Prince William County’s planning chief reported that mistakes were made during county staff’s review of site plans for a new data center on Wellington Road that resulted in unintended impacts to a historic Black cemetery next door. As a result, steps have been taken to mitigate the impacts, and training is planned for county staff on how to identify cemeteries and interpret county ordinances meant to protect them, Prince William County Planning Director Tanya Washington said in a report to county supervisors that was shared with the Prince William Times. Washington’s report came a day after descendants of the Gaskins family held a Juneteenth press conference at the Gaskins-Slave-Sevinson Cemetery to voice concerns about the condition of their family cemeteries and call on the county to do more to protect them from nearby development.

Linda Daubert was surprised to find spotted lanternfly nymphs in her Manassas backyard earlier this month. Daubert’s home is surrounded by mature oaks, but a “tree of heaven” sapling — the invasive pests’ favorite food source — had sprouted in her yard. Although she’d never before seen spotted lanternflies, she found dozens on just one branch earlier this spring. She’s not alone. “We have a lot of spotted lanternfly nymphs in our yard. I have been trying to kill them every day (all day) with vinegar or Dawn dish soap,” wrote Barbara Henn Richard, also of Manassas, on Facebook. “I don’t think it’s working. If I try to smack them or step on them, they jump away before I can. I swear they are all laughing at me.” The spotted lanternfly is an invasive pest that, while harmless to humans, can cause widespread economic and ecological harm by damaging plants.

They were first spotted in Prince William County in 2021 around the Broad Run train station outside Manassas. Despite the county’s best efforts to manage the insects’ spread, they were officially classified as “pervasive” in the county last October. “Unfortunately, the spotted lanternfly is now ubiquitous throughout the county,” said Robin Firth, a county forest pest specialist. “The county is not able to control their spread in any meaningful way.” “Realistically, it looks like the spotted lanternfly is here to stay,” said Theresa “Tree” Dellinger, a diagnostician at Virginia Tech’s Insect Identification Lab. “I think the spotted lanternfly will be much like the Japanese beetle, and we’ll adjust to its presence of this invasive pest in time, although large populations of spotted lanternfly near homes can be quite the nuisance.” This spring, the county set 10 traps from Bull Run Mountain to Occoquan and Triangle to monitor the spotted lanternfly population. The spotted lanternfly likely arrived in North America on imported goods from Asia, according to the U.S. Department of Agriculture. They were first detected in the U.S. in 2014 in Berks County, Pennsylvania. Virginia’s first spotted lanternfly was discovered in Frederick County in January 2018. Because the spotted lanternfly did not evolve in North America, it has no natural predators here to keep its population in check. “For many residents, it will be extremely challenging to have a completely ‘spotted lanternfly- free’ property,” wrote Valerie Huelsman, natural resources specialist and master gardener coordinator with Virginia Cooperative Extension’s Prince William unit. “Homeowners should brace themselves for seeing spotted lanternflies in their yards regularly for the foreseeable future and should try to kill any they see,” Firth wrote. It is important to correctly identify spotted lanternflies before attempting to destroy them. The planthoppers are now transitioning from early nymph stage — during which they are wingless with black with white dots — to late nymph stage, during which they develop red patches. The nymphs are visible and feeding right now on both ornamental and native vegetation, Huels-

As they mature, they will switch to their favored food sources such as the tree of heaven, grape vines, bittersweet, red maples and black walnuts, she wrote. State and county authorities urge residents to destroy spotted lanternflies at any stage of their lifecycle. Nymphs and adults can be swatted, stepped on or sprayed with a mix of dish soap and water. Huelsman recommends periodically vacuuming them up if there are large quantities in your yard. Firth said homeowners can use benign insecticides such as neem oil and insecticidal soap
but should carefully follow label instructions. Experts advise being cautious when using pesticides. Pesticides can kill more native insects and beneficial pollinators than spotted lanternflies if used improperly. Use of pesticides should be restricted to “extremely prolific infestations,” Firth wrote. Prince William residents are getting the message that the only way to deal with spotted lanternflies is to kill them. “Not making a joke, but I’ve killed more than I can count with my flip-flop and a flyswatter,” said Rachel Carter, also on Facebook. It’s a shame.” Washington’s report, dated June 20, outlined her investigation into accusations that the two Gaskins family cemeteries were damaged as a result of construction of a new Iron Mountain data center and a nearby Northern Virginia Electric Cooperative substation needed to power it. The county hired Washington in December to lead its planning office, and she started work in February. She is the county’s fourth planning director in as many years.
Protective buffer ‘missed’
In May, the county historical commission sounded the alarm about damage to two historic Black cemeteries — the Gaskins Cemetery and the Gaskins-Slave-Sevinson Cemetery — which are two miles apart along Wellington Road in Bristow. The Gaskins family traces its lineage to slaves freed in the 1790s by Robert Carter III. The family was part a community of free African Americans that thrived both before and after the Civil War. Now part of the county’s “Data Center Opportunity Zone Overlay District,” the area is rapidly being developed for new data centers. The historical commission discovered that site clearing related to the data center construction got within feet of graves at the Gaskins-Slave-Sevinson Cemetery and that trees had been cut down in the

But during the county’s 2023 review of site plans for the Iron Mountain data center project, county staff missed the 25-foot preservation buffer meant to protect the cemetery. County staff also mistakenly concluded that the cemetery buffer was not required because the cemetery was adjacent to — and not on — the data center property. But that was incorrect, according to county archaeologist Justin Patton. “The rezoning waivers attached to this site plan do require a 25-footwide buffer,” Patton confirmed in a Friday, June 28 email. Due to the mistake, workers clearing the Iron Mountain data center site removed Clayton Road, a gravel road at the cemetery’s edge within the 25foot buffer. The workers stopped only when they “observed evidence of human burials close to their property line,” Patton said in an earlier email written after he inspected the site. The disturbed area has since been backfilled and reseeded in an attempt to recreate the 25-foot cemetery preservation buffer, the email said. In her report, Washington said county planning staff will continue to monitor the data center construction work near the Gaskins-Slave-Sevinson cemetery. The county is still investigating why the trees were cut down in the Gaskins Cemetery. NOVEC has denied responsibility.

She asked the county to maintain access to the cemetery for descendants, which is required by law, to clean up trash and to erect a historical marker. The situation at the Gaskins’ cemeteries is part of a larger problem, said Frank Washington, spokesperson for the Coalition to Save Historic Thoroughfare. He said that one of his family’s cemeteries was destroyed just a few miles away in recent years. “I see this happening over and over again, and only with slave, freed slave and Indigenous cemeteries. Why is this?” Washington asked.

Up to 337 new homes planned for salvage yard near Lake Ridge Planning commission votes to recommend the project’s approval
A development of 337 townhomes and triplex multifamily units is being proposed for 37 acres now occupied by the Penny’s Auto Parts salvage yard on Minnieville Road in Woodbridge.

A development of up to 337 homes — a mix of 238 townhomes and 99 multifamily triplexes — is proposed for about 37 acres along Minnieville Road that’s long been home to an auto salvage yard that was heavily damaged by fire two years ago. The Prince William County Planning Commission recommended approval of a rezoning needed for the project, called Ashford Glen, on Wednesday, June 27, with little discussion. The proposal advanced on the commission’s “expedited agenda,” meaning there was no presentation by county staff or any discussion of the project before the vote. Ashford Glen would sit between Minnieville and Telegraph roads and would replace Penny’s Used Auto Parts, a junkyard and auto parts shop that has operated there for over 60 years and has persisted despite a 2022 fire that caused extensive damage to one of its buildings. The rezoning complies with the county’s long-term plan for the area, which recommends residential development of up to 24 homes per acre. As proposed, the project would allow up to nine units an acre. The developer has agreed to provide at

least 33 affordable dwelling units. A minimum of 17 units would be available to households earning up to 80% of the area’s median income, which the county defines as $152,000 a year. The other 16 would be available to households earning up to 120% of the area median income, which the county calls “workforce housing.” The units would be priced according to a formula that would keep housing costs at about 30% of those residents’ monthly income. If built today, the “affordable housing units” would be priced at about $228,000, while the “workforce housing units” would be priced at $547,000, accord-

The students would attend John Jenkins Elementary School, Woodbridge Middle and Woodbridge Senior High School. There is room for that many students at the elementary and middle school but not at the high school. The county is planning to build a new high school next to the new development on Minnieville Road, but that project has been pushed off until 2029. The county staff report lists overcrowding at Woodbridge Senior
High School as a weakness of the project. The project also promises a swimming pool, park, grilling area, community gardens, play area and trails. Commissioners recommended that the developers conduct a traffic study and submit plans for a crosswalk at the intersection of Minnieville and Sturbridge roads. The county supervisors have final say on the rezoning and related development and will hold a public hearing before taking a vote, which has not yet been scheduled. Planning commissioner remembered as leader fighting data center sprawl

John Lyver, a former NASA safety manager whose research and analyses helped fuel the fight against data center sprawl in Prince William County and elsewhere, died suddenly June 16 while vacationing in Canada with his wife, Sally. He was 67. For the Lyvers, the vacation was to provide a break from the intensity of the data center development battles. Appointed to the Prince William Planning Commission this year, his last official act was to put on hold a data center project on land that once held a historic Black racetrack. “He leaves a hole that’s going to be hard to fill,” said Gainesville Supervisor Bob Weir, who appointed him to the planning commission. Lyver’s survivors include Sally, two children and two stepchildren. Lyver grew up outside Philadelphia and graduated from the U.S. Naval Academy. He retired from the U.S. Navy Reserve as a lieutenant commander in 1994. Afterward, he earned a Ph.D. in computational informatics and worked at NASA for nearly 25 years, retiring in 2012 as its nuclear flight safety assurance manager. When alarm began to spread through his Heritage Hunt community in Gainesville over plans for the Prince William Digital Gateway, a 37-building data center complex planned at the edge of Manassas National Battlefield Park, Ly-
John Lyver ver chaired a community resistance group. He put his skills to work on issues that the county had not — or at least, he thought, had not adequately — analyzed. One was the tax revenue expected from the digital gateway. Digital Gateway advocates had said the development would generate $700 million in local tax revenue a year for the county, while the county’s estimate was $400 million. Lyver built his own model, which considered both tax revenues and infrastructure costs. The result was a 34-page report with 42 footnotes, six charts, three graphs and three appendices that pegged the net tax revenue at about $54 million in about 20 years. His work prompted the county’s deputy finance director to acknowledge that his own work had been a guesstimate. Lyver also engaged in battles over data center

noise. When Amazon submitted a noise study for its planned Warrenton data center, Lyver took a close look at it. “This report would have been flunked if it was submitted in a high school physics class,” he told the Warrenton Town Council. Amazon promptly withdrew the report, saying it was preliminary and released by mistake. Lyver’s intellectual capabilities and tenacity caught the attention of Weir, who nominated him as the Gainesville District representative to the Prince William County Planning Commission. Lyver was working with Weir and his neighbor and fellow activist Bill Wright to compile a list of the existing and planned data centers in Prince William County — something the county had not yet done. One of its features was to calculate the power needs of all the county’s existing and proposed data centers, according to a formula devised by Lyver. The result was 26 gigawatts — more than twice the peak power needed by New York City. “He looked at this through the numbers and the story they told,” said Julie Bolthouse, land-use director for the Piedmont Environmental Council. She said his calculations squared with theirs. “It’s so sad to see our army lose such a key soldier.” “Since we were both retired Naval officers, we shared the joke that if our ship ever went down, it would be with an empty magazine.
