In 2019, one of Vice President Kamala Harris’s first stops for her then-presidential campaign was the Pink Ice Gala for Alpha Kappa Alpha Sorority Inc. in South Carolina, where Harris spoke to thousands of her fellow sorority sisters about her plans if elected. Although Harris’ presidential campaign fell short then, her sorority sisters and thousands of members of other “Divine Nine” organizations continued their support when she was selected as Joe Biden’s running mate. For decades, members of Black Greek-letter fraternities and sororities have helped shape communities across the country, including Prince William County. Now, with one of their own vying for the nation’s highest office, the groups are energized and preparing to launch a massive voter registration campaign. See DIVINE 9, page 2

Prince William County middle and high school students will return to “cellphone-free” classrooms when they head back to school this month. The school division is implementing new rules prohibiting cellphone use during instructional time in all K-8, middle and high schools, except at the Independence School, according to the school division’s website. Previously, cellphone policies were left up to individual schools, according to Meghan Silas, a school division spokesperson. That will continue to be the case for the division’s elementary schools, she said. The school division said the new cellphone policy is needed to “support students in their academic success by removing a major distraction,” according to the division’s website. See CELLPHONE, page 5

Local elected officials, Black trailblazers are part of local ‘Divine 9’ alumni groups Many of Prince William County’s elected officials, community leaders and African American trailblazers are members of Black Greek-letter organizations collectively known as the “Divine Nine.” Supervisor Victor Angry, of the Neabsco District, is a member of Kappa Alpha Psi Fraternity Inc. When he was elected in February 2019, Angry became the first African American elected to the county board. Supervisor Margaret Franklin, of the Woodbridge District, and
Supervisor Andrea Bailey, of the Potomac District, were also trailblazers, becoming the first Black women elected to the county board of supervisors. Franklin is a member of Delta Sigma Theta Sorority Inc.; Bailey is a member of Alpha Kappa Alpha Sorority Inc. That effort is already being felt in Prince William County, where several elected officials are members of local chapters of Divine Nine organizations. The county has alumni chapters of all nine fraternities and sororities, and their collective members number in the thousands, according to Lorraine Jackson, president of the Prince William-Stafford Divine Nine council chapter. The energy from Divine Nine alumni could be an important factor in the presidential election, as Democrats try to turn out the vote in Prince William, the second largest county in the state. Virginia has voted for Democrats in the last four presidential elections, but some polls showed a tighter than expected race prior to Biden’s decision to drop out. In its first week, the Harris campaign drew thousands of new volunteers, including many Virginians and members of local Black fraternities and sororities. Because the groups are nonpolitical, they cannot officially endorse political candidates. But local members are excited about Harris’ candidacy, said Lillie Jessie, a former Prince William County School Board member and longtime member of Delta Sigma Theta Inc. “You can’t say the Divine Nine is supporting (Harris), but you can say they are very proud of her,” Jessie said. “Most of us will be supporting her in our own ways.”
‘Not just policymakers’
The National PanHellenic Council, established in 1930 at Howard University, is composed of four historically African American sororities and five fraternities. Today, the organizations have about 2.7 million members worldwide. They were founded when African Americans in some states didn’t hold essential civil rights, and they aim to pursue positive social change for Af-
rican Americans and other disenfranchised communities across the country. “My grandparents, sharecroppers, had fourth- and fifth-grade educations, and their life was limited because of racism,” said Del. Candi King, a member of Delta Sigma Theta Inc. who represents Prince William County. “I joined because of the responsibility I had to provide those opportunities for others.” King joined an alumni chapter a year after graduating from Norfolk State University and said her sorority serves as family wherever its members go. “A big driver to join was a sisterhood in education, and when I moved to Northern Virginia, I had a built-in family of sorors,” King said. Sorors, a Latin word that means “sister,” is often used by women who share a bond of sisterhood, such as in a sorority. In Virginia, leaders on both the state and local levels have relied on support from fellow Black fraternity and sorority members in politics. That includes Douglas Wilder, the nation’s first Black governor, and John Harper Jr., Prince William County’s first Black school board member and a namesake of Covington-Harper Elementary School in Potomac Shores, both of whom were elected in the 1990s. Other fraternity and sorority members work to effect change outside of politics, King said. “An overwhelming number of the more than 20 Black individuals serving at the state level are part of (the Divine Nine), but we don’t just shape policy at that level,” she said. “In Prince William County, what you see is not just policymakers but community leaders.” King says she believes the county’s diverse leadership is largely due to the work of older Divine Nine leaders, such as Vera and Emmitt Fletcher and the late George Hampton, a retired Army officer who is the namesake of George M. Hamp-
ton Middle School in Dale City. Hampton, a member of the Omega Psi Phi Fraternity Inc., was known for his local Juneteenth celebrations, which occurred long before the day was recognized as a federal holiday, as well as his foundation, which awards scholarships to local students. With encouragement from Divine 9 groups, the school board renamed the middle school for him in 2016 when they removed the name of Mills E. Godwin, a former governor who supported massive resistance to school integration. The Divine Nine groups’ impact increased after the Prince William-Stafford National PanHellenic Council chapter was formed in 2018, Jackson said. In the past six years, the local chapter has sponsored backto-school drives, toy drives, food drives, vaccine clinics and several scholarship programs as well as voter registration efforts and candidate forums — in addition to the community service projects organized by each individual alumni chapter.
‘We’re not going back’
Willis Lonzer, chairman of the Council of Presidents of the Nation-
al PanHellenic Council, said the national group has been meeting since last September to determine what their engagement would look like in the upcoming election. Jackson said the Council of Presidents of the Divine Nine has yet to hold a meeting for all council chapters about the election but plans to do so soon. “Our country and democracy as we know it is on the line, and we’re not going to go back to when people of several ethnicities were disenfranchised,” Lonzer said. “We’re not going to stand by; we’re going to make sure people are educated on this.” King said Prince William County’s local chapters will be part of the effort — as they always have been. “Whether it’s been creating pressure as advocates or running and serving in elected office, it’s been members of Black Greek-letter organizations who have been leading the charge on every major movement and progress in the U.S.,” King said. “We will continue to inform voters about how qualified Vice President Harris is and bring our activism into a new generation.” Reach Evelyn Mejia at emejia@ fauquier.com

Police chief: Man killed by police pointed his gun at officers
Police tried for 9 hours to calm, disarm 22-year-old By Cher Muzyk Staff Writer
Prince William County police tried for more than nine hours last week to calm and disarm a 22-year-old man whom they described as “suicidal” before the man pointed a gun at police, prompting an officer to fatally shoot him early Thursday, Aug. 1. The deceased man was identified as Gabriel Ramirez, 22, of Woodbridge, according to Lt. Jonathan Perok, a Prince William County police spokesperson. Friends described Ramirez as fun-loving and energetic and said he graduated from Woodbridge Senior High School in 2019. They said he played sports in high school, loved motorcycles and had recently gotten a new job but also had been suffering from depression. “He was just crashing,” said Zack Warner, 24, who described himself as one of Ramirez’s lifelong friends. Prince William County Police Chief Peter Newsham held a press conference on the afternoon of Thursday, Aug. 1 in the Promontory Woods community of Lake Ridge, where the fatal police shooting occurred at about 5:30 that morning. Newsham shared his condolences with Ramirez’s family, acknowledging the loss of Ramirez was “devastating” to his friends and family.

Gabriel Ramirez, 22, of Woodbridge, was shot and killed by police early Thursday, Aug. 1 in the backyard of a home in the Promontory Woods area of Lake Ridge after he pointed his gun at responding police officers, according to Prince William County Police Chief Peter Newsham. Police first responded to a residence on Caledonia Circle in Lake Ridge at 8:21 p.m. Wednesday, July 31, after one of Ramirez’s out-oftown family members reported that he had made statements indicating he was suicidal and was likely armed, Perok said. Officers located Ramirez, who was armed with a handgun, in the backyard of the home of an acquaintance on Bromley Court, Perok said. Police department crisis negotiators attempted to deescalate the situation over many hours. Ramirez was suffering from a mental health crisis and remained “agitated” during his hours-long interaction with police, Newsham said.
Three police officers trained in crisis negotiation were on the scene and worked throughout the night to try to calm Ramirez and coax him to surrender peacefully, Perok said. Negotiators communicated with Ramirez by cellphone throughout the night, sharing messages with him from his friends and loved ones, Perok said. When Ramirez’s cellphone died, police threw him another one over the backyard gate, but Ramirez threw it back, Perok said. Because of concerns officers had about Ramirez’s mental health, police obtained an emergency custody order, but he became more erratic, Newsham said.
At about 5:30 a.m., Ramirez came “to the fence line and he pointed the weapon at the officers,” Newsham said. “With the townhouses in their backdrop, presenting a danger not only to the officers but others who may have been in those homes,” an officer fired his rifle, fatally striking Ramirez, Newsham said. The firing police officer was a member of the department’s special weapons and tactics team who had about four and a half years of experience with the police department, Perok said. Police recovered Ramirez’s handgun at the scene, Newsham said. It’s not clear whether the gun was loaded. A regional police “critical incident response team,” an independent body composed of officers from several area law-enforcement agencies, will conduct an independent investigation into the shooting. Their evidence and findings will be presented to Prince William Commonwealth’s Attorney Amy Ashworth, who will decide whether the shooting was justified. The officer involved in the shooting will remain on administrative leave until the investigation is completed, Perok said. Warner described Ramirez as “completely sober” but said he knew his friend had a gun and was depressed, and he worried Ramirez might try to harm himself. The controversial “Van Buren North” road project is a step closer toward fruition now that the Prince William County supervisors approved an adjusted route for the new roadway, as well as a request for $181 million in state funding. The project, first proposed in the early 2000s, aims to ease local and regional traffic congestion by providing a parallel roadway along Interstate 95 between Cardinal Drive and Va. 234 in eastern Prince William County. But it’s also long divided neighborhoods nearby. Montclair residents favor the project because they see it as a way to alleviate cut-through traffic along Waterway Drive, their community’s main thoroughfare. But residents of Cardinal Grove and Four Seasons oppose the road. An extended Van Buren Road would split Cardinal Grove, a newer neighborhood off Cardinal Drive, in half and would bring more than 1,000 cars a day through their community, according to a traffic analysis conducted by Dewberry, a company hired to study the road’s potential impacts. Residents of Four Seasons, an over-55 community off Va. 234 in Dumfries, have raised concerns about the new road cutting through acres of forested land that buffers

Revised route: The Prince William Board of County Supervisors approved an updated route for “Van Buren North,” an extension of Van Buren Road, that more closely hugs Interstate 95. their homes from the traffic noise on I-95. The new road will also provide access to undeveloped lots that are zoned for commercial uses and could potentially become sites for
new data centers. A recent environmental study resulted in shifting the road’s path closer to I-95 to ensure cultural resources aren’t impacted. An archeo-
logical assessment of the area found artifacts from an 18th century home site on some of the undeveloped land, according to Prince William County archeologist Justin Patton. The new roadway would be a four-lane, major collector with a 10foot, shared-use path and a 5-foot sidewalk. It would connect portions of Van Buren that dead-end at Va. 234 and Cardinal Drive and would include a new bridge over Powell’s Creek. Pegged at about $70 million in 2019, the road is now estimated to cost as much as $191 million. So far, the project has received only about $10 million in regional funds from the Northern Virginia Transportation Authority. The county would need at least an additional $150 million to fully fund the project and will request $181 million in state money from the Virginia Department of Transportation. The project’s cost estimate fell to about $156 million from $191 million in recent months, but the county will still seek the larger amount, according to Paolo Belita, the county’s assistant director of transportation. Applications for these projects and the Van Buren Road North extension were due Aug. 1, and county officials say they should know by next spring whether the projects are recommended for state funding. Beautification effort brings flowering trees, shrubs to area roadways Staff Report Key Prince William roadways have undergone a facelift in recent months, thanks to the Prince William Board of County Supervisors’ efforts to beautify the county’s gateways. The board dedicated $500,000 in last year’s budget to spruce up areas in all seven of Prince William County’s magisterial districts with new landscaping. The plantings have been placed at entry points of the county in hopes of making a good impression among both residents and visitors. The plantings include crepe myrtles, shamrock hollies, knockout roses, eastern redbuds, flowering dogwoods, sweet magnolias and variegated liriope, according to Nikki Brown, a Prince William County spokeswoman. The new landscaping has been installed along roadways entering the county from several directions. In the Coles and Brentsville districts, a northwestern gateway to the county, medians along Sudley Road from Portsmouth Road (near Denny’s) to Godwin Drive in Manassas have been landscaped. In the Gainesville District, another northwestern gateway into the county, the U.S. 15 overpass at Interstate 66, received new plantings. In the Woodbridge District, the county’s far eastern boundary, new landscaping was installed along Richmond Highway from the Fairfax bridge to Gordon Boulevard. Several areas in the Occoquan District got facelifts, including along on Caton Hill Road; on Prince William Parkway near the ramps to Interstate 95; and along Gordon Boulevard near I-95 and Va. 123 In the Neabsco District, in the middle of the county, new landscaping was installed along Ridgefield Road between Delaney Road and Dale Boulevard.

This is also traffic safety,” said Su-
pervisor Kenny Boddye, who represents the Occoquan District. “A lot of overgrown brush in the past has created sightline problems for motorists that have been driving, pedestrians who have been crossing roadways,” Boddye said. “So, we’ve been really digging in and putting in plants that are not only easy to maintain and (are) natives but have a certain height so they can clear out those sightlines while creating a much more beautiful project.”

Prince William middle, high school classes to be ‘cellphone free’ this fall CELLPHONE, from page 1 The move also follows an executive order issued by Gov. Glenn Youngkin in July, pushing public schools to restrict cellphone use. At Prince William K-8 and middle schools, cellphones must be silenced and stored away during the school day this school year. Students may wear smart watches, but any cellular features must be placed in airplane mode during the school day. In high schools, cellphones, as well as earbuds or earphones, must be silenced and stored away during instructional periods. High school students may wear smart watches, but they must be silenced and put in airplane mode during instructional time. High school students will be allowed to use cellphones — and may wear one earbud in an ear — during lunch and in hallways during passing times. But cellphones will be “prohibited” in all locker rooms and restrooms, according to the division. Cellphones and wireless communication devices may be used on school buses, provided the devices do not distract the driver, compromise safety or violate other rules on student use. The school division is advising parents not to contact their students on their cellphones during the school day. Instead, they should contact the school office with any urgent messages, which will be communicated to the student. Similarly, students will be permitted to use a phone in the school’s

main office to contact a parent or guardian during the school day if necessary, according to the division’s updated rules. The new cellphone policies do not affect teachers’ use of personal cellphones though. The new rules only “address student cell phone usage,” Silas said. Some districts, like neighboring Fauquier County, are asking teachers and school staff to “model” restricted cellphone use in classrooms. Students who do not comply with the new cellphone rules will be subject to a three-step non-compliance plan, according to the division. For the first offense, the student will be required to surrender their cellphone, and it will be returned at the end of the class period. On the second offense, the student’s cellphone will be locked in the main office and will be returned to the student at the end of the day. Staff must document the offense,

and parents will be notified that another infraction will result in a “disciplinary incident.” On the third offense, the cellphone will be confiscated and locked in the main office, and a parent or guardian must retrieve it. The student also will be required to complete a “healthy cell phone use” online lesson during detention or Saturday school, according to the division’s website. At the start of the school year, most elementary schools will not be subject to the new rules. But elementary-aged students attending K-8 schools, which include Pennington Traditional, Porter Traditional and The Nokesville School, must follow the new rules. Youngkin’s administration is expected to release a cellphone model policy next month. Depending on what is included, elementary schools may also become cellphone free, Silas said. Youngkin tasked the Virginia Department of Education with cre-
ating guidance for schools this fall, but many communities across the state have already been restricting cellphones — and screen time — in classrooms in recent months. Loudoun County Public Schools passed a new policy in June that bans elementary school students from using phones during the school day, and Fairfax County is piloting a phone storage program. Neighboring Fauquier County also announced this week that students will be prohibited from using cellphones in class during instructional time. Stafford County and Fredericksburg City public schools are also prohibiting cellphones in class. Youngkin’s executive order directs his administration to “heed the call” of parents, public health professionals, educators and others by establishing cellphone-free policies and procedures for school divisions. The state education department has been holding listening sessions across the state on the issue ahead of issuing guidance to divisions this fall. During these listening sessions – including one at Osbourn High School in Manassas last month — some worried about teachers having to enforce cellphone bans, while others expressed concerns about students having equitable access to technology. Judge orders Fauquier fill-dirt farmer to pay his neighbors $850K

Yearslong legal fight points to struggle between rural landowners over fill dirt operations By Peter Cary

Neighbors fighting a southern Fauquier County farmer who has invited thousands of dump trucks to pile fill dirt on his property recently got a measure of satisfaction when a judge awarded them $850,000 in damages, closed the dump truck route the farmer was using and declared his claims of running a sod farm a “ruse.” The neighbors, Steven and Jennifer Rainwater and Patricia Hupp, live adjacent to property owned by Michael Hawkins off Brent Town Road in Midland. They have been fighting Hawkins and his predecessor in court since 2018. In this case, which lasted four years, they argued that the dump trucks entering his property and his dirt operations tormented them with noise, dust and uncontrolled stormwater runoff. A jury awarded them $400,000 in compensatory and $450,000 in punitive damages. The case marks the first time the neighbors have prevailed against Hawkins in court despite numerous attempts that date back years. Fauquier County, too, has tried to shut Hawkins down with zoning regulations, to no avail. Still, whatever elation the neighbors may have felt in court was short-lived. “I’m going to appeal the whole thing,” Hawkins said. He also started building a new road to his property to bypass the one the judge shut down. He said he planned to be taking dirt onto his property again this week. “I’m frustrated. Just so frustrated,” said Jennifer Rainwater as she watched him clearing the new route. The Rainwaters and Hupp said the judgment will hardly pay the legal costs they’ve incurred to fight Hawkins, who has hired top land-use lawyers with the estimated $5 million or more he has earned in dumping fees. The award “is putting me at ground zero,” Hupp said. Her only satisfaction, she said, was the idea that their win could show the way for other residents to stop their neighbors from dirt-stockpiling, which has now engulfed Prince William County, as well. “I get calls every day,” she said. Hawkins’ operation, which involves truckers paying him $50 to $100 a load to take their dirt from construction sites for data centers and road

Now the practice has spread to Prince William County, where caravans of trucks dumping on private property have brought complaints of torn-up roads and near-collisions. The truckers say there are no other places to dump their dirt cheaply, and county ordinances to curb the dumping have proven weak and often unenforceable. In Hawkins’ case, the neighbors’ hopes now lie with an injunction they are seeking to stop his operation altogether. The matter will be heard in Plowman’s court on Aug. 22. Fauquier County is also trying to stop him with an injunction, which is scheduled for an initial hearing in mid-August. Plowman’s decision on Thursday, July 25 capped a two-week trial in a civil law case initially filed by Hawkins, who claimed his neighbors interfered with his business and conspired against him. Hupp and the Rainwaters countersued, claiming his operations were a nuisance and constituted trespassing. Their claims included trucks driving next to their homes, dust and dirt raised by his grading, damage from water runoff and the cutting down of some of Hupp’s trees. Hawkins said he is shooting for 1 million cubic yards of dirt, delivered at a rate of 120 trucks a day. He says he is filling in the valleys on his property to make a sod farm. But Plowman saw things otherwise. “I find this property is not a sod farm,” he said.
“This property was always a dirt fill dump.” Regarding Hawkins’ claim that he was leveling the land for sod, Plowman said, “It’s a ruse.” In a recent interview, Hawkins called the judge “not impartial and not blind in the name of justice.” When Plowman announced his ruling, Jennifer Rainwater sobbed and embraced her husband. But tempering their feelings are worries about Hawkins’ appeal and his intent to keep the fill dirt coming — or that he might sue them or retaliate in some other way. In 2021, he hung crude and rude signs and flags on their side of a fence between the two properties. A judge, however, acquitted him of criminal obscenity charges. The civil cases date further back. The Rainwaters first sued Hawkins’ predecessor for dirt-dumping in 2018, then later joined with Hupp to file a federal waste management lawsuit against Hawkins in 2019. Then, Hawkins sued them for defamation (over Facebook posts) and for interference with his business, and they countersued. Hawkins asked for a jury trial, which went against him. “The irony is that this was initiated by him,” Plowman said of Hawkins in court. The county’s efforts to stop him have been similarly tortured. The Fauquier County Board of Supervisors passed two zoning code amendments targeting dirt-dumping operations, and county zoning officials cited him for violating them. But Hawkins appealed their decisions to the Fauquier County Board of Zoning Appeals, and when he lost, he appealed to circuit court. Some of those cases are still pending. Through much of that process Hawkins relied on one favorable circuit court ruling. On Oct 13, 2020, Judge Douglas L. Fleming Jr. had summarized the issue succinctly: “A central issue in this case is whether the property is a sod farm or a dump.” He declared that the property was a sod farm. Hawkins cited that decision in many of his battles with county officials — to his benefit. On July 25, his lawyer, James Kinsel, reminded Judge Plowman of that ruling. “That was a different hearing with different parties. I’m not bound by that,” Plowman said. Legal Notice LEGAL NOTICE NOTICE TO THE PUBLIC OF AN APPLICATION BY VIRGINIA ELECTRIC AND POWER COMPANY FOR AN UPDATE OF THE 100 PERCENT RENEWABLE ENERGY TARIFF, DESIGNATED RIDER TRG CASE NO. PUR-2024-00123 On July 1, 2024, Virginia Electric and Power Company (“Dominion” or “Company”) filed an application (“Application”) with the State Corporation Commission (“Commission”) pursuant to Code §§ 56-577 A 5 and 56-234 for an annual update of the Company’s voluntary 100 percent renewable energy tariff, designated Rider TRG. The Company began offering Rider TRG in July 2020. According to Dominion, as of May 31, 2024, approximately 5,751 residential customers, 123 commercial customers, and two industrial customers were enrolled in Rider TRG. In Case No. PUR-2019-00094, the Commission approved the Company’s initial Rider TRG filing, whereby participating customers can voluntarily elect to purchase 100 percent of their energy and capacity needs sourced from a portfolio of renewable energy resources owned or contracted for by the Company (“TRG Portfolio”) that meet the definition of renewable energy in Code § 56-576. In that case, the Commission approved the following resources for inclusion in the TRG Portfolio: the Scott, Whitehouse, and Woodland solar facilities; the Essex, Williamston Speight, HXOap, Cork Oak, and Sunflower solar power purchase agreements; the Gaston and Roanoke Rapids hydro facilities; and the Altavista, Hopewell, and Southampton biomass units. Customers electing to participate in Rider TRG pay a premium over standard service that is based on the prevailing market value of retail renewable energy, using the market value of renewable energy certificates (“RECs”) as a proxy for this premium (“Rider TRG Rate”). In Case No. PUR-2019-00094, the Commission approved a Rider TRG Rate of $3.98 per megawatt-hour (“MWh”), which was the weighted average price of the RECs produced by all of the resources in the approved TRG Portfolio. Dominion states that it calculates the current value of the RECs in the TRG Portfolio to be $29.49/MWh “based on the current market value of the portfolio RECs using the same historical transactions methodology that was approved as part of the original Rider TRG application.” In its Application, however, Dominion proposes increasing the Rider TRG Rate to $16.73/MWh. According to Dominion, the Company is proposing to increase Rider TRG by $16.73/MWh rather than $29.49/MWh “[t]o avoid the impact of a sharp increase in the rate while also ensuring the Rider TRG Rate is more aligned with the estimated current market value of the TRG Portfolio of RECs.” Dominion indicates that the proposed Rider TRG Rate of $16.73 reflects an incremental increase of 50 percent of the difference in the current market value of the TRG Portfolio RECs and the currently approved rate of $3.98/MWh. According to the Company, $16.73/MWh represents a charge over standard service, on an annualized basis, of 12.58% for participating customers. Dominion states that, for RECs that are retired on behalf of participating customers, “the Company will credit the applicable rate recovery mechanisms with the full market value of the RECs which are retired on behalf of TRG customers from the first day of the month at least 60 days from the Commission’s final order in this proceeding.” Dominion represents that it will achieve this through the proposed $16.73/MWh charge that is collected from participating customers, plus the difference of $12.76/MWh to be covered by the Company, to reach the full market value of $29.49/MWh. Dominion asserts that Rider TRG continues to be just, reasonable, and in the public interest and is designed to hold nonparticipating customers substantially harmless. TAKE NOTICE that the Commission may approve a rate that is higher than the $16.73/MWh proposed by the Company, up to $29.49/MWh for Rider TRG. Interested persons are encouraged to review the Application and supporting documents for further details of the Company’s proposals.
The Commission entered an Order for Notice and Comment that, among other things, directed the Company to provide notice to the public and provided interested persons an opportunity to comment on the Company’s Application. To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic filing of testimony and pleadings, unless they contain confidential information, and required electronic service on parties to this proceeding. Please refer to the Commission’s Order for Notice and Comment for further instructions concerning Confidential or Extraordinarily Sensitive Information. Third-year Battlefield High golf coach Brian Hill is bullish about the Bobcats. After finishing as the runner-up at the Class 6 Region B tournament and tied for sixth at the Class 6 state tournament last season, Hill believes the Bobcats have even more talent this year. Despite losing its top two players from last year’s squad, seniors Paxton Ihm and Louie Maniacci, Battlefield returns starters Ryan Austin, Karsten Hill and Jude Williams and welcomes an influx of freshmen on the 15-player roster. Twenty-seven Bobcats attended tryouts last Tuesday through Thursday at Piedmont Country Club in Haymarket. There were so many standouts that Hill is keeping a larger roster than anticipated. “Summertime’s a very popular time to play golf, so there were groups of them that got together over the summer on their own and played and practiced, and it showed at tryouts. The scores, compared to the last two years, were definitely lower,” Hill said. Seniors Ryan Austin and Karsten Hill, the son of coach Hill, are Battlefield’s No. 1 and 2 golfers. Hill shot a 79 and finished tied for 26th at states last year, while Austin was 56th with a 92. “Ryan’s worked on his game very hard since he was a freshman, and it’s starting to show. He’s starting to learn how to have course management, handle different situations, adversity, and he strongly believes in his abilities,” said Hill. Sophomore Jude Williams, who

He’s been playing competitive golf from a very young age, played in a lot of tournaments and had great success. In some ways he’s still finding his way, but the mental side of it, he’s ready to play and be a leader on the team,” the coach added. In their first meet of the season at Prince William Golf Course on Monday, Williams shot a 72 with Austin and Hill each carding a 76. Battlefield beat Osbourn Park in a playoff to win the Prince William Cup. After Austin, Williams and two of OP’s players parred the first playoff hole, a bogey and double bogey by the Yellow Jackets opened the door for Hill on the second, and he calmly rolled in a five-foot putt to save par and win the cup.

Say “Cheese,” Noah. Noah Lyles wasn’t sure he won gold in the men’s 100-meter dash at the 2024 Olympic Games in Paris last Sunday until a photo proved it. Lyles, an Alexandria native, and Jamaica’s Kishane Thompson both finished in 9.79 seconds, but upon review, Lyles’ torso was ahead of Thompson, who led much of the race, by inches to win gold. Team USA’s Fred Kerley took the bronze in 9.81. Lyles is the first American to win the 100 at the Olympics since Justin
Gatlin won in Athens, Greece, in 2004. Lyles is a three-time world champion in the 200 and goes for gold in his signature event Thursday afternoon. Lyles won bronze in 200 at the 2020 Olympics in Tokyo. Elsewhere, Ashburn’s Emily Fox and the U.S. women’s soccer team slipped past Germany 1-0 in overtime in the semifinals to advance to Saturday’s final against Brazil. Swimmer Torri Huske of Arlington won five Olympic medals in the Paris Games, including three golds. Huske medaled in all five events she was in, wrapping up with gold in the women’s and mixed 4x100 medley relays.
Said coach Hill of his son, “When the pressure’s on, he can handle it well. That is what stands him apart from some of the others.” Also playing well to open the season are junior Andrew Hakimian and freshman Carter Kamprowski, the Bobcats’ No. 4 and 5 golfers. Battlefield opened with two different meets on Monday, with Hakimian and Kamprowski playing in the Gainesville Cardinal Invitational at Stonewall Golf Club. Kamprowski shot 73 while Hakimian posted a 75 to lead the Bobcats to fourth behind defending Class 5 state champion Independence, Class 6 champion Robinson and Class 6 runner-up W. T. Woodson. Hakimian, who rotated in and out of the No. 6 spot in the lineup and didn’t play in the state tournament last year, made big strides over the
summer. As for Kamprowski, perhaps no Bobcat has more promise, according to Hill. “He is well on his way to having whatever level of success that he aspires to. He enjoys the process, he enjoys practicing, he enjoys playing, he’s not afraid of the competition, he’s not intimidated by the older kids,” he said. “The first day of tryouts, I purposely paired him with some of our upperclassmen just to see where he would stack up. He came out and he birdied the first three holes.” Rounding out the lineup in the No. 6 spot are senior Aiden Okabayashi and sophomore Preston Priebe. Okabayashi shot a 79 in the Prince William Cup on Monday, as did Priebe in the Gainesville Cardinal Invitational. Other Bobcat contributors include seniors Patrick Kelly and Addison Laskow, junior Taylor Chaky and freshmen Ike Moser, Braedan Franklin, Landon Markiewicz, Tyler Adams and Kara Dedicatoria. Hill thinks his team could shine in the postseason. “I’m excited. I believe that our team, top to bottom, is the strongest it’s been in three years since I’ve been coaching,” Hill said. “Given the history of Battlefield’s golf team, I think we have the chance to be one of the better teams in program history. “We’re trending in the right direction early in the season; it’s just a matter of maintaining that.”
