Schools were closed, thousands teleworked from home, restaurants such as Chick-Fil-A and Starbucks switched to drive-thru or take-out service only and store shelves were mostly stripped bare of produce, toilet paper, hand sanitizer and cleaning wipes. That was the scene around Prince William County early this week, as residents who spent the weekend stocking up at area grocery stores returned home to cope with a new normal: weeks of “social distancing” aimed at slowing the spread of the novel coronavirus 2019. The last remaining dairy farm in Prince William County, Dutch Land Farm in Nokesville, has shut down its dairy operation. The farm will continue to produce crops like soy and corn. “It was a sad day,” said Lisa House, who owns the 600-acre farm with her husband, Dale House. The last of the farm’s 375 dairy cattle were shipped to a farm in upstate New York on Wednesday, March 11. House said the dairy farm was in operation in the county for more than 100 years. “We’re going to reassess what we’re doing,” House said. “We won’t be going back in the dairy business.” House said the primary reason for closing the farm’s dairy operation was a decline in milk prices over the last few years, a problem that has forced many dairy farms to close across the United States.

In that respect, Peninsula residents are urged to avoid gatherings of more than 50 people. The move followed Superintendent Steven Walts announcement on Friday, March 13, that schools would close and not reopen until Tuesday, April 14, at the earliest. School systems in the cities of Manassas and Manassas Park followed suit, closing their schools for the same time periods. “We know that it’s critical that we practice social distancing as much as possible in order to help slow the spread of COVID-19 and help our health system,” Martino said in a video-taped announcement. “This declaration will help us mobilize resources to put practices and policies in place to keep our employees and residents healthy.” To enforce social distancing as much as possible, the county altered the courthouse schedule for the next five weeks to reduce crowds and limit court appearances. The coun-

ty also shuttered most of its public facilities, including libraries, recreation centers, senior centers and adult day care, and canceled public meetings, including board of county supervisors and planning commission meetings scheduled this week.

The state has so far stopped short of asking bars, restaurants or businesses to close, but some were already taking steps to limit crowds this week. The AMC movie theater at Potomac Mills announced it is halting ticket sales at 50% of its theaters’ capacity, while the Apple Store at Stonebridge at Potomac Town Center closed for two weeks and others limited hours and promised extra cleanings. Still, there were also signs that some are slow to understand the need to protect residents most vulnerable to the coronavirus, including those over the age of 60 as well as people with asthma or other respiratory conditions. Tasha Nelson, a Manassas mom of an 8-year-old boy with cystic fibrosis, said she was taken aback when some fellow shoppers appeared to mock her for wearing a mask to the grocery store last Friday. “People were rolling their eyes. Someone outright laughed at me,” Nelson said. “Another man said as I walked by, ‘Why are people overreacting?’” Nelson said her family has been isolated in their Manassas home for more than 10 days and are taking extraordinary precautions at the recommendation of her son’s specialist. “This is my neighborhood that’s being affected, and people are still not social distancing. It’s heartbreaking,” Nelson said. “People are still going to restaurants and bars.” Nelson said she hopes her story

Meanwhile, some residents and businesses reached out with offers of help to families in need of child care as schools closed. Prestige Sport Martial Arts in Manassas offered free day camp to the elementary school-aged children of first responders and medical professionals. “There are people who cannot bring their kids to work and cannot stay home for a month,” Prestige Sport said in a Facebook post. “We are providing care for those families.” By Monday, the post had reached over 40,000 people, said Coach Justin Ladson. “We didn’t know that many people would see the post,” he said. Prestige, which regularly offers summer camp and after school care, is capping day camp attendance at 25 children per day and is working with parents to set up schedules based on their needs, Ladson said. Monday’s camp had five children in attendance, he said. “We’re predominantly a martial arts studio and we really try to teach our kids to give back to the community and that’s what we want to do, too,” Ladson said. Similarly, the House Student Leadership Center in Woodbridge expanded its programs to serve fullday care to kids in kindergarten through 12th grade from 6 a.m. to 6 p.m. Founded in 2005, The House, Inc. regularly provides before- and after-school as well as summer break programs for teens and pre-teens in grades four through 12. “Obviously, understanding the need and the hardship that school closures created, we saw a critical need,” said Executive Director Todd McCormick. Va. lawmakers pave the way for larger Rosie’s in Dumfries By Daniel Berti

A new, casino-sized Rosie’s Gaming Emporium with 1,650 “historical horse-race” betting machines could be on the horizon for the Town of Dumfries, thanks to state casino legislation that lifts statewide limits on the slot-like machines. But a larger facility is years away, according to Colonial Downs, which operates off-track betting parlors in Virginia. The Dumfries Town Council approved in February a new Rosie’s Gaming Emporium with 150 betting machines, which is planned to open in the Triangle Shopping Plaza by the end of the year. Now, the Virginia General Assembly has paved the way for a Rosie’s Gaming Emporium 11 times that size by eliminating a provision in the state budget that would have imposed a five-year delay on new betting machine limits. Lawmakers’ decision to lift the limits immediately means the Dumfries Town Council could begin considering a larger off-track betting parlor as soon as Gov. Ralph Northam signs the new casino bill into law. The casino bill expands the number of slotlike betting machines allowed in Virginia’s offtrack betting parlors to mitigate the competition the new casinos pose to proposed and existing off-track betting parlors. Under the legislation, casinos will be allowed in five Virginia cities as long as voters in those localities approve them in future ballot referendums. Dumfries voters approved a ballot referendum in November 2019 that allows off-track betting in the town.

The Prince William Board of County Supervisors voted early Wednesday to approve a rezoning allowing 516 new homes to be built near Devlin and Linton Hall roads in Bristow. The board approved the rezoning in a 5-2 vote near the end of a marathon meeting that ended after 1 a.m. All five Democratic supervisors voted in favor of the rezoning, while Supervisors Jeanine Lawson, R-Brentsville, and Peter Candland, R-Gainesville, voted against it. Supervisor Yesli Vega, R-Coles, abstained from voting on the rezoning approval. Prior to that vote, Lawson asked the board to vote to deny the rezoning. The board voted 3-5 along party lines with all three Republicans voting to deny the rezoning, and all five Democrats voting in favor of the rezoning. It was the first major land-use case to come before the board since its five new members were elected last November. The project, called “the Devlin Community,” is proposed by developer Stanley Martin. It will add 516 single-family homes on 270 undeveloped acres within the county’s “development area,” meaning it is

Scott Surovell Wood said a larger Rosie’s Gaming Emporium would attract more out-of-town visitors and tourists. That sentiment is shared by state Sen. Scott Surovell, D-36th, who represents Dumfries and worked to lift the five-year moratorium on new offtrack betting machine limits from state legislation. “From my point of view, it’s the biggest thing to happen in Dumfries in 40 years,” Surovell said. “A 1,600-machine [facility] right off [Interstate]-95 could be a real, major activity center for the town. According to projections, it could at least double the town’s budget without raising taxes. … This really could put Dumfries back on the map.” Surovell said he’s personally not a fan of gambling but understands other people enjoy it. And although he called gambling addiction “a real concern,” Surovell said he did not believe the Dumfries off-track betting parlor would have much of an impact considering Dumfries’ close proximity to the MGM Grand casino in Maryland. “If we can keep $10, $20, or $30 million of that [spending] in Virginia, especially in Dumfries, I’m all good,” Surovell said. Staff Reports Prince William, Manassas and Manassas Park schools are providing free to-go meals to any child under the age of 18 -- and to any special needs individuals through age 21 -- during the four weeks school will be closed due to the coronavirus pandemic. Gov. Ralph Northam ordered all Virginia public schools to close for at least two weeks, or through Friday, March 27, in an effort to stem the spread of the virus. All three local school divisions will remain closed until Tuesday, April 14, which was to be the day students were to return from spring break. To ensure that students and chil-

dren who rely on schools for meals have access to nutritious food, the school divisions are distributing togo packaged meals each weekday at 21 schools around the county. The Prince William locations were selected based on the number and location of children who receive free- and reduced-price breakfasts, lunches and dinners at school. Also, the general location of the school sites were considered, said Diana Gulotta, school division spokeswoman. In Prince William, meals will be served from the front doors of the 17 school sites between 9 and 10 a.m. on Mondays through Fridays, the school division announced Friday.  Packaged breakfasts and lunches will be handed out together. REZONING, from page 3 Lawson said she would be in favor of the project if Stanley Martin would reduce the number of planned homes, but the developer declined to do so. “I really would like to make this a win-win for everybody, but that doesn’t seem like something the applicant is willing to do,” Lawson said. The new development is the latest iteration of what once was called the “Stone Haven” project. That now-defunct development at one time proposed more than 1,800 homes on about 700 acres in the same area. Lawson’s opposition to original Stone Haven project led to the landowners withdrawing their rezoning application in 2015. Supervisor Victor Angry, D-Neabsco, said he is concerned about the potential for increased traffic congestion on Devlin Road, which already experiences heavy traffic during rush hour. But he ultimately voted to approve the project. “Regardless of what happens on that property, you’ve got bad traffic on that road,” Angry said. “If we have an opportunity to fix that road first, then I would definitely want to entertain that on this board.” Peter Dolan, an attorney who represents Stanley Martin, said the development will begin construction in 2022 and will be completed by 2032. Dolan said additional roads and schools in the area will be completed before the full buildout in 2032. Additionally, because the rezoning application was submitted prior to July 1, 2016, when the state’s new law limiting proffers went into effect, it offers a total of $27.7 million to the county to offset the impact of the new residents. transportation improvements and $10.7 million for county schools. At-large Chair Ann Wheeler (D) voted in favor of the development. Wheeler said road improvements for Devlin Road could be completed before the full buildout in 2032. “I don’t see Devlin Road as a major issue,” Wheeler said. Prince William County voters approved a road bond referendum in November 2019 that includes $50 million to widen Devlin Road. The money for construction of that project was not included in the proposed 2021 county budget, however. About 30 county residents came to the meeting to speak against the rezoning and the new homes that will accompany it. Most expressed concerns about school overcrowding and traffic congestion in the surrounding areas. A handful of residents spoke in favor of the proposal. John Zuck, a Brentsville resident, said he is concerned the new development will lead to more classroom trailers outside area schools. “The newest county high school already has five trailers. If you’re in favor of keeping trailers at schools, go ahead and approve it,” Zuck said. “I’m asking you to please vote no.” David Geiger, a Brentsville resident who recently moved to the area, said school overcrowding is a major concern. Geiger said his children attend Prince William County schools. “The idea that we’re proposing 516 homes when there is already overcrowding in schools is discouraging,” Geiger said. Mansimran Singh Kahlon, a Brentsville resident and one of the county’s elected Soil and Water Conservation District directors, said the development would worsen traffic congestion.

“We’re just talking about what’s best for our community,” Kahlon said. “Let’s just wait for the new traffic improvements are finished to see what we can do.” Sameer Patel, the developer of the nearby Bristow Commons shopping center, spoke in favor of the new development. Patel said the added population would help fill vacancies in the shopping center. “We’ve had trouble leasing out our spaces,” Patel said. “You have to have houses to bring retailers ... From 1992 to 2018, more than 94,000 family dairies closed their doors at the rate of 10 dairy farms per day. The trend has continued at a steady pace. Since 2018, about dairy farms went out of business across the U.S., according to the National Farmers Union. Jay Yankey, manager of the Prince William Soil and Water Conservation District, said the region’s dairy farms have been hit hard by the downturn in the dairy market in recent years. “It’s not unique to this area. It’s a problem across the country,” Yankey said. “There’s just not a lot of profit in it.” Yankey said Kettle Wind Farm in Nokesville, which had been the county’s only other dairy farm, closed its dairy operation in 2018. Prince William schools hope to resume April 14 By Jeff Malmgren Times Staff Writer

As Brentsville’s girls soccer practice neared its end Friday evening, coach Sonny Barrickman received an email on his phone. It detailed how Prince William County Public Schools decided to close until April 14 due to the spread of the novel coronavirus (COVID-19). That put an end to all school athletics for four weeks after Virginia Gov. Ralph Northam announced the closure of all K-12 schools in the state until at least March 30. So Barrickman called his girls together and had them sit down to break the news. “That was one of the hardest things I’ve had to do as a coach,” Barrickman said later. “Eyes watered up and lots of questions. “My seniors keep asking will [they] get to play at least one last game, and it doesn’t feel good not having a better answer for the kids,” Barrickman said. “Putting all the emotions of how it [has affected] the girls into words is difficult.” The Virginia High School League’s spring season was set to begin Monday, but now most teams much play shortened schedules, at best. Cederick Bullock understood the need for the change. “It’s the correct response to mitigate the situation as well as possible,” said the boys soccer coach of COVID-19. But “the biggest feeling is frustration,” Osbourn Park softball coach Patrick DeRosa said. Much like the scene Friday at Brentsville, DeRosa faced a lot of questions Thursday from a few players after the Yellow Jackets’ practice. He saw consternation on their faces in the wake of many canceled spring sports seasons for high school and college teams across the country. “You could see their worry [that] they wouldn’t get any games this season,” DeRosa said. “It was hard for the coaches to not have an answer for them,” he said. COVID-19 could presumably cause further cancellations of games, or even the entire VHSL spring season. “It’s hard to remain optimistic with all of the news swirling,” DeRosa said, “but I encouraged our girls to remain hopeful.”

General Assembly approves first Latino judge for Prince William By Daniel Berti

The Virginia General Assembly has approved two new Juvenile and Domestic Relations District Court judges for Prince William County and the Cities of Manassas and Manassas Park, including the county’s first ever Latino judge, Carlos Flores Laboy. The Virginia state Senate elected Flores Laboy and Jacqueline W. Lucas last week during the final days of the 2020 General Assembly session. The two new judges will replace retiring Prince William County Judges Janice Wellington and George DePolo. Wellington holds the distinction of being the county’s first female judge and first African American judge. She began serving on the bench in 1990. Flores Laboy will begin his term on June 1. Lucas will begin her term on July 1. Juvenile and Domestic Relations District Court judges serve six-year terms. The county’s Juvenile and Domestic Relations District Court hears all matters involving juveniles such as criminal or traffic charges. Flores Laboy currently serves as a substitute district court judge in the county, a position he’s held since March 2019. Prior to serving in that role, Flores Laboy was an attorney

for Old Town Advocates in Manassas where he represented Englishand Spanish-speaking juveniles in Juvenile and Domestic Relations District Courts. Lucas has worked for the Prince William County Attorney’s Office since 2003, providing legal advice to the Prince William County Department of Social Services in matters regarding child abuse and neglect, foster care, termination of parental rights and child status offenses. Sen. Scott Surovell, D-36th, who represents parts of Prince William County, said Flores Laboy and Lucas were selected out of five total applicants for the positions. He said it was the most difficult judicial selection he’s been a part of since he began serving in the Senate in 2016 because of the quality of the candidates. “It’s important that we have a bench that reflects our community,” Surovell said.

Uncertainty of the future has likely hit seniors hardest. They usually have months to contemplate the finality of their high school careers, but that possibility burst up like a geyser last week. “The first thing that came to their minds is, ‘Well, is the season over?’” Bullock said. “Am I not going to have a Senior Night?’” Battlefield’s boys and girls soccer teams actually planned to celebrate their Senior Night together during a season-opening doubleheader Monday. With work being done to Battlefield’s home field, the Bobcats were scheduled to play most of their games on the road, so they organized a senior celebration in Haymarket at the start of the season. “The parents had a lot of good plans set up to have a good night for the boys,” Bullock said. “We just wanted to make it as special as possible for them. “The seniors are very disappointed,” he said. “You really do remember your senior year. That’s your time to be a leader and put your footprint out there, so it’s been hard on them and I do feel very much sad for the kids, and their parents.” For Osbourn Park, the school closure also canceled their trip to the Grand Strand Softball Classic in Myr-

So now DeRosa and the Yellow Jackets are just left hoping they can get back on their home field at some point this season. “Even if it is a condensed five game district schedule and then go right to playoffs,” he said. “We’ll take whatever games we can.” Two of Osbourn Park’s three senior softball players were members of the 2018 Class 6 state runner-up team. They fell short of returning to state by only one win last season. “They wanted to make one more run at it,” DeRosa said, “and they’re worried they’ll have that chance taken away from them.”

Why the Devlin rezoning should be a call-to-action

We’re in this together and we need your support You may have noticed a lot of activity on the princewilliamtimes. com site the last several days. We’ve been busy trying to cover the local upheaval caused by the coronavirus. There are a thousand considerations – the status of county facilities, the courts, the schools, our local businesses, health care facilities, sports, children’s activities, nursing homes and assisted living centers, groceries and toilet paper. And we know our community needs to keep on top of it all. Our readers expect us to be there, talking, listening, reading, researching and putting all the chaos into neat packages that are easy to understand. We have heard from those who follow our website that they especially appreciate our efforts to keep them informed during this difficult time. Even though it means long hours and short deadlines, we are happy to do it. We live here too, and we care about our community. COVID-19 is about to take a deep toll on our country and our community. Every person will feel its effects. We worry about our elders and those with fragile health, while at the same time empathize with our young people, especially those who had been looking forward to major life events this spring, such as high school and college graduations, weddings and other milestones. This coronavirus crisis is downright heartbreaking. And while we mourn the many personal losses suffered as life as we know it grinds to a halt, we are also mindful of the tremendous financial strain the crisis will pose to our residents and local businesses. Our newspaper is no different. As our loyal advertisers experience a precipitous dip in customers, they’ll have no choice but to pull back their support. The print newspaper will shrink, as will our resources.

I have been asked about my vote to approve the “Devlin Road community” rezoning. My reasons touch on a number of legal realities, land-use policies and impact mitigation (in terms of schools, traffic, etc.), as well as how rezoning approvals in the surrounding area by previous boards made it much more challenging for the current board to deny this rezoning. First, the legal realities. Virginia law makes it difficult for local boards to deny rezonings when proffers offset school and road impacts and when the proposed development conforms to the county’s current comprehensive plan in terms of density. The area in question is designated “suburban residential low,” which allows for one to four single-family homes per acre. At 516 homes, the Devlin project falls in the mid-range of the designation. Additionally, the area’s existing zoning, set at the county default of A-1, isn’t compatible with the comp plan designation nor the surrounding uses. Two residential neighborhoods border the proposed development. The proffers (cash and infrastructure improvements given by the developer to offset the impacts of the development) attached to this project weaken the board’s legal case for denying the application based on those school and road impacts. Moving forward, we should evaluate the formulas used to determine the amount of proffers that constitute as offsetting the traffic and school impacts. Currently, the formulas are slanted in favor of developers, allowing them to “check a box” even if they haven’t fully mitigated negative impacts to our quality of life. We also need to address stormwater mitigation rules, as I mentioned in my questions during the board meeting. Currently, clear-cutting land either does not trigger stormwater management requirements, or significantly decreases the standards by which the developer has to install stormwater management systems during construction. That being said, unlike some other unpopular developments passed by the previous board, such as Ray’s Regarde, which is planned for an area of Woodbridge east of Interstate 95, a combination of planned new schools and road improvements – along with staggered development – will put infrastructure in place ahead of the growth in the Devlin community.

The realignment of the intersection at Balls Ford Road and Va. 234, which has been funded as part of the Interstate 66 project, is moving forward, and the pace of adding new homes is contingent on completion of the Devlin Road widening. In some cases, the developer will be prohibited from building entire phases of the Devlin community project unless certain road improvements are finished. This is baked into the proffers and is legally binding. Additionally, the development will take at least 10 years to reach full buildout; on average, 50 homes will be added per year once construction begins. I feel this incremental approach, along with the school division’s existing capital improvements program and proffered school funding, will allow area schools to accommodate new students generated by this project. We also heard from neighbors who are understandably upset by ongoing flooding that was only made worse when the landowner clear-cut the property. They worry about what will happen once construction begins and impervious surfaces are added. The good news is that though the rezoning is approved, the developers will need to work with the county’s development services officials to ensure they meet any number of regulations, to include stormwater management that should alleviate flooding. I realize that none of this will make the development popular, but I feel that the public deserves answers and insight. Additionally, I’d like to see Devlin Road become a call to action: Let’s fix the loopholes in the county comprehensive plan, zoning ordinances and state laws that tie our hands at the local level. I will be sharing my thoughts on this soon as well as seeking your ideas. It will take grassroots action to rebalance the scales so that local communities have a greater say in land use. Mall employee charged after customer photographed in dressing room A H&M clothing store employee was arrested Monday after a female customer said someone stuck a cellphone under a dressing-room curtain to take photos of her while she was undressed, according to police. Officers were called to the Potomac Mills store, located at 2700 Potomac Mills Circle in Woodbridge, at 8:21 p.m. Monday, March 9, to investigate the incident, said 1st Sgt. Jonathan Perok, spokesman for the Prince William County Police Department. The victim, a 21-year-old woman, told police she was changing inside one of the fitting rooms when she ob-

served the curtain move before looking down and seeing a hand holding a phone with the camera lens facing upward, Perok said. Following the investigation, officers obtained a warrant for the arrest Bonasorn Nakjai Powers, 22, of Woodbridge, who was charged with peeping, a class I misdemeanor, in connection with the incident and was released on a $2,500 unsecured bond for an April 2 court date.

Police: Teens charged in 2 school-based incidents A 14-year-old Gainesville girl and a 17-year-old Dumfries boy were arrested in connection with two separate February incidents at Prince

William County high schools, the Prince William County Police Department said Thursday. Arrest follows fight at Patriot H.S.: The most recent arrest occurred Thursday, March 12, at Patriot High School. That’s when police wrapped up an investigation into a Feb. 7 fight that occurred at 7:30 a.m. in a school stairwell. A school resource officer’s investigation revealed the victim, a 14-year-old female student, was approached in the stairwell by another female student who pulled the victim to the ground by her hair and then kicked her several times, according to Officer Renee Carr, spokeswoman for the Prince William County.

The victim reported serious injuries. On Thursday, March 12, the SRO obtained a petition charging a 14-year-old Gainesville girl with malicious wounding in connection to the incident. The teen was released to family members for a May 11 court date. Forest Park student charged with sexual battery: A 17-year-old male Forest Park student was arrested Tuesday, March 3, in connection with a Feb. 4 incident during which a student was inappropriately touched in a classroom, Carr said. The male student was charged with sexual battery in connection with the incident. His status and court date were unavailable Thursday, Carr said.

Legal Notice SUPPLEMENTAL NOTICE TO THE PUBLIC OF THE APPLICATION OF VIRGINIA ELECTRIC AND POWER COMPANY FOR APPROVAL TO ESTABLISH AN EXPERIMENTAL RESIDENTIAL RATE, DESIGNATED TIME-OF-USE RATE SCHEDULE 1G (EXPERIMENTAL) CASE NO. PUR-2019-00214 On December 12, 2019, Virginia Electric and Power Company (“Company”) filed an application (“Application”) with the State Corporation Commission (“Commission”) for approval to establish a new experimental and voluntary residential time-of-use (“TOU”) rate schedule, designated Time-Of-Use Rate Schedule 1G (Experimental) (“TOU Schedule 1G”), pursuant to § 56-234 B of the Code of Virginia (“Code”). The Company states that TOU Schedule 1G was developed during a series of stakeholder group meetings required by the 2019 Virginia General Assembly. The Company requests a rate effective date of January 1, 2021. Pursuant to Code § 56-234 B, the Commission is required to issue its final order on the Application within six months of the filing date. The Commission entered an Order for Notice and Hearing that, among other things, scheduled a public hearing on May 5, 2020, at 10 a.m., in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive testimony from members of the public and evidence related to the Application from the Company, any respondents, and the Commission’s Staff. The Commission subsequently permitted the Company to supplement its Application to include an optional program (“Solar Incentive Program”) for eligible customers to receive a rebate to offset partially the costs to install distributed solar (net metering) equipment, directed supplemental notice of the Company’s Application, and extended the date by which notices of participation are required to be filed from March 3, 2020, to March 31, 2020. The Company states that the Solar Incentive Program complies with legislation passed by the 2019 General Assembly requiring Dominion to submit “on or before March 31, 2020,” . . . “to the [Commission] for approval an incentive program for the installation of equipment to develop electric energy derived from sunlight for customers served under time-varying retail rate schedules that have advanced-metering technology equipment satisfactory to the utility.” As proposed, the Solar Incentive Program would provide an optional $500 per customer rebate, limited to one rebate per premises, issued as a check to applicable customers no later than 60 days after interconnection of their net metering facility. The Company states the rebate would be funded by and recovered within base rates. The Company proposes the Solar Incentive Program be open to customers who are eligible for and elect to participate in TOU Schedule 1G during the experimental period and subsequently apply to install a new solar/net metering installation. Existing net metering customers would not qualify for the rebate, and rebates would be available to a maximum of 500 customers issued as a subset of the 10,000 customer cap under proposed TOU Schedule 1G. The Company’s Application, the Commission’s Order for Notice and Hearing, and its Order Granting Motion and Directing Supplemental Notice are available for public inspection during regular business hours at each of the Company’s business offices in the Commonwealth of Virginia. OBITUARIES Charlotte June Fauntz Charlotte June Fauntz, 93, of Warrenton, died March 8,2020 at Fauquier Hospital. She was born June 9, 1926 in Hume, VA to the late Clement K. Brown and Amy Fewell Brown. Survivors include a daughter, Cynthia Fauntz, and grandson Jesse Johnson. She is predeceased by her husband Farrell F. Fauntz, and two daughters, Lori Gray and Sharon Johnson. A Memorial Service will be held at a later date.

Horst Oscar Heisrath Horst Oscar Heisrath, 86 of Warrenton died March 13, 2020 at Commonwealth Senior Living in Charlottesville. He was born December 19, 1933 in East Prussia to the late Oskar and Frieda Heisrath. He is predeceased by his wife Anneliese Martha Heisrath. He is survived by his children Martin Heisrath, Edgar D. Donald Hoy Johnson Donald Hoy Johnson, age 84 of Endwell, NY passed away at his home on March 10, 2020. He was born on April 8, 1935 in Endicott, NY, son of the late Hoy & Flora Johnson. Prior to moving back to New York in March of 2019, Don was a long-time resident of Catlett, VA. Don retired from IBM in Manassas, VA after a career of more than 30 years. Don had been a member of Battlefield Baptist Church and Triumph Baptist Church in Warrenton, VA. Don is survived by his three children, Betsy Johnson of Winchester, VA, Susan Coffelt & her husband Kelly, Jr. of Mt. Elder Lindsay O’Neil Green Elder Lindsay O’Neil Green, 81, of Amissville, VA, passed March 12, 2020, at his residence. He was born September 4, 1938. Elder Green was an honorably discharged U.S. Air Force veteran. He was the current pastor of Mt. Morris Baptist Church, Hume, VA for many years and the former pastor of the Trough Hill Baptist Church in Crest Hill also for many years. He was also the former owner and operator of Lindsay’s and Mow and Hoe. Elder Green is survived by his wife, Reva Carter Green of Amissville, VA; one sister, Maxie V. Brown of Amissville, VA; one brother, Daniel C. Green, Sr. of Hume, VA; two step-sons, Arthur Carter, IV of Ft. Mill, SC, Daniel Carter of Purcellville, VA; and three step-grandchildren. Joyce Ann Ingram Joyce Ann Ingram was born December 18, 1946 and died March 12, 2020. She was predeceased in death by her loving husband, Billie Ingram; her mom, Eleanora Tapp Linthicum; her dad, William Linthicum; her daughter, Teresa Hale; and her brother and sisters, William Linthicum, Jr., Virginia Hutchison, and Margaret Smith. She is survived by her son, David Johnson and wife Loren; son in law, Billy Hale; the loves of her life, her grand kids, Dylan, David, Jr., Melissa and Melanie Johnson, Sara Fesko and husband Jonah, Taylor Hale; and great granddaughter, Audrey Fesko. Joyce was a very hard worker. She worked for Giant Food for 31 years before retiring. She was always out at her brothers slaughterhouse wrapping the deer he cut. Joyce was always there to help anyone that needed it, she would never say no to anyone. She didn’t know what it meant to sit down and rest. Staying busy and working all the time made her happy, along with dancing and playing with the grandkids. Joyce had a huge heart so anyone who had the pleasure of knowing her knows what a big loss she is. Family and friends gathered for a visitation on Monday, March 16, 2020 from 6:00 until 8:00 PM at Pierce Funeral Home & Cremation Services, 9609 Center Street, Manassas, VA 20110. A funeral was held there the following morning, Tuesday, March 17, 2020 at 11:00 AM. Entombment followed at Stonewall Memory Gardens, 12004 Lee Highway, Manassas, VA 20109.

Carl Aldrich, Jr. Carl Aldrich, Jr. age 84 of Locust Grove, VA passed away on March 9th, 2020. He was born in Bristol, Vermont. He graduated from Bristol High School. He went to Florida Southern University where he was in the ROTC and served in the National Guard as a member of the Air Force. After he left the service he was a farmer in Bristol, VT. After a career in farming, he then worked at IBM until his retirement in 1987. His retirement was short lived. He enjoyed a 3rd career at George Mason University as a supervisor of grounds management. He retired for a second time and found his passion as a builder of homes. He has built several homes in the Northern VA area. Carl Aldrich leaves behind his devoted and loving wife of 49 years, Peggy Aldrich. He also leaves his daughter, Julie Aldrich Rickis and her husband, Jesse Rickis; his son, Carl Aldrich III, and his wife, Angela Aldrich; and his beloved Australian Shepherd Thomas Magnum Aldrich. He was predeceased by his parents, Carl and Katherine Aldrich and his brothers Bill and Bud Aldrich. He loved his family, the Red Sox, Muhammad Ali and animals. Carl will always be remembered for his generosity, sense of humor and gentle spirit. He was known to his family as Mr. Positive. He was much loved and will be deeply missed by all. A funeral mass will be held at 11:00 a.m. on Wednesday, March 18 at St. Patrick Catholic Church, Fredericksburg, VA. Interment will follow the mass. In lieu of flowers, the family requests that donations be made to The Orange County Animal Shelter 11363 Porter Rd. Orange, VA 22960, in memory of Carl Aldrich.
