The Coalition to Protect Prince William County, a conservation nonprofit and a longtime advocate for the countyโs protected โrural crescent,โ announced Tuesday an effort to recall Gainesville District Supervisor Pete Candland, charging he has neglected his duty and misused his office as a result of his personal financial interest in the Prince William Digital Gateway. The project is a massive new data center corridor proposed for rural northern Prince William County on land bordering the Manassas National Battlefield Park and the
Conway Robinson Memorial State Forest. Candland (R) and his wife Robyn own a home on about 5.7 acres at 12888 Livia Drive in Catharpin, which is part of the 2,133 acres along Pageland Lane under consideration for the proposed Prince William Digital Gateway data center corridor. In October 2021, Candland and his wife joined more than 100 of their neighbors in signing onto a comprehensive plan amendment asking the board of supervisors to replan their land for data centers. The residents involved in the deal are under contract to sell their land to data center developers at a rate of $900,000 to $1 million an acre if the county board approves the plan. The properties are currently zoned for agricultural use and are located in the countyโs โrural crescent,โ where development is limited to one home per 10 acres, and connections to the public sewer lines are largely prohibited. The groupโs recall petition lists several instances in which it alleges Candland has voted or taken action on matters related to data centers by way of tax rates, rezonings or planning issues or has participated in closed session meetings during which matters related to data centers were discussed. The petition notes that Candland received a written opinion from Prince William Commonwealthโs Attorney Amy Ashworth on May 20, advising him of what he can and cannot do under Virginiaโs State and Local Government Conflict of Interests Act as a result of his decision to offer his personal property as part of the comprehensive plan amendment. Ashworthโs opinion says Candland cannot participate in the discussion, consideration or vote on any rezoning application that involves the Prince William Digital Gateway or is located in its vicinity. The Prince William County Planning Department is in the process of considering an expansion of the zone for the supervisorsโ consideration in the coming months. Ashworthโs opinion, however, said Candland is free to participate in any discussion, vote or consideration of data centers proposed for the rural area, so long as they are not in the vicinity of the Prince William Digital Gateway.
Candland says he wonโt resign
Shortly after signing onto the Prince William Digital Gateway proposal last fall, which Candland said he did reluctantly because he didnโt want his family โsurrounded by a sea of data centers,โ he announced he would recuse himself from any votes on the proposal and associated rezoning applications. In response to the recall, Candland said Tuesday afternoon that he tried his best to navigate what he called an โunprecedentedโ situation โ finding himself personally involved in one of the countyโs largest land-use decisions in recent memory. โAll of those instances [listed in the petition] came up before there was an opinion from the commonwealthโs attorney on what I can or canโt do,โ Candland said of the groupโs allegations. โBefore I got that opinion, I was acting within the best of my knowledge. โฆ Since I got that that direction, I have fulfilled to the letter of whatโs in the commonwealth attorneyโs opinion.โ When asked why he didnโt resign after joining the Prince William Digital Gateway comprehensive plan amendment, Candland said he โstill feels very passionateโ about โhundreds of issuesโ he deals with as a member of the county board, a position he has held since 2012. โThereโs not a conflict-of-interest statute so people resign; thereโs a conflict-of-interest act so the board of supervisors can make sure their votes have integrity,โ he said.
Recall effort will likely take months
The groupโs effort now faces considerable hurdles in Virginia law for recalling local elected officials, a process that can take months and is rarely successful. In Virginia, elected officials can only face a recall election if a circuit court judge finds sufficient evidence that they have neglected
their duty, misused the office, acted incompetently or were convicted of a misdemeanor relating to drugs, a sex crime or a hate crime. The group seeking to recall Candland must collect at least 1,796 signatures on its petition, a number equal to 10% of the 17,952 people who voted in the 2019 election for Gainesville supervisor, when Candland won his third term. The effort to collect the needed signatures began Tuesday, but Schlossberg and members of the group say they believe it will not take long. They said they are increasingly hearing complaints from Gainesville residents about ongoing data center construction and the constant reports of more on the way. People are worried about an excess of data centers, and โeverybody is hearing about this fight,โ Schlossberg said. โWe will be at grocery stores; we will be at picnics; we will be at events open to the public. โฆ We expect to collect double [the required signatures] in no time at all,โ she said. โThis petition is legally sound, and we believe it will be successful.โ Once the signatures are collected, the petition must set out the grounds for removing Candland with โreasonable accuracy and detailโ and be filed in Prince William County Circuit Court, according to state code. While pending in court, the case must be heard immediately and will โtake precedence over all other cases on the docket,โ the statute says. State law mandates that the elected official being recalled may demand a trial by jury on the charges set out in the recall petition. The commonwealthโs attorney is required to represent the commonwealth in the trial. The elected official has the right to appeal his recall to the Virginia Court of Appeals. If an elected official is removed from office, a new election for the position is triggered in which the elected official may run for the office again, unless he or she has already resigned. There is no state law disallowing the elected official from once again seeking the office from which he or she has been removed as a result of the recall process. Even if the recall is successful, whether a new supervisor could be elected before the board of supervisors votes on the Prince William Digital Gateway proposal is another question. No dates for public hearings before the planning commission or board of supervisors have yet been scheduled for the Prince William Digital Gateway comprehensive plan amendment, but it will likely occur sometime this fall, according to Rebecca Horner, the countyโs acting planning director and deputy county executive overseeing community development. โItโs all kind of speculative, but I feel like it will happen this fall,โ Horner said Tuesday. โFall will be a busy time.โ Reach Jill Palermo at jpalermo@fauquier.com

Renovations delay opening of new restaurant at Timโs Rivershore site By Aileen M. Streng Contributing Writer
The popular riverfront hangout once known as Timโs Rivershore and Crab House will remain closed this summer, as its new owner works to complete ongoing renovations that have been moving more slowly than expected, in large part due to its location in a federal floodplain. โIn a floodplain, there are a lot of constraints on what you can do,โ said Wade Hugh, Prince William Countyโs director of development services. Timโs Rivershore shuttered at the end of last summer after operating the white-wood-sided restaurant on the banks of the Potomac River, in what is now Potomac Shores for nearly 30 years. Owner Tim Bauckman closed the restaurant reluctantly after he failed to win an extension on his lease from Biddle Real Estate Ventures, which manages the property for Potomac Shoresโ developer. Chris Ahn, who owns Fattyโs Tap House restaurants in Stafford County and Fredericksburg, leased the building from Biddle and had hoped to open his newest restaurant at the site this past spring. But according to interviews with Ahn and Hugh, the opening appears to be months away. Ahn took possession of the building in October 2021 and has received a demolition permit โ not to tear the building down but to open the walls and check the electric, plumbing and air-conditioning. โThis case is a little unique,โ Hugh said. โPulling a demolition permit is usually pretty quick, but this is in a floodplain, so there are federal regulations that apply.โ Among the regulations is that the footprint of
the restaurant must remain the same; so it cannot be enlarged, Hugh said. In addition, improvements to the buildingโs interior cannot exceed 50% of the propertyโs total value, according to Federal Emergency Management Agency flood insurance rules. That amount had to be determined before any demolishing, repairs or improvements could be done. After Ahn submitted that number to the county, the county had to ensure it matched its real estate assessment figures, Hugh said. As work on the building continues, Ahn is working with the county on a site plan to ensure there is adequate parking, outdoor lighting and other features. The parking area adjacent to the previous restaurant wasnโt large enough and did not meet county standards, Hugh said. The Rivershore was allowed to use that parking area because it was โgrandfathered inโ and exempt from that regulation. The restaurant had been in existence since the 1970s under its original owner. As part of Ahnโs 20-year lease agreement with Biddle Real Estate Ventures, Fattyโs Tap House patrons will park in 70 paved parking spaces on the other side of the railroad tracks from the restaurant. Ahn said he will have a golf cart bring customers from their cars to the restaurant and back again. The parking lot also needs new lighting, and the county wants to ensure patrons get to and from the lot to the restaurant safely, Hugh said. A building plan for the interior of the restaurant will be needed after the site plan is approved, Hugh said. Ahn said he plans to repair damage to the roof, floors and walls as well as install new kitchen

A spokesman from Biddle Real Estate Ventures stated in an email that the site plan would be submitted to the county โshortlyโ but declined to comment further. Ahn said in an email that demolition is underway, and he is waiting for site plan approval. Ahn said he would have more information in a few months. Fattyโs Tap House will offer blue crabs and a variety of steamed seafood bowls. It will also serve comfort food such as burgers, salads and sandwiches. Ahn, who has 30 yearsโ experience in the restaurant business, said he will offer indoor and outdoor seating as well as an outdoor Tiki bar. Boats will be able to tie up to the restaurantโs dock. Ahn said he will provide a water shuttle for boats that drop anchor further out in the river. Once it opens, Fattyโs Tap House will remain open year-round, unlike the Rivershore which closed during the winter months.

Manassas Park cuts tax rates for 2023 TAX, from page 1 Like all Northern Virginia locales, Manassas Park residents are facing both rising property assessments and rising vehicle values, which will push tax bills higher despite the reduced tax rates. Property assessments in Manassas Park grew by more than $2.2 million over the past year, an increase of over 13%, according to City Manager Laszlo Palko. The average assessed value of a Manassas Park home rose from $342,000 to $379,000, an 11% increase. Values are still on the rise due to a โhotโ residential market, Palko said. The council initially advertised a real-estate tax rate of $1.49 per $100 in assessed value, which was a 4-cent reduction from the current rate of $1.53. But at $1.49, Manassas Park property owners were looking at an average increase of $428 in real estate taxes, Palko said. Determined to reach the city councilโs โdesired rateโ of $1.45, the council cut about $800,000 from its advertised budget of $142.9 million by trimming about $434,000 from the Manassas Park school divisionโs budget and delaying a $220,000 police station HVAC project for one year. The recently adopted state budget allowed localities to keep 1% of grocery tax revenues, which returned about $300,000 to the new budget. Although Manassas Park doesnโt have a grocery store within its city limits, the grocery sales tax applies to certain items sold at the Dollar Tree and other local stores, Palko said. After reviewing the HVAC project at the police station, it was determined that the project could be โpushedโ to 2024, allowing the city to cut $220,000 from the budget. The city budgeted $30,000 for repairs to keep the system going until
Haseeb Javed it is replaced, Palko said. Council member Haseeb Javid (D) asked Palko what the school division must cut to meet the $434,000 reduction. Palko said that he โhad not discussed itโ with the school board because it was โmore of their internal deliberations.โ It was the schoolsโ first budget under Superintendent Melissa Saunders who joined the school division in July 2021. Palko said he was โvery thankful for the strong cooperationโ between the city and the schools to โhelp us get the tax rate that we needed.โ The budget includes base pay raises for city staff ranging from $3,000 to a maximum of $20,000, an effort toward pay parity with neighboring jurisdictions, which is a council priority. Manassas Parkโs school division is also addressing pay gaps in its new budget by providing a 5% raise to teachers. The school divisionโs plan is to close the pay gap for all division employees in the next three years.

The new budget also includes funding for two new staff positions, an assistant city attorney who was recently hired, as well as a customer service representative in the city managerโs office. Regarding the personal property tax rate, or the tax paid on vehicles, the council reduced the rate to $3 per $100 in assessed value from $3.50. Under the lower rate, the average annual personal property tax bill will rise by about $15 because the assessed values are expected to jump about 20% this year, Palko said. Manassas Parkโs personal property tax rate is the lowest in all of Northern Virginia -- by far. Neighboring Manassas City recently adopted the second-lowest personal property tax rate of $3.60 per $100 in valuation. Prince William County has the third-lowest rate at $3.70, while Fairfax County charges $4.54 and Fauquier County, $4.65. Palko also announced at the meeting that Standard & Poorโs, one of the largest credit rating agencies, increased the cityโs credit rating from AA- to AA. The upgrade indicates that creditors can expect that the city has a stronger likelihood of meeting its financial obligations. โBecause of our updated management strategy and our commitment to reserves, theyโre actually happy this year that weโre reducing the tax rate as well, because the long-term financial model still shows that we can support that [lower tax rate] along with continuing to build our reserves,โ Palko said, adding: โIโm hoping in the next five years with downtown success, and if we continue with this approach of keeping up reserves โฆ that weโll be able to get to AAA rating.โ Manassas Park Mayor Jeanette Rishell (D) who had expressed disappointment during the councilโs June 7 meeting that a $1.45 real estate tax rate seemed unworkable, said she is pleased with the budget. โI think itโs wonderful,โ she said. โI think weโre all very appreciative that the tax rate is going down by 8 cents.โ Reach Cher Muzyk at cmuzyk@fauquier.com

Report: Vega downplays pregnancy as a result of rape VEGA, from page 1 Vega, who is a Prince William County supervisor representing the Coles District, made comments about the likelihood of a rape resulting in pregnancy in response to a question posed to her during a campaign stop in Stafford prior to the June 21 primary, according to a tape recording of the exchange obtained by Axios, which first reported Vegaโs remarks Monday. According to the Axios report, Vega expressed support for state-level restrictions on abortion and added: โThe left will say, โWell, what about in cases of rape or incest?โ Iโm a law enforcement officer. I became a police officer in 2011. Iโve worked one case where, as a result of a rape, the young woman became pregnant.โ The questioner, who is not identified, went on to ask Vega if sheโs heard that โitโs harder for a woman to get pregnant if sheโs been raped?โ Vega responded: โWell, maybe because thereโs so much going on in the body. I donโt know. I havenโt, you know, seen any studies. But if Iโm processing what youโre saying, it wouldnโt surprise me. Because itโs not something thatโs happening organically. Youโre forcing it. The individual, the male, is doing it as quickly โ itโs not like, you know โ and so I can see why there is truth to that. Itโs unfortunate.โ Asked Monday to clarify her position on abortion and whether she supports exceptions to abortion bans for women who are victims of rape, incest or have nonviable pregnancies, Vega issued an emailed statement that declined to offer a response. The statement reiterated what Vega told Axios โ that โas a mother of two children, yes,
Iโm fully aware of how women get pregnant.โ But Vega declined to say whether she would support exceptions to abortion bans for rape, incest or in cases where the life of the mother is in danger, such as those diagnosed with ectopic pregnancies. Ectopic pregnancies happen when a fertilized egg implants somewhere other than the uterus, often in the Fallopian tubes. The condition can be life-threatening and requires either surgery or medication to end the pregnancy to avoid complications. Whether medical procedures similar to those used in some abortions would remain legal in such cases has been a topic of debate among lawmakers in states considering bans on abortion that could be enforced in the wake of the Supreme Court decision, which allows states to make their own laws regarding abortion. Thirteen states have โtrigger lawsโ that will make most abortions illegal within 30 days of the courtโs June 24 ruling, according to the Guttmacher Institute, a pro-reproduction rights research and policy organization. Vegaโs statement also criticized her opponent, incumbent U.S. Rep. Abigail Spanberger (D) and โthe radical left,โ which she said, โwould rather lie and twist the truth than explain [their] extreme support for on-demand taxpayer-funded abortions, even up to the moment of birth.โ A federal law known as the Hyde Amendment prohibits federally funded Medicaid from paying for abortions except in cases of incest, rape and to save the life of the mother. In Virginia, abortion is legal up until the 24thweek of pregnancy. Third trimester abortions may only be performed if a womanโs life or health is endangered, a conclusion that must be reached by at least three physicians.
Research into rape-related pregnancy and abortion is limited but shows that rape can lead to pregnancy. Nearly 3 million American women have experienced rape-related pregnancy, according to the Centers for Disease Control and Prevention website, which cites research from 2018. Abortions stemming from rape are not common, according to available research. A 2015 survey of more than 19,000 women at two Chicago health-care clinics offering abortion found just 1.9% of women cited rape as their reason for undergoing an abortion. Spanberger responded to Vegaโs statements Monday evening on Twitter, calling Vegaโs views regarding pregnancies caused by rape โdevoid of truth, shamefully disrespectful towards victims of rapeโ and โignorant.โ In light of the Supreme Courtโs ruling, Vegaโs comments are โeven more horrifying and disrespectful to the millions of American women who have or will become pregnant due to sexual violence,โ Spanbergerโs tweet added. Spanberger pledged to work to ensure both a womanโs right to choose and โa fundamental right to privacy.โ She said that the Supreme Courtโs June 24 decision overturning Roe v. Wade โmeans that women who are victims of rape or incest may face government-mandated pregnancies.โ She also cautioned that the ruling โexplicitly endangersโ additional rights grounded in the right to privacy, namely the right for married couples to use birth control and freedoms related to sexual relationships, marriage equality and interracial marriage. Police were called to the Shell gas station at 7110 Sudley Road at about 11:53 p.m. Monay, June 27 to investigate a shooting in progress. Upon arriving in the area, officers located the 29-year-old victim suffering from a gunshot wound. The man was provided first aid at the scene and then transported to an area hospital where his injuries were determined to be non-life-threatening, according
to Master Police Officer Renee Carr, a Prince William County Police Department spokeswoman. The police investigation revealed the man was in the above area when an acquaintance approached and fired multiple rounds before fleeing on foot. The victim was not cooperative during the investigation regarding what led up to the shooting nor the individual involved, Carr said in a news release. Woodbridge man charged after crashing stolen car, fleeing from police A 24-year-old Woodbridge man was behind bars this week after police found two kilograms of fentanyl in a stolen car he allegedly crashed on Interstate 95 near Occoquan early Sunday morning, according to the Virginia State Police. The man, identified as Alpha A. Kamara, 24, was apprehended by state police on Sunday, June 26, a short distance from the crash. Kamara was traveling in a Dodge Charger at a โhigh rate of speedโ on I-95 near Lorton at about 2:56 a.m. when a state trooper initiated a pursuit of the vehicle. It crashed about two minutes later, according to Corinne Geller, a Virginia State Police spokeswoman. The vehicle struck the guardrail
and crashed into the ditch. Kamara allegedly ran from the scene on foot. An adult male passenger remained at the scene. Police found fentanyl, a deadly opioid often tied to overdoses, in the car, Geller said. The vehicle was reported stolen out of Maryland, Geller said. Kamara was being held at the Fairfax County Adult Detention Center Monday, June 26, on multiple charges, including felonies for eluding police, hit-and-run, unauthorized use of a vehicle, possession of a Schedule I/II drug with the intent to distribute and obstructing justice by resisting arrest and driving without a valid license, the release said.

Fire sparked by smoldering wood chips displaces 5 in Manassas A family of two adults and three children were displaced last week when a fire destroyed a home in the Signal Hill area of Manassas. Firefighters were dispatched to the 9000 block of Mineola Court in Manassas at 1:01 a.m. Wednesday, June 22, and found fire showing in the rear of the home and spreading up into the attic. No injuries were reported, but the home sustained โextensive damageโ and was declared unsafe to occupy by a county building official, according to Prince William County Assistant Fire Chief Matt Smolsky. The Prince William County fire marshalโs office determined the cause of the fire was the โimproper disposal of wood chips,โ Smolsky said in a news release.
The Red Cross assisted the two adults and three children who were displaced. The fire is the second this month that was caused by items that caught fire outside of a home in Prince William County, prompting fire department officials to issue another warning to residents about the safe disposal of smoking materials, fireplace ashes and ashes from outdoor cooking appliances. Ashes can remain hot enough to burn for up to 48 to 72 hours. All ashes should be properly disposed of in a metal container and kept outside your home, Smolsky said in a news release. An alternative would be to spread the ashes out on the ground away from any structure, the release said.

Report on land needs shows county has enough acres zoned for data centers I applaud Peter Caryโs thorough analysis of the recently released targeted industry land-needs analysis from Camoin Associates in your June 23 edition. Advocates and opponents of data center development will try to cherry-pick aspects they believe will support their case, so itโs extremely helpful to have it all laid bare. My main gripe is with the land availability section, which does little more than parrot back false and subjective assertions from county officials that have been repeatedly disproven. As reporter Peter Cary wrote: โTwo-thirds of [the reportโs] cited references are Prince William County land-use studies, and the first listed reference is the controversial May 2021 Data Center Market Viability Review prepared by the economic development office.โ One finer point that may be lost on some readers is the concept of floor area ratio or FAR. The Camoin
report based its projected buildout capacity on an assumed FAR of 0.2. But the average FAR (density) of most recently approved data center projects in the county is closer to 0.5. The article states that if a more realistic FAR assumption was used โthe countyโs [current] buildout capacity in square feet would be doubled.โ So, by approving the Prince William Digital Gateway, we could be developing data center capacity in excess of what the market can support. Are we really going to wreak such extensive environmental havoc to build white elephants? The correct answer hasnโt changed. Develop data centers in the designated overlay district and resist the contrived arguments of financially conflicted proponents for unnecessary and irresponsible development. BILL WRIGHT Gainesville

mental health is next. Democrats have opened our prisons, reduced both bail and sentences for violent crime. Take one of their courses and youโll understand. But while weโre finding the answer, protect our schools with vastly increased security to ensure children donโt face the fear he did as a 4-year-old. Supervisorsโ, data center supportersโ conflicts of interest cloud PW Digital Gateway plan โGypsies, tramps, and thieves.โ We hear it from the residents of Prince William County regarding those behind the Pageland Digital Gateway, led by a gang of shysters who canโt keep their story straight and when confronted by the truth, simply respond โnevermind.โ First it was their assertion that they could proffer traffic conditions on property they did not own (Sanders Lane). After being corrected on several occasions at citizensโ time, they ceased that narrative. That was followed by the assertion that existing Dominion Power lines could provide sufficient power for the development. In a January 12, 2022, Zoom call and subsequent Planning Commission work session, Dominion categorically denied that such power exists and said new infrastructure would be required to address the Pageland load request. Then there was their assertion that the project would generate $700 million in new tax revenue, an argument debunked by the Prince William County Finance Department, which calculated a maximum of $400 million at buildout. That was followed by assertions regarding the relative lack impact
on Prince William Countyโs water supply and quality. All subsequently countered by multiple water authorities. Should county residents be surprised by their actions? The answer is no. It has long been the practice of many โdevelopersโ in Prince William County, selling the board of supervisors snake oil and leaving the county holding the bag. While many have questioned the supervisorsโ interests in the past, former board of supervisors chairman Corey Stewartโs campaign contributions for example, never have the blatant conflicts of interest been more evident than now, be it Supervisor Pete Candlandโs direct financial stake as a Pageland Lane area landowner or Chair Ann Wheelerโs disclosed stock holdings in entities such as Amazon, Microsoft and Blackstone. Blackstone owns QTS, the data center firm behind one of the PW Digital Gateway rezoning applications now under consideration by the county board. We have met the enemy; unfortunately, we also elected them.

Celebrating July 4 with a bang Parade, festivities abound in Catharpin, Dale City, Manassas, Manassas Park, Quantico By Cher Muzyk

Prince William County will mark the nationโs birthday with the annual Dale City Independence Day parade and Fourth of July celebrations in the City of Manassas, Manassas Park, Quantico and for the first time: Catharpin Regional Park in Western Prince William.
Catharprin Regional Park
To kick off the weekendโs festivities, there will be a โPatriots Dayโ celebration including a fireworks display on Friday, July 1, at Catharpin Regional Park, located at 12500 Kyle Wilson Way in Catharpin. Catharpin Regional Park, one of the countyโs newest parks, opened just one year ago. It is located in rural northwestern Prince William near Sudley Road and Pageland Lane. Supervisor Pete Candland, R-Gainesville, is sponsoring the event to honor public safety personnel in the county. The event begins at 5 p.m. and will have games and activities, including a mega obstacle course, rock climbing wall, train rides and face-painting, according to Candlandโs office. Comedy magician and puppeteer Flabbergast is scheduled to perform at 7 p.m. Food trucks will offer refreshments for purchase. Attendees are asked to bring their own blankets and chairs. Fireworks will begin at dusk, with the event ending at 9:30 p.m.
Dale City parade and โfun dayโ
The Dale City Independence Day Parade, one of the largest in the commonwealth, will hold its 52nd parade on Monday, July 4. The parade will step off at 10 a.m. from Kirkdale Drive and will continue along Dale Boulevard to its terminus in the Dale City commuter lot at Center Plaza. There are 100 groups signed up to participate. This yearโs parade grand marshal is Vanessa Gattis,

When you see the childrenโs smiling faces and you see everyone sitting along the parade route cheering, itโs all worth it.โ The parade committee is excited to offer its traditional post-parade Family Fun Day at the Dale City commuter lot this year. โThe Family Fun Day is back in full swing this year,โ Jenkins said. She said all the regular games, activities, food and vendors will be back this year after having to take a break the last two years due to COVID-19 restrictions. The event will run until 2 p.m. Jenkins announced that this yearโs parade will be dedicated to longtime volunteer, Lisa Hicks, who has been the parade coordinator for the last
decade and spends approximately 200 hours working on the parade every year. Jenkins said that Hicks will be moving to Georgia later this summer after her husband James Hicks, who was the staging director of the parade, recently passed away. โSheโs done a remarkable job, and she deserves the honor โ sheโs touched a lot of lives,โ Jenkins said.
Old Town Manassas celebration and fireworks
Old Town Manassas will celebrate Independence Day with one of the largest fireworks displays in Northern Virginia on Monday, July 4. The activities surround the Manassas Visitorsโ Center in the Historic Train Depot, the Harris Pavilion and the Manassas Museum. There will be rides for kids beginning at 3 p.m. A face painter, a caricature artist, food concessions and novelty vendors start at 4 p.m. in the streets and parking lots surrounding the Manassas Visitorโs Center and the Harris Pavilion. There will be a bicycle decorating contest for kids starting at 3 p.m. and a pie baking contest at 5 p.m. To par-
ticipate in either contest, email melissa@historicmanassasinc.org. A watermelon eating contest begins at 4 p.m. and is open to all, no pre-registration required. Be sure to bring lawn chairs and blankets and come early to get the best seats on the Manassas Museum Lawn to listen to the bands play and for the firework display at 9:15 p.m. The Manassas parking garage will not be available for parking for safety reasons. Parking will be available on the streets surrounding the historic downtown area and in the commuter parking lot on Prince William Street. No alcohol or open grills are allowed. With thousands of people expected, as well as the loud noise from the fireworks, organizers recommend leaving pets at home.
Manassas Park
Independence Day festivities in Manassas Park will be held on Monday, July 4, at Signal Hill Park located at 9300 Signal View Drive. There will be free shuttles to Signal Hill Park from both the VRE Station and City Hall starting at 6 p.m. A variety of food trucks will have food available for purchase. The unforgettable fireworks display begins at dark.
Quantico Marine Corps Base
The Marine Corps Base Quantico will hold its annual Independence Day celebration and fireworks show on Monday, July 4. The event is free and open to all Department of Defense cardholders and their immediate family members. The celebration begins at 3 p.m. on Lejeune Field with concessions, carnival rides, a live band and a DJ. The fireworks display will begin at 9 p.m. Parking will be available at the Lejeune Hall overflow lot, the large employee lot and small lot around the building. The past two high school tennis seasons, itโs been Matthew Staton two, everyone else in Class 6 zero. Colgan Highโs rising junior won the Class 6 individual boys singles as a freshman in 2021 to become Prince William Countyโs first high school individual tennis champion since 1973, then repeated this season as a sophomore. โAfter two years, this is more than I could ever ask for,โ said Staton, an NCAA Division I prospect whoโs quick to credit his family and coaches for their support and training. The born-and-raised Bristow native enjoys being a Colgan Shark. The Sharks made it to the Region 6B semifinals in the team tournament, and Staton teamed with Rebhi Villasmil Rodriguez to make it all the way to the state finals in doubles, before falling. He proudly points out that his older sister Emily was this yearโs No. 1 player for the Sharksโ girls team, which also made the region semis. Emily earned a spot in the regionโs singles tourney. โNot just winning the state titles,

Finding tennis early
It was his father Syd who put the first tennis racket in five-yearold Matthewโs hand, swatting foam balls against a wall of the elementa-
ry school. Heโs tried golf and baseball, but heโs been a committed tennis player since. Statonโs first-ever competitive experience was a team tennis event as a seven-year-old. โThe kids I met on those teams Iโm still friends with today,โ he said. Staton excelled in competition, and elected to spend eighth grade in Hilton Head, S.C., going to school and playing tennis at Smith Stearns Tennis Academy. Heโs traveled as far as Michigan and Florida to play in elite tournaments, growing his skill at and love for the game. In July, heโll partake in a McDonaldโs-sponsored tournament in Midlothian with a top prize of $7,500. In August, heโll head to Kalamazoo, Mich., for the national hard-court championships, one of the major junior-level tournaments. โI like the idea of being out there on your own. You need to solve problems by yourself. I enjoy that.โ On the court, Staton is aggressive, athletic, and hits โstrong, heavy ballsโ with the natural spin of a left-handed swing. He can serve over 100 miles per hour and possesses an accurate, point-winning forehand. But beyond the physical, thereโs the mental. โI think I can handle pressure situations well,โ he said. โI like to stay out there and make it a grind, play with intensity.โ See STATON, page 12

American pro cyclist Joe Dombrowski will make his first appearance in the famous Tour de France starting Friday. The 2009 Fauquier High graduate is riding for Team Astana Qazaqstan. Dombrowski recently competed in the prestigious Giro dโItalia for the seventh time, but has never been selected for the Tour de France, which is the sportโs most storied event. Over his decade-long career, Dombrowski, 31, has made a name for himself for his skill in climbing and in mountain stages. In 2021 he won Stage 4 of the Giro dโItalia. Realistically Dombrowski will not compete for the general classification title, but will try to support his teamโs top riders, which include Vincenzo Nibali, Miguel Angel Lo-
pez and Alexsey Lutsenko. Perhaps he will win a mountain stage. In an interview with Cycling Weekly, he said, โIโm looking forward to it as another experience. When youโre young and you want to be a pro cyclist, everyone wants to win the Tour but then you turn pro and you realize, well, the
chances of actually winning the Tour are kind of slim, but I still wanted to do the Tour. Maybe I can win a stage.โ The 109th Tour de France will start in Copenhagen, Denmark on July 1 and end with the final stage at Champs-รlysรฉes, Paris on July 24. Dombrowski, who comes from Marshall, is riding for his fourth pro
team. He left George Mason University to turn pro at 19 and became a rising star on the U.S. U-23 team, leading to pro offers. โI think my role will be similar to the Giro. I would say itโs a little bit of a step into the unknown but I feel pretty good so I think Iโm ready,โ Dombrowski told Cycling Weekly.

Of the two Class 6 crowns, heโs more surprised at the second one. โThereโs a certain challenge in coming in and trying to defend a state title,โ he said. โThe first year, itโs like, letโs see what happens. Thatโs actually how I got into Colgan, by auditioning.โ Staton recently learned that heโs been accepted to Colganโs philharmonic, the music programโs elite-level orchestra. โItโs something I love to do. OBITUARIES Roy Oliver Sisk Roy Oliver Sisk, 84 years old, Bealeton, VA, formerly of The Plains, VA, went home to be with the Lord on June 23, 2022, after a long illness. He was born on May 13, 1938, in Rectortown, VA to the late James O. (Ollie) Sisk and C. Elizabeth (Lizzie) Sisk. He graduated from Marshall High School in Marshall, VA. He played multiple sports in High School. He also played baseball and football at Hampden Sydney College. He bowled at Warrenton Lanes for more than 40 years. Roy was in the U.S. Army from 1960-1963. He was predeceased by his sister, Gloria Jean Sisk Holmes and his brother-in-law, Vernon Lee Figgins. He is survived by his wife of 62 years, Hazel Figgins Sisk; his brother, John C. Sisk; his sister, Priscilla Sisk Krick (Tommy); brother-in-law, Raymond Figgins (Gail); sisters-in-law, Margaret Figgins Ellis, Thelma Figgins Furr (Fuzzy), Esther Figgins Smith (Bill); and many devoted nieces and nephews. Patricia Marie Lisi, 78, passed away peacefully on Friday, June 17, 2022, at her home in Gainesville, Virginia surrounded by her loving family. Patricia (Pat), the daughter of Edward โJimโ and Marian Hebel, was born on February 18,1944 in Chicago, Illinois. She graduated from Josephinum Academy of the Sacred Heart in 1962 and received a pediatric nursing degree from St. Vincentโs Hospital in Chicago. She met her future husband, Dennis Lisi, at a high school โsock hopโ in 1959 when she was 15 years old. Over the years she fondly recounted that special moment on the dance floor when Dennis โcut in and never cut out.โ Pat and Dennis went on to marry in 1967 and were blessed with 55 years of marriage. Her steadfast commitment to her family as a loving wife and mother led her from Chicago to Saudi Arabia, as well as Nigeria, with many unique trips and experiences along the way. After living abroad, Pat and her family returned to the country she loved most and settled in Virginia, where they spent the last 30 years. Pat is survived by her husband Dennis, daughter Monica, granddaughter Kristie, sister Carol Lentini, as well as numerous cousins, nieces, and nephews. She is preceded in death by her parents and her two sons, Christopher and Brian. Her family is deeply comforted to know that she is reunited in peace with her beloved boys. Pat had a heart of gold and loved her family more than anything. She was like a second mother to countless others, always making them feel special and loved. โMama Joโ, as she was affectionately called by many, never missed a birthday, anniversary, or other special occasion to celebrate. Pat was a talented and creative cook, often improvising to add flavors and ingredients that made her cooking uniquely comforting to her family and friends. She also had a gift for writing thoughtful and witty poetry that reflected the joys and humor of life. She was a devout Catholic, whose faith guided her to live a life grounded in compassion, generosity, and love. Her proud Chicago roots were never more evident than when she would cheer on her favorite hometown teams: the Cubs, Bulls, and Da Bears. Other favorite pastimes included praying with her bible study friends, keeping up with soap opera scoops, bragging about her โperfect attendanceโ with Amazon, and tending to the flowers and hummingbirds from her kitchen table. She was dearly loved and will be greatly missed by all who knew her. In lieu of flowers for the family, donations may be made in her honor to St. Jude Childrenโs Research Hospital. Visitation will be Thursday, June 23, from 7-9 p.m. at Pierce Funeral Home, in Manassas, Virginia. A funeral Mass service will take place at All Saints Catholic Church on Friday, June 24 at 10 a.m. Following the Mass, the family invites you to join them at Pierce from 11 a.m.- 2 p.m. for a reception and lunch in Patโs honor.

Linda Meadows Marks Linda Meadows Marks went home to be with her Lord and Savior on Wednesday, June 22, 2022. She was born in Rockingham County, Virginia, on August 14, 1947, to the late Simeon Eugene and Nellie Good Meadows. Linda spent a large amount of her childhood in Elkton, Virginia, where she enjoyed spending time with her extended family, the Meadows and Goods. In December 1966, Linda married Frank T. Marks and they remained married until his passing in October 2021. Frank and Linda lived in Manassas Park, VA, for nearly 20 years before moving to Midland, VA in 1988. Linda was a creative and talented woman, and very proud to be a kick-ass homemaker. In her early adulthood her creativity was shown through her work as a cosmetologist, an athome cake decorator and later through her incredible ceramic creations, like her Christmas village. Her talents also lent themselves to gardening and canning, which she enjoyed with her husband. There was nothing she wouldnโt do for her family, especially her beloved special-needs daughter, whom she cared for more than 40 years. She was a social butterfly who never met a stranger and never turned anyone away who was in need. Linda is survived by her three daughters, whom she was most proud of, Robin Burgess and husband Ronnie; Tracey Marks; and Jamie Dyson and husband Jason, all of Culpeper, VA. She has four grandchildren: Harleigh Childress and husband Cody, Travis Burgess and fiancรฉ Brittany Rininger, Emily Dyson, and Tyler Dyson. She also had two greatgrandchildren, Reagan Burgess and Easton Childress, as well as many nieces and nephews. Linda was preceded in death by her husband Frank Marks, her parents Eugene and Nellie Meadows, and one sister, Barbara Marks. The family will receive friends and family from 6:00 p.m. - 8:00 p.m. Thursday, June 30, 2022 at Clore-English Funeral Home, 11190 James Monroe Highway, Culpeper, VA. Funeral services will be held at 11:00 a.m. Friday, July 1, 2022 in the funeral home Chapel with Chris Ryman officiating. Interment will follow in the Culpeper National Cemetery, New Grounds, 501 E. Chandler Street, Culpeper, VA. Serving as pallbearers are Ronnie Burgess, Travis Burgess, Cody Childress, Jason Dyson, Tyler Dyson and John Marks. A special thanks to the caregivers at Spring Arbor Cottage of Fredericksburg as well as those at Promedica Hospice in Warrenton, VA. OBITUARIES Joseph David Margiotta Joseph David Margiotta, age 91, peacefully passed away on Friday, June 24th, 2022. He was born on July 8th, 1930 in New York, NY, son of the late Antonio (Anthony) Margiotta and Maria (Mary) Mastronardi. Known by most as โJoe,โ he spent his childhood in Queens, NY surrounded by a loving and cheerful Italian family, including his best friend and older brother Peter. As a child born in the aftermath of the Great Depression, Joe relied on ingenuity and creativity to enjoy life. Favorite pastimes included tinkering with radios, watching sports, and playing card games. Joe went on to serve his country in the United States Army during the Korean War and was known to trade his government-issued cigarettes for the honest joys of chewing gum. Following the war, Joe completed various technical training programs and began his lifelong career as an electro-mechanical designer. Joe took great pride in creating technical drawings for electrical, electronic, and mechanical components. In later years, Joe expanded into computer programs, in particular computer-aided design and drafting software such as AutoCAD. In 1969, Joe married Evelyne, after having met her at a singles event where they danced to the song โStrangers in the Nightโ by Frank Sinatra. Together with their children Patricia and Jennifer, they enjoyed multiple family vacations across the United States and Canada including California, New England, and Florida. When not traveling or working, Joe enjoyed watching New York major league baseball, going to church, salvaging old electronic devices in his basement, eating pasta, and drinking Carlo Rossi jug wine. Anyone who came into contact with Joe always remembered his gentle demeanor, big blue eyes, and sweet smile. Joe was a loving husband and father and is survived by his wife, Evelyne, his daughters Patricia and Jennifer, son-in-law Domenic, daughter-in-law Ana, and two grandchildren Emma and Leo. Family and friends are invited to his Celebration of Life Service on Saturday, July 9th, 2022 at the Pierce Funeral Home, 9609 Center St., Manassas, VA 20110. A viewing is scheduled from 11am to 1pm. Following the viewing, a service is scheduled for 1pm with light refreshments to follow. As Joe was known for his bright personality, feel free to wear any color that you wish.

A funeral service for Mr. Walker will be conducted at 1:00 p.m. Friday, July 1, 2022, at Stover Funeral Home with Rev. William Allen Church officiating. Burial will follow in Panorama Memorial Gardens. The family will receive friends at Stover Funeral Home on Thursday evening from 6-8 p.m. Masonic rites will be presented during this time. Buddy was born in Fairfax, VA on February 14, 1929, a son of the late Edgar John and Mary Catherine Walker. He was a past Master and honorary member of Manasseh Lodge 182, past High Priest of Manassas Royal Arch, a member of the Kena Shriners, Piedmont Commandery, Alexandria Scottish Rite, Odd Fellows Hall Lodge No 1 and Knight Mason of the USA Council 12. He was also a member of the Morrisville-Bristerburg Ruritan Club for over 24 years. He worked as a pressman for Lake Lithograph, Journal Messenger and Culpeper Star Exponent then opened his own business at home, The Calverton Press, that he ran with his wife Louise. He was known to be a practical joker, who will be long remembered by all that knew him. He also enjoyed going to yard sales every weekend with his wife, Louise. In addition to his parents, he was preceded in death by his sibling Edgar John Walker, Jr., Virginia Viola Rogers, Park William Walker and Mary Julia Shirley. He is survived by his daughters, Lynn D Hess and husband Gary of Harrisonburg, VA and Theresa D. Smith and husband Howard of Strasburg, VA; his grandchildren Michael C. Yowell of Winchester, VA, Catherine M Hammer of Harrisonburg, VA, Wesley G. Yowell, Jr. of Winchester, VA, and JR Smith of Fort Valley; his great grandchildren, Diana Fewell, Alex Yowell, Damion Yowell, Jayden Yowell, Sebastian Yowell, Kaylee Hammer, Katelyn Smith and Hunter Smith. Marion Elizabeth Gilmore Marion Elizabeth Gilmore, more affectionately known as โEbbieโ or โLizโ, quietly and peacefully transitioned into eternal rest at the Fauquier Health Rehabilitation Nursing Center in Warrenton, Virginia on June 12th 2022. Marion Elizabeth Gilmore was born in Washington, DC on April 9, 1936, to the late Weeden Moore and Irene Washington. She received her education at Manassas Industrial School in Manassas, Virginia and William C. Taylor in Warrenton, Virginia. Ebbie was employed at Vitro Corporation for over 20 plus years before retiring; and later did baby-sitting for many different families. Ebbie was committed to her work or the task set before her. She also enjoyed family time during the holidays; cooking and baking, or inviting many family and friends over to enjoy the festivities. Ebbie also enjoyed fishing and fish fries.
