Honoring local Black history, a cup at a time The Culture Cup aims to share untold stories, foster community By Megan Rudacille Contributing Writer

As a coffee shop that combines signature flavors with a historical homage, The Culture Cup in Gainesville’s Madison Crescent aims to serve up untold stories of local Black communities with every order. Nikki Brown opened the Black history-themed cafe last September with community-building as a central focus of the business. “My main purpose and mission are to preserve, honor and celebrate African American history, art and culture,” Brown said. The Culture Cup is dedicated to “The Settlement,” a historically Black Gainesville community established along Carver Road after the Civil War. Brown worked with descendants of The Settlement, as well as the Coalition to Save Thoroughfare, advocates for a historically Black community in Haymarket, to preserve local Black history in her shop. Suspect in deadly Dumfries carjacking arrested in Virginia Beach Manassas man was out on bond after auto theft arrest in June Staff Report A Manassas man wanted in a carjacking that resulted in the death of a Dumfries man was arrested Saturday in Virginia Beach. The suspect, Keith Anthony McBride, 41, was already facing charges in connection with a car theft on June 24 — less than a month before the carjacking that claimed the life of Jose Vasquez Galvan, 37, of Dumfries, according to court records. McBride, of Hemsdale Place in Manassas, is charged with felony murder, felony hit and run

and grand larceny auto in the carjacking Saturday, July 20 outside the Oasis at Montclair apartment complex. McBride is accused of stealing Galvan’s SUV from the apartment complex parking lot just before 7 p.m. that night. Galvan was struck by his own vehicle as it was being stolen and died of his injuries two days later, according to Prince William County police. On Tuesday, July 23, police found Galvan’s stolen vehicle in Woodbridge and released photos of McBride taken from surveillance cameras at the apartment complex. Late Friday, July 26, police identified McBride as the alleged suspect, and police took him into custody in Virginia Beach the next day, according to Lt. Jonathan Perok, a Prince William County police spokesman.

McBride was charged with possession of drugs and driving without a license in Virginia Beach, according to court records. McBride has a lengthy criminal history in Prince William County dating back to at least 2014. Most recently, McBride was arrested on June 24 and charged with grand theft auto larceny and driving with a suspended or revoked license. McBride was released from jail on his own recognizance in connection with those charges. Earlier in June, McBride was charged with possession of drugs, receiving stolen goods and fleeing from police. He was also released from jail on his own recognizance after that arrest. It’s not immediately clear why McBride was released from jail after those incidents.

County supervisor falsely connects Woodbridge man to Manassas Mall shooting In county-funded email, Vega mistakes suspect, criticizes court system By Cher Muzyk Staff Writer

In an email denouncing “criminal justice reform,” Supervisor Yesli Vega mistakenly accused a Woodbridge man of being charged in a shooting outside the Manassas Mall who had no connection to the incident. The email, sent with her county-funded account, was delivered to 5,976 county residents on July 10, one day after a group of young men exchanged gunfire outside the mall, injuring two. Vega’s message highlighted two men she said were involved in the shooting after being released from jail on previous charges and asked: “Why are serious offenders being released back into the community, straining our police department and wasting community resources?” The email featured a picture of Ariel Moya Claros, 43, of Manassas, and twice stated he faced charges related to the shooting. Moya Claros was not involved in the mall shooting but was arrested July 7 in an unrelated domestic incident that resulted in no injuries, according to Lt. Jonathan Perok, a Prince William Police Department spokesperson. Perok said he contacted Vega to tell her of the error. Moya Claros’ arrest was listed on the same July 10 police report as two of the men who were arrested in the mall shooting. In a second email sent July 11, Vega removed the mention of Moya Claros in reference to the mall shooting but did not acknowledge the error. In both emails, Vega also said Moya Claros faces multiple domestic violence charges in Fairfax County, which is also false. Moya Claros was arrested last year on a single set of charges for domestic violence and interfering with 911, both of which were dismissed, according to Prince William County Chief Public Defender Tracey Lenox, whose office represents Moya Claros. In an interview on Tuesday, Vega

Vega further said she did not read the full email before it was sent. Vega, who occasionally works as an “auxiliary” or part-time deputy for the Prince William County Sheriff’s Office, is a frequent critic of the local criminal justice system and said she was not concerned about falsely connecting an uninvolved person to the mall shooting. “I’m concerned at the fact that he’s a violent offender and that he’s committing crimes,” she said. “We made the correction that was necessary with the facts that the police department released, and we sent an updated email shortly after as soon as it was verified.” Vega denied that the email was politically motivated and called the violent outburst at the mall “personal,” noting she had taken her children there the day before the shooting and wanted to “shed light” on the problem of violent offenders being released into the community. Five men have been arrested in connection with the shooting and only one, Daevon Russell, 18, of Manassas, who Vega also mentioned in her email, has previous criminal charges. Russell is set to stand trial in August on felony gun and malicious wounding charges stemming from an incident last year that occurred when he was a juvenile. All five suspects were still be-

ing held without bond at the Prince William-Manassas Adult Detention Center as of Thursday, July 25. Asked about Vega’s emails, both Lenox and Prince William County Commonwealth’s Attorney Amy Ashworth said it’s important not to violate suspects’ Constitutional rights. Ashworth said decisions about whether offenders are kept behind bars as they await trial are made by judges and magistrates — not elected officials. “The judges and magistrates have to use their best judgment in making those bail determinations, and when someone does not comply with their

bond conditions or breaks the law again, the judges can and do revoke the bond and hold them in jail until their court date,” Ashworth said. “Moya Claros had nothing to do with the July 9 Manassas Mall shooting,” said Lenox. “People charged with a crime have Constitutional rights and inherent dignity, simply by virtue of being human and members of our community. ... For about two years, landowners along Pageland Lane in rural Gainesville lobbied Prince William County supervisors to rezone their land for data centers. Now, some of them are suing the county government over the exponentially higher tax bills they are facing as a result. Twenty landowners whose property would form the Prince William Digital Gateway, a planned complex of up to 37 data centers, filed a lawsuit in Prince William County Circuit Court last week, accusing the county of “erroneous, arbitrary and capricious” assessments and taxes on their properties. They want to be reimbursed for all the higher tax bills they have paid so far and are collectively seeking up to $1 million more in refunds, interest and costs. The county has not yet filed a response, and a spokesperson said the county does not comment on active litigation. The lawsuit stems from the reassessments of land values earlier this year based on the PW Digital Gateway rezoning last December. The county says the plaintiffs’ land, now zoned for data centers, is worth a lot more — up to 10 times more — than when it was zoned agricultural and residential. But the rezoning is now being challenged by a lawsuit, and because of that lawsuit, the landowners cannot yet sell their parcels for data centers despite the rezoning and the higher assessments. Jon Brower, whose family owns 131 acres along Pageland Lane, says the situation is absurd. “We’re told the zoning’s changed, but yet we can’t move forward. So, do we really have the zoning?” he asked in an interview Monday. The amounts at stake are huge. When the county reassessed the properties, it incorporated a series of discounts from the land’s market value that effectively reduced the

valuations by about 75%. Still, taxes went up on all but one of the plaintiffs’ 28 parcels. But that was not all. Many of the landowners had agriculture tax exemptions on their land but lost them due to the rezoning, requiring them to pay back five years of their tax savings. As she hoped, The Culture Cup has become more than just a coffee shop over its first nine months by adapting to community interests for a variety of events. The cafe has hosted book clubs featuring Black authors, mental health workshops and open mic nights dubbed “Soul Sessions.” An art gallery event and pottery workshop are in the works. “There are a lot of community members that are taking ownership of The Culture Cup, and I am okay with that,” Brown said. Brown’s interest in Northern Virginia’s Black history began when she was an outreach worker for Fairfax County’s health department. “I became obsessed with it: researching the history, collecting artifacts and articles,” she said. “I always thought, wouldn’t it be amazing if there was a space here in Northern Virginia where you could come and learn about all of the local history here, as well as national African American history?” The Culture Cup started out selling coffee and sharing Black history at farmers markets, where it displayed local artifacts while selling drinks before opening its permanent location. Brown said coffee is a natural choice for her mission of encouraging cultural exchange. “It’s community; it brings people together,” Brown said. The Culture Cup offers a selection of coffees, teas, pastries and sandwiches. Its seasonal signature drinks use house-made syrups and pay homage to notable African American figures. This summer’s menu includes a honey-spiced “Beytae” latte inspired by Beyonce and a smooth butterscotch latte named for Stevie Wonder. “It’s really important for me to name our signature drinks after different folks because every time

The Culture Cup hosts discussions on books by Black authors. someone orders that drink, we speak their name,” Brown said. “To me, it’s another way of keeping their legacy alive.” The Culture Cup boasts cozy yet classy decor, with plush armchairs, a golden chandelier and plenty of plants. A basket near the register contains “words of wisdom” from Black historical figures, and bookshelves house works from Black authors. Brown’s husband, Justin, also helps manage the shop, serving drinks or taking on other tasks. He is her biggest cheerleader, Brown said, and a sounding board for her ideas. “He’s right there with me, and he’s helping me to make it happen,” she said. “I guess what I’m trying to say is, he’s like my hands.” Nikki Brown described the support for The Culture Cup so far as overwhelming. “It’s beautiful to see people just coming together, and The Culture Cup building community, and it is taking on a life of its own,” she said. “I really don’t have to do much. On Tuesday, July 30, Del. Candi King and I, along with Newport News Commissioner of Revenue Tiffany Boyle, hosted the Red Sand Project at Garrison Park in Dumfries to mark the World Day Against Trafficking in Persons. This event aimed to shine a light on human trafficking and galvanize our community to take a stand against it. When we welcomed Rosie’s Gaming Emporium to our town, many of you voiced concerns about the potential rise in human trafficking. Your concerns were heard, and we are committed to addressing them head-on. The Red Sand Project is a powerful, interactive art installation that symbolizes the often-overlooked victims of human trafficking by filling sidewalk cracks with red sand. This visual metaphor aims to spark crucial conversations and raise awareness about an issue that affects communities everywhere, including right here in Dumfries. Commissioner Tiffany Boyle, who initiated this effort, emphasized the importance of spreading awareness: “The World Day Against Trafficking in Persons is a day of great significance. Through the Red Sand Project, we aim to shed light on this pressing issue and ignite a collective commitment to combat human trafficking. By spreading the message from Newport News to Dumfries and beyond, we strive to create a ripple effect of awareness, education and action throughout Virginia.” Our community’s strength lies in its diversity and the collective power of its residents. Legal Notice LEGAL NOTICE NOTICE TO THE PUBLIC OF AN APPLICATION BY VIRGINIA ELECTRIC AND POWER COMPANY D/B/A DOMINION ENERGY VIRGINIA FOR APPROVAL TO ESTABLISH A VOLUNTARY, EXPERIMENTAL COMPANION TARIFF TO SUPPORT CARBON-FREE AND RENEWABLE ENERGY GENERATION, DESIGNATED SCHEDULE CFG CASE NO. PUR-2024-00114 On June 25, 2024, Virginia Electric and Power Company d/b/a Dominion Energy Virginia (“Dominion” or “Company”) filed an application (“Application”) with the State Corporation Commission (“Commission”) for approval to establish an experimental, voluntary companion tariff, designated Schedule CFG – Carbon-Free or Renewable Generation Supply Service (“Schedule CFG”), pursuant to Code § 56-234 B. Dominion requests that the Commission approve Rate Schedule CFG, on an experimental basis, and allow subscriptions thereunder, for a term of no less than five years. Pursuant to Code § 56-234 B, the Commission is required to issue its final order on the Application within six months of the filing date. Through its Application, the Company states that Schedule CFG would provide the opportunity for participating non-residential customers to elect to purchase the net energy output from carbon-free or renewable energy resources (“CFG Facilities”), as well as the environmental attributes associated with this energy, in an amount up to 100 percent of their energy needs. Dominion indicates that it has received inquiries from current and prospective commercial and industrial customers interested in carbon-free and renewable energy generation options, but that the Company currently has no such tariff offering for these customers, following the termination of Schedule RG. Dominion states that Schedule CFG is a companion schedule, available on a voluntary basis to eligible commercial and industrial customers of the Company who currently are taking (or agree to take) service under an approved applicable tariff, currently including the Company’s Rate Schedule GS-1, GS-2, GS-2T, GS-3, GS-4, 10, 27, 28, MBR, and SCR (each a “principal tariff”). The Company explains if a customer elects to take service under Schedule CFG, that customer will receive service concurrently under its selected principal tariff and Schedule CFG. Dominion adds that customers may choose to aggregate multiple accounts for participation in Schedule CFG and spread the costs across these accounts. The Company further states that by enrolling in Schedule CFG, the customer would commit to purchase up to 100 percent of the net electric energy output generated from CFG Facilities (including the capacity costs, as applicable), along with their associated environmental attributes. Dominion states that it will source CFG Facilities to service participating customers in one of two ways. First, the Company states that it may construct a qualifying facility on behalf of a participating customer, subject to mutually agreeable terms, under which all costs would be ring-fenced, meaning the costs and benefits of the facility would be isolated from the Company’s cost-of-service study and not allocated to other customers. Second, the Company states that it may contract with a third-party to purchase the output of a qualifying facility on behalf of a participating customer through a power purchase agreement. Dominion represents that a qualifying CFG Facility will have a nameplate capacity of 1,000 kilowatts or greater, and either carbon-free or renewable energy facilities will qualify for use as a CFG Facility. Additionally, the Company states that only facilities located within the PJM Interconnection, L.L.C. (“PJM”) footprint will qualify for use as a CFG Facility. The Company states that the CFG charge on participating customers’ bill will comprise three components: (i) the Schedule CFG Charge; (ii) the Schedule CFG Adjustment; and (iii) the Schedule CFG Administrative Charge. The Schedule CFG Charge will be set forth in each customer’s Schedule CFG Agreement reflecting the costs of the relevant CFG Facility. The Schedule CFG Adjustment will be equal to the PJM settlement credits for the relevant CFG Facility, representing all charges and credits, as billed by PJM, for the application of energy and capacity (if applicable) of the CFG Facility to the electrical grid. The PJM settlement credits may include, but are not limited to, capacity credits (if applicable) and energy credits, as well as any balancing, ancillary, and/or administration charges or credits. The Schedule CFG Administrative Charge will be the greater of (i) $500 for each 30-day billing period or (ii) $0.25 per megawatt-hour supplied by the relevant CFG Facility. The Commission entered an Order for Notice and Hearing that, among other things, scheduled public hearings on the Company’s Application. On October 30, 2024, at 10 a.m., a Hearing Examiner appointed by the Commission will hold a telephonic hearing for the purpose of receiving the testimony of public witnesses. On the opening weekend, Arlington swimmer Torri Huske won gold in the women’s 100-meter butterfly on Sunday and silver in the 4x100 freestyle relay on Saturday. Elsewhere, the U.S. men’s soccer team, powered by South Riding’s Kevin Paredes, is 2-0. Paredes scored two thrilling goals Tuesday as the Americans defeated Guinea 3-0 and advanced to the Olympic quarterfinals for the first time in 24 years. Next up for Paredes, 21, and fellow Virginian Clifton Yow, 21, of Clifton, is Morocco in Friday’s quarterfinals. The U.S men defeated Japan 5-4 on penalty kicks in the 2000 Olympic quarterfinals in Sydney, Australia, then fell to Spain 3-1 in the semifinals. Plans to fix Va. 28 intersections net $40 million in regional funds VA. 28, from page 1 Paolo Belita, Prince William County’s assistant director of transportation, said the interchange upgrades along Va. 28 are intended to alleviate some traffic congestion, but the larger fix — the bypass — is still necessary. The bypass would reroute traffic coming from west of Manassas away from the current Va. 28, which runs through Old Town Manassas and then through a busy stretch of businesses toward the Fairfax County line. Earlier this year, Prince William County officials said the latest route for the bypass — which would require razing about 70 homes and businesses in Prince William County — is dead. That means they are reconsidering the original route, which involves land in both Prince William and Fairfax counties and would still require removing about 50 homes. Fairfax County officials weren’t pleased with the original route because of its impact on Bull Run Regional Park and because it would require tearing down at least five homes within Fairfax County on Ordway Road. Now that an alternative route is no longer viable, Belita said, Prince William County officials have picked up discussions with their counterparts in Fairfax County. He expects an update on those discussions by the end of the year. The Northern Virginia Transportation Authority gets its funding for road projects from the extra half-percent in sales tax charged in its Northern Virginia jurisdictions, which include Arlington, Fairfax, Loudoun and Prince William counties, as well as their adjacent cities and towns.

The authority’s latest six-year program will provide a total of $696.6 million toward 24 transportation projects that incorporate public transit and pedestrian access across the region. Prince William County received $172 million for projects that include: • $115 million for an improved interchange at Sudley Manor Drive and Va. 234 • $12 million for a bicycle and pedestrian path along Va. 234 over I-95 • $10 million for “intelligent transportation system improvements” along the Va. 234 corridor from I-66 to I-95. The project includes 12 cameras, dynamic signage and other technologies to keep drivers informed and traffic moving. • $25 million for a transit center at the Horner Road commuter lot in Woodbridge

• $10 million for a new transit hub along U.S. 1 in Triangle and missing segments of pedestrian and bicycle paths to enable walkers and bike riders to more easily reach the transit hub. The project will consist of a 200-foot pull-off area that will be large enough to accommodate three commuter buses. The hub will also have bus shelters, bike racks and bike lockers. The City of Manassas received about $4 million for a two-lane roundabout to replace the traffic signal intersection at Centreville and Sudley roads and Prescott Avenue. Elizabeth Boden Elizabeth Boden, a cherished resident of Manassas, VA, passed away recently, leaving behind a legacy of love, kindness, and dedication to her family, friends, and community. Elizabeth was a passionate angler and found immense joy in fishing. Her green thumb was evident in her beautiful garden, which she lovingly tended to. She had an unwavering commitment to helping others and brought light to everyone around her with her selflessness and kindness. Elizabeth was blessed with amazing friends who brought her joy and enriched her life in countless ways. She treasured their life long companionship, support, and Sunday morning yoga sessions, cherishing the moments they shared. A devoted mother, Elizabeth is survived by her two beloved children, Lyndsi Herrick, married to Scott Herrick and Randal Dressler. She was the cherished daughter of Shirley Shifflett, who she always held close to her heart. Elizabeth was also a loving older sister to Bobby Wall, married to Lisa Wall, and Suzy Norton, married to Stephen Norton. Her family extended to her adored nieces and nephews: Olivia, Katie, and Sophie Wall, Madelynne Steenwyk, and Nicholas and Michael Norton, who will forever remember her as their loving aunt. Elizabeth's memory will be treasured by all who knew her. Her spirit of generosity, her passion for nature, and her dedication to her family and friends will continue to inspire us all. She will be deeply missed but never be forgotten. Major General (Ret) Robert C. Gaskill, Sr. Major General (Ret) Robert C. Gaskill, Sr. of Woodbridge, VA, peacefully departed this world and transitioned into heaven on Sunday, July 7, 2024 at the age of 93. His life journey began in Yonkers, New York on April 12, 1931. He was the son of the late John Clement Gaskill and Armania Drucilla Jones Gaskill. Robert was a devoted husband of over 50 years to the late Erotida ("Lillian") Ponce Gaskill (d. 2009), and together they raised four children. At an early age, Robert and his family moved to Arlington, VA. He attended public schools in Arlington and Washington, D.C., and regularly attended Lomax A.M.E. Zion Church in Arlington. Robert grew up to be a God-fearing man of faith, integrity, good taste and a man with a generous heart. He modeled servant-leadership with a spirit of excellence. He loved his family and his country. He was an avid reader, liked bowling, and loved attending cultural and fine arts events. MG (Ret) Gaskill graduated with a B.A. in business administration from Howard University while active in the Omega Psi Phi Fraternity and Reserve Officers' Training Corps (ROTC). He earned his M.B.A. from George Washington University. In addition, he completed the John F. Kennedy School of Government at Harvard University. MG (Ret) Gaskill, a distinguished career U.S. Army Quartermaster Corps officer of 29 years, served our country exceptionally well during the Korean and Vietnam wars, and in peaceful times. With exemplary leadership he commanded posts at several military locations in the USA and overseas. At the U.S. Army War College in Carlisle, PA, MG (Ret) Gaskill was a student, a faculty member, and Deputy Commandant. His military awards include the U.S. Distinguished Service Medal and the Legion of Merit. He was the first Black Army officer to serve as Commander of Letterkenny Army Depot in Chambersburg, PA; Commandant of the 1st Support Brigade in Kaiserslautern, Germany; Deputy Commandant at the U.S. Army War College, Carlisle, PA; and Deputy Director of Defense Logistics Agency (DLA) then located at Cameron Station in Alexandria, VA. After retirement from the military, MG (Ret) Gaskill, taught business and public administration courses for 20 years as adjunct faculty at Northern Virginia Community College (NOVA). He was also actively involved at Covenant Presbyterian Church, Woodbridge, VA, in mentoring, and in community service organizations. He was a long-term member of the ROCKS, Inc, a majority African-American non-profit military officers' organization. His accomplished legacy continues among the U.S. Army Quartermaster Corps Hall of Fame at Ft. Gregg-Adams (formerly Ft. Lee), VA; the Defense Logistics Agency Hall of Fame; and the U.S. Army ROTC National Hall of Fame. He was named a U.S. Army War College Outstanding Alum, and was the recipient of the ROCKS, Inc. Outstanding Service Award (2001). MG (Ret) Gaskill is survived by his two sisters-in-law Ella Green and Jane Gaskill. He was pre-deceased by his six siblings: Edith Dawson, Drucilla Elizabeth Gaskill, John C. Gaskill, Jr., Alease Vaughn, James T. Gaskill, and Warren H. Gaskill. He was a loved, dedicated and honorable father to his four children who survive: Robert C. Gaskill, Jr. (Linda), Vivienne R. Porter (Andrew (d.); Thomas (d.)), Juli A. Henderson (James), and Cheryl L. Foster (Marlon). He was the beloved grandfather of a dozen grandchildren. Many nieces, nephews, great grandchildren and other relatives were a cherished part of his life. He also leaves behind a beloved friend, Ms. Shirley Bryant.
