Shaboozey, 29, a Gar-Field High School grad, made history with Beyonce when they made back-to-back appearances atop the Billboard country music chart.

Turning on the radio this summer may feel like a journey back home for Prince William County natives. Two of the Billboard’s “Hot 100” top artists — Shaboozey with “A Bar Song” and Tommy Richman with “Million Dollar Baby” — hail from right here in Woodbridge. While both artists may have walked the same streets and frequented the same restaurants as kids, they present their local influence in distinct ways. Shaboozey, 29, appeared on the CMA Fest, which aired Tuesday night at 8 p.m. on ABC. The Gar-field High School graduate was born Collins Chibeuze. His stage name came from his former classmates, who called him “Shaboozey,” he said in an interview. See ARTISTS, page 11

Primaries turn out small share of voters to the polls

Contests see crowded ballots, big spending By Evelyn Mejia and Jill Palermo Staff Writers

Only about 7% of Prince William County’s more than 325,000 registered voters cast ballots in last week’s primary elections despite the crowded ballots and some of the priciest primary races ever. Prince William voters — like those across the state — picked Hung Cao, a Vietnamese immigrant and retired U.S. Navy captain, to challenge incumbent Sen. Tim Kaine (D) in November. local voters also picked the eventual nominees, selecting Eugene Vindman for the Democratic nomination and Derrick Anderson on the Republican side. In the 10th District congressional race, however, while Prince William’s Republican voters picked GOP nominee Mike Clancy, a lawyer and conservative radio commentator, local Democrats chose Dan Helmer, a state delegate and an officer in the U.S. Army Reserve. But Helmer was bested by state Sen. Suhas Subramanyam, a former Obama administration official who won the Democratic nod with overwhelming support from Loudoun County. See PRIMARIES, page 2

Primaries turn out small share of voters to the polls

PRIMARIES, from page 1

Meanwhile, the crowded contests — which included 16 candidates in the 10th Congressional District and 13 in the 7th District — were the most expensive in at least eight years, according to data compiled by the Virginia Public Access project. In the 7th District, which includes about half of Prince William County and nine other counties and cities to its south, candidates collectively spent nearly $6.6 million, or roughly $93 for every vote cast. In the 10th District, the candidates spent more than $5.5 million or about $78 for every vote cast. Stephen J. Farnsworth, a professor of political science and international affairs at the University of Mary Washington in Fredericksburg, said Monday he’s not too surprised by the big dollar amounts. “Those big numbers have to do with the fact that these are D.C. suburban districts that could produce strong candidates,” Farnsworth said. “These districts are where the real competition in America is found today.”

Hung Cao sweeps the state

Hung Cao, a retired U.S. Navy captain, swept the state in Tuesday’s Republican contest to challenge Kaine this fall. Cao, 52, of Loudoun County, won about 62% of the vote in the five-way contest. Scott Parkinson, of Arlington, came in second with about 11% of the vote. Parkinson was chief of staff to Florida Gov. Ron DeSantis when DeSantis was in Congress. In Prince William, Cao won 76.5% of the vote, taking every voting precinct in the county. He was followed by Eddie Garcia, who came in a distant second with about 7% of the vote. Cao did best in Fauquier County with 86% of the votes there. Tim Hoffman, chairman of the Fauquier County Republican Committee, attributed Cao’s success there to his name recognition and the big veteran community Fauquier has. “Another thing is his story as a legal immigrant and what he’s done in this country is compelling for a lot of voters,” Hoffman said. “He’s not your typical politician, and many think he’ll get this country back on track,” he said.

10th District Democratic primary results:

• Suhas Subramanyam: 30.45% • Dan Helmer: 26.63% • Atif Qarni: 10.59% • Eileen Filler-Corn: 9.36% • Jennifer Boysko: 9.06% • David Reid: 3.2% • Michelle Maldonado: 3.19% • Adrian Pokharel: 2.29% • Krystal Kaul: 2.2% • Travis Nembhard: 1.63% • Marion Devoe: 0.87% • Mark Leighton: 0.51%

Briana Sewell, a Prince William County native who is Black, came in third with 13%, winning only one precinct: the Chinn recreation center in Lake Ridge. Vindman also dominated in fundraising, pulling in an unprecedented $5 million for his primary run. Farnsworth attributed Vindman’s success to his national reputation and the likelihood that the other candidates split the non-Vindman vote. Though each of the four Prince William candidates had pockets of support, Vindman’s victory demonstrates voters want a more moderate choice, Farnsworth said. “For a swing district like the 7th, a more moderate choice is the better choice,” he said.

Anderson wins GOP nomination, Prince William

The Republican contest was closer, with Derrick Anderson winning 45% of the vote, including Prince William, Fredericksburg and four other counties. Cameron Hamilton, who came in second, won 37% of the vote and five counties. Anderson, 39, is a native of Spotsylvania County and a former U.S. Army Special Forces Green Beret with six tours of duty, including in Afghanistan and Iraq. Anderson has a law degree and served in the White House during the Trump administration in the Office of National Drug Control.

Vindman sweeps the 7th District

the 7th District, first-time candidate and retired U.S. Army Col. Eugene Vindman won big, garnering nearly 50% of the vote in a seven-way contest. Vindman, 49, of Dale City, won the City of Fredericksburg and all 10 counties in the district, including Prince William, where he faced four well-known, current and former elected officials, all women of color. In Prince William, which holds the district’s largest share of voters or 33%, Vindman came in more than 2,700 votes ahead of former delegate Elizabeth Guzman, who came in second with about 15% of the

Although state Sen. Suhas Subramanyam won the Democratic nomination in the 10th District race with more than 30% of the vote, Del. Dan Helmer, of Fairfax County, won Prince William County and was the top-getter in five of the seven jurisdictions that make up the district. But it wasn’t enough to overcome the huge lead Subramanyam racked up in Loudoun County, where he won nearly 40% of the vote Subramanyam garnered more than 5,000 votes in Loudoun than Helmer did, taking in nearly 40% of the vote to Helmer’s 18%.

Subramanyam is the son of Indian immigrants and had the support of Indian American Impact, a D.C. group dedicated to increasing the number of Indian Americans in Congress. Subramanyam was also endorsed by Wexton, who is retiring due to being diagnosed with a severe form of Parkinson’s Disease. Helmer might have been hurt by late-breaking charges of sexual harassment by prominent Loudoun County Democrats. Although Helmer staunchly denied the accusations, “Anytime there’s a scandal that enters the discourse shortly before the election, whether it’s true or not, can be damaging,” Farnsworth said. In a competitive district with several well-known candidates, having a devoted core of voters, as Subramanyam did with South Asians, can be enough to win, Farnsworth said. Del. Michelle Maldonado, of Manassas, won the Democrats’ vote in Manassas Park, which was the only jurisdiction that didn’t vote for either Subramanyam or Helmer.

Clancy sweeps the 10th District

Mike Clancy was the big winner in the GOP contest, taking all seven counties and cities in the district and garnering 64% of the votes cast. Clancy finished more than 11,500 votes ahead of Aliscia Andrews, the 2020 Republican nominee who came in a distant second. Clancy won Prince William County with nearly 68% of the vote

Hoffman attributed Clancy’s success to simply working harder to connect with voters than other candidates. “He hit the bricks by going to local street fairs, several county meetings and events; he just got to know the people more,” Hoffman said.

Juneteenth parade draws a crowd

‘Divine Nine’ groups celebrate, reflect at Prince William Forest Park By Jamar Billingsley Contributing Writer

People marched, prayed and sang “Lift Every Voice and Sing,” also known as the Black National Anthem, during the Greater Prince William Juneteenth parade and program held Wednesday the 19th at Prince William Forest Park, the site of two former African American communities dating back to the 19th century. The parade wound through park trails and ended in a grassy clearing for a program led by Pastor William Archer of Potomac Valley Church. Under clear blue skies and amid a light breeze, Archer spoke about the meaning of Juneteenth, which is short for June 19th. That was the day in 1865 when word of President Abraham Lincoln’s Emancipation Proclamation finally reached enslaved people in Texas, announcing their freedom more than two years after the document was signed. Virginia made Juneteenth a state holiday in 2020. It became a federal holiday in 2021. “Black history means everything to me because of three things: honoring our past, being present in the present and looking forward to the future,” Archer said. The event was the fourth annual local Juneteenth program held in eastern Prince William County. It got its start on Zoom in 2020, during the pandemic, and transitioned into a community parade hosted in the Town of Dumfries from 2021 through 2023. This year, about 150 people turned out, including several members of local chapters of the “divine nine,” sorority and fraternity organizations that count dozens of Prince William County residents among their members. The groups focus on personal excellence, community service, civic action and kinship. Cydny Neville, a former Dumfries Town Council member and founder of Virginia Black Lifestyle Magazine, organized the event with several volunteers, as she has since its inception. Neville is a member of the Zeta Phi Beta sorority,

Neville said she had always dreamed of holding a parade to celebrate and represent African American heritage in Prince William County. “Prince William Forest Park was a perfect place to host this year’s Juneteenth parade celebration because of its history,” Neville said. “The event outgrew the previous location, which is a good problem for us.” Prince William Forest Park, a 15,000-acre national park between Dumfries and Quantico, was once home to sizable multiracial communities known as Batestown and Hickory Ridge, which date back to at least 1810, according to a history

on the park’s website. Together, the two became known as the Cabin Branch community due to its residents’ employment at the Cabin Branch pyrite mine from about 1889 to 1920. In the early 1930s, the land was acquired by the federal government for what is now Prince William Forest Park. Volunteers Melonie Bennett and Ebony Lofton said they were pleased with the large turnout. “I want people to learn about the history of African Americans and the rich history of Prince William Forest Park,” Bennet said. “Today was an awesome day to celebrate Freedom Day,” Lofton said.

Planning commission OKs new Wawa, Sheetz gas stations New Tommy’s Express car wash, pizza restaurant advances

A rendering of the new Tommy’s Express Car Wash and an adjacent pizza restaurant and retail business proposed for north Woodbridge along Richmond Highway.

By Evelyn Mejia

Times Staff Writer

New Wawa and Sheetz gas stations — as well as a new Tommy’s Express Car Wash and neighboring pizza restaurant — are one step closer to coming to Prince William County. On Wednesday, June 12, Prince William County Planning Commission recommended that the board of supervisors approve special use permits for the Wawa, which is proposed in Yorkshire at the intersection of Centreville Road and Maple Drive, as well as a new Sheetz, proposed for Fortuna Plaza outside Dumfries. The Tommy’s Express Car Wash is proposed for north Woodbridge along Richmond Highway. Both Wawa and Sheetz received the Planning Commission’s recommendation for approval without reservations. The Tommy’s Express Car Wash and pizza restaurant received approval after some hesitation. The Tommy’s Express is proposed for the intersection of Richmond Highway and Bel Air Road, in front of the Bel Air Mobile Home Park and beside the Occoquan Animal Hospital. Commissioners expressed concerns about the traffic flow of cars in and out of the site, as well as whether noise

from the car wash vacuum cleaners would disturb nearby residents. The tight size of the 1.61-acre site for the car wash, pizza restaurant and retail business also worried Planning Commission Chair Juan McPhail. McPhail requested that Tommy’s conduct a noise level study for potential noise disturbance to mobile home park residents. Representatives for Tommy’s Express said noise generated from the vacuums wouldn’t be an issue because the wash building itself, as well as an 8-foot fence, would provide a sound buffer to the vacuums on the eastern part of the site, which is not adjacent to the park. “We’re here to recommend great

development to our communities, but we’re also here for our residents, and we have to consider things that will be of concern to them,” planning commissioner Cynthia Moses-Nedd said. The car wash would be comprised of two drive-thru lanes and canopies over several free vacuums. Tommy’s could have three cars within the wash and 25 cars on the drive-thru lanes at a time. One of the largest car wash franchises in the country, Tommy’s would employ about 16 to 18 individuals. The franchise provides each of its employees with health insurance, vision, dental, retirement, short-term and long-term disability benefits and

tuition reimbursement, according to a Tommy’s representative. The Planning Commission ultimately recommended approval of special use permit for Tommy’s Express the with conditions that pedestrian safety measures be pursued and that a noise level study be conducted prior to building the car wash so that noise could be measured after the facility is built. The supervisors will have the final say on all three applications and will hold public hearings on each before taking a final vote. Reach Evelyn Mejia at emejia@ fauquier.com

Police: 2 killed, 5 injured after disabled SUV is struck on I-66

Staff Reports A 27-year-old woman and an 11-year-old girl were killed and five others injured Friday afternoon after their disabled vehicle was struck while parked on the shoulder of Interstate 66 in Prince William County, according to the Virginia State Police. At about 2:16 p.m. Friday, June 21, a 2018 Isuzu NPR HD truck was heading west when it went off the right side of the interstate and struck the dis-

abled 2019 Hyundai Tucson, which was parked on the shoulder. The Tucson hit the jersey wall and was pushed along the barrier for about 400 feet. Two passengers inside the Tucson, Krystal Akers, 27, of Dublin, Virginia, and the 11-year-old girl, died at an area hospital from injuries they sustained in the crash. The driver of the Tucson, Greggory S. Akers, 51, also of Dublin, suffered serious injuries, as did

a 3-month-old infant in the vehicle. A fourth passenger in the Tucson, Tammy Akers, 55, suffered minor injuries. The driver of the Isuzu truck, Anthony A.J. David, 26, of Hyattsville, Maryland, suffered minor injuries. A passenger in the truck, Joshua L. Hankey, 23, suffered serious injuries. Charges are pending as the crash remains under investigation.

15-year-old charged in 17-year-old’s fatal shooting

S.C. teens were allegedly involved in a burglary when the shooting occurred By Jill Palermo Managing Editor

A 15-year-old South Carolina boy is facing felony murder, burglary and other charges in connection with the fatal shooting last week of a 17-year-old at the Misty Ridge apartment complex in Woodbridge. Officers arrived at the Misty Ridge apartments, located in the 15000 block of Lost Canyon Court, at 12:44 a.m. on Tuesday, June 18 and found a 17-year-old boy alone in a stairwell, suffering from gunshot wounds. He was transported to an area hospital, where he later died. His name has not been released because he is a juvenile, according to police. A police investigation determined that the victim and the 15-year-old who was arrested Sunday were trying

to rob an 18-year-old resident of money and marijuana when the fatal shooting occurred, according to Lt. Jonathan Perok, a Prince William County Police Department spokesman. The 18-year-old shot and killed the 17-year-old, Perok said in a news release. The 18-year-old has not yet been charged, and his name has not been released. The police investigation into his actions is continuing, Perok said in an email. On the evening of the fatal shooting, the two teens allegedly arrived at the 18-year-old’s apartment and attempted to get him to open the door. After receiving no answer, the 17-year-old allegedly attempted to force entry into the apartment by breaking a window into a room where the 18-year-old was sleeping, Perok said. As the 17-year-old entered the apartment, the 18-year-old fired rounds from his handgun, causing fatal wounds, Perok said.

The 15-year-old, who was armed during the incident, fled the area before police arrived. At some point, he allegedly fired shots toward the apartment complex, Perok said. It’s not yet clear whether the 17-yearold was also armed, Perok said. The 15-year-old, whose name is not being released because he is a juvenile, is being charged with felony homicide, which is second-degree murder in Virginia. Police confiscated two handguns from the 15-yearold when he was arrested in Fredericksburg, Perok said. It’s not yet clear whether either gun was involved in the incident, Perok said. A person can be charged with felony homicide if someone dies in connection with another felonious

act, whether or not the death was intentional, according to state law. The charge is punishable by up to 40 years in prison. The 15-year-old and the 17-yearold who died were visiting Woodbridge from South Carolina and had prior knowledge of the apartment complex and the 18-year-old resident, Perok said. The 15-year-old was being held Sunday night in the Prince William County Juvenile Detention Center, Perok said. Prince William County police were assisted in their investigation by Virginia State Police, Fredericksburg police and South Carolina law enforcement officials in Gaffney, Spartanburg, and Cherokee County, Perok said.

POLICE BRIEFS Police: Man drowns in Lake Manassas A man drowned in Lake Manassas on Sunday afternoon, according to Prince William County police. The man, who has yet to be identified, was swimming in the lake when he became lost. By about 6 p.m., police had located his body and recovered it from the lake, according to Lt. Jonathon Perok, a Prince William County police department spokesman. No foul play is suspected, Perok said. Lake Manassas is not open to the public for swimming or boating and hasn’t been for nearly two decades. The lake is a source of drinking water for the City of Manassas and western Prince William County. The swimmer entered the lake from the now-closed marina along Burwell Road in Nokesville.

Prince William County and City of Manassas police and fire rescue officials respond to a drowning on Lake Manassas on Sunday, June 23. Shortly before 5 p.m., a water rescue was called in, according to the police radio traffic. Teams from both the City of Manassas and Prince William County responded to the scene. Several police units, paramedics, firefighters and K-9 teams assisted with a search effort, which lasted about an hour.

Police: 18-year-old dies in high-speed crash in Nokesville An 18-year-old Manassas man died Saturday after a high-speed, single-vehicle crash on Fitzwater Drive in Nokesville, and police are looking for witnesses. Officers responded at 3:22 p.m. on Saturday, June 22, to the crash, which occurred near the intersection of Fitzwater Drive and Manley Road, about 2.5 miles west of Va. 28. The preliminary police investigation found that Christopher Steve Flores, 18, of Manassas was driving a 2013 Infiniti G37 west on Fitzwater Drive at high speed when he lost control of the vehicle. The

car went off the roadway, striking multiple trees and rotating before coming to a halt, according to Lt. Jonathan Perok, a Prince William County police spokesman. Flores was not wearing a seat belt and was ejected from the vehicle. He was transported to an area hospital where he died from injuries, Perok said. No other vehicles were involved in the accident. Crash investigators are asking anyone who witnessed the crash to contact the police tipline at 703-792-7000 or via a webtip at pwcva.gov/policetip.

well as English language learning for new speakers. These include several Dr. Seuss books formatted to aid in learning to read and pronounce basic English words. Recent studies suggest that school-age children lose about 20% of what they learned in reading during the school year during summer break. To help support learning over the summer, we also have added School Prep titles, which provide a fun and interactive way for students to remain engaged and prepared with various subjects. And there are also language-learning Launchpads for Spanish, French, Italian and Russian, along with some English-language basics. These products provide interactive learning at the basic level new language learners benefit from. Come to your local library and check out some of these user-friendly, fun learning tools today. You can also place a hold by searching “Launchpad” on our Online Catalog at pwcva.gov/library. Kirk Johnson is a manager in Prince William Public Libraries Material Services Division.

What’s Hot at the Prince William Libraries: June by Kirk Johnson

Contributing Writer

Here’s a quick sneak preview of some of the newest titles coming to your local libraries this summer. Bestselling writer Harlan Coben never fails to deliver the well-crafted mysteries and thrills his millions of loyal readers have come to rely on. “Think Twice” is the latest in the series featuring sports agent Myron Bolitar. In this installment, Bolitar finds out that a former client — a respected basketball coach whom he believed to be dead — is believed by the FBI to not only still be alive but involved in a double homicide. Trying to find the answer to this mystery brings him deeper into a perilous and dark secret. Sometimes, real life provides mysteries and crime stories so amazing that a crime novelist might hesitate to write such a seemingly preposterous story. Such is the case with the new book by journalist Craig Whitlock.

“Fat Leonard” tells the story of how Leonard Glenn Francis, a charismatic Malaysian defense contractor, bribed, corrupted and blackmailed dozens of high-ranking Naval officers and swindled the U.S. Navy out of millions of dollars over a period of years. Whitlock has researched this case thoroughly — he even had access to the blackmail documentation — and brings one of the biggest scandals in American military history to light. Former FBI Director James Comey will, for better or worse, always find his name connected to the 2016 presidential election. But in retirement, he has opted to make a career change to professional novelist. His debut novel, “Central Park West,” introduced characters who live and work in the tense world of high finance and corporate espionage. His new book, “Westport,” centers around the same characters, although the story is entirely new. Like its predecessor, this is a knowing look into a world of high-stakes crimes and big

money, which most readers can only read about. Science fiction fans know Hugo, Nebula and Arthur C. Clarke Award-winning author Ann Leckie, particularly for her “Imperial Radch” trilogy. But years before her first novel was published, she already had several published short stories to her credit. Now, almost two decades after her first published story, her entire short works are available to fans and new readers. “Lake of Souls” collects all her short stories published to date, and it will be welcomed both by new readers interested in discovering her work and longtime readers eager to find all these stories collected for the first time. These are just a few of the many books coming to your local library. Place a hold on any of the titles on our online catalog at pwcva.gov/library or stop by. This summer, adventure begins at your library! Kirk Johnson is a manager in the Prince William Public Libraries materials services division.

As a first-generation Nigerian American, he says he was first exposed to country through his father. “My dad moved here, and he went to Texas,” Shaboozey said in a podcast interview with Comedy Country. “People be like, ‘Well, my dad is more country than him,’ but my dad was over here in the 90s, you know, with the overalls, real tree camo, cowboy hat. My pops was on this, too.” Shaboozey said there is more of a connection to Nigerian culture and country music than people may realize. “Nigeria, is country in itself,” Shaboozey told Comedy Country. “A lot of, you know, it’s farmers; it’s cow herders. They just look a little different. Everybody wants to wear boots; that’s cowboys, but some of them wear sandals.” However, Shaboozey is known for more than just country. His signature blending of genres led him to the Billboard “Hot 100” for eight weeks in a row. He was heavily inspired, not only by the funk sound of other Virginian hip-hop artists, but the more bluegrass heritage of the state, especially outside of Northern Virginia.

Conaway, McGovern named softball, girls soccer Players of the Year By Matthew Proctor Staff Writer

Battlefield High softball ace Aiko Conaway rarely pitched in 2023 after sustaining a bicep injury. In returning to the circle this season, the Marshall University signee came back like she never left. In ending the season with a 14-1 record, a 1.07 ERA and 131 strikeouts, Conaway was named the Class 6 Player of the Year, completing the trifec-

ta after receiving the top Cedar Run District and Class 6 Region B top honors. Along with Conaway, Battlefield coach Mike Corbin was named Coach of the Year for leading the Bobcats (24-3) on a trip to the state final, where they fell to Osbourn Park 3-0 on June 8. Elsewhere, Brentsville’s Peyton McGovern was named the Class 3 girls soccer Player of the Year for the second season in a row. McGovern scored 32 goals, including both in the Tigers’ 2-1 overtime

victory over Western Albemarle in the state final on June 8, and tallied 26 assists on the year. McGovern, who will play at Florida State University in the fall, finished her Brentsville career with 91 goals and 75 assists, both the most in Brentsville girls soccer history. Brentsville coach Scott Kerns was also selected as the Class 3 Coach of the Year for the second consecutive season after the Tigers (19-2-1) won their second straight state title earlier this month.
