will make that clear at the ballot box.” Deshundra advocates for pay equity for the county’s firefighters, collective bargaining, diversifying our commercial tax base, making homeownership more affordable and building bridges between the community and the police department. Deshundra recognizes the need to “turn down the temperature” on hot-button issues, such as racism and political polarization. We will all be better for it. Deshundra Jefferson is a tonic for what ails Prince William Democrats The Democratic Party charter states: “What we seek for our Nation, we hope for all people - individual freedom in the framework of a just society, political freedom in the framework of meaningful participation by all citizens. Bound by the United States Constitution, aware that a party must be responsive to be worthy of responsibility, we pledge ourselves to open, honest endeavor and to the conduct of public affairs in a manner worthy of a society of free people.” Those principles have been repeatedly violated by the current chair of the Prince William Board of County supervisors, Ann Wheeler. Wheeler’s blatant servitude to business interests has undermined a just society. Wheeler inhibited meaningful citizen participation by hastily scheduling community engagement meetings on the Prince William Digital Gateway data center development at the height of the COVID pandemic, refusing to delay them, and then barely acknowledged resident concerns. Her disregard for due diligence proves she is insufficiently responsive to be worthy of responsibility. Under Wheeler’s “leadership,” the county failed to conduct even a basic cost analysis of infrastructure and public services required for the PW Digital Gateway, nor did they conduct a noise study or assess elec-
trical power needs. The board also deliberately deferred a water study recommended by the county’s own watershed management branch and neighboring Fairfax County. Wheeler’s aversion to transparency for the sake of political expedience demonstrates she can neither openly nor honestly conduct public affairs in a manner worthy of her constituents. County staff and supervisors repeatedly hid behind non-disclosure agreements to obscure the truth about land under development or available for data center use and neglected to respond to multiple inquiries from citizens and their attorneys for essential information to inform the public debate. Wheeler’s tenure has been dominated by contentiousness, divisiveness and suspicion. Every day she spends in office does further damage to the Democratic brand in Prince William County. It is our civic duty to reject public officials who have betrayed our trust and replace them with better candidates who will restore it. With Deshundra Jefferson’s announcement last Wednesday, Prince William voters now have both a fine candidate and an opportunity for redemption. King Day oratorical competition takes ‘a view of the promised land’ Staff Reports Six local middle and high school students will compete on Monday, Jan. 16 in the 33rd annual Dr. Martin Luther King, Jr. Youth Oratorical Competition and Program. The program will be held virtually again this year and will air at 11 a.m. on the YouTube channel of the Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Inc: PWCAC-DST-MEDIA. This year’s theme, “a view of the promised land,” inspired Prince William area students in grades six through 12 to write and present their views on the life and impact of King’s legacy. The program will showcase six student orators from Prince William County and Manassas Park and will feature the MLK Community Choir, which is comprised of students in kindergarten through the 12th grades. The audience will also have an opportunity to vote for their favorite middle school and high school orators using a text-to-vote feature while watching the program. The three middle school finalists are: Sakshi Gowda of Ronald Wilson Reagan Middle School; Alyssa M.
Godfrey of Benton Middle School; and Kaomi Ninasaume of Gainesville Middle School. The three high school finalists are: Shavonne Davis of Patriot High School; Myles Lanier of Manassas Park High School; and Brooklynn Saunders of Gar-Field High School. The 2023 Youth Oratorical Competition and Program marks the 38th year the chapter commemorates King’s life. The chapter’s first event after being chartered in December 1984 was a program to honor King on his birthday. “Beginning in 1985, before the national holiday, the first five years the program presented prominent local and national adult speakers. Then in 1991, the student oratorical competition became the program’s highlight,” said Sharon Andres, chapter president. “The chapter hosts the MLK program each year, but the support from the three local school systems, teachers, coaches and principals, and the judges, sponsors, donors and audience make the program possible year after year.” The Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. includes a “Day of Service” project on Monday, Jan.

OBITUARIES Audrey Thompson Jones Audrey Thompson Jones, 90, of Remington, passed January 3, 2023. VA She was born on May 7, 1932, and was preceded in death by her husband, Robert Mitchell Jones, Sr. Audrey worked as an educator for Fauquier and Culpeper County Public Schools and she also was a Deaconess at Providence Baptist Church, Remington, VA. Audrey is survived by four sons: Robert N. (April) Jones, Jr. of Fredericksburg, VA, Mark J. Jones of Manassas, VA, and Marlon T. (Kathleen) Jones of Lorton, VA; and Melvin E. (Kimberly) Jones of Herndon, VA; and a host of grandchildren and great grandchildren. Family will receive friends on Saturday, January 14, 2023, from 11 am until 12 pm with funeral services starting at 12 pm at Providence Baptist Church, 7498 Sumerduck Road, Remington, VA, 22734. Sharon Claire Saari Sharon Claire Saari, 78, of Harrisonburg, Virginia passed away peacefully in the early morning hours of December 24th, 2022. Sharon was a passionate environmentalist and conservationist who filled her world with travel, animals, and adventure. Born May 5, 1944, a native of River Grove, Illinois, she was the daughter of the late Oliver W. and Hildegarde A. Saari, and the youngest of three siblings. Sharon attended East Leyden High School and then the University of Illinois receiving a degree in Forestry & Zoology. She went on to the University of Georgia earning a Masters in Wildlife Ecology. While working at the university’s Institute of Ecology she traveled to Airlie House in Warrenton, VA to join graduate students from across the country to help organize the inaugural Earth Day in 1970. There she saw her first fox hunt, fell in love with the Virginia countryside, and vowed to return. She began her career in Florida at the Nature Conservancy playing a principal role in preserving areas in the U.S. Virgin Islands, Big Cypress Swamp, FL, and Santa Catalina Island, CA, among many others. Upon moving to Virginia in the early 1970’s she was the first staff hire at the newly formed Piedmont Environmental Council, setting up their Warrenton office on Main Street. In 1975 she went to work for MITRE Corporation, a McLean, VA non-profit government think tank. There she authored environmental impact statements and traveled the U.S. conducting field work. She capped her career by founding The Idea Center for environmental consulting, with notable work such as helping coordinate the DOJ investigation of the Exxon Valdez oil spill. At the same time she also founded Dare You, an adventure travel agency. Through Dare You she organized and led many horseback treks in the United States and countries all over the world including Africa and her “favorite place on earth” New Zealand. Sharon lived life with gusto and conviction. After contracting polio at age two, she was later encouraged to take up horseback riding to strengthen her legs. Thus began her life long passion for horses and riding. She became the consummate horsewoman, and her move to Virginia enabled her to fully indulge her love of foxhunting. For twenty five years she rode with the Piedmont Hunt in Middleburg, Virginia forming lifelong friendships. Upon her retirement and the purchase of farms in Rappahannock then Culpeper counties, she found contentment exploring the riding trails in the surrounding countryside. Sharon’s idea of a perfect evening was sitting on the porch of her log cabin with her dogs, sipping wine, and watching the sun set behind Old Rag Mountain. After giving up farm life, Sharon made her home at Sunnyside Senior Living Community in Harrisonburg, VA where she continued making new friends and sharing her many travel stories. She is survived by her sister Barbara J. Killough, of Palm Desert, CA; brother Kenneth W. Saari, of Park Ridge, IL; Nephew Michael W. Killough, of Bartlett, Illinois; her step-children Deborah Mayo Swan, of Amissville, VA; Hunter Mayo White, of Medford, MA; Robert C. Mayo, of Reva, VA; her dog Abby, and several great nieces and nephews. She was preceded in death by her nephew Jeffery S. Killough. A celebration of Sharon Saari’s life will be held from 2-4pm, Saturday, January 14, 2022 at Sunnyside Retirement Community, 3935 Sunnyside Drive, Harrisonburg, VA 22801, in the Blue Ridge / Allegheny Room of the Highlands Building. Joseph L. Durant Joseph L. Durant, 90, of Warrenton, Virginia, went to be with our Heavenly Father on January 8, 2023, following a brief illness. He passed peacefully at home with loved ones at his side. He was born in Zanesville, Ohio, on February 28, 1932, the eldest child of Leo Durant and Sophia (Wolfe) Durant. Joe was a pilot instructor and test pilot in the Air Force, flying B47 bombers in the Korean conflict. After retiring from the Air Force in the early 1960’s, he made a career in US government service working with what became the Office of Personnel Management. Joe married Glenna Haybron in 1955, and together they volunteered for multiple organizations and charities throughout the years. After 57 years of marriage, Glenna died in 2013. Joe continued selfless service with the Knights of Columbus at St. John’s in Warrenton. He is survived by his son, Joseph, Jr., and wife Sharon of Portugal; daughter, Christa Madock and husband David, of Smithsburg, Maryland; grandsons Jay Durant of Petaluma, CA, Jacob and Samuel Madock of Smithsburg, MD. The family will receive friends on Friday, January 13, 2023, from 6:00 PM to 8:00 PM at Moser Funeral Home, 233 Broadview Avenue, Warrenton, VA, with a rosary at 7:30 PM. A Mass of Christian Burial will be offered at St. John the Evangelist Catholic Church in Warrenton on Saturday, January 14, at 11:00 AM with burial immediately following at Bright View Cemetery, Warrenton. Robert Lee Cole Robert Lee Cole passed quietly on Tuesday January 3rd, 2023, in Kennebunk, Maine after a long bout with Alzheimer’s disease. Bob was born in Harford, Pennsylvania on May 28th, 1941. After high school, he enlisted in the US Navy and served on the aircraft carrier USS Independence CV-62 during the Cuban Missile Crisis in October 1962. Following his honorable discharge from the Navy he married and moved to Arlington, Virginia where he served an apprenticeship with Sheet Metal Workers Union Local 100. After his first child, a son, was born in 1964, the family relocated to Westgate in Manassas, Virginia. His second child, a daughter, was born in 1966. In 1976, he injured his back on a jobsite and needed to change professions. He chose to become a real estate agent on the advice of his sister, Mary Ann (deceased) – who was also a real estate agent. He obtained his broker’s license and started selling real estate for Long & Foster Realtors. Over the course of his career, he rose to become the manager of the Coldwell Banker Manassas office. Later, he became licensed to provide real estate appraisals and inspections for loan originators. He continued doing that and investing in real estate until he retired from full time work. Bob was always engaged and interested in helping the community and especially in politics. Along with other congregants, he and his wife pledged their house as collateral for the loan to build the original St Thomas United Methodist Church in Westgate in the late 1960’s. He was a member of the Civitan Club and was instrumental in helping to get a permanent facility approved for Didlake – a facility for adults with mental health disabilities. In 1982 he ran for Supervisor of the Gainesville District of the Prince William County Board of Supervisors and won. He served from 1983 to 1987 and lost his bid for reelection but remained engaged in local politics. In 2000 he divorced his first wife, Carol Ann (Darrow) of New Milford, Pennsylvania. In 2002 he married Joan and they later relocated to Kennebunk, Maine, where she still resides. Bob and Joan were very active in their local church, the Church on the Cape. Bob’s father, Robert J. Cole, died of complications from Alzheimer’s disease in 1986 and Bob began to show signs of Alzheimer’s disease in 2014. The disease progressed to the point that he needed to be checked into a memory care unit in a full-time care facility. Bob is predeceased by his parents and sister. He is survived by his wife of 20 years, Joan; his previous wife of 37 years, Carol; his son, Kevin 58, (married to Karen (Ennis) Cole and their children, Rachel 30 (married to Ariana), Hannah 25, and Jared 23; also survived by his daughter Kendra (Cole) Perdue 56 (married to Brian Perdue) and their children Emily (Perdue) Levine 30 (married to Brandon Levine) living in Augusta, GA and Adam 25 living in Richmond, VA. Jacob Aaron Bailey Jacob Aaron Bailey, soon-to-be father, beloved son, brother, grandson, nephew, cousin, and friend passed away on January 1, 2023, at the age of 30 in Arlington, VA following a brief and unexpected illness. Jake was born to Jim and Debra (Ball) Bailey on February 24, 1992, in Woodbridge, VA and was a graduate of Forest Park High School. Following graduation, Jake launched his career, managing an activity center and landing with the Fairfax County Public School system where he was well liked and respected. Five years ago, Jake met the love of his life, Diana Gonzalez, and they recently shared the happy news they were expecting the birth of their daughter, Sophia Grace, in March 2023. Growing up as an athlete, Jake played baseball and excelled in martial arts, where at the age of 10, he received his 2nd degree Black Belt in Hapkido. Jacob was an avid outdoorsman; he enjoyed traveling and hiking, fishing with his Dad and big brother Tim and cheering his little sister Claire through countless soccer games. You could always find him on family days where he reigned as one of the best cornhole champs and would happily spend hours playing games with the family. Jake was authentically and wholeheartedly present for those in his life with his gentle soul, laid back demeanor and sweet smile. He is survived by parents, Jim and Debra (Ball) Bailey, his brother, Tim Bailey, his sister, Claire Bailey, his grandparents Ron and Sue (Lowery) Bailey, of Woodbridge, VA and grandparents Fred and Judy (Brown) Ball of Summersville, WV, eight aunts and uncles, ten cousins, additional extended family and a multitude friends. Kevin James Toohey On Tuesday, January 3, 2023, Kevin James Toohey, loving husband, father, brother, grandfather, and friend, passed away at age 77. After a long struggle with cancer, Kevin passed in his home surrounded by family and friends. Kevin was born on May 10, 1945 in the Bronx, New York to James Vincent Toohey and Muriel Mackenzie Toohey. He started his successful career in Computer Science as an IT employee on Wall Street in 1964. Over the years, as he excelled in his career, his job and family took him from New York, to New Jersey and eventually to Virginia. During that time, he received his degree in Computer Science and graduated from Princeton College. His intelligence and work ethic can be seen throughout his long years of advancement in his field. His last place of employment was for the US Government in the Pentagon where he created a lasting imprint due to the love for his country and fellow Americans. Kevin loved the beach and every year there was a family vacation to the Outer Banks. Riding the waves with his two daughters, Jennifer and Carolyn and fishing off the pier was a favorite past time for them. His love of his family and the beach never failed and when he retired, he bought a beautiful beach house in Salvo, NC where he and his family enjoyed the amazing beaches and people they encountered. He always shared his home with the many wonderful friends he made during his retirement. Kevin had a wonderful community of friends in the Tri-Villages of Hatteras Island; friends that became family. Kevin was known for his quick wit, intoxicating laugh, tremendous heart and his kind and compassionate spirit. He is survived by his beloved wife, Christine Parker Toohey, his two daughters, Jennifer Ann Chisholm and Carolyn Beth Gullion, his former wife Ann Marie Toohey, and his sister, Rosemary Longinettii. He will be greatly missed by his grandchildren, Tyler Daniel Meeusen, Hailey Paige Chisholm, Carter Hayes Chisholm, as well and his son-in laws, Andrew Christopher Chisholm and William Dana Gullion, and Banx, the newest puppy addition to the family. John Roosevelt Jackson, Jr. John Roosevelt Jackson, Jr., 68 of Culpeper, VA passed away on December 30, 2022, at Culpeper Health & Rehabilitation Center. He was born on March 5, 1954, in Virginia to John Roosevelt Jackson, Sr. and Winnie Mudd Jackson. John will always be remembered as a loving man who was very giving. He was a loyal employee with Aero Jet for 40 years. Regina Travers Stettinius Regina Travers Stettinius passed away peacefully on Friday, December 30, 2022 in Palm Beach, Florida at the age of 53. Regina, fondly known as Reg to one and all, was born on April 13, 1969 in Hartford, Connecticut. She was a graduate of Miss Porter’s School and Trinity College and received a master’s degree in historic landscape preservation from George Washington University. Reg and her late husband, Joseph Stettinius, Jr., raised their two children, Isabel Stuart and Alex Travers, in Washington, D.C. where they built lifelong friendships. As a family, they shared a deep love for nature and the outdoors whether it was summers in Nantucket, weekends in Upperville, Virginia or being in Florida where they supported one another’s passions for fishing, fox hunting, horse show jumping and tennis. Reg was a committed runner and knew every inch of the D.C Tidal Basin running paths and every step up to the Lincoln Memorial. She was a co-founder and chairman of Venga, an online restaurant site that was sold to Booking Holdings Inc in 2019. In 2020 she turned her focus back to design where she completed several residential interior projects for private clients under Culley Travers Interior Design & Construction Management. Together, Reg and Joe were extremely philanthropic and devoted their efforts to the Boys & Girls Club of Greater Washington and Autism Speaks. Reg and her children were especially proud of the founding of “Joe’s Kids Fund” which helps offset the costs for a yougster to attend the club. Reg is survived by her adoring children, Isabel Stuart Stettinius and Alexander Travers Stettinius; her father, Peter George Travers and his wife Cheryl of Portsmouth, New Hampshire. She is predeceased by her mother, Geraldine Conlon Travers, of Farmington, Connecticut. Regina is also survived by her brother, Peter George Travers, Jr. (Jennifer) of West Hartford, Connecticut; her brother, Andrew James Travers (Mary Stuart) of Chevy Chase, Maryland; her mother-in-law Mary Ballou Williams of Richmond, Virginia; her brother-in-law Edward Reilly Stettinius (Sarah) of Washington, D.C.; her sister-in-law Mary Stuart Stettinius of Paris, Virginia; her brother-in-law Richard Roland Reynolds (Diana) of Alexandria, Virginia; her sister-in-law Virginia Stettinius McMullan (Michael) of Silver Spring, Maryland; her sister-in-law Carolyn Stettinius Rankin (John) of Atlanta, Georgia; and 15 nieces and nephews. A funeral service will be held on Friday, January 13 at 11 a.m. at Trinity Episcopal Church, 9108 John S. Mosby Highway, Upperville, Virginia. OBITUARIES Lucas Abraham Van Wyk
Margaret Alice Walters Embrey
Lucas Abraham Van Wyk passed away peacefully at home with his loving wife, Pat Meisels by his side on December 24, 2022. He was born in Pretoria, South Africa on October 22, 1956 to Karel Van Wyk and Magdalena Alletta Van Wyk. He is survived by his sister Cecile Pretorius, brothers Willem and Stephan Van Wyk, his children Lucas, Stephan, and Pieter Van Wyk, and his grandchildren, Dylan, Charlotte, and Connor Van Wyk. He is also survived by his wife Pat, his stepchildren Melissa Ramos, Michael Meisels, and Meredith Manuel, and his six stepgrandchildren. Lucas will be missed by all who know him. His final resting place will be in his birthplace in South Africa. The entire Van Wyk family would like to extend our deepest gratitude to everyone who has supported us during this most difficult time.
Margaret Alice Walters Embrey, 95, of The Plains, departed this life peacefully at her home on January 6, 2023. She was preceded in death by her husband, Kenneth J. Embrey; parents, Mary Alice and Bennie Leslie Walters; brothers, Sam, Billy, Dallas, Robert, and Dan; sisters, Daisy Cook and Janet Budd. Margaret was the last survivor of her family. She is survived by her children, Kenneth L. Embrey of The Plains and James P. Embrey (Ann) of Richmond; grandchildren, Allison Schmitt ( John) and Stephen Embrey; great-grandchildren, John Grayson, Delia, and Henry Schmitt. A private family graveside service will be held at the Warrenton Cemetery.
Cynthia Gail Sisson Cynthia Gail Sisson, 82, passed away on Thursday January 5, 2023, at Culpeper Health and Rehabilitation Center, in Culpeper, VA She was born Cynthia Gail Timberlake of Fauquier County VA. She was the daughter of the former Janie Louise Embrey and Hunter Christian Timberlake of Remington, VA. She is survived by her partner of 32 years, Fred Venish, her son, Rod Sisson and his partner Amy Shea of Orange, VA. Three grandchildren, Christopher Sisson of San Marcos California, Candace Ward (Greg) of Oceanside California, Cooper Sisson of Orange, VA and two great grandchildren, Wyatt and Owen Ward of Oceanside California. She has three surviving siblings, her sister Eloise May Bailey, of Remington, VA, and her two brothers and their wives, George and Mary Fotenos of Madison, VA and John and Jean Fotenos of Brandy Station, VA. She is preceded in death by her sister, Lorraine Gertrude Dittrick, her brothers, Hunter Gordon Timberlake and Larry Eugene Timberlake. Cindy, as she was known, was clerk for the Culpeper County Circuit Court for a number of years and also as a clerk for the Second National Bank of Culpeper. She was a graduate of Remington High school and enjoyed many activities including bowling, in which she was exceedingly good, softball and being around family, especially Sundays at Mom’s house. She was also a very good Scrabble player and loved to rub it in after a win. She had a great love for her country and her family. She attended football games, wrestling matches, for her brothers and son, anything that had to do with family. She loved animals and could be found by a nearby lake feeding and taking care of the ducks and earning her the nickname of “Duck Lady” around town. Her fondness for animals was great but almost nothing was better than her beloved cats General Lee and Missy. She will be missed by family and friends alike. There will be a short graveside ceremony held at Mount Holly Cemetery near Summerduck, VA on Tuesday, January 10, 2023, at 1:00 p.m. Please make donations to your local SPCA or animal shelter in lieu of flowers. Joseph Elmer Embrey Joseph Elmer Embrey, born on August 3, 1946 at Winchester Hospital (age 76), a resident of Nokesville, VA passed away peacefully to join his Lord and Savior surrounded by his family at Inova Fairfax Hospital, Falls Church on January 5, 2023. He was the Owner and Operator of Embrey’s Tree Service for many years. Tree work and his many loyal clients were a passion of his which he really enjoyed. He was preceded in death by his father, Elmer Earl Embrey, a former deacon of Upperville Baptist Church; his mother, Eula Lee France; his sister, Hazel Ann Proffit; and his stepfather Coy France.
