Report: Violent crimes, fatal overdoses rise in 2022 By Anya Sczerzenie Times Staff Writer
Crimes reported in Prince William County, especially violent crimes and fatal drug overdoses, rose in 2022, according to the county police department’s 2022 annual report. The number of homicides in the county last year – at 20 – was double the number reported in 2021. There was also a trend of firearms being stolen from vehicles and a rise in fentanyl overdoses. The 20 homicides reported in the county in 2022 reflected the highest number since 2016, when there were 22. The deaths occurred in 15 separate incidents that included a quadruple homicide at a Dale City residence in October and a double homicide in Dumfries in November. The majority of the homicides were committed with guns by people who were known
to the victims. All but two of the homicides have been solved, according to the report. In an April 4 presentation to the Prince William Board of County Supervisors, Police Chief Peter Newsham called the rise in murders “concerning.”
Violent crime up 23.4%
Overall crime increased 15.2% in 2022, compared to 2021, while violent crimes, which include murder, rape, aggravated assault and robbery, increased 23.4%. Violent crime accounted for 7.1% of the total crimes in the county in 2022. Aggravated assaults, which include shootings, rose to 954 from last year’s 737. In 2022, there were no reported hate crimes or bias-motivated crimes reported in the county. Hate crimes have been decreasing since at least 2018, the report said. See REPORT, page 2

Supervisors OK speed, red-light camera enforcement plan CAMERAS, from page 1 The pilot program would place speed-enforcement cameras in eight school zones and one construction site. The red-light cameras would be placed at eight intersections in Prince William County chosen based on crash data. The county can choose to include additional intersections at the end of the pilot period, which will last through August 2024. They could also choose to end the program altogether after the pilot period ends. The red-light cameras will take photos of cars that fail to stop at red lights, while the speed-enforcement cameras will photograph cars going more than 10 miles over the speed limit. Drivers whose license plates are captured by the cameras will receive fines in the mail after the violations are verified by police. There will be no demerit points associated with the violations.

Report: Violent crimes, fatal overdoses rise in 2022 REPORT, from page 1 Some crimes, such as drug offenses, continued to decline sharply in the county. There were 41.5% fewer drug violations in 2022 than the county’s five-year average, with drug equipment violations dropping further to 64% fewer violations. This change is largely due to the Virginia General Assembly’s move to decriminalize the possession of small amounts of marijuana in 2020. However, the number of overdoses in the county increased, spurred by the rise of fentanyl-related overdoses. Even though the rate of overdoses involving other drugs decreased, the 67 fentanyl overdoses reported in the county in 2022 brought the total number of overdose deaths up to 77 -- three more than in 2021. Fentanyl represented 88.3% of total drug overdose deaths in 2022, up from 78.4% in 2021.

Black residents also represented almost half— 46.7% — of the 530 use-of-force incidents reported by police in 2022 and the only two uses of deadly force from a firearm during the year, one of which resulted in the death of the arrestee.

The costs to implement the cameras would be offset by the money that the county makes through fines. The county has not yet chosen a vendor to operate the enforcement program, Shorter said. Shorter said that the cameras will not cite drivers who turn right on red, but that drivers will be required to come to a complete stop before doing so. Tasers were used in less than 2% of arrests, and canines less than 1%, the report said. Hispanic residents were involved in 31.5% of the arrests in 2022, while white people made up 25.2% and other races, 4%, the report said. Overall Arrests rose in the county in 2022, up 14.8% from the year before. Juvenile arrests also rose slightly in 2022, making up 7.3% of all arrests.
Most firearms stolen were from vehicles
A total of 136 firearms were stolen from vehicles in 2022, according to police. This represents the majority of the 238 firearms stolen in the county in 2022, a figure that has increased 11.2% since last year. Of these firearms, 19 were stolen during burglaries, the report said.
More car crashes reported, but fewer fatalities
There were 26 fatal car crashes in 2022, which is two fewer than the 28 fatal crashes reported in 2021. Half were caused by driver impairment, such as drunk driving, according to the report. There were 4,389 reportable crashes in 2021 and 4,626 in 2022, marking a slight increase. Most crashes happened in the late afternoon or evening, and Friday was the most common day of the week that crashes occurred. Traffic citations also increased significantly in 2022, most of which were for speeding. There were 21,841 traffic citations in 2022, up from 18,751 in 2021, the report said. OmniRide to hike commuter fares to $9 Rise in work-from-home schedules prompts increase By Anya Sczerzenie Times Staff Writer
Local commuters who use OmniRide buses to get to Washington, D.C., the Pentagon and Tysons Corner will see their fares rise from $6.90 to $9 each way on July 1, as part of an effort to raise more revenue for the bus system, which is pressed by lower commuter ridership and rising costs. That’s according to OmniRide Executive Director Bob Schneider who presented OmniRide’s $36.9 million budget for fiscal year 2024 to the Prince William Board of County Supervisors on Tuesday, April 4. Local bus service within the county will still be free of charge. The change was made during the pandemic and has resulted in the largest number of local riders in years, Schneider said. The bus service needs to raise its commuter fares partially to offset rising diesel fuel costs and an 11% increase in its contract with Keolis, the private company that hires and manages the service’s bus drivers, Schneider said. However, the largest contributor to the increased fares is declining ridership, which he said is the result of people working from home at least a few days a week. According to Schneider, the average commuter now only uses the bus three days a week as opposed to five days a week. “We ironically have just as many people riding the bus as before, but they’re not riding as often, they’re not five-day-a-week commuters,” Schneider said. Schneider said that to collect as much revenue as OmniRide did before the pandemic—a large part of which comes from transportation allowances given to federal employees—the service has to increase bus fares for those who use the commuter routes. “The goal is not to punish our passengers; the goal is to bring in revenue that we’re just not receiving right now because we don’t have the same ridership frequency,” Schneider said. Schneider also said OmniRide plans to implement a pass program for riders who ride the commuter

buses but do not receive work-related transportation subsidies. Local ridership, however, has increased since the pandemic, particularly on the county’s western side. The company’s microtransit service, which runs in certain areas and is similar to Uber or Lyft, has also been successful, according to Schneider. “Our ridership locally is better than pre-pandemic,” Schneider said. “We had the best local ridership that we have ever had, even before I arrived.” The bus service plans to overhaul its local routes on the eastern side of the county in 2024 and add a new commuter route along the I-95 corridor. In eastern Prince William County, OmniRide plans to discontinue its flex-routing service, which allows buses to go off-route to pick up passengers. It will be replaced with fixed-route service that will be “more streamlined, more efficient and more direct,” according to OmniRide’s website. “At one point in time, (flex routing) made a lot of sense, but for where we want to go, and the volume of services in eastern Prince William County, it’s time to make that move,” Schneider said. OmniRide also plans to introduce a paratransit service for disabled riders, which will help make up for the loss of route diversions for people who cannot walk to bus stops. OmniRide is planning to hold a public comment period on the changes in fares and routing before they are enacted. 5 fires over 2 days displace 60 residents in Woodbridge, Manassas Staff Reports Five fires on Friday and Saturday, April 7 and 8, a Woodbridge apartment complex, two single-family homes and a townhome, have displaced 60 residents in eastern Prince William County and Manassas, according to fire and rescue officials. The bulk of the displaced residents – 48 – were impacted by a late Friday afternoon fire at the Woodbridge Station Apartments in Four of the fires happened in a span of less than one hour on Friday, April 7 and made for a very busy afternoon for Prince William County firefighters. There were no injuries in any of the fires, however, according to Prince William County’s Assistant Fire Chief Matt Smolsky. “Very satisfying to report, there were no injuries reported from these four major fire incidents,” Smolsky said. “A very special thanks for the American Red Cross who responded and assisted on the … incidents. Through its efforts, all of those displaced were afforded assistance in their time of need.” The fires are still under investigation by the Prince William County Fire Marshal’s office. One was caused by a cooking mishap, while another was sparked by a space heater. All structures have been declared unsafe to occupy, Smolsky said. Here’s what is known so far:

Six people, including three adults and three children, were displaced Saturday evening by a fire that started in the garage of a single-family home in the 13000 block of Kenmar Drive in Dale City. Crews were called to the fire at 6:42 p.m. on Saturday, April 8 and arrived to find heavy smoke and fire conditions to the rear of the home, Smolsky said. All occupants were safely out of the structure when firefighters arrived. The fire was quickly extinguished, but the home sustained substantial damage. A fire marshal officer determined the fire was caused by unattended cooking in the

The trooper activated his lights and sirens, and the Jeep pulled to the shoulder of I-95 near Exit 167 in Fairfax County. The trooper made contact with the driver and returned to his patrol car. The trooper identified the driver as the wanted abduction suspect. As the trooper was walking back to the Jeep to further investigate, the Jeep pulled away at a high rate of speed, and a pursuit was initiated, the release said. The Jeep crashed at around 10:05 p.m. in a wooded area off the side of the highway near exit 148 near Quantico, according to police.
Davis fired gunshots at the state police who returned the gunfire. David was found dead outside the vehicle with an apparent gunshot wound. Her cause of death is a pending investigation, according to the press release. Troopers and medical personnel began administrating medical aid to Davis and David after shooting stopped, according to an April 10 Virginia State Police press release. The state medical examiner will determine if either Davis or David were struck by the officers at the scene of the shooting, Geller said in an email to the Prince William Times. Michelle Berrios, David’s mother, posted to Facebook on Thursday morning regarding the death of her daughter. “With a heavy heart. My baby girl was killed yesterday on her 34th birthday,” Berrios wrote.
“Tatiana Nicole David, your legacy will live on through your son.” It is not clear yet what led to the abduction. New York State Police are investigating the incidents that occurred in New York, and Virginia State Police are investigating the Virginia incidents, Geller said. In a separate but related incident, a Prince William County police officer and a state trooper were transported to the hospital for treatment of non-life-threatening injuries late Wednesday, April 5 after their vehicles collided on I-95 near the 150-mile marker while responding to the scene. Jennifer Wexton, who represents part of Prince William County in Congress, announced Tuesday that she has been diagnosed with Parkinson’s Disease but is “doing well” and will remain in office for the foreseeable future. Wexton, 54, made the announcement via a press release and a video posted to her Twitter account. She said she timed the news to coincide with “World Parkinson’s Day” and offered a mostly upbeat assessment of her treatment and her spirits while coping with a disease that affects about 8 million people. “If there’s one thing that Democrats and Republicans can agree on, it’s that Parkinson’s Disease sucks,” Wexton said in her video. “Today, on World Parkinson’s Day, I’m here to tell you that I’ve come to learn this firsthand. And that’s because I’ve learned that I, too, have Parkinson’s, or what some people call PD for short.” In her announcement, Wexton described Parkinson’s Disease, a progressive neurological condition, as “a movement disorder” that, for her, has “primarily affected my speech and how my mouth moves.” “You may notice I speak more quickly now,” she said in her video. “It also has affected how I walk and keep my balance.” Wexton said her symptoms have been apparent “over the past few months.” According to Wexton’s spokesman, Justin McCartney, Wexton first saw a neurologist in mid2021 and then went through over a year of treatments and tests to rule out other conditions that

Driver charged in head-on crash that left woman, 5-year-old girl dead Staff Reports A Stafford man has been charged and was being held without bond this weekend in connection with a head-on crash in Dumfries last week that killed a 33-year-old woman and 5-year-old girl, both from Woodbridge, and left a 46-year-old Woodbridge woman seriously injured. Mustafa Nofel Alijazairi, 33, of Stafford, was behind the wheel of a 2007 Chrysler 300 that both victims were riding in when it crashed head-on into another vehicle on Va. 234 near the Fortuna Center Plaza shopping center at about 6:36 p.m. on Wednesday, April 5, according to police. After their investigation, police determined that Alijazairi and Dorothy Anne Fontain, 33, who died after the crash, were involved in an argument as they and the 5-yearold were driving northbound on Va. 234. During the argument, Alijazairi allegedly intentionally drove the Chrysler 300 into oncoming traffic, striking a Chevrolet Suburban being driven by the 46-year-old Woodbridge woman, according to 1st Sgt. Jonathan Perok, a Prince William County police spokesman. Neither Alijazairi nor Fontain were wearing their seatbelts at the
time of the crash. The child was also determined to have not been properly restrained, Perok said in a news release. The driver of the Suburban was properly seat belted. The force of the collision caused both vehicles to rotate, with the Chrysler 300 running off the roadway and onto a sidewalk. The Suburban came to rest facing southbound traffic, Perok said in an earlier news release. Fontain and the 5-year-old girl died as a result of the injuries they suffered in the crash. Alijazairi and the Woodbridge woman driving the Suburban were taken to an area hospital and treated for non-life-threatening injuries, Perok said in an earlier news release. As a result of the police investigation, the driver of the Chrysler 300, identified as a 33-year-old Stafford man, was transported to an area hospital with serious, non-life-threatening injuries, the release said. Following consultation with the Commonwealth’s Attorney’s Office, Alijazairi was arrested on Friday, April 7 at his home in Stafford. He was charged with two counts of manslaughter and one count of malicious wounding and was being held without bond pending an upcoming court date, the release said.

Police make arrest in fatal shooting outside Hoadly Road shopping center Staff Reports A 46-year-old man has been arrested and charged with murder in connection with the March 20 fatal shooting of a 37-year-old Woodbridge man that occurred in the parking lot of a shopping center on Hoadly Road. On April 5, Mauricio Antonio Mayorga, 46, of no fixed address, was charged in connection with the fatal shooting of Richard Del Cid, 37, of Woodbridge, according to 1st Sgt. Jonathan Perok, a Prince William County police spokesman. The police investigation revealed that the men were known to each other, and the incident stemmed from an ongoing dispute between Mayorga, Del Cid and a woman who was present during the shooting. The Del Cid and woman, who was not named, met in the parking
lot to exchange documents, Perok said in a news release. Mayorga allegedly followed Del Cid and the woman to another area of the parking lot where the shooting occurred. Mayorga later turned himself in to the police on an outstanding warrant from another jurisdiction, the release said. Following their investigation, detectives linked Mayorga to the murder and obtained a warrant for his arrest. Mayorga was served on charges related to the homicide at the Arlington County Detention Center, where he was incarcerated on a previous charge from an unrelated matter, the release said. Mayorga was charged on Wednesday, April 5 on charges of murder and use of a firearm in the commission of a felony. He remained in custody Thursday, April 6, the release said.

A 17-year-old Woodbridge boy has died after he lost control of his vehicle Sunday morning and struck a building on Featherstone Road, according to Prince William County police. The teen was traveling at a high rate of speed and was heading east on Featherstone Road when he lost control of his car while trying to pass another vehicle on Featherstone Road. The crash was reported to police at 8:19 a.m. on Sunday, April 9, according to 1st Sgt. Jonathan Perok, a Prince William County police spokesman. The teen, who has not been identified because of his age, was driving a 2019 Toyota
Yaris and was traveling east on Featherstone Road when the vehicle left the roadway and struck a building located in the 1200 block. The vehicle rolled onto its roof after hitting the building, Perok said. The teen was the only occupant of the vehicle. No other vehicles were involved in the crash. The teen was transported to an area hospital where he died from his injuries later Sunday evening, Perok said. Investigators with the Prince William County crash investigation unit are asking anyone who may have witnessed this crash to contact police.

Now is the time to double down prioritizing mental health May is Mental Health Awareness Month, a time to raise awareness of the importance of mental health and promote the need for more comprehensive mental health services. In Virginia, Prince William County is leading the way in expanding access to crisis services with the planned opening of a new adult and youth crisis receiving center in 2024. This center will serve Prince William County and other jurisdictions within Virginia’s state health region 2. The importance of crisis services cannot be overstated. When individuals experience a mental health crisis, providing immediate and effective care is crucial. However, all too often, individuals struggling with mental health issues are left to navigate an inadequate and fragmented care system, leading to increased suffering and even tragic outcomes. The new crisis receiving center, to be housed in the old Gander Mountain store near Potomac Mills, is a step in the right direction. It will provide a vital resource for individuals experiencing a mental health crisis, offering round-theclock access to emergency mental health services. The center will also provide follow-up care and help individuals access community-based mental health resources, such as counseling and support groups. But while the new crisis receiving center is a significant milestone, it is only a down payment on the investment needed to build a community-based mental health system. The need for comprehensive mental health services in our communities has never been greater. The COVID-19 pandemic has highlighted the critical importance of mental health and wellness, with rates of depression, anxiety and suicide increasing sharply over the past year. To truly address the mental health crisis in our communities, we must prioritize investing in mental health services and building a comprehensive, community-based care system in all of our health regions, including Virginia’s Health Region 1, which includes Fauquier County. We also need to address the stigma surrounding mental illness, which can prevent individuals

from seeking care and getting the help they need. Mental health should be treated as an essential component of overall health and wellness with resources and support available to all who need it. Expanding access to mental health services requires a coordinated effort between policymakers, healthcare providers and community organizations. We must work together to ensure that individuals experiencing a mental health crisis have access to the care they need, regardless of where they live or their financial means. As a Virginia resident, I am heartened to see a general bipartisan consensus around funding and transforming Virginia’s mental health care system. Suppose everything holds, and the General Assembly finalizes the state budget. In that case, the state will make critical investments of more than $80 million toward building or expanding community-based crisis centers throughout the state’s five health regions. As someone who grew up with a mother who suffered from severe mental illness, I can tell you that the cost of inaction is too high. We cannot continue to throw people with mental illness and addiction into a broken system that only perpetuates their suffering. We must decriminalize mental illness and addiction and provide people with the care and support they need to recover. Mental Health Awareness Month is a critical reminder of the importance of mental health and wellness. The new crisis receiving center in Prince William County is a significant milestone. Now, more than ever, we need to double down on our efforts to prioritize mental health, expand access to mental health services and provide individuals with care and support. The Rev. Local GOP leaders endorse Lawson, denounce Knarr This is a critical election year in Prince William County. For this reason, we feel the need, as local Republican Party leaders, to collectively announce our endorsement of Jeanine Lawson for the Republican nomination for chair at-large of the Prince William Board of County Supervisors. Normally, it’s standard procedure for current and former Republican Party officials to stay neutral in nomination contests. However, this year is different. A person named Kenn Knarr filed to be a candidate for our party’s nomination for chair at-large to run against Jeanine Lawson. Lawson and Knarr are the only two Republican candidates. What you may not know about Mr. Knarr is that he has been an enthusiastic supporter of Democrats for years. He has given thousands of dollars to Democratic candidates. Last year, he donated $145 to Board Chair Ann Wheeler, a Democrat. He also donated to Democratic Supervisors Andrea Bailey, Ken Boddye and Victor Angry, as well. Last August, he donated $1,500 to Del. Luke Torian, D-52nd, and he gave another $5,000 to Torian in October. In January, Knarr donated $1,500 to state Sen. Jeremy McPike at his re-election fundraiser kickoff. Mr. Knarr has faithfully attended Democratic campaign kickoffs, events and other activities. He has been a consistent outspoken supporter of Wheeler’s. Mr. Knarr is clearly a Democrat masquerading as a Republican for our party’s nomination for county
board chair. This kind of deceitful campaigning is egregious and dangerous to our party and our nomination process. At best, Mr. Knarr running as a Republican is an insult to our party and our conservative principles. At worst, this is Democrat meddling in our election process and tampering with our nomination, in order to trick voters, create chaos and try to make the general election easier for the eventual Democrat nominee. Either way, it’s an insult to Republicans, our party and the voters in Prince William County. We’ve collectively decided that the right thing to do is denounce Kenn Knarr as a Republican and fully unite behind Jeanine Lawson as our party’s nominee. Supervisor Lawson has been a strong fighter for our conservative principles during her time representing the Brentsville District. We know she will do the same as our chair and make us proud. We believe she will bring common-sense solutions to our county – including ensuring greater economic prosperity, lowering taxes, protecting parents’ rights in education and supporting our law enforcement and first responders to keep our communities safe. We look forward to her rightfully winning the Republican nomination in June and her victory this November. Spring is prime time for planting natives By Cher Muzyk

Warmer days and lots of rain make spring a great time to plant native plants. Many native plant sales are being held throughout the area over the next month -- just in time to get plants in the ground to support pollinators all year long. Rain-soaked soil, steadily warming temperatures and long days of sunlight make spring a great time to add new plants to gardens and landscapes. Spring planting gives plants a growing season’s worth of root growth, so the plants get well established before the drying and freezing effects of long winters, says master gardener Robin Finehout. Many of the local plant sales will offer exclusively native plants or have a wide variety of natives to choose from. Native, or local ecotype plants, are those that occur naturally in the region in which they evolved. They are perfectly suited to soil, climate conditions and growing season in that particular ecosystem, according to the U.S. Department of Agriculture. Native plants tend to be resilient, require less maintenance and irrigation and provide “ecosystem services” to your garden -- meaning they benefit pollinators and native wildlife, said Nancy Berlin, who recent-
ly retired after 17 years as natural resource specialist and master gardener coordinator for Virginia Cooperative Extension. Native plants are essential to a healthy local ecosystem, and they are beautiful in landscaping too, she added. Native plants support pollinator-friendly gardens, and even a small backyard garden can make a big difference for pollinators. The Audubon Society encourages native plants because “each patch of habitat becomes part of a collective effort to nurture and sustain the living landscape for birds and other animals.” The Prince William Master Gardeners’ sale, which is held at the Teaching Garden at St. Benedict Monastery in Bristow on Sat., May 6 from 9 a.m. to noon. At native plant sales, many of the plants available for sale are native plants, and they are all labeled and categorized for easy shopping. Knowledgeable master gardeners are available to answer questions and give advice about plant selection and maintenance. The plants are all donated from the master gardeners’ personal gardens and those of their friends. All proceeds from the sale are used to support the teaching garden. Fatty’s on the River plans summer opening at former Tim’s Rivershore site

If all goes according to plan, local seafood lovers will once again have a Prince William County restaurant accessible by both land and sea this summer when Fatty’s on the River opens in Potomac Shores at the former Tim’s Rivershore site in Dumfries. “We have been working on permits for the last year and a half, but the goal is to have our grand opening sometime this summer,” said Chris Ahn, owner of the restaurant. Potomac Shores developer Biddle Real Estate Ventures, which owns the property the restaurant sits on, is contributing to the cost of renovation, which is slated to be finished sometime in the next few months. Fatty’s signed a 20-year lease on the property with Biddle Real Estate Ventures after Tim’s Rivershore’s lease was not renewed in 2021 season. The restaurant was closed during the 2021 summer season. Ahn has been overseeing demolition work inside the building but is still waiting on permits for electricity, plumbing and propane gas, Ahn said. The building is being connected to the public sewer line, and parts of the outdoor pier are undergoing work to repair damage caused by a storm last year. “The renovation can be completed in a matter of weeks. Getting the permits has been the difficult part,” Ahn said. Renovations will include making the restaurant handicap accessible, enlarging the bathrooms, building a new bar and installing a 30-tap beer dispenser, Ahn said. When the restaurant opens, parking will be available just above the train tracks, and a shuttle will
ferry patrons to and from the building, Ahn said. Seating will still be available outside on the patio and deck. Fatty’s also plans to feature live bands, wine fests and other events, such as fireworks on the 4th of July. Customers will also be able to enjoy themselves by hanging out on the beach, Ahn said. The restaurant will also be equipped to service boaters, who will be able to order food and drinks to-go. The restaurant also plans to be able to deliver food to boaters who cannot dock in shallow water, he said. “We want to take care of our customers, including our boaters in the area; everyone should come and get some good food and have a good
time,” Ahn said. “I take pride in serving our blue crabs and steam pots; they are delicious.” Brandon Slick will be the general manager and head chef for Fatty’s at the River. Ahn and Biddle Real Estate Ventures will throw a Fatty’s on The River crab fest at the Potomac Shores community on Saturday, April 29 from 10 a.m. to 7 p.m. The event has been organized to introduce the new Fatty’s restaurant to the community. Plan to allow data centers to rely on diesel generators dropped By Peter Cary

Virginia’s environmental regulators have dropped a proposal to allow Northern Virginia data centers to disconnect from the electrical grid and run on their diesel-power generators during power shortages after the idea ran into a firestorm of criticism. On Wednesday, April 12, the state Department of Environmental Quality issued a public notice saying it is no longer pursuing a variance to state law that would have lifted restrictions on data centers’ generators to allow them to run for longer periods of time than would normally be allowed. The idea was opposed by many environmental groups, government watchdogs and citizens from Prince William, Loudoun and Fairfax counties who were mainly concerned about the effects on air pollution from hundreds, if not thousands, of commercial-grade diesel generators running day and night for extended periods of time. More than 50 people spoke in opposition to the proposal at public hearings in Woodbridge in late February and again last week, on Thursday, April 6. Hundreds more sent comments to the DEQ — nearly all in opposition. “It’s a remarkable outcome if you think of where we started,” said Chris Miller, president of the Piedmont Environmental Council, which had alerted its members and the public to the proposed variance. “But what we’re concerned about is, what they’re trying to do is find a use for these generators, as opposed to what we really should be doing, which is finding a better source of backup energy and providing for a better planned energy system.” At the hearing on Feb. 27, Josh Levi, the president of the Data Center Coalition, said his group appreciated the proposed variance as a tool to “help address the transmission constraints in eastern Loudoun County.” But he surprised many in the audience

The DEQ rewrote the proposal last month to limit it to eastern Loudoun, but on March 27, Levi sent a new letter to DEQ Director Mike Rolband. Citing “important and unresolved technical, federal regulatory and operational challenges” with the variance, he said “no DCC member” had indicated they would use it. He noted that the DEQ itself had said it did not anticipate that any data centers would need to use it, calling it precautionary and redundant. He also wrote that the proposal did not ensure data center compliance with federal air-quality regulations and asked that the DEQ withdraw the variance. Shortly thereafter, the Loudoun County Board
of Supervisors sent a letter to the DEQ expressing its dismay that it had not been notified by the DEQ while the proposal was being drafted, citing the likely result of increased air pollution and generator noise. In its Wednesday, April 12 release, the DEQ said the idea behind the variance was to allow data centers to serve their customers and maintain the quality of the internet, while alleviating demand on the grid during periods of extreme stress. But it said these issues were now being addressed by the data centers, the electric utilities and PJM Interconnect, which is the administrator and operator of the part of the grid that encompasses Virginia. It seemed like target practice for the Colgan girls soccer team as they fired on the net at will to the tune of a 17-0 victory over a rebuilding Potomac squad on Monday. Using a deep, cohesive lineup anchored by senior striker Samantha Deguzman, the first goal came in the third minute and the rout was on, leading to a 12-0 halftime cushion. Colgan’s prolific scoring continued Tuesday in a 10-0 blanking of Hylton. “(Potomac) is building a program. We have a lot of seniors, girls that have played together their whole life. So, it’s one of those games where you try to use it to build cohesion moving forward in district play,” fifth-year coach Tom Warzywak said. At 5-1 and 3-1 in the Cardinal District, the Sharks are feeding off their breakout 2022 campaign when they went 18-2-1, their best record since the school opened in 2016. Poised to advance to the Class 6 state playoffs for the first time last year, Colgan was upset in the first round of the Class 6 Region B playoffs by Freedom (South Riding) 1-0 on a late goal. That season-ending loss still haunts Warzywak. “You couldn’t dominate more. I mean, it was 60-40 possession. I think it was like 180 passes completed and they had like 60. And it was just a really unfortunate missed mark at the very end of the game on a corner kick,” said Warzywak, a social studies teacher at Colgan.

With a potent lineup returning, Colgan blends a dangerous attack with suffocating defense as they strive for another monster year. Deguzman, a team captain and Virginia Tech commit, highlights Colgan’s offense as her 13 goals leads the team. Against Potomac, she add-
ed two on a strike from just inside the box and then on a tap in. “We were just trying to keep the ball playing as a team so we could build forward and get our opportunities on the goal,” she said. “Having the support with my team and getting the opportunities that I do dribbling forward, taking players on, and taking my
chances really helps.” With goals coming from 10 different Sharks, the roster is loaded with capable scorers from topto-bottom, including seniors Mia Arevalo-Delcid, Olivia Becker and Anna Simmons. Arevalo-Delcid added Colgan’s fifth goal in the 16th minute, showing off her dribble moves as she danced with the ball in the middle of the field before putting it in from about 10 yards out. Becker scored the third and fourth goals of the night in the 12th and 14th minutes as she beat the goalkeeper with a powerful 20-yard strike, then tapped in her second in a scrum in front of the net following a corner kick. Tackling a tougher schedule
Knowing his team’s potential as a state title contender, Warzywak added some strong opponents. In their first two games, the Sharks defeated defending Class 4 state champion Broad Run 4-0, and Battlefield, a Class 6 state quarterfinalist last season, 2-0. Their only loss came against Cardinal District rival Forest Park 2-1. ule,” Warzywak said. “I like to have them in really super competitive games that are going to challenge them every time.” In their three matches since the Forest Park loss, Colgan has won by a combined 36-0 — overwhelming Gar-Field 9-0, Potomac 17-0 and Hylton 10-0.
Postseason plans
With nine games remaining, Warzywak sees his girls in the mix for the region title. “It’s going to be about coming together as a team, not relying on any one or two people, and hopefully you get a good bounce here or there. But we’re in a good situation in our district where we’ll probably get out of the district and into the region,” he said. Deguzman likes the way the Sharks are playing, “We definitely have the team to achieve those goals. We just have to prove it when we step on the field every time,” Deguzman said.

Tucked behind the Oak Springs Plaza off of Blackwell Road in Warrenton, you will find a community of well-kept townhomes that has been lovingly maintained by residents since they were built in the late 1980s. OBITUARIES Willa Louise (Billy Lou) Wethered Lyon Willa Louise (Billy Lou) Wethered Lyon, recently of Leesburg, VA, passed away peacefully in her sleep on March 12, 2023, at the age of 97, after largely ignoring two bouts of COVID and finally battling the flu. She was a loving, compassionate and caring wife and mother. Billy Lou was our family’s first and most important teacher. She didn’t force her opinions on her children but quietly challenged them to carefully consider their thoughts and actions. Billy Lou kept an open mind, which was a salve to the often conflicting and changing opinions of the children she raised from the 1950’s through the 1980’s and beyond. What mattered most to Billy Lou was that her family loved one another and everything else took a backseat. She was also very protective of her family. Anyone who thought her kindness to others was a sign of weakness quickly learned the error of their ways. Billy Lou was born on August 27, 1925, to Hunter and Anna May Wethered in Richlands, Greenbriar County, WV. She graduated from Buchannon-Upshur High School in 1943 in the midst of World War II and obtained a B.S. degree in Home Economics (Cum Laude) at West Virginia Wesleyan College (WVWC) in 1947, at which time she was awarded the Wesleyan Key for having achieved one of the best four-year grade averages in her graduating class. Billy Lou met her husband and life-long sweetheart, Carl Lyon, during her senior year at WVWC. While they were the same age, Carl was a freshman having just returned from his service in the U.S. Navy during WWII. After graduating, Billy Lou continued to date Carl while she went to work as a Home Economist with Monongahela Power and later Potomac Electric Power where she taught different groups of people how to use what were then very new electric appliances. Billy Lou and Carl were married in December 1949 and raised five (5) boys - David Lyon, Thomas Lyon, J. Michael Lyon, Jonathan Lyon and Daniel Lyon. The family grew by one more in 1969 when Geanne Finney was welcomed into the Lyon clan as a daughter in spirit after the loss of her parents. In her husband’s words, Billy Lou’s performance as a mother and wife was herculean. Carl often worked long hours and also spent 3 years in evening law school not getting home until 9 p.m. Billy managed the house, the boys, the money, and everything else without complaint. In fact, the Lyon boys never heard a cross word between their parents while growing up, which astounds them to this day. Billy Lou was very active in her community, most importantly with the Springfield United Methodist Church Women’s Group, where she served as President and in many Chair positions. She was also a member of the SUMC governing body and Superintendent and Secretary of the SUMC Adult Sunday School Division. Billy was a member of the Board of the Fairfax County YMCA and President of the George Mason Republican Women’s Club, in addition to assisting with many different political campaigns in Northern Virginia. She could also be found working with various charities, including as a member of the Board of both ECHO and Bethany House, where she also volunteered on a regular basis. Billy Lou was an accomplished golfer and member of the Country Club of Fairfax and Heritage Hunt G.C. The whole family enjoys playing golf together and there was quite often a negotiation to get on Billy’s team. She had three holes-in-one (two on hole 13 at CCF and one on number 15 at Heritage Oaks Golf Club, Sarasota, FL), but Billy enjoyed being with her family on the course more than the actual competition itself. Billy Lou is predeceased by her father and mother (Hunter and Anna May Wethered), sister (Patricia Gould), husband (Carl V. Lyon) and daughter-in-law (Ariel Lyon). She is survived by her five sons and daughters-in-law (David and Marilyn Lyon, Thomas and Anne Lyon, Mike and Angela Lyon, Jon and Georgeanne Lyon, Daniel and Paula Lyon); her daughter and son-in-law in spirit (Geanne Finney and Irv Tepper); twelve grandchildren and their spouses (Nic and Abby Lyon, Alisa Lyon, Shelley and Andrew Becht, Tim and Lisa Lyon, Peter Lyon, Hunter and Mona Lyon, Riley Lyon, Samantha Lyon, Jackson Lyon, Ben Lyon, Carl and Sophia Lyon, and Nate Lyon); and seven great-grandchildren (Hunter Lyon, Jack Lyon, Archer Robinson, Ollie Becht, Harrison Becht, Harper Lyon, and Aurora Lyon). The Lyon Family will privately celebrate the life of Billy Lou during a week-long memorial in the Outer Banks of North Carolina where the family has so often gathered to reconnect, relax and celebrate our many blessings. Lorrie Ann Andrew-Spear Lorrie Ann Andrew-Spear of Woodbridge, Va., devoted wife, daughter, sister, aunt, and dear friend, passed away on April 3rd. She was 53. Lorrie was a passionate and dedicated public servant. She began her career as a public information/communications officer with the City of Hampton, later moving on to similar positions with Falls Church City Public Schools and Prince William County. While working with Hampton in 2000, she received the George Robert House Award from the American Society for Public Administration in recognition of her leadership, creativity and integrity. In 2013, she joined the Virginia Department of Health as its Northern Virginia Regional Public Information Officer and later became the statewide Risk Communications Manager. She obtained certification as a Master Public Information Officer from FEMA’s Emergency Management Institute, where she earned the respect and admiration of her peers nationwide. She frequently served in leadership positions with national public health and information organizations and established herself as a valuable contributor and role model. Lorrie was equally passionate about her interests outside the workplace, including volunteer work in her communities. She was proud to serve as a Master Gardener through the Virginia Cooperative Extension office, for which she spent countless hours over the years coordinating donations from local farmers markets and transporting them to local food banks in Prince William County. As a gardener, she had a special appreciation for Virginia’s native plants. She was also an experienced outdoor adventurer, especially as a hiker and mountaineer. Among her many noteworthy accomplishments: summits of Mount Kilimanjaro, Mount Rainier and a coveted winter summit of Mount Washington; a rim-to-rim-to-rim hike of the Grand Canyon; a hike to “the Visor” atop Yosemite’s Half-Dome; hiking the Algarve and West Coasts of Portugal; completion of the W Circuit in Patagonia; and numerous summits of 13ers and 14ers in Colorado and New Mexico. As a runner, she completed five half-marathons. She loved to travel, especially to the National Parks of the US and Canada. She was also a voracious reader with a love of everything from classic literature to contemporary mystery novels. She was dedicated to reading something and learning something every single day. Lorrie is survived by her husband of 28 years, Curt G. Spear, Jr. of Woodbridge, Va.; her parents, Ruben and Peggy Andrew of Chesterfield, Va.; her brother and sister-in-law Keith and Shannon Andrew of Chesterfield, Va.; and four nieces and nephews. She was preceded in death by her brother Mark Andrew of Lehigh Acres, Fla. She leaves behind countless friends and colleagues who will forever remember her grace, kindness, generosity, strength of character, sense of humor and relentless positivity. The family will hold a small, private celebration of Lorrie’s life. No public service is planned at this time. LEGAL NOTICE MANASSAS DEPARTMENT OF FAMILY SERVICES AND VIRGINIA HOUSING OPENING WAITING LIST TO ACCEPT HOUSING CHOICE VOUCHER APPLICATIONS The Manassas Department of Family Services (DFS) and Virginia Housing will open the Housing Choice Voucher Waiting List on Wednesday, April 19, 2023. Applicants can apply starting at 8:30 am until 5 pm. The program will take applications online only. The website to apply is virginiahousing.apply4housing.com. The Manassas DFS waiting list area covers the cities of Manassas and Manassas Park. Seven hundred fifty applicants who apply will be chosen randomly by lottery to be added to the waiting list. Not everyone who applies will be added to the waiting list. Applicants will receive a confirmation number once their application is submitted indicating the application was received. Receiving a confirmation number does not guarantee you will be added to the waiting list. You may apply using a laptop or desktop computer or mobile device. Anyone can apply on behalf of another applicant. You may check to see if you were chosen in the lottery on April 21, 2023, after 12 pm by going to the following website: virginiahousing.apply4housing.com/status. You will not be able to check your status if you have previously applied to a Virginia Housing waiting list. Applications will not be taken by phone, mail or in person. If the applicant is a person with a disability and they require an accommodation in order to apply, please contact the Manassas DFS staff for assistance to apply during the opening time period.
